Prosper Mutwira from Zimbabwe came second in 3:05:25. 
 
Iliya Pam of Nigeria placed third with a time of 3:12:35. 
 
Also, South Africa’s Saneliswe Mbanjwa was the first woman to finish the race in 3.04.45.

Elizabeth Nuhu Power of Nigeria placed second with a time of 3:47:39 while Scheffer Leilani of South Africa came in third in 3:48.01.

The Federal Government has enrolled over 39,160 university lecturers in 27 universities into the Integrated Personnel Payroll Information System. 
 
The Director, IPPIS in the Office of the Accountant-General of the Federation, Mr Olufehinti Olusegun, gave the figure during an exclusive interview with our correspondent on Friday. 
 
He said the over 39,160 enrolment figure for the 27 universities was what had been compiled as at 5pm on Friday. 
 
He said that contrary to objections raised by members of the Academic Staff Union of Universities to the IPPIS initiative, many of them have been enrolled into the platform.

Giving a breakdown of the IPPIS enrollment, he said over 3,000 workers had been enrolled at the University of Benin while University of Port Harcourt and Ahmadu Bello University had enrolment figures of about 1,900 and 3,500 workers respectively. 
 
He said that about 500 workers had been enrolled in Maritime University, Nigerian Defence Academy (300 workers), University of Nigeria, Nsukka (4,000), Federal University of Agriculture, Makurdi (900), Federal University, Wukari (1,900), and Federal University of Technology, Owerri (over 1,000). 
 
Similarly, he said that IPPIS officials had enrolled over 1,000 workers at the Nnamdi Azikiwe University, Alex Ekwueme University (800), Federal University of Technology, Akure (over 600), Federal University, Oye (360), Obafemi Awolowo University (1,200), University of Lagos (2,200) and University of Abuja (850). 
 
In the same vein, about 150 university workers had been enrolled at the Federal University, Lokoja, while Federal University of Technology, Lafia; Abubakar Tafawa Balewa University Bauchi; University of Jos and University of Ilorin have enrolment figures of 600, 650, 1200 and 2,000 respectively. 
 
The IPPIS coordinator said that Federal University of Technology, Minna had enrolment figure of 1,100, University of Ibadan (over 3,000); Federal University, Otuoke (1,300), University of Calabar (2,400) and University of Uyo (1,500). 
 
He said in most of the schools where the exercise was being implemented, the level of turnout from university lecturers had been “impressive”. 
 
He told our correspondent that the figure would keep increasing as the deadline approaches. 
 
The IPPIS enrolment which commenced on November 25 would come to an end on December 7, 2019. 
 
Olusegun said, “The enrolment is ongoing and we are having impressive results. Even the ASUU members are now coming to enrol.” 
 
When asked if the December 7 deadline would be extended, he said this would depend on the areas so far covered and the gaps that exist in the enrolment exercise. 
 
He said, “The timeline for the deadline is tomorrow (Saturday) but in some locations, the enrolment didn’t start until Wednesday. So for those categories, we still have a number of days to conclude the assignment.” 
 
In view of the number of those that have yet to be enrolled, he said some Vice-Chancellors had started sending requests for an extension of the exercise. 
 
“When we are done with the exercise, we will know how many days will be required to complete the process,” he added. 
 
Branches of the Academic Staff Union of Universities in federal universities across the country, had in separate interviews with The PUNCH, vowed to shun the registration for IPPIS. 
 
The IPPIS platform is an integral part of the Federal Government’s public finance reform initiative, which it said was aimed at ensuring transparency and accountability in the management of government payroll.

Lagos State government has said by the first quarter of next year, it would begin to issue licences and permits before any borehole is drilled for water in any part of the state. 
 
Executive Secretary of the Lagos State Water Regulatory Commission, Mrs Funke Femi Adepoju, while addressing stakeholders at a meeting, explained that this move was to safeguard residents of the metropolis. 
 
The meeting was attended by members of the Manufacturers Association of Nigeria (MAN), Nigeria Employers Consultative Association (NECA), Financial Institutions, Association of Table Water Producers (ATWAP) and Association of Water Well Drilling Rig Owners Operators among others. 
 
According to her, the exercise, which is to be launched by Governor Babajide Sanwo-Olu, is to regulate the process of water abstraction in the state.

Mrs Adepoju affirmed that licensing was a significant process in the regulation of any industry as the commission was determined to ensure its availability and sustainability to prevent the effect on unregulated water abstraction. 
 
“What is paramount to government is how abstraction affects us as a people not just today but the future with emphases on pollution, contamination of water bodies, saline filtration into the system, over-abstraction and unregulated abstraction,” she stated. 
 
While assuring that only registered companies captured in data will be issued a 2-year renewable license with unique and personalized number, the Executive Secretary explained that the commission was not established for a punitive purpose, but rather to establish standard in the water extraction industry in order to ensure that the health and safety of citizens are not compromised. 
 
According to her, the essence of the engagement was to improve the relationship between stakeholders and government by developing ways to sanitize the industry, stressing that the agency has acquired mobile water test kits which are to be used in testing samples during operation and that approval for the acquisition of a standard laboratory for water testing is on the way.

Veteran actor and broadcaster, Pete Edochie has said that he cannot be a politician. Edochie known for his incisive perspectives on national issues noted that with the kind of temperament he has, he cannot succeed as a politician. 
 
“ I don’t like politics. Number one, the kind of temperament that I have, I can’t succeed as a politician. Why? I can’t lie to you. When we were in the elementary school, we were told that when 11 birds are perched on an electric pole, if you shoot one, the rest would fly away. In politics, they will tell that you ‘shoot one, the rest would remain’. I can’t be a politician, I just can’t be. You know, it will be difficult for me to lie to anybody. And my father told me never to lie, no matter the situation. And I have many sons, so, I have to raise them like that. I can’t lie”, he said in a chat with the newsmen. 
 
Speaking further, Edochie revealed that Nollywood needs the support of the government to expand the dimensions of her operations. 
 
“Nollywood is doing very well. But, you see, we require the goodwill and support of the government to expand the dimensions of our operations. In overseas countries, the government helps the people to project them through films. We are victimized in the country by religious conflicts; if it is the same God that created all of us, we should be able to do introspection and harmonize our differences and get ourselves together. It is only when the government shows commitment in financial terms that we can do something like that.

“If you go to a place like Dubai, the United Arab Emirate is a predominantly Muslim Emirate. But Dubai has become the economic capital of the world today, because they exposed themselves and the West moved in investments, but in our own case, we seem to be closing the country up. It doesn’t help for development; that is what I am saying. You see, at the risk of sounding immodest, I am very easily, the most celebrated name in the movie industry, internationally, nationally, name it, because by the time I did Things Fall Apart, there was nothing like Nollywood. The book written by Chinua Achebe has been translated into 53 languages. So, the film we shot has been undergoing translations in many languages, Chinese, Japanese, name them, and each time they see my face, they recognize me. 
 
“Most times, I have been invited to some of those places but I am afraid of flying; I would abandon them. Today, I have reached a position to advise the government on the nature of films we should be shooting. I did a film with Genevieve Nnaji called Obiagu; it has been taken out of the country. Netflix bought it; Netflix had never bought any film from Nigeria, but I must say that Genevieve invested a lot of money in that production. All the cameramen were from Europe. And if you look at the people who starred in the production, nobody could be described as small or a child. I am the Obiagu; I am the main man. Then you have K.O.K, Zebrudaya and others; the truth is that there is no beginner there. You can see it in the film. The interpretation was fantastic. Who was my wife? Onyeka Onwenu. So, it worked. If the government shows commitment you can expand the movie industry to accommodate every segment of the society”

The Oluwo of Iwo, Oba Abdulrasheed Adewale Akanbi says he is greater than the duo of Sango and Ogun, two deities worshipped by the Yoruba. 
 
He said, though he respected the deities for the role they played during their eras and proud to call himself their son, he stressed that education and exposure to other societies had elevated him beyond the accomplishments of the deities. 
 
He said, “civilization has overtaken their eras to the extent that a son of slave now has no reason not to make it in life. History needs to be only referenced; I must be greater; you must be greater than your fathers. You must be greater than your ancestors.”

The Oluwo maintained that greatness should not stop during the age of forefathers, declaring that if he is not greater than his fathers, it is a sad end to the fathers. 
 
He urged traditional religion adherents to make the deities attractive instead of making them a monster which scares the people. 
 
“Our deities should be repacked to attract tourists all over the world. We have had enough of doing the same thing which is giving us same result all over and over again. 
 
“I am repackaging our ofin fabrics to appear more beautiful. The white see me at airport and plead to take pictures with me because of my shining attire,” he disclosed.

The ICC prosecutor said it is losing patience with the failure of the Nigerian Government to examine and prosecute those responsible for crimes committed by different insurgent groups in the country. 
 
Amnesty International has invited the International Criminal Court to immediately begin an investigation into crimes being committed by the Nigeria Government. 
 
AI, while reacting to the publication of the annual report of the Prosecutor of the ICC on preliminary examinations, which sets out the work of the ICC over the last year looking at countries around the world where crimes may have been committed to decide whether to open investigations, Netsanet Belay, Amnesty International’s Research and Advocacy Director, said that an ICC investigation into war crimes and crimes against humanity committed during the conflict in North-East Nigeria is now inevitable. 
 
The ICC had released its 2019 report on preliminary examinations.

The ICC prosecutor said it is losing patience with the failure of the Nigerian Government to investigate and prosecute those responsible for crimes committed by different insurgent groups in the country. 
 
AI, stressing the need for investigation in Nigeria, lamented that the government was not keen on delivering justice. 
 
Belay said, “The prosecutor has also confirmed that she will make a final decision in 2020 on whether to proceed to investigate specific crimes. 
 
“Should Nigerian authorities fail to demonstrate tangible steps to fulfil their obligations, she will be bound to proceed towards a full investigation. 
 
“Victims have been waiting for justice for over 10 years. Nigeria has already demonstrated that it is not willing to investigate and prosecute those responsible for heinous crimes committed by all parties to the conflict in the North-East. 
 
“The ICC should have already launched an investigation but there can be no doubt that the time will come in 2020 for the ICC to step up to its role as the court of last resort.”

A few hours after his freedom, the DSS stormed the federal high court in Abuja, disrupted Sowore’s trial in a move that resulted in uproar, and eventually rearrested him, as against a subsisting court order.

Drama as N40 million allegedly disappears from Bayelsa Government House

The sum N40million has been allegedly stolen from the office of the Deputy Chief of Staff to the Bayelsa State government, Mrs. Ebizi Ndiomu-Brown. 
 
It was gathered that about seven policemen and operatives of the Nigeria Security and Civil Defence Corps (NSCDC) had been arrested and detained at the Criminal Investigation Department (CID) of the state police command. 
 
The office of the Deputy Chief of Staff is located within the Governor’s Office, which is the last floor with an exclusive staircase and heavy security devices.

Sources in the office said workers were shocked when they resumed at the Governor’s Office on Thursday morning to discover that the office of the Deputy Chief of Staff was burgled. 
 
It was gathered that the safe where the money was kept was vandalised with all the money carted away. 
 
A source in Government House said the incident happened on Wednesday night adding that it caused confusion at the Opolo Government House, Yenagoa. 
 
He said: “The money stolen was N40 million and not N800million. It happened at night. The office was burgled by unknown person but investigation has commenced. Seven policemen and operatives of the NSCDC were arrested and taken to the CID.” 
 
The detained policemen were said to be on duty when the office was burgled. 
 
The order for the arrest of the policemen on duty was reportedly given by the State Commissioner of Police, Mr. Uche Anozia. 
 
But a source in the Governor’s Office, who spoke in confidence, said N3.5million was stolen from the office. 
 
“It is true that the office was burgled. But it is not true that N800m or N40m was stolen. About N3.5m was stolen. We are only worried that an exclusive part of Government House, the governor’s office could be burgled despite heavy security details. 
 
The police are investigating the matter and we can only wait for their findings,” he said. 
 
The Police Public Relations Officer, Butswat Asinim, said N3.5m was missing. 
 
Asinim said: “On 5th December, 2019, at about 0850 hours, the command received a report of burglary and stealing in the office of the Deputy Chief of Staff, Government House, Yenagoa. 
 
“It was reported that the main entrance door to the office of the Deputy Chief of Staff was broken and the safe inside the office were destroyed. 
 
“The crime scene was visited by policemen and it was further revealed that the sum of N3.5 million was stolen. 
 
“Three Policemen, four personnel of the Nigerian Security and Civil Defence Corps and one maintenance staff on guard duty at the Governor’s Office were arrested and are being interrogated at the State Criminal Intelligence and Investigation Department, Yenagoa. Investigation is ongoing.”

Anthony Joshua has said he harbours no fear ahead of his rematch with Mexican Andy Ruiz Jr. who defeated him in June as both are set to come up against each other tonight in Riyadh, Saudi.

Human rights lawyer, Ebun-olu Adegboruwa, SAN, has condemned the rearrest of the convener #RevolutionNow protest, Omoyele Sowore and Olawale Bakare by operatives of the Department of State Services on Friday. 
 
The duo was rearrested inside the federal high court, Abuja, while the court was still sitting. 
 
On his official Facebook page, Adegboruwa shared a video of the moment a fracas broke out in court, as DSS operatives attempted to rearrest the activist. 
 
He said, “This is lawlessness at its peak, for operatives of DSS to storm a courtroom where there is a presiding judge to arrest Omoyele Sowore, right inside the courtroom. 
 
“It was reported that the presiding judge was chased away with guns and the whole courtroom is in pandemonium right now.

The Ekiti State University, Ado Ekiti, has sacked 900 workers of the institution for various offences, its Vice Chancellor, Prof. Eddy Olanipekun has said on Thursday. 
 
Olanipekun said that the decision was taken by the institution’s Governing Council in its meeting on December 5, 2019, saying that decision was in compliance with the reports of an external private audit firm contracted to undertake a holistic audit of the institutions’ staff and finances. 
 
According to him, this was sequel to the recommendation of the Visitation Panel set up by Governor Kayode Fayemi, which identified among other things over staffing, redundancy and personnel misalignment in virtually all the sections of the university as the problem hindering the institution to pay its workers. 
 
The Vice Chancellor stated that the affected staffs were 619 workers who were allegedly employed irregularly between 2016 and 2018 by the immediate past Vice-Chancellor, Prof. Samuel Oye Bandele during his tenure and 228 staff who allegedly have some discrepancies in their educational qualification.

Others according to insider sources included ghost workers and some staff who were said to be over ages of 65 and 70 for non-academic and academic workers respectively. 
 
He disclosed that the university would be able to save over N200 million monthly by the time the staff are expunged on the payroll. 
 
He said “619 were illegally recruited between 2016 and 2018. Some were over-aged having clocked 68 or 69 but still working when the statute prescribed 65 for nonacademic and 70 for academic staff. 
 
“The workers were employed irregularly against university regulations within the period 2016-2018 thereby causing major personnel misalignment and skyrocketing of the university wage bill by about 100% within two years. 
 
“The situation was so bad in the university that it was the monthly contributions of members of staff who belong to some Cooperative, Thrift and Credit Societies in the University that were partly and on a monthly basis used by the then university administration to pay the salaries of those that were irregularly employed and who interestingly refused to join any of the Cooperative, Thrifts and Credit Societies. 
 
“228 members of staff could not produce/show evidence of Primary School Leaving Certificate. And there were some ghost workers whose names were found on the university payroll without being on the university nominal role. 
 
“Some members of staff presented falsified birth and educational certificates. Some of the members of staff lacked the required basic educational qualification. 
 
“Some members of staff were illegally retained in the university services after having been due to retire. There are other cases of over aged staff. Some others lacked the required basic educational qualification. 
 
“Consequently after due consideration of the issues involved, and the overall best interest of the university in being properly positioned for local relevance and global competitiveness, the Governing Council of Ekiti State University has directed that those who were found to have fallen into the categories above be disengaged of their appointments forthwith in accordance with the university regulations.”

The Independent Corrupt Practices And Other Related Offences Commission (ICPC) on Thursday urged Nigerians to fight corruption for better society and success of the next generations. 
 
Mr Godwin Achile, the Chief Superintendent of the ICPC, gave the advice at the Symposium in commemoration of 2019 Disability awareness week organised by Centre for Citizens with Disabilities in Enugu. 
 
Achile said that corruption could be fought by everyone, irrespective of social status or physical disability. 
 
He noted that thorough and holistic implementation of the Disability Act would enable the persons living with disabilities to join in the fight against corruption.

“Faithful implementation of the Act will help to achieve a desired goal in the fight against corruption in the country. 
 
“The fight against corruption is meant for everyone, including persons with disabilities; as they are part of the society and their participation in fighting corruption will help to reduce it,” he said. 
 
Similarly, the Attorney-General of Enugu State, Justice Priscilla Emehelum, represented by Mr Amaechi Ngene of Ministry of Justice, said that persons with disabilities were equally affected by corruption in the country and they might even be more affected. 
 
Emehelum called on the government to inaugurate National Commission for Persons with Disabilities without delay, to oversee the implementation of the Law at the states levels. 
 
She said that it was corruption that turned the country into the poverty capital of the world, in spite of her human and natural endowment. 
 
Also, Mr Gab Nnamani, the Chairman of the Joint National Association of Persons Living with Disabilities, Enugu Chapter, said that the domestication of the Act in the country would go a long way to reduce poverty among persons with disabilities. 
 
Nnamani added that the inclusion of the Person with Disabilities in every sector would give them the opportunity to join in resisting and fighting corruption. 
 
He said that the association would embark on sensitisation programmes to enable its members and the general public to be aware of the Act as well as the right of the Persons Living with Disabilities. 
 
A Resource Person, Mr Okey Kalu of Abia State Education Resources Centre, said it was the right of the Persons Living with Disabilities to have access to social services in the country. 
 
Kalu said that the Act provided that every person with disability should have the right to education without discrimination, as well as free healthcare. 
 
On his part, Mr Kola Ogunbiyi, Programme Manager, Centre for Citizens with Disabilities, said that the awareness week was on how to address corruption in the country. 
 
According to Ogunbiyi, corruption could be minimised with the inclusion of persons with disabilities in all aspects of national life. 
 
He said that the awareness was also to encourage those with disabilities not to join in corrupt practices. 
 
He called on the Enugu State Government to pass the Persons with Disabilities’ Law, to make the physically challenged partake in activities of the government.

The National Emergency Management Agency (NEMA) on Friday received another batch of 168 stranded Nigerian returnees from Libya. 
 
The Acting Coordinator, NEMA Lagos Territorial Office, Mr Ibrahim Farinloye, received the returnees on behalf of the Director-General of NEMA at the cargo wing of the Murtala Muhammed International Airport in Lagos. 
 
Farinloye told newsmen that the returnees arrived in the country aboard a chartered Al Buraq airline with flight number UZ289/190 at 5:42 a.m after 12 hours delay. 
 
He said that 38 female adults, five female children were returned with 109 adult males, six male children and 10 infants, among others.

He said that this had brought the total number of returnees from Libya from April 2017 to date to 8,096 males and 5,788 females. 
 
“This has brought the total number of returnees brought to Nigeria from 16 countries to 15,731 since April 2017 to date. 
 
Farinloye, while qouting the summary of the special EU-IOM and Federal Government intervention from 2017 to October 2019, said that Libya had the highest number of returnees with 8,096 males and  5,788 females. 
 
” Nigeria returnees from Niger Republic stood at 1,043 males and 556 females; Morocco male 42, female 37; Liberia male eight and female four. 
 
”Burkina Faso male six, female 18,  France male three, female one, while Ireland had only one female, but countries like Polad, Austria, Gambia, Mauritania, Ethiopia had one male each assisted back. 
 
”Chad had one male, two females and Cote D’ivoire had only two females brought back within the period,” Farinloye said. 
 
According him, ” Estimatedly, adults males are 54 per cent, 37 per cent are for female,  while male and female minors stood at four per cent each. 
 
” In the same vein, the distressed migrants brought back per state of origin shows that Edo State topped the list with 40.6%,  Delta 13.3%, Ogun 6.2%, Imo 4.7%, Lagos 4.3%, Oyo 4.1%,  Yobe 3.6%, Kano 3.1% and Osun with 2.9%, while other states complete the rest.” 
 
He said those who suffered various degrees of torture were 31 males and 21 females, while unaccompanied minors that were assisted back in males were 66 males and 67 females. 
 
Farinloye added that those who were kidnapped out of Nigeria, but assisted back to the country were 79 males, 31 females, while single parents male were 41 and female were 616. 
 
He said total number of pregnant women brought back so far were 439,  while those with various medical issues were 592 males and 804 females. 
 
Migrants assisted back with psychosocial needs are 523 males and 470 females.

A Kaduna High Court on Thursday ordered the Department of State Services (DSS) to transfer the leader of Islamic Movement in Nigeria (IMN), also called the Shi’ites, Sheikh Ibraheem El-Zakzaky and his wife, Zeenat, to the Nigerian Correctional Centre in Kaduna. 
 
This is to allow his lawyers and doctors have easy access to them. 
 
But members of the movement opposed the transfer on the ground that it was a ploy to humiliate their leader and subject him to hardship. 
 
The court order was delivered by Justice Gideon Kurada following the application by Haruna Magashi, counsel to the IMN leader, at the resumed hearing of the case in Kaduna.

The order came eight months after the last hearing of the case in April, 2019, when El-Zakzaky and Zeenat went for an unsuccessful medical attention in India. 
 
The duo were arraigned for alleged culpable homicide, unlawful assembly and disruption of public peace, among other charges, in another court. 
 
They have been in custody of the DSS since 2015. 
 
Justice Kurada, on April 25, 2019, adjourned the trial of the IMN leader indefinitely to enable him (judge) serve on the panel of the Presidential and National Assembly Elections Petitions Tribunal in Yobe State. 
 
At yesterday’s resumed hearing of the case, Magashi, who stood in for the lead counsel to the IMN leader and his wife, Femi Falana (SAN), applied for his clients’ transfer to the Kaduna Prisons, now called Correctional Centre. 
 
The lawyer addressed reporters after the case was adjourned till February 6, 2020, for hearing. 
 
He said the team of counsel to the IMN leader had always had difficulties whenever they wanted to see him at the DSS detention facility. 
 
Magashi said the counsel and medical doctors would have easy access to El-Zakzaky and his wife if transferred to the correctional facility in Kaduna and that it would speed up the trial of his clients. 
 
When the prosecution team, led by Dari Bayero, appeared in court to continue with the trial of the IMN leader and his wife, they were surprised by the court order. 
 
Bayero, who is the Director Public Prosecution (DPP) at the Kaduna State Ministry of Justice, told reporters that his team was ready for the trial, but it was stalled. 
 
He said the team would appear set for the trial on the adjourned date of February 6, 2020. 
 
A statement by President of IMN’s Media Forum, Ibrahim Musa, said: “We view any attempt to take Sheikh El-Zakzaky and his wife to anywhere other than a hospital that is sufficiently equipped to handle their medical needs as punishing them further.” 
 
The movement denounced the facilities at Kaduna Correctional Centre, saying: “The Kaduna prison is dilapidated and is without any medical facility. It was in that very prison that some survivors of the ‘Zaria genocide’ of December 2015 died due to lack of medical attention. It can, therefore, never be a substitute for appropriately furnished medical facility that can take care of their urgent medical needs. 
 
“The IMN condemns the wicked antics adopted today (yesterday) in court by the Kaduna State government through their prosecuting counsel aimed at humiliating our leader, Sheikh Ibraheem Zakzaky, and subjecting him to further hardships.”

A judge of the federal high court sitting in Abuja, Ijeoma Ojukwu, has awarded the sum of N100,000 against the Department of State Services (DSS) for disobeying an order for the release Omoyele Sowore, pro-democracy activist. 
 
The judge said the DSS cannot constitute itself as parallel court of law.

Playwright and social critic, Prof. Wole Soyinka, has expressed displeasure over the continued disobedience to court rulings by President Muhammadu Buhari led government. 
 
Soyinka cited the refusal of the Federal Government to release the detained Publisher SaharaReporters and ex-presidential candidate, Mr Omoyele Sowore, despite a court order. 
 
Sowore was arrested for calling for revolution to protest against bad governance via his #RevolutionNow# movement. 
 
This was contained in a statement titled, ‘Between thuggery and state disobedience,’ the Nobel laureate released on Wednesday.

He said, “There are of course more effective ways of degrading a judiciary than merely brutalising a judge, and leaving his judicial robes in tatters. One of the most effective, increasingly optimised in Nigeria, is simply by not only ignoring, but treating its orders with disdain, encouraging its agencies to trot out cynical excuses for disobedience while laughing all the way to the citadel of power. 
 
“In that regard, there does appear to be an undeclared contest among succeeding governments, intensified since the return of the nation to civilian government in 1999 for placement in the Guinness Book of Records as the most notorious Scofflaw in the field of democratic pretensions. 
 
“Or could it be an anticipation of a proposal I made at the Athens Democracy Forum some months ago, calling for an annual award – such as an Order of Demerit – for such an achiever?” 
 
Soyinka said he had no hesitation in admitting that he had a personal, formative interest in the health of the Nigerian judiciary, deeper perhaps than the average Nigerian. 
 
Soyinka stated, “At a critical junction in the life of this writer, a judge resolved to give primacy to the call of conscience, affirm his professional integrity and defend the supremacy of law in defiance of state interference. The deputy premier of the then Western region of Nigeria had summoned the judge to his residence, lectured him on his duty to protect the interests of the government against the accused. 
 
“Justice Kayode listened politely, re-affirmed his commitment to the rule of law, and took his leave. It would be most surprising if my own brush with the law has not crossed my mind since the predicament of Omoyele Sowole, journalist and former presidential candidate began.” 
 
He also chronicled cases of court disobedience including a purported slapping of a judge in the Ekiti State by the then state governor and the refusal of the Federal Government to release council funds of Lagos State despite a court order without the judiciary acting against them. 
 
The playwright noted that the Nigerian judiciary was not thereby, nor today a model of perfection. 
 
He added, “Nonetheless, exemplars such as Justice Esho have succeeded in creating, in some of us, an exceptional respect for the Bench, instilled a conviction that the law, despite its lapses, demands respect, autonomy and obedience. Much of the judiciary across the continent remains constantly under siege – Nigeria is no exception. Needless to say, it often strikes me that the ‘learned brotherhood’ could do more to protect, and assert itself. 
 
“Apart from the obvious and numerous scandals of moral deficit that require constant internal purgation, there are instances where it does fail to protect itself even from putative and/or illegal power.” 
 
Asking if Sowore was Myetti Allah, Soyinka said for those agencies who actually thought to inhibit social revolution by fastening on the alarmist association of the word ‘revolution’, “half the citizens of this nation should be in permanent detention. 
 
“From pulpit to minaret, from clinic to fish market, from student club to motor park, the wish for drastic transformation of this nation is staple discourse. Perhaps we should begin with its application to that institution whose decisions affect both society and individuals with such finality, for good or ill – the judiciary.”

Afro-beat musician, Femi Kuti has mourned the demise of Bose, wife of Beko Ransome-Kuti, late human rights activist, who passed away, aged 74. 
 
It was gathered that she endured complications following brain surgery and then died on Tuesday night at an undisclosed hospital in Lagos. 
 
Her death has generated tributes across social media with Femi, son of Fela Anikulapo-Kuti, also taking to his Twitter page to mourn her exit. 
 
“RIP Aunty Bose,” he wrote. 
 
Bose was the chief executive officer (CEO) of Boselli Ventures Limited situated in Anthony area of Lagos

Beko, her husband, had passed away on February 10, 2006 at the Lagos University Teaching Hospital, Idi-Araba, from complications of lung cancer. 
 
He died at 65, after living an impactful life in the medical profession as well as championing human rights. 
 
Beko is a brother to Fela and father to Enitan Ransome-Kuti, a personnel of the country’s army and former commander of the multi-national joint task force (MNJTF).

An All Progressives Congress chieftain in Ebonyi state, Chief Charles Oko Enya who filed a suit at  a Federal High Court, sitting in Abakaliki, seeking for an amendment of the 1999 Constitution to allow  Presidential Muhammadu Buhari seek a third term, on Wednesday, made a u-turn and withdrew the suit. 
 
Enya had approached the court demanding it to amend the sections of the 1999 constitution which will empower President Muhammadu Buhari and some governors to seek for 3rd tenure in 2023. 
 
However, it was gathered that the applicant received obstruction from all quarters including his party  in the state and at the national level, which allegedly threatened to disown or expel him if he continued with the matter. 
 
The APC accused Enya of promoting his personal interest and not that of the generality of the party.

The applicant had approached the court seeking for the amendment of section 137(1) (b) and 182 (1) (b) in the 1999 constitution (as amended). 
 
He stated that the sections were infringement on the fundamental human right for freedom for the likes of President Muhammadu Buhari and governors who might seek for third tenure in office in 2023.

At least seven persons were injured on Wednesday after a gas cylinder exploded at the Four Point by Sheraton Hotel in the Oniru area of Lagos State. 
 
While three persons were seriously injured by the explosion, four others sustained injuries from flying objects. 
 
The explosion, which occurred around 12.35pm, also damaged about 10 vehicles on the premises of the hotel, while part of the building was destroyed.

NE learnt that some welders working on the premises of the hotel were using gas to weld some steel together, but one of the cylinder hoses leaked and the cylinder exploded. 
 
It was gathered that while the welders were putting finishing touches to the last two pipes needed to complete the borehole project on the hotel premises, there was a blowback when the welding equipment was restarted, leading to a burst hose and eventual explosion of the gas cylinder. 
 
An eyewitness, who was attending an event in the hotel and spoke on condition of anonymity, told our correspondent that the explosion destroyed properties and shattered the legs of an expatriate. 
 
She stated, “I was inside the building when the gas cylinder exploded and immediately the building shook, the lift carriage dropped, a part of the building fell and so many vehicles were destroyed. 
 
“At first, we thought that it was a bomb that exploded, because of the way the building shook, but it was later that we discovered that it was a gas explosion. 
 
“We were ushered into the reception and from there, we went out. The explosion injured an expatriate and shattered his two legs; three other people were injured in various parts of their bodies and were bleeding profusely. 
 
“The medical personnel of the hospital opposite the hotel were called to attend to the victims and when people tried to take pictures and shoot videos, they were not allowed. Those who tried to take pictures or videos discreetly had their phones seized by the policemen attached to the hotel and were walked out of the premises.” 
 
The Director General, Lagos State Emergency Management Agency, Femi Oke-Osanyintolu, who confirmed the incident, stated that the hotel’s emergency response plan was flawed as there was no emergency muster point. 
 
He added that some of the injured victims had been taken to the Intensive Care Unit of the Lagos Island General Hospital. 
 
Oke-Osanyintolu stated, “A total of three people sustained serious injuries as a result of the blast and two have been rushed to the Lagos Island General Hospital for intensive care by the LASEMA ambulance unit, while one was rushed to a nearby private hospital. 
 
“Several cars and hotel room windows were shattered as a result of flying objects due to the blast. The situation is under control as the LASEMA Response Unit, Nigeria Police and the staff of the hotel are on the ground to ensure a swift recovery.” 
 
Oke-Osanyintolu urged Lagos residents to remain calm as the agency would ensure no more gas explosions in the state, adding that the state’s Materials Testing Laboratory had been informed of the development and would conduct structural integrity and non-destructive tests on the building to ascertain its integrity.

Operatives of the Economic and Financial Crimes Commission, EFCC, Ibadan zonal office, on Wednesday, busted a Lagos hotel believed to be a hideout for internet fraudsters. 
 
The target was one Rasaq Balogun, a suspected internet fraud kingpin. 
 
Balogun was said to harbour an army of young men recruited to carry out financial frauds through the internet.

Some others were also arrested at his Beckley Estate residence, also in Lagos State. The raid on his hotel, Modzak Hotel, at Abule-Egba, Lagos State, sufficiently gave credence to the suspicion as a retinue of young men was caught in his hotel with no specific mission. 
 
The suspected kingpin and 26 other young men ranging between the ages of 18 and 35 years were arrested at the scene. Other suspects were also arrested at his Beckley Estate residence, Lagos from where they were all moved to the Ibadan zonal office of the Commission for further interrogation. 
 
Three vehicles, fetish items, laptops, mobile phones and documents suspected to contain fraudulent data from the suspect were also recovered. 
 
The commission said those indicted in the crime will be charged to court as soon as investigations are concluded.

Kukoki village in the Rafi Local Government Area of Niger State was, on Tuesday, thrown into disarray when bandits held its inhabitants hostage for over three hours. 
 
At the end of the operation, the District Head of Madaka, Alhaji Zakari Yau; his wife and the Village Head of Kukoki were kidnapped by the bandits.

Six other villagers were also whisked away by the bandits. 
 
The secretary of the district council and a retired soldier were among the victims. 
 
According to reports from the area, the bandits, numbering over 20, stormed the district around 10pm and started shooting indiscriminately before breaking into the houses of the villagers. 
 
They were said to have ransacked all the houses and shops in the community and looted goods and foodstuffs. 
 
Cattle and sheep were also rustled by the bandits, who invaded the village on about 15 motorcycles. 
 
The incident came barely two days after 11 people were killed on Sunday in another community, Koki, in the Shiroro Local Government Area of the state when the residents were preparing to go to church. 
 
Over 20 people were said to have sustained serious injuries from the attack, the third on the community this year. 
 
A source in Kukoki revealed that before the arrival of security operatives after several hours, the bandits had disappeared into the bush. 
 
While confirming the incident, the state government said it had mobilised security operatives to carry out air and land surveillance with the aim of tracking and arresting the bandits, terrorising the communities. 
 
Governor Abubakar Bello said in a statement by his Chief Press Secretary, Mary Berje, that security agents had been directed “to fish and flush out the bandits terrorising the communities.” 
 
Bello was quoted as saying, “The Niger State Government is working alongside the security apparatus in the state to stem the tide of pandemonium at the flashpoints so as to bring succour and peace to the affected and surrounding communities. 
 
“The state government is aware that the bandits are crossing over from neighbouring states, such as Zamfara and Kaduna, to Allawa and Erena areas, and from Brini-Gwari adjacent the Kamuku National Park; we will do everything to stop their migration into the state.”

President Muhammadu Buhari on Wednesday approved the appointment of nine new Permanent Secretaries in the Federal Civil Service. 
 
This was disclosed in a state FG issued by the Director of Communications in the Office of the Acting Head of the Civil Service of the Federation, Olawunmi Ogunmosule 
 
The new permanent secretaries were drawn from the six geo-political zones as well as Borno, Niger and Ogun States.

Marcus Rashford spoiled Jose Mourinho’s return to Old Trafford on Wednesday, scoring twice as Manchester United beat Tottenham 2-1 to end their former manager’s perfect start to his tenure at his new club. The England forward put United in front early in the first half and converted a second-half penalty to restore their lead after Dele Alli’s exquisite equaliser as United leapfrogged Spurs in the Premier League table. 
 
Spurs went into the match two points ahead of United after their mini-revival under their new boss, who replaced the sacked Mauricio Pochettino at the London club last month. Struggling United had made their worst start to a season in 31 years but started brightly against the visitors, playing with energy and adventure and cutting through the Spurs midfield with ease.

Man-of-the-match Rashford, attacking from the left, surprised the goalkeeper with the power of his shot but Gazzaniga may feel he should have done better. Ole Gunnar Solskjaer’s side could easily have stretched their lead but Gazzaniga made amends by touching a thunderous Rashford shot onto the crossbar.

The Spurs goalkeeper made another smart stop minutes later, keeping out a curling effort from Rashford and Jesse Lingard also went close. It was a far cry from recent disjointed performances against Sheffield United and Aston Villa. Both of those matches ended in draws after United had taken the lead. But despite being a clear second best, Tottenham edged their way back into the game and were on level terms six minutes before half-time thanks to an audacious piece of skill from the in-form Alli. 
 
Serge Aurier’s shot was saved and the rebound landed to Alli, whose sweet first touch took the ball away from Ashley Young and Fred. He let it bounce before shooting past David de Gea into the far corner. The England man looked a pale shadow of himself in the early weeks of the season but has bounced back in style, scoring four times in his past three matches. 
 
United would have been disappointed to have been trailing at the break after their impressive first-half showing but they were back in front in the 49th minute when Rashford sent Gazzaniga the wrong way from the spot after being brought down by Moussa Sissoko. The match then fell into a familiar pattern, with United surging forward in search of another goal, with Rashford a constant threat down the left and Daniel James also looking dangerous. 
 
Mourinho threw on Christian Eriksen in search of an equaliser as the game remained in the balance but despite some late pressure against a nervy United, they left Old Trafford empty-handed. Mourinho, sacked by United last December, won his first three matches in charge of Spurs, with his team scoring 10 goals in the process but he has problems to sort out at the back as he targets a Champions League spot. United are also eyeing the top four despite a big gap to close.

Liverpool surged eight points clear at the top of the Premier League as Divock Origi was the scourge of Everton once more in a thrilling 5-2 Merseyside derby win for the European champions at Anfield. All but one of the goals came before half-time as Origi and Xherdan Shaqiri, who replaced the rested Roberto Firmino and Mohamed Salah, put Liverpool 2-0 up inside 17 minutes. 
 
Michael Keane pulled a goal back for Everton before Origi got his second and Sadio Mane finished off a blistering counter-attack to make it 4-1. The scoring did not stop there as Richarlison cut the deficit once more, but Georginio Wijnaldum hammered the final nail in the Everton coffin as an eighth defeat in 11 league games sees the Toffees slip into the bottom three.

Jurgen Klopp insisted this fixture remained the “standout” one in Liverpool’s season despite the massive points difference between the sides at either end of the table. 
 
However, the German’s actions spoke louder than words as he could afford the luxury of leaving out Firmino and Salah at the beginning of a hectic month for the Reds in three competitions. 
 
Origi scored the 96th-minute winner when the sides met last season at Anfield and proved his worth with a calm finish to round Jordan Pickford and slot into an empty net after a sensational pass from Mane cut Everton open. Shaqiri was making his first start of the season, but also showed no signs of rustiness in front of goal by finishing off another Mane assist on his trusty left foot. 
 
– Brilliant Lovren ball – 
 
At the other end, Liverpool were without the suspended Alisson in goal and looked poor at the back all night as their long wait for a clean sheet at Anfield this season continued. Keane took advantage of a slip from Dejan Lovren to lift a delightful finish over Adrian to briefly breathe new life into Everton. 
 
That was extinguished on the half-hour mark as Lovren made amends with a brilliant ball over the top which Origi cushioned into his path before lobbing Pickford. Liverpool then struck again from an Everton corner as Trent Alexander-Arnold led the charge from one end of the field to the other before squaring for Mane to curl into the bottom corner. 
 
Under-fire Everton manager Marco Silva had made a substitution just 35 minutes in to try and turn the tide with Bernard replacing Djibril Sidibe and the Brazilian made an impact as from his cross the ball came off Richarlison’s shoulder to leave Adrian helpless. Mane finished fourth in the running for the Ballon d’Or on Monday behind Lionel Messi, teammate Virgil van Dijk and Cristiano Ronaldo and should have had a hat-trick to celebrate that achievement. 
 
The Senegalese somehow slotted wide with just Pickford to beat and then tried to round the England goalkeeper when put clean through and ran the ball too wide. But Wijnaldum did ensure that Liverpool got the fifth goal they deserved by firing into the far corner from Firmino’s cut-back with a minute to go.

A former governor of Imo State and Senator representing Imo West, Rochas Okorocha, has said vision, and not ethnicity, should determine the next President of Nigeria. 
 
He spoke against the background of Northern leaders insisting that the presidency remains in the North while some are saying power should shift to the South in 2023. 
 
Speaking with journalists in Abuja on Wednesday, Okorocha said ethnicity or religion should have no basis in politics as poverty knows no tribe or religion.

“I believe that power must be given to the person that has the vision irrespective of where he comes from because tribe cannot put food on the table of common man or guarantee security,” he said. 
 
The former governor, while admitting that the North had the population to determine who emerges as President, said there must be collective interest in moving the country forward, rather than sentiments. 
 
He added, “As you see the politics of today, everybody looks up to the North because it has the large chunk of votes to determine who becomes the President of Nigeria. 
 
“One good thing I know of the North, especially the Islamic world, is that a good Muslim is a man of conscience who believes in equity, justice and unity. 
 
“That is the only hope for anybody who wants to contest from the southern region. The North can say for the purpose of equity and not showing tribal and religious differences, that the North, having served as President, let somebody from the South be the President.” 
 
Okorocha stressed that other regions needed the support of the North if power must shift. 
 
“The Igbo alone cannot make themselves the President. The quicker they come together and start shoring up support from the North and other parts of the region, the better it is to realise the dream. 
 
“I know we shall come up to that point one day when who becomes the President would not be based on tribe or religion. For as long we keep promoting tribal and religious sentiments, we are not getting it right. 
 
“We need somebody who can move this country forward. What Nigeria needs now is that man who would emerge as President and continue with unity of Nigerians just as we see ourselves during football matches.”

The police in Katsina State have arrested one Aisha Abubakar, 38, for allegedly killing her stepdaughter by poisoning. 
 
This is contained in a statement signed by the command’s Public Relations Officer, SP Gambo Isah and made available to newsmen on Tuesday in Katsina. 
 
He said that the incident happened on Nov. 28 at Sabuwar-Unguwa quarters, Rimi Local Government Area of the state. 
 
Isah said that the suspect allegedly administered a poisonous food on a four-year-old girl, Aisha, who became unconscious after eating the food.

According to him, the victim was rushed to the hospital where she later died. 
 
He revealed that the suspect confessed to have committed the offence because of the hatred she had with the mother of the girl. 
 
The police spokesman said that the suspect would be charged to court after investigation to serve as deterrent to others. 
 
Isah also said that the police have succeeded in apprehending one Ibrahim Kasim, 22, of Makera, Funtua local government area for allegedly kidnapping his step sister. 
 
He said that the incident occurred on Nov.16 where the suspect conspired with his girlfriend, Murja and committed the offence. 
 
He said that the police immediately swung into action and arrested the principal suspect and rescued the six-year-ols victim, Asiya. 
 
He said that the suspect confessed to have made several phone calls with the father of the victim to demand for the payment of a ransom. 
 
Isah revealed that the suspect had also confessed to have organised the kidnapping and demanded N10 million as ransom. 
 
He said that the command was making efforts to arrest other members of the syndicate now at large.

The Economic and Financial Crimes Commission (EFCC) has arrested a former councillor of Ekiti Local Government Area of Kwara, Samuel Adeojo, over alleged car theft. 
 
Spokesperson of the commission, Mr Wilson Uwujaren, disclosed this in a statement in Abuja on Tuesday. 
 
Uwujaren alleged that Adeojo was fingered as the leader of a car theft syndicate notorious for stealing vehicles from car dealers through pretence as genuine buyers. 
 
“Until Adeojo’s arrest recently, the EFCC had been on his trail after series of petitions against his gang’s criminal activities were considered by the Commission’s Ibadan zonal office.

“No fewer than three cases of car theft have been established against the syndicate, with all the vehicles involved recovered and kept in the Commission’s custody in Ibadan,” he said. 
 
He stated that investigations carried out revealed that the gang deployed similar pattern of tricks to steal vehicles from their victims. 
 
The commission found that the suspect often pretended to be a medical doctor, adopting different names and different institutions as his place of work. 
 
Uwujaren said he did that just to appear responsible and create false sense of confidence to penetrate the victims. 
 
One of the many cases reported, according to Uwujaren, involved a Toyota Avensis wagon car in which Adeojo claimed to be one Dr Gboyega Omojola of the University College Hospital, Ibadan. 
 
“The case was reported to the EFCC, Ibadan office on March 23, by  one Tunde Adejuwon, an Ibadan-based car dealer. 
 
“According to the petitioner, ‘Dr Omojola’ had come in company of one Babatunde  Oni, his supposed driver, to his stand to negotiate for the car. 
 
“He later agreed to pay N2 million for it. 
 
“After the agreement, ‘Dr. Omojola’ issued a N2m Skye Bank Cheque ostensibly in favour of the dealer and ordered his ‘driver’ to pay it into his Zenith Bank account at Bodija, Ibadan. 
 
“Oni later came with a copy of the Zenith bank deposit teller, depicting ‘payment’ of the agreed sum into the dealer’s account, ” he said. 
 
He, however, stated that it was later discovered that the payment was not approved as the payer used a cloned cheque for the transaction. 
 
“Unfortunately, the decline did not come until after the gang had eloped with the vehicle.” 
 
The EFCC spokesperson also alleged that a similar scenario also played out in a petition by one Mr. Amos Oloja, also an Ibadan-based car dealer. 
 
He explained that Oloja alleged that the duo drove to his car stand in an Honda CRV to price a Toyota Sienna car and agreed to pay N2.2 million. 
 
“This time, Adeojo claimed to be Dr Odumodu, also of UCH, Ibadan, while Oni, his ‘driver’ gave his name as Kayode. 
 
“’Dr Odumodu’ (the suspect), issued a Standard Chartered Bank cheque for the payment of the sum and directed his ‘driver’ to go with the dealer to perfect the payment. 
 
“Unfortunately, the cheque could not be confirmed as the account rather carried the name of Akinjide Sefiu Odusanya. 
 
“On hearing the news, Adeojo pretended to be surprised. He left with the SUV with the promise to bring another cheque to offset the car cost and  Oni was left behind. 
 
“Although, he (Oni) had pretended to be sick all the while, he took advantage of the time the dealer went to return a borrowed battery to his colleague, to strike. 
 
“Before the dealer’s return, Oni made away with the negotiated Avensis car, ” he added. 
 
Uwujaren said that the two were also linked with another car theft matter involving a Toyota Matrix car somewhere in Iwo, Osun State. 
 
He said Oni was currently in the Agodi Correctional Centre, following a court order, when he was recently arraigned over one of the incidents. 
 
He said that Adeojo would soon  be charge to court.
