S. Nnaji, CBN Director, Trade & Exchange Department.</p> <a name='more' id="more"></a> <p>The exchange rate for the disbursement of IMTOs proceeds is effective Monday, November 30 to Friday, December 4, 2020.</p> <p>The CBN pegged IMTOs sale of the American currency to banks at N388 to dollar.</p> <p>Banks sale to CBN was fixed at N389 to dollar; CBN sale to BDCs will be N390 to dollar.</p> <p>All BDC operators to sell to end-users at not more than N392 to dollar.</p> <p>Each Bureau De Change is entitled to buy $10,000 weekly.</p> <p>The apex bank further directed that the Great Britain Pound (GBP) rate should be derived from the US Dollar across rate on the date of sale.</p>

Delivering judgment on September 30, 2020, Justice Okon Abang of the Federal High Court, had dismissed the suit on the grounds that the court lacked jurisdiction to hear the matter which he described as labour-related and ought to be instituted at the National Industrial Court.</p> <p>The judge had also added that the plaintiff lacked locus standi to institute the suit to challenge the process of appointment of the judges.</p> <p>He held that the plaintiff was not a party to the procedure for appointment of the judges and did not participate in the exercise in any way and, as such, their interest in it was vague.</p> <p>But on November 24, 2020, JRP filed five grounds of appeal against the judgment.</p> <p>The appellant argued among others that Justice Abang “misdirected himself in law” by allegedly misconstruing its prayers as labour-related.</p> <p>It also argued that the judge erred in law “by isolating and determining only the issue of jurisdiction of the Federal High Court thereby denying the appellant a fair hearing”.</p> <p>The appellant, which stated that its principal objective “is to promote justice and rule of law as tools for social and economic reform in Nigeria” argued that the trial judge erred in law when he held that it lacks locus standi to institute this action.</p> <p>It also argued that the judge erred in law when he declined to have proceedings conducted virtually.</p> <p>They urged the Court of Appeal to set aside the judgment of the Federal High Court and grant all their prayers.</p> <p>The group sought, among others, an order “setting aside the recommendation of the 2nd defendant to 1st defendant for the appointment of the 5th to the 25th defendants as judges of the High Court of the Federal Capital Territory, Abuja”.</p> <p>The Court of Appeal has fixed December 8 for record settlements.</p>

I am having a very bad experience of late from some of my PDP governor colleagues, which I still find very puzzling.”</p> <a name='more' id="more"></a> <p>Meanwhile, Imo State Governor, Hope Uzodinma, on Friday said all politicians in the South East who were not members of the APC were targets of the ruling party.</p> <p>He said the idea was to have all politicians in the zone in the APC and the plan was not restricted to state governors alone.</p> <p>Uzodinma disclosed this in an interview with State House correspondents after a meeting he had with the President, Major General Muhammadu Buhari (retd), at the Presidential Villa, Abuja.</p> <p>He said,  “Everybody that is not in the APC now in the South-East is a target. It is not only governors. It includes those who are not governors, the entire political class.”</p>

<div class="separator" style="clear: both; text-align: center;"><a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEgL76b4GHGWlZsvR9nfxw11Pk-Wp_Dfid3SC9dtku5hCv0LAPWAFpkob1hmC9iWndDDo6_aB9ElOP-J9N_ONa-pC7fccTnUp1Op2q7RuPknpw8j7dXNlyisgSz2xQ4J67p3UBy31QYS2xU/s300/A0ABA9FC-8220-4BCB-A604-53D32E5367D1.jpeg" imageanchor="1" style="margin-left: 1em; margin-right: 1em;"><img border="0" data-original-height="291" data-original-width="300" height="388" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEgL76b4GHGWlZsvR9nfxw11Pk-Wp_Dfid3SC9dtku5hCv0LAPWAFpkob1hmC9iWndDDo6_aB9ElOP-J9N_ONa-pC7fccTnUp1Op2q7RuPknpw8j7dXNlyisgSz2xQ4J67p3UBy31QYS2xU/w400-h388/A0ABA9FC-8220-4BCB-A604-53D32E5367D1.jpeg" width="400" /></a></div> <p><br /></p> <p><b>The Academic Staff Union of Universities, ASUU has denied a news report that it agreed to call off the ongoing strike after meeting with the Government negotiation team led by the Minister of Labour and Employment, Senator Chris Ngige on Friday.</b></p> <p>The Federal Government at the meeting at the Conference Hall of the Ministry of Labour and Employment reportedly increased its offer for Earned Allowances EA to university based unions and funding for the revitalization of public universities from N65 billion to N70 billion.</p> <p>There was news report that ASUU has given an indication that the meeting, the strike which started since March would soon be called off after a meeting with the leadership of union and its organs.</p> <p>According to the report, the university teachers agreed to call off the strike after the government pledged to pay N40 billion for Earned Allowances and N30 billion for the revitalization of the university system bringing the total payment to N70 billion.</p> <a name='more' id="more"></a> <p>It was further reported that the Government agreed to settle the arrears of salaries of the lecturers before December 31.</p> <p>The report also noted that ASUU was expected to report the agreement to its organs and then communicate their decision to the government after which a date for the calling off of the strike would be announced.</p> <p>It quoted a source within the university union, that ASUU insisted that the agreement to call off the strike should not be announced until it has been approved by its members.</p> <p>But ASUU President, Prof. Biodun Ogunyemi, has denied knowledge of any agreement to call off the strike, stressing that at the meeting, it was only agreed that union should convey Government message to their organs and get back to Government.</p> <p>Prof. Ogunyemi, said : ” I am not aware of that. All I know is that we had a meeting and we are going to report to our members. But I don’t know about suspension of strike.”</p> <p>However, a source in the Ministry of Labour and Employment, said that after the meeting, the Minister, Senator Ngige, who described the meeting as “fruitful,” added that the government made a proposal to ASUU which it would take back to its members.</p> <p>Ngige told reporters after the meeting that, “Many issues were discussed at the meeting including salary shortfall, the payment system and revitalization of the university system. I am positive that all the issues would be resolved at our next meeting.”</p> <p>Friday’s meeting was about the seventh time both sides have met to resolve the issues in contention since the university union embarked on strike on March 23.</p> <p>After the meeting of last Friday November 20, Government agreed to exempt ASUU members who had not enrolled in the Integrated Payroll and Personnel Information System (IPPIS) and put them on the Government Integrated Financial and Management Information System (GIFMIS) pending when ASUU’S preferred payment platform- the University Transparency and Accountability Solution (UTAS) will be approved.</p> <p>ASUU had consistently rejected IPPIS, stressing that it will erode the autonomy of the university system.</p>

I was there alongside the governor to commiserate with the affected community.</p> <p>“Unfortunately, you don’t hear these stories in the media because it’s in the north. We have accepted the fact that north doesn’t have strong media to report the atrocities of these bandits.</p> <p>“People think the north is safe but that assumption is not true. In fact, it’s the worst place to be in this country. Because bandits go around in the villages, households and markets with their AK 47 rifles and nobody is challenging them.</p> <p>“They stop at the market, buy things, pay and collect change, with their weapons openly displayed. These are facts I know because I am at the centre of it. I am not only a traditional ruler; I am also a religious leader.</p> <p>“So, I am in a better place to tell the story. I can speak for the north in this regard because I am fully aware of the security challenges there. We have to sincerely and seriously find solutions to the problem; otherwise, we will find ourselves soon, in a situation where we would lose sleep because of insecurity.</p> <p>“As religious leaders, we must promote peace, love, unity and tolerance among our followers. We will discuss all these issues at the close door session of the meeting and possibly come out with strong suggestions for government”.</p> <p>But reacting to the monarch’s expression,the elders operating under the aegis of Coalition of Northern Elders for Peace and Development, in a statement,Saturday,by their national coordinator, Engr. Determination of the cause of death.”</p> <p>“The case was initiated because he is a person who died at home and no one signed his death certificate. It does not mean there are suspicions or irregularities,” a judicial source said, requesting to remain anonymous.</p> <p>The 60-year-old Argentine football legend was receiving round-the-clock medical care at a house in a gated community in Tigre, north of Buenos Aires, where he was recuperating from surgery to remove a clot on his brain in early November.</p> <p>“You have to see if they did what they were supposed to do or if they relaxed,” the family member told AFP.</p> <p>“The nurse made a statement when the prosecutor appeared on the day of Diego’s death, then expanded her statement and finally went on television to say that what she said was forced on her, so there is some contradiction in her statement,” the close relative said.</p> <p>The prosecutor’s office is awaiting the results of toxicological tests on Maradona’s body.</p> <p>The three prosecutors working on the case have requested the star’s medical records, as well as recordings from neighborhood security cameras.</p> <p>Another nurse caring for Maradona was likely the last person to see the star alive, at dawn on Wednesday, prosecutors said in a statement on Friday.</p> <p>“From his words, it could be established that he was the last person to see (Maradona) alive at approximately 6:30 in the morning,” as the night shift at the star’s house was ending, it said.</p> <p>The nurse, interviewed by prosecutors on Thursday, “referred to having found him resting in his bed, assuring that he was sleeping and breathing normally.”</p> <p>Maradona’s nephew Johnny Herrera was previously believed to have been the last person to see Maradona, at 11:30pm on Tuesday.</p> <p>Prosecutors said the nurse present in his house at the time of death told them that she had heard Maradona “moving around inside the room” at 7:30am.</p> <p>They said that at 12:17pm, “Maradona’s personal secretary requested medical assistance, and an ambulance from the company +VIDA was present at 12:28pm, according to film records from the San Andres neighborhood obtained by the prosecutor’s office.”</p> <p>Several ambulances from other medical service providers arrived later.</p> <p>Investigators have also established that Maradona’s personal doctor, Leopoldo Luque, had already made a 911 call at 12:16 pm, requesting an ambulance.</p>

They do not speak related language or practice the same culture.</p> <p>“So you can see he doesn’t know anything, and he is a Governor. He merely relied on what some of the elders in Rivers State told him, and these were the same elders that looted Igbo property during the war.</p> <p>“Being a Niger Deltan does not call for ethnic denial, everyone in Nigeria knows Wike is an Igbo man who is ignorant of that, he also does not know the meaning of his names. There are loads of people who have done training but have no work”</p> <p>He further went on to say “I want us to do something groundbreaking and different.”</p> <p>“Let’s see something that gives young people more than training, gives them some opportunity as well because this ecosystem will require a lot of people who see Huawei not just as a business but a brand that’s interested in them going forward”</p> <p>Responding, the CEO of Huawei Nigeria, Trevor Liu, said that the strategy of the company is indeed to focus on investing in young people in every country in which they operate, adding that the company has invested in a lot of young people in Nigeria but would also like to do more.</p> <p>He assured the Federal Government that Huawei would invest more resources in young people and give a progress update, adding that it’s the plan of the company to position Nigeria as a technology centre for the continent.</p> <p>Also present at the meeting were Otunba Lanre Odekunle, Deputy Managing Director of Huawei and Michael Zhuang, the General Manager of Huawei in Nigeria.</p>

The term is used worldwide to mean a day for promotional sales where goods are sold at discounted prices.</p> <p><br /></p> <p>However, in a letter signed by Principal Executive Officer II, Abubakar Ali, on behalf of the Commander-General, Hisbah stated that Friday is regarded as a holy day in Islam and tagging it as ‘black’ is derogatory and would not be condoned.</p> <p><br /></p> <p>The letter titled, ‘Letter of Introduction’ reads in part, “I am directed to write and notify you that the office is in receipt of a complaint for the conduct of ‘Black Friday Sales’ on November 27, 2020.</p> <p><br /></p> <p>“Accordingly, we wish to express our concern on the tagging of Friday as ‘Black Friday’ and further inform you that the majority of the inhabitants of Kano State are Muslims that consider Friday as a holy day.</p> <p><br /></p> <p>“In view of the foregoing, you are requested to stop calling the day ‘Black Friday’ with immediate effect and note that the Hisbah Corps will be around for surveillance purposes with a view to avoiding occurrence of any immoral activities as well as maintaining peace, harmony and stability in the state.”</p> <p>Hisbah, an Islamic police operating in many states in the North, has been accused of several human rights abuses.</p> <p><br /></p> <p>It is known for accosting vehicles transporting alcoholic beverages and does not allow such vehicles to pass through the state. The 32 year-old lives in Lekki, Lagos State. He is a native of Aro-Ikpa in Abia State.</p> <p><br /></p> <p>The second suspect is Ikechukwu Ohanedozie a.k.a Dozzy. He is 34 years old.</p> <p><br /></p> <p>Onuegwu Ifeanyi a.k.a SSGToolz is the third suspect nabbed in a joint operation by the Nigeria Police Cybercrime Unit, INTERPOL National Central Bureau (NCB), Abuja.</p> <p> </p> <p>Onuegwu is 35years old and lives at Prof’s Avenue, Umudagu, Mbieri, Mba-itolu LGA, Imo State.</p> <p><br /></p> <p>According to Interpol, the Nigerians are believed to be members of a wider organized crime group, known as TMT, responsible for distributing malware, carrying out phishing campaigns and extensive Business Email Compromise scams.</p> <p><br /></p> <p>Here is how Interpol describes their mode of operation:</p> <p>“The suspects are alleged to have developed phishing links, domains, and mass mailing campaigns in which they impersonated representatives of organizations.</p> <p><br /></p> <p>“They then used these campaigns to disseminate 26 malware programmes, spyware and remote access tools, including AgentTesla, Loki, Azorult, Spartan and the nanocore and Remcos Remote Access Trojans.</p> <p> </p> <p>“These programmes were used to infiltrate and monitor the systems of victim organizations and individuals, before launching scams and syphoning funds.</p> <p><br /></p> <p>According to the cyber security Group-IB, based in Singapore, the prolific gang is believed to have compromised government and private sector companies in more than 150 countries since 2017.</p> <p><br /></p> <p>“Group-IB was also able to establish that the gang is divided into subgroups with a number of individuals still at large. While investigations are still ongoing, some 50,000 targeted victims have been identified so far.</p> <p><br /></p> <p>“The year-long investigation, dubbed ‘Operation Falcon, saw INTERPOL’s Cybercrime and Financial Crime units work closely with Group-IB to identify and locate threats, and ultimately, assist the Nigerian Police Force, via the INTERPOL National Central Bureau in Abuja, in taking swift action.</p> <p>“Group-IB’s participation in the operation came under Project Gateway, a framework which enables INTERPOL to cooperate with private partners and receive threat data directly.</p> <p><br /></p> <p>Craig Jones, INTERPOL’s Cybercrime Director highlighted the outstanding cooperation between all those involved in the investigation and underlined the importance of public-private relationships in disrupting virtual crimes.</p> <p><br /></p> <p>“This group was running a well-established criminal business model. From infiltration to cashing in, they used a multitude of tools and techniques to generate maximum profits. The record of my service to the nation is there for everybody to see and even the British government itself, and I don’t know how somebody got the information to make such a very ridiculous statement,” he said.</p> <p>The former military leader called on the British authority to do something and bring the lawmaker to order, to check his facts before he makes such allegation.</p> <p>Gowon sees the allegations as more or less an insult to the “leadership of Nigeria and certainly an insult to me to say that I did something of the sort to take half of Nigeria’s Central Bank and I must have put it in a British bank.</p> <p>“So, he should check all the British banks to see whether any such thing has happened, and he (the UK lawmaker) will be surprised that I was not being held for money laundering,” he added.</p>

I am even more delighted that our efforts at pursuing the return of Nigerian antiquities, which we launched last November, have started yielding fruits,” he said.</p> <p><br /></p> <p>The Minister of Information and Culture said the government’s resolve to seek the repatriation of the nation’s timeless and priceless artefacts was strengthened by President Muhammadu Buhari’s marching order for Nigeria to tap into tourism and other fields, where Nigeria has comparative advantages, in order to generate income for the nation and secure jobs for our youths.</p> <p><br /></p> <p>“One way of generating income for the country is if our cultural properties are exhibited around the world to a fee-paying audience, on the basis of the proper agreement that acknowledges us as owners and confers the right benefits on us. But this is not possible for as long as most of them adorn the museums and private collections of others, who describe them as their properties,” he said.</p> <p><br /></p> <p>Alhaji Mohammed, who described the handing over of the artefact as a new beginning, said apart from the pecuniary benefits, the priceless objects wrought by the nation’s forebears are unifying factors among the diverse cultures in the country.</p> <p><br /></p> <p>He said the Ife Terracotta was smuggled from Nigeria through Ghana to The Netherlands in 2019 with a forged document.</p> <p>The Minister of Information and Culture said following the interception of the artefact by the Dutch Customs at Schiphol Airport in The Netherlands, Nigeria was invited to prove her case against the suspected smuggler, which the country did successfully, hence the return of the artefact.</p> <p><br /></p> <p>“Let me state here that Nigeria believes in joint international efforts to put a stop to illicit export and import of cultural goods.</p> <p><br /></p> <p>The issue of cultural property should not be a ground of rancour and discord among nations. That is if nations choose to tow the path which the Kingdom of The Netherlands has chosen by insisting on justice, fairness and amity,” he said.</p> <p><br /></p> <p>In his remarks, the Minister of Foreign Affairs thanked The Netherlands for the efficient and expeditious manner in which it deployed resources to identify, retrieve, and repatriate the Ife Terracotta to Nigeria.</p> <p><br /></p> <p>Also speaking, the Ambassador of the Kingdom of the Netherlands to Nigeria said the return of the artefact is a fitting gift to mark the 50th anniversary of the UNESCO Convention on the Prevention of Illicit Trafficking of Culture Heritage, of which Nigeria and The Netherlands are signatories.</p> <p><br /></p> <p>The Director-General of the National Commission for Museums and Monuments, Prof. Abba Isa-Tijjani, has taken custody of the artefact for cleaning and treatment at the Conversation Laboratory before its eventual display to the public.</p>
