During Wednesday attack about eleven people were reportedly killed when Boko Haram gunmen and suicide bombers launched a rare combined attack inside Maiduguri.<br />

The group in video obtained by <i>Saharareporters</i> Saturday showed the insurgents’ attack on Maiduguri, displaying uniforms, shoes, ID cards, arms and ammunition the group claimed their fighters seized from the military during the attack.<br />
<br />
 The factional leader of Boko Haram said the group was determination to fight on and that there was no room for any dialogue. He cited Somalia, Afghanistan, and Syria where Islamist groups have waged longstanding wars.<br />
<br />
 Mr. Shekau rebuked those who have been claiming that the Islamist group’s war around Lake Chad was over. “Our kids and grandchildren will continue from where we stopped,” he vowed.<br />

The Economic and Financial Commission (EFCC) Friday said that some named some top officers of the Nigerian Police Force and civil servants who allegedly benefited from a bribe scandal totaling $115m doled out by former Minister of Petroleum Resources, Diezani Alison-Madueke.<br />

The purpose of the bribe, offered in cash disbursements, was apparently to enlist the police and civil service officers in a scheme to compromise the 2015 general elections in favor of the then ruling Peoples Democratic Party (PDP).<br />
<br />
In a document tendered Friday by the EFCC before the Federal High Court in Lagos, the anti-graft agency stated that the then Assistant Inspector-General of Police (AIG) in Kwara State received N1m cash. The EFCC disclosed that,while the Commissioner of Police in Kwara State at the time received N10m in cash, the Deputy Commissioner of Police in charge of Operations got N2m. The EFCC also alleged that the Assistant Commissioners of Police in charge of operations and administration in Kwara State received N1m cash each. According to the EFCC document, the Resident Electoral Commissioner in Kwara State for the 2015 general elections was given N10m, while the Independent National Electoral Commission’s Administrative Secretary in Kwara State at the time received N5m in cash.<br />

The head of Operations Department at INEC, along with “his boys,” were handed N5m, while “other officers”unnamed officials received and shared N2m among themselves. Other beneficiaries of the Diezani bribe in Kwara State included the officer in charge of the mobile police (Mopol) and “his men” who got N7m, the second-in-command of the Mopol unit in the state, who got N10m, and the Director of the State Security Service (DSS) and “his men,”who got N2.5m.<br />
<br />
The military unit in Kwara State received bribe of N50m, according to the EFCC document, while other security agencies, including the Nigeria Security and Civil Defense Corps and the Federal Road Safety Corps, got N20m. An EFCC investigator, Usman Zakari, who brought the document to court Friday, told Justice Rilwan Aikawa that the document was recovered from a senior Nigerian lawyer on trial for his alleged involvement in the bribe scandal. The lawyer on trial is standing trial before Justice Aikawa for allegedly collecting N450m from Ms. Alison-Madueke and distributing the funds to beneficiaries in Kwara State. The EFCC has accused the lawyer of handling the funds in cash without going through any financial institution, a violation of the Money Laundering (Prohibition) (Amendment) Act, 2012.<br />
<br />
The EFCC said Mr. Belgore is liable to be punished under sections 15(3)(4), and 16(2)(b) of the same Act. Standing trial along with Mr. Belgore for the offence is a former Minister of National Planning, Abubakar Suleiman, a professor. The two defendants were on February 8, 2017 arraigned on charges of money laundering, but they pleaded not guilty. Mr. Zakari is the second witness called by the EFCC in thecase. Testifying before Justice Aikawa, the investigator Mr.Zakari explained that Mr. Belgore volunteered the list to the EFCC when he was invited and interrogated by the anti-graft agency. He noted that the document, titled “Security and Transportation per State”, was signed by the accused lawyer who stated, “document supplied by me, Mohammed Dele Belgore (SAN).”<br />
<br />
The EFCC also submitted as exhibit another document recovered from Mr. Belgore containing the names of other beneficiaries from the bribe. That exhibit, simply marked “Kwara State,” showed beneficiaries from a slush fund of N155, 220,000, including a breakdown of what individual beneficiaries received. Among the beneficiaries were 15 electoral officers who received 250,000 each, 15 supervisors who got N100, 000each, and the State Returning Officer who got N1m. EFCC prosecutor, Rotimi Oyedepo, tendered the two documents which the court admitted in evidence as Exhibit 7 and 7A against Mr. Belgore and Mr. Suleiman. The defendants’ respective lawyers, Mr. Ebun Shofunde and Mr. Olatunji Ayanlaja, raised no objection. Mr. Zakari testified that the EFCC’s investigation established that the funds were disbursed to the beneficiaries in cash.<br />
<br />
“My Lord, the mode of payment, as contained in Exhibit 7, is cash payment. The payments were not done through any financial institution,” he stated. Meanwhile, Justice Aikawa heard argument in an application by Mr. Belgore seeking dismissal of the charges on the grounds that the EFCC failed to attach an affidavit showing that it had concluded investigation before bringing the case to court.<br />
<br />
Moving the application today, Mr. Belgore’s lawyer, Mr. Shofunde, argued that the EFCC’s failure to attach an affidavit stating it had concluded investigation prior to filing charges was a fundamental breach of the Federal High Court Practice Direction. Arguing that such failure rendered the charges incompetent, Mr. Shofunde urged the court to quash the charges and free his client. Opposing the application, the EFCC lawyer, Mr. Oyedepo, argued that the current law governing criminal cases in the country was the Administration of Criminal Justice Act (ACJA) 2015.<br />
<br />
He argued that the ACJA did not list filing of the said affidavit as one of the conditions to be fulfilled before a criminal charge could be filed in court. He stressed that the provisions of the ACJA were superior to that of the Federal High Court Practice Direction.<br />
<br />
In addition, Mr. Oyedepo referred Justice Aikawa to Section 221 of the ACJA which barred a judge from entertaining any application challenging the competence of charges in a criminal case in the middle of trial as well as Section 396 (2) of the Act, which barred a judge from ruling on any such application until the final judgment in the case. He urged the judge to dismiss the defendant’s application, adding that granting it would “amount to slaughtering justice on the altar of technicality.”<br />
<br />
Justice Aikawa adjourned till July 7 for ruling.

In a statement from the Office of the Chief Press Secretary to the governor, it was revealed that the government was keen to fulfill its promise of accountability to the people and ensure the actualisation of government policies across the 18 local governments in the state.<br />

The statement read: “Those that were selected in this appointment process applied from the Local Government Areas. They are a reflection of the people’s desires, aimed at service delivery”.<br />
<br />
Added to this, it was revealed that the appointments were made with great foresight adding that the political appointees would bring about a boom in the state’s economy.<br />
<br />
“On assumption of office, these carefully selected individuals will be deployed to support the governor in various parastatals, ministries, and agencies across the state.<br />
<br />
“They are carefully selected qualified and eligible individuals from the 18 Local Governments, prepared to support the government of Edo in delivering good and quality governance to the people of Edo State.”<br />
<br />
While the government congratulated the new appointees, it also admonished them not to celebrate excessively because the government had limited time to deliver on its developmental policies and the task ahead was enormous.</div>

Obasanjo spoke on Saturday in Makurdi after commissioning the Schools of Nursing and Midwifery.<br />

He said that he was impressed with what he saw at the two schools, which lost official recognition for the past three years, but with the help of the governor, they regained accreditation.<br />

He said that all the facilities that were lacking, have been provided by the governor, adding that it was not a mean feat.<br />
<br />
The elder statesman said that with what he had seen so far, Ortom was doing well and needed to be given more time to consolidate on his achievements.<br />
<br />
He also urged people in privileged positions to indulge in things that could usher development.<br />
<br />
He also stressed the need them for them to work for the unity of the country, and stop finding faults on everything rather they should strive to correct imperfections anytime they notice them.<br />
<br />
He also admonished people against singing songs of discord and disunity, instead they should work for the unity of the country.<br />
<br />
Obasanjo commended Ortom for signing the anti-open grazing bill into law, stating that it would put an end to situations where animals destroy crops in the process of grazing.<br />
<br />
Former governor of the state, Sen. George Akume, appreciated the former president for always keeping people in leadership positions on their toes through constructive criticisms.<br />
<br />
Ortom said that he lacked words to express his inestimable appreciation to Obasanjo for coming to Benue to commission the project and see things for himself.<br />
<br />
The governor appealed to the people to venture into massive agricultural activities in order to improve on their income.</div>

In a press statement made available to our correspondent in Awka by IPOB’s media and publicity secretary, Emma Powerful, the group commended the northern youths and Arewa Elders forum for somewhat quickening the Biafra exit by their pronouncements.<br />

The group maintained that the quit notice had a human face unlike previously when the people perceived as Biafrans would be attacked without any notice or provocation.<br />
<br />
It said IPOB would prevail on Igbo living in the north to adhere to the quit notice.<br />
<br />
Their statement read in part,  “The members of the Indigenous People of Biafra (IPOB) and its leadership worldwide wish to sincerely thank the Arewa Elders Forum(AEF), Arewa Youths and Arewa Consultative Forum for seeing sense in what IPOB has been saying about the need for a referendum to be conducted in Nigeria to decide the fate of the component ethnic nationalities criminally lumped together by the British in 1914.<br />
<br />
“Biafrans in general also wish to thank these vocal Northerners for at least having the courtesy to issue advance warning this time before embarking on their routine massacre of Igbos and other Biafrans living in Northern Nigeria; unlike what their fathers did in 1966 when death, destruction and mayhem were unleashed upon unsuspecting innocent civilian populations from the South comprising of mostly Igbo men, women and children.<br />
<br />
“Igbo massacres in Northern Nigeria have occurred so many times that it has almost become some sort of an annual sporting activity for bloodthirsty Northern youths. That is why we are particularly grateful to Arewa Youths and Elders for having the decency to give us prior notice before the slaughter commences.<br />
<br />
” We promise to adhere to your warning to leave Northern Nigeria because a word is enough for the wise. Biafrans and other Southerners should start packing their properties to come down to the South.<br />

“We also advice the Northern youths and their Elders to keep it on because all they have done is to exercise their right to free speech which is not a crime under any law known to man.<br />

The immediate past Technical Adviser of Sunshine Stars, Akure, Austin Eguavoen, on Saturday said he resigned his appointment due to bad attitude and performances of some referees in the local league.<br />

Eguavoen made the disclosure in a telephone interview with the News Agency of Nigeria in Akure.<br />

NAN reports that the Ondo State Football Agency had on April 25 in Akure made public the appointment of former Super Eagles’ Chief Coach, Austin Eguavoen, as Sunshine new Technical Adviser.<br />
<br />
Also, a former Eagles’ goalkeeper trainer, Ike Shorounmu, was unveiled as the goalkeeper trainer.<br />
<br />
The Interim Management Committee of the Ondo State Football Agency led by Gbenga Elegbeleye, former Director-General, National Sports Commission, opted for the choice of Eguavoen and Shorounmu based on their track records in the game.<br />
<br />
“We agreed on bringing Eguavoen and Shorounmu on board to handle this club because of the track records of the two coaches.<br />
<br />
“We believe they can firstly save the club from relegation as well as fair well in the FA Cup,” Elegbeleye said.<br />
<br />
Eguavoen said though, he had promised not to walk away from Sunshine Stars like he did with some other clubs, he was disappointed with some referees’ behaviour.<br />
<br />
The ex-Super Eagle chief coach, who did not mention specifically what the referees had done, said that he was now aware why some of his colleagues had turned down coaching in the local league.<br />
<br />
“Not all referees are bad, just some of them, it is quite unfortunate.<br />
<br />
“I am going to take a rest and think about what am going to do in future, may be not Nigerian Football for now.<br />
<br />
“I promised not to leave Sunshine Stars in all fairness; but one need to see what happened while I was in charge of Sunshine Stars.<br />
<br />
“The coaches denied us at least one point each in almost all the matches.<br />
<br />
“I know the interim committee led by Gbenga Elegbeleye meant well for the team, but some people will not understand or appreciate it.<br />
<br />
“I said I would not walk out of Sunshine Stars because for some time now, the league has been okay.<br />
<br />
“Look at my mates in the playing days; many of us are coaches, how many of us are in the league?<br />
<br />
“Myself, Ike Shorounmu and Ally Agu, some don’t want to coach in the league because of things like this,” he said.<br />
<br />
Eguavoen said he had been advised many times by his colleagues against taking job in the league, adding that he turned down the advice because it was the league that brought him up.<br />

NAN reports that Eguavoen left his post as the Technical Adviser of Sunshine Stars after the Week 23 match against Plateau United.<br />
<br />
Sunshine Stars played five games with the former Nigerian Coach in charge, winning two and losing three.<br />

He said that 2, 125 students participated at the examinations while 1,393 were successful.<br />

According to him, candidates with conditional Pass are 196 while 596 failed.<br />
<br />
A further breakdown of the results showed that candidates with Pass accounted for 65.6 percent, those with conditional Pass represented 6. 4 per cent, while those who failed were 28 per cent.<br />
<br />
Onadeko said that the ‘Call to the Bar’ ceremony for the successful candidates will hold on July 13 in Abuja.

But reports suggest they demanded the departure of May’s joint chiefs of staff, Nick Timothy and Fiona Hill, as the price for allowing the 60-year-old vicar’s daughter to stay in office.<br />

May announced Friday she would seek to form a minority government with the help of a small Northern Irish party, the far-right Democratic Unionist Party (DUP).<br />
<br />
She put on a brave face, refusing to show any contrition for the election gamble that spectacularly backfired, but observers say she has been deeply wounded.<br />
<br />
“From hubris to humiliation,” said the left-leaning Guardian. “May stares into the abyss,” wrote The Times, while Conservative-supporting The Sun tabloid said succinctly: “She’s had her chips.”<br />
<br />
– ‘Toxic’ atmosphere –<br />
May had relied on Timothy and Hill for advice and support since her previous job at the interior ministry, and their resignations will be a personal blow.<br />
<br />
Timothy said he took responsibility for the Conservative manifesto, including a plan for elderly social care that caused a backlash among many core voters.<br />
<br />
A party spokesman confirmed the resignation of Hill, a combative character who one ex-colleague said had helped create a “toxic” atmosphere at the heart of government.<br />
<br />
The news came as May prepared to name the rest of her cabinet, after revealing Friday that her five most senior ministers would remain in their posts.<br />
<br />
Before the election, she had been widely expected to sack finance minister Philip Hammond following a reported clash over her Brexit strategy.<br />
<br />
– ‘No time to lose’ –<br />
The Conservatives won 318 seats in Thursday’s vote, down from 331 in 2015, falling short of an overall majority in the 650-seat House of Commons after the opposition Labour Party, led by socialist stalwart Jeremy Corbyn, scored hefty gains.<br />
<br />
The DUP, which won 10 seats, said it is ready to talk with May about supporting her government, although such an alliance would be far from straight forward.<br />
<br />
London’s neutrality in Northern Ireland is key to the delicate balance of power in the province once plagued by decades of unrest.<br />
<br />
But the Protestant DUP was founded to defend Northern Ireland’s place in Britain against demands by Catholic republicans for a united Ireland.<br />
<br />
On Brexit, the DUP supports leaving the EU but opposes a return to a “hard” border with Ireland — which could happen if May carries through her threat to walk away from the talks rather than accept a “bad deal”.<br />
<br />
The prime minister has vowed to pull Britain out of Europe’s single market in order to end mass migration from the bloc, despite fears of the economic impact.<br />
<br />
The DUP is “likely to increase the pressure on Theresa May to secure a comprehensive free trade agreement”, said Stephen Booth of the Open Europe think tank.<br />
<br />
European Council President Donald Tusk has warned there was “no time to lose” in starting talks, after May started the two-year countdown to Brexit on March 29.<br />
<br />
The DUP’s opposition to same-sex marriage and abortion has also alarmed some in May’s party, particularly Scottish Conservative leader Ruth Davidson, who is gay.<br />
<br />
Davidson, who led her party to its best result for three decades, winning 13 seats in Scotland, said she had sought and received assurances from May on the issue.<br />
<br />
“I told her that there were a number of things that count to me more than the party. One of them is country, one of the others is LGBTI rights,” she told the BBC.<br />
<br />
– ‘Further upheaval’ –<br />
May was interior minister for six years before taking over from David Cameron in the political chaos that following last June’s Brexit referendum.<br />
<br />
She inherited a 17-seat majority in the Commons, but called the snap vote to take advantage of opinion polls putting her on course for a landslide.<br />
<br />
May sought to frame the campaign around her personal leadership heading into Brexit, but this was undermined by public performances derided as robotic.<br />
<br />
Two terror attacks put scrutiny on her record of cutting police numbers, playing into the hands of the opposition Labour party and its promise to end austerity.<br />
<br />
Conservative lawmaker Anna Soubry said May should “consider her position”, while another, Heidi Allen, said she may not last six months.<br />
<br />
However, former Conservative party leaders warned against any immediate change, with Iain Duncan Smith saying leadership contest would be a “catastrophe”.<br />
<br />
“Voters do not want further months of uncertainty and upheaval,” William Hague wrote in the Daily Telegraph, while adding that “very serious lessons” would be learned.<br />

By now you must have heard that a group of Northern Nigerian youths have issued an ultimatum to Ndi’Igbo resident in the North of Nigeria to quit the region in three months or face dire consequences.<br />

The President of the Arewa Youth Consultative Forum, Alhaji Yerima Shettima, handed down the ultimatum in company of his cohorts at a well-attended conference at the Arewa House, in Kaduna, on Tuesday June 6th, 2017.<br />
<br />
This same Alhaji Yerima Shettima is also one of the mischievous individuals who, in an interview with the Sun Newspapers on Saturday, June 3rd, 2017, falsely accused the acting President of appointing mostly his Yoruba kith and kin as well as members of his Redeemed Christian Church of God Family.<br />
<br />
Said Yerima in that interview, “why should somebody, a professor of law, former commissioner, a pastor of a highly reputed church like the Redeemed Christian Church of God, will descend this low to appoint people from one side in a multi-ethnic society?”<br />
<br />
After the acting President published his staff list to prove that Yerima’s allegations were false, Yerima and his band of fallacious rumour mangers did not think it wise to apologize.<br />
<br />
And this is the character that has given what in essence is a quit notice to people who have only added value to the economy of the North in the decades that they have lived there.<br />
<br />
What many Nigerians have not noticed in the whole melee is that the press conference where Igbos were asked to quit the North was held at Arewa House.<br />
<br />
If Nigeria had a perspicacious press (thank God for ThisDay that tries) the media would have dug into how the Arewa Youth Consultative Forum was able to secure such a venue with its strong ties to the Kaduna State Government in particular and the nineteen Northern States in general.<br />
<br />
To those who do not know what Arewa House is, go and research it. It is almost impossible to hold a press conference at Arewa House without the knowledge of the Kaduna State Government. Is someone flying a kite?<br />
<br />
Could Alhaji Yerima Shettima have been flying a kite to gauge the response of the Nigerian public to the inner intents of the hearts of his sponsors?<br />
<br />
This antic, coming so soon after the very successful sit at home order by Nnamdi Kanu which paralyzed economic activities in the Southeast on the 30th of May, 2017, cannot be a coincidence!<br />
<br />
Could it be that someone somewhere is rattled by the feat Nnamdi Kanu pulled off and wants to counter with their own response?<br />
<br />
Yes, many leading lights of the North including the Kaduna state Governor, Malam Nasir El-Rufai, have ‘condemned’ Yerima and even called for his arrest, but talk is cheap and getting cheaper by the day in Nigeria.<br />
<br />
How Alhaji Yerima Shettima and his cohorts are treated following their misadventure will determine to a large extent whether what we have just witnessed from him is a case of the voice of Jacob and the hand of Esau!<br />
<br />
That being said, In 2015, Nnamdi Kanu was jailed by the Buhari administration for two years and charged with treason because he called for an independent state of Biafra. In 2005, Asari Dokubo was jailed for two years by the Obasanjo administration and charged with treason because he called for self-determination of the Niger-Delta.<br />
<br />
In 1993 and 1996 the Abacha administration jailed Gani Fawehinmi for months and charged him with treasonable offenses (holding a political rally against the government). Nigerians are waiting to see if the same treatment will be meted out to Alhaji Yerima Shettima, President of the Arewa Youth Consultative Forum, who has also committed an act of treason by declaring war on Nigerian citizens of Southeast origin when he and his group ordered them to leave Northern Nigeria.<br />

If he is treated with kid gloves then we will know that President Buhari meant what he said about treating 97 per centers differently from 5 per centers.<br />
<br />
How South Africa must be laughing at us for condemning their xenophobia when we practice an even worse xenophobia Internally in Nigeria!<br />
<br />
If you want to show you have influence, do not give ultimatums. Simply declare your own sit at home and see if people obey you like Kanu was obeyed. Leadership is influence. If you have to threaten people to show your influence, then you have no influence. Those with influence do not threaten. Influence is when people willingly obey you even when you have no position, no money and no army. Influence is when people obey you because they believe in you.<br />

Anybody that denies the fact that Nigeria needs restructuring is living in a fools paradise. Open your eyes! A young Igbo man without any formal authority gave a directive and the entire Southeast of Nigeria was shut down!<br />

Last Independence Day, according to Google analytics, more Nigerians followed the Platform Speech of Peter Obi than the Independence Day broadcast by President Muhammadu Buhari.<br />
<br />
Nationwide, Fulani herdsmen are killing mostly Christians with impunity yet it is IPOB members who are not killing anyone that our military are sent after. And Nigeria, the leading nation in West Africa, boycotted an ECOWAS meeting just because Israeli PM, Benjamin Netanyahu was there! Can’t you see what is happening here? If we do not reform Nigeria, Nigeria will keep getting deformed.<br />
<br />
And our system has gotten so deformed to the extent that the Buhari administration no longer feels ashamed to lie!<br />
<br />
The other day, on Tuesday the 6th of June, 2017, Presidential spokesman (spooksman?), Femi Adesina had the guts to say that President Muhammadu Buhari only made three promises to Nigerians during the 2015 Presidential campaigns.<br />
<br />
His exact words were “what are the promises the APC and President Muhammadu Buhari made before they came into power? Of course, they were three. The campaign was on three major planks: secure the country, fight corruption and restore the economy. And two years down the line, I can confidently say that those promises are being fulfilled.”<br />
<br />
What a big lie!<br />
<br />
The ironic thing is that on the same day Femi was lying to the Sun, Boko Haram was carrying out a daring raid on, wait for it, Maiduguri!<br />
<br />
They were not raiding some backwater village, they were raiding the Borno state capital! After shooting at citizens and entering the city, they boldly went to Giwa barracks and engaged the army in a shootout!<br />
<br />
Femi Adesina and his master have just proven one thing to be true which is this: When a man is desperate for sex or for votes, do not trust what he says because he will say anything to get both of them. Instead of trusting what he says, look at his past.<br />
<br />
Take Donald J. Trump for example. He has spent his life creating jobs. Is it any surprise then that four months after he was sworn in the US has its lowest unemployment since 2001? Take Muhammadu Buhari for example. He has never succeeded in any of his private businesses. Is it a coincidence then that Nigeria went into recession just months after he was sworn in? Can you give what you do not have? Focus on what cannot lie. This is the lesson that Nigeria has to learn ahead of 2019.<br />
<br />
But back to the issue. That Nigeria badly needs reform is obvious. Even President Muhammadu Buhari’s morganatic wife has said as much in public much to the dismay of her achievements challenged consort who has announced to all who care to follow that her audacity has earned her “other room” arrest!<br />
<br />
The question is no longer whether we will reform Nigeria. The question is who will reform Nigeria? For sure, President Buhari will not do it. He has already indicated that his future ambition is to consign the report of the 2014 National Conference to the dustbin!<br />
<br />
You see, Nigeria needs reform and only one person has been consistent in advocating and promoting the type of reform Nigeria needs to get out of the cesspit that Muhammadu Buhari has put her in.<br />
<br />
Bola Tinubu had been championing structural reform and preaching true federalism for decades, but when he finally saw an avenue to power through Muhammadu Buhari, he jettisoned his almost lifelong principles and fought against the 2014 National Conference, the very thing he had been calling for, dismissing it with the question “National conference is by whom, for whom, and at what stage? How many level of deception?”<br />
<br />
Only former Vice President Atiku Abubakar has been consistently supporting these ideas. He has pushed for true federalism, arguing that that is the only way Nigeria can thrive. And I must say that his prompt response in condemning the Igbo quit notice by Yerima and his band of sectionalists has endeared me to Atiku.<br />
<br />
And he is living proof of the fallacy that true federalism will impoverish Northern Nigeria.<br />
<br />
Atiku Abubakar is the largest employer of labour in Adamawa state, employing more people than the state government. However, not one of his multi-faceted business interests depends on the state.<br />
<br />
He is into agriculture all the way through the value chain. He is into education, he is into port logistics and he is into manufacturing.<br />
<br />
With or without the monthly federal allocation paid to Adamawa state, Atiku’s business will continue to thrive.<br />
<br />
If one man, Atiku Abubakar can achieve this, why can’t a state, a region or a country?<br />
<br />
The yearly budget for Atiku’s American University of Nigeria in Yola compares favorably with the budgets of many Nigerian states. And the beauty of this is that the student body cuts across Nigerians regions, religions abs ethnicities.<br />
<br />
You see, in 2019, only a Northerner can convincingly make the argument that Nigeria needs to reform on the basis of true federalism and merit because the North will be suspicious of any such argument from a Southerner and it is certain that Muhammadu Buhari would never make that argument. He is as status quo as they come.<br />
<br />
As 2019 approaches, the usual suspects who have fed on the status quo will begin to retool their arguments against Atiku in the media, but the man is the most investigated man in Nigeria alive today. Surely, if there was evidence to back up their claims, it would have come out by now!<br />
<br />
And not only has Atiku demonstrated through his personal life that he has fidelity to the principles of reform which he preaches, he has actually enhanced the reform movement in government.<br />
<br />
Almost all the people in Nigeria’s public life that we know to be reform minded were recruited by Atiku. Ngozi Okonjo-Iweala, Nasir El-Rufai (who betrayed him, but then, who has El-Rufai not betrayed?) and others I would not want to mention were recruited by Atiku into the Obasanjo administration.<br />
<br />
And now let me talk about Onukaba Adinoyi Ojo, a man I personally knew during my first stint at Aso Rock Presidential Villa.<br />
<br />
Onukaba died on the 6th of March, 2017 as he returned from Abeokuta after attending former President Olusegun Obasanjo’s 80th birthday party.<br />
<br />
Onukaba Adinoyi Ojo did not go for and neither was he returning from an Atiku function when he had the encounter with robbers that led to his death. In fact, he had traveled for the 80th birthday of Atiku’s arch foe.<br />
<br />
After his death, the person who he had gone to honor did not even pause from his celebrations to issue a statement after Ojo’s death and his world just moved on.<br />
<br />
But Atiku did not move on. He mobilized mutual friends and held a memorial for Adinoyi at which he first eulogized him the best endowed an education fund for the late journalist’s children with a substantial sum of his own money.<br />
<br />
Ironically, the man who most feeds this false narrative of Atiku as tainted was the person whom Ojo had just visited to celebrate with him on his birthday. It is this same man who carried on as if nothing happened after Ojo died on his return journey. It was the man who he regularly attacks that did the honorable thing.<br />
<br />
President Obasanjo waited until he was attacked in the media for his callousness before issuing a grudging condolence nine days after Onukaba’s death!<br />
<br />
So I ask you, who between the duo of Obasanjo and Atiku is really the villain?<br />
<br />
If Ndi’Igbo and Omo Oduduwa are tired of being played against each other and want to chart a new and better course for their future and their children’s future, they should look no further than their in law (Atiku is in-law to both the Yoruba and Igbos).<br />

The Federal Government is to initiate measures to strengthen the four cardinal segments of the National Youth Service Corps (NYSC) scheme which include primary assignment and community development service.<br />

The Director-General of the NYSC, Brig.-Gen. Suleiman Zakari Kazaure, gave the assurance on Friday in Nkwerre LGA of the state.<br />
<br />
Kazaure was on an inspection tour of the Imo NYSC Permanent Orientation Camp at Eziama Obaire in Nkwere LGA.<br />
The director-general, who addressed the 2017 Batch A, Stream 1, corps members posted to the state, mentioned the other segments as orientation and passing out.<br />
<br />
He said that the government would pursue skill acquisition for the corps members with greater vigour, and fashion out primary assignments to create the enabling environment for the corps members to put in their best.<br />
<br />
The NYSC boss, who commended the corps members for exemplary conduct during their orientation course, urged them to shun unnecessary and unauthourised journeys, dubious practices and immorality.<br />
<br />
He charged them to respect the culture and traditions of their host communities and endeavour to positively affect their lives.<br />
<br />
The director-general also urged the corps members to work toward establishing small businesses while serving, so as not to depend on white collar jobs.<br />
<br />
Earlier in his address, the state Coordinator of the NYSC, Mr James Olugbodi, said that 1,637 corps members comprising 747 males and 890 females were registered for the programme.<br />
<br />
Olugbodi commended the corps members for discipline, loyalty, diligence and commitment to all camp activities throughout the duration of the orientation.<br />
<br />
He also hailed Imo Government for continued assistance to the NYSC, especially in the provision of accommodation and potable water.(NAN)

Boko Haram have slit the throats of four Nigerian villagers in revenge for the arrest of a senior member of the jihadist group, residents told AFP on Friday.<br />

Ten gunmen on motorbikes stormed the northeastern Cameroonian border village of Hambagda near Gwoza, once the capital of Boko Haram’s self-announced “caliphate”, on Thursday before kidnapping six people and killing four others.<br />
<br />
“They asked people to assemble but everyone started running towards the bush,” said local resident Usman Buba.<br />
<br />
“They seized six people in the confusion and slaughtered four while two managed to escape.”<br />
<br />
The attack came a day after soldiers arrested Boko Haram commander Adamu Rugurugu during a village raid.<br />
<br />
Buba said the jihadists who attacked Hambagda on Thursday afternoon decided to slit their victims’ throats instead of shooting them to avoid attracting the attention of troops stationed in Gwoza, two kilometres (1.2 miles) away.<br />
<br />
“The attack was evidently in reprisal for the arrest of a Boko Haram kingpin who has been terrorising the village,” Buba said.<br />
<br />
Another resident, Dahiru Alkali, confirmed his account, adding that villagers had complained to soldiers of incessant attacks by Rugurugu and his men.<br />
<br />
The two witnesses were able to reach AFP by telephone after arriving in Maiduguri, capital of Borno state.<br />
<br />
Boko Haram seized Gwoza in July 2014 and made it their headquarters at a time when they were seizing swathes of northeast Nigeria in their bid to form a hardline Islamist state.<br />
<br />
Nigerian troops retook the town in March 2015 but Boko Haram have continued to raid nearby villages from their hideouts in the mountains along the border with Cameroon, despite the government’s insistence that calm has been restored to the area.<br />
<br />
In April, Boko Haram kidnapped 13 women who were picking fruit near Hambagda, while a month earlier its fighters abducted 18 girls from the nearby village of Pulka.<br />
<br />
Large areas around Lake Chad and the Cameroon border remain inaccessible in an ongoing insurgency that has killed at least 20,000 since 2009.<br />
<br />
Eleven people were killed on Wednesday when Boko Haram gunmen and suicide bombers launched a rare combined attack inside Maiduguri.<br />

However, in a chat with ace actor and filmmaker, Muyiwa Ademola, he revealed the leading cause of death among actors.<br />
<br />
According to him, most of these deaths are caused by accumulated stress and could be avoided if one takes care of the body.<br />

“For instance, if I work for about two weeks, I take a few days off to relax. I would just eat and rest. I also make sure I go on vacations and all I do in those times is just to eat and sleep. Most of the deaths in the movie industry are a result of accumulated stress without paying attention to one’s health.”</div>

No fewer than two European clubs have expressed interest in hiring the services of Zlatan Ibrahimovic after Manchester United put him up on free transfer yesterday.<br />

It could be recalled that the Swedish star became the only first-team player to be released by Manchester United this summer when his name appeared on a list of players available for free transfers.<br />

<div class="MsoNormal" style="text-align: justify;">Minister of Transportation, Chibuike Amaechi, has refuted the allegation of non-inclusion of Southeast states in the rail line projects across the country for which $5.8 billion loan is currently being sought from China.</div>
<div class="MsoNormal" style="text-align: justify;">Amaechi, who spoke during the hearing organised by the Senate Committee on Local and Foreign debts also explained the technicalities of the rail-line project before the loan request from the China Exim Bank can get the approval of the lawmakers.</div>

Therefore, every section of the country should be taken into consideration. For the railway project to have meaningful impact on the development of the country, it should cover all parts of the country.”</blockquote>

<div class="MsoNormal" style="text-align: justify;">The states are Rivers N34.92bn, Delta N27.6bn, Akwa Ibom N25.98bn, Bayelsa N24.89bn and Kano N21.7bn.</div>
<div class="MsoNormal" style="text-align: justify;">Analysis of the payment schedule showed that these five states got a total sum of N135.09bn representing 26.1 per cent of the entire amount refunded by the Federal Government to all the states.</div>
<div class="MsoNormal" style="text-align: justify;">This was followed by Lagos N16.74bn, Katsina N16.4bn, Kaduna N15.44bn, Borno N14.68bn, Jigawa N14.2bn, Imo N14.01bn, Niger N14.42bn, Bauchi N13.75bn, Sokoto N12.88bn and Osun N12.62bn.</div>
<div class="MsoNormal" style="text-align: justify;">Others are Cross River N12.15bn, Anambra N12.24bn, Edo N12.18bn, Kebbi N11.95bn, Kogi N11.05bn,Abia N11.43bn, Ogun N11.47bn, Plateau N11.28bn.</div>
<div class="MsoNormal" style="text-align: justify;">Similarly, Yobe state got N10.82bn, Zamfara N10.88bn, Ebonyi N9.01bn, Ekiti N9.54bn, Enugu N10.7bn, Gombe N8.95bn, Nasarawa N9.1bn, Oyo N13.31bn while Kwara got N10.24bn.</div>
<div class="MsoNormal" style="text-align: justify;">The rest are Adamawa N10.25bn, Benue N13.7bn, Ondo N14.01bn, Taraba N9.32bn and Federal Capital Territory N1.36bn.</div>
<div class="MsoNormal" style="text-align: justify;">The statement signed by the Director of Information in the finance ministry, Salisu Dambatta, said the payments were made upon the approval of President Muhammadu Buhari on November 21 2016.</div>
<blockquote class="tr_bq" style="text-align: justify;">It reads in part, “The funds were released to state government as part of the wider efforts to stimulate the economy and were specifically designed to support states in meeting salary and other obligations, thereby alleviating the challenges faced by workers.<br />
“The releases were conditional upon a minimum of 50 per cent being applied to the payment of workers’ salaries and pensions. The Federal Ministry of Finance is reviewing the impact of these releases on the level of arrears owed by state governments.<br />
 “A detailed report is being compiled for presentation to the Acting President, Professor Yemi Osinbajo, as part of the process for approval for the release of any subsequent tranches.”</blockquote>

Boko Haram have slit the throats of four Nigerian villagers in revenge for the arrest of a senior member of the jihadist group, residents told AFP on Friday.<br />

Ten gunmen on motorbikes stormed the northeastern Cameroonian border village of Hambagda near Gwoza, once the capital of Boko Haram’s self-announced “caliphate”, on Thursday before kidnapping six people and killing four others.<br />
<br />
“They asked people to assemble but everyone started running towards the bush,” said local resident Usman Buba.<br />
<br />
“They seized six people in the confusion and slaughtered four while two managed to escape.”<br />
<br />
The attack came a day after soldiers arrested Boko Haram commander Adamu Rugurugu during a village raid.<br />
<br />
Buba said the jihadists who attacked Hambagda on Thursday afternoon decided to slit their victims’ throats instead of shooting them to avoid attracting the attention of troops stationed in Gwoza, two kilometres (1.2 miles) away.<br />
<br />
“The attack was evidently in reprisal for the arrest of a Boko Haram kingpin who has been terrorising the village,” Buba said.<br />
<br />
Another resident, Dahiru Alkali, confirmed his account, adding that villagers had complained to soldiers of incessant attacks by Rugurugu and his men.<br />
<br />
The two witnesses were able to reach AFP by telephone after arriving in Maiduguri, capital of Borno state.<br />
<br />
Boko Haram seized Gwoza in July 2014 and made it their headquarters at a time when they were seizing swathes of northeast Nigeria in their bid to form a hardline Islamist state.<br />
<br />
Nigerian troops retook the town in March 2015 but Boko Haram have continued to raid nearby villages from their hideouts in the mountains along the border with Cameroon, despite the government’s insistence that calm has been restored to the area.<br />
<br />
In April, Boko Haram kidnapped 13 women who were picking fruit near Hambagda, while a month earlier its fighters abducted 18 girls from the nearby village of Pulka.<br />
<br />
Large areas around Lake Chad and the Cameroon border remain inaccessible in an ongoing insurgency that has killed at least 20,000 since 2009.<br />

“I have said it to the regulating authorities when you have a high NPR which is the benchmark upon which interest rates are introduced in the banking sector and then the government goes borrowing domestically at very high rates, it introduces an artificial benchmark,” he said.<br />
“In 2009 we had banking crisis due to high levels of non-performing loans, it is also worrisome that at this point in time even after intervention, we still have the non-performing loans and that is why as a committee we have taken upon it upon ourselves – the speaker I believe will be signing on our amendment on banks and other financial institution Act today which will come up as first reading in the house<br />
 “I believe that will change everything in the banking sector, because it doesn’t make sense when you have insider abuse because that his the crux of why we have this high level of non-performing loans in banks and we need to put a stop to it.<br />
“When the amendment is fully passed I am not sure anybody in the banking sector – be you a director or whatever, even an MD will have cause to borrow a kobo from any bank without paying back and there is a limit to which you can borrow.<br />
“For instance if the treasury bill goes for 18 percent, what you saying in fact is that the benchmark starts from 18 percent because the banks will now be compelled to add their cost of funds, and by the time you add all those things, you will be having up to 20 or 30 percent.<br />
“If in the fiscal responsibility Act that contractors are allowed a leverage to make a 30 percent profit and then you borrow money at 30 percent what that means that from the first day you assign any contract it was billed to fail.<br />
“Because the person ultimately is expected to make profit, a retain on investment, the person may give a 100 percent profit margin. If a 100 percent margin contract is placed where will the government execute that.<br />
“That is why they collect money and run away with money, so we need to sit back and tell ourselves the truth. In all other climes what adds to GDP is SME. Nigerians are intelligent and creative.<br />
 “The point is, is there any credit accessibility, what is the cost of funds? Nobody is borrowing, nobody is working. That Is why we are in a recession. Because recession is purely lack of production”‎, he said.</blockquote>

Bauchi State Director of National Orientation Agency (NOA), Alhaji Nuru Kobi, on Saturday urged students in the state to contribute to the anti-corruption crusade by “blowing the whistle” to expose unwholesome practices in their schools.<br />

Addressing students of Anne’s Queens and Kings College, Bauchi, during a sensitisation lecture, Kobi said students were the future leaders of the country, as such the ‘Change Mantra’ of the Federal Government must also “begin” with them.<br />
<br />
He said moral values and civic education were key in the learning process, adding that the knowledge garnered would effect a positive change in their mindset.<br />
<br />
“Moral and civic education will make the students to end all malpractices because they would be aware of the negative consequences.<br />
<br />
“Using sticks on students as punishment should end, while dialogue and clear reasoning should be employed to train the younger ones.<br />
<br />
“Students should also blow whistle in their school whenever they notice unwholesome practices, especially examination malpractices immoral acts in their schools,” he urged.<br />
<br />
In his remarks, Principal of the College, Mr Lawrence Oluyemi, thanked NOA for embarking on the campaign in schools in Bauchi, adding that students were key to the future development of the nation.<br />
<br />
The News Agency of Nigeria (NAN) reports that in recent times, the Bauchi government had been battling with reported cases of unwholesome practices in secondary schools, resulting in the closure of some of the schools.<br />
<br />
In two incidents, government-owned Sa’adu Zungur Model School in Bauchi metropolis had to be shut indefinitely when some male and female students illegally organised marriage ceremony and tied the nuptial cord amongst themselves, right within the premises of the school.<br />
<br />
Also, Anne’s Queens and Kings College had to be sanctioned some time ago over reports of alleged immoral behaviour displayed by some students of the school.<br />
<br />
This development prompted NOA to embark on sensitisation campaign in schools to check the ugly trend. </div>

“It’s just that fight or flight mode because, as I said, it’s not something you prepare for. So when you find yourself in that situation, I think then it becomes about character.<br />
“So, takeaway everything you been taught. You have to un-teach yourself and go into “who are you and what do you represent?.<br />
“That’s a fight.<br />
“I’m a fighting man so I got up and carried on scrapping with him.”</blockquote>
<div class="MsoNormal" style="text-align: justify;">It could be recalled that Joshua had earlier been floored in the sixth round by the 41-year-old on the way to recording an 11th-round Knockout that cemented his place at the top of heavyweight boxing.</div>

“June 12 has been killed but I believe it has not been buried. The ghost of June 12 is what is haunting Nigeria today.<br />
“Nigeria was on the march again, we were supposed to be the Dubai or Singapore of Africa because God has given us everything that we need to be the number one.<br />
 “That is why when I hear people talking about Biafra, Arewa, Afenifere and co, it is because we lost a golden opportunity on June 12, 1993 and I am not sure it would be easy for anyone to forgive us for wasting such a glorious opportunity.”<br />
Momodu said he had a premonition about Abiola’s death two days to his demise.<br />
“Tokunbo Afikuyomi and I had gone to visit Nduka Obaigbena somewhere close to Park Lane in London and we were with him till the early hours of Sunday. While we were leaving, we saw the first edition of Sunday Times of London and I bought a copy because we saw something on Abiola in it.<br />
“I told Tokunbo that what I was reading about Abiola in the newspaper was scary because there was a reporter of Sunday Times that accompanied the former secretary- general of the United Nations, Koffi Annan to Nigeria when he visited Abiola.<br />
“The reporter said that they put a television in front of him in solitary confinement but there was no voice, they killed the audio. He was only allowed to see pictures on the screen but no audio.<br />
“You can imagine a man of Abiola status watching television without audio.<br />
 “I told Tokunbo that I was worried because if they could treat him in such a manner after Abacha had died, I was not sure he would come back alive”, he said.</blockquote>

<blockquote class="tr_bq" style="text-align: justify;">Dear Secretary Tillerson:<br />
“We are writing to convey our concerns regarding reports that you intend to proceed with plans to sell A-29 Super Tucano light attack aircrafts, with mounted machine guns and related parts and logistical support, to help the Nigerian government combat Boko Haram. We request that before you approve this sale, you brief us on the steps Nigeria has taken to investigate and hold accountable those that have committed human rights abuses.<br />
“We believe the security threats Nigeria is facing are very real but that a sale of this nature, and at this time, is ill-advised. Boko Haram – a 5,000 to 10,000 strong insurgent force with ties to the Islamic State – will not be defeated through expanded air power alone.<br />
“Despite your comments that values will not impact national security policies, we believe proceeding without any clear indications of progress from the Nigerian government on the protection of human rights and enforcement of accountability would run contrary to our national security objectives.<br />
“With proper training of pilots, the sale of more sophisticated aircraft could lead to more accurate targeting of insurgents by the Nigerian Air Force and potentially a reduction of civilian casualties. But there is evidence that the Nigerian military routinely flouts the laws of war and there remains an absence of adequate safeguards and accountability mechanisms.<br />
“This means that the Tucano aircraft could be used in a manner inconsistent with international human rights and humanitarian law – and that ultimately helps to strengthen Boko Haram.<br />
“Given that the Nigerian military still lacks the ability to mount a sophisticated counterinsurgency cooperation combining group and air assets, and the A-29 airframes will not be ready for delivery for at least another year at the earliest, we see no rush to complete the sale.<br />
“Because this sale is an important point of leverage to encourage critical reforms necessary to defeat Boko Haram, we recommend that you require the Nigerian government to complete these steps before proceeding with the sale. Some of the important and specific benchmarks that would show progress include:<br />
 “Progress from the authorities in Abuja on the Kaduna government’s investigation into the December 2015 alleged massacre on Shiite Muslims in the northeastern town of Zaria, where at least 347 members of the Islamic Movement of Nigeria, a Shia Muslim group, were killed by army soldiers. Credible organizations found that the army’s attack was unjustified.<br />
“An investigation launched by the local Kaduna government found the General Officer in command of the army to have authorized the massacre and recommended prosecution. Nearly a year after this report was published, there has been no follow-up from the federal government in Abuja.<br />
“Authorities also failed to comply with a court order for the release of the movement’s leader, Ibraheem El Zakzaky, and his wife who remain in detention without charges since December 2015.<br />
“Completion of the investigation into the January 2017 attack on a displaced persons camp in Rann, northeastern Nigeria, by the Nigerian Air Force, which killed at least 236 people and injured thousands more.</blockquote>
<blockquote class="tr_bq" style="text-align: justify;">“The government was quick to acknowledge the attack, which officials said was an accident, and agreed to undertake an investigation but it has yet to be finalized and then made available to the public. Even if it was accidental, the Rann incident demonstrates the urgent need for safeguards and accountability.<br />
“Progress on a fair investigation into the 2014 killing by the Nigerian security forces of over 600 people, on the heels of Boko Haram’s attack on Giwa army barracks. Hundreds of mostly unarmed detainees, including children, were killed in extrajudicial executions and likely buried in mass graves around the city.<br />
“At the same time, there continues to be additional allegations of corruption, abuse, and misconduct throughout the Nigerian military. While some soldiers have been released or retired, there has yet to be any real or meaningful accountability for the systemic challenges that have plagued Nigeria’s security forces for decades.<br />
“Without addressing these problems at an institutional level, reform is merely cosmetic and will only perpetuate longstanding patterns of abuse, which could serve as propaganda for Boko Haram and other insurgent groups seeking to discredit the Nigerian government.<br />
“We are concerned that the decision to proceed with this sale will empower the government to backtrack even further on its commitments to human rights, accountability, and upholding international humanitarian law, which in turn could spur greater unrest and violence, particularly in the northeastern part of the country.<br />
“Accordingly, we strongly urge you to reconsider your decision to sell A-29 Super Tucano light attack aircrafts to Nigeria without any meaningful reform or any clear safeguards in place. Instead we recommend you make clear to Abuja that the sale of these aircraft can proceed only if there is positive and measurable progress on reforming the security institutions.”</blockquote>
