Vice President Yemi Osinbajo has left Nigeria for São Tomé and Principe.
 
The VP will attend the inauguration of Carlos Manuel Vila Nova, the newly elected President.
 
Osinbajo will join other Heads of State and government, especially from Africa, spokesman Laolu Akande said.
 
Vova was declared the winner of the run-off election conducted on September 3, 2021.

The new leader takes over from the incumbent President, Evaristo Carvalho.
 
Osinbajo was accompanied by the Foreign Affairs Minister of State, Zubairu Dada. He is expected back in Abuja Saturday night.
 
São Tomé and Príncipe, an African island nation close to the Gulf of Guinea, has a population of 220,000.

Bayelsa State Governor, Douye Diri, has said the recent passage of the Petroleum Industry Acts (PIA), by President Muhammadu Buhari, is a recipe for anarchy in the country.
Diri claims the passage is yet another step taken to subordinate oil-producing states, making it more like a subordinate and superordinate relationship.
The governor noted that there’s a missing gap in the relationship of the state, the Niger Delta region and the government at the centre.
Diri made the remark on Friday evening during the Independence Anniversary Dinner celebration at the DSP Alamieaeigha banquet hall, Yenagoa, the state capital.

“There’s a missing gap in the relationship of our dear state, the region and the federal government. The point is that even as Christians we worship God on Sundays, while the Moslems on Fridays, yet we still have sins therefore in the same vein we will not be tired of talking about justice and freedom for the state and the Niger Delta region.
”May I appeal to those who are aggrieved to stop the bloodletting across the country, just recently we lost very meaningful Nigerians in Anambra State; that is an ill wind that will not our state good. Let us look for dialogue to resolve our differences, we know it is painful when people shove aside dialogue.
I have always reminded people that for those who make peaceful change impossible, violent change becomes inevitable. Let us not tread the route and road of violent change, this country is blessed and I believe the founding fathers have seen the greatness and not the misery of Nigeria.
On the issue of diminishing oil, he said there is a forecast that soon nobody will trade on oil, therefore while the oil lasts, just 13 percent is given to host communities and 87 percent taken by the federal government, the people must continue to talk about it.
He called for diversification into other areas of revenue generation not explored and appealed to leaders in the state to support his administration to succeed.
“I will remind us that we have to look into diversification so we can have more development. Let us also play politics according to the rules, and not politics of thumb. I believe if we play according to rules, we will transit from one developing government to another development-oriented government because ultimate power belongs to the people. Let us build strong institutions instead of strong humans, so our institutions can outlive us.
”This is the time we Bayelsans need to exhibit that spirit of oneness and unity shown during the creation of the state.

Former President of the Senate, Dr. Abubakar Bukola Saraki, has called on young Nigerians to take ownership of the project to elect leaders that share their values ahead of the 2023 general election.
Speaking at a luncheon to commemorate Nigeria’s Independence Day at his Abuja residence, Saraki emphasized that young people can determine the direction of the nation if they work together.
He advised young political aspirants on the platform of the Peoples Democratic Party, young aspirants who have contested in previous elections for political and party offices, political analysts and strategists to mobilize themselves ahead of the 2023 general election.
He noted that in 2019, the current ruling All Progressives Congress won by about 4 million votes and there are still up to 18 million unregistered youth voters.

He said, ‘Until you, young people take it upon yourselves to say ‘what kind of Governor do I want’; ‘what kind of Senator do I want? or ‘what kind of President do I want’, things will not change.
“If you take charge and ownership of this entire process, when you get the right type of President who has been voted in by you and knows that you have the numbers and capacity to vote him out, he will pick more young people like you when he picks his cabinet.
“At the end of the day, this is how it works as you go down the line. This is why you must take ownership of this process to show our generation that you are ready and serious about deciding the direction of Nigeria,” the former President of the Senate said.
“If you look at the numbers, they work in your favour. Even if you can register just half of the 18 million unregistered youth voters that are between 18 and 35, your voting bloc will decide everything,” Saraki added.

Urban Alert, a non-profit organisation has expressed concerns over the incessant armed robbery attacks on commercial banks in Osun State, which has continued to make life difficult for residents.
The organisation also revealed that the attacks have disrupted commercial activities and the economic structures of many towns and villages, leaving residents in a state of sorrow and fear.
These concerns were expressed in a press release signed by Rashidat Agboola, the Communication Officer of Urban Alert on Saturday.
Urban Alert noted that it was disheartening that Osun Central Senatorial District as a result of the armed robbery menace has only three towns where residents can access banks.

“This means over one million residents of this senatorial district will leave their towns and villages to travel several kilometres to access commercial banks that are only operational in Oyan, Erin-Osun and Osogbo.
“With ten local government areas making the senatorial district, Osun Central is an essential part of the state due to its administrative and economic roles.
“Furthermore, it has been recorded that even the Point Of Sales (POS) operators and residents with businesses are not left out in these attacks as they have been attacked with light arms and ammunition. Also, the increase in the rate of car burgling and dismantling in Osun State is becoming unprecedented.”
While calling on the federal and state governments to make the lives and businesses of citizens their number one priority, they advised that adequate equipment be provided and local governments empowered to take charge of local security to better secure lives and properties at the grassroots.
Urban Alert also encouraged the general public to be security-conscious and also provide information to security agencies that would forestall a continuation of criminal activities in the state.
It was reported that recent armed robbery attacks in commercial banks have rattled the existing peace in some communities in the state.
In 2019, some banks in Ola Orangun, Inisa, Ifon and Ikirun were closed down due to armed robbery attacks.
On 5th March and 12th August 2021, banks in Okuku and Iree were attacked leading to the loss of seven lives.
The most recent armed robbery attack on Wema Bank, Iragbiji on 28th September 2021 had led to the loss of two Police inspectors.

Everton forward, Alex Iwobi, has been replaced in Nigeria’s squad for next week’s World Cup qualifier against the Central African Republic.
On Friday, Rafael Benitez confirmed that Iwobi is battling an injury and might not play against Manchester United in their Premier League game on Saturday.
Benitez’s update came only after the 25-year-old was included in Gernot Rohr’s team for the double-header fixtures against CAR on October 7 and 10.
“Alex has a little problem and I’m not sure if he’ll be available for tomorrow,” Benitez said.

“But I’m really pleased with the way he’s working and training. I think he’s improving and he’s enjoying that. We can improve him more because he’s working so hard – he can be a much better player by the end of the season.”

Ahead of the 2023 general elections, the former Chairman of the Independent National Electoral Commission, Prof. Attahiru Jega, and a foremost political economist, Prof. Pat Utomi, on Friday unveiled a non-partisan coalition.
The coalition under the aegis of the National Consultative Front, is designed to galvanise support for legislation for the electronic transfer of election results.
The unveiling took place at the 61st Independence National Political Summit organised by the NC Front, in Abuja.
Speaking during the event, Jega said a legal framework was an irrevocable part of any credible election to take place.

According to him, the integrity or otherwise of any electoral process begins with the laws guiding it.
He said, “To ensure that the preference of Nigerians is brought to bear on the process, apart from the issue of electronic transmission, there are other issues.
“Some of which include candidate selection, improvements in the electoral process, accountability on the part of election managers and accountability on the part of the people to vote and protect their votes.
“An election that must have integrity must have a framework that has integrity, that is why we are calling on members of the National Assembly to pass this legislation.
“If you have a weak electoral framework then you have weakened INEC. INEC should also be made accountable.”
Also, Utomi urged Nigerians to go beyond holding talk shops and put their money where their mouth is.
He explained that every Nigerian can start by contributing as little as N5 to provide funding for the new initiative in order to take back their politics from the clutches of money bags.
Earlier, a former member of the National Assembly, Senator Shehu Sani, expressed reservations about the current National Assembly and opposition to the electronic transfer of election results.
He explained that the argument by some legislators that the National Communications Commission lacks the capacity to make the electronic transfer of results was suspect.
Sani said, “As at last count, there are 112 million active bank accounts in Nigeria. We have more bank accounts in Nigeria than registered voters. If this is not a problem for our banking system, it shouldn’t be a problem for our elections.”
Making his contribution via zoom, a United States of America-based Nigerian, Precious Ehikimi, said, “We are in a very precarious situation. The Supreme Court says electronic transmission is a mere guideline but INEC says we can do it.
“It rests with the National Assembly which will not do it. We need to occupy the streets, occupy the National Assembly (to make them do it).
“The school fees of our children will be determined by the people we elect. INEC is saying they will do it because they know the position of the court. The only thing that can free Nigeria is when Nigerians can freely elect their leaders, we need to take action now. “

The Arewa Youth Consultative Forum, AYCF, has said those agitating for Nigeria’s disintegration should be decisively dealt with.
Yerima Shettima, National President of the AYCF, made the remark while backing President Muhammadu Buhari’s decision to deal with agitators like Nnamdi Kanu, leader of the Indigenous People of Biafra, IPOB, and Sunday Igboho.
Buhari had issued the threat during his speech to mark Nigeria’s 61st Independence Day anniversary.
The President had vowed to go after violent agitators like Kanu and Igboho, who threaten the cooperate existence of Nigeria.

However, speaking with newsmen, Shettima said those whose agitations are endangering the lives of Nigerians should be dealt with in line with Buhari’s directive.
He described Kanu as a blind man who is leading IPOB into a death trap.
Faulting the violent approach of IPOB, Shettima pointed out that the Movement for the Actualization of the Sovereign State of Biafra, MASSOB, go about their agitation peacefully without endangering the lives of Nigerians.
According to Shettima: “All of us are victims of the society today in one way or the other, so if, something goes wrong, you don’t have to behave abnormal. When you look at the situation on ground and think the only way out is to become violent at the expense of people’s lives, then such agitation is not worth it.
“Yes, certain things went wrong and we also, in Northern part of the country have suffered the same problem. In fact, we have even suffered more than where the agitation is coming from.
“Can the situation today in the Northwest or Northeast be compared to the realities in the Southwest and Southeast? The answer is no. For over two decades now, we have been suffering from one trouble to another. From poverty to marginalization to deprivation and so on. Even at that, we never deemed it necessary to take up arms against the state; so, no matter how you look at it, their approaches are wrong.
“Don’t we have other groups agitating, like MASSOB? Do you see MASSOB endangering the lives of innocent citizens of the Southeast? The answer is no. Was it not from MASSOB IPOB broke out and is led by that blind man who puts the lives of people in danger? MASSOB goes about their demands which are very genuine by their thinking and feeling.
“MASSOB has said she really believes that the Southeast is being marginalized and if Nigeria can address some of this injustice meted on them, they are willing to come back and build the nation. However, the IPOB’s approach by this their blind leader who is leading them to death zone is wrong, and two wrongs can not make a right.
“Looking at this situation, you can’t solve problems with problems. We have faith in the country despite the shortcomings. We believe some days we will turn things around instead of balkanizing the country in the name of agitation. Most of those agitators are young elements who should come together and build a synergy within themselves that would fight against those oppressing them.
“Anybody found disobeying the law of the land should be dealt with decisively; nobody is above the law. If you balkanize the country, where will you go to? You can’t be an American citizen, you will still remain a Nigerian. If you balkanize here, where will you run to? You are a refugee anywhere you run to.
“We suffered during the war and we can’t go back there again. If there is a way we can amend what happened in the past to ensure that the war never happened, we would have done that. It has happened and all we need now is to forgive ourselves and move forward. We can’t continue to reflect on that and expect to make progress.

Pastor Enoch Adeboye of the Redeemed Christian Church of God, RCCG, has criticised state governors forcing Nigerians to take COVID-19 vaccine.
Recently, it was reported that the Governor of Edo State mandated that all citizens take the vaccine and obtain a card beforee having access to public places in the State.
Despite the court order by a High Court sitting in Port Harcourt, Rivers directing the government to maintain the status quo on the compulsory COVID-19 vaccination for citizens, Governor Godwin Obaseki maintained that his government’s directive of no access to public places without being vaccinated still stands.
But Adeboye while speaking during October Holy Ghost Service wondered why some State Governors are mandating Nigerians to take the vaccine before they gain access to banks and churches when the number of doses available is not enough in the country.

“The number of doses available in the country is not even enough for 10 per cent of the total population of the nation. How do you then say whoever does not take the vaccine will not be able to go to bank and church?

The National Association of Nigerian Students (NANS), Zone D, has condemned the ‘reckless’ closure of the Obafemi Awolowo University (OAU), Ile-Ife, Osun State by the Prof. Eyitope Ogunbodede-led management and demanded as a matter of urgency and necessity the re-opening of the institution for students to continue their examinations.
The NANS Zone D also threatened to call for the removal of the University’s Vice-Chancellor, Professor Eyitope Ogunbodede even as it disclosed that its Zonal leadership will relocate its secretariat to the University campus gate until the VC reverses the decision.
They also called on the students of the university and all student union bodied across the South West to mobilise in numbers for a showdown on Saturday until the management rescinds its decision, adding that it shall be calling for the removal of the University Vice-Chancellor at that spot and they shall be mobilised in their numbers.
In a press statement signed by the duo of Kowe Odunayo Amos, Coordinator, NANS Zone D and Giwa Yisa Temitope, Secretary-General, NANS Zone D, they described the directive by the institution management to close down the Obafemi Awolowo University (OAU), Ile-Ife, Osun State as extremely infantile and primitive.

This is even as it demanded an immediate reversal of the decision by the management to close the institution which it claimed was draconian, hasty and unnecessary.
While describing the decision by the management to close down the institution as expected, NANS expressed disappointment at the institution’s management for doing it in response to students’ agitation over the death of Adesina Omowumi Aishat, a Part 4 student of the Department of Foreign Languages who died as a result of negligence by health workers at the University Health Centre.
According to the press statement, “As an association, we find it appalling that the University management could go to the extent of twisting the narrative by saying that she was adequately treated. Meanwhile, reverse was the case.
“It is on good record that the helpless student was abandoned and was certified brought-in-dead at Seventh Day Hospital, Mayfair for treatment where she gave up the ghost.
“But the management in their characteristic manner had to lie that she was promptly treated of severe infection (which they could not even name). The fact that the management could not name the ‘severe infection’ is a testament to the fact that they lied.
“As against the content of the 4th paragraph of the circular that was issued by the University management, there was no attempt by the University management “to call the students to order and allow normalcy to return to the campus and its environs.”
NANS also accused the Vice-Chancellor of refusing to heed all calls to come out and address the protesting students who were actually requesting for his presence at the protest ground.
It revealed that it was public knowledge that the students did not at any point in time during the cause of the protest engage in any form of ‘unbridled brigandage’ or of breaking any known law as put forward by the institution as a reason for their decision.
“At least, protest is an internationally recognised right and the students were still acting within the prism of their fundamental rights. Issues are very clear!”, It concluded.
Students of the institution demonstrated on Friday as a result of the death of Adesina Omowumi Aishat at the Seventh Day Adventist Hospital, Ile-Ife on Thursday.
The protesting students had alleged that the death of Aishat was due to negligence on the part of the staff at the University Health Centre.
Meanwhile, the institution through the school PRO, Abiodun Olanrewaju had earlier stated its own side of the story.

The National Drug Law Enforcement Agency (NDLEA), Imo State command, says it arrested 101 suspected drug traffickers in 2021.
NDLEA Commander, Mr, Nse Jack , made the disclosure at a media briefing in Owerri, capital of Imo State.
He explained that the command had arrested about one hundred and ten suspects with drugs, seizing about seven hundred kilograms of Cannabis Sativa (Igbo), Cocaine, Heroin, Tramadol, Metaphitamin (aka Mkpurummiri), Rophinol, Exol, Vadum, among others.
He expressed regrets that many youths of the State were involved in various stages of drug abuse, adding that the high number of hotels in the State served as convergent point for the drug takers.

He urged the hoteliers to put measures in place to prevent the use of their premises for illicit drug businesses, because failure to do that will make them culpable.
According to the commandant, the last time the UNO conducted research on drug abuse in Nigeria in 2018, Imo State had the highest prevalence among states in the South East.
Speaking on the action taken against those arrested with drugs, the commandant said, “They are charged to court and when the court is through with them, most times the court send them to jail and at this point we apply to the court for permission to destroy the drugs publicly by burning, because we don’t allow them to get back to the society.
“The agency’s task is divided into two principal functions; The drug supply reduction site which has to do with; arrests, seizures, prosecution and confiscation, while the second one is the drug demand reduction site which is all about public enlightenment/ sensitization, drug education, seminars, among others.”
He added that, “the agency in Imo State is planning a lot of enlightenment campaign do discourage people from drug abuse during the ember month, as according to him, the issue of drug abuse has become a very serious problem in Nigeria that if nothing serious was done about it, has the potential of ruining the country.
“The law against drug abuse do not exempt anybody, as anyone cought engaging in illicit drug business will be prosecuted, no matter how highly placed.”

Joe Igbokwe, an aide to the Lagos State Governor, Babajide Sanwo-Olu, has fingered the Indigenous People of Biafra, IPOB, in the murder of Dr Chike Akunyili.
Igbokwe claimed it is confirmed that IPOB killed Akunyili in Anambra State.
In a Facebook post, the All Progressives Congress, APC, chieftain described the pro-Biafra group as terrorists.
“It is now confirmed that IPOB bandits have killed Dr Chike Akunyili; the husband of late Prof. Dora Akunyili in Anambra State,” he said.

Chike, who is the husband of late Dora Akunyili, the ex-Director-General of National Agency for Food and Drug Administration and Control, NAFDAC, was killed in Anambra State on Tuesday.
The Department of State Services (DSS) was accused of killing the medical doctor who was returning from a lecture in honour of his late wife.
However, members of IPOB were linked to his death, but the group had denied it.

Big Brother Naija Season 6 housemate, Whitemoney, has revealed that he is not ready for marriage.
Speaking during a discussion with Pere and Liquorose on Thursday, Whitemoney said he’s not ready to settle down because he wants to be financially stable.
He further noted that he plans to build his finances and be stable enough to cater to his family.
“Yes I want to get married but I’m not ready. This first year is to build my finances and stability.

Governor Oluwarotimi Akeredolu of Ondo State has granted state pardon to 26 condemned inmates on death row in the State.
Akeredolu commuted the death sentence of the condemned inmates who were convicted by various courts in the State and awaiting execution to life imprisonment.
18 other convicts serving various jail terms across the various Correctional facilities in the State were also beneficiaries of the Governor’s gesture, which was made to commemorate the 61 anniversary of Nigeria as an independent country.
While charging them to be of good conduct and live a crime-free life, Akeredolu urged the public not to discriminate against them as they reintegrate back to the society.

According to a statement issued and signed by Richard Olatunde, the Governor’s Chief Press Secretary, the governor was exercising his power of Prerogative of Mercy as enshrined in Section 212(1) of the 1999 Constitution of the Federal Republic of Nigeria, as amended.
The statement reads: “In exercise of the powers conferred on him by Paragraph (d) of sub-section (1) of Section 212 of the Constitution of the Federal Republic of Nigeria, 1999 as Amended, Ondo State Governor, Arakunrin Oluwarotimi Akeredolu, SAN, has granted State pardon to 18 convicted inmates.
“The Governor also commutted to life imprisonment twenty six (26) other inmates who were condemned to death by the various Courts in the state.”
The affected convicts were said to have earned the Governor’s Prerogative of Mercy after they were discovered to have shown remorse and had been of good conduct at the correctional centres.

Femi Adesina, Special Adviser to President Muhammadu Buhari on Media says Nigeria could have vanished like smoke.
The spokesman made the remarks in his Independence Anniversary message titled, ‘For Nigeria At 61, It’s Lafiya Dole, Peace By Force’.
Adesina observed that some are wondering what is the buzz about the country celebrating more than six decades of self-rule.

Adesina said critics liken Nigeria to an adult condemned to a perpetual life of crawling, mentioning insecurity, agitations, millions of jobless youths, struggling economy, humongous corrupt acts and others which have characterized national life.
He insisted that Nigeria is the land of a resurgent economy, with the indices looking up, promising to get better and where corruption is being robustly fought.
Adesina said the government is wiping out enemies of its soul, cleaning up the forests, cities, towns taken over by terrorists and bandits, with the prospect of restoring peace at the shortest possible time.
He further described Nigeria as the land of renaissance in infrastructure: rail, roads, bridges, airports, and others.
The image maker lamented how some people do not want peace for the country and promote, celebrate rupture of tranquility.
Adesina said they are glad when troops suffer reversals on the battlefield but pretend not to see when security forces make advances and give enemies bloody noses.
“When bombs go off, killing and maiming innocent people, when bandits sack villages, or invade schools and abduct students, they quickly shout ‘security architecture,’ and alleged incompetence.
“They trumpet negatives, and close their eyes to positives. And in the blind search for power and relevance, they even subterraneanly bankroll terrorists.”
Adesina added that there’s no room for endless wailings on what has not been done, ignoring the lot accomplished and prayed for peace for Nigeria.

Brazil football legend, Pele, has left the hospital where he was receiving treatment for almost a month.
The 80-year-old has a tumour removed from his colon on September 4.
However, he has been kept in intensive care after the surgery.
“I am so happy to be back at home. I want to thank the entire Albert Einstein Hospital team, who made my stay a pleasant one, with a humane and very affectionate welcome,” Pele posted on his official Instagram.

The hospital added in a terse statement: “The patient is stable and will continue with chemotherapy.”
The tumor was discovered in Pele’s system when he went for routine medical examinations at the end of August.
Pele won the 1958, 1962 and 1970 World Cups, and remains Brazil’s all-time leading scorer with 77 goals in 92 matches.

It is with full gratitude to God that today, we celebrate Nigeria’s sixty-first Independence Anniversary. 
 
 
For 1st of October 1960 to happen, all hands were on deck. East, West, North all came together to celebrate freedom. Today should not only serve as a reminder of the day the British handed over the reins of power to Nigerians, but also unified Nigerians from all ethnic groups, religions and regions.
Today, despite the challenges we face, most Nigerians still maintain the spirit of 1st October. That positive outlook and determination to make Nigeria a peaceful and prosperous nation. It is due to this collective attitude that Nigeria doggedly continues to remain a united and indivisible nation.
Fellow Nigerians, the past eighteen months have been some of the most difficult periods in the history of Nigeria. Since the civil war, I doubt whether we have seen a period of more heightened challenges than what we have witnessed in this period.
Our original priorities for 2020 were to continue stabilising our economy following the deep recession while restoring peace in areas confronted with security challenges. But the COVID-19 pandemic and its devastating impact on all nations meant we needed to shift gears and re-strategise.
Nigerians came together as one to fight against COVID-19. It is this attitude and by the special grace of God, we continue to survive the pandemic as a nation and indeed, provide leadership and example at regional and international levels.
The doomsday scenario predicted for our country never came. Even as the Delta variant continues to spread, we have built the capacity we need to respond now and into the future.
I will therefore appeal to Nigerians not to take COVID lightly, adhere to public health and social measures, put your mask on and get vaccinated. We can control this pandemic, but it requires effort on everybody’s part. The investments we made in response to COVID-19 will also serve our country to tackle any future disease outbreaks or pandemics.
Despite the global inequity in access to vaccines, the Government of Nigeria has continued to explore all available options to ensure Nigerians have free access to safe and effective vaccines.
Some five million vaccine doses have been administered to Nigerians through efforts led by the National Primary Health Care Development Agency and we will continue to explore options for purchase or acquisition of vaccines such as through COVAX and the African Vaccine Acquisition Trust.
I will take this opportunity to remind the global community that the current state of access to COVID-19 vaccines is unacceptable. We cannot afford a situation where a handful of countries keep the global vaccine supply to themselves at the expense of other nations.
We must act now to accelerate equitable distribution of COVID-19 vaccines. This is the message I conveyed to the international community in New York last week.
As we push to source vaccines for our immediate needs, we shall invest more to support our pharmaceutical and research agencies to come up with ideas for locally developed vaccines. Should another pandemic arise in the future, Our question is simple; will Nigeria be ready?
Accordingly, I have directed the Ministries of Finance, Budget and National Planning, Health, Education and Science and Technology to work with Nigerian and International pharmaceutical companies and research organisations to enhance Nigeria’s domestic pharmaceutical capacity.
Already, the Nigerian Sovereign Investment Authority is raising a $200 million fund for this initiative that will complement the Central Bank of Nigeria’s ongoing N85 billion Healthcare Sector Research and Development Intervention Scheme to support local researchers in the development of vaccines and drugs to combat communicable and non-communicable diseases, including COVID-19.
Fellow Nigerians, this is just the beginning.
 
Similarly, on our approach to food security, I am proud to announce Nigeria has commenced its journey to pharmaceutical independence.
This journey, which will take years to achieve but will ultimately result in Nigerian based companies developing the Active Pharmaceutical substances and competence needed for us to make our own drugs and vaccines.
Fellow Nigerians,
As our economy continues to open after the COVID-19 related lockdowns, we have also seen the resurgence of insecurity in certain parts of the country.
In the last four months, the gallant men and women of the Military and Security Agencies have made tremendous progress in addressing these new security challenges. We are taking the fight to our enemies from all angles and we are winning.
Earlier this year, I launched the Integrated National Security and Waterways Protection Infrastructure, the Deep Blue Project, which is designed to secure Nigerian waters up to the Gulf of Guinea. I am happy to inform Nigerians that we have taken delivery of key assets for this project and very soon, its impact will be felt.
In the North East region alone, over eight thousand Boko Haram terrorists have surrendered.
To support our surge approach to fighting banditry, the Nigerian Armed Forces have recruited over 17,000 personnel across all ranks. Furthermore, I have also approved for the Nigerian Police Force to recruit 10,000 police officers annually over the next six years.
I am also pleased to note that most of the Air Force platforms we acquired over the past three years have started to arrive in Nigeria. These will positively impact our security operations in all parts of the country.
In line with section 14(2)(b) of the 1999 Constitution (as amended), the security and welfare of Nigerians continue to be the prime focus on which programmes and projects of our government revolves.
Therefore, as a Government, we are ready to arrest and prosecute all persons inciting violence through words or action. Our resolve for a peaceful, united and one Nigeria remains resolute and unwavering.
That said, our hope is not to fight for peace. We can always settle our grievances peacefully without spilling any blood.
I will therefore take this opportunity, on this special day that symbolises the unity and oneness of our great nation, to ask all Nigerians to embrace peace and dialogue, whatever your grievances.
The seeds of violence are planted in people’s heads through words. Reckless utterances of a few have led to losses of many innocent lives and destruction of properties.
Such unfiltered and unsubstantiated lies and hate speeches by a few evil persons must be stopped. Our media houses and commentators must move away from just reporting irresponsible remarks to investigating the truth behind all statements and presenting the facts to readers.
We must all come out and speak against the lies being peddled. At this point, I would want to sincerely appreciate the large number of our Traditional, Religious and Community leaders as well as other well-meaning Nigerians who, in their various fora are openly spreading the message of peaceful co-existence and conflict settlement through dialogue in their respective communities.
Nigeria is for all of us. Its unity is not negotiable. And its ultimate success can only be achieved if we all come together with a common goal of having peace and prosperity for our nation.
We shall continue to work on dialogue based solutions to address legitimate grievances. But we remain ready to take decisive actions against secessionist agitators and their sponsors who threaten our national security.
The recent arrests of Nnamdi Kanu and Sunday Adeyemo, and the ongoing investigations being conducted have revealed certain high-profile financiers behind these individuals. We are vigorously pursuing these financiers including one identified as a serving member of the national assembly.
Fellow Nigerians,
 
This is a clear example of how people abandon their national leadership positions for their selfish gains. Instead of preaching unity, they are funding and misleading our youth to conduct criminal acts that sometimes lead to unfortunate and unnecessary loss of lives and property.
As the so-called leaders run abroad to hide, our innocent youths are misled and left in the streets to fight for their senseless and destructive causes.
Government will continue, with greater level of peoples’ participation and in collaboration with our international partners, to improve the security architecture, reduce enabling environment for criminality to thrive and eliminate opportunities for terrorism financing.
Fellow Nigerians, our unrelenting effort at resolving an almost two-decade stalling on the management of our Petroleum resources and ensuring equitable consideration to our host communities has resulted in the enactment of the Petroleum Industry Act, 2021.
This Act not only overhauls the Institutional, regulatory and fiscal framework of the Petroleum Industry but also reduces the previous opacity associated with this sector.
This is the first step to the reforms as the process is a continuous one. Already, to further improve the governance framework, I have sought for an amendment of sections 11(2)(b) and 34(2)(b). We will also continue to review and amend as appropriate.
At this juncture, it is very appropriate that I salute the leadership and members of the Ninth Assembly for their patriotism, dedication to duty, candour and most importantly the dispatch with which they have enacted legacy legislations for this nation. I do not take such level of cooperation for granted and hope it continues for the overall efficiency of the Federal machinery.
Nigeria’s Roadmap on Local Refining is on track with the Commissioning of a Modular refinery in Imo State.
A second is scheduled for commissioning by the end of this year in Edo State and the third one in Bayelsa State by 2022.
In addition to the modular projects, we also have the two mega refinery projects coming up in Lagos and Akwa Ibom States.
As these refineries are commissioned, more employment opportunities are created and there would be increased petroleum products available for local consumption which will significantly reduce our reliance on importation.
In further demonstrating our plan to reduce our dependence on oil and tapping from our enormous gas resources, this administration remains committed to the “Decade of Gas” Initiative, which is aimed at bringing to focus the utilization of our huge gas resources.
Already, we are supporting and promoting various gas-based projects including NLNG Train 7 and the mega urea and ammonia projects in the South-South region.
As we continue to optimise and enhance our oil and gas sector, I am also proud and delighted to state that our economic diversification strategy remains on course with the persistent increase in Non-Oil Sector contribution to GDP.
We recovered from economic recession in quarter four of 2020 with a GDP growth rate of 0.11%, and grew by 0.51% and 5.01% in real terms in the first and second quarters of 2021.
The Agricultural sector remains key to our economic diversification efforts as the sector has been a consistent driver of the non-oil sector contributing 22.35% and 23.78% to the overall GDP in the first and second quarter of 2021.
We have seen significant private sector investments in almost all areas of the agricultural value chain. And these have continued even during the COVID-19 pandemic.
Unfortunately, as our food production capacity has increased, food prices have been going up due to artificial shortages created by middlemen who have been buying and hoarding these essential commodities for profiteering.
To address this, I am hereby directing the Ministry of Agriculture and Rural Development to rehabilitate the National Food Reserve Agency and also work with security agencies, the Nigerian Commodity Exchange, and the National Assembly to find a lasting solution to these disruptive and unpatriotic hoarding activities.
To further enhance food production, we have completed several new dams and are in the process of rehabilitating several River Basin Development Authorities to enhance ground water supply for rainfed agriculture as well as surface water for irrigation agriculture.
The water projects we completed between 2015 to 2020 have improved Nigerian’s access to potable water to 71% between 2015 and 2020. This means 12.5 million additional Nigerians now have direct access to potable water.
Fellow Nigerians,
 
 
 
This Government remains concerned by the significant transportation infrastructure deficit we have. Addressing the challenges our commuters and lorry drivers face on the motorways is still a high priority to us.
To complement our budgetary allocations, the Presidential Infrastructure Development Fund and the Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme, we recently established a N15trillion Infrastructural Corporation of Nigeria Limited (INFRACO), which is expected to begin operation by the fourth quarter of this year.
INFRACO will also focus on leveraging resources on a public-private sector basis for infrastructural development in Nigeria.
We hope through these innovative programs, the additional cost burden on individuals and businesses because of inefficient logistics operations will be reduced and ultimately, eliminated.
We currently have over 13,000 kilometres of roads and bridges under construction all over the country of which a fair percentage have been completed.
As we fix our roads, we also continue to extend and upgrade Nigeria’s railway network with the notable opening of the Warri- Itakpe standard gauge rail line.
To increase capacity, we have introduced more locomotives, coaches and wagons including the establishment of a Wagon Assembly in Kajola, Ogun State.
The sea ports however still remain problematic. The effect of our various interventions to reduce the gridlocks and inefficiencies have been slower than expected.
However, the implementation of the Electronic Call-Up System as well as the conversion of the Lillypond Container Terminal to a Vehicle Transit Area will further enhance the ease of cargo evacuation.
Our prioritisation of developing Nigeria’s Digital Economy has positively impacted the contribution of the ICT sector to our GDP.
We hope our present efforts to ensure all Nigerians use a National Identification Number as well as our planned roll-out of the fifth generation (5G) network technology will ensure we stay in line with the global innovation curve as a Nation.
As we embrace the digital economy in Nigeria, we are fully aware of the prospects and the perils. Our policies have been developed to enable Nigerians to take advantage of the prospects and avoid the perils of digital technologies.
Social media is a very useful platform that has enabled millions of Nigerians to connect with loved ones, promote their businesses, socialise, and access news and other information.
However, recent events have shown that the platform is not just an innocuous platform for information dissemination.
Rather some users have misused the platform to organise, coordinate, and execute criminal activities, propagate fake news, and promote ethnic and religious sentiments.
To address these negative trends, the Federal Government of Nigeria suspended the operations of Twitter in Nigeria on June 5, 2021 to allow the Government put measures in place to address these challenges.
Following the suspension of Twitter operations, Twitter Inc. reached out to the Federal Government of Nigeria to resolve the impasse. Subsequently, I constituted a Presidential Committee to engage Twitter to explore the possibility of resolving the issue.
The Committee, along with its Technical Team, has engaged with Twitter and have addressed a number of key issues. These are:
a. National Security and Cohesion;
 
b. Registration, Physical presence and Representation;
 
 
 
c. Fair Taxation;
 
d. Dispute Resolution; and
 
 
 
e. Local Content.
 
Following the extensive engagements, the issues are being addressed and I have directed that the suspension be lifted but only if the conditions are met to allow our citizens continue the use of the platform for business and positive engagements.
As a country, we are committed to ensuring that digital companies use their platform to enhance the lives of our citizens, respect Nigeria’s sovereignty, cultural values and promote online safety.
Nigeria’s progressive diplomacy continues to manifest through growing numbers of highly placed Nigerians in positions of regional and global influences. Very recently, Nigeria won election for the position of Commissioner for the expanded Political, Peace and Security Affairs of the African Union.
Our persistent calls for a reorganized and reformed ECOWAS, to make the organization citizens-sensitive, paid off with the acceptance by the Authority of Heads of State and Governments of ECOWAS to commence the agreed reforms in the organization ahead of the next elections of the organization’s principal officers in December this year.
At the African Development Bank, World Trade Organization and indeed, the United Nations, footprints of Nigeria’s Diplomacy are clearly evident.
We remain confident that our goal of lifting 100million Nigerians out of poverty in 10 years is achievable.
Considering the positive impact of our Social Investment Programs, I recently approved an increase in the number of N-Power program beneficiaries from 500,000 to 1,000,000.
Out of this, 510,000 have started the programme while the competitive selection process for onboarding the outstanding 490,000 beneficiaries is in progress.
The National Home-Grown School Feeding Programme is currently being implemented in 35 States of the Federation and the FCT. Over 103,000 women have been engaged and empowered as cooks under the programme, while about 10 million pupils are being fed across public primary schools in the country.
To grant increased access to credit to the most poor and vulnerable, I have directed an increase in the disbursement of Government Enterprise and Empowerment Programme loans to an additional one million beneficiaries laying more emphasis on the smallholding farmers through the farmers Moni program.
Fellow Nigerians,
 
For far too long we have neglected the centrality of the civil service as the engine of governance and this has manifested in ineffective service delivery.
There is widespread discontent and disillusion about the efficiency and probity of our civil service.
It is for this reason that we are refocusing the Nigerian Civil Service to provide World class service to run our country.
The youths of this great country remain propellants for our today and provide guarantees that we would have a secure tomorrow.
It is for this reason that I remain focused on expanding opportunities for their participation in politics and governance.
Recent appointments of young people into positions of authority and their track record so far, gives me confidence that we need to bring more of them into governance and this I promise to do.
More specifically, to encourage Girl-Child Education, female scholarship schemes, life skills and digital literacy skills to boost girl’s enrolment, retention and completion of schooling, are all initiatives put in place to ensure gender balance in appropriately positioning our youths for positions of leadership.
The commitment of this Administration to the well-being of people living with disabilities remains unwavering.
Government recognises their contributions to development and I have, in this regard, directed that all relevant Government Agencies pay special attention to the peculiarities of different abilities in the implementation of policies and programmes.
Rape and Gender Based Violence remains a sore point in our Nation as in many countries worldwide and this was worsened during and after the outbreak of the COVID-19 pandemic.
We are currently engaging Heads of Courts to establish Specialised Courts for the speedy and seamless trial of Rape/Gender-Based offences especially to ensure that justice is done for child victims of sexual violence.
On the other hand, work has advanced in the reformation, reintegration and reunification of Minors involved in one crime or the other.
The reformation in our Correctional Services has manifested in an increase in modernised custodial centres and a transformation from strictly punitive to attitudinal changes so that criminals do not relapse into their previous lifestyle.
As we begin to celebrate our sixty one years as a Nation, we need to be conscious that Nigeria does not start and end with the Federal Government. This country is a great collective where Government at all arms and levels as well as the private sector, and more importantly individuals, have a role to play.
In particular, security is a bottom to top undertaking. Joining hands and hearts together would enable us to secure ourselves and our country.
I fully understand the anxiety of many Nigerians on the inability of this country to go beyond a never-ending potential for becoming a great nation to an actually great one.
A lot has been achieved in the last six years on many fronts: in infrastructure, social care, governance, Nigeria’s image and influence in Africa and the international community.
But critics misdiagnose incremental progress as stagnation. Since coming to power, this Administration has tackled our problems head-on in spite of the meagre resources. No government since 1999 has done what we have done in six years to put Nigeria back on track.
We shall continue to serve the country: listen to all and protect our democracy and country.

President Muhammadu Buhari has ordered that the ban on microblogging site, Twitter, be lifted.

President Buhari made the disclosure in his October 1 independence anniversary speech on Friday morning.
He described the social media as a very useful platform but regretted that some users have misused the platform to organise, coordinate, and execute criminal activities, propagate fake news, and promote ethnic and religious sentiments.

“To address these negative trends, the Federal Government of Nigeria suspended the operations of Twitter in Nigeria on June 5, 2021 to allow the Government put measures in place to address these challenges.
“Following the suspension of Twitter operations, Twitter Inc. reached out to the Federal Government of Nigeria to resolve the impasse. Subsequently, I constituted a Presidential Committee to engage Twitter to explore the possibility of resolving the issue.
“The Committee, along with its Technical Team, has engaged with Twitter and have addressed a number of key issues. These are National Security and Cohesion; Registration, Physical presence and Representation; Fair Taxation; Dispute Resolution; and Local Content.
“Following the extensive engagements, the issues are being addressed and I have directed that the suspension be lifted but only if the conditions are met to allow our citizens continue the use of the platform for business and positive engagements.
“As a country, we are committed to ensuring that digital companies use their platform to enhance the lives of our citizens, respect Nigeria’s sovereignty, cultural values and promote online safety.”

Nigeria’s COVID-19 death toll rose to 2,701 on Wednesday after six more people battling the disease lost the fight.

The Nigeria Centre for Disease Control (NCDC) confirmed this in an early-morning Facebook post on Thursday while giving an update on the outbreak of the disease in the country.
Four hundred and thirty-seven more cases were recorded in the last 24 hours in 17 states and the Federation and the Federal Capital Territory (FCT).
Lagos recorded the highest number of fresh infections – 126 and was followed by Rivers and Kwara States where 76 and new cases were recorded respectively.
Others are FCT – 37, Edo – 32, Kaduna – 30, Anambra – 22, Delta – 22, Osun – 12, Benue – seven, Abia – six, Nasarawa – six, Kano – five, Ekiti – three, Plateau – three, Bayelsa – two, Ogun – two, and Oyo – two.
“Today’s report includes: 126 cases reported from Lagos State are for September 28th (94) and 29th (32), 22 cases reported from Anambra State are for September 28th (12) and 29th (10), zero cases from Bauchi and Sokoto States,” said the NCDC.
It clarified that rather than the six recoveries erroneously reported for Jigawa State on September 24, 12 infected people recovered from the disease.
This brings to 205,484 the total number of confirmed cases of COVID-19 in the country while those that have been successfully treated are 193,482.
While 9,286 cases are active in various treatment centres across the country as of 9am on Thursday, the NCDC says it has collected and tested a total of 6,040,381 samples.

Two policemen were confirmed killed in yesterday’s attack on a police station in Anambra State by gunmen.
An account put the death toll at five

The killings came barely 24 hours after Dr. Chike Akunyili, husband of the late former Minister of Information, Prof Dora, at Nkpor, Idemili North Local Government Area of the state.
 
The attackers razed the police station at Ajalli, Orumba North Local Government Area. The station was set ablaze by hoodlums some years back.
Anambra Commissioner of Police (CP) Tony Olofu confirmed the attacks but said only two policemen were killed.
 
Confirming the attack on the facility, Olofu said Police Public Relations Officer (PPRO), Ikenga Tochukwu, will shed more light on the attack later.
 
“Wait for detailed statement from the PPRO. As of now, I can confirm to you that two policemen were killed in the incident.”
 
Investigation showed that candidates in the November 6 governorship poll were already shunning public functions for security reasons.
 
Political actors and their supporters no longer don branded vehicles to market their candidates and parties’ programmes.
Also yesterday, a driver was feared killed and others injured in an attack on the convoy of House of Representatives member Chris Azubogu.
 
The convoy of Azubogu, representing Nnewi North/ Nnewi South/ Ekwusigo Federal Constituency, was attacked yesterday in Anambra State by gunmen.
 
He was, however, not in the vehicle. The driver of his Hilux was shot dead and another one was shot and seriously injured on his shoulder
 
It was gathered that the incident happened in the afternoon around Okacha Junction, Neni, Anaocha Local Government Area of the state.

Nigeria spent N445.4bn on debt servicing payments in the second quarter of this year, the latest data obtained from the Debt Management Office have shown.

From April to June 2021, Nigeria spent N322.7bn on domestic debt servicing, while $299m (N122.7bn) was spent on external debt servicing.
The exchange rate of the Central Bank of Nigeria ($1 is N410.3) as of September 30 was used for the external debt servicing.
For domestic debt, Nigeria spent N258bn in April, N42.4bn in May, and N22.3bn in June.
A breakdown of the statistics shows that the Federal Government spent a total of N322.7bn on the payment of interest, 
with N50.3bn expended on the redemption of matured Nigeria Treasury Bills between April and June 2021.
For external debt servicing, commercial loans had 53 per cent with a cost of $157,012.17, multilaterals had 35 per cent with a cost of $103,732.70, and bilateral had 13 per cent with a cost of $38,220.88.
Earlier, DMO’s Director General, Patience Oniha, had disclosed that the Nigeria’s total public debt stock rose from N33.11tn as of March 31, 2021 to N35.47tn as of June 30, 2021.
This shows an increase of N2.36tn or 7.13 per cent increase within the three-month period.
The total external debt stock rose from N12.47tn as of March 31 to N13.71tn as of June 30, indicating an increase of N1.24tn or 9.94 per cent.
The total domestic debt stock rose from N20.64tn as of March 31 to N21.75tn as of June 30, indicating an increase of N1.11tn or 5.38 per cent.
At the end of Q2 2021, external debt stock made up 38.66 per cent while domestic debt stock made up 61.34 per cent of the total public debt stock.
The debt to Gross Domestic Product ratio rose from 21.13 per cent to 21.92 per cent within the second quarter.
At the end of the second quarter, a breakdown of external debt stock showed that multilateral debt (from World Bank Group and African Development Group) led the list of Nigeria’s creditors with a share of 54.88 per cent.
The second highest was commercial debt (from Eurobonds and Diaspora Bonds) with a share of 31.88 per cent.
It was followed by bilateral debts (from China, France, Japan, India and Germany) with a share of 12.70 per cent.
Promissory Notes had a share of 0.54 per cent.
PwC Nigeria said in a recent report that the increasing cost of servicing debt continued to weigh on the Federal Government’s revenue profile.
It said, “Actual debt servicing cost in 2020 stood at N3.27tn and represented about 10 per cent over the budgeted amount of N2.95tn.
“This puts the debt-to-revenue ratio at approximately 83 per cent, nearly double the 46 per cent that was budgeted.
 “This implies that about N83 out of every N100 the Federal Government earned was used to settle interest payments for outstanding domestic and foreign debts within the reference period.”
It added that in 2021, the FG planned to spend N3.32tn to service its outstanding debt.
This is higher than the N2.95tn budgeted in 2020.

The Economic and Financial Crimes Commission, EFCC, has secured the conviction and sentencing of Yakubu Samaila before Justice M.T. M Aliyu of the Kaduna State High Court, Kaduna.
 
He was sentenced for fraudulently withdrawing the sum of N 935,000  from the account of one Isiyaku Yawale, domiciled at Keystone Bank without his consent.

Investigation by the Kaduna Zonal Command of the EFCC revealed that the defendant fraudulently did a welcome back on the SIM card of Yawale, his neighbour, and upon discovering that the victim had N935, 000 in his bank account, the defendant obtained the NIN slip, bank verification details and falsely swore to an affidavit in the name of the complainant and used the details to open two accounts with one of the new generation banks.
 
Thereafter, he transferred money in twenty two tranches from the victim’s account.
The one count charge reads: “That you, Yakubu Samaila “M ” sometimes between the months of September and October, 2019 in Kaduna within the jurisdiction of this Honourable Court dishonestly took out of the possession of Isiyaku Yawale, the sum of N 935,000 ( Nine Hundred and Thirty Five Thousand Naira) only from his account Number 6015542621 domiciled at Keystone Bank, without his consent and you thereby committed an offence contrary to Section 270 (1) of the Penal Code Law, 2017 of Kaduna State and punishable under Section 271 of the same Law”.
 
He pleaded guilty to the one count charge when it was read to him prompting the prosecution counsel, Y.J Matiyak to ask the court to convict him.
 
Justice Aliyu, thereafter convicted and sentenced Yakubu to six months imprisonment without option of fine effective 29th September, 2021.

Colombian singer, Isabel Mebarak Ripoll, popularly known as Shakira, has revealed that she was attacked by wild boars while out with her eight-year-old son, Milan.
The 44-year-old made this known in a post via her Instagram story on Wednesday.
According to her, she fought off two wild boars while trying to enjoy a day out at the park with Milan.
She further noted that the beasts took her bag but she managed to wrangle it back adding that the contents of her bag were all damaged.

President Muhammadu Buhari has sent a goodwill message to President Xi Jinping on the 72nd anniversary of the People’s Republic of China, October 1, 2021.
The President lauded 50 years of robust diplomatic relationship between Nigeria and China, noting that it has yielded benefits for both countries.
Buhari stated that he looks forward to the uplift of the bilateral ties between the two nations.
This was contained in a letter by his Special Adviser on Media and Publicity, Mr. Femi Adesina, on Thursday.

“Nigeria highly commends the tremendous strides in poverty eradication and the great success in building a moderately prosperous society in all respects achieved by China under the strong leadership of the Communist Party of China, which just celebrated its centenary anniversary this year.

The Senate on Wednesday passed the Federal Road Bill which seeks to repeal the Federal Roads Maintenance Agency Act, Federal Highways Act, and the Control of Advertisement on Federal Highways Act.
The proposed law is aimed at facilitating the establishment of an agency to govern and manage the nation’s federal roads network.
When established, the agency is expected to facilitate private sector participation in the development, financing, maintenance, management, and improvement of roads in Nigeria.
It would also regulate contracts for road concession and other forms of public private partnership as well as set guidelines for the working of PPP contracts.

The bill was sponsored by the Deputy Minority Leader of the House of Representatives, Toby Okechukwu (PDP, Enugu) and Ossai Nicholas (PDP, Delta).
It was sponsored in the upper chamber by the Senate Leader, Yahaya Abubakar (APC, Kebbi) for concurrence and passage in line with legislative traditions.

Former Inter Milan manager, Antonio Conte, has accused Chelsea coach, Thomas Tuchel, of not playing to Romelu Lukaku’s strengths.
Conte was speaking ahead of the Blues’ 1-0 defeat to Juventus in the Champions League on Wednesday night.

Nigerian socio-political activist, Reno Omokri has claimed that the Naira is constantly crashing against the US Dollar due to the huge external debt the country is owing.
He accused President Muhammadu Buhari of deliberately enslaving the entire nation, alleging that “Buhari has borrowed your destiny and spent it building a $2 billion railway in Niger Republic”.
In a recent post on his Facebook page, the ex-media aide to former Nigerian President, Goodluck Jonathan, who lamented the level of hardship imposed on Nigerians by some persons in authority, claimed that “Naira is now worth less than the Zimbabwean dollar”.
The post reads, “In case you don’t know why the Naira is ₦575 to $1, and may soon become ₦1000 to $1, it is because Buhari has increased our total national debt from ₦12 trillion in 2015, to ₦35 trillion today. Things are so bad that even Pastor Adeboye complained about our debt position.

Governor Seyi Makinde of Oyo State has presented a budget of N294 billion to the state House of Assembly.
Makinde made the budget presentation before the lawmakers in Ibadan on Wednesday.
The budget is for the 2022 fiscal year.
He christened the budget as the budget of growth and opportunities.

Makinde, while speaking further, added that his administration will inject N156,000,136,971 into the economy of the state.
According to the governor, a sum of N138,516,308,136 would be spent on recurrent expenditure.
He maintained that one of the major projects that would be carried out in the year 2022 is the 110km Ibadan Circular Road.
Makinde said, “I have the honour of presenting to the House this N294,516,445,107 2022 Budget Proposal.
“As stated earlier, this is a budget of growth and opportunities. Growth, as we inject N156,000,136,971 into our economy through investments in infrastructure and ensuring that our people have higher purchasing power.
“For the first time, our proposed capital expenditure at 52.97% is more than our recurrent expenditure.
“A major project we will be carrying out in 2022 is 110km Ibadan Circular Road. This tolled road will be a major economic boost as it will create an alternate entry and exit point out of Ibadan and connect the new economic corridor and business district, we are building at Moniya.

The Nigeria Union of Local Government Employees (NULGE) has called on the Independent National Electoral Commission (INEC) to take over the conduct of elections at the third tier of government across Nigeria.
President of the union, Ambali Olatunji, who disclosed this in a press conference in Uyo, the Akwa Ibom State capital, on Wednesday as part of activities marking the first NULGE National women conference, attributed the near-collapse state of local governments in Nigeria on the mode of the emergence of council chairmen, whom he said emerge through coronation, appointment and promotion, devoid of any form of credibility.
He insisted that only a democratically elected local government administration would be accountable to the people, therefore the state electoral body should not conduct the elections.
Olatunji also called for full autonomy to enable local government allocations to be paid directly into council accounts.

Reacting to the theme of the conference “The role of women in engendering peace and security”, the NULGE National President said the LG system was set up to provide employment for youths and empowerment for the women, while the state government should ensure an enabling environment.
He called on anti-corruption agencies to have units in local government headquarters where Nigerians at all levels could demand accountability from LG administrators.
The statement read: “We Clamour for political autonomy for Local Government whereby Independent National Electoral Commission will be conducting the Local government Elections.
“The creation of state electoral commission has brought in a lot of abuse and lack of transparency in the conduct of LG elections. What they are doing now is not an election, it is a coronation, appointment, and promotion of political jobbers and political cronies into the administration of Local Government, thereby creating an avenue to siphon local government resources.
“That is why NULGE clamour for the conduct of credible and acceptable Democratic election at the LG level. if the process is thorough, the leadership would be a leadership voluntarily elected by the people that would be accountable to the people, not to the state government.
“NULGE is also clamouring for full financial autonomy for the Local Government Area. it is an absurdity to have a meal between a lion and a dog, and you put it in the center to allow the lion and the dog to share the food, when the lion finishes the meal, he will also go for the dog.
“So the local government allocation should be directly paid to the Local government account. The lacuna in the 1999 constitution called the Joint allocation account is no longer acceptable to the Nigerian public and NULGE. It must be scrapped, it gives room for local government funds to be diverted and stolen by state political actors.
“The problem affecting LG is as a result of paucity of funds, if you want them to perform, then pay their allocation to them and hold them accountable. All anti-corruption agencies must have their headquarters at the Local Government levels to be the financial watchdogs that would put political actors on their toes.
“In the constitution, the collectibles of LG are fully listed, these include rate, taxes, advertisement rates, radio and television fees and so many others, but states have swept most of these, how do you want the Local Government to function?”
“The local government system has been consistently raped, as the Local Government allocation has been diverted and misused by the state political actors, we say no to that and as a union we reject it.”
