The Argentina striker netted his 177th City goal from a controversially-awarded first-half penalty to set City on their way to a club record-equalling 11th successive win in all competitions.<br />

Burnley proved tough opponents amid torrential rain for Pep Guardiola's free-flowing side but late goals from Nicolas Otamendi and Leroy Sane secured another three points.<br />
<br />
Aguero's goal took him level with Eric Brook, who scored 177 for City between 1927 and 1939, but he will have to wait to claim the record outright after being substituted in the 76th minute.<br />
It was his first appearance since breaking a rib in a car crash three weeks ago.<br />
<br />
He actually had a quiet start to the game as City, despite dominating possession, struggled to break Burnley down.<br />
<br />
The Clarets created the first serious opportunity when Chris Wood broke clear of Kyle Walker and raced into the box.<br />
<br />
Ederson dived at his feet and quickly rose to prevent Scott Arfield following up with a shot but Wood was injured in the collision and was forced off soon after.<br />
<br />
City played a patient game and gradually began to create chances. Bernardo Silva should have opened the scoring after Sane skipped around a challenge and pulled the ball back but the Portuguese shot straight at Nick Pope.<br />
<br />
Controversy erupted after Pope reacted quickly to deny Kevin De Bruyne the chance to shoot. The ball ran free and Pope was adjudged to have brought down Bernardo Silva in the rush to regain possession.<br />
<br />
Burnley contested that Silva had made the most of any contact and there was some arguing and shoving amongst players.<br />
<br />
Aguero remained calm throughout the confusion and, having missed from the spot on his last appearance, made no mistake to put City ahead and equal the record.<br />
<br />
The perceived injustice did spur Burnley on and Arfield had a shot deflected wide.<br />
<br />
But City also reacted strongly. Aguero blasted wide and had two good efforts saved by Pope. The ball ran free to Bernardo Silva from one of them but James Tarkowski, not entirely intentionally, got his head in the way of a powerful shot.<br />
<br />
City continued to dominate after the break, although Burnley retained their shape and did cause a few moments of anxiety.<br />
<br />
David Silva threatened with a long-range drive that screwed wide while Walker delivered a low ball across the box that Aguero could not turn in.<br />
<br />
The second goal eventually came after 73 minutes and from an unconventional route - for City at least - as Otamendi got forward for a corner. The Argentinian met Sane's cross with a powerful header that Steven Defour could not keep out.<br />
<br />
Moments later the points were wrapped up as De Bruyne picked out Sane with a now typical defence-splitting through-ball. The German raced into the area and lashed a low shot past Pope.<br />
Substitute Gabriel Jesus and Sane went close to adding to the score in the closing moments.<br />

Manchester United's unbeaten start to the Premier League season came to an end in a shock 2-1 loss at Huddersfield Town on Saturday, with Victor Lindelof the villain of the piece.<br />

Former Benfica defender Lindelof was brought on as a replacement for the injured Phil Jones in the 25th minute and the hosts scored both of their goals shortly after his introduction, with United unable to claw things back despite Marcus Rashford's late goal.<br />
<br />
Jose Mourinho's side appeared to be in control until Jones' withdrawal, but suddenly the home side turned the tables, scoring two within eight minutes of Lindelof's entrance.<br />
<br />
Aaron Mooy netted the opener, before Laurent Depoitre added the second as he punished an awful error from United's Sweden international centre-back.<br />
<br />
United's response was by no means emphatic, with Mourinho's men remaining devoid of craft in the final third, leaving Romelu Lukaku lacking service for most of the match.<br />
<br />
Rashford – a half-time substitute for Anthony Martial – pulled one back for United with 12 minutes to go, but Huddersfield managed to hold on to a slender win to seal a famous day for the Terriers, who claimed their first top-flight triumph since August.<br />
<br />
With rivals Manchester City defeating Burnley, United now trail the leaders by five points.<br />
<br />
Proceedings were feisty early on as the two clubs clashed for the first time since 1972, with three players receiving yellow cards inside the first nine minutes and both sides going close to a goal.<br />
The first chance fell to Lukaku, as the Belgian smashed the ball at Jonas Lossl from the edge of the box, before Depoitre failed to connect with Mooy's teasing free-kick delivery in the 16th minute.<br />
Jones' forced substitution through injury proved a blow, with Lindelof replacing him in what was ultimately a vital moment in the match, as Huddersfield took the lead three minutes later.<br />
<br />
Mooy was too powerful for Juan Mata in midfield and charged forward, setting Thomas Ince up for a shot which David de Gea parried away, only for the Australian to smash home the rebound.<br />
<br />
And the Terriers got a second shortly after – Depoitre coolly skipping past De Gea and finishing into an empty net after Lindelof inexplicably left Lossl's long kick.<br />
<br />
Mourinho responded to United's woeful first half by hauling off Mata and Martial in favour of Henrikh Mkhitaryan and Rashford at the break.<br />
<br />
Neither had a huge impact initially, but Rashford did at least lay on United's next half chance just after the hour mark, as Ander Herrera directed his left-wing free kick wide of the target.<br />
<br />
United certainly enjoyed the greater share of possession in the second period, but chances were difficult to come by.<br />
<br />
Lossl was eventually forced into action again 14 minutes from the end, making a big save to push away a Herrera header.<br />
<br />
United set up a nervy finish after Rashford latched on to Lukaku's right-wing cross and sent an unstoppable header beyond Lossl.<br />
<br />
But it proved to be too little, too late, as Huddersfield dug deep to wrap up all three points and inflict a first Premier League defeat on United since May.<br />

The extra resources derived from the OPEC production concessions which Dr. Emmanuel Ibe Kachikwu, Minister of State for Petroleum Resources has been fighting for are boosting the national coffers and enabling the funding of development projects, says Cletus Adole.<br />

Three times in a row, the Nigerian team led by the resourceful Minister of State for Petroleum Resources, Dr. Emmanuel Ibe Kachikwu who has been mandated by President Muhammadu Buhari to reset the oil and gas industry on the path of growth, efficiency and profitability has convinced members of the Organization of Petroleum Exporting Countries (OPEC) and other top non-OPEC oil producing countries to exclude Nigeria from the collective agreement to implement oil production cuts.<br />
<br />
The first concession was achieved in November 2016, when OPEC and Russia reached an agreement to strengthen oil prices by reducing supply to the global market by 1.8 million barrels per day for six months beginning January 1, 2017. Each member was required to reduce output accordingly. But Nigeria was exempted from applying the production cuts. The second concession was announced in May this year after a joint meeting of 13 OPEC and 11 Non-OPEC countries agreed yet again to extend the cuts.<br />
<br />
Last month, Kachikwu secured the latest exemption at the Joint Ministerial Monitoring Committee of OPEC and Non-OPEC countries which held in Vienna, Austria. The Minister against stiff opposition by some members who stated that Nigeria did not deserve another exemption made a strong case that though Nigeria has made some progress in improving its production levels, the country was not yet out of the woods. He argued that the country needed more time to stabilize production after huge losses on account of disruptions caused by militant attacks before joining other members to implement cuts. Working with the OPEC Secretary General Mohammed Barkindo and other team members he engaged key OPEC and non-OPEC members and leveraged his international network to make Nigeria’s case. Fortunately, he was successful.<br />
<br />
These exemptions have helped at a very fundamental level to stabilize the country’s financial position. First, they have boosted national revenues and reduced the shortfall in the financing needed for urgent national priorities. The reason is that the exemptions granted Nigeria have made it possible for the country to sell all the crude oil that it can produce.<br />
<br />
At the same time, the country has enjoyed the advantage of the resulting rally in oil prices as other members implemented the production cuts. The cuts by countries such as Saudi Arabia, United Arab Emirates, Qatar, Russia in addition to the war in Iraq, tensions between the United States and North Korea have spurred global oil prices to rise upwards from a low of less than $30 per barrel before the first production cuts were instituted to about $58 as at mid-September.<br />
<br />
Second, the resulting increase in oil earnings has enhanced the country’s capacity to finance the 2017 budget and reduced government borrowing. One important indicator of improving revenues is the recent spike in the allocations to the three tiers of government from the federation account. Last month particularly witnessed a robust increase in the amount shared by the three tiers of government. A total of N637.704 billion was distributed as federal allocations among the federal, state and local governments. Gross revenues went up from N487.319 billion in July to N550.992 billion, an increase of over N163.673 billion. Although there was a dip in oil prices from $51.05 to $50.44 per barrel, this was compensated by a significant increase in export volumes by 0.85 million barrels, leading to higher revenues from exports by about $41 million.<br />
<br />
Third, the exemptions have also increased foreign reserves which are helping the Central Bank to stabilize the value of the naira against the dollar along with several other ancillary economic benefits. The Central Bank has drawn on the increasingly robust foreign exchange reserves which are now inching towards the $40billion mark to ensure liquidity in the foreign exchange market. Because of this, the naira has maintained a fairly strong stand against the dollar. The official rate has hovered in the region of N360- N380 for months in a row now in the black market.<br />
<br />
It is easy to take for granted the successes which the ministry of petroleum resources and the entire Nigerian team to these engagements have recorded in realizing these oil supply concessions for the country. But the truth is, they were not inevitable. Without the strong lobby, the personal efforts and effective use of international leverage led by Kachikwu, it would have been very difficult to realize these benefits for the country.<br />
<br />
Kachikwu’s “audacity” in asking for these cuts and strong case he made for Nigeria’s exemptions over and over again helped to make the difference. As a consequence, Nigeria has earned millions of dollars in extra revenues which are helping the country to recover and stabilize from the recent economic recession. Here again, the game changer has made a difference.</div>

This new discovery according to <a href="https://bgr.com/2017/10/19/gates-of-hell-saudi-arabia-archaeology/">BGR.com</a> in Saudi Arabia goes firmly against that notion, with archaeologists revealing the existence of hundreds of stone “gates” situated in and around ancient lava domes, in an area that is little more than a hellish landscape devoid of vegetation and water.<br />
<br />
The structures, which measure anywhere from 40 feet to nearly 1,700 feet in length, are crude in their construction, built of rough rocks that have withstood thousands of years of wear and tear. What’s most interesting is that it appears that the lava fields these structures were built upon was still active at the time, with hardened lava appearing to have flowed over some of the gates.<br />
<br />
Gates are found almost exclusively in bleak, inhospitable lava fields with scant water or vegetation, places seemingly amongst the most unwelcoming to our species,” David Kennedy of the Western University of Australia, who led the research, wrote. Kennedy noted that the structures “appear to be the oldest man-made structures in the landscape,” and that at the moment “no obvious explanation of their purpose can be discerned.”<br />
<br />
The discovery was made using satellite imagery, and the researchers used their birds-eye view to identify nearly 400 of the gates in the same area. Along with the odd walls, other clearly manmade structures were spotted including what appear to be animal traps and wheel-shaped objects that are yet to be identified. The current best guess as to the age of the construction is somewhere in the neighborhood of 9,000 years.<br />
<br />
The next step for researchers is launching some kind of expedition to investigate the site and perhaps come up with some kind of an explanation as to why the structures exist and what they were used for. It’s an incredible discovery, but the structures — and their precarious location — are so mysterious that there’s bound to be an even greater story waiting to be told.

The militants opened fire on the group during a raid on their hideout near the Bahariya oasis in the Western Desert, the interior ministry said.<br />

Egypt is currently fighting an Islamist insurgency in northern Sinai.<br />

The Bahariya oasis where this attack took place, however, lies hundreds of kilometres south-west of the troubled region.<br />
<br />
There has been no claim of responsibility by the Islamist groups active in the area.<br />
<br />
An initial claim in Egyptian media linking Hasm, a smaller group, to the attack was later revealed to have been false.<br />
<br />
A security source quoted by local news outlets said their convoy came under attack by militants using rocket-propelled grenades and explosive devices.<br />
<br />
The situation was reportedly made worse for the security forces by the attackers’ familiarity with the area, while the commanding officer was unable to call for land and air reinforcements due to poor telecommunications in the desert.<br />
<br />
In total, 53 members of the security service died, sources told the BBC.

Chelsea opened the scoring in the 12th minute through Pedro Rodriguez after he received the ball from Eden Hazard on the edge of the area and bent a fine first-time effort off the post and into the top corner.<br />

Chelsea drew level in the 71st minute with Pedro finding substitute Michy Batshuayi, who glanced a header past Gomes into the back of the net.<br />

Barcelona president Josep Maria Bartomeu insisted on Saturday the Catalan giants cannot be used by either side of a political battle over Catalonia’s drive to gain independence from Spain.<br />

A powerful symbol of Catalonia across the world, Barca have been caught in the political crossfire in the weeks following an independence referendum, deemed illegal by Madrid, was marred by violence.<br />
<br />
“We are not an instrument to be manipulated for political interests, whatever they may be,” Bartomeu told club members at Barca’s annual general meeting. “Nobody can appropriate our badge or flag.”<br />
<br />
Barca have backed Catalonia’s right to self-determination, but refused to position themselves on either side of the independence debate.<br />
<br />
Bartomeu took an unpopular decision to play Barca’s match against Las Palmas behind closed doors on October 1 as the referendum took place after La Liga refused to postpone the match.<br />
<br />
He described that decision as “one of the hardest” he has made in his three years as president, but claimed Barca were not losing touch with their core Catalan fanbase.<br />
<br />
“No one can doubt Barca’s commitment to the Catalan community. We defend the principles of democracy, the right to decide and free expression.”<br />
<br />
And Bartomeu condemned the imprisonment of two pro-independence civil society leaders Jordi Sanchez and Jordi Cuixart on charges of sedition.<br />
<br />
“It is unacceptable that in this century there are people in prison for their political ideas.”<br />
<br />
However, the Catalan National Assembly and Omnium Cultural groups, led by Sanchez and Cuixart respectively, rejected invitations to the directors’ box at the Camp Nou for Barca’s Champions League match against Olympiakos on Wednesday in protest at the club’s neutral stance.<br />
<br />
The other major point of order for Bartomeu was the passing of Barca’s accounts for the 2017/18 season that are expected to show record revenue of 897 million euros ($1.06 billion).<br />
<br />
And Barca’s accounts are set to be further boosted by a naming rights deal to aid the cost of a 600-million-euro renovation project for the Camp Nou and surrounding areas.<br />
<br />
“The negotiations to find a name for the Camp Nou are going well,” said Bartomeu.<br />
<br />
He said an extraordinary meeting will be called in the first half of 2018 for members to vote on the naming rights deal.</div>

The Bayelsa State Government, on Saturday, lent its support to the ongoing military training operation and its community relations component by the Nigerian Army in the Niger Delta.<br />

Governor Seriake Dickson urged the people of the state to discountenance the rumour that the exercise, christened ‘Operation Crocodile Smile II’, which includes free medical care, would endanger the health and safety of the people.<br />
<br />
In a statement by his Chief Press Secretary, Mr. Francis Agbo, in Yenagoa, Governor Dickson made the call while receiving a letter of commendation from the Chief of Army Staff, Lt. Gen. Tukur Buratai.<br />
The governor, who described the rumour as unfounded, urged Nigerians not to panic, rather cooperate with the military in discharging its medical outreach and community support initiatives.<br />
<br />
Reiterating his administration’s commitment toward sustaining the prevailing peace, security and stability in the state, Dickson assured the Nigerian Army and other security agencies of greater support in the discharge of their constitutional duties.<br />
<br />
He explained that the state government had donated a large expanse of land for the building of a barrack in Yenagoa and a Forward Operations Base at the western senatorial district to enhance security.<br />
<br />
“The military and other security agencies are a force for good and I want to use this opportunity to call on community leaders to continue to support the military.<br />
<br />
“We can’t have a Nigerian military that is coming here to inject people with poisonous substances.<br />
“That is not the army we have. This is our own army. These are our brothers, friends and fellow Nigerians, who mean well for all of us.’’ Dickson said.<br />
<br />
The Chief of Army Staff, who was represented by Maj.-Gen. Rogers Nicholas, commended Dickson for the invaluable support to his administration.<br />
<br />
Buratai said the support included the provision of land for building a barracks, a Forward Operation Base and creating a conducive environment for the Army to tackle insecurity in the state.<br />
Delivering a letter of appreciation from the Nigerian Army, he lauded the people of Bayelsa for their understanding, cooperation, and pledged that the Army would redouble efforts in tackling security challenges in the country.<br />
<br />
The Chief of Army Staff, in the letter intimated Dickson of the Army’s intention to carry out its medical outreach programme and donation of educational materials to various communities.</div>

The presidential aide said that the two presidents, who met on the margins of the 9th D8 Summit in Istanbul, exchanged views on bilateral relations as well as regional and international issues of mutual interest.<br />

Buhari said that leaders should learn from history to effectively tackle conflicts, violent extremism, and proliferation of small arms and light weapons.<br />
<br />
He assured his Guinean counterpart, who is also the current Chairman of AU that Nigeria would continue to strengthen its engagement with all AU member states to address current security challenges in restive areas such as South Sudan and Libya, and the political crisis in Togo.<br />
<br />
In his remarks, Conde praised Nigeria’s leadership on the continent, particularly Buhari’s great job on anti-corruption and his strong voice on African issues at the international stage.<br />
<br />
The Guinean leader stressed the need for Guinea and Nigeria to accelerate economic cooperation, particularly in the natural resources sector, where Guinea boasts of 25 per cent or more of the world’s known bauxite reserves.</div>

Former president Goodluck Jonathan continued his attack on the Muhammadu Buhari administration on Friday saying that Nigerians only fear Buhari but do not trust him.<br />

Jonathan had earlier described the Buhari administration of being characterised by lies and propaganda while welcoming a chairmanship aspirant of the Peoples Democratic Party (PDP) Professor Tunde Adeniran and his campaign team, in his office in Abuja on Thursday.<br />

The former president continued his blitzering attack on the administration when his media office accused the federal government and the Special Adviser to President Buhari on Media, Mr Femi Adesina of peddling falsehood over claims that Nigerians did not protest the hike in fuel price by the Buhari government because they trusted the government.<br />
<br />
In his response to Adesina and the federal government, over the claims, Jonathan’s Media Office said fear, not trust was why Nigerians did not protest en masse against fuel price hike under Buhari, ThisDay reports.<br />
<br />
“When Femi Adesina says that it is because of trust that Nigerians did not rise up against the Buhari administration when it increased the pump price of petrol from N87 to N145, he betrays a deep ignorance and arrogance.<br />
<br />
“First of all, it was not Nigerians that rose up again the Jonathan administration when that government increased the price of petrol on January 1, 2012. It was actually members of All Progressive Congress who sponsored the protests,” said the statement signed by Mr Reno Omokri on behalf of Jonathan Media Office.<br />
<br />
The statement said Nigerians had not so soon forgotten how Mr Nasir El-Rufai led other chieftains of the opposition to Gani Fawehinmi Freedom Park, Ojota, Lagos, where they attracted crowds by inviting top musicians to perform and by giving out free food and drinks.<br />
<br />
It continued: “On December 15, 2015, the Nigerian Army, under President Muhammadu Buhari’s command, killed 347 unarmed Shiite men, women, children and infants and buried them in a mass grave as revealed by the panel of inquiry instituted by Kaduna State government.<br />
<br />
“The excuse given by the military for this massacre was that the Shiites had blocked a road during one of their procession and this allegedly affected a trip by the chief of army staff. After killing his followers and destroying their place of worship, Mr Ibrahim Zak Zaky, spiritual leader of the Nigerian Shiite community, was illegally and unconstitutionally detained and has not been seen or heard of in public since December 15, 2015.<br />
<br />
“So when the Buhari administration increased the pump price of petrol, Nigerians wisely reasoned that if the Buhari administration can kill 347 unarmed Shiite men, women, children and infants for blocking a road, it would be suicidal to give them an opportunity to do the same thing to them on a wider scale,” said the statement from Jonathan Media Office.<br />
<br />
Under Buhari administration, it said human life had become so cheap that the military and security services routinely kill innocent Nigerians be it Shiites, peaceful demonstrators or IDPs at the Rann IDP Camp.<br />
<br />
“To say Nigerians trust an administration that publicly boasted that it would not tell Nigerians how much of their own money the President spent in treating himself in London when the State House Clinic cannot boast of ordinary Panadol (by his own wife’s testimony) is to speak a lie. Nigerians can judge the nature of the man whose number one campaign promise was that “no Nigerian Public official should receive medical treatment overseas at public expense”. For him lies are cheap even if they are expensive for the Nigerian public who has to pay the price.<br />
<br />
“Nor have Nigerians forgotten the promise to end corruption when the $25 billion Nigerian National Petroleum Corporation scam is ringing in their ears along with the denials by the Vice President that he never approved any contracts. How can they trust a government that has still not released or acted on the SGF’s grass cutter contract probe after six months?<br />
<br />
“In the five years that he governed Nigeria, President Goodluck Jonathan spent N16 trillion. The economy grew. The Naira was stable. We had the greatest expansion of infrastructure since the Gowon years and inflation was in single figures. In the two years that President Muhammadu Buhari has ruled Nigeria, he has spent N15 trillion. We have had recession. Naira collapsed.<br />
<br />
“Inflation has gone back to double digits and the only infrastructure that he has started and completed is the Daura helipad. So Femi should spare us his propaganda and accept the truth that he is the mouthpiece of a murderous regime sustained by propaganda and surviving on corruption,” the statement from Jonathan Media Office said.

They spoke as the Speaker of the Akwa Ibom State House of Assembly, Rt Honourable Onofiok Luke, said the House is working hard to ensure harmonious relations among former and serving leaders of the state to ensure peace, stability, continued growth and development of Akwa Ibom.<br />

Akpabio, who chaired the event and endorsed Udom for second term, said: “What happen in Abuja that make people to fight people in their states will not happen between Udom and I. We will remain together and united… In 2015, they said Udom right. Udom is right for 2019.”<br />
<br />
Akpabio also urged the sustenance of cordial relations between the executive and legislative arms of government in the state. He said the Senate will revisit the issue of devolution of powers to the federating units to boost development in the states and grassroots.<br />
<br />
In like manner, Governor Udom Emmanuel said nothing will separate him from the love of his leader (Akpabio), adding, “the banana peel in Nigeria that make governors and their leaders fight, Akpabio and I will not match it. We have where we are going in Akwa Ibom and we will go together. That is why anything you write about us in the papers that will divide us we have ignored.”<br />
<br />
Noting that the executive enjoys harmonious relations with the legislature in the state, he urged the lawmakers to continue on their path of legislative excellence.<br />
<br />
Stressing the need for leaders of the state to be united, Speaker Luke said: “In the House, we told ourselves that we must ensure there is bond between Senator Akpabio and Governor Udom Emmanuel, including Obong Victor Attah.”<br />
<br />
Saluting the governor for not interfering or influencing the decisions of the House, he said the House is not a rubber stamp legislature but “iron seal legislature that iron seals development and infrastructural Renaissance.”<br />
<br />
Major highlights of the event included a lecture by Senator Effiong Bob on “The role of the Legislature in the Development of Akwa Ibom State in the past 25 years” and the inauguration of the Akwa Ibom Legislative Internship Programme, AKILIP, which Akpabio described as the first of its kind in Africa.</div>

Ogun State Governor, Senator Ibikunle Amosun, debunked rumours making the rounds that operatives of the Economic and Financial Crimes Commission raided his Lagos home and found funds in different currencies stashed in vaults.<br />

He also attempted to dispel rumours that a youth corps member, who was said to be his mistress, had a set of twins with him.<br />

Amosun on Friday described the allegations as “unfounded” and a “concoction of idiots” while speaking at the June 12 Cultural Centre, Abeokuta, during a Town Hall meeting of stakeholders for the state’s 2018 Budget.<br />
<br />
The meeting was organised by the state’s Ministry of Budget and Planning for the purpose of collecting inputs from all stakeholders and building them into the preparation of the 2018 Executive Appropriation Bill.<br />
<br />
The governor used the opportunity to address the allegations against him.<br />
<br />
The governor threatened to find the purveyors of the rumours and falsehood against him, and make them face the wrath of the law.<br />
<br />
He accused some unnamed politicians, whom he said were jostling to govern the state in 2019, of being behind the allegations against him.<br />
<br />
The governor said that instead of those aspiring to govern the state to sell their manifestoes to the electorate, they resorted to hiring people “to concoct falsehood in the vain hope that lies and rumour mongering would help the governorship aspirations of their masters.”<br />
<br />
Amosun explained the rumour that he had a set of twins was so strong that his mother-in-law called him to ask him if it was true or not.<br />
<br />
He said his wife, Olufunso, also heard the rumour.<br />
<br />
Professing his love for Olufunso, who he said had been his wife for 26 years, the governor said he had never had a girlfriend, let alone had one with a set of twins.<br />
<br />
He described having one wife as challenging in Nigeria now, adding that he had no plans to have a second wife.<br />
<br />
Speaking on the proposed 2018 Budget, the governor promised to make judicious use of it when it is finally approved.<br />
<br />
He said that his administration would ensure the completion of all ongoing projects in the state by the end of his tenure in office.</div>

A Federal High Court, sitting in Ado-Ekiti, the Ekiti State Capital, has restrained the Peoples Democratic Party (PDP) from preventing the Chief Makanjola Ogundipe-led South-West Zonal Executive Committee and other delegates from the zone from attending the December 9 elective national convention of the party.<br />

The court also restrained the party, its officers and organs from allowing the Eddy Olafeso-led executive committee from participating in the convention or submitting any list as South-West delegates to the December gathering.<br />
<br />
Olafeso, the South-West zonal chairman of the party has the backing of the Senator Ahmed Makarfi-led National Caretaker Committee (NCC) and all organs of the party.<br />
<br />
In a chat with newsmen in Abuja yesterday, Ogundipe warned against the non-compliance of the court order, saying it’s capable of robbing the convention of its desired outcome. He enjoined the leadership of the party to “uphold the rule of law because he (Makarfi) is also a product of the law.”<br />
<br />
It will be recalled that the court had on Wednesday, restrained the PDP, the Chairman and Secretary of the National Caretaker Committee from preventing Makanjuola and other leaders of the party from the South-West zone from attending/participating in the convention; an order Makanjuola brought to Wadata Plaza, the national secretariat of the party on Friday (yesterday).<br />
<br />
Named as plaintiffs in the suit with number FHC/AD/CS/18/2017 are Chief Makanjola Ogundipe, Chief Adepegba Otemolu, Lanre Orimoloye, Supo Ijabadeniyi and Femi Carena while the defendants are the Independent National Electoral Commission (INEC), PDP, Senator Ahmed Makarfi, Senator Ben Obi, Wunmi Jenyo, Adeola Ogunrinde, Femi Adetola and Eddy Olafeso<br />
<br />
Others are Fasiu Bakenne, Philip Aivohji, Ojo Williams Mrs. Oluwawumi Oshinroluke, Biliaminu Ogundele, Femi, Makinde, the Inspector General of Police and Assistant Inspector General of Police, Zone 2, Osogbo, Commissioner of Police, Ondo State Command, Department of State Services and State Security Service, Ondo State.<br />
<br />
Specifically, the court, which was presided over by Justice Taiwo O. Taiwo, restrained the Makarfi-led committee or their agents from “preventing the plaintiffs and other South-West delegates to the PDP national convention listed in the schedule attached to this originating summons.”<br />
<br />
The court listed the beneficiaries of the order to include Alhaji Adewole Adeyanju and Senator Buruji Kashamu, stressing that they should not be barred from attending the national convection.<br />
<br />
Justice Taiwo also ruled that no disciplinary action should be taken against the plaintiffs “and other delegates of the party from the South-West Zone in order to prevent them from participating in the party’s national convention pending the hearing and determination of the motion on notice.”<br />
<br />
“An order of interim injunction is hereby granted restraining the 5th to 15th defendants by themselves, their servants, agents and or privies from participating in the PDP national convention scheduled to hold on the 9th of December 2017 or any other date during the subsistence of tenure of office of the South West Zonal Executive Committee led by the 1st Plaintiff as members of the South West delegates of the party pending the hearing and determination of the motion on notice.”<br />
<br />
Ogundipe said it behove on Senator Makarfi-led NCC to demonstrate its belief and respect for the rule of law, saying the contrary would be nothing short of lawlessness and impunity; two vices he argued will hamper the building of a new party to oust the All Progressives Congress (APC)-led government in 2019.<br />
<br />
“I say this because Eddy Olafeso and his group never emerged from a valid South West Zonal congress. The Federal High Court, Lagos, in a ruling delivered in Suit No. FHC/L/CS/605/2016 on the 17th of May, 2016 expressly nullified the sham congress. Till date, the order has neither been set aside nor upturned on appeal.<br />
<br />
“It should be further noted that in a final judgment delivered on the 24th of June, 2016, the court categorically stated that our tenure ends in October, 2018, having been elected at a special zonal congress held on the 11th of October, 2014 in Ibadan, the Oyo State capital. The implication of this is that my exco remains the only validly-elected and judicially-sanctioned leadership of the party in the South West,” he said.<br />
<br />
The South-West zonal chair however warned that failure to obey the court order would not augur well for the party even as he tasked the party leaders to “Do justice and avoid anything that can jeopardize our party’s chances in the march towards 2019.”</div>

Obasanjo disclosed this in an interview with the News Agency of Nigeria (NAN) on Saturday in Des Moines, Iowa state in USA.<br />
<br />
He said that the award was an inspiration to all those involved in the agriculture sector either in the aspect of research, production, marketing or financing.<br />
<br />
“So what does this do, it encourages anybody in agriculture in the same way that Nobel prize in any of the areas that it has been created to serve will encourage people in that area.<br />
<br />
“And every aspect of agriculture be it research, be it production, be it marketing, be it financing in all aspect of agriculture.<br />
<br />
“It should be an encourager and that is why it should help us not only in Nigeria but in Africa generally.<br />
<br />
On the zero hunger forum, Obasanjo said it was geared towards achieving sustainable food security and nutrition in Nigeria.<br />
<br />
The essence of the forum was to see how the national report on agriculture was being implemented at the states level.<br />
<br />
He said that the implementation of the forum would involve every states of the Federation including the Federal Capital Territory.<br />
<br />
The Nigeria zero hunger strategy review 2030 was launched in January.<br />
<br />
It was aimed at achieving the Sustainable Development Goal (SDG) that emphasises the prominence of food security and nutrition in member states.<br />
<br />
Obasanjo said that agriculture should be driven at the rural communities and states level, adding that the duty of the Federal Government was to provide conducive environment.<br />
<br />
According to him, the forum selected eight pilot States including Sokoto, Benue, Borno, Ebonyi, Ogun, Ondo, Kebbi to add impetus to efforts of sustaining food security in the country.<br />
<br />
He said that the aim of creating the pilot states was for the forum committee members to actively monitor activities in those States.<br />
<br />
“For the first two years we want to involve about half a dozen of states and now we have made it eight states because we want to be meeting in those states quarterly.<br />
<br />
“We want to see what they are doing, how they are doing it and what can others learn from them, what can we advise them to do. We have had the first meeting in Benue state, we are having the second meeting in two weeks’ time in Ebonyi state.<br />
<br />
“And the Benue state the first one we had was fairly successful. We saw what they are doing and we were able to advise them what they should do differently and they have taken it up.<br />
<br />
“We were able to help them where they need help internally and even where we think they can get external assistance.<br />
<br />
“After that we may make it six states per year so that within five years we will have covered the whole 36 states.<br />
<br />
Obasanjo said that the eight pilot states were taken for the first two years, adding that every states was on but“ we are visiting these eight pilot states in the first two years.<br />
<br />
The forum membership consists of Minister of Agriculture and Health, African Development Bank, Tony Elumelu Foundation, Obasanjo Foundation, Dangote Group and others.</div>

The federal government plans to spend the sum of N8.6 trillion in 2018, going by the details of the Medium Term Expenditure Framework, MTEF, submitted to the National Assembly in the week.<br />

The expenditure would be financed through an estimated federal government’s revenue estimated at N5.65 trillion, about 11 percent or N562.50 billion increase over the 2017 estimate of N5.08 trillion, in addition to a borrowing plan that is expected to fund a budget deficit put at N3.52 trillion in 2018.<br />

President Muhammadu Buhari (M) presents the 2017 National Budget to a joint session of the National Assembly at the National Assembly Complex in Abuja on Wednesday. According to the MTEF, 43.2 per cent of this is projected to come from oil sources, while the balance is to be earned from non-oil sources. As contained  in the MTEF, “Fiscal deficit will be maintained within the 3% level stipulated by the Fiscal Responsibility Act 2007 but at an average of about 1.93% of GDP, but declining to less than 1% by 2020. “Debt financing will be restructured gradually in favour of foreign financing, while domestic financing is deemphasized.<br />
<br />
Thus, while the proportionate share of foreign financing will increase from the current level of about 28% to almost 72% in 2020, domestic financing will decrease gradually from about 54% in 2016 to about 26% in 2020. This will prevent the crowding out of the private sector, and accord private capital a leading role in driving growth.<br />
<br />
“This provision exceeds 2017 aggregate expenditure estimate of N7.44 trillion by 15.5% (or about N1.16 trillion). Of the total expenditure estimates, up to N2.60 trillion (inclusive of capital in transfers) is targeted at capital expenditure, representing 30.0% of the budget. “The allocation of this resource among the various spending Ministries, Department and Agencies (MDAs) of government is driven by government’s execution priorities and strategic focus outlined in the ERGP. Over the medium term, government will continue to focus on critical sectors that quickly turn-around real sector growth.<br />
<br />
“A provision of N1.93 trillion has been made in the medium term to address the constraints which had previously incapacitated the power sector in line with the PSRP. Other key spending includes personnel cost which is estimated at N2.12 trillion and debt service of N2.03 trillion,” Expenditure Efficiency The federal government pledged to be efficient in spending, saying procurements would be approved by the Efficiency Unit, before releases would be made. It said, “Government is committed to improving the efficiency and quality of spending. Thus, public expenditure will be properly scrutinized to ensure value for money. To achieve this, the budget formulation process will be strengthened, while overhead expenditure provisions will be guided by recommendations of the Efficiency Unit, capital projects will be evaluated for consistency with ERGP Implementation Plan (ERGP-IP) as well as set performance indicators.<br />

“Thus, over the next three years, the legal and regulatory framework will be strengthened to improve the relationship between expenditure and outcomes.” Bench Mark According to the document, “Crude oil prices rose by 8% in the first quarter of 2017, averaging almost $53/pb. Prices are projected to range from $50 to $60/bbl in 2018 as the market regains balance, with shale production limiting larger price gains.<br />

“The price of Nigeria’s Bonny Light crude oil price rebounded from an average of $44.08 in the international oil market in 2016 to about $51.5 in the first half of 2017 (Figure 5.2). However, the market price declined by $4.21 from $54.98 in January 2017 to $50.77 in May 2017.” Debt The federal government admitted that the nation’s debt has risen in recent times but assured that it was still within the limits allowed by the Fiscal Responsibility Act. “Nigeria’s public debt has increased significantly in recent years as the Federal Government has increased borrowing to finance its budget deficits. Although the country currently has low debt levels relative to total output, its low ratio to revenue poses substantial risk to the public debt portfolio.<br />

Inflation is estimated to fall to 12.42 in 2018 ; while the Gross Domestic Product (GDP)  is estimated to rise to 3.5 per cent, up from the 1.5 per cent in the current budget.</div>

The Nigerian Army on Saturday said its troops had killed three Boko Haram insurgents at Missini village of Dikwa Local Government Area of Borno.<br />

Usman said that the insurgents on Friday laid ambush for a military patrol team at Missini village along Dikwa-Ngala Road.<br />

He added that the troops repelled the attack, killed three insurgents and recovered ammunition from the scene of the attack.<br />

“Troops of 3 Battalion under 22 Brigade on Friday, 20th October, 2017; at about 11:30am, while on routine patrol came under Boko Haram terrorists ambush close to Missini Village along Dikwa – Ngala Road, northern part of Borno State.<br />

At the sideline of the two-day International Summit on Examination Malpractice on Friday in Lagos, he said the devices were deployed for the first time during the 2017 Unified Tertiary Matriculation Examination.<br />

JAMB, he said would further consolidate on its quest for quality, equity and integrity.<br />

The summit, organised by the West African Examinations Council, has as its theme: “Examination Malpractice; the Contemporary Realities and Antidotes”.<br />
<br />
“There will be no compromise whatsoever. Without the deployment of the CCTV, one will just be making a mockery of the Computer Based Test.<br />
<br />
“This devise has ensured that even if a cheating candidate was not caught during the examination, such candidate will be caught after the examination.<br />
<br />
“We will continue to ensure that with education, one can achieve everything and without it, one can achieve nothing.<br />
<br />
“It therefore goes to tell you that each one of us, must strive to achieve what is good, giving the significance of life and living,” he said.<br />
<br />
He added that examination malpractice was a general malaise the world over noting that it was a global phenomenon that must be tackled urgently.<br />
<br />
“I have statistics with me which shows that what we have here in Nigeria as far as examination malpractice is concerned is a child’s play when compared to what is happening in other climes.<br />
<br />
“Today with the aid of technological devices for cheating such as smart watches and others the phenomenon is becoming alarming.<br />
<br />
“But in our own case, as these children are getting wiser, we too are getting ahead of them.<br />
<br />
“In fact, it is in line with this kind of development that the board has concluded arrangements to create centres for examination malpractice devices for future examinations,” he said.<br />
<br />
Oloyede also called for adequate preparations and course ware development in order to stamp out the trend.</div>

The charges related to Zuma's alleged involvement in the country’s multi-billion rand arms deal.</div>

<div class="MsoNormal" style="text-align: justify;">NPA spokesperson Luvuyo Mfaku detailed the timeline for Zuma’s possible prosecution, including that he has until November 30 to make representations as to why the prosecuting authority should not charge him with corruption.<br />
