Osinbajo signs three bills into law

Acting President Yemi Osinbajo has signed three Bills transmitted by the National Assembly into law.

According to a statement by the Senior Special Assistant on Media and publicity, Laolu Akande, the new Acts are the Federal Capital Territory Civil Service Commission (Establishment) Act, 2018; the Forestry Research Institute of Nigeria (Establishment) Act, 2018; and the Federal School of Medical Laboratory Technology (Science) Jos (Establishment) Act, 2018. 
 
“The Federal Capital Territory Civil Service Commission (Establishment) Act, 2018 provides the framework, as envisaged by Section 303 of the Constitution, for the administration of the Civil Service of the Federal Capital Territory (FCT). 
 
“The Commission established under the Act will, without prejudice to the powers of the President, be responsible for the appointment and disciplinary control of staff in the Civil Service of the FCT. 
 
“The Forestry Research Institute of Nigeria (Establishment) Act, 2018 establishes the Forestry Research Institute of Nigeria for forestry research, education and training. The Institute, with its Headquarters in Ibadan, will have outstations and colleges in each of the six geo-political zones of the Federation. 
 
“The institute will, among others, conduct research into the development of agro-forestry systems for the integration of forest trees of economic importance into farming systems; ecology of pests and diseases and their control; and the control of desertification, soil erosion and deforestation. 
 
“The Federal School of Medical Laboratory Technology (Science) Jos (Establishment) Act, 2018 establishes the School of Medical Laboratory Technology (Science) Jos, a diploma and certificate-awarding Institute, for training and research in Medical Laboratory Science and other related fields.” he stated

Chelsea secured their second straight win of the season and sentenced Arsenal to a second defeat with a 3-2 win in a Stamford Bridge thriller that had seen Arsenal fight back from two goals down to level.

The Blues pressed Arsenal from the start, Pedro whipping an effort over and Jorginho chipping a pass just too far in front of the roaming Ross Barkley. 
 
But after Mesut Ozil had steered across goal for Arsenal, Maurizio Sarri's side were rewarded for their enterprise as Jorginho played the ball down the left for Marcos Alonso, whose cross set up the unmarked Pedro to sidefoot past Petr Cech with nine minutes gone. 
 
Barkley was close to doubling the advantage within minutes with Arsenal all over the place, his shot from the edge of the area dipping over, and then Willian almost found Pedro inside the box before Cech claimed. 
 
Pierre-Emerick Aubamayang tried to hit back but his low shot posed no real problems for new keeper Kepa, and with 19 minutes gone the same player blazed horribly over the bar after Hector Bellerin had set him up. 
 
Less than a minute later, the striker was made to pay as his side went 2-0 down, Alvaro Morata latching on to a long pass and outwitting Shkodran Mustafi before rolling beyond Cech. 
 
Only a Mustafi interception prevented Willian from putting Morata through again with Arsenal rocking, and Granit Xhaka went into the book for a late challenge on Pedro. 
 
Shortly after the half hour, another chance came and went for Arsenal when Henrikh Mkhitaryan but he could only replicate Aubamayang's wayward finish from a similar position. 
 
Wilian's cross set up N'Golo Kante, whose strike crashed off a defender, but Arsenal pulled one back against the run of play 10 minutes before the break when Mkhitaryan smashed a low strike past Kepa. 
 
Within seconds, Morata almost restored the two-goal margin when Cech tipped his shot over the bar -- but four minutes before the break Arsenal made it 2-2. 
 
The goal came when Bellerin and Mkhitaryan combined down the right and the latter's low cross was steered powerfully home by Alex Iwobi. 
 
Matteo Guendouzi's low strike was held by Kepa as Arsenal sought to go into the break with an improbable lead, and then Aubameyang sent a shot narrowly wide of the near post and Iwobi steered Mkhitaryan's cross over. 
 
Arsenal boss Unai Emery made a change at half-time, bringing Lucas Torreira for Granit Xhaka, and his side started the second period on the front foot, Aubameyang's low cross just eluding Ozil. 
 
After 52 minutes, the Gunners put themselves in trouble when Pedro dispossessed Mustafi and found Kante, whose shot was blocked by Papastathopoulos with Chelsea claiming handball, before Cech stopped Barkley's low shot. 
 
Barkley and Hazard made way for Eden Hazard and Mateo Kovacic on the hour as Sarri tried to put his side back on top, and Jorginho had a deflected strike held by Cech. 
 
Emery made another change, bringing Aaron Ramsey on for the below-par Ozil, with Chelsea threatening again as Hazard's fine run ended in a low cross that eluded his teammates. 
 
A Torreira foul on Kovacic gave Chelsea a free kick in a dangerous position, but Cech punched away David Luiz's delivery before both managers made a change, Alexandre Lacazette coming on for Iwobi for Arsenal and Olivier Giroud replacing Morata for Chelsea. 
 
Ramsey's strike from distance was fumbled but then held by Kepa before Mustafi was booked for a foul on Hazard -- but it was Chelsea who scored the all-important fifth goal with 10 minutes remaining as Hazard's low cross was swept home by Alonso. 
 
Hazard almost put the points beyond doubt when he waltzed through after a lovely move but was denied by Cech, with the Gunners keeper then stopping a powerful Giroud strike, but Ramsey nearly snatched a point with an injury-time effort that flew just over.

A prominent member of the Parliamentary Support Group, a body of the All Progressives Congress members in the National Assembly loyal to President Muhammadu Buhari, Senator Ovie Omo-Agege, has said the APC Caucus is insisting on the reconvening of the National Assembly.

Omo-Agege also pointed out that the APC caucus was also against the alleged proposal for a joint session of the Senate and House of Representatives whenever Saraki and Dogara reconvene the National Assembly. 
 
The lawmaker, while speaking to one of our correspondents, insisted that Saraki must not remain Senate President after his defection from the APC to the Peoples Democratic Party. 
 
APC senators had met with the National Chairman of the ruling party, Adams Oshiomhole, during the week on the matter. 
 
Omo-Agege said, “We have the information that they want to reconvene a joint session and that is completely unacceptable to us. Of course, we won’t accept it. The Senate itself has to be reconvened for this purpose. The reason (for postponing the planned recall on Tuesday) is that he knows that we have the numbers now – and indeed we have the numbers now – to remove him. Any opportunity that we have right now, we will get rid of him. 
 
“They have no choice, they have to (reconvene). They are just postponing the evil day. The credibility of the 2019 elections is at stake and it would be a jeopardy if because of Saraki’s selfish interests he refuses to reconvene the Senate towards approving this budget. Saraki must understand that the national interest ought to supersede his personal and selfish interest. He cannot tie down the fate of the entire country just because he wants to hang on a position that we are determined to remove him from. 
 
“We as a caucus are very resolute to remove him and at the slightest opportunity he gives to us, he is gone. We have said that he ought to do the honourable thing, the right thing by stepping down, otherwise he would be humiliated. We have the numbers and we are going to remove him.”

Saraki, in his response through his Special Adviser on Media and Publicity, Yusuph Olaniyonu, dismissed the humiliation threat, alleging that those calling for his resignation and impeachment were the threats to Nigeria’s democracy. 
 
 
He said, “We maintain our position that these are dwellers in the gutter and we won’t allow them to drag us into it. No, we won’t allow them to drag us into the gutter. There are some of them who actually should be in jail now because of their conducts. It is because they have state protection that they are not in jail.’’

The United Nations is mourning the death of former Secretary-General Kofi Annan, who passed away peacefully after a short illness, according to a statement published on his official Twitter account on Saturday.

The current UN Secretary-General Antonio Guterres paid glowing tributes to the former Secretary-General, who headed the intergovernmental organisation from 1997 to 2006. 
 
The renowned Ghanaian diplomat was 80 years old. 
 
His foundation announced his death on Saturday and the late UN scribe reportedly died in hospital in Bern, Switzerland, in the early hours of Saturday. 
 
Guterres hailed Annan as “a guiding force for good” and a “proud son of Africa who became a global champion for peace and all humanity.” 
 
“Like so many, I was proud to call Kofi Annan a good friend and mentor. 
 
“I was deeply honoured by his trust in selecting me to serve as UN High Commissioner for Refugees under his leadership. 
 
“He remained someone I could always turn to for counsel and wisdom – and I know I was not alone,” Guterres said in a statement. 
 
Annan was the seventh Secretary-General of the United Nations, after Egyptian diplomat, Boutrous Boutrous-Ghali exit in December 1996. 
 
The UN chief said: “He provided people everywhere with a space for dialogue, a place for problem-solving and a path to a better world. 
 
“In these turbulent and trying times, he never stopped working to give life to the values of the United Nations Charter. His legacy will remain a true inspiration for all us.” 
 
Kofi Annan was born in Kamasi, Ghana, on April 8, 1938. 
 
He joined the UN system in 1962 as an administrative and budget officer with the World Health Organisation in Geneva, rising through the ranks to hold senior-level posts in areas such as budget and finance, and peacekeeping. 
 
He served as UN Secretary-General for two consecutive five-year terms, beginning in January 1997.

President Muhammadu Buhari has commiserated with the government and people of Ghana over the passing of former United Nations Secretary General, Kofi Annan, in the early hours of Saturday.

A statement released on the verified Twitter handle Presidency Nigeria @NGRPresident, noted that President Buhari called Ghanaian President Nana Akufo-Addo from London, telling him that all Nigerians and ECOWAS member countries share in the deep loss, considering the strategic influence of the former scribe in global affairs and his vision for the repositioning of West Africa especially, and Africa in general. 
 
“As the first staff of the UN elected to lead the organisation and an African winner, in 2001, of the Nobel Peace Prize — jointly with the United Nations — the President noted that Annan’s humility, nobility and love for humanity set him apart for global greatness, achieving recognition and commendation for the reform of the United Nations’ bureaucracy and multiple interventions to bring peace to the world,” the statement said. 
 
“President Buhari said Annan’s origin and home will always be traced to Ghana, but his exceptional leadership roles, humanitarian spirit and contributions to global peace and development will remain indelible in the history of the entire world, especially the efforts to combat HIV/AIDS in Africa and the launch of the UN Global Compact,” the statement concluded.

World’s Football governing body, FIFA has turned down a proposed visit by a Nigerian delegation, led by the Minister for Sports, Solomon Dalung in a bid to discuss the ongoing leadership tussle rocking the Nigeria Football Federation (NFF).

Nigeria are facing a race against time to avoid a worldwide ban from football after FIFA gave Nigeria until Monday, August 20, 2018 to handover the administration and offices of the Football Federation to Amaju Pinnick and his Secretary, Mohammed Sanusi. 
 
In a bid to circumvent FIFA’s judgment, Dalung wrote to FIFA on Wednesday, August 15, through the office of the Nigerian Ambassador to Switzerland, seeking to meet with the FIFA President Gianni Infantino alongside members of his reconciliatory committee and Chris Giwa, head of the other faction. 
 
In a swift reply to Dalung’s request, Secretary General Fatma Samoura rejected the idea while reiterating the stance of the Bureau Council of FIFA to ban Nigeria on Monday if they fail to do as requested. 
 
“While we are aware of the seriousness and urgency of the matter, we regret to inform you that we are not in a position to respond favourably to your request for an appointment with the FIFA Ieadership. In fact, the FIFA President is indisposed during the proposed period,” stated FIFA in their response. 
 
Those on Dalung’s proposed delegation to Zurich include; Permanent Secretary in the Ministry of Youth and Sports Olusade Adesola, former NFA Chairmen, Ibrahim Galadima and Anthony Kodjo Williams, former NFF Secretary General Bolaji Ojo Oba, Amaju Pinnick, Mohammed Sanusi and Chris Giwa. 
 
“Moreover, we would like to recall that one member of the proposed delegation, Mr Chris Giwa, is currently under a worldwide ban, in accordance with the decision of the FIFA DiscipIinary Committee dated 10 January 2017 to extend the five—year ban from taking part in any kind of football-related activity imposed by the Nigeria Football Federation’s (NFF) Disciplinary Committee on 12 May 2016,” added FIFA. 
 
The governing body also reminded the Minister that the only channel with which it relates to its member bodies is through the legitimate Football Federation and advised him not to use other means in the future. 
 
“We would Iike to emphasise that we normally communicate with and through our member associations, in this case the NFF under its legitimate President Amaju Melvin Pinnick. 
 
“Consequently, we would be grateful to have any future correspondence be routed through the NFF directly,” said FIFA. 
 
The Nigerian government have been making efforts to ensure that Nigeria escapes the FIFA hammer and the Acting-President, Yemi Osinbajo has held meetings with the NFF President Pinnick and with the rival Chris Giwa on resolving the impasse. It remains to be seen to what effect or reason the Minister’s latest move is hinged on.</div>

The Independent National Electoral Commission (INEC) says it will not postpone the 2019 general elections because of the delay in the passage of its budget.

He said that there was no provision under the law for postponement of elections. 
 
“I have said this over and over again; there are no conditions under which elections should be postponed, under section 26 of the Electoral Act. 
 
“The date is formed and fixed, February 16, 2019; we issued the timetable way in advance; for the very first time in the history of our nation, citizens of Nigeria know when elections will take place one year in advance. It has never happened before. 
 
“Secondly, for the very first time in the history of our country, citizens know the budget of the electoral commission; citizens know line by line how much the commission proposed; what the money is going to be spent on. 
 
“ I think I am very happy with this process.’’ 
 
He said that as provided in the constitution, INEC had, since April 27, 2017, been registering voters consistently in response to appeal by Nigerians. 
 
Yakubu said that INEC had created more centres for the registration but finally decided that it should suspend the process as provided for by the law, six months to the elections. 
 
He said however that in response to appeal by Nigerians, again, INEC extended the exercise to the end of August. 
 
“As at Saturday last week- Aug. 11- we have registered 12.1 million citizens; this will eventually be added to the 70 million voters that are already registered for the 2019 general elections. 
 
“We have voters register of over 80 million citizens. 
 
“Let me make this very important clarification; the registration is going to take place between 9am in the morning and 5pm daily including weekends but excluding the public holiday. You know Tuesday and Wednesday next week have been declared public holiday. 
 
“The second important clarification that I should make is that the end of the continuous voters’ registration is Aug. 31 but that does not mean the end of the collection of Permanent Voter Cards (PVCs). 
 
“Collection of PVCs will continue until at least one week to the general election in February 2019,’’ he said. 
 
The INEC boss said he was not worried that the virement for the conduct of 2019 election was still before the National Assembly as he remained optimistic. 
 
He said he had made the clarifications that the National Assembly asked for; adding the two committees on INEC expressed satisfaction on his clarifications. 
 
He said he looked forward to hearing what the National Assembly would say. 
 
Yakubu said that Nigerians needed to know that what the commission requested for was N189.2 billion which the executive proposed to the National Assembly. 
 
According to him, there are no discrepancies in the figures. 
 
He said he was in the Presidential villa to fine-tune modalities on how Nigeria would help Guinea-Bissau in its forthcoming elections as the country had requested Nigeria’s assistance.</div>

The 66th annual convention of the Redeemed Christian Church of God (RCCG) which promised great manifestations of God’s power and grace upon the lives of participants may have ended but the reverberations will linger for yet a while.

The convention, which began on Thursday, August 2, with a Ministers Conference, formally started on Monday, August 6 and ran till Sunday, August 12 with the ordination of 1,603 full pastors and 50 honorary elders. The theme of the event that attracted unprecedented number of participants from across the globe was: “Dominion.” 
 
Besides the numerous spectacular testimonies that attended the programme, one of the high points of the annual convention was the gathering of traditional rulers from across the country for an unusual fellowship with the General Overseer of the Redeemed Christian Church of God (RCCG) Pastor Enoch Adeboye on Saturday morning where he charged them to unite and speak against the ills in the society. 
 
Speaking at the special fellowship with the royal fathers at the prayer foyer of the three-Kilometre-by-three-Kilometre auditorium in the Simawa area of Ogun State, Adeboye lamented that Nigerian politicians have eroded the authority of the royal fathers, wondering why the royal fathers no longer have a voice when there was a House of Chiefs. 
 
According to him, before the white men came, the royal fathers owned the land. “Don’t let the people tell me that we don’t know how to rule, because the royal fathers ruled our people before the white men arrived our shores,” he argued, saying that any form of government that wants to rule and leave out the royal fathers is completely unacceptable. 
 
Stressing that he is not a politician and neither is he an activist, but the truth must be told, the General Overseer blamed the traditional rulers themselves who didn’t protest the removal of the House of Chiefs from the nation’s statutes. 
 
“There was a House of Chiefs; but it’s not there anymore and we didn’t say a word,” he stated, noting that whatever you allow on earth will be allowed in heaven, and whatever you disallow on earth will be disallowed in heaven. 
 
“I think we have allowed too many things we should not have allowed,” Adeboye stated, adding however, that it’s gratifying that the politicians would soon be knocking on the royal door, campaigning for votes even as they have already been speaking of restructuring.   I believe it’s time we should say a word or two. They will soon be coming to you to solicit for endorsement or support.” 
 
Drawing inspiration from Bible accounts of Daniel and David, he stated: “We can tell politicians this is what we want and this is what must be done. Let us unite and come together as one. 
 
“You have your domain, I have mine. Let us come together and speak with one voice, they will listen and very soon, the royal fathers will have all their glory restored to them,” he maintained. 
 
He lamented that traditional rulers cannot leave their domains without permission of their local government chairman, describing it as “absurd and wrong,” noting that politicians come to the royal fathers, prostrate and promise them heaven and earth when soliciting their support but once they get the power, they start to dribble them. 
 
“I am not a politician, nor am I an activist. I am a pastor but issues like this must be addressed and am happy that the politicians are talking about restructuring and issues like this should be looked into so that the royal fathers will take their rightful positions in the scheme of things in Nigeria,” he added. 
 
Assuring the royal fathers that God rules in the affairs of men and gives dominion to whomsoever He pleases, Adeboye said: “You are royal highnesses not by accident but it is God’s doing. Then give Him His place in your palace. 
 
“Please do not submit to forces that want to share your throne with you. God will take care of you. You must not allow any high priest to have dominion over your throne or businessmen to dictate how you run your throne,” he counseled, assuring them of God’s protection and providence for all his faithful children. 
 
Another soothing highpoint of the convention was Pastor Adeboye’s prophecy that a ‘Significant “Goliath” would fall,’ this year, and assured Nigerians that the unending orgy of killings of innocent citizens in parts of the country would soon end. 
 
Addressing a large crowd of worshippers at the Holy Communion service of the convention, Adeboye said God would establish His enduring peace in the nation. “My Daddy will silence all violent situations in the country,” he said, stressing that all the current killings in parts of the country will soon come to an end. 
 
Rounding up his prayers at the end of a holy communion service also known as Last Supper, he urged participants to use the Dominion, they have received to work for all round peace not just for the nation, but for generations yet unborn. 
 
The ordination of the full pastors and Elders by Pastor Adeboye, brought the number of ordained ministers during this year’s convention to 16,300.  Pastor Adeboye also announced that 110 babies were delivered during the convention. 
 
The convention which was preceded by a 4-day Ministers conference featured prayers for the peace of the nation, deliverance service, a Welcome Service with the teens and the youth making spectacular presentations, special seminars, group seminars, Melody Hour, Service of songs, Children and Youth Hour, the ordination of ministers, while another set of students from their mission’s Bible College and Mission School graduated. 
 
A Pentecostal preacher from Thailand which is predominantly Buddhist, was overwhelmed by the unprecedented crowd of worshippers that he had to appeal to the leadership of the Nigerian church to always remember Thailand and its neighbours—Myanmar, Laos, Cambodia and Vietnam—in their prayers. According to the man of God who was visiting Nigeria for the first time, “I have never seen this kind of crowd in a single place to proclaim the name of Jesus Christ. Please remember Indo-China or South East Asia in your prayers so that one day the over 259 million population of the area will belong to Jesus like you people in Nigeria.” 
 
Pastor Adeboye openly acknowledged that this year’s convention was spectacular, saying: “You can see the large crowd of people at the Old Auditorium. And you can see that the New Auditorium which is three kilometres by three kilometre, is also filled to capacity.” 
 
The Friday service was attended by the Acting President, Prof. Yemi Osinbajo, Governors Akinwunmi Ambode of Lagos and Udom Emmanuel of Akwa Ibom and their spouses as well as the Chief of Defence Staff, Gen. Gabriel Olonisakin and traditional rulers from across the country. 
 
Announcing that the church now has presence in 197 nations of the world, Pastor Adeboye hinted that it would soon establish a Wall of Fame in honour of all those pioneer pastors who had taken the church to foreign nations. 
 
The founder of the church, Rev. Josiah Akindayomi and 196 others were appreciated for their efforts in planting RCCG in 197 countries of the world. One of the family members of late Akindayomi was decorated on behalf of the founder of the church. 
 
Appreciating the pioneers, Pastor Adeboye described them as heroes of the church, stating that the church now has 16 parishes in Libya.  In his words: “We want to celebrate our pioneers, we will establish a wall of honour for those who pioneered churches in foreign land.” 
 
Some of the places where RCCG now has parishes include, Libya, Sudan, Afghanistan, Cambodia, UAE, India, Samoa, Nicaragua, United Kingdom, and United States of America. 
 
He maintained that preparations for next year’s convention with the theme “And God said,” have begun.</div>

Some buyers of ram in the Federal Capital Territory are groaning about the “high prices’’ of the sacrificial animal in major markets as the Eid-el-Kabir celebration draws nearer.

The Eid-el-Kabir is an annual Islamic festival of ram sacrifice practiced by Muslims globally. 
 
A NAN correspondent who visited the Deidei livestock market and Dutse market, respectively, reports that the prices of small, average and big rams at both markets ranged between N35,000, N60,000 and N100,000. 
 
NAN reports that some of the buyers expressed dissatisfaction with the high cost of the rams in the markets. 
 
At Dei-dei market, a buyer, who identified himself as Malam Isah Nanono, attributed the situation to the prevailing economic challenges in the country. 
 
Nanono told NAN that he came to purchase a big ram but ended up with a small one because he couldn’t afford his choice due to its high price. 
 
“The one I ended up buying cost me N35,000, while the medium size I wanted to buy went for a negotiable price of N60,000. 
 
“I have visited many ram markets around town but couldn’t buy any because of the high cost, that is why I came here hoping it would be better. 
 
“Many buyers came here and couldn’t afford the rams and they went home disappointed. 
 
“I am appealing to the government to look into the problem or else many Muslims will not be able to afford rams during this Eid-el-Kabir and more to come,” he said. 
 
Another prospective buyer, Mr Rilwanu Isa, said that he could not believe what he was asked to pay for an average sized ram. 
 
According to him, Allah does not put a burden on anyone who couldn’t afford the sacrifice. 
 
He said: “I could not buy and I just had to go back and from all indications, it will be higher in the few days remaining for the festival. 
 
“If Allah permits me to buy, I will come and buy but people must know that Allah has not put a burden on any Muslim who cannot afford a ram. 
 
“If you can afford, good, buy it, and if you can’t, then leave it. It is not a luxury, it is for sacrifice.” 
 
Isa noted that although the traders have their reasons for the high prices, they should also put into consideration the purchasing power of an average income earner, while emphasising that people are only trying to fulfil their religious obligations. 
 
However, Malam Ibrahim Liman, who sells ram at Deidei market, attributed insurgency and high cost of living in the country as some of the major causes for the rise in cost. 
 
He explained that some of them in the business from the north-east have lost their animals to the insurgency and have been forced to import from Niger Republic and Chad, just to remain in the business. 
 
“Bringing rams from these countries can be very expensive, plus one has to transport them to other states, Abuja inclusive. 
 
“I arrived here with some of my boys with the commodity since about a week now, with over 200 rams yet we could only sell a few, not up to 50. 
 
“Buyers come, bargain prices and go without buying because they are also complaining that there is no money in the country, everything in the market has increased in price, not just ram. 
 
“It is not our fault, we did not buy them cheap too and even the ones we reared ourselves are expensive because it is not easy to feed and rear animals for two or more years, it costs money,” he said. 
 
NAN also reports that the Federal Government had declared August 21st and 22nd as public holidays to mark the festival.</div>

The Acting President, Yemi Osinbajo, on Friday described the collapse of a four-storey building in Jabi/Utako area of Abuja, as very unfortunate.

According to a statement by his Senior Special Assistant on Media and Publicity, Mr. Laolu Akande, the Acting President spoke when he visited the scene of the collapse. 
 
Osinbajo was quoted as assuring Nigerians that all relevant public agencies are on ground to ensure rescue operations were effectively carried out. 
 
Osinbajo commiserated with relatives of those who may have died and those injured. 
 
He also expressed the hope that those who might still be trapped under the building would be rescued. 
 
He said, “First, I want to say the collapse of this building is a very unfortunate incident. As you know, it was a building under construction. It appears to have collapsed a few hours ago. 
 
“I think that the most important thing at the moment is that we have all of the relief, safety and emergency management agencies all here. NEMA is here, the FCT authorities are here, the Hon. Minister himself is here, the executive government is here. 
 
“So, the whole process of ensuring that those who may be trapped under this collapsed building are rescued is well underway. As you can see, all of the emergency equipment, help movers and the equipment that are required, are here. 
 
“There is enough for us to expect that they should at least be able to rescue anyone who may still be trapped in this building. I am quite satisfied so far with the level of the activities to ensure that this very unfortunate incident is not made worse by any loss of lives.” 
 
The Acting President was accompanied to the site by the Minister of the Federal Capital Territory, Muhammad Bello; and the Secretary to the Government of the Federation, Mr. Boss Mustapha.

The Owerri and Akure zonal chapters of the Academic Staff Union of Universities have berated the neglect of the Ladoke Akintola University of Technology, Ogbomoso by the Oyo State Governor, Senator Abiola Ajimobi and his Osun State counterpart, Mr. Rauf Aregbesola.

According to them, the two governors do not mean well for the university. 
 
The leaders of the two chapters spoke separately at press conferences held in Akure and Awka on Friday. 
 
The Zonal Coordinator, ASUU, Akure, Prof. Alex Odili, said lecturers and other categories of workers at the university were being owed 10 months salaries apart from other entitlements, calling on stakeholders to call on the governors to be alive to their responsibilities. 
 
The LAUTECH was established in the old Oyo State, shortly before the creation of Osun State out of the old Oyo State. 
 
The governments of the two states have agreed to run it jointly but the joint ownership has been affecting the funding of the university. 
 
Odili said the governors of the two states were “killing the university by their actions and inactions”, adding that history would not be kind to them if they allowed the university to go under. 
 
The union leader said it was unfortunate that the two governors reached some agreements with ASUU but had decided not to honour them. 
 
This, he said, was capable of destroying the university which he said was a joint heritage of the two states. 
 
He called for the immediate release of the report of the visitation panel constituted by visitors to the university. 
 
Odili said, “We are here today on the challenges facing LAUTECH. The neglect of  the university by Oyo and Osun states has created problem for ASUU. The students who are the future of tomorrow are negatively affected by the non-payment of salaries and allowance. 
 
“There is decay in the infrastructure in the institution. The terms of agreement in the Memorandum of Understanding signed by the two owner states have not been fulfilled. You cannot use internally generated revenue alone to run the university. Ten months salaries and allowances have not been paid and efforts made to get the governors attention have not yielded results.” 
 
The Owerri zonal chapter of ASUU also warned that the shabby treatment of its members at LAUTECH might provoke a nationwide strike in Nigerian universities any moment soon.</div>

A prominent member of the Parliamentary Support Group, a body of the All Progressives Congress members in the National Assembly loyal to President Muhammadu Buhari, Senator Ovie Omo-Agege, has said the APC Caucus is insisting on the reconvening of the National Assembly.

Omo-Agege also pointed out that the APC caucus was also against the alleged proposal for a joint session of the Senate and House of Representatives whenever Saraki and Dogara reconvene the National Assembly. 
 
The lawmaker, while speaking to one of our correspondents, insisted that Saraki must not remain Senate President after his defection from the APC to the Peoples Democratic Party. 
 
APC senators had met with the National Chairman of the ruling party, Adams Oshiomhole, during the week on the matter. 
 
Omo-Agege said, “We have the information that they want to reconvene a joint session and that is completely unacceptable to us. Of course, we won’t accept it. The Senate itself has to be reconvened for this purpose. The reason (for postponing the planned recall on Tuesday) is that he knows that we have the numbers now – and indeed we have the numbers now – to remove him. Any opportunity that we have right now, we will get rid of him. 
 
“They have no choice, they have to (reconvene). They are just postponing the evil day. The credibility of the 2019 elections is at stake and it would be a jeopardy if because of Saraki’s selfish interests he refuses to reconvene the Senate towards approving this budget. Saraki must understand that the national interest ought to supersede his personal and selfish interest. He cannot tie down the fate of the entire country just because he wants to hang on a position that we are determined to remove him from. 
 
“We as a caucus are very resolute to remove him and at the slightest opportunity he gives to us, he is gone. We have said that he ought to do the honourable thing, the right thing by stepping down, otherwise he would be humiliated. We have the numbers and we are going to remove him.” 
 
Saraki, in his response through his Special Adviser on Media and Publicity, Yusuph Olaniyonu, dismissed the humiliation threat, alleging that those calling for his resignation and impeachment were the threats to Nigeria’s democracy. 
 
He said, “We maintain our position that these are dwellers in the gutter and we won’t allow them to drag us into it. No, we won’t allow them to drag us into the gutter. There are some of them who actually should be in jail now because of their conducts. It is because they have state protection that they are not in jail.’’</div>

The All Progressives Congress has demanded the immediate reconvening of the National Assembly to consider the 2019 Election Budget of  the Independent National Electoral Commission.

The APC also said contrary to claims by the Peoples Democratic Party, the Electoral Amendment Bill passed by the National Assembly was alive and awaiting President Muhammadu Buhari’s assent. 
 
This was contained in a statement signed by the APC National Publicity Secretary, Yekini Nabena, in Abuja, on Friday. 
 
According to the statement,  the PDP’s attempt to hide under the yet-to-be assented Electoral Act Amendment bill is an attempt to draw attention away from “the treasonable actions of the Senate President, Dr. Bukola Saraki who has refused to convene the National Assembly to consider at plenary the crucial 2019 Election Budget of the Independent National Electoral Commission.” 
 
Nabena said “Electoral Amendment Bill passed by the National Assembly is alive and awaiting assent. However, assent to bills in all democratic governments reflects the prudence and discretion of the president in balancing the powers of key constitutional bodies and understanding the concerns of the executive.” 
 
Your resort to blackmail over NASS reconvening won’t work, PDP tells Oshiomhole 
 
The PDP, in its response, told the APC that its alleged resort to blackmail and twisting of facts would not work over the impasse at the NASS. 
 
The party said Nigerians were already aware of how the APC had allegedly been frustrating the NASS by creating hitches, illegal impeachment processes, physical blockage of the NASS access and besieging of the official residence of Senate President and his deputy, Senators Bukola Saraki and Ike Ekweremadu respectively. 
 
The National Publicity Secretary of the PDP, Mr. Kola Ologbondiyan, stated this in a statement released in Abuja on Friday. 
 
He said, “We are not amazed that the APC, in its characteristic shambolic denials, will turn around to point accusing fingers at our repositioned party and members for the situation in NASS, when the echoes of their open threats, tantrums, verbosity and loquaciousness against our legislators are yet to evaporate from the public space. 
 
“The APC is pretending not to remember that the Buhari Presidency deliberately kept the Independent National Electoral Commission budget submitted to it since February till July when it presented it to the National Assembly and curiously demanded that the fund be vired from the constituency project fund of lawmakers.”</div>

Popular singer, Yinka Ayefele, is in the news again and this time it is because his property which is estimated at over N800m is on the verge of being demolished by the Oyo State government. 
 
The notice which was addressed to Ayefele read, “Having failed to comply with the earlier stop work/quit/ contravention notice (s) served on your development or as your structure is found to be structurally defective/poses danger or constitutes a nuisance to the occupier or the general public, you are hereby ordered to vacate the site and remove the structure thereon within three days, failure of which the government shall effect the removal and commence legal action against you in accordance with Section 43 of the law.”

Speaking to journalists through his publicist, David Ajiboye; Ayefele said that the demolition of the edifice which houses his radio station and music studio is politically motivated. 
 
“We don’t see it as a threat; instead we see it as a challenge because the planned demolition of the music house is politically motivated. When the governor visited the studio in 2016, he said people told him to demolish the building because Ayefele was not in his camp. The building was approved in June 2008 as a business premise; that is over 10 years ago,” he said. 
 
Ajiboye quoted verbatim the statement made by Ajimobi when he visited the studio in October 2016. 
 
“I want to use this opportunity to thank God for the ability to be here because when we contested the first time and won, a lot of people came to meet me to destroy the music house because Ayefele is not for us and he is always using songs to insult us. But I didn’t see any reason why I should demolish it because I felt if Ayefele is not for us now, he may be for us later. I am happy today that Ayefele is beside me now and I pray that the business will keep flourishing and this is the best studio I have seen in Oyo State.” 
 
Ajiboye further said that the organisation passed all required tests to erect the building on its current site and wondered why the government wants to demolish the structure. 
 
“We have the deed of assignment which is the equivalent of a Certificate of Occupancy. We have a copy of the approved building plan dated June 6, 2008. In October 2012, the governor said he was going to demolish the building to pave way for the dualisation of the four lanes. The engineers came and they demolished a part of the fence, not the building. 
 
“Until six weeks ago, we got letters from the government agencies in Oyo State telling us that they want to evaluate the building. We asked them to come; they came on June 26, 2018. They titled the letter, ‘Re: Emergency request of proof of planning from Bureau of Physical Planning’.” They claimed we didn’t get approval for the radio tower permission00 the mast that was erected in the building. 
 
“Their final recommendation was that since the developer had deviated from the approved building plan, it automatically meant that the building is not covered with an approval any longer. 
 
During the week, the commissioner issued a press release claiming that they got series of petitions from people that stated that in the last nine months, accidents have occurred on this road and it is as a result of the presence of the music house; but that is a lie.” 
 
Ajiboye further revealed that Ayefele’s company is not worried over the development and is not prepared to beg the government. 
 
He said, “We are not losing sleep over this incident. It is beyond Ayefele now and we are not prepared to plead with them. If they want to come and demolish the building, they should come but we are not occupying the place illegally. What was the government looking at since for over 10 years? This government has been in power for seven years. 
 
“We are expecting them; they said they will come in the midnight. The truth of the matter is that they think we will come to them to worship them but we have not offended them. If they knew the building was not properly situated, why have they been collecting premises permit from us monthly? Why have they been taking tenement rate from us monthly? They brought a letter for us to pay for entertainment, canteen fee. The governor has visited and he praised Fresh FM. Most of the governorship aspirants in APC have visited us and we featured them on the air for free.” 
 
Ajiboye lamented that if the government destroyed the building, it would mean that it had no respect for the rule of law. 
 
“If they demolish the Music House, it means they don’t have respect for the rule of law. The commissioner for information had told us to change some of our analysts because they are too harsh on the government but that is against the ethics of our profession in this radio station. The commissioner for information and culture said this about two months ago before all these started; so we were not shocked when the commissioner started making this move against us. We were ready for the attack but we didn’t know the angle they would hit us from,” he said.

Barring any last minute changes, President Muhammadu Buhari would return from his 10-day working vacation in London, United Kingdom today. The President left Nigeria two weeks ago after transmitting a letter to the National Assembly, NASS, to inform them of his vacation.

He also transferred power to the Vice President, Prof Yemi Osinbajo. Senior Special Assistant to the President on Media and Publicity, Malam Garba Shehu, yesterday, confirmed that the President would return today. 
 
It was gathered that the President may leave for his Daura country home either tomorrow or Monday to observe the Sallah festival. It was gathered that some of the domestic staff of the President including cooks and advance party had started going to Daura. 
 
It has been the tradition of the President to observe Sallah with his kith and kin in Daura yearly. The President’s Special Adviser on Media and Publicity, Mr.Femi Adesina, in a statement on August 1, 2018, had said: “In compliance with Section 145 (1) of the 1999 Constitution, President Buhari has already transmitted a letter to the President of the Senate, and the Speaker, House of Representatives to that effect. “While the President is on vacation, the Vice President, Prof Yemi Osinbajo will be in acting capacit¬y as President.’’ 
 
The President’s return comes with so many expectations considering the intriguing developments that had taken place in his absence. Prominent among the happenings was the invasion of the NASS by the Department of State Security Services, DSS, and the subsequent sacking of its former Director-General Mallam Lawal Daura by Osinbajo. 
 
The relentless call by the All Progressives Congress, APC, for the resignation of the Senate President, Sen Bukola Saraki, and threats by the Buhari Support Group to invade the Senate, are also on the list of issues awaiting Buhari in Daura and Abuja. Having been away while the incidents overheated the polity, it is believed that prominent political figures would visit Daura en mass for many purposes. That has even been the practice in Nigeria, where historically, festive periods are used to pay homages aimed at political alignments, realignments, and other purposes. Apart from being the President’s town, Daura occupies a significant place in the history of ancient Hausa states. History recognises it as the spiritual home of the Hausa and one of the “seven true Hausa states.” 
 
The University of California’s African American Studies Department refers to Daura, as well as Katsina, as the ancient seats of Islamic culture and learning. During the annual Muslim festivals, Eid Fitr and Eid al-Adha , Dubar is celebrated in Daura. 
 
In September last year, a special Durbar known as Hawan Magajiya was held in the ancient town by the Emir, Alhaji Faruk Umar Faruk in honour of Buhari, who had just returned from a vacation. 
 
The special Durbar was convened to celebrate the President’s return from vacation in good health.

The Catholic Bishop of Sokoto Diocese, Most Rev. Matthew Kukah, has raised concern over the way the nation’s crude oil has been used in the last 60 years, saying the country has yet to achieve major development with oil revenue.

Kukah stated this in Lagos at a lecture organised in commemoration of the 60th birthday of the Chief Executive Officer, Seplat Petroleum Development Company Plc, Mr. Austin Avuru. 
 
The lecture had the theme, ‘’60 years after: Preparing for a Nigeria without oil.’ 
 
“I think the critical question is: what did we do with our oil? Today, we are a country that cannot feed ourselves. Today, we are a country that cannot provide education for our children. Today, we have become a country that is unable to generate and distribute electricity. Today, we have become a country that cannot provide railway lines,” he said. 
 
He said Nigerians had been at war with one another over the years because oil led the country into war. 
 
Kukah, who chaired the occasion, said, “We are still gathering the consequences of that war, and I think almost everyday in Nigeria, the country remains permanently at war. I heard recently that you can actually include surviving in Nigeria in your CV because it is such a great achievement. I think the question, if we are asking what will Nigeria be without oil, is what was Nigeria with oil. 
 
“The question is: how did we as a nation end up with such a gargantuan level of appetite driven by greed; greed driven by a society that is growing economically but a society where the people themselves are increasingly being diminished?” 
 
The bishop said the country had become addicted to oil, adding, “It drives our politics. It drives everything we have to do in Nigeria. 
 
“Many people have referred to oil as a curse, but my argument is that this is an illusion; I don’t believe that oil is a curse. Having oil intrinsically was never really meant to be a curse. I think what is most important is what we have done with our oil. Perhaps it has shut the creativity part of our brains.” 
 
Kukah added, “Nigeria without oil might help us to think a lot bit more clearly about what our future might look like. I think the question we should also ask is: how did we become a country with such a capacity for internal self-implosion? How did it happen?”

A 14-year old girl simply identified as Hannah has said that she killed her 70 years old madam, Mrs. Helen Adodo, with a stone last week because an evil spirit told her to do so. 
 
Hannah had earlier lied that it was a four-man gang that stormed their residence and killed the woman while attempting to also rape.

She later recounted after being subjected to series of questioning. 
 
Speaking to newsmen at the Edo State Police Command, Hannah said the spirit threatened to kill her if she did not lie about the incident. 
 
Her late madam is said to have been down with stroke which made her children to engage Hannah four months ago to care for her. 
 
Hannah said she washed clothes, gave her madam food and ensure the victim went to bed. 
 
According to her “There is one of her friends that usually come around and when she comes, she sends me an errand. After washing the clothes, I went out. 
 
“Some uncontrollable forces came upon me like breezy. So I lost my senses of what I was doing When the spirit entered my body 
 
“I left the dishes I was to wash and went straight to stand on a stone. I later went inside the room where I discovered that my mistress was still sleeping so I hit the stone on her head and she died. 
 
“So, I scratched my head and turned around four times before I regained my sense. 
 
“So when I saw that I have killed her, I held her and started crying in her pool of blood”, she said. 
 
Hannah said she is in JSS II at Itohan Girls Grammar School and that she was brought from Abuja to assist the deceased. 
 
She said the spirit warned her not to tell anyone and that if she does, she will die. 
 
Police Commissioner, Babatunde Kokumo, said investigation was still on to ascertain whether other culprits were involved.

Médecins Sans Frontières (MSF), a non-governmental organisation, has said said 33 children have died in a Borno State Internally Displaced Persons (IDP) camp between 2 and 15 August.

MSF in a report released on Friday said since April 2018, more than 10,000 people have arrived in a Bama camp, with many in poor health. 
 
According to the report, a critical humanitarian situation is unfolding in the camp as the Bama Government Science Secondary School (GSSS) camp intended for a maximum of 25,000 people has reached capacity at the end of July. 
 
“Lack of adequate assistance, including access to shelter and healthcare, is having severe consequences for young children arriving in the town. MSF calls on authorities to urgently provide adequate assistance for the population, before the situation deteriorates further”. 
 
“Since April 2018, more than 10,000 people have arrived in the Government Science Secondary School (GSSS) camp in the town; many are in poor health. Newly displaced people reported fleeing areas where they were unable to sustain their livelihoods, while others reported fleeing areas where the Nigerian armed forces are conducting military operations against armed groups. 
 
“In the GSSS camp, shelter and healthcare assistance has not kept pace with the growing population and people continue to arrive every day with not enough shelters for everyone”. 
 
Katja Lorenz, MSF’s representative in Abuja was quoted in the report to have said over 6,000 people currently sleep in the open with no protection from the heat, rains and mosquitoes. 
 
“People do not even have basic utensils to cook their dry food rations, and water is not available in adequate quantities to meet the minimum needs. A lot of children are already in a critical state upon arrival, and poor assistance and access to healthcare further deteriorates their condition” she said. 
 
“Between 2 and 15 August, MSF teams reported that 33 young children had died in the camp. This figure is alarmingly high in relation to the total number of children under five years old, which is estimated to be around 6,000”. 
 
The organisation also said non-availability of medical facilities is hampering the treatment of sick children. 
 
Lorenz further said despite the presence of government agencies and international humanitarian organisations in Bama, the health and nutrition situation has been allowed to deteriorate up to the current crisis point. 
 
“Many children are severely malnourished and suffer from medical complications – they urgently need intensive care and close medical follow-up, as the current rainy season typically sees a spike in the number of patients with malaria and diarrhoeal diseases. The lack of an inpatient nutrition and paediatric health facility in Bama is having catastrophic consequences for children”. 
 
“At present, the only hospital in Bama, the Bama General Hospital, is not functional. Seriously ill children have to travel to Maiduguri for further treatment. However, many people in Bama cannot afford to pay for private transport to take them to the state capital. And even if they can, inpatient nutritional centres are overwhelmed. While setting up an inpatient facility in Bama, between 1 and 12 August MSF had to refer 26 patients to its own paediatric hospital in Maiduguri”. 
 
“Measures must be urgently taken to avoid overcrowding and ensure dignified living conditions in the GSSS camp. Secondary and emergency healthcare for both IDPs and the resident population must be scaled up as quickly as possible”. 
 
“On 16 August, MSF launched inpatient services for severely malnourished children under five years old, as well as paediatric care for patients under 15 with severe malaria and other diseases, in a facility with a capacity of 30 beds”. 
 
“This is only a short-term response to the critical humanitarian situation in Bama, until the level of assistance is scaled up. MSF is calling on authorities to urgently address humanitarian needs before the situation deteriorates further”.

The Nigeria Police Force has denied compelling Samuel Ogundipe of Premium Times online publication to implicate the President of the Senate, Dr Bukola Saraki, before he could be released from custody.

Ogundipe was arrested on Aug.14 by the police for the alleged publication of the Inspector-General of police report on the siege of the National Assembly by the Department of State Service. 
 
The Police had said that Ogundipe was also being investigated and prosecuted under other offences which violated Official Secret Act, Cyber Crime Act, and the Penal Code Law for which he had volunteered statements. 
 
In a statement, the Spokesman for the Police, acting DCP Jimoh Moshood, on Friday in Abuja said that no investigator asked Ogundipe to implicate Saraki before he could be released. 
 
“There are video and audio records of the whole interrogation, which include the confessions of Ogundipe and his criminal roles in the commission of the crime for which he is being prosecuted,” he said. 
 
The spokesman said that the video and audio concerning his interrogation would be tendered in evidence in court at the appropriate time. 
 
He implored members of the public to disregard and discountenance the claim that the police asked Ogundipe to implicate Saraki before he could be released. 
 
“It is also untrue, and a blatant misrepresentation of facts that Ogundipe was subjected to any form of brutality, psychological or real torture, while he was in the custody of the police. 
 
“The force will not be deterred from carrying out its statutory duties in ensuring that the rule of law and its supremacy prevails in all matters,” Moshood said.(NAN)

Two persons were killed and 20 others trapped after a four-storey uncompleted building collapsed unexpectedly yesterday at Jabi in Abuja.

The building stood opposite Panda Shopping Mall before it gave way at about 1.30 pm. 
 
Rescue workers were able to retrieve the corpses from the rubble a few hours after the incident yesterday. 
 
The building was affected by vibration and shrapnel during Boko Haram’s bombing of nearby Thisday Newspapers Office in 2012. 
 
Officials of the Federal Fire Service, National Emergency Management Agency (NEMA), National Security and Civil Defence Corps (NSCDC) and volunteers raced to the scene to lend the victims a helping hand. 
 
Once news of the building collapse hit the waves ,a large crowd gathered round the area while vehicular traffic around the area also assumed a chaotic dimension. 
 
The situation was not helped by a downpour. 
 
Acting President Yemi Osinbajo was at the scene yesterday to personally assess the situation. 
 
He described the accident as unfortunate and said that all relevant public agencies had mobilized there for effective rescue. 
 
He commiserated with bereaved families and those injured during the collapse. 
 
He was accompanied by FCT Minister Muhammad Bello and the Secretary to the Government of the Federation, Mr. Boss Mustapha.

The Economic and Financial Crimes Commission (EFCC) is probing Senate President Bukola Saraki, Governor Abdulfatah Ahmed of Kwara State and the Accountant-General of the state over how a N17billion bond secured by the State Government was spent.

The anti-graft agency suspects that part of the funds may have been diverted into private use. 
 
The bond was intended to cover 13 projects and loan refinancing package during the tenures of Saraki as governor and Ahmed,his successor. 
 
The investigation is digging into what has become of the N2billion Asa Dam Mixed Use Development Project and the Ilorin Water Distribution Project which has gulped N3.736billion but without water to drink by residents. 
 
The EFCC has already interrogated the Secretary to the State Government, two Permanent Secretaries, the Accountant-General of the state, and about three contractors. 
 
All those invited were said to have made “voluntary statements.” 
 
Two ex-commissioners and two members of the House of Representatives may be arrested by the anti-graft agency in connection with the affected projects. 
 
But a source in government in Kwara State claimed that EFCC is on a “wild goose chase because the bond has been fully repaid since 2014 without any outstanding liability for the people of Kwara State. 
 
“We suspect sheer politics and a plot to intimidate Saraki and Ahmed because 2019 polls are around the corner.” 
 
The fact-sheet sighted by our correspondent listed the affected projects as Aviation College –(N1.5b budgeted, N2.448, 663, 386.56b spent); Asa Dam Mixed Use Development Project (N2b); Kwara State University (N1b); Ilorin Water Distribution Project (N2b allocated, N3.736b spent); Shonga Irrigation Project (N2.9b allocated, N882.9 million paid to contractor); Kwara Advanced Diagnostic Centre( N750m allocated, N1.861b spent); Urban roads (N1.5b allocated but N1.609b spent); Rural and Feeder roads(N200m); Ilorin Metropolitan Street Lights Project(N250m); Kwara Vocational Centre (N650m); Loan refinancing (No evidence of payment of N2.4b to AFDB); Ilorin Township Stadium Project—N1b allocated but N1, 117 430, 700.54 spent; Electrification Project—N462, 144, 291.10; Kwara Mall Project—N500m allocated, $2m deposit in another account 
 
 
 
The fact-sheet said: “We are investigating a petition forwarded by the Code of Conduct Bureau, Abuja. It was alleged that the Senate President, Dr. Bukola Saraki, Governor Abdulfatah Ahmed and the incumbent Accountant-General of Kwara State allegedly conspired and misappropriated N17billion raised through bond in 2009. 
 
“Letters of invitation were sent to the Secretary to the State Government, the Accountant-General of the state as well as Permanent Secretaries for ministries that handled the projects. 
 
Some snippets of the investigation include the following: 
 
“Asa Dam Mixed Use Development project: The project had N2billion allocated from the bond. However the sum of N83.688 431.68 was spent on consultancy by ECAD Designs Limited and nothing else was done. 
 
“Ilorin Water Distribution Project was allocated N2, 000,000,000. However, N3, 736,505,126.49 was spent on the project. The only contractor for the project was C.G.C Nigeria Limited. An analysis of the Kwara state Government’s First Bank of Nigeria Plc account revealed that the sum of N1billion was paid to C.G.C apparently for the project. Investigation is still ongoing. 
 
“Another project which benefitted from the bond was Kwara State University with a N1billion vote. But a total of N1, 675 607.905 23 was spent. The project had the following contractors: Charvet Nigeria Limited, Akit technology Limited, Integrated Concept Limited, Golden Consult and the University Itself. 
 
 
 
“The project was handled by the Ministry of Works and the Commissioner as at the time was one Kolawole Abdulrauf Shitttu. Investigation revealed that Mr. Shittu and one Engr. Akintola Taiwo are both directors and the accounts signatories to a company called PTL Consult Limited. “Shittu is also a signatory to another company called Strudev Consultancy Services. Analysis of the companies’ accounts and the Mr. Shittu’s personal account revealed that transfers were made by Charvet Nigeria Limited and Archon Nigeria Limited; the two companies were among the contractors of the University Project. 
 
“The Managing Director at Archon was invited and he stated that he was the project manager for the construction of the Kwara State University and that he was informed by the State Government that PTL Consult is the consultant on the project and that he worked with Engr. Taiwo during the period which was why they made payments to PTL Consults’ account. Efforts are being made to arrest Mr. Shittu.” 
 
Concerning Kwara Mall, the fact-sheet claimed that the project was allocated N500million and the entire sum was utilized by the Ministry of Commerce. 
 
It added: “The Permanent Secretary was unable to provide us with details of how the money was spent but did state that they were in partnership with a private company; Persians Investments Limited and that the Kwara Mall was constructed and is being fully utilized. A search of the company showed that they were into real estate and property management; parts of their properties included Kwara Mall, Viva cinema, Polo Park Enugu among others. Analysis of the company bank statement showed N500million paid to the company by the Kwara State Government on the 10th of June 2010. While the investigation is ongoing, the sum of two million USD $2,000,000 deposit was traced to one of the company’s account. The depositor is being tracked by detectives and all relevant agencies.” 
 
Regarding the irrigation project, the EFCC detectives alleged that the “document recovered from the Accountant-General did not show this project but the Permanent Secretary stated that the project also known as Shonga Irrigation Project was handled by the Ministry and the contract was awarded to C.G.C Nigeria Limited for N2,998,966,827. However, only N882, 944,215 was paid to the company. He further stated that the project was later taken over by the Federal Government. 
 
 
 
On the International Aviation College, whose licence was suspended recently, the detectives in their report said it was allocated N1.5billion from the bond but N2,448.663.386.56 was spent in on the construction and purchase of equipment. 
 
“Contractors that handled the project were: Godab Nigeria Limited. Henry George Nigeria Limited, ECAD Design (Consultants) and the college itself. The College is alleged to be fully owned by the Kwara State Government and registered with the Corporate Affairs Commission (CAC) R C; 746511. Its board included the current State Governor, Ministry of Finance, Mr. Razak Atunwa (a former commissioner in the state) Popoola Captain Shadrack Taiwo and Yusuf Tunde. The registrar of the college was invited for an interview and questioned on the finances of the college as well as aspects in which the college handled during the construction of the college. He stated that the bursar of the school died recently but most contracts were handled by one Harlequin Aviation Information Service Limited (HAIS). 
 
“A search at the company found that one Yusuf Tunde is a Director as well as signatory to the accounts of the company: he is also a Board member of the Aviation College. Based on this the accounts of HAIS were placed on caution and the company’s representative is to report for an interview on the 30th of August 2018. 
 
The report clarified the status of loan refinancing by the state government. 
 
It said: “The prospectus of the bond stated that Kwara state had indebtedness of N4, 980,000 in external loans out of which N3.3billion amounted to legacy obligations preceding the then administration They proposed utilizing N2, 400,000,000 from the bond proceeds of the bond to service part of the legacy obligations which were (a) African Development Bank(AFDB)- construction of four specialist hospitals in Jebba, Offa, Oke-Ode and Sobi at a cost of N1,440, 828, 000; (b) AFDB-equipment procurements to the four specialist hospitals; ( C) World Bank Essential Drug Projects. 
 
“The total debt was N3, 301, 162, 42. Only Documents obtained from the Accountant-General of the State did not show any indication that monies were paid to AfDB or the World Bank instead another list with heading ‘OTHER PAYMENT’ showed the names of Government Agencies and private companies being paid a total of N974, 896,343.47. 
 
“The companies were invited. One of the companies, Lolada Investment Limited reported and stated that they were awarded a contract valued at N285, 652, 200 by the Kwara state Government to install CCTV system for Ilorin metropolitan.

Ahead of the 2018 Eid-el-Kabir celebration, ram dealers at New Artisan Market, Enugu, have decried low patronage by buyers.

Musa Yero, the Acting Chairman, Ram Dealers’ Association, Enugu chapter, attributed the situation to the high cost of the animals. 
 
Mr Yero told the News Agency of Nigeria (NAN) that the price increase was beyond dealers’ expectations. 
 
“The ram prices increased beyond our expectations; the prices are about 44 per cent higher when compared to last Eid-el-Kabir prices.” 
 
He attributed the increase to the cost of transportation from the northern part of the country. 
 
He said that a medium-size ram was selling at N55,000 as against its previous price of N35,000, while a bigger ram also goes for between N75,000 and N95, 00 as against N68,000 and N73,000 previously. 
 
According to him, the least price of a ram currently is N24,500. 
 
Another ram dealer, Isa Abdullahi, noted that the price hike had affected sales, stressing that customers were not coming to buy as they should. 
 
Mr Abdullahi said dealers in the northern part of the country were still afraid to go about their ram business due to the security situation around them, which, he noted, had impacted on the prices. 
 
“The security situation along the routes where these rams are being moved down from and some main ram markets had been attacked by insurgents, thereby causing the ram prices to rise,” he said. 
 
Shehu Umar, another dealer, however, said he was hopeful that patronage would improve by Saturday, three days to the celebration.

The People’s Democratic Party (PDP) has told the All Progressives Congress (APC) that its resort to blackmail, twisting of facts and fabrications cannot sway Nigerians from the truth of their culpability in the current impasse at the National Assembly.

The PDP said Nigerians are already aware of how the APC has been frustrating the National Assembly by creating hitches, illegal impeachment processes, physical blockade of access to the parliament and besieging of the official residence of Senate President and his deputy. 
 
A statement on Friday by the spokesman of the PDP, Kola Ologbondiyan said Nigerians know those who set security agents after federal legislators, set parliamentarians against one another and those who have been chasing lawmakers around the country with tons of money as bribe, just to illegally change the leadership. 
 
The statement said, “We are not amazed that the APC, in its characteristic shambolic denials, will turn around to point accusing fingers at our repositioned party and members for the situation in the National Assembly, when the echoes of their open threats, tantrums, verbosity and loquaciousness against our legislators are yet to evaporate from the public space. 
 
“The APC is pretending not to remember that the Buhari Presidency deliberately kept the Independent National Electoral Commission (INEC) budget submitted to it since February till July when it presented it to the National Assembly and curiously demanded that the fund be vired from the constituency project fund of lawmakers. 
 
“Nigerians will recall that as a patriotic and responsible party, the PDP raised the flag and pointed out that bringing the budget in July, at the time the National Assembly was already going on annual vacation, was rather late and asking that the fund be vired from constituency project fund was sinking. 
 
The INEC budget and the entire 2019 electoral process in a needless controversy. The APC and the Buhari Presidency ignored this wise counseling. 
 
“Furthermore, the APC in it deception fails to note that Nigerians are aware that it is President Buhari that is holding the nation to ransom by refusing to sign the Electoral Act Amendment bill, already passed by the National Assembly, just because the amendment checked the machination which APC intend to deploy to rig the 2019 general elections. 
 
“Moreover, relevant National Assembly committees have been having interface with INEC over the budget presented by the President. Except for the sinister intent of the APC to shut down our National Assembly and bring forth a totalitarian system of government, there is nothing deserving of the wailing of the APC to reopen the chambers of the National Assembly at its instance. The rules for reconvening the chambers of the National Assembly are extant. 
 
“Also, since the PDP told its members to rise in defense of democracy and stop the rigging and vote buying of the APC, the ruling party has gone hysterical and making all manners of spurious and diversionary allegations, but it will be instructive for the APC to accept that it has failed Nigerians and the people have resolved to vote them out, come February, 2019”.

Minister for Power, Works and Housing, Mr Babatunde Raji Fashola, on Friday said the Third Mainland Bridge will be shut for repair at the end of the month.

Fashola said the Federal Government wants to seize the opportunity of the sallah period where traffic will be light on the bridge due to people travelling out of the state for the festival. 
 
He spoke an Interactive Session with members of the public at City Hall in Lagos Island. 
 
The minister said: “The Third Mainland Bridge will be shut at the end of this month. The specific dates I will get our media people to deal with so that nobody will go and report that it is going to be shut for 27 months (laugh). We are going to shut it first for I think at least three days. 
 
Those days will be in August for inspection, just to be sure that what we saw when we were procuring has not been materially altered. 
 
When it is going to be shut for repairs, we will come back to let the state government and the citizens know. Between now and that period, we expect to have started construction work on Apapa-Oworonsoki road.” 
 
According to him, maintenance and repairs are ongoing on various bridges across the country to keep them in shape. 
 
He said N270 billion were estimated for those bridges. 
 
He admitted that not all the bridges are due for emergency maintenance. 
 
On regular electricity, Fashola said the distribution companies still need to do more to get the power to the end users. 
 
Power generation in the country, he said, has increased from 4000 megawatts to 7000 megawatts. 
 
He explained that government on its part has done all required in ensuring regular power supply across the country. 
 
“Power generation has moved from 4,000mw to 7,000mw. The responsibility of now bringing power to your homes lies now with the Distribution Companies,” he said. 
 
The minister said power plants across the country are being engineered to increase power generation, noting that “Azura will give us 459mw, while Kaduna is bringing 215mw, 2 turbines are already being tested. There’s 240mw in Afam and ready to go. If we add these three, that’s roughly 1,000mw new power generation to the grid.” 
 
On the increase in the tariff by the DisCos, the minister said the Nigerian Electricity Regulatory Commission (NERC) is the body authorised to deal with the tariff.

The police in Imo on Friday arrested some women protesting over the continued detention of Nnamdi Kanu, the leader of Indigenous People of Biafra (IPOB) for allegedly conducting an unlawful assembly.

Some of the women, mostly of middle age and from the Southeast states, were half nude, while others dressed in black and marched through the streets of Owerri. 
 
They disrupted vehicular movement and other activities in some parts of the town. 
 
The protesters chanted war songs and displayed different placards with inscriptions asking the Federal Government to release Kanu. 
 
The women claimed that the security agencies knew the whereabouts of Kanu who has been out of public view since he had an encounter with the military in Umuahia about one year ago.

They asked Gov. Rochas Okorocha to help them to actualise their dream of a getting Biafra. 
 
The women later barricaded the popular Government House Roundabout and created a chaotic atmosphere around the area. 
 
One of their leaders, Mrs Ann Ibe, told News Agency of Nigeria (NAN) that they came out in full force to fight for the actualization their dream. 
 
She said they were ready to die for the cause. 
 
When a special team of police men sent by the Commissioner of Police, Mr Dasuki Galadanchi, arrived at the scene, the protesters broke into a dance. 
 
Some of them pulled off their clothes and danced naked, while others lay on the ground and dared the police. 
 
The police succeeded in arresting some of the protesters after in spite of their offering serious resistance. 
 
Commenting on the development, the Police Public Relations Officer, Mr Andrew Enwerem, said the women were arrested for conducting an illegal assembly and holding an unlawful protest. (NAN)
