<div style="text-align: justify;">Speaking on ‘Creativity, innovation, and entrepreneurship: A critical intersection for economic development in Africa’, Obi said the challenges besetting the country are many.</div>

<div style="text-align: justify;">He noted that the failure of the leaders to invest in education and entrepreneurship led the country to its present economic state.</div>

<div style="text-align: justify;">“What I found in Nigerians and your parents here, including me, I am a victim of that, I was governor for eight years, you can hardly see anybody who tells you something is wrong.</div>

<div style="text-align: justify;">“Everybody calls you his excellency, that since you came, things have changed, even, when you know that nothing has changed.</div>

<div style="text-align: justify;">“It is just that we have a government that has criminalised the society and people celebrate criminality. So, nobody could say to them, stop.</div>

<div style="text-align: justify;">In a statement by Israel Fagbemigun, his media consultant, Gboluga said the appointments were in recognition of their contributions to his election.</div>

<div style="text-align: justify;">The lawmaker, who is a member of the Peoples Democratic Party (PDP), said the appointees would work with him in providing service to his constituents.</div>

<div style="text-align: justify;">He said the appointments were to give the new aides a sense of belonging and financial appreciation.</div>

I was so scared initially for their lives, I didn’t want anything to happen to them health-wise but I thank God that everything is perfect now, they are doing very fine.<br />

He is a rich man and he has helped a lot of people; there is no way I would have won him in that type of situation (the face off). I am not happy about what is happening to him, we all don’t pray for such. Mocking him was not intentional; I just wanted him to feel what I felt during that period when I was depressed over what he did to me. I am not happy about what he is going through but I know it would end in praise. I wish him well, she said.

The acting Chairman of the Economic and Financial Crimes Commission, Ibrahim Magu, has said the EFCC will begin to prosecute doctors that write fake medical reports for persons undergoing trial for corruption.<br />

Magu said this during a press conference in Abuja on Friday.<br />
<br />
He said the commission would henceforth “arrest and prosecute medical practitioners who provide fake medical reports to persons facing trial for corruption.”<br />
<br />
He lamented that fake medical reports had added to the “many frustrations that attend the prosecution of corruption cases in court, as defendants frequently use such bogus reports to delay trial unnecessarily.”<br />

Meanwhile, Magu at the press conference refused to answer a question on the petition against the All Progressives Congress chieftain, Asiwaju Bola Tinubu.<br />
<br />
When newsmen asked Magu to give an update on the petition against Tinubu, Magu, who appeared agitated, said, “You want me to talk about a petition here? Next question please.”<br />
<br />
It can be recaled that the convener, Concerned Nigerians, Deji Adeyanju, had last week submitted a petition against Tinubu for having two cash-laden bullion vans in his compound on the eve of presidential elections in February.<br />
<br />
Tinubu had stated during an interview that the money belonged to him and he was free to distribute it to his supporters since he was not a government official.<br />
<br />
Incidentally, the EFCC is currently prosecuting the son-in-law of the presidential candidate of the Peoples Democratic Party, Atiku Abubakar, for attempting to distribute money ahead of the same election.

The Economic and Financial Crimes Commission says it will need a petition in order to commence a probe against social media celebrities such as Ray Hushpuppi, Investor BJ, Baddy Osha, Opa6, Bayo Otunola and others who were mentioned in the song titled ‘Living Things’ by hip hop artiste, Abolore Akande aka 9ice.<br />

The EFCC was responding to a suggestion by one of its followers on Twitter that the commission should go after all those hailed by 9ice in the song.<br />

In the 2016 song which was banned by the National Broadcasting Commission for promoting fraud, 9ice hailed many social media celebrities who have been accused of fraud and living an ostentatious lifestyle.<br />
<br />
Twitter user, @onlydotcom, told the EFCC, “EFCC, sit down and listen to the song, Living Things, by 9ice and do your work with the fear of God. Nigeria will be better for it.”<br />
<br />
The EFCC, while responding on Twitter, said it could not arbitrarily go after the persons mentioned in the song but would rely on petitions from members of the public.<br />
<br />
The commission tweeted, “Do you mean that (song) could be a petition? Not enough anyway.<br />
<br />
“However, the Eagle still requests a written statement to support any allegation that has been made.”<br />
<br />
One of the persons hailed by 9ice in the controversial song is Ismail Mustapha aka Mompha, who was arrested by the EFCC for alleged N14bn fraud last month.<br />
<br />
Mompha was also arrested with watches worth N60m.<br />
<br />
Others mentioned in the song by 9ice include: Jaguar, Cash Music, Lord BT, Nicky Baller, Olu JC, Junior White, Ugo, Wassup London, M. White, Don KC and Lati.<br />
<br />
Those mentioned are known to drive flashy cars such as Bentleys, Rolls Royce, Maybach, Ferraris and live in the best apartments in the world.<br />
<br />
While some of them have had problems with the law in the past, others have never been arrested.

The Federal Government of Nigeria has said that it has implemented plans to get a 20-year economic development strategy running, which will replace the Vision 2020 elapsing next year.<br />

This was disclosed by the Minister of Finance, Budget, and National Planning, Mrs Zainab Ahmed, while speaking at the BusinessDay Investment and Capital Markets conference held in Abuja on Thursday.<br />
<br />
She said there will also be a five-year plan to succeed the Economic and Recovery Growth Plan (ERGP) which will also expire in 2020.<br />
<br />
“Having recognized that Nigeria’s past failure to plan and execute sustainable diversified and inclusive growth and development which led to a recession, precipitated by external shocks like the crude oil price crash, the government in its plan is looking at developing a new long-term plan,” she said.<br />
<br />
“The ERGP that we are currently implementing expires next year, 2020, also the vision 2020 expires in 2020.<br />
<a name='more' id="more"></a><br />
<br />
“So, in this [fourth] quarter of 2019, we will kick start a process of a new long term development plan which could be 20 years or 30 years.<br />
<br />
The minister noted the next step would be to transition the country’s 2017-2020 economic recovery and growth plan to a successive long-term vision 2040 plan.<br />
<br />
“To this end, I am currently working with the minister of state, budget and national planning to prepare a medium-term economic growth acceleration plan for 2021-2024 as a successor to the ERGP,” she said.<br />
<br />
Mrs Ahmed further added that the government would still continue to execute the ERGP in order to ensure that there is a developed investment structure to drive the non-oil revenue sector to move away from the oil economy.<br />
<br />
She also said the process of raising funding using naira-denominated bonds called Jollof bonds abroad to fund infrastructure projects will begin in 2020.<br />
<br />
“To this end, during the recently concluded 2019 annual meetings of the IMF and World Bank, we met with UK authorities to advance discussions regarding their commitment to support our infrastructure financing through the possible issuance of Jollof bonds,” she explained.<br />
<br />
“Already, a working group is being set up to work on Naira denominated, internationally traded bonds. The Central Bank of Nigeria is leading this effort. We will explore all the options on this at the next UK Investment Summit in January 2020,” she said.

The Nigerian Army on Friday inaugurated a special court martial to prosecute erring personnel engaged in the counter-insurgency operation in the Northeast.<br />
<br />
The Theatre Commander, Operation Lafiya Dole, Maj.-Gen. Olusegun Adeniyi, said at the inauguration of the court-martial in Maiduguri that the court would enable the Armed Forces deal with matters pertaining to discipline, efficiency and morale of the military.<br />
<br />
He said: “The safety and well-being of Nigerians depend considerably on the willingness and readiness of a force of men and women to defend against threats to national security.<br />
<br />
“To maintain the Armed Forces in a state of readiness, the military must be in a position to enforce internal discipline effectively and efficiently.<br />
<a name='more' id="more"></a><br />
<br />
“Breaches of military discipline must be dealt with speedily and frequently punish more severely than would be the case, if a civilian is engaged in such a conduct.<br />
<br />
“The military has its own Code of Service Discipline to allow it meet its particular disciplinary needs.<br />
<br />
“Emphasis shall be laid on portraying a fine blend of the traditional military regimentation with due adherence to fair hearing requirements of the 1999 constitution.”<br />
<br />
Adeniyi lamented alleged indiscriminate cases of negligence and cowardice among soldiers in the ongoing campaign against insurgency in the Northeast.<br />
<br />
He said: “It is worrisome to observe the increasing cases of negligence, lackadaisical and cowardly attitudes of many of our personnel during Boko Haram terrorist offensive actions across the theatre today.<br />
<br />
“These unprofessional and disgraceful habits have led to the death of many of our gallant colleagues, and it must not be allowed to continue, if we must retain our national pride.<br />
<br />
“We must not forget in a hurry where we are coming from, and we must change the situation. I urge you all to discharge your duties diligently without fear, favour or affection.”<br />
<br />
Adeniyi reiterated the commitment of the army to end insurgency, protect lives and property in the country.<br />
<br />
The judge advocate, Captain YM Bima, said that 20 military personnel are currently standing trial before the court for various offences.<br />
<br />
Among them are six officers and 14 other personnel.

The Nigerian Army on Friday began a Field Training Exercise, tagged ”EX AYEM AKPATUMA 11” and vowed to flush out criminals from their various hideouts across Kogi State.<br />
<br />
The exercise AYEM AKPATUM II will be conducted simultaneously in Kogi Taraba, Nassarawa and Benue States from Nov. 1 to Dec. 23.<br />
<br />
Maj. Nick Ejeh, the Intelligence Officer, Command Army Records (CARs), at the flag-off ceremony at Irepene Super Military Camp in Adavi LGA, said the exercise was introduced to fish out criminals.<br />
<br />
He added that it would also flush criminals from their various hideouts to ensure safety of lives and property in Kogi and other North-Central States<br />

<br />
He said the exercise, which involved the military and all other security agencies, would be held across the 21 Local Government Areas of Kogi.<br />
<br />
According to him, information confirmed that there is importation of thugs into Kogi for the purpose of disrupting the Nov. 16 elections by the political parties, candidates and their agitators.<br />
<br />
He assured that the exercise would help to fish out kidnappers, arm bandits and all other criminals from their various hideouts, especially before, during and after the election.<br />
<br />
He added that the army would offer free medical outreach for the people and carry out some other community development projects, during the period of the military exercise.<br />
<br />
Also speaking, Lt. Col. Gabriel Odewusi, the Operation Officer CARs, noted that the exercise would be a “super camp” to bring in all the security agencies together in the 8 operational sectors across the 21 councils of the state.<br />
<br />
He added that the exercise would also promote the existing relationship between the military, paramilitary and other security agencies and the people of Kogi.<br />
<br />
He noted that the Nigerian Navy would also be carrying out aggressive patrols along the waterways during the exercise as a way of flushing out criminals.<br />
<br />
Gov. Yahaya Bello of Kogi, who flagged off the exercise, commended the military and other security agencies for the effort, adding that it would go a long way in ensuring peace, law and others in the state.<br />
<br />
He assured residents of his government’s continued support to the military in the state to ensure that the exercise was sustained.<br />
<br />
The Commander of CARs, Maj. Gen. Bamidele Ogunkale, conducted the governor and heads of all the security agencies, round the different sections within the camp.

The Economic and Financial Crimes Commission (EFCC) on Friday arraigned an automobile dealer, Sarumi Babafemi, a.k. a. 606, for money laundering.<br />
<br />
He is said to be on the wanted list of America’s Federal Bureau of Investigation, FBI.<br />
<br />
Babafemi, alongside his two companies – 606 Autos Limited; 606 Music Limited; and Splash Off Entertainment Limited – were arraigned on five counts before a Federal High Court in Lagos, Southwest Nigeria.<br />
<br />
He was alleged to have laundering a total sum of N207.1 million between 2013 and 2018.<br />
<br />
He was also alleged to have transferred N37.6 million to one Omojadesola Allison; N93 million to one Olanrewaju Oriyomi; N1.5 million to one Abiola Ayorinde, alias ABK; N25 million to one Bartholomew Ezeudoka; and N50 million to one Amobi Uchenna, which he ought to have reasonably known such funds form part of an unlawful act, to wit: obtaining money by false pretence.<br />

The EFCC’s legal officer, Mr A.B.C. Ozioko, said 606 and his companies acted contrary to Section 15(2)(b) of the Money Laundering (Prohibition) Act 2011 (as amended) and were liable to be punished under Section 15(3) of the same Act.<br />
<br />
However, the defendant and his companies pleaded not guilty when the charges were read to them.<br />
<br />
Thereafter, the defence counsel, Dr Muiz Banire (SAN), told the court that he had filed an application for his client’s bail and had served it on the prosecution.<br />
<br />
Banire, further told the court that the offence was bailable, and therefore urged the court to admit the defendants to bail in liberal terms.<br />
<br />
The EFCC’s legal officer, Ozioko, urged the presiding Judge, Justice Chukwujekwu Aneke to decline the bail application based on the defendant’s antecedents.<br />
<br />
Ozioko said the charges against 606 were informed by intelligence from the FBI.<br />
<br />
He told the judge that there was another charge against the defendants pending before another court.<br />
<br />
Justice Aneke while adjourning till November 4, 2019 to rule on the bail application, ordered that the defendant should be remanded in prison custody.

Nigerian superstar and the American singer have commenced shooting the music video for fans favourite song ‘Brown Skin Girl.’<br />

According to a British tabloid, the 38 years old American singer has called on black and brown people of different cultures, nationalities, ethnicities, genders and ages to come tell their stories.<br />
<br />
The video is presently being shot in a number of locations across London with some of it being shot in Catford and Thamesmead, respectively.<br />

The Anambra State Government has banned daytime movement for fuel tankers in the area.<br />
<br />
The State Commissioner for information and Public Enlightenment, Mr C- Don Adinuba announced the restriction order on Friday.<br />
<br />
He said fuel tankers would henceforth operate from 8:00 p.m. to 5:00 a.m. in the state.<br />
<br />
The commissioner said the restriction order followed frequent cases of tanker fire disasters recorded in the state recently.<br />
<br />
Adinuba added that the speed limit for such trucks would be 90 kilometres per hour.<br />

He said the new order would commence on Saturday, November, 2nd.<br />
<br />
The statement read in part, ”Following the incessant collapse of trucks carrying petroleum products in Anambra State in recent times, including one which happened in Onitsha on Thursday, the Anambra State Government has decided to restrict the time which vehicles laden with petroleum products can move in the state.<br />
<br />
“With effect from Saturday, November 2, 2019, such vehicles can be allowed to move within Anambra State from only 8:00 p.m. to 5:00 a.m.<br />
<br />
“The restriction is to enable agencies like the Anambra State Fire Service, the Nigeria Police Force, the Federal Road Safety Corps, the Civil Defence, the Anambra Traffic Management Agency and indeed all other security, law enforcement and safety agencies to respond effectively and in good time to emergencies created by such accidents.”<br />
<br />
He said such accidents had resulted in an inferno, as was the case in Onitsha on Thursday.<br />
<br />
“The Anambra State Command of the Nigeria Police Force and all other security agencies have been directed to religiously enforce the restriction order on the movement of trucks carrying petroleum products in the state.<br />
<br />
“They have also been directed to ensure that such vehicles do not exceed the speed limit of 90 kilometres per hour.<br />
<br />
“Any violation of either the time restriction order or the speed limit will be punished accordingly. The protection of the life and asset of every person in Anambra State cannot be compromised.<br />
<br />
“All stakeholders, including oil marketers, workers, tanker drivers and indeed concerned persons in the downstream oil sector are urged to bear with the state and help to adhere to this regulation which is made strictly in the overriding public interest.”

Dozens of shops and property worth millions of Naira were destroyed in Thursday night fire at the Maiduguri GSM market.<br />
<br />
News Agency of Nigeria (NAN) reports that the fire started at about 8:00 pm and lasted for several hours before it was extinguished through the fire servicemen, security personnel and members of the community.<br />
<br />
The market popularly called “Kasuwar Jagol,” is located at Post Office area of the metropolis, providing business spaces to thousands of traders and artisans in the area.<br />
<br />
Mr Ambursa Pindar, the Public Relations Officer (PRO) of the Borno Fire Service who confirmed the incident, said that the service deployed five fire-fighting vehicles to the scene of the fire.<br />

Pindar said that the service would conduct assessment to ascertain the extent of damage.<br />
<br />
An eye witness, Mr Abdulrahman Tahir, said the fire started at one of the shops and engulfed other shops in the market.<br />
<br />
Tahir, a cell phone vendor, lamented that a number of traders lost their goods to the fire.<br />
<br />
He, however, said that he successfully retrieved his goods by the rapid response of the fire servicemen and security personnel who put out the fire.<br />
<br />
NAN reports that armed security personnel were deployed to the market to guard against looting by hoodlums.

<div style="text-align: justify;">The planned operation scheduled to commence on November 1 through December 23, 2019, would require citizens to move about with a means of identification.</div>

<div style="text-align: justify;">Owing to the outrage over the operation, the house of representatives asked the military to put it on hold and directed its committee on army to investigate it.</div>

<div style="text-align: justify;">At the committee’s meeting in Abuja, Buratai, who was represented by Usman Muhammed, chief of civil-military affairs at the Nigerian army, said the president and minister of defence are in support of the operation.</div>

<div style="text-align: justify;">He said the exercise, first launched in the north-east in September, is being extended nationwide to intercept Boko Haram insurgents who had relocated from their enclaves to other parts of the country.</div>
<div style="text-align: justify;"><br /></div>
<div style="text-align: justify;">He, however, denied claims that the operation would involve deployment of troops into communities across the country, adding that it is a “special operation fused into ongoing operations”.</div>
<div style="text-align: justify;"><br /></div>
<div style="text-align: justify;">He said it is an intelligence-based operation to intercept insurgents and other “criminal elements” relocating from the north-east to other parts of the country.</div>
<div style="text-align: justify;"><br /></div>
<div style="text-align: justify;">Abdulrazak Namdaz, the committee chairman, expressed reservations over the operation which he said is not within the scope of the army but other security agencies like the police and immigration.</div>
<div style="text-align: justify;"><br /></div>
<div style="text-align: justify;">He added: “It cannot take effect from tomorrow (Friday). We have actually told them that this thing requires sensitisation, will require a lot of media work, press conferences and Nigerians need to be fully informed; we will talk to relevant authorities to see that this thing is shifted in terms of identification.”</div>

First Republic Minister, Chief Mbazuluike Amechi and a former governor of Akwa Ibom State, Obong Victor Attah on Thursday faulted the 1999 Constitution of Nigeria.<br />

They declared that the Constitution was imposed on the country by the military hence the mistrust among the different peoples of Nigeria.<br />
<br />
The elder statesmen, who spoke separately at the 20thAnniversary of the Elliot Uko led Igbo Youth Movement held yesterday in Enugu with the theme “How to make Nigeria work,” called for a change of the current Constitution being used to run the country.<br />
<br />
Amechi, who just clocked 90 years said: “Today we are living in a country that is full of danger. We are living in a country where there is no peace; today we living in a country where the majority live in fear.<br />
<br />

“We are riding in a ship that may tip over and sink any day. Today, we are living in a country where the rulers refuse to listen to the loud cries of the ruled; today we are living in a country where the rich are getting richer and the poor getting poorer; today we are living in a country where the corrupt and criminal elements are in control; today we are living in a country that is ruled with a Constitution that is not the Peoples’ Constitution.<br />
<br />
“In 1978 the military appointed a Constituent Assembly under the chairmanship of Chief Rotimi Williams. The Assembly produced a Draft Constitution, sent it to the military government and they edited it, removed what they did not like, added what thewy wanted and published the Draft Constitution as a Decree, by an illegal government that was never elected instead of putting the Draft to Nigerians for plebiscite.<br />
<br />
“Again in 1998, the military appointed another Constituent Assembly and when they produced their result in 1999, the military edited it and published as a Decree. So the Constitution of 1979 and 1999 are not the Constitutions of the people of Nigeria. So I say it loud and clear that Nigeria is today ruled as an elected illegality.”<br />
<br />
He suggested that for there to be permanent peace, the country must meet to renegotiate the basis of the union in a fraternal way.<br />
<br />
“Those in authority are reluctant or unwilling to meet and find solution. The Afenifere, Ohanaeze, Niger Delta and Middle Belt organisations along with Southern Nigeria Peoples Union have all met and been demanding a restructuring of of the country. These elitist organisations cannot force or compel the powers that be to agree to restructuring, when the present position designed and crafted by their military leaders and handed over to them suits their purpose,” the nonegenarian posited.<br />
<br />
On his part, Obong Victor Attah in his submission said that the greatest danger in the country today is the danger the country’s Constitution poses to it, adding that the Constitution has put us in a state of hopelessnes of which we must find a way out of it.<br />
<br />
Attah frowned at the break up of the country but enthronement of a Constitution to would reflect true fedwralism.<br />
<br />
According to him, such a constitution must adequately treat the issue of resource control, security (state police) and youth development.<br />
<br />
The former governor made a strong case against regionalism, saying that we “should leave the states as the federating units. He as well disagreed with the view that only four states are viable in the country and insisted that all the states are viable.<br />
<br />
“I don’t know how they arrived at that. There are countries in the world that any state in Nigeria is better than. The only problem is misplaced priorities where one person in government will haver over 35 paid assistants.”<br />
<br />
Attah advocated for a new Constitution that has nothing to do with religion, and say no to unified salary structure because “standard of living is not the same all over the country.”<br />

Oyo State Governor, Seyi Makinde, on Thursday issued a stop work order on the construction of the Ibadan circular road project awarded in May 2017.<br />

The 32-kilometre road, meant to connect the Lagos-Ibadan expressway to the Ibadan/Ife expressway, was awarded by the immediate past administration of Abiola Ajimobi at the cost of N67 billion.<br />
<br />
A statement signed by the Chief Press Secretary to the Governor, Taiwo Adisa, quoted Makinde as deploring the discouraging pace of work at the site, during an inspection tour to the site at the Ibadan-Lagos expressway axis.<br />

Makinde further expressed disappointment and dissatisfaction at the level of work done by the contractor, ENL Consortium Limited, saying he was unhappy and unimpressed with what he observed on the site.

Recall that Kanu in a post on Sunday night said some security operatives invaded the venue of IPOB gathering and opened fire on them.<br />

A middle-aged woman, Falilat Olatunji, was on Wednesday arrested by men of the Ogun State Police Command for allegedly stealing a four-month-old baby boy in Abeokuta.<br />

The suspect was arrested following a report by one Alhaji Abdul Akeem Dawodu, who reported at Sabo Ilupeju Police Station that one Ms Taiwo Bello was washing her clothes behind the house at Iyana Kajola, Mile 2, Abeokuta; leaving her four month old baby, Ibrahim Bello, sleeping in the room.<br />

She reportedly got back to the room and discovered that the baby had been taken away by an unknown person.<br />
<br />
It was said that the woman raised alarm, which attracted a lot of people to the house.<br />

Ogun police spokesman, Abimbola Oyeyemi, said, “Upon the report, the DPO, Sabo Ilupeju division, CSP Alhasan AbdulAzeez, mobilized his detectives to the scene and commenced a full scale investigation into the case.”<br />

Oyeyemi informed that the efforts of the police yielded positive result when the suspect was sighted at Ilewo Orile with the baby and was promptly arrested.<br />
<br />
“On interrogation, the suspect, who resides at 23, Jawando street Ayobo Lagos confessed stealing the baby, but claimed that she only wanted to use the baby to deceive her husband whom she had earlier informed that she got pregnant for as the product of the pregnancy.”<br />
<br />
Investigation further revealed that the suspect was once squatting in the same house with the parents of the baby and that she was present during the naming ceremony of the same baby.<br />
<br />
The baby, police said, had been reunited with his parents.<br />
<br />
Meanwhile, the Ogun State Commissioner of Police, CP Bashir Makama, has ordered the immediate transfer of the suspect to state Criminal Investigation and Intelligence Department for further investigation and prosecution.<br />
<br />
Makama equally appealed to members of the public to always beware of people around them; saying “there are a lot of wolves in human skin.”

The Federal Government is currently constructing affordable homes in 34 states of the federation, the Minister of Works and Housing, Babatunde Fashola, has said.<br />
<br />
Fashola, who disclosed this in Abuja, also announced that at least one federal road project was being constructed in each of the 36 states of Nigeria.<br />
<br />
The minister said while many of such roads had been completed, others were under construction and new ones were being planned.<br />
<br />
He said, “We are delivering on our agenda for housing provision by aggressively and sustainably pursuing the model National Housing Programme, which will turn out acceptable and affordable houses for Nigerians, and with a lot of associated economic opportunities.<br />

<br />
“Construction is ongoing in 34 states, most of which are largely completed, and will soon be offered for sale to the public, while also simultaneously planning the second phase in those states that have provided us with land.”<br />
<br />
Fashola, who spoke through the Minister of State for Works and Housing, Abubakar Aliyu, noted that in the works sector, the Federal Government had also embarked on rehabilitation of roads across the country.<br />
<br />
He said, “The effective, efficient and timely movement of people, goods and delivery of services are imperative for socio-economic growth and sustainable development.<br />
<br />
“I am pleased to report in this regard that there is at least one federal road under construction in each of the 36 states and the FCT.<br />
<br />
“While many have been completed, others are still under construction and new ones being planned. We are also repairing, building and rehabilitating many other roads under our Federal Road Maintenance Agency.”<br />
<br />
He said that the government was mindful of the fact that urban settlements offered multiple opportunities and noted that this could not be attained without proper planning.

Members of the Ghana Union of Traders Association on Thursday closed shops owned by Nigerians in Kumasi, the Ashanti Region, Ghana.<br />

According to Myjoyonline, the traders closed the foreign-owned shops in a continuing operation against foreigners engaging in retail business in the country.<br />
<br />
The traders cited Ghanaian laws to justify their action, insisting that they have were left with no choice than to move into the markets and lock the shops up themselves because the law enforcement agencies failed to enforce the law.<br />
<br />
GUTA said the activities of the foreign retailers flouted section 27 of the Ghana Investment Promotion Centre (GIPC) Act 865.<br />

That law stipulates that the sale of goods or provision of services in a market, petty trading or hawking or selling of goods in a stall at any place must be reserved for Ghanaians.<br />
<br />

The Acting Chairman of the EFCC, Ibrahim Magu, has described the recent arrest of an internet fraudster, Ismaila Mustapha, also known as Mompha and his Lebanese accomplice, Hamza Koudeih, as a landmark achievement in the sustained fight against internet-related frauds and money laundering in the country.<br />
<br />
Magu said the arrest of Mompha and Hamza by operatives of the EFCC, bore testimony to the commitment of the Commission to the fight against internet-related frauds,.<br />
<br />
He added that “it is also a red alert to potential internet fraudsters.”<br />
<br />
Speaking during an interactive session with stakeholders at the Lagos Zonal office of the Commission on Thursday, Magu said actionable intelligence received from local and international law enforcement agencies had revealed that the suspects, alongside their collaborators, were high-valued targets in Organized Cyber Syndicate Network, OCSN.<br />

According to him, “the recent arrests of a social media celebrity, Ismaila Mustapha, popularly known as Mompha, and his Lebanese collaborator, Hamza Koudeih, for their alleged involvement in internet-related fraud and money laundering remain a landmark achievement of the EFCC.<br />
<br />
“I make bold to tell you that these arrests have further confirmed our commitment to the anti-graft war, while also sending a red alert to potential internet fraudsters.<br />
<br />
“I am sure you will be greatly shocked to know that five wristwatches valued at over N60million were recovered from the suspected internet fraudster, Mompha, at the point of arrest.<br />
<br />
“Investigation has also revealed that he operates 51 bank accounts in Nigeria with which he acquires properties in Dubai and had laundered about N14billion through a firm known as Ismalob Global Investments Limited.<br />
<br />
“His accomplice, Koudeih, also has two firms namely: THK Services Limited and CHK properties Limited with which he has allegedly laundered about N19billion.<br />
<br />
“Koudeih lives in a $5million per annum suite at the Eko Atlantic Pearl Tower, Victoria Island Lagos. “<br />
<br />
The EFCC Chair also stated that the Commission had begun forensic analysis of the phones, documents and “strange” items recovered from both suspects.<br />
<br />
“They will be charged to court accordingly as soon as investigation is concluded,” he added.<br />
<br />
Magu also emphasized the fact that the Commission, prior to the arrests of both Mompha and Koudeih, had independently launched intensive investigative actions against the Internet fraudsters, popularly known as Yahoo Yahoo Boys, culminating in various strategic raids on their hideouts.<br />
<br />
He further stated that the Commission had embarked on the raids even before the recently concluded collaborative operation with the Federal Bureau of Investigation, FBI, tagged Operation Rewired- an international operation targeted at the Business Email Compromise, BEC, suspects across the world.<br />
<br />
Magu added that “From January to date, the Lagos office of EFCC has made over 300 arrests, secured 207 convictions and recovered a good number of exotic cars. In addition, several properties suspected to have been acquired through the proceeds of crime were sealed.”<br />
<br />
He, therefore, charged the media to join hands with the Commission in sensitizing the members of the public about the evil of internet frauds as well as economic and financial crimes.<br />
<br />
Magu, who described media professionals as critical stakeholders in the anti-graft war, said: “We must collectively strive to achieve the Nigeria of our dream, one that our children and even generations unborn will be proud of.<br />
<br />
“it is very critical for you to understand that you owe the youths that social responsibility of awakening their consciousness to the importance of a noble life devoid of crimes.<br />
<br />
“We must continue to mentor our youths and impress it on them to shun crimes and its alluring temptation because it will always end in sorrow and regrets.<br />
<br />
“For us, there will be no hiding place for fraudsters as the Commission will hunt and bring any errant and criminally-minded persons to justice. “<br />
<br />
Magu also used the occasion to disclose that the Commission might soon put in place a policy of rehabilitating convicted internet fraudsters so that they could deploy “their computer wizardry to good use for the overall well-being of the society.”<br />
<br />
He further disclosed to the stakeholders that the EFCC would commence the auctioning of recovered items soon, adding that the commission wants to ensure there is transparency in the process of auctioning the items.<br />
<br />
“We have already commenced the process in Port Harcourt, where we will be auctioning 242 trucks that have been forfeited. We have so many recovered items that have been forfeited to the Federal Government that are waiting to be auctioned. The process should be properly coordinated in compliance with judgment given by the court and that is why we have taken so much time”.<br />
<br />
Magu urged the stakeholders to join the EFCC in the fight against corruption by using their platform to expose the criminals and not promote them.

Nigeria’s foreign reserves fell by $1.26bn from $41.76bn in October 2 to $40.5bn as of the end of October 30, according to figures from the Central Bank of Nigeria on Thursday.<br />

The reserves which had continued to shed in recent months dropped by $482.18m from N45.14bn as of July 8 to $44.65bn as of August 8 2019.<br />
<br />
The bank disclosed in its economic report for third quarter of 2019 that the gross external reserves fell in the period under review.<br />
<br />
Part of the report read, “Gross external reserves were $40.9bn as at September 25, 2019. This indicated a decrease of 8.6 per cent, compared with the level in the second quarter of 2019. The external reserves position would cover 5.2 months of import of goods and services or 9.2 months of import of goods only, based on the estimated value of import for the second quarter of 2019.<br />

“A breakdown of the external reserves by ownership showed that the share of federation reserves was $0.27bn (0.7 per cent); Federal Government reserves, $7.0bn (17.1 per cent); and the CBN reserves, $33.62bn (82.2 per cent) of the total.”<br />
<br />
However, some experts have attributed the downward trend of the reserves to lower crude oil prices and lower Foreign Portfolio Investors inflows.<br />
<br />
In the past, when the reserves enjoyed some growth, the Central Bank Governor, Godwin Emefiele, had said, “External reserves have recovered significantly from $23bn in October 2016 to over $43bn as of December 3, 2018.<br />
<br />
“While the drop in our export earnings arising from our reliance on crude oil exposed the fragility of our domestic economy in 2016, it also reinforced the view within the CBN and the Bankers Committee on the need to revise our growth strategy as a nation.”<br />
<br />
With crude oil as a major source of the country’s foreign exchange, he said, the nation’s economy became sensitive to fluctuations in the price of crude oil.

Tukur Buratai, the chief of army staff, says the planned Operation Positive Identification (OPI) is not different from other military operations and would not disrupt the daily lives of Nigerians.<br />

Represented by Usman Muhammed, the chief of civil-military affairs, Buratai submitted a report on the operation to members of the house of representatives committee on army in Abuja on Thursday.<br />
<br />
Buratai said the operation, which started on September 22, was launched based on an intelligence report adding that OPI is one of the subsidiary operations ongoing in the north-east.<br />
<br />
The house of representatives had called on President Muhammadu Buhari to stop the operation.<br />
<br />

“We have exercise Ayama Kpatuma in the north-central, Atilogwu Udor in the south-east and Crocodile Smile in the south-south are aimed at addressing the security challenges in those zones,” Buratai said, explaining that the military has a tradition of initiating operations towards the end of the year to reduce crime during the yuletide.<br />
<br />
“It is a training exercise and at the same time, it is a true operation whereby we use the opportunity to carry out activities to checkmate criminality and crime within those areas.<br />
<br />
“This time around, we feel that we can extend the OPI to some of these areas where we are going to conduct some of these exercises.<br />
<br />
“The exercise is nothing too different, it is something that is going to assist us add value to what we are doing in the northeast.”<br />
<br />
Buratai said citizens would not notice any change in their day-to-day activities and that there would not be extra checkpoints or additional troops on the streets. He said the rules of engagement would be thoroughly observed.<br />
<br />
He also said the operation was in collaboration with other security agencies including the National Intelligence Agency (NIA) and the Department of State Service (DSS), adding that President Muhammadu Buhari was in support of the operation.<br />

US President Donald Trump announced on Thursday that he will change his permanent residence from New York to Palm Beach, Florida, claiming he had been “treated very badly” in his native city.<br />

“My family and I will be making Palm Beach, Florida, our Permanent Residence,” the president tweeted.<br />

“I cherish New York, and the people of New York, and always will, but unfortunately, despite the fact that I pay millions of dollars in city, state and local taxes each year, I have been treated very badly by the political leaders of both the city and state,” he wrote, adding that “few have been treated worse.”<br />

According to a report from The New York Times, Trump — who is a native New Yorker — and his wife Melania filed individual declarations of domicile in September changing their primary residence from Manhattan to Palm Beach.<br />
<br />
The New York Times also wrote that White House officials declined to say why Trump changed his primary residence but cited a source close to the president as saying it was primarily for tax purposes.<br />
<br />
Other than the White House, the Trumps’ main residence will now be their Mar-a-Lago resort, where Trump has spent 99 days since becoming president — compared to just 20 at his previous primary residence in Trump Tower, according to the Times.<br />
<br />
“I hated having to make this decision, but in the end, it will be best for all concerned,” Trump tweeted.<br />
<br />
New York “will always have a special place in my heart!”<br />
<br />
But New York has not always loved Trump back: Demonstrations outside Trump Tower are common, and Trump has butted heads with the city and state multiple times.<br />
<br />
The most recent instance was in the beginning of the month, when a federal judge for the Southern District of New York dismissed the president’s bid to block access to years of his personal and corporate tax returns.<br />
<br />
New York leadership appeared to agree that Trump had made the right call, with Governor Andrew Cuomo tweeting, “Good riddance.”<br />
<br />
“It’s not like @realDonaldTrump paid taxes here anyway,” he wrote.<br />

The Academic Staff Union of Universities has suspended its proposed strike over Federal Government’s directive to enrol its members into the Integrated Payroll Personnel Information System.<br />

The News Agency of Nigeria reports that when President Muhammadu Buhari presented the 2020 budget proposal before the lawmakers on Oct. 8, 2019, he vowed that Federal Government Employees not captured on the IPPIS platform by 31st Oct. 2019 would no longer be receiving their salaries.<br />

ASUU President, Prof. Biodun Ogunyemi, in a phone interview, noted that the union had decided to maintain status quo, pending further meetings.<br />

ASUU had at different fora rejected the deadline, stating that universities operated differently from the civil service and should, therefore, not be seen as appendages of ministries, departments and agencies of government.<br />
<br />
“What we have been saying is that the reaction of our members will depend on what happens in the government. Our members will meet at the appropriate time to take the appropriate decision.<br />
<br />
“The Senate has intervened in the matter and we are engaging the Senate, the Senate has appealed to us for now, When they pay other workers, they pay them also.”<br />
<br />
According to him, the union is proposing another template which would factor in the peculiarities of the universities and promote their interest.<br />
<br />
“The point we are making is that we have visited the Senate President, told him that there is an alternative to IPPIS, the IPPIS as we see it, will not promote the interest of the university, there is no university or country in the world where the payment of university workers is centralised with the government.”<br />
<br />
On the World University ranking, Ogunyemi stressed that enrolling its members would affect Nigeria’s status, and discourage visiting lecturers come into the system.<br />
<br />
“IPPIS will affect our ranking, because now scholars from different parts of the world will not be encouraged to come to Nigeria.<br />
“Imagine somebody come for short six months and because of IPPIS he is not paid from three to four months, whereas, if they are domesticated in the universities, ASUU will pay them.<br />
<br />
“Any university can attract scholars from any part of the world and you do not expect scholars to come from India, China, Australia, America or UK and be coming into Abuja to enrol in IPPIS.<br />
<br />
“It is ridiculous, and that is what autonomy means, that universities should govern their personnel and their pay role system.<br />
<br />
“We are saying it is not safe, we are going to become a laughing stock among the committee of universities.<br />
<br />
“In Ghana, there is something like IPPIS, but universities are not part of it. There is nowhere in the world that payroll is centralised and managed by consultants.”<br />
<br />
He, however, noted that what the union wanted was a “Governing Council’ that would govern and manage the payroll of ASUU members.<br />
