Buhari govt denies plans to borrow N2trillion

Zainab Ahmed, Minister of Finance, Budget and National Planning, on Friday stated that the Federal Government was not planning to borrow N2trillion pension funds for infrastructure development.<br />
<br />
Ahmed, at the Udo Udoma & Belo-Osagie (UUBO) second private equity summit in Lagos, explained that the National Economic Council (NEC) only set up a committee to encourage pension fund managers to invest in infrastructure development.<br />
<br />
“Its not true that government is borrowing the pension fund”, NAN quoted her as saying.<br />
<br />
“What we agreed is to design a product that pension fund managers will fund attractive enough to invest in, that will give them free safe returns.<br />
<br />

“Right now, the regulator, PENCOM, actually allows pension funds managers to invest up to 20 per cent of their money in infrastructure”.<br />
<br />
Ahmed said that now, pension funds managers don’t have an opportunity to invest in Open Market Operation (OMO) anymore.<br />
<br />
”We are actually working to design products which they can uptake and we are also considering, in addition to regulation, whether we should amend the Act to allow them do other things,” she stated.<br />
<br />
On borrowings, Ahmed explained that government was working very hard to reduce domestic borrowing.<br />
<br />
“In 2015, the total government stock that we had was 80 per cent domestic and 20 per cent foreign.<br />
<br />
“But we are gradually changing that; the debt management strategy is to move the ratio to 60 per cent domestic and 40 per cent external and now it’s 35 per cent external borrowing.<br />
<br />
“This is to give room for private sector to borrow and to reduce cost of debt servicing,” Ahmed said.<br />
<br />
Speaking on Value Added Tax (VAT) increment, Ahmed, who admitted that it would contribute to inflation rise, said that it would moderate over time.<br />
<br />
“When you increase any form of tax, it leads to inflation, but its a temporary thing; after some months it will moderate,” the minister said.<br />
<br />
In January, President Muhammadu Buhari signed the Finance Bill – which enforced the new tax regime – into law.<br />

<div style="text-align: justify;">Suleman said this in an open letter he wrote to Femi Adesina, presidential spokesman whom he had earlier disagreed with over widespread insecurity in the country.  </div>

<div style="text-align: justify;">In the letter, Suleman said he held Adesina in high esteem. He also said he has deep respect for Buhari.</div>
<div style="text-align: justify;"><br /></div>
<div style="text-align: justify;">“Sadly, in Nigeria and especially under this current administration, anyone who speaks truth to power is termed partisan or political; some even say such a person hates President Muhammadu Buhari,” he wrote. </div>

<div style="text-align: justify;">“But how can a man hate his president? That’s giving a dog a bad name just to hang it. Let me give you a few shockers, sir, which many Nigerians don’t even know. The governor and the deputy governor of Edo state are very close to me and the national chairman is my brother. Yet, we all relate well and they worship in our church whenever they are around because they separate issues from the relationship. That is principle sir! </div>

<div style="text-align: justify;">“I have built schools and given to governments, fixed government roads and rehabilitated people who were convicted. These are verifiable as you can ask my state governor. If I hate this government, I won’t do all that.”</div>

<div style="text-align: justify;">On those who describe Buhari a religious bigot, Suleman asked: “How can that be? A very good friend of mine recently spoke to me about President Buhari and I told her my views of him and she laughed. And that evening, President Mumhamadu Buhari called me on phone and we exchanged pleasantries. And, at the end, I prayed with him in Jesus name and he said Amen! Tell me, which religious bigot does that? So, seeing what is happening now tells me that he is surrounded by people who are painting him wrongly before some who aren’t privileged to know him. Or has he changed from being whom I knew him to be then?” </div>

<div style="text-align: justify;">The clergyman asked Adesina not to always take criticisms as political, advising the government not to respond to all issues.</div>

Referred to as “social media bill”, it is being sponsored by Mohammed Musa, senator representing Niger east. The bill seeks to regulate social media.<br />
<br />
Despite sparking controversy, it has since passed second reading at the senate.<br />
<br />
But speaking in an interview with DW’s Tim Sebastian, Mohammed said such a bill does not exist, asking who authored it.<br />

“Who is the author of that bill, I am not even aware of it. There’s no such bill before the house. I can say that categorically and authoritatively that there’s no such bill before the house,” Mohammed said.<br />
<br />
The minister also spoke on the “National Commission for the Prohibition of Hate Speeches Bill 2019’, which has been described as extreme and as an infringement on the fundamental human rights of Nigerians.<br />
<br />
On the hate speech bill,  Mohammed said it is ignorant for anyone to accuse the government of President Muhammadu Buhari of pushing it.<br />
<br />
The bill seeks death penalty for any person found guilty of any form of hate speech that results in the death of another person but Abdullahi Sabi, also a senator from Niger who is its sponsor, has agreed to review the aspect of death penalty.<br />
<br />
“What is even more shocking here is the ignorance of people. There’s what we call separation of power in major democracies. This particular bill you’re talking about is a bill submitted not by the executive but by the legislative arm of government, so how can you accuse the executive?” he asked.<br />
<br />
“Do we have a choice which bill goes through or not. The government does not come in until when the bill has been passed.<br />
<br />
“The only thing you can do as a president is refusing your to assent to such a law. The law has not even been passed. It is still with the senate. So, how does the president stop it without being accused of dictatorship? We don’t micromanage the parliament.”<br />

Security officials, on Friday, fired shots at a vehicle that breached two security checkpoints at President Donald Trump’s Mar-a-Lago resort in Florida.<br />
<br />
A 30-year-old Connecticut resident, Hannah Roemhild, was arrested after she crashed through the barriers at speed in excess of 70 mph.<br />
<br />
The Palm Beach County Sheriff’s Department, the U.S. Secret Service and the FBI, have opened an investigation<br />
<br />
“We’re gonna fire when our lives are in danger, and there’s a danger to the public,” said Palm Beach County Sheriff Ric Bradshaw on why Roemhild’s car was shot.<br />
<br />
<br />
<a name='more' id="more"></a>“This is not a terrorist, this is someone who was impaired somehow. Someone who was driving very recklessly.”<br />
<br />
Bradshaw explained that a police officer earlier went to The Breakers resort in response to reports of a woman acting “strange.”<br />
<br />
The officer saw Roemhild “doing some kind of dance on top of her vehicle”.<br />
<br />
“She tried to put the vehicle into drive and the officer ctually smashed the windows out and tried to grab the steering wheel”, Bradshaw said.<br />
<br />
When that didn’t work, Roemhild then drove toward Mar-a-Lago and smashed through the first checkpoint and the second checkpoint.<br />
<br />
“The security and Secret Service at that second checkpoint moved out of the way just in time. We didn’t know if there was somebody with a car bomb.<br />
<br />
“The driver jumped out and was trying to flee to a room. The trooper did a great job and tackled and took her into custody there,” Bradshaw added.<br />
<br />
This incident is the second security breach at Mar-a-Lago in January 2020.<br />

Primate Elijah Ayodele, the founder of INRI Evangelical Spiritual Church, Lagos, has attacked the Spiritual leader of the Adoration Minister, Enugu, Father Ejike Mbaka, saying the fiery preacher is not a prophet of God.<br />

Ayodele, a newly appointed United Nations Peace Ambassador, also told the Sun that the newly established security outfit in the South West, Amotekun, will fail.<br />

Mbaka had prophesied that the governorship candidate of the APC, Senator Hope Uzodinma, will take over from Emeka Ihedioha of the Peoples Democratic Party, PDP, as Imo Governor in 2020.<br />
<br />
Mbaka’s prophecy was said to have come to pass when the Supreme Court removed Ihedioha from the Government House and declared Uzodinma as the Governor of Imo State.<br />

But despite this, Ayodele said “Mbaka is not a prophet. Leave him out of what happened in Imo, he is not a prophet, he is just taking advantage.<br />

<br />
“I also said that Buhari will win second term but we would pay for it. If we are talking about prophets, let us talk about Primate Olabayo and Ositelu. Mbaka is not a prophet.”<br />

Speaking on the new security outfit, the cleric said Amotekun and other security groups created in the North will become terrorist organisations in the future.<br />

Recall that the Governors of States in the Southwest said they established the security outfit in order to curb kidnapping, banditry and ritual killings that has thrown the region into panic.<br />

Primate Ayodele added, “It is a nice and beautiful idea. It is a good project but the cost of the management will cause another problem. They must ensure that the outfit is not turned to another terrorist group.<br />

“There is a tendency of Nigeria building a terrorist group within the country and this is going to happen before the next 15 years.<br />
<br />
“This includes all other security outfits in the north, if they are not managed properly they will turn to terrorist groups.<br />
<br />
“They will mismanage Amotekun and corrupt the system. Amotekun is going to crack because of lack of funds for the management.<br />

“They should not have started at all. They will threaten the government. Africa is going to experience a new terrorist group from Burkina Faso, Togo, Niger, Benin Republic, and Nigeria.<br />

<div style="text-align: justify;">The DHS said unlike the previous travel ban on some countries, the latest is “less restrictive”, and tailored to “country-specific deficiencies” identified during an assessment of travel-related risk.</div>
<div style="text-align: justify;"><br /></div>
<div style="text-align: justify;">“Like the seven countries that continue to face travel restrictions pursuant to Proclamation 9645, the six additional countries added for restrictions are among the worst performing in the world; however, there are prospects for near-term improvement for these six countries,” it said in the statement.</div>

<div style="text-align: justify;">“The restrictions imposed by this proclamation reflect the U.S. government’s greater confidence that these countries can make meaningful improvements in a reasonable period of time.</div>

<div style="text-align: justify;">“If that expectation is met, the President may remove travel restrictions at any time. Conversely, the President has also determined that if improvements are not made, additional restrictions may be added.”</div>

<div style="text-align: justify;">It added that travellers already issued visas by the US government will not be affected by the new restrictions.</div>

<div style="text-align: justify;">n 2018 the US issued more than 8,000 immigration visas to citizens of Nigeria, just over 2,000 were issued to Sudanese nationals, 290 to Tanzanians, and just 31 to Eritreans.</div>

<div style="text-align: justify;">The new rule was implemented just over three years after President Donald Trump signed the original travel ban on January 27, 2017, a week into his tenure. The ban was upheld by the US Supreme Court in June 26, 2018.</div>

The clothing line, according to a press release signed by her Special Assistant on Media & Publicity, Aliyu Abdullahi, is meant to kit the Nigerian contingent including players and officials.<br />

She reportedly commended the effort of the Main and Local Organizing Committees as well as the sponsors of the games and expressed satisfaction with the level of preparedness for the games billed to hold between 4th and 8th February, 2020 at the International Conference Center, Abuja, urging for more concerted action from all relevant stakeholders.<br />

Tragedy struck in Gateway ICT Polytechnic, Sapaade, Ogun State, after a popular hip hop singer, Alimi Abiodun aka MC Bio was electrocuted while on stage.<br />

The tragic incident which happened penultimate Friday threw the students into mourning.<br />

According to reports, the Higher National Diploma (HND) 2 Mass Communication student and some unnamed promoters had staged the event to welcome students back to school after the Yuletide holiday.<br />

Trouble however started shortly after he mounted the stage and was trying to re-arrange the microphone’s cable.<br />

It was said that he unknowingly touched a cable which had no insulation and was rushed to a nearby state General Hospital at Isara, where doctors confirmed him dead.<br />

One of his schoolmates, Emmanuel Oyetola wrote: ‘’ January 16, 2020. That’s how you spoiled 2020 we had waited for years. When it’s time for the star to shine death took u. Organized labour has commenced mobilization of workers in 15 states of the federation for a strike to press home demand for the full implementation of the new minimum wage of N30,000.<br />

The states, according to labour sources, are yet to demonstrate enough commitment in  keying into the new dispensation.<br />
<br />
The bone of contention in most of the states is the consequential adjustment of the new salary structure.<br />
<br />
Sources said labour leaders had been placed on standby for an industrial action.<br />
The states were given up till on Friday to conclude negotiation on the matter.<br />

However, it was gathered last night that many of the affected states were making frantic efforts to avert a showdown with workers.<br />
<br />
The states are: Ogun, Oyo, Osun, Enugu, Imo, Anambra, Cross River, Zamfara, Gombe, Taraba, Niger, Plateau, Kogi, Kwara, and Nasarawa.<br />
<br />
Some of the governors started negotiations a few days before the original deadline of December 31, 2019 set by labour.<br />
<br />
But when it dawned on labour that some of the states had not gone far in their negotiation with their members, a grace period of one month was given to the governors by the Trade Union Congress (TUC) to wrap up negotiations.<br />
<br />
Although, Governor Kayode Fayemi of Ekiti State started paying the new minimum wage, especially for the low cadre of workers last October, negotiation with labour on consequential adjustment for other categories of workers is still on.<br />
<br />
Secretary-General of TUC, Comrade Musa-Lawal Ozigi, in an interview, said on Friday that the union was expecting feedback from all the states on the implementation of the minimum wage.<br />
<br />
Ozigi said state council chairmen of the TUC would turn in their reports tomorrow.<br />
<br />
According to him, the National Administrative Council (NAC) led by its President, Comrade Quadri Olaleye, would meet any moment from now to assess compliance by state governors.<br />
<br />
He said the NAC would then decide the next line of action after the review of reports from its state councils.<br />
<br />
The secretary-general said the union was ready for “recalcitrant governors” who fail to implement the new wage for workers in their states.<br />
<br />
Ozigi said: “We gave them (state governors) January 31 to implement and so far, we are compiling our results. Anytime from now, the NEC will meet to decide what to do with each of the states that has not complied.<br />
<br />
“The January 31 was a grace period for them (state governors) to have done that (implement the minimum wage) and they have not done it. Those ones that have not done it, the NAC is meeting to decide what to do in each of those states.<br />
<br />
“Already, all our state council members have been put on notice. Having done the assessment by the NAC meeting, of course any action can be taken in any of the states that is still faulting.<br />
<br />
“The President of the TUC and the council (NAC) will meet to take that decision but we are still working on it.<br />
<br />
“All we want to do is to get feedback from all the states. We are waiting for all the states to get the report by tomorrow then NAC will meet to take the next decision.<br />
<br />
“All the state councils are on alert, waiting for direction from the NAC headed by the president.”<br />
<br />
Nigeria Labour Congress (NLC) President Ayuba Wabba, could not be reached for comments yesterday.<br />
<br />
However, an NLC source said that the union has fixed its own NAC meeting for Tuesday,February  4, 2020 in Abuja where a final decision on  the implementation of the minimum wage will be taken.<br />
<br />
The highly placed source said state council chairmen of the NLC  had been placed on alert ahead of the final decision of the NAC.<br />
<br />
The source said the NLC will use the meeting to “firm up a line of action on what to be done to recalcitrant governors who are yet to begin payment of the new wage.”<br />
<br />
The source also said that affiliate unions in the states had been mobilized  to ensure that the proposed strike was total and effective.

Popular comedian and actor, Abovi Ugboma, popularly known as Bovi, has denied claims that he was at the United States Embassy in Lagos when the Founder of Living Faith Church Worldwide, Bishop Oyedepo, was allegedly denied a US visa.<br />

It was widely reported on Friday that Bovi was lucky with the embassy as he was issued the visa, while his wife was not  lucky as she was denied.<br />
<br />
In his reaction, Bovi said he was not at the US Embassy, adding that the story is false.<br />
<br />
He wrote on Twitter: “I was not at the embassy. Neither was my wife. Story about us is entirely false. And the use of the word ‘luck’ or ‘lucky’ with getting a visa is annoying.”<br />

Kano State governor, Dr. Abdullahi Umar Ganduje, on Friday took a swipe at the immediate-past governor of the state and his estranged political ally, Senator Rabi’u Musa Kwankwaso saying the latest outing of the All Progressive Congress (APC) during the just concluded Kano re-run election has retired him (Kwankwaso) from politics.<br />

Ganduje stated this at the Kano Government House on Friday while receiving the Speaker, Kano State House of Assembly, Hon. Abdul’aziz Garba Gafasa with other principal officers of the House, the state APC Chairman, Abdullahi Abbas and other party leaders and elders, who presented to him the four newly elected state legislators immediately after they collected their Certificates of Return from  the Independent National Electoral Commission (INEC).<br />
<br />
He said the APC’s  victory at the election was a clear indication of how Senator Kwankwaso had been retired from politics.<br />
<br />
The re-elected members are from Madobi, Bunkure, Minjibir and Rogo constituencies.<br />

He especially commended Hon. Kabiru Cunkoso of Madobi Constituency (Kwankwaso’s country home) for roundly defeating the Peoples Democratic Party (PDP) candidate there.<br />

According to Ganduje, “some years back when he (Kwankwaso) was warming up to contest for presidential seat, he boasted that he would retire President Muhammadu Buhari from politics, saying also that he would retire me from politics. But if you look at it now, who then is forced to retire?”<br />

Condemning Kwankwaso’s style of politics, Ganduje said: “Some political remarks and behaviours of  Kwankwaso, particularly during election period are  not in order.<br />
<br />
“Our style of politics is calculative and decent. I can therefore not follow his style, that is always castigating without any decorum. We respect people and we see respect and dignity in people. Ours is not like theirs.”<br />

He called on the elected members, to always respect party leadership and be loyal to the party, adding, “we believe that the supremacy of the party should always be observed with all intent and purposes. You should  make sure that, you become loyal party members.”<br />

On why APC failed to secure the seat of the House of Representatives member representing Kiru/Bebeji Federal Constituency, he said, “we couldn’t get that seat as a result of the  crisis that rocked the party at the constituency. In his remarks, Speaker of the State House of Assembly, Gafasa assured the governor that the House has over two-third of the members as APC.  “We are comfortable as we have enough members to back and support any government policies for the overall development of the state, he said, revealing  that more members were coming to join the ruling APC in the House.  “They too believe in how this administration is fast developing the state. With this, I can say, our governor His Excellency, Dr Abdullahi Umar Ganduje, is doing very well for the overall development of the state.”<br />

The Attorney General of the Federation, Abubakar Malami (SAN), has said he decided to withdraw the N25bn fraud case against Gombe Central lawmaker, Senator Danjuma Goje, because the case against him was weak.<br />

The Muhammadu Buhari regime had come under fire for withdrawing the charges preferred against Goje barely three weeks after he abandoned his ambition to run for the Senate Presidency and endorse Senator Ahmed Lawan.<br />
<br />
Transparency International had also made reference to the Goje incident when it decided to rate Nigeria low on its corruption perception index.<br />
<br />
In a statement signed by his spokesman, Dr Umar Gwandu, the AGF said he had the constitutional right to withdraw any criminal case at any time.<br />
<br />
The statement read in part, “As to the allegation of withdrawal of the corruption case of N25bn against former Gombe State Governor, Senator Danjuma Goje; the first point of correction is that the AGF did not withdraw a N25bn case.<br />
<br />
“The EFCC had filed a 21 charges of N8bn against Senator Goje and had been prosecuting same for over eight years without the AGF’s interference but after a no case submission filed by Senator Goje, 19 of the 21 counts making up the N8bn were struck out by the court leaving only two counts bordering on the manner in which the sale of some old buses belonging to Gombe State Transport Company between 2003 and 2011 were handled under the watch of Senator Goje.<br />
<br />
“It was the said last two counts that the AGF thoroughly reviewed in 2019 and having found no prima facie case, withdrew in exercise of his constitutional power pursuant to Section 174 of the 1999 Constitution.”<br />
<br />
The statement was silent why the Federal Government refused to allow the court decide the merit or otherwise of the case.<br />
<br />
It can be recalled that the Economic and Financial Crimes Commission had spent over N150m prosecuting Goje for eight years only for the AGF to take over the case and ask that it be struck out.<br />
<br />
On the Malabu fraud case, the AGF said he never interfered with the job of the EFCC.<br />
<br />
He also denied reports that he advised Buhari to drop the Malabu case.<br />
<br />
Malami, who is also the Minister of Justice, said TI’s allegation that his office had not prosecuted any corruption cases was not completely true.<br />
<br />
The minister said as the chief law officer of the country, his office could take credit for cases successfully prosecuted by all anti-graft agencies.

A man yet to be identified has allegedly died in a hotel in Onitsha, Anambra State, during a sex romp with a widow.<br />
<br />
A source in the hotel revealed that the man checked in with a lady at about 5pm on Thursday, but not quite 30 minutes later, he started shouting for help, holding his chest.<br />

The source said, “He clutched at his chest and was shouting for help and the hotel management took him to hospital but he passed on before reaching there.<br />
<br />
“The woman left the hotel immediately after the incident. Somebody who saw them together about two hours before they checked into the hotel identified the female partner as a widow in the vicinity who lost her husband some two years ago.’<br />
<br />
The Police Public Relations Officer in the state, Haruna Mohammed, confirmed the incident in a statement.<br />
<br />
He said the management of the hotel reported the incident at the Central Police Station, Onitsha.<br />
<br />
Mohammed said,” He was a middle-aged man and allegedly took a lady whose identity has yet been known to the hotel. After about 35 minutes, the manager heard someone shouting for help and holding his chest.<br />
<br />
“The victim was immediately rushed to the hospital for medical attention but certified dead by a doctor on duty. The scene was visited by police detectives attached to CPS Onitsha and photograph of the victim obtained.<br />
<br />
“No mark of violence was on the deceased’s body. The corpse has been deposited at the Boromeo hospital for autopsy while investigation is ongoing to ascertain circumstances surrounding the incident.”

A Bureau De Change operator, Abubakar Umar, on Friday, told the Federal High Court in Abuja, how he allegedly helped a former Governor of Benue State, Gabriel Suswam, to convert N3.1bn to dollar and delivered the equivalent sum of $15.8m cash to the ex-governor, in 2014.<br />

Umar appeared before Justice Okon Abang as the fourth prosecution witness in the trial of the former governor, who is now the Senator representing Benue North-East in the Senate.<br />
<br />
Suswam is being prosecuted on money laundering charges along with his then Commissioner of Finance, Mr. Omodachi Okolobia.<br />
<br />
The Economic and Financial Crimes Commission accused the two defendants of diverting a total sum of N3,111,008,018.51 belonging to Benue State.<br />

The money was said to have been stolen from the proceeds of the sale of shares owned by the Benue State Government.<br />
<br />
Led in evidence by the lead prosecuting counsel, Mr. Rotimi Jacobs (SAN), Umar said on Friday that a total of N3.1bn was paid into the account of his firm, Fanffash Resources, on the instruction of the former governor.<br />
<br />
According to him, Suswam had asked him to give the details of his bank account to a woman he met with the ex-governor during their first meeting at the ex-governor’s residence in Maitama, Abuja.<br />
<br />
He said the governor, through a company, Elixir Investments, subsequently paid the money to Fanfash’s account with Zenith Bank in tranches.<br />
<br />
According to the witness, the first tranche of N413m was paid into his firm’s account on August 8, 2014 and its dollar equivalent was delivered to the former governor at his Abuja home two or three days thereafter.<br />
<br />
The witness said, “The first money he put in my account was N413m. He said I should change it to dollar.<br />
<br />
“I told him to give me time to change it to dollar. After two to three days I changed it to dollar.<br />
<br />
“I then called to tell him that I had changed it to dollar. He said I should bring it to him. I called him again to clear the gate that I was bringing the money to him.<br />
<br />
“I picked a taxi and when I reached the place, I knocked and they asked who I was and I said I was Abubakar.<br />
<br />
“When I entered, they opened another gate that leads to a garage and I then brought the money out of the car. The driver excused us.<br />
<br />
“We now checked the money to be sure that what I brought was correct. The former Governor of Benue State checked it. I gave him the money and went out.<br />
<br />
“The money was delivered to him in his house in Maitama. There were some subsequent payments from time to time.<br />
<br />
“The total money I received in my account was N3,111,000,000.<br />
<br />
“The way I gave him the first tranche was the way I gave him the subsequent ones. That time, dollar exchanged for N197 per dollar, and the total amounted to $15,800,000.<br />
<br />
“He and I were the only ones present when I delivered the money to him.”<br />
<br />
Asked to react to the defence of the ex-governor that he did not receive any money from him, the witness said, “If I did not give him that money, I would have been dead since.”<br />
<br />
“I cannot eat government’s money and stay alive,” the witness added.<br />
<br />
Umar had earlier appeared as a prosecution witness when the case was before another judge of the court, Justice Ahmed Mohammed.<br />
<br />
Justice Mohammed voluntarily withdrew from the case following two reports by Sahara Reporters alleging that he had taken bribe to make the case to go the way of the former governor.<br />
<br />
The case subsequently started afresh before Justice Abang last year.<br />
<br />
On Friday, defence lawyers, Chinelo Ogbozor (for Suswam) and Michael Agara (Okolobia), opposed an attempt by the witness to clarify what led to his contradictory statements before Justice Mohammed.<br />
<br />
Prosecuting counsel, Jacobs, urged the court to dismiss their objection.<br />
<br />
Justice Abang fixed February 3 for the witness to continue his testimony.

Four people died in a suicide attack in Muna Galti on the outskirts of Maiduguri, police in Borno State have confirmed.<br />

Spokesman for the force in the state, ASP Okon Edet, said in a statement on Friday the incident took place around 7.45pm on Thursday.<br />

He said, “Two female suicide bombers who attempted to infiltrate a crowd at Muna Galti, Jere Local Government Area, on sighting officers hurriedly detonated their improvised explosive devices, killing themselves and two other people.<br />

“Five people who were injured were rushed to the University of Maiduguri Teaching Hospital where they are receiving treatment.”<br />
<br />
Okon said they cordoned off the scene of the incident and “immediately mobilised the Explosive Ordnance Disposal team to the scene alongside SARS, PMF and CTU to prevent further attacks”.<br />
<br />
He said they had restored calm in the area, adding that the state Commissioner of Police, Mohammed Aliyu, had urged residents not to panic but to go about their lawful business without fear or apprehension.<br />
<br />
According to Okon, the CP also advised residents to always be security-conscious and report suspicious movement to the police or other security agencies.

<div style="text-align: justify;">At least 3,600 people have been killed in clashes between farmers and herders as of 2018, according to Amnesty International, which blamed the casualties on “gross incompetence” on the part of the authorities.</div>
<div style="text-align: justify;"><br /></div>
<div style="text-align: justify;">In some cases like in Plateau state where hundreds of lives have been lost in violent clashes, the police and other security agencies arrest suspects without prosecution.</div>
<div style="text-align: justify;"><br /></div>
<div style="text-align: justify;">The report, which focused on Zamfara, Katsina and Kaduna states, said a study of the weapons in use shows the violence is “perpetrated almost exclusively with small arms and light weapons”.</div>
<div style="text-align: justify;"><br /></div>
<div style="text-align: justify;">CAR said while some of the weapons used in the conflict are locally manufactured, some originated in Gaddafi-era Libyan stockpiles, and others produced in Europe, East Asia, and the Middle East.</div>
<div style="text-align: justify;"><br /></div>
<div style="text-align: justify;">It also traced some of the weapons to terrorists and special forces in Iraq and Libya.</div>
<div style="text-align: justify;"><br /></div>
<div style="text-align: justify;">Some of the key findings of the report are:</div>

<li style="text-align: justify;">Groups involved in inter-communal herder–farmer conflicts in northern and central Nigeria use some locally made artisanal weapons (and) also use factory-produced weapons manufactured in Europe, East Asia, and the Middle East.</li>
<li style="text-align: justify;">Weapons that Conflict Armament Research (CAR) documented during field operations in three northern Nigerian states have commonalities with small arms previously in service with national defence forces in Côte d’Ivoire and with weapons that CAR has documented in Libya.</li>
<li style="text-align: justify;">CAR’s data set also includes Iraqi assault rifles manufactured in 1987 … terrorist groups have used weapons from the same batch in successive attacks on security forces in Mali and Niger since 2016.</li>

A Twitter user has given a hilarious narration of a disastrous date he had with a woman that made him block her number afterwards.<br />
<br />
@IrunmoleWeil, who went to Madonna, said he took a Yabatech student out on a date but it ended with him having to call his friends to borrow money to pay the bill.<br />
<br />
 He narrated how the woman ordered way more than he could afford, even though she saw that he was ordering less to minimize cost.<br />
<br />
When she noticed his attempts at scrimping, she mentioned to him that he attended Madonna and she heard that students of the school are all rich men's children.<br />

When the bill eventually came, the Twitter user said he had to call friends to beg them to transfer money to him.<br />

To make matters worse, when he took her back to Yaba, she asked him to buy things for her roommates.<br />

The University of Nigeria Teaching Hospital, Enugu State has confirmed a case of Lassa fever.<br />
<br />
According to reports, the patient was bought to the UNTH on Thursday 30th of January 2020 and died at their accident and emergency.<br />
<br />
The Chief Medical Director, Dr. Obinna. D Onudugo, said this in a statement.<br />
<br />
He said: ”It’s confirmed that a case of Lassa fever came to UNTH and died at our accident and emergency.We are currently tracing contacts. We are also working with the Enugu State Epidemiology Team and the Nigerian Centre for Disease Control (NCDC)to ensure that proper measures are taken at the mortuary and to protect staff against new cases.<br />
