However, the lockdown will begin to be relaxed gradually and in phases from Monday, 4th May, in consideration of the peculiarity of the different States”.<br /> <a name='more' id="more"></a><br /> <br /> “To this end, our relaxation window remains Monday, 4th May; Wednesday, 6th May; and Friday, 8th May. The new time frame will, however, now be from 7am to 5pm on those days. This will give our people ample time to conduct necessary economic activities and to get to their various homes before the commencement of the daily curfew as directed by Mr. President”, Abiodun said.<br /> <br /> “For the avoidance of doubt, the curfew is from 8pm to 6am everyday and will be strictly enforced”.<br /> <br /> ” It is obvious that no nation can survive a total lockdown of economic activities for an elongated time and therefore all we can do is to strike a balance between public health safety and economic welfare of the citizenry. No doubt, this is a fragile situation. Therefore, it is very important that all of us adhere strictly to recommendations of professionals during this delicate period, especially, and at all times, as we go about our daily economic activities”.<br /> <br /> The governor reiterated that “the use of face mask is now compulsory in public. We have procured over one million face masks that we are distributing across the State to groups such as Market Women, Artisans, Transport Unions, Law Enforcement Agencies, Civil Servants and religious groups among others. Nevertheless, everybody has a personal responsibility to procure and wear a face mask”.<br /> <br /> “The COVID-19 task force at a meeting with market leaders set up COVID-19 enforcement put committees in our various markets. These enforcement committees have been empowered to enforce physical distancing, the use of face masks and the deployment of hand washing facilities and hand sanitizers at strategic locations within our various markets”.<br /> <br /> “Let me emphasize that those handling food items must also wear hand gloves and maintain high level of personal and hand hygiene in addition to wearing face masks”.<br /> <br /> “At another meeting with transport operators, we inaugurated a joint task force of transporters and security agencies to ensure that transporters and passengers wear face masks and enforce the strict compliance of no interstate travel, except vehicles on essential services with a maximum of five persons which includes the driver. All these persons must provide proof of their connection with the vehicle and the particular service the vehicle provides”.<br /> <br /> ” We will not condone any act that could sabotage the ban on interstate travel by any of these vehicles or persons on essential services. For avoidance of doubt, there will be no interstate travels whatsoever for persons living in Ogun State and working in other states, including Lagos”.<br /> <br /> “For intrastate transport, operators are permitted to carry a maximum of half (50%) of the passenger capacity. Specifically, a taxi cab can carry only three passengers, with one in front and a maximum of 2 in the rear seat. 14 seater buses must carry no more than 7 passengers spread across the rows. Tricycle can carry a maximum of 2 passengers, whilst okada riders can carry only one passenger at a time. In all cases, drivers/riders must not only wear face masks, they must ensure that their passengers also wear. Failure to comply with these guidelines will lead to the confiscation of the vehicles or okada”.<br /> <br /> “As we go on to relax the lockdown gradually and in phases, let me state that we cannot afford a blanket lift on all aspects of our lives because of the inherent dangers”.<br /> <br /> The governor emphasised that “All educational institutions remain closed till further notice. However, students in public schools will continue their learning via Digiclass. 30% of public servants are to resume for work on the days of windows of relaxation of lockdown. Head of Service will issue circular providing details. As usual, all essential service personnel will continue to work notwithstanding the lockdown”.<br /> <br /> “All public religious gatherings remained banned. All pubs, clubs, stadia, public pools, spars, gyms, salons, etc., and indeed, any assembly of more than fifteen persons remain banned till further notice. However, restaurants may open on the approved days for take-out meals only”.<br /> <br /> “We, however, do not object to naming rites of newborns and burial rites of our deceased loved ones. But such gatherings must not be more than the prescribed 15 which includes even the officiating priests and all attendees must observe social distancing”, he added.<br /> <br /> “We have to continue to ensure that we protect public health and safety by all means possible. Consequently, we have established mobile courts where offenders will be prosecuted promptly. Let me state, that we will not shy away from visiting the full weight of the law on anyone found culpable. The punishments will be fines, community service or both”.

The boy’s name is Rilwan, a student at the Area community high school Owode.<br /> <br /> “He is 15 years old boy. The customs men, broke into shops, parked away bags of sugar and rice. They were shooting into the air to scare away reprisal attacks and in the process, their stray bullet hit the boy on the head,” the source said.<br /> <br /> While reacting to the incident, the Public Relations Officer, for Customs Area Controller, Ogun I Command, Abdullahi Maiwada, said the incident involved the Officers and Men of NCS Ogun I Command and Some suspected cultists, popularly known as ‘Eiye boys,’ alleging that the slain boy was a cultist.<br /> <br /> Maiwada added that the Command had, however, launched an investigation into the circumstances surrounding the incident, pledging to make the outcome of the investigation available.<br /> <br /> He said: “At about 0830hours on Friday, some group of<br /> <br /> miscreants, suspected to be cultists (popularly known as ‘eye boys’) violently confronted Officers of NCS Ogun I Command anti-smuggling Patrol Team with assorted weapons at Owode (Yewa South LGA of Ogun State).<br /> <br /> “The Team came across such hostility while peacefully<br /> <br /> performing their lawful duty with vivid arrest of smuggled 47 bags of sugar, 13 bags of rice (50 kg each) and three cartons of sugar stocked at a residence located along Owode-Idiroko Road.<br /> <br /> “In the melee that ensued, information available revealed that one among the suspected cultists died, while Officers including the team leader sustain various degree of injuries.<br /> <br /> “The name of the deceased who is popularly know among the ‘area boys’ is Owoeba. Other popular members of the notorious gang at large are Angaba, Wudor, Solomon (a.k.a K.Solo).<br /> <br /> “We wish to use this opportunity to acknowledge the timely intervention of Nigerian Army 192 Battalion Owode, Operatives of National Border Drill, Nigeria Police Force Owode.<br /> <br /> “In the same vein, we wish to recognize the patriotic Owode Youths who shunned the cultists and assisted the operatives Nigeria Customs Service to evacuate the offensive goods.<br /> <br /> “Their action is worthy of emulation as the NCS is always out to perform their duty for the common good of the entire nation.”

The results were sent to me from the National Research for Veterinary Institute, Vom, Plateau State at about 11pm today (Friday).<br /> <br /> “This brings the total number of confirmed cases in the state to 48 with 42 of them active while six have already been discharged after they tested negative. All our cases are returnees except our index case.<br /> <br /> “Six more Almajiri children that were returned from Kano State are among the results we got. There are seven Almajiris that are now positive (for COVID-19) out of the 38 brought in from Kano and they are on isolation at the General Hassan Katsina Unity College, Yelwa.”

Because your palliatives did not get to them. They were out there struggling to see how they can feed off the food that you hoard at them.<br /> <br /> So the palliatives didn’t get to them, no one is empowered to carry out research so research is not going on and now, you are throwing people back into the streets, the streets that you haven’t even fumigated, you haven’t even cleaned up but you have told us that this virus is airborne and can stay airborne for 8 hours.<br /> <br /> I don’t understand. Do you even assume that everyone is stupid?<br /> <br /> Let us take for instance Lagos state. With no traffic during the lockdown, they could not trace people who had contact with those who had tested positive to the virus. If we start stigmatising each other, I don’t know where to stop because the same group stigmatising one group will end up being infected tomorrow.<br /> <br /> <a name='more' id="more"></a><br /> <br /> “In terms of the number of contact tracing, every day there are new cases and new contacts but cumulatively, there are 12,000 contacts across the country.”<br /> <br /> The DG of the NCDC ruled out setting up sample collection centres in markets across Nigeria, saying however that if there were evidence of rise in cases in any market, the NCDC would take the appropriate action.<br /> <br /> He noted, “We are driven by evidence and if we see increasing transmission in the market, we will go to that market but we are not going to set up a stand in every market across Nigeria to collect samples. We look at the date to make decision but if we have to go to the market, we will do that exactly.”<br /> <b><br /> NCDC records highest single-day testing of 2,000</b><br /> <br /> Ihekweazu said the centre achieved the highest number of samples tested across the country with 2,000 samples tested in all the 16 laboratories across the country.<br /> <br /> “We tested 2,000 samples on Thursday; that is the highest number of samples we have tested in a single day across the country. Despite the challenges, the truth is that samples are coming into our laboratory network. There are a lot of efforts being made by health workers in spite of the challenges,” he said.<br /> <br /> At the briefing, the Minister of State for Health, Dr Oloruninbe Mamora, kicked against the demand for Personal Protective Equipment from patients, describing it as illegal and condemnable.<br /> <br /> He said, “It is illegal, unacceptable and condemnable for the PPE to be demanded before treatment. I do not expect any treatment centre, hospital or clinic to be making such demand from patient.”<br /> <br /> In his speech, the Minister of Health, Dr Osagie Ehanire, said, “With regard to Kano, a multi-sectoral team of specialists will leave for Kano in the morning (today) to support the state in all areas.<br /> <br /> “The main focus of the intervention is on training and capacity building of the state health-care workforce along various specialties on a massive scale.<br /> <br /> On the call to suspend Value Added Tax to ease the suffering occasioned by the pandemic, the Chairman of the PTF, Boss Mustapha, said there was the need to allow trade and taxation for government to earn income to pay for its overhead.

Nigeria has not been spared of this scourge.<br /> <a name='more' id="more"></a><br /> <br /> “From our index case in February, the plague has spread to 33 states and the Federal Capital Territory (FCT) with 1,728 confirmed cases and 51 deaths, according to information from Nigeria Centre for Disease Control (NCDC), as at April 29.<br /> <br /> “The good news, however, is that thanks to our heroic healthcare workers, 307 persons were successfully treated and discharged.<br /> <br /> “One of those is my son, Mohammed. I remain eternally grateful to the medical personnel for their services.”<br /> <br /> Abubakar expressed optimism that after the pandemic, governments would see the need to increase spending on healthcare and human capital development.<br /> <br /> He said they should also work toward a better standard of living for the people and other topical issues being demanded by the Labour.<br /> <br /> Abubakar said no one ever envisaged that the global economy could afford to shut down for several weeks with heavy consequences on businesses – both public and private sector.<br /> <br /> “But even the greater casualties of the current lockdowns are the workers.”<br /> <br /> Abubakar said there were abundant reports about how companies and corporations were laying off staff and cutting wages.<br /> <br /> According to him, some state governments are finding it difficult to pay salary, while others are slashing workers’ salary on account of the COVID-19 situation.<br /> <br /> “It will be wrong of us as a society to say that the weakest of us should bear the pain of this affliction. The reverse should be the case.<br /> <br /> “It will not be asking for too much to urge the National Assembly to forbid any employer of Labour from penalising workers in the effect of the pandemic.<br /> <br /> “The grim reality of the situation that we are in today calls for greater understanding between government and Labour. It is, therefore, time that both entities see each other as partners in progress.<br /> <br /> “On the occasion of this year’s Workers Day, I join many across the world in solidarity with the Nigerian workers in particular who have been making great sacrifices to keep our frontiers firm.<br /> <br /> “I want to however take solace in the can-do Nigerian spirit. NCDC (National Centre for Disease Control) is building laboratories in Lagos, Ogun and Kano, without building in Rivers State.<br /> <br /> “This is a state that is exposed to several foreign and local visitors with no single federal intervention.<br /> <br /> “When oil companies write to change crew, we insist on knowing their Coronavirus status. If they continue to politicise COVID-19, Nigeria will suffer it.”<br /> <br /> The governor recalled that when he demanded support from the Federal Government, many people called for his head.<br /> <br /> “But, the Northern governors and the Kano State Government has demanded for assistance. Initially, the Kano State Governor (Abdullahi Ganduje) criticised the Federal Government over lack of support. When the support came, he (Ganduje) said the Federal Government is doing well. If they also support Rivers State, we will also commend them,” he said.<br /> <br /> Also at the inauguration of the state Taskforce on Border Closure, the governor said his administration found out that security agencies allowed new COVID-19 carriers into the state without subjecting them to mandatory health checks.<br /> <br /> He said: “We will not relax because if coronavirus escalates in this state, we will not get any form of support. Most of these oil companies also sabotage us. One of the cases at the state treatment centre is an oil worker who came from the rig.<br /> <br /> ”He tested positive and now our health workers are tracing all his contacts to check the spread”.<br /> <br /> Wike charged the task force members to work like persons struggling to save their lives since the state is being sabotaged from all sides.<br /> <br /> His words: “This taskforce is very important. When they don’t want you to live, you must devise means to survive. You have to support the security agencies and don’t allow anyone to get into the state without approval.<br /> <br /> “Anyone coming into the state must be screened by the health officials. Don’t join the security agencies to extort the people. If that happens, the essence of this task force is defeated.<br /> <br /> “We are being sabotaged at sea, land and at the domestic wing of the airport. Sometimes, they secretly receive flights and before we know the people sneak into the town. The Task Force in Ikwerre must check anyone coming from the airport.<br /> <br /> ”When we shout, they say we are fighting the Federal Government. All we are saying is help us to fight the virus. This is a matter of life and death. You must protect your people”.<br /> <br /> Describing the fight against Coronavirus as a non-conventional war, the governor said it had nothing to do with politics.

Frontline health workers must undertake refresher training at intervals. This warning has become necessary due to the number of health workers, who have tested positive for COVID-19. They are over 40 now and they have been quarantined.”<br /> <br /> But the Nigerian Medical Association, through its National President, Dr Francis Faduyile, in its reaction, said most of those who contracted COVID-19 were not health workers treating COVID-19 patients, but personnel in other hospitals.<br /> <br /> On Thursday, the health minister said the risk of being infected with COVID-19 was the reason why the task force warned health workers against treating patients without using the PPE.<br /> <br /> He said, “The latest figure we have is that 113 health workers have been infected. They are not all public health workers. There are some from private hospitals.<br /> <br /> “If you hear us speak frequently against treating coronavirus in private clinics, we are actually referring to people who do so without precaution and training. They risk infecting themselves and their families. Health care workers with no training have no business handling coronavirus.<br /> <br /> “As for those who do not have equipment, we have said that we will provide the protective equipment. Let me remind you that there is a global shortage. They (the pieces of equipment) are really scarce but we are doing what we can to make sure our frontline workers have the requirement. We also have a stockpile that we can send quickly. For example, we sent a stockpile to Kano.”<br /> <b><br /></b><b>COVID-19 patients seeking alternative treatment, FG raises the alarm</b><br /> <br /> The minister also stated that the country would be in a difficult position if infected persons continued to hide or seek alternative treatment instead of approaching government.<br /> <br /> He added, “People should come out and seek treatment, not to hide. The ones that we worry most about are the people who hide and look for alternative treatment. They are lost to our counting.”<br /> <br /> The minister noted that health care workers went through a lot of pressure during a crisis period. He called on those who could not handle the pressure to quit.<br /> <br /> He, however, said that government would continue to provide mental health and counselling support for those feeling the impact of the pressure.<br /> <br /> He said, “It is very important for health care workers to realise that nobody is forced. Everybody is a volunteer. Those who cannot handle it have the option of being asked to be excused and someone else will come in.”<br /> <br /> The minister allayed the fear of survival for those infected with COVID-19, saying that enough evidence had shown that the majority of infected persons would survive the virus.<br /> <br /> “The recovery rate is 95 per cent or more. Out of 100 people that are infected, about 80 of them will have mild or no symptoms. Fifteen will have fairly severe symptoms, but not critical, while less than five per cent will have critical symptoms.<br /> <br /> “What this means is that nobody really needs to be afraid. It is a dangerous disease that can affect a large number of people and bring health system to its knees. The five per cent can be so many, but there is no need to have a stigma.”
