Eke, on Friday before a Lagos State Special Offences Court in Ikeja.<br /> <a name='more' id="more"></a><br /> <br /> Evans is standing trial alongside his co-defendants, Joseph Ikenna Emeka, 29; Chiemeka Arinze, 39; and Udeme Frank Ubong, 43 on counts of murder, attempted murder, conspiracy to kidnap and selling of firearms, among others.<br /> <br /> According to the prosecution, the defendants committed the offences on August 27, 2013, at Third Avenue in Festac Town, Lagos.<br /> <br /> Evans and his accomplices were alleged to have killed one Ngozi Chijioke and attempted to kidnap and kill Obianodo.<br /> <br /> At the resumed proceedings on Friday, Eke informed the court about Evans intention to opt for a plea bargain after the prosecutor, Olayinka Akudo, told the court that Ubong had filed a plea bargain application.<br /> <br /> However, the proceedings in Evans’ two trials were stalled due to the absence of the investigating police officer.<br /> <br /> Reacting to the development, the presiding judge, Justice Oluwatoyin Taiwo, said, “Your witnesses have not been coming to court. This witness is the IPO and he hasn’t finished his testimony.<br /> <br /> “There are other witnesses in this case. If the IPO is unavailable, you can call other witnesses for this trial.”<br /> <br /> Justice Taiwo adjourned both cases till December 9 for continuation of trial.

We hope they will have the requisite time to do that and look at the issues. That should be the concern of everybody so that justice is not compromised. We hope that our interest and the interest of Atiku Abubakar in this matter will not be compromised on account of time. We are concerned. We are worried about it. We do not know why it is taking this long.”<br /> <br /> He added, “The mandate we are talking about is the mandate we believe was given to him by Nigerians and Nigerians should also be concerned and worried. We are anxiously awaiting the resolution of issues that are in contention at the Supreme Court.<br /> <br /> “I believe that the Supreme Court understands what their duties and responsibilities are in this democratic process. They should also take into consideration that people, like Atiku Abubakar, have a constitutional responsibility to contest an election that they have adjudged was not free and fair. I believe that the Supreme Court understands its role and if it does not, that should concern anybody. What is involved in this process is to strengthen our democracy.<br /> <br /> “After (the President of the Court of Appeal) Justice (Zainab) Bulkachuwa had recused herself, it took a long time to name a replacement for her. Time was lost. Any Nigerian, not only Atiku Abubakar should be worried and ask what is holding the naming of the justices.<br /> <br /> “Our concern is that whatever it is; let it be done within the provisions of the law. We believe that they also are taking care and due cognisance of the time that is allowed for the appeal to be heard and be disposed of with. So we want to believe that they are also conscious of the time.”<br /> <br /> According to Ozekhome, Atiku’s lawyers are worried about the delay in constituting the panel considering the decision of the Supreme Court that election petitions are time-bound and that the time cannot be exceeded.<br /> <br /> He said, “We (lawyers) are very worried about it because election petitions are time-bound and time lined and the Supreme Court has decided that the constitutional time provided for election petitions is like the Rock of Gibraltar that cannot be moved.<br /> <br /> “So, I believe, therefore, that the Supreme Court is much aware of their extant decision and the sensitive nature of this case which has caught the attention of not just Nigerians but the entire world. I believe that the Supreme Court will do the needful. I have no fear of that at all.<br /> <br /> “There is no need for any report (to the National Judicial Council) because the CJN will do what is right and necessary, guided by the Constitution and the Electoral Act.”<br /> <br /> However, the National Publicity Secretary of the ruling All Progressives Congress, Lanre Issa-onilu, did not answer his calls or reply a text message sent to him, even as of 10:30 pm on Friday.

Aneke that the anti-graft agency had decided to replace the one allegedly compromised by Fayose.<br /> <br /> <a name='more' id="more"></a><br /> <br /> Jacobs alleged that the defendant threatened Adewale Aladegbola, a bullion van driver with Zenith Bank, Ado Ekiti branch.<br /> <br /> The prosecutor said as a result of the alleged threat and compromise, when Aladegbola appeared before Justice Mojisola Olatoregun, who was earlier hearing the case, the witness turned around in his testimony to give a different evidence from what he wrote in his statement at the EFCC office during investigation.<br /> <br /> “It is only in our country that this can happen; the witness was compromised by this defendant,” Jacob said.<br /> <br /> He accused Fayose of attempting to pervert the course of justice, saying, “If not because of my intervention, this defendant would have been facing another charge.”<br /> <br /> Fayose’s lawyers, Messrs Ola Olanipekun (SAN) and Olalekan Ojo (SAN), had earlier opposed the attempt to replace Aladegbola with Johnson Abidakun, who is the Head of Operations, Zenith Bank, Ado-Ekiti branch.<br /> <br /> The defence lawyers contended that the prosecution did not have the liberty to change a witness because such a witness failed to give evidence favourable to them.<br /> <br /> Olanipekun and Ojo described the attempt to replace Aladegbola with Abidakun as an abuse of prosecutorial power by the EFCC.<br /> <br /> They urged Justice Aneke to stop Abidakun from testifying in place of Aladegbola, who had earlier testified before Justice Olatoregun.<br /> <br /> But the prosecutor insisted that the proceedings before Justice Olatoregun were no longer relevant as the matter had started afresh when the case was transferred to Justice Aneke.<br /> <br /> “To prevent this witness from testifying will run afoul of Section 379 of the Administration of Criminal Justice Act 2015,” Jacobs argued.<br /> <br /> Following the heated arguments between the prosecution and the defence, Justice Aneke adjourned till November 28, 2019 for ruling.<br /> <br /> In the charges, the EFCC alleged, among others, that Fayose, on June 17, 2014, “took possession of the sum of N1, 219, 000,000 to fund your 2014 governorship campaign in Ekiti State, which you reasonably ought to have known formed part of the proceeds of an unlawful act, to wit: criminal breach of trust/stealing.”<br /> <br /> The ex-governor was also alleged to have on the same day “received a cash payment of $5,000,000 from Senator Musiliu Obanikoro, then-Minister of State for Defence, which sum exceeded the amount authorised by law and you thereby committed an offence contrary to sections 1 and 16(d) of the Money Laundering (Prohibition) Act, 2011 (as amended) and punishable under Section 16 (2)(b) of the same Act.”

Yerima Abdullahi, has said the first Prime Minister of Nigeria, Abubakar Tafawa Balewa (1912-1966), knew about the deposits of oil in the North but didn’t explore it.<br /> <br /> Abdullahi said Balewa’s intention was to allow the younger generations to explore the oil.<br /> <a name='more' id="more"></a><br /> <br /> He said the discovery of oil in the North, particularly the recent one in the Gondola Basin, had shamed those who tag the region as a parasite on Nigeria.<br /> <br /> The Nigerian National Petroleum Corporation recently announced the discovery of hydrocarbon deposits in the Kolmani River II Well on the Upper Benue Trough, Gongola Basin, in the North-Eastern part of the country.<br /> <br /> Based on this discovery, Abdullahi said those describing the North as a parasite on others have to eat their words.<br /> <br /> He said, “The future is now. Fortunately, the oil was found in Bauchi, which is our home. We expect many other mineral resources such as gold and copper to be discovered, and not just oil, in the North.<br /> <br /> “Oil and gas existed before we were born. Even our elders, including the Tafawa Balewa government, knew but decided not to make so much noise about it, but to leave it for the younger generations.”<br /> <br /> Abdullahi did not state if the latest discovery would spark self-determination as pursued by other regions but said the North had never denied any part of the country the right to control their resources.<br /> <br /> “We are glad that oil has been found in the North and it will add to Nigeria’s wealth because we believe in the unity of the country. We don’t begrudge any part of the country or Nigerians from partaking in the wealth God has given us,” he added.<br /> <br /> Meanwhile, Bauchi State Governor Inuwa Yahaya, through his Senior Special Assistant on Media and Publicity, Ismaila Misilli, has welcomed the discovery of hydrocarbon deposits in the Kolmani River II Well on the Upper Benue Trough of the Gongola Basin.<br /> <br /> He said, “The development will change the economic fortune of the state and the North-East geopolitical zone, stimulate job creation and ultimately lead to job creation and wealth for the people.<br /> <br /> “The North is not bothered about resource control. An average Northerner believes everything in the country belongs to the whole country. That is why you see us (Northerners) accommodating people coming from far and near. This (oil discovery) will not change our mindset.”

<div class="separator" style="clear: both; text-align: center;"><a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEgEWPG0ftf0hhmoVAhWdza4Y9oQVJmHsem1YRFr9eXdCkSvZiws-Y6tp7bebIGVegdmTyJHSPzU19oVbI8NlXiwjYiEIIaZe3_h8GYHq8gxyqX23r72eqV8BjJFOEBiBZbIOxMqNElWArw/s1600/El-rufai-750x430.png" imageanchor="1" style="margin-left: 1em; margin-right: 1em;"><img border="0" data-original-height="430" data-original-width="750" height="228" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEgEWPG0ftf0hhmoVAhWdza4Y9oQVJmHsem1YRFr9eXdCkSvZiws-Y6tp7bebIGVegdmTyJHSPzU19oVbI8NlXiwjYiEIIaZe3_h8GYHq8gxyqX23r72eqV8BjJFOEBiBZbIOxMqNElWArw/s400/El-rufai-750x430.png" width="400" /></a></div> <br /> There was confusion in Sabon Gari area of Zaria in Kaduna State on Thursday over the proposed bill to ban the sale and consumption of alcohol.<br /> <br /> The hearing of the proposed bill took place at the Sabon Gari Local Government Area secretariat where emotions flew.<br /> <br /> Sabon Gari is a settlement for non indigenes.<br /> <br /> The Sabon Gari Local Government Area had in a letter dated October 21, 2019, invited hotel owners and liquor sellers for the public hearing.<br /> <br /> At the hearing on Thursday, the hotel owners, through their lawyer, Mr Daniel Peter, noted that local governments in Nigeria had the powers to license, regulate and control sale of liquor, but he argued that they lacked power to prohibit sale of liquor or legislate to prohibit consumption of beer.<br /> <a name='more' id="more"></a><br /> <br /> He noted that sections 5 and 6 of the said bill clearly prohibited the sale and consumption of alcohol, adding that it was outside the legislative powers of local governments.<br /> <br /> He argued that the sections were clearly stated in the fourth schedule of the Constitution of the Federal Republic of Nigeria 1999(as amended) and “therefore ultra vires and not within the legislative competence of LGs.”<br /> <br /> He noted that Section 7 of the proposed bill which talked about prostitution had been legislated by the Kaduna State  House of Assembly in Section 169 of the Kaduna State Penal Code which he said was applicable and enforceable in Sabon Gari LG based on its constitutional powers.<br /> <br /> However, the hoteliers recommended that “the proposed bill should in fact be on licensing, regulation and control of the sale of liquor as clearly stated in the Constitution of the Federal Republic of Nigeria 1999(as amended) and not to prohibit sale and consumption of alcohol.”<br /> <br /> They said Sabon Gari should be guided by its legislative powers conferred by the constitution and not arrogate unto itself extra powers outside the provisions of the law.<br /> <br /> “That in exercising its constitutional powers of control in this regards, sale of alcohol can be exempted in open.<br /> <br /> “That all persons who sell alcohol within the local government must belong to Liquor Association within the local government for easy identification, regulation and control.<br /> <br /> “That the local government should only give licence for sale of alcohol or liquor to persons approved by Liquor Association within the local government so as to ensure easy/proper regulation and control.”<br /> <br /> Also, pushing for the suspension of the bill at the hearing, a local liquor seller also known as ‘Burukutu’, Richard Sankai, said the sale of the drink had in no small measures assisted widows among others to take care of their families.<br /> <br /> Meanwhile, the Jama’atu Nasril Islam and the Christian Association of Nigeria in Zaria said no religious body advocated or preached sale and consumption of liquor but urged the council to thread with caution in handling the proposed bill in accordance with the constitution of the country.

So, it will be worked out holistically. You don’t just rush. This table, hopefully by next week, we are thinking it should come out. It is not something to be rushed out.<br /> <br /> “We want the workers to be patient, the patience they had while the negotiation lasted, they should have that patience. The agreement has been signed, the consequential adjustment agreement has also been signed, we are just waiting for time for implementation.”<br /> <br /> The Labour leader said that it will be unfortunate if any state refuses to comply with the new minimum wage act, and vowed that “Labour is there to engage them by any means legally possible.”

We then asked to work with the telecommunications companies to bring the cost of their USSD service down for Nigerians. We were therefore very surprised at the announcements from MTN on the 19th and 20th October.”<br /> <br /> It added that since banks could not reasonably be expected to charge for the service of another industry, over which the banks had no control over price, quality and security, it was delighted that consumers would now be able to access their bank for free, using the USSD.<br /> <br /> This, it noted, was a giant leap for the National Financial Inclusion Strategy where, through bank’s subsidising USSD.<br /> <br /> “We have already been able to bring 20m Nigerians into the formal financial system in recent years,” it stated.<br /> <br /> The CEOs said, the banks, supported by the Central Bank of Nigeria, had long advocated the designation of USSD services as a critical national asset to enable such free access to USSD.<br /> <br /> “Indeed, in countries like India, free access to USSD channels have long been established to successfully drive financial inclusion.<br /> <br /> “We look forward to working with the telecommunications industry to achieve the objectives of the National Financial Inclusion Strategy.”<br /> <br /> With this new development, the CEOs said the industry would achieve 80 per cent financial inclusion in 2020.

That has come and passed but I think if we do not take care, a lot of these predictions will come to pass. That is why we need to do quite a lot, much more than we have ever done in order to protect the integrity of the electoral process before 2023”, Jega said.<br /> <br /> Jega also said the deployment of soldiers and other security operatives during elections was meant to address “systemic security challenges.”<br /> <br /> Dignitaries at the event included the Chairman of PUNCH Nigeria Limited, Mrs Angela Emuwa; Publisher of The Source magazine, Comfort Obi; and a former Chief of Staff to ex-President Goodluck Jonathan, Mike Ogiadomhen.<br /> <br /> Also at the event, the National Chairman of the All Progressives Congress, Adams Oshiomhole, took a swipe at those he called ethnic jingoists.<br /> <br /> Jega said, “A lot has been said about the deployment of security during elections but we should recognise the fact that in Nigeria, we are faced with systemic security challenges. The presence of security is to ensure that the people have the peace of mind to come out to vote freely. The most important thing is to ensure that the security deployed is impartial and non-partisan. They should be professional in their conduct.”<br /> <br /> He blamed low turnout of voters during elections on the lack of trust, saying many registered voters failed to vote.<br /> “Perhaps, the clearest evidence of this loss of trust and confidence in the electoral process is the declining voter turnout in elections since 1999. The reported data of voter turnout as a percentage of registered voters for elections are 52.3 per cent (1999), 69.1 per cent (2003), 57.3 per cent (2007), 55.4 per cent in 2011, 44 per cent in 2015 and 37 per cent in 2019,” he added.<br /> <br /> According to him, although a lot of improvement has been seen in the past few years, there will be a possible reversal of fortunes in the 2023 elections if money bags continue the use of thugs and money to buy votes.<br /> <br /> Meanwhile, the Editor-in-Chief of TELL magazine, Nosa Igiebor, disagreed with Oshiomhole over his remark at the event concerning former President Olusegun Obasanjo.<br /> <br /> Oshiomhole had, with reference to Obasanjo, said, “It is unfortunate that a man in his 80s will say Nigeria may break up. Why do you want Nigeria to break up? Don’t you want your children to enjoy it? These are people who dismantled the regions, created additional states and gave us the current structure. Now, they are calling for restructuring. Who gave us the present structure? We must be careful of these tribalists, who cannot win elections in their own localities.”<br /> <br /> But Igiebor rose in defence of Obasanjo, saying, “You can accuse Olusegun Obasanjo of anything but one thing you can’t say of him is that he is a tribalist. He is not an ethnic jingoist.”<br /> <br /> Igiebor also warned that if the imperfections witnessed in 2019 were repeated in 2023, there would be no future for Nigeria.<br /> <br /> The acting Chairman of the Economic and Financial Crimes Commission, Ibrahim Magu, represented by his Special Assistant (Media and Publicity), Tony Amokeodo, called on the media to hold leaders accountable on behalf of the people.<br /> <br /> Magu said, “Let me use this platform to challenge the press to rise up to the occasion as they play their role as the Fourth Estate of the Realm. You must hold leaders accountable at all times. You must, above all, be responsible in the discharge of the delicate task placed on your shoulder.”<br /> <br /> In his contribution, the Chairman of Air Peace, Allen Onyema, singled out ethnicity as the most potent factor militating against the growth and development of the country.<br /> <br /> “I don’t care if all the key actors in government come from one place. What I am after is good governance. Democracy will never get to the level we want it to be if we continue to mouth ethnic nationalism. If we get Nigeria right, she will be better that the whole of Europe put together”, he stated.

He explained that the hospital was providing healthcare services to about 30 million people in the Northeast and other regions in the country.<br /> <a name='more' id="more"></a><br /> <br /> “At least, 60 per cent of people attending primary health care have mental disorder.<br /> <br /> “Effective treatment and management of mental health can be delivered in primary health care,” Wakawa said.<br /> <br /> The CMD hailed the government for setting up mechanism at making mental health affordable and accessible to all.<br /> <br /> The Emergency Manager at the World Health Organisation (WHO) in Nigeria, Dr Owili Collins, said the organisation was working with the state and Federal governments to improve mental health through various interventions.<br /> <br /> Represented by Mr Isaac Bwatin, a WHO Mental Health Officer, Collings said the organisation had trained 154 primary healthcare workers on common signs of mental illness in order to provide humanitarian services to the persons displaced by Boko Haram insurgency. He noted that WHO had received grant from the European Union to upgrade and rehabilitate the Federal Neuro Psychiatric Hospital in Maiduguri to enhance quality of services to the people.<br /> <br /> “WHO is working on a long-term plan with the Borno State and Federal governments to transform mental healthcare in the country through the implementation of the plan and interventions within the framework,” he said.<br /> <br /> He regretted that the horror lost, uncertainty and experience related to displacement and loss of livelihood had made people to have mental health.<br /> <br /> “The insurgency in the North-East has resulted large volume of populations to develop mental illness,” Collings said.<br /> <br /> IOM Coordinator of Mental Health and Psychosocial Support sub-working group, Ms Deborah Magdalena, said the organisation had been supporting Nigeria since 2005.<br /> <br /> “IOM is committed to continue providing service in line with the framework to minimise the stigma and discrimination against persons affected by mental health as well as to promote prospect to human dignity,” she said.<br /> <br /> Borno State Commissioner for Health and Humanitarian Services, Mr Salisu Kwaya-Bura, said the gesture was designed to provide mental service centres with a view to achieving basic healthcare services to all citizens in the state.<br /> <br /> Represented by the ministry’s Permanent Secretary, Mr Ibrahim Kidah, the commissioner said the state government had scaled up mental health since 2017.<br /> <br /> “The implementation plan provides elaborate strategies with emphasis to integration of mental health service at all levels. Abiodun Fadeyi, was criticised by the Fulani, being led by the National Chairman of Gan Allah Fulani Development Association of Nigeria, Alhaji Sale Bayari, who in an 18-page position paper presented at that forum, stated that “it is impossible in our country for any peasant small scale herdsman to go into ranching.”<br /> <br /> According to Bayari, the bill if passed into law would punish poor herders.<br /> <br /> At their Igangan meeting held at the popular Kara Market in Igangan, presided over by the Sarkin Fulani of Oyo State, Alhaji Saliu Abduk-Kadir, it described the Oyo State Anti-Open Grazing Bill as “too draconian” and targeted at crippling Fulani herdsmen from practising their age-long cattle rearing activities across the state.<br /> <a name='more' id="more"></a><br /> <br /> The group said: “We will go to court. We will seek legal redress if Oyo State Government insists on imposing this Bill on us. The implementation of the Bill as it is will cause commotion. If we are pushed to the wall, we know the next level. Our next level is to seek legal option. We will go to the court of law over the matter.<br /> <br /> “It is also a matter of fact that we Fulani dominate large percentage of voters in Oyo State. Government only recognises us during electioneering and voting periods. Council further directed that the Minister of Finance, Budget and National Planning through the Office of the Accountant General of the Federation should effect all these payments before December 31, 2019.<br /> <br /> “Council further directed also that the National Salaries, Income and Wages Commission and the Ministry of Labour and Employment should send the consequential adjustments table down to the state and local governments as an advisory document for their information and guidance for their National Joint Public Service status in their respective states because the national minimum wage is a national law.”<br /> <br /> But the Nigeria Labour Congress on Wednesday in Enugu said it would not contend with the Federal Government over the decision of the Federal Executive Council to set December deadline for the payment of all arrears accruing from the new minimum wage.<br /> <br /> <br /> <br /> A source at the Enugu venue of the 2019 national leadership of labour retreat told one of our correspondents that the General Secretary of the NLC, Emmanuel Ugboaja, made the statement while reacting to the FEC decision on minimum wage arrears.<br /> <br /> The PUNCH learnt that Ugboaja said the leadership of labour would consult with its economic team on what to do to ensure the arrears was not delayed beyond December 2019.<br /> <br /> “Once the arrears is covered, we will then talk with our colleagues that are in-house to confirm the reasonableness of such timing because workers prepare the wage bill, the computation and processing.<br /> <br /> “If they tell us it’s an unreasonable length of time, we will react to that. If they tell us it is reasonable within the circumstance, of course, we can live with it. Our response will be determined by what we get from our inside sources. What is really at it for us is the certainty that the arrears accruing will be paid,” Ugboaja said.<br /> <b><br /></b><b>More than 20 states ready to pay –NGF</b><br /> <br /> Meanwhile, the Nigeria Governors’ Forum on Wednesday said more than 20 states were ready to pay the N30,000 minimum wage.<br /> <br /> The NGF’s Head of Media and Publicity for the Nigeria Governors Forum, Abdulrazaque Bello-Barkindo, stated this in an interview with one of our correspondents in Abuja<br /> <br /> Bello-Barkindo, in the interview with newsmen said, “As of the time the matter was discussed, more than 20 states were ready to pay. Definitely, solvent states will pay while insolvent states will strive.”<br /> <br /> Asked when the governors would meet over the matter, Bello-Barkindo said the matter had been discussed extensively in the past but he would not rule out possible review.

The state will continue to prosecute traffic offenders until sanity is restored on our roads and law-abiding citizens are allowed to commute without being impeded by unlawful individuals.”<br /> <a name='more' id="more"></a><br /> <br /> Magistrate Omobola Salawu sentenced the defendants to 100 days of community service and fines ranging from N15,000 to N20,000.
