The ongoing revamping of the refineries will enhance capacity utilisation once completed,” the NNPC said.<br /> <br /> It also showed that the production of petroleum products (petrol and kerosene only) by the refineries amounted to 87.47 million litres in September, compared to 78.44 million litres in August.<br /> <br /> The corporation said it had been adopting a Merchant Plant Refineries Business Model since January this year.<br /> <br /> According to the NNPC, the model takes cognisance of the products’ worth and crude costs.<br /> <br /> The corporation said the combined value of output by the three refineries (at import parity price) for September amounted to N18.41bn while the associated crude plus freight costs and operational expenses were given as N13.31bn and N8.62bn, respectively.<br /> <br /> “This resulted in an operating deficit of N3.52bn by the refineries. Also, during the period under review, the refineries’ combined capacity utilisation was 6.14 per cent with only the PHRC which operated at capacity utilisation of 13 per cent,” the corporation.<br /> <br /> According to the report, the national oil firm recorded in September a trade deficit of N2.81bn, down from the previous month’s deficit of N5.74bn.<br /> <br /> “This represents 51.06 per cent or N2.93bn improvement compared to the last month’s performance. This improved performance is mainly due to revamping of Forcados export terminal which enhances the NPDC’s performance as well as slight improved performance of the downstream value chain, especially the PPMC despite high crude oil inventory and the shutdowns of the KRPC and the WRPC during the period as a result of several maintenance interventions,” it said.

But their supply is not always reliable.<br /> <br /> As a result of the development, tens of unemployed youths have taken to the risky business of selling fuel on major streets in the metropolis.<br /> <br /> While they sell four litres for between N1,100 and N1, 200.<br /> <br /> AA Rano filling stations and the NNPC Mega filling station sell at the approved government price of N145 per litre, but motorists have to endure long queues to fill their tanks.<br /> <br /> Mohammed Bashir, a resident of Kano, who could not brave the queues, said he had parked his car at home, as he could no longer afford to buy fuel at the black market price.<br /> <br /> “I need at least two gallons on daily basis, so if I have to buy two gallons daily, that means I need N2,200 because I cannot withstand the stress of following the queue at the filling stations that are selling,”he said.<br /> <br /> Another resident, Malam Aminu Inuwa expressed concern over the lingering fuel crisis in the country and called on the Federal Government to take stringent measures to end petrol scarcity in the country.<br /> <br /> Inuwa, who, described the scarcity as artificial, called on the Department of Petroleum Resources (DPR) to sanction any marketer caught either diverting or selling the product above the government approved price of N145 per litre. Ashwe informed the governor point blank that the doctrine of the Gboko Diocese of the Catholic Church does not allow politicians to speak in church after service except at reception venues.<br /> <br /> The governor simply complied even though there was uproar as worshippers who were mostly politicians hurriedly abandoned the service.<br /> <br /> The Chief Press Secretary to the Governor later issued a statement to douse the tension between the Gboko Diocese and the governor among his supporters.<br /> <br /> The statement reads in part: “We have read various statements arising from the thanksgiving mass yesterday in honour of Senator George Akume at St. Christopher’s Catholic Church, Wannune, Tarka Local Government Area.<br /> <br /> “We wish to state that Governor Samuel Ortom understands and respects the decision of Gboko Catholic Diocese not to allow politicians to speak during masses and therefore would not have felt slighted when the Priest in Charge of the Wannune Parish did not permit him to speak during the mass in accordance with the decision of the Diocese.<br /> <br /> “We urge those amplifying the incident and making inflammatory statements for political reasons to sheathe their swords.”

There is nothing scandalous or extraordinary about what has happened.”<br /> <br /> The SGF in a statement attached to the list of the appointees said the constitution of the boards was “very necessary, so as to provide a proper governance and oversight structure for government agencies and parastatals.”<br /> <br /> He added: “The constitution of the boards with the appointments is a demonstration of this government’s efforts aimed at building strong institutions of governance, and by extension, improving the quality of policy formulation and supervision.<br /> <br /> “While these appointments represent a substantial number of hitherto pending board appointments, some more appointments are still being processed and will be released in due course.<br /> <br /> “The appointments take immediate effect and Ministers are advised to inaugurate the boards after letters of appointment have been issued.”<br /> <br /> But some Nigerians were not amused by the inclusion of the names of some dead persons on the list.<br /> <br /> They took to Twitter and Facebook to register their disappointment and embarrassment.<br /> <br /> One @royaltyuso writing on his Twitter handle said government officials “will soon say the appointments were strategic and that’s because non-living people do not loot. Femi Adesina will term it posthumous appointment. And that it was rightly placed.”<br /> <br /> O’Seun Ogunseitan, writing on his Facebook wall said: “The error conclusively gives an idea of why very few good things are happening in the country, the way we want it.<br /> <br /> “The indications are that most of the Board appointees were never consulted, before the appointments and that the federal government did not even try to find out how the appointees plan to change the state of things in the country.”

Yes of course, the current affliction must be remedied, and fast, but is there a dimension to it that must be brought to the fore, simultaneously and forcefully? This had better be the framework for solving even a shortage that virtually paralyzed the nation.<br /> <br /> “Just to think laterally for a moment – what became of the initiatives by some states nearly two decades ago – Lagos most prominently – to decentralize power, and thus empower states to generate and distribute their own energy requirements? Frustrated and eventually sabotaged in the most cynical manner from the Federal centre!<br /> <br /> “The similarity today is frightening – for nearly four days on that earlier occasion, the nation was blacked out near entirely. We know that one survival tactic of governments is to keep their citizens in the dark over decisions that affect their lives but, this was literal!<br /> <br /> “And yet each such crisis, plus lesser ones, merely reiterate again and again that this national contraption, as it now stands, is simply – dysfunctional!.<br /> <br /> “What this demands is that, in the process of alleviating the immediate pressing misery, we do not permit ourselves to be manipulated yet again into forgetting the MAIN issue whose ramifications exact penalties such as petroleum seizures and national power outage.<br /> <br /> “These are only two handy, being recent symptoms – there are several others, but this is not intended to be a catalogue of woes. Sufficient to draw attention to the Yoruba saying that goes: Won ni, Amukun, eru e wo. Oun ni, at’isale ni. Even if one is a messenger, one should be able to ask how he can deploy technology to carry out his duties and this applies to all other operational components of council.<br /> <br /> “So, this is an era where we are looking at 2018 as a year where we will be deploying technology in all facets of our operations, not just in conducting examination, processing of results and printing of certificates but in all areas of our operations,’’ the HNO said.<br /> <br /> On the possibility of introducing Computer Based Test (CBT) platform for its examination, Adenipekun said that the CBT was not an examination mode that was limited to any particular examination body.<br /> <br /> According to him, WAEC also has a section called the Aptitude Test department that can equally use the CBT platform in conducting examination for candidates.<br /> <br /> He, however, said that the main point was that the mandate of WAEC makes it difficult to go the whole hug as it was different from that of other examination bodies like JAMB.<br /> <br /> “It will interest you to know that WAEC conducts achievement tests to ascertain the level of achievement of a candidate or student after attending secondary school for a six-year period.<br /> <br /> “So, if you want to test knowledge for English Language for instance, we do so without bringing about any complications.<br /> <br /> “We are aware of the operational environment. WAEC examination is not a selection test, it is an achievement test and so in doing that, we will have to deploy all facilities available to ensure that we help that particular candidate to prove himself or herself,’’ he said.<br /> <br /> The WAEC boss explained that if in a school, a candidate or student had not been exposed to the use of a computer in any form for the six years he had been attending school, it would be unfair to subject such candidate to the CBT platform in an examination.<br /> <br /> “So what we are then doing as an organisation and as part of our step forward is to come out and encourage state governors, school owners, communities, individuals and of course the generality of education stakeholders on the need to see how we can encourage secondary schools.<br /> <br /> “This, we should do starting from Junior Secondary 1, to see how students can deploy computers in writing their internal examination.<br /> <br /> “Once we are able to identify schools that are favourably disposed to this and we are convinced that they can meet our terms, we will start looking in the direction of introducing them to some aspects of our examinations which is the objective questions, which can be done on the CBT platform to start with.<br /> <br /> “We have some papers that have three components and others two. Those with two components, objective and essay and for schools that are ready for CBT, we should be able within the next two years to encourage them to present their candidates,’’ Adenipekun said. </div>

The price will keep falling, as production remains consistent and rises.<br /> <br /> “The Food and Agriculture Organisation said the number of Nigerians facing food insecurity in the northeast dropped by half this year.”<br /> <br /> Adesina said against all odds, 2017 has turned out the year of Nigeria’s agriculture revolution, embodied by the successes of the Presidential Fertiliser Initiative and the Anchor Borrowers Programme.<br /> <br /> He said more than a dozen moribund fertilizer blending plants were revived under the PFI in 2017.<br /> <br /> He added that inflation rate fell for 10 consecutive months in 2017, February to November, with the Central Bank of Nigeria projecting that it is likely going to drop to single digit by 2018.<br /> <br /> The presidential spokesman added, “The Federal Government’s Social Investment Programme rolled out across the states and currently 5.2 million primary school children in 28,249 schools in 19 states are being fed daily, while 200,000 unemployed graduates were enlisted into the N-power Job Scheme.<br /> <br /></div>

The presenter randomly read through the pages of the document for the benefit of his listeners.<br /> <br /> He stated that the claim by the Former Executive Director of Integrity Group that the budget is a secret document is baseless.<br /> <br /> Kamalu, a Former Member of the Rivers State House of Assembly, stated that the sacked Executive Director of Integrity Group, Livingstone Wechie is out for mischief and not to access the budget.<br /> <br /> He noted that Wechie submitted a letter to the Ministry by 4pm requesting the budget, only to appear on Channels Television by 7pm claiming he was denied access to the budget.<br /> <br /> The Rivers State Commissioner for Budget and Economic Planning noted that the processes for the passage and assent of the state’s budget are such that the budget can never be a secret document.<br /> <br /> He said: “Right from the executive, the public was involved in the budget process. We had pre-budget workshops which involved civil society organisations, market women and professional groups.<br /> <br /> “After the presentation of the budget to the State House of Assembly by the governor, the Assembly held public hearings with different committees involved. Following the governor’s assent, the Ministry printed the budget and we have always made it available for the public.<br /> <br /> “We have a library at the Ministry where those who want to research on the budget can access it. However, if you need a copy, you write formally and it will be given to you after due process is followed.
