Lawal A. Kazaure (State Chief of Protocol); Sabiu Yusuf – Special Assistant (Office of the President); Saley Yuguda – Special Assistant (House Keeping).<br /> <br /> Others are Ahmed Muhammed Mayo-Special Assistant (Finance & Administration); Mohammed Hamisu Sani – Special Assistant (Special Duties); Friday Bethel – Personal Assistant (General Duties); Sunday Aghaeze – Personal Assistant (State Photographer); and Bayo Omoboriowo – Personal Assistant (Presidential Photographer).<br /> <br /> A reliable source said that “In all honesty, the reappointment of Mustapha, Kyari and all other aides was informed by the need for continuity. He felt it is not easy having a new Chief of Staff managing his schedule.<br /> <br /> “He is appreciative of their loyalty, especially when he had medical challenges. Despite insinuations, he decided to sustain the bond between him and his aides.<br /> <br /> “There was no single leak on his health status until the President himself opened up after recovery.<br /> <br /> “A few names were recommended to replace Kyari but the President weighed all options and it was difficult to understand why he should drop Kyari whose sense of duty and commitment he appreciates.<br /> <br /> “Security reports on some of these recommended nominees were unfavourable. One of the nominees was actually linked with slush funds traced to the late Head of State, Gen. Sani Abacha and his family.”<br /> <br /> Another source stated that Buhari reappointed Kyari following the isolated protest against Kyari and Daura.<br /> <br /> “The President has shown that he cannot be stampeded by anybody or group. He was shocked by the isolated protests against Kyari and his nephew, Mallam Mamman Daura, in Abuja and Kaduna,” the source said.<br /> <br /> “Security reports indicated that some desperate office seekers were behind the protests. The President felt the protests were personalised and he was not ready to condone the desperation.<br /> <br /> “From the feelers at hand, the protests actually triggered the reappointment of Kyari. The President decided to be his own man rather than being intimidated by outside forces.<br /> <br /> Another source disclosed that President Buhari has absolute faith in the judgment of his nephew, Mamman Daura.<br /> <br /> “Those who wanted drastic changes in Buhari’s strategic aides actually wanted to dismantle the kitchen cabinet of the President, whose arrowhead is Daura. All over the world, it is always difficult to tamper with any power cabal,” the government source said.<br /> <br /> “The truth is that the President has absolute faith in the judgment of his nephew because when it was rough for him, only Daura was the last man standing. It was Daura who recommended Kyari for the job. To drop the Chief of Staff will be a slight on Daura.<br /> <br /> “The retention of Kyari has deepened the bond between the President and Daura.”

<div class="separator" style="clear: both; text-align: center;"><a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjYjN0j0IQDPBPmmcwEPaIe8z92B7S6ybHVkyn5upHZIpmyMgugW2hlxvKH-gxwi65cUV0SZxUfqRd1bHjektmgjdONMo6uS8LyXjJ5wM0aCDXdBZqqF9EbuuD7T0OSkVToGp73ePm7KzEe/s1600/Delta-North+Senator%252C+Peter+Nwaoboshi.jpg" imageanchor="1" style="margin-left: 1em; margin-right: 1em;"><img border="0" data-original-height="600" data-original-width="800" height="240" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjYjN0j0IQDPBPmmcwEPaIe8z92B7S6ybHVkyn5upHZIpmyMgugW2hlxvKH-gxwi65cUV0SZxUfqRd1bHjektmgjdONMo6uS8LyXjJ5wM0aCDXdBZqqF9EbuuD7T0OSkVToGp73ePm7KzEe/s320/Delta-North+Senator%252C+Peter+Nwaoboshi.jpg" width="320" /></a></div> <br /> <br /> The Federal High Court in Abuja has ordered the interim forfeiture of 11 houses and 22 bank accounts linked to Delta-North Senator, Peter Nwaoboshi.<br /> <br /> Justice Taiwo Taiwo made the order on July 2 but a certified true copy of the order was only issued on July 5 (Friday).<br /> <br /> The judge issued the order following an ex parte application by the Special Presidential Investigative Panel for the Recovery of Public Property.<br /> <br /> The ex parte application was moved by the panel’s lawyer, Celsus Ukpong, who described the assets as suspicious or suspected to be far beyond the legitimate income of Nwaoboshi.<br /> <br /> <a name='more' id="more"></a><br /> <br /> Nwaoboshi, the Zenith Bank, Access Bank, United Bank of Africa and Sterling Bank are joined as the 1st to the 5th respondents respectively in the said ex parte application.<br /> <br /> Although, Ukpong had applied for interim forfeiture of 14 landed assets, the judge only granted the request in respect of 11, as he exempted three of them that were without addresses from the order.<br /> <br /> The affected properties include, Suiming Electrical Company (RC 1090069) located along Asaba Airport Road, Asaba, Delta State; PON Filling Station, along Asaba Airport Road, Asaba, Delta State and a multi-billion naira estate under construction at Maryam Babangida Road, Asaba, Delta State.<br /> <br /> They also include, Cartage Cinema located at Okpanan Road, beside Rain Oil Petrol Station, Asaba, Delta State; Newbridge Filing Station, along Airport Road, Warri, Delta State; and a house at No. 8, Monu Olarewaju Crescent, GRA, Asaba, Delta State.<br /> <br /> The rest are, a multi-million building located at 41, Buma Road, Apapa, Lagos; Guinea House, No. 27, Marina Road, Apapa, Lagos; Plot 3011B, Kuranah Close, Maitama, FCT, Abuja, and Ceedeez School Hall Airport Road, Asaba Delta State.<br /> <br /> Those exempted are Plot on C of O No. 16800, Plot on C of O No. 16711 and Plot on C of O 13988.<br /> <br /> The judge also ordered the interim forfeiture of 22 bank accounts with Zenith Bank, Access Bank and Sterling Bank linked to Nwaoboshi.<br /> <br /> Some of the bank accounts are held in the name Hon. (Barr) Peter Nwaoboshi, and Nwaobosh Peter, Sen Peter Nwaoboshi.<br /> <br /> The rest are held in the name of firms linked to the senator, which are Suiming Electrical Ltd PVC Account, Bilderberg Enterprises Limited and Obi Francis Nwaoboshi Foundation.<br /> <br /> The judge’s order read in part, “It is hereby ordered as follows:<br /> <br /> “That interim order is hereby made forfeiting all the property alleged to belong to the 1st respondent being suspicions assets or assets far beyond the legitimate income of the 1st respondent particularly those on the amended schedule to this application pending the investigation<br /> <br /> “That an order is hereby made restraining the 2nd to the 5th respondents from posting any debt or making any withdrawals on all the accounts belonging to the 1st respondent (Nwaoboshi) particularly those on the amended schedule attached to this application.<br /> <br /> “That the properties listed in the schedule attached in this order that carry no address i.e items 6, 7 and 8 are exempted from this order.”<br /> <br /> The court also ordered that the respondents be put on notice of the court order and that a publication be made in a widely read newspaper in Nigeria.<br /> <br /> He directed that “any person with interest or third party interest in the listed properties shall within 30 days of the publication show cause why the propertie(s) shall not be forfeited to the Federal Government of Nigeria permanently.”<br /> <br /> He said such interested applicant showing cause “shall file an affidavit in the registry of this court with copies of documents attached showing ownership of the properties”.<br /> <br /> The judge adjourned till October 8.

He held that the defendants had a case to answer on counts eight and nine and ruled that they should open their defence on May 8, 2019.<br /> <br /> Goje is standing trial along with a former Executive Chairman of the state’s Universal Basic Education Board, Aliyu El-Nafaty; and S.M. Dokoro for an alleged N5bn fraud. A fourth defendant, the ex-governor’s cousin, Sabo Tumu, who is now late was removed from the charge sheet.<br /> <br /> Meanwhile, the Office of the Attorney-General of the Federation took over the case filed against the former governor from the EFCC on June 7, shortly after he (Goje) agreed to step down for Ahmed Lawan in the race for the position of the Senate President.<br /> <br /> Goje had come under intense pressure from the ruling All Progressives Congress and the Presidency to drop his bid to pave the way for Lawan, who was the preferred candidate of the party for the position.<br /> <br /> But few weeks after he dropped his ambition and the subsequent take-over of the case by the Office of the Attorney General of the Federation, report emerged on Friday that the Federal Government had applied to withdraw the charges against the senator.<br /> <br /> When the case came up for hearing on Friday, the counsel from the OAGF, Pius Akutah, told the court that, “My Lord, we have an application having taken over the case and reviewed the 21 count charges of no submission and by the ruling of this court quashed 19 leaving only two count charges in which they are to enter defence.<br /> <br /> “As it is, the Federal Ministry of Justice wishes to withdraw those two charges against the accused persons. This action is in line with the power vested in the AGF by virtue of Section 128 of the Administration of Criminal Justice Act 2015 particularly sub section 1 of that section (128).<br /> <br /> “It’s in accordance with the power vested in the AGF by the constitution that we wish to withdraw the charges before your Lordship. This is our humble application and (we) urge your Lordship to grant our application.”<br /> <br /> Responding, the counsel for Goje, Mr Adeniyi Akintola (SAN), did not oppose the application.<br /> <br /> He said, “My Lord, we are not opposing the application but we are urging your Lordship to evoke the provision of section 2(a)(b) of the Administration of Criminal Justice Act 2015 and acquit them of the charges.<br /> <br /> “The same section gives your Lordship the discretionary power to make an order for the accused persons to be discharged and acquitted. My Lord has the power under Section III.<br /> <br /> “As we urge your Lordship to consider our humble application, we wish to thank you for your patience with us since 2011 when we started this journey on the case. We also wish to commend the AGF for (the) wise decision in bringing this case to an end.”<br /> <br /> In his ruling, the judge said pursuant to Section 174(1) particularly sub-section (b) and coupled with Section 108 (2) of 2015, “the application by the AGF to withdraw the charges is hereby granted.” “The accused persons are hereby discharged,” the judge held.

The gridlock that resulted from the protest stretched to several kilometres on both sides of the road.<br /> <br /> The leader of the protesters, Alhaji Musa Jeje, said they had protested to the authorities about the extortion on the road, especially the spot where Adamu was killed.<br /> <br /> The Police Public Relations Officer, Onome Onovwakpoyeya, described the incident as a case of manslaughter.

What he suggested to me then is what he is doing right now. Stepping down is the right thing to do.<br /> <br /> “Honestly, I believe Busola’s story. She cannot come out to lie against him. What for? Is it for money or fame?<br /> <br /> “Busola and her husband, Timi Dakolo, are already famous and have money. I believe she did it for conscience sake and to help other people.<br /> <br /> “I advise that he (Fatoyinbo) should get himself together and push up again; it is not the end of life and (his) ministry. He should not sink into depression. He should get things right with God.<br /> <br /> “He has taken the right step by stepping down so that it does not appear like he took the allegation lightly or that he mocks Christianity.<br /> <br /> “He should go through a psycho-therapy process and heal up and he should give all the necessary legal attention to the case.”<br /> <br /> He said Busola should realise that the world had heard her story, adding that her objective had been achieved.<br /> <br /> He added, “I do not support rape or violence in any form and I believe her story. I pray that God will heal her heart and wound.”<br /> <br /> Omatsola said although Fatoyinbo was his senior in ministry, he (Omatsola) had called to reciprocate what he did for him at his own trying time.<br /> <br /> He said, “Prophet Fufeyin has already come to my church to re-establish me after I went to the mountain to seek God’s face for mercy.<br /> <br /> “I have also settled with the girl. He even gave her N1m. So, I have settled with God, settled with the girl and settled legal action.<br /> <br /> “I was on the mountain for over two months. They must speak up and get justice. Nobody should be ashamed to expose suspected rapists. When rape suspects are arrested, we don’t allow families to settle rape cases out of court.<br /> <br /> “There is a law somewhere in the United States where it was agreed that rapists would begin to be castrated. I just pray that we can push that law so that we can begin to castrate rapists. This is so that they will never rape again.<br /> <br /> “Our agency does not tolerate any form of sexual abuse against women and men. I take it personally when it comes to women. Nigerians must begin to learn that violence and rape should be reported to NAPTIP.<br /> <br /> “We are going to open a sex offenders register. This register will be for convicted rapists and the details of their backgrounds will be published and sent to embassies and popular workplaces in the country. This is so that everyone will know about their backgrounds and be wary of them. This was the same path that landed Nigeria in recession in 2015. How a President seems to want to do the same thing over again yet expects to receive a different result is worrying.”<br /> <br /> He warned all affected aides to stay away from their former offices until and unless they were armed with fresh appointment letters or risk criminal prosecution and trial for violation of the Code of Conduct Bureau Act.<br /> <br /> He also demanded refund of all salaries, wages, and allowances they had received while “illegally occupying” the office to the national treasury without exceptions.

Aneke, had adjourned till Thursday for report of settlement.<br /> <a name='more' id="more"></a><br /> <br /> But at the resumed proceedings on Thursday, the prosecuting counsel for the EFCC, Mr Rotimi Oyedepo, told the court that the parties had yet to settle, alleging that the defendants, through their lawyers, Chief Bolaji Ayorinde (SAN) and Mr Norrison Quakers (SAN), were not showing commitment to the proposed plea bargain.<br /> <br /> “This matter was adjourned for report of plea bargaining. On receiving their written proposal, I made several calls to both Chief Ayorinde and Mr Quakers, urging them to come for an official meeting to discuss and agree. None of them visited our office.<br /> <br />  “It appears to me that the defendants are not committed to the resolution of this matter in line with Section 70 of the Administration of Criminal Justice Act,” the prosecutor told the judge.<br /> <br /> But Ayorinde, who is Amosu’s lawyer, blamed the delay on the EFCC, saying the anti-graft agency did not extend a formal invitation to the defendants.<br /> <br />  “It is true that we wrote a couple of letters to the prosecution. There was no reply to either of them (defendants). Their (EFCC) style is that they will never write in response to any request.<br /> <br />  “We cannot force him (Oyedepo) to write if it is the style of their office not to write. We expected a formal invitation,” Ayorinde said.<br /> <br /> On his part, Quakers said it was not true that the defence was not serious about the plea bargain proposal which they initiated.<br /> <br />  “We sent letters which were duly acknowledged, but there has been no official communication. In fairness to Oyedepo, he has been doing his bit, but it is not right for an institution not to reply to a letter,” Quakers said.<br /> <br /> Justice Aneke said in view of the development, coupled with the fact that Ayorinde said he was not feeling too well, he would further adjourn the matter to enable the parties to hold the plea bargain talks.<br /> <br /> He adjourned until October 9.

We are ready to lead the officials of the security and government to the hideouts of the bandits. We know their hideouts. We will continue to engage the leadership of Hausa community in the state to advise their people to live peacefully with their host communities.”<br /> <b><br /> Court dismisses Miyetti Allah suit against open grazing law</b><br /> <br /> A Federal High Court sitting in Abuja, while dismissing the suit filed by the Miyetti Allah Kautal Hore challenging the 2017 Open Grazing Prohibition and Establishment Law passed by the Benue State House of Assembly, awarded a cost of N100,000 against the plaintiff to be paid to all the defendants before any other step can be taken in the suit.<br /> <br /> Miyetti Allah Kautal Hore had approached the court seeking a mandatory injunction against Benue State Government from implementing the laws as passed by Benue State |House of Assembly. Delivering judgment yesterday, Justice Okon Abang held that the failure of the plaintiff to comply with an earlier order of the court to amend their originating summons was a fault on their part.<br /> <br /> The order, according to Mr Abang, was made in December 2017 by a judge of the Federal High Court in Abuja, Bamidele Quadri.<br /> <br /> He had ordered the plaintiff to amend their originating summons as there was no valid originating summons before the court. Justice Abang said the judge had given the plaintiff five days to comply with the order of the court but the plaintiff brought the summons before the court on May 31, 2019.<br /> <br /> With this, Mr Abang held that the plaintiff was nonchalant, developed a carefree attitude and did nothing for upwards of 19 months. He stressed that the plaintiff treated the court order with disdain and levity. “For 19 months, since December till date, the plaintiff failed to file the amended originating summons following an order of a judge of the Federal High Court to do so within five days.<br /> <br /> The plaintiff was in court when this order was made but failed to comply or appeal the order. No valid originating summons was filed by them. “For them to have not done anything for 19months, they should have themselves to blame. The court order remains valid. If the originating summons is not filed, there would be no way the defendants would file a counter-affidavit.<br /> <br /> “The purported originating summons filed on May 31, 2019, is a nullity and should not have been filed. “In the eyes of the law, there is no valid originating summons filed by the plaintiff. Why did the plaintiff not comply with the court order if they know they have a good case? “The court should not only bark but should also bite and break bones where necessary, but, not the bones of the parties involved in the matter.<br /> <br /> The matter is also an abuse of court processes, where the court process is abused, the suit should be dismissed. “The plaintiff’s suit is hereby dismissed with a cost of N100,000 to be paid to all the 14 defendants before taking any other step,” the judge ruled.

It depends on the extent of our investigations; it depends on our discretion and how far we have gone with the investigation.”<br /> <br /> Ciroma also explained that the assault victim had been questioned by detectives.<br /> <br /> It was learnt that the senator had earlier met with the Inspector-General of Police, Mohammed Adamu, at the Force headquarters before heading for the command for questioning.<br /> <br /> Following the outrage over a trending video of the young lawmaker assaulting his victim, the IG had directed the CP to carry out an investigation into the incident.<br /> <br /> The IG also asked Ciroma to undertake a forensic investigation of the footage which showed Abbo repeatedly slapping his victim over what appeared to be a minor disagreement while a police officer looked on.<br /> <br /> The probe was also expected to unravel why the policeman who was at the scene failed to prevent the assault on the nursing mother.<br /> <br /> Meanwhile, Abbo has been drawn into a fresh scandal as a photojournalist, Olumuyiwa Owolabi, has accused him of assault and breach of agreement.<br /> <br /> Owolabi revealed that Abbo not only assaulted him but got the police to lock him up in Adamawa.<br /> <br /> He said he first met Abbo in 2014 during the run-up to the June 2014 Ekiti State governorship election which Ayodele Fayose won.<br /> <br /> Owolabi, who was the official photographer of Fayose during the election, said he met Abbo in Ekiti State and Abbo told him that he would like him to do some jobs for him.<br /> <br /> He said, “The viral video of Senator Elisha Abbo assaulting a young lady isn’t a news to me as I was one of his victims of assault years back.<br /> <br /> “I met him during the campaign of former governor Ayodele Fayose while I was the official photojournalist assigned to Fayose during the campaign and later head of photojournalists to his deputy after the election.”<br /> <br /> The photojournalist said Abbo, who was contesting to become a senator on the platform of the All Progressives Congress at the time, entered into a contract with him to cover his political activities at the cost of N2.8m.<br /> <br /> He said on August 13, 2014, he travelled with Abbo to Yola, Adamawa State, from Abuja by air and they lodged at Lelewa Hotel for weeks while campaigning for the primaries which was eventually won by Senator Binta Garba.<br /> <br /> The photojournalist said he travelled along with the senator from Adamawa to Mubi, Vintim Muchala to Mubi and later back to Yola after he lost the senatorial primary.<br /> <br /> Owolabi said, “On approaching Senator Abbo to enforce the contract agreement we had, he refused to pay. He ignored several pleas for him to just give me part of my money.<br /> <br /> “On the fateful day we wanted to travel together to Mubi for the last campaign, Boko Haram invaded the place prior to the day we ought to have travelled. Due to the attack by Boko Haram, I began to plead with him that I needed to leave the state.<br /> <br /> “After several text messages and calls put through to him were ignored, I had no choice but to sit in front of his room where he was lodged at Dansoho Hotel, Yola. This was around 5pm.”<br /> <br /> The photojournalist alleged that when Abbo saw him, he got so angry that he began to beat him, slapping him repeatedly.<br /> <br /> Owolabi said Abbo quickly called a policeman and told the cop that he was a Boko Haram suspect and should be arrested immediately.<br /> <br /> The photojournalist added, “As soon as he came out, I began to plead with him that I had to go. The next thing he said was that I was embarrassing him. He started beating and slapping me. He told his orderly to put me inside the pick-up truck. He told them to point their guns at me and that he would kill me and tell people I was a member of the Boko Haram sect.<br /> <br /> “When I heard that statement, I was shocked because I didn’t know anybody there and I couldn’t speak their language fluently. No one could come to my rescue when he brutalised me, causing me to sprain my ankle.<br /> <br /> “I began begging him to just leave me and let me go that I would leave the money for him because of his action.”<br /> <br /> He alleged that Abbo’s police escort took him to Kaliwa Police Division around 2am with instructions that he should be shot dead if he failed to comport himself.<br /> <br /> Owolabi said Abbo had broken his phone at the time and so he was locked up in the police station without any means of contacting anyone.<br /> <br /> The photojournalist added, “He had damaged my phone, I couldn’t contact anybody; he tore my clothes and I was virtually naked.<br /> <br /> “That very night, on getting to Kaliwa Police Station, I begged the investigating police officer to please let me use his phone to talk to one of my relatives. That was how I called one of my brothers that pleaded with the IPO to assist me out of the situation.<br /> <br /> “The DPO came the following morning and begged him (Abbo) to give me transport fare to go back to meet my family. Till date, he hasn’t paid me the money.”<br /> <br /> The photojournalist, who pleaded with Nigerians to help him, also shared photos of private chats he purportedly had with the senator.<br /> <br /> Attempts to speak with the senator proved abortive as calls put through to his telephone indicated that it was switched off while a text message was not responded to as of 7am on Thursday.

In the procession was Elumelu.<br /> <br /> <a name='more' id="more"></a><br /> <br /> After saying the opening prayers, Gbajabiamila approved the votes and proceedings of Wednesday.<br /> <br /> While the Speaker was cheered by many members in the chamber, he noted that the adoption was in line with Order 9 Rule 4 and Order 10 of the House’s Standing Rules.<br /> <br /> Then, lawmakers began to chant Gbaja! Gbaja! Gbaja! Miffed by the development, Chinda said, “Mr Speaker, point of order!”<br /> <br /> Responding, Gbajabiamila said, “Without even asking what your point of order is, you are overruled.”<br /> <br /> Again, Chinda wanted to raise a point of order but Gbajabiamila stated, “I will not recognise you, you are not in your allocated seat.” Again, the chants of “Gbaja!” rent the air.<br /> <br /> The Speaker went on to swear in a new member. Shortly after, Chinda again wanted to raise a point of order.<br /> <br /> Angered by Chinda’s insistence, Gbajabiamila said, “I am going to make this point and I am going to make it very clear: there are allocated seats. If you are not seated in your allocated seat, you will not be recognised; number one. Number two, I want to make it again, abundantly clear; I am pleading, do not test the resolve of this House. Do not test the resolve of this House. You will have cause to regret it.”<br /> <br /> Again, Gbajabiamila was cheered.<br /> <br /> Then an APC member from Abia State, Mr Benjamin Kalu, raised a point of order to decry the crisis in the chamber when the lawmakers were elected to address important and urgent national issues.<br /> <br /> He particularly called for investigation of a member, Mr Gogo Bright, who on Wednesday removed the mace from the rightful position in protest against the announcement of Elumelu as the Minority Leader.<br /> <br /> Kalu cited Order 6 and Section 19(b) of the Legislative Privileges Act which state bar lawmakers from disrupting legislative activities, violent acts, among others.<br /> <br /> He partly said, “I am not one of the ranking members, I am just one of the new members who came here because of specific interest, to add my own quota to the making of laws; not to learn how to fight or how to become violent. Yesterday, I was psychologically threatened; I was traumatised by the events that played out in this house. It is supposed to be a hallowed chamber. While I was seated here, I saw many ranking members who we respect so much, especially Honourable Bright from Rivers State who went for the mace.<br /> <br /> “It is an attempt to destroy the integrity, the sacredness of this House. I saw that play out yesterday and I felt so bad. I was to ask: Are members now allowed to become sergeants-at-arms or play their role as provided in our order. My prayer is that this House constitute a committee to look into what happened yesterday.”<br /> <br /> In his ruling, the Speaker noted that it was a matter of privilege, which would not be subjected to a debate. He however stated that the action by Bright was “a breach of our individual and collective privilege.”<br /> <br /> He said, “We will refer the matter and the gentleman who he (Kalu) specifically named to an ad hoc ethic (and privileges) committee, the membership of which would be made before the close of sitting today.”<br /> <br /> The Speaker later set up a committee led by the Deputy Majority Leader, Mr Peter Akpatason, to probe into the mace matter.<br /> <br /> A member of the Chinda-led faction, Mr Tajudeen Yusuf, also raised a point of order to notify the House that the votes and proceedings of Wednesday earlier approved by Gbajabiamila did not contain the letter signed by 99 opposition members nominating Elumelu and others as minority and principal officers.<br /> <br /> Ruling, Gbajabiamila said, “Your point is noted.” Again, Chinda attempted to raise a point of order.<br /> <br /> Gbajabiamila responded, “Honourable Chinda, do not try my resolve. You are not on your allotted seat, so you will not be heard today.”<br /> <br /> Another member of the Chinda-led faction, Mr Mark Gbillah, raised a point of order to say, “With all due respect, I consider my privilege breached by the comments you made which appear to contravene the law, that seem like a threat you’re making to the honourable members of this House.”<br /> <br /> Gbajabiamila interjected, saying, “Honourable Mark Gbillah, “Please look at your dictionary meaning of threat and the dictionary meaning of warning.”<br /> <br /> The Speaker was cheered again.<br /> <br /> Several other members of the minority faction attempted to raise issues, whom the Speaker blocked from speaking.<br /> <br /> Later in the session, the Speaker announced that he received a letter from the All Progressives Congress caucus naming the majority principal officers.<br /> <br /> The officers included Alhassan Ado-Doguwa as the Majority Leader; Peter Akpatason as Deputy Majority Leader; Mohammed Monguno as Chief Whip; and Nkeiruka Onyejeocha as Deputy Whip.<br /> <br /> Meanwhile, the National Working Committee of the Peoples Democratic Party during its 473rd meeting on Thursday summoned Elumelu and some of its members in the House of Representatives to a crucial meeting at the party’s national secretariat in Abuja.<br /> <br /> According to a statement by the PDP National Publicity Secretary, Kola Ologbondiyan, other invited lawmakers include member representing Oriade/Obokun Federal Constituency of Osun State, Wole Oke; member representing Onitsha North and Onitsha South Federal constituency, Lynda Ikpeazu; member representing Ezza North/Ishielu federal constituency, Anayo Edwin; member representing Kaura Federal Constituency election in Kaduna State, Gideon Gwani; member representing Aninri/Awgu/Oji River Federal Constituency of Enugu State, Toby Okechukwu; and member representing Ijebu-North/Ijebu-East/Ogun Waterside Federal Constituency, Adekoya Abdul-Majid.

<div class="separator" style="clear: both; text-align: center;"><a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjwCd_m_oWj8AtpEcrCywqjV15532lRdJFEwm_Sam3N5uHlBTu7tBG13oCsya2NuEbbdHAKV2vxHQodgZ1ArrdXnlJXdgMZIEUFvWWAjDtyLJV4fVNQaj_OB5BmMDjNNbhiu8WHhickNzGX/s1600/Okorocha-Saraki.jpg" imageanchor="1" style="margin-left: 1em; margin-right: 1em;"><img border="0" data-original-height="414" data-original-width="640" height="414" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjwCd_m_oWj8AtpEcrCywqjV15532lRdJFEwm_Sam3N5uHlBTu7tBG13oCsya2NuEbbdHAKV2vxHQodgZ1ArrdXnlJXdgMZIEUFvWWAjDtyLJV4fVNQaj_OB5BmMDjNNbhiu8WHhickNzGX/s640/Okorocha-Saraki.jpg" width="640" /></a></div> <br /> The Economic and Financial Crimes Commission (EFCC) has accused Justice Taiwo Taiwo of the Federal High Court in Abuja of exhibiting bias in favour of former Senate President, Bukola Saraki and the immediate past Governor of Imo State, Rochas Okorcha, in his handling of the cases they filed.<br /> <br /> The allegation is contained in two fresh motions the EFCC filed before the court, demanding the withdrawal of Justice Taiwo from the two fundamental rights enforcement cases filed by Saraki and Okocha.<br /> <br /> The EFCC said although it did not hope to always win its cases before the judge, the trend of Justice Taiwo’s orders in cases where it was conducting corruption/financial crimes investigations, made it difficult for it (the EFCC) to believe in the judge’s impartiality.<br /> <br /> The commission resorted to filing the fresh motion following the refusal by the court’s Chief Judge, Justice Adamu Kafarati to transfer the cases from Justice Taiwo’s court, as requested by the EFCC in a petition it earlier wrote against the judge.<br /> <a name='more' id="more"></a><br /> <br /> The grounds, on which the EFCC based its fresh motions, include that: “His Lordship while sitting in Ekiti Judicial Division of the Federal High Court had in two previous cases involving former Governor of Ekiti State, Ayo Fayose, Attorney-General of Ekiti State and officials of Ekiti State Government given orders/decisions wherein the 4th respondent/applicant’s statutory powers to investigate economic and financial crimes were curtailed and gagged contrary to the established principles by superior courts.<br /> <br /> “One is suit number, FHC/AD/CS/32/2016 between A.G. Of Ekiti State vs. EFCC and 17 Ors, while the other has been upturned by the Court of Appeal in Appeal No. CA/EK/8C/2017 between EFCC V. Mr. Ayodele Fayose & Anor.<br /> <br /> “The 4th respondent/applicant does not expect to always win its cases before this honourable court, but the trend of decisions/orders being made against it by my lord in cases where it is conducting corruption/financial crimes investigations. has made it difficult for it to believe in my lord’s impartiality.<br /> <br /> “The 4th respondent/applicant had petitioned the Chief Judge of the Federal High Court seeking that this matter be re-assigned from my Lord’s court to another court, and the Chief Judge advised that a formal motion be filed to that effect.”<br /> <br /> It faulted the ex parte orders parte directing the respondents in the case, including the EFCC,”to stay all action in connection with the subject matter of this suit, to stay all action in connection with the subject matter of pending the determination of this suit”.<br /> The commission said the orders had an indefinite life span “since no one can state when the main case can be determined.”<br /> <br /> It added that the orders were in the nature of interlocutory injunction “which ordinarily requires the aderse party to be put on notice”<br /> <br /> The EFCC stated: “Without considering the merit in the application vis a vis the venue of the alleged violation of the fundamental rights, the court made an interlocutory order without hearing from the respondents applicant.<br /> <br /> “It is well established legal principle that no court has the power to stop the investigative powers of the 4th respondent or any agency established under the laws to investigate crimes.”<br /> <br /> The commission argued that the orders issued by the court on May 9 and May 14, 2019 restrained it from performing its statutory duty.<br /> <br /> Other respondents in both cases the Attorney-General of the Federation (AGF), the Department of State Services (DSS), the Inspector-General of Police (IGP), the Independent Corrupt Practices and other related offences Commission (ICPC) and the Code of Conduct Bureau.<br /> <br /> The EFCC had, in its earlier petition to Justice Kafarati, May 21, 2019, accused Justice Taiwo of being bias against it.<br /> <br /> In the petition, signed by the EFCC’s acting Chairman, Ibrahim Magu, the commission equally complained about the ex parte orders made by Justice Taiwo on May 9 and 14, restraining the commission from continuing its investigations of certain corruption allegations against Saraki, and Okorocha.<br /> <br /> It requested in the petition the re-assignment of the two men’s cases and all other ones involving it in the judge’s docket to another judge of the court.<br /> <br /> It also recalled in the petition how the judge, out of alleged bias while sitting in the Ado-Ekiti Division of the court, gave rulings in favour of a former Governor of Ekiti State, Ayo Fayose.<br /> <br /> In their separate responses, Okorocha and Saraki urged Justice Kafarati to ignore the request by the EFCC, arguing that it was baseless.<br /> <br /> Saraki and Okorocha also contended that the orders made in their favour by the judge were justified owing to the circumstances of alleged harassment by the commission leading to their decision to file the cases in which the judge issued the restraining orders.<br /> <br /> When the cases came up on Thursday, Justice Taiwo drew parties’ attention to the fresh motions by the EFCC,to which lawyers to Saraki and Okorocha sought time to respond to.<br /> <br /> The judge consequently adjourned both cases till September 27, 2019 for the hearing of the motions.

And the saliva, faeces and body parts they leave behind may not only trigger allergies and asthma, but could cause the condition in some children,” Scharf says.<br /> <a name='more' id="more"></a><br /> <br /> A Purdue University study led by Scharf, a professor and O.W. Rollins/Orkin Chair in the Department of Entomology, has found evidence that German cockroaches (Blattella germanica L.) are becoming more difficult to eliminate as they develop cross-resistance to exterminators’ best insecticides.<br /> <br /> The problem is especially prevalent in urban areas and in low-income or federally subsidized housing where resources to effectively combat the pests aren’t as available.<br /> <br /> “This is a previously unrealized challenge in cockroaches,” said Scharf, whose findings were published in the journal Scientific Reports.<br /> <br /> “Cockroaches developing resistance to multiple classes of insecticides at once will make controlling these pests almost impossible with chemicals alone,” he says.<br /> <br /> According to the findings, each class of insecticide works in a different way to kill cockroaches. Exterminators will often use insecticides that are a mixture of multiple classes or change classes from treatment to treatment. The hope is that even if a small percentage of cockroaches is resistant to one class, insecticides from other classes will eliminate them.<br /> <br /> Scharf and his study co-authors set out to test those methods at multi-unit buildings in Indiana and Illinois over six months. In one treatment, three insecticides from different classes were rotated into use each month for three months and then repeated.<br /> <br /> In the second, they used a mixture of two insecticides from different classes for six months. In the third, they chose an insecticide to which cockroaches had low-level starting resistance and used it the entire time.<br /> <br /> In each location, cockroaches were captured before the study and lab-tested to determine the most effective insecticides for each treatment, setting up the scientists for the best possible outcomes.<br /> <br /> “If you have the ability to test the roaches first and pick an insecticide that has low resistance, that ups the odds,” Scharf said. But even then, we had trouble controlling populations,” he says.<br /> <br /> Rotating three insecticides, the researchers were able to keep cockroach populations flat over a six-month period, but they could not reduce them. The two-insecticide mixture did not work, and cockroach populations flourished.<br /> <br /> In one of the single-insecticide experiments, Scharf and colleagues found that there was little starting resistance to the chosen insecticide, and they were able to all but eliminate the cockroach population. In the other, there was about 10 percent starting resistance. In that experiment, populations grew.<br /> <br /> In later lab tests of the remaining cockroaches, Scharf and the team found that cross-resistance likely played a significant role. A certain percentage of cockroaches would be resistant to a particular class of pesticide.<br /> <br /> Those that survived a treatment and their offspring would be essentially immune to that insecticide going forward. But they also gained resistance to other classes of insecticide, even if they hadn’t been exposed to them and had not had previous resistance.<br /> <br /> “We would see resistance increase four- or six-fold in just one generation,” Scharf said. “We didn’t have a clue that something like that could happen this fast.”
