900 Nigerian Pilgrims Absconded After 2017 Hajj – NAHCON

The National Hajj Commission of Nigeria (NAHCON) on Saturday revealed that 900 Nigerians absconded after the 2017 hajj.<br />

Mr Yusuf Adebayo, the NAHCON’s Commissioner in charge of Policy, Personnel Management and Finance disclosed this on Saturday at a stakeholders’ meeting on the 2018 Hajj in Lagos.<br />
<br />
Adebayo also advised the pilgrims to stop the idea of absconding after pilgrimage, saying that Saudi Authorities would always find them out, saying there is no hiding place in Mecca.<br />
<br />
“We have also observed that some Nigerians do not return with their state contingents after the pilgrimage; some do not even perform the hajj rites before absconding,’’ Adebayo said.<br />
<br />
He called on intending pilgrims for the 2018 Hajj to make early preparation to avoid unnecessary challenges.<br />
<br />
“Most of the challenges we usually face are due to late preparation and the Saudi Authorities have taken stringent steps to ensure that they do not recur in 2018.<br />
<br />
“This informs why a deadline of March 31 has been fixed for all hajj payments, because all payments are expected to get to Saudi Arabia by April,’’ he said.<br />
<br />
Adebayo urged the pilgrims to always adhere strictly to the regulations guarding hajj exercise so as to enjoy full spiritual benefits of the exercise.<br />
<br />
“We have also observed that some Nigerians do not know the importance of hajj; when they get to Mecca they engage in unwholesome activities that have no spiritual benefit.<br />
<br />
“Saudi Authorities have recommended that intending pilgrims should be tutored on the importance of hajj before they embark on the pilgrimage.<br />
<br />
“We implore all states Pilgrims Boards to rise up to the challenge,” he said.<br />
<br />
Also, Mr Muftau Okoya, the Executive Secretary, Lagos State Muslims Pilgrim Board, assured NAHCON of his board’s cooperation in all areas of preparation for the hajj.<br />
<br />
Okoya urged intending pilgrims from the state to take advantage of the little time left to conclude their payments for the 2018 Hajj.<br />
<br />
“I thank NAHCON for bringing this stakeholders’ meeting to Lagos.<br />
<br />
“I assure the commission that we shall always cooperate with them.<br />
<br />
“It is barely one month to the deadline, and I urge intending pilgrims from Lagos State to take advantage of the little time left to conclude their processes,” he said.<br />
<br />
The stakeholders’ meeting was attended by NAHCON officials from Lagos, Ogun, Oyo and Osun.

Nigerian troops in Borno have killed five Boko Haram insurgents and captured a top commander of the group in the ongoing operation in Sambisa Forest and the Lake Chad basin.<br />

Col. Onyeama Nwachukwu, Deputy Director, Army Public Relations of Operation Lafiya Dole, in a statement in Maiduguri, said troops also rescued three civilians, recovered vehicles and high calibre ammunition in various operations in the past two days.<br />
<br />
Nwachukwu said on Thursday, the troops engaged and neutralised a number of fleeing insurgents while attempting to escape the military blocking position in one of the cleared enclaves ‘Sabil-Huda’, deep in Sambisa Forest.<br />
<br />
He said that the troops also recovered one G-III rifle magazine, one life jacket, a light Machine Gun metal link, four rounds of Anti-Aircraft ammunition, four rounds of 7.62mm (NATO) ammunition and three rounds of 7.62mm (Special) ammunition.<br />
<br />
“Unfortunately, two soldiers were injured in the process; they had been evacuated by the Nigerian Air Force and are responding to treatment,” he said.<br />
<br />
Nwachukwu said that the troops on Friday launched offensive targeting a terrorist’s hideouts up ‘CAMP ZAIRO’, and neutralized a number of insurgents in spite of initial damaged caused to their Armoured Fighting Vehicle by Improvise Explosive Device (IED) planted beneath the ground.<br />
<br />
He said that the troops killed five insurgents; several others wounded and recovered ammunition at a hideout in Parisu, Sambisa Forest.<br />
<br />
Nwachukwu disclosed that troops of 151 Battalion in conjunction with “7 Division Support Group’ had also cleared nine terrorists’ hideouts along Frigi-Izza area.<br />
<br />
The director added that the troops also recovered one motorcycle, two bicycles, 10 bicycle tyres, one bicycle, three Boko Haram flags, a solar panel, five drums filled with grain, two mattresses, two grinding machines, three bags of metal scraps, two motorcycle tyres and two underground grain silos.<br />
<br />
Also recovered are one AK-47 Rifle Magazine, 1 dummy rifle, a round of 12.7mm ammunition, 12 empty cases of 7.62mm ammunition, assorted IED materials and a tool box.<br />
<br />
According to him, the Air Task Force of Operation LAFIYA DOLE provided air cover for the land troops in the conduct of the operations.

President Muhammadu Buhari has pledged to make Nigeria one of the easiest, safest and attractive places to do business in the world.<br />

Buhari made the pledge on Saturday at the opening of the 39th Kaduna International Trade Fair.<br />

The President, who was represented by the Minister of Trade and Investment, Mr Okechukwu Enelamah, said the administration “is prioritising the industrial sector by focusing on rebuilding infrastructure.<br />
<br />
“One of the important initiatives of our government is the Industrial Policy and Competitiveness Advisory Council, which is a partnership of the government with the private sector meant to solve difficult problems militating against industrialisation”.<br />
<br />
Buhari said that the government would sign the Continental Africa Free Trade Area Agreement in March, as part of efforts to prioritize trade as a significant instrument for reform in the country.<br />
<br />
According to him, the purpose of the agreement will be to promote regional trade.<br />
<br />
“Right now, the intra African trade is less than 15%; other regions of the world are well over 50%, so we want to move that of intra Africa to about 30% so as to grow”.<br />
<br />
The President said that, “other policies being pursued will promote export by establishing special economic growth zones where Nigeria and International businesses would have the required infrastructure”.<br />
<br />
He mentioned that the theme of the fair, ‘Promoting Commerce, Industry and Agriculture for International Competitiveness’ was in line with the economic recovery and growth plan of the country.<br />
<br />
Mrs Iyalode Lawson, President, National Association of Chambers of Commerce, Mines and Industry, said the theme underscored the riding interest in the competitiveness of locally produced goods and services.<br />
<br />
“KADCCIMA should also show its support to the efforts of both the State and Federal government towards reviving the economy, particularly investing in agriculture, manufacturing, technology and other commercial activities”.<br />
<br />
Lawson hoped that the fair would increase exposure to global brands of businesses.(NAN)

The Federal Road Safety Corps has said that there is no need for data capturing while applying for renewal of driver’s licence.<br />

Mr Hyginus Omeje, the FRSC Lagos State Sector Commander said this in an interview with the News Agency of Nigeria on Saturday, adding that the agency departed from the old system long time ago.<br />
<br />
“I want to use this opportunity to tell motorists that they can renew their licence without going through capture.<br />
<br />
“The choice of coming to capture is yours, as long as we have your data base at the initial stage and its already in the system, you don’t really need to be captured any longer,” he said.<br />
<br />
Omeje said that there is provision to bypass capture in the new process of renewal of licence.<br />
<br />
The FRSC boss however, noted that recapturing of data would only happen when people want to change their passport photographs or change some variables stated at the initial stage in the data.<br />
<br />
“The whole essence of renewal is to update your records. You might have changed your residential address and all other variables except date of birth which is constant.<br />
<br />
“And it is possible that somewhere somehow you had an accident that has given you mark or scars on your face, that has not been there before and if you don’t do the update, of not going for capture, you may be embarrassed when you go to the embassy,” Omeje noted.

The National Economic Council Committee on Farmers and Herdsmen clashes on Saturday visited Zamfara on a fact-finding mission over security challenges in the state.<br />

The committee was led by its Chairman, Gov. Dave Umahi of Ebonyi.<br />

Speaking during the courtesy visit at government house Gusau, the Umahi said “we are in Zamfara today for fact-finding over the recent security challenges faced by the state”.<br />

He said Vice President Yemi Osinbajo, constituted the committee on behalf of the Federal Government.<br />
<br />
Umahi said the committee is expected to interact with the government and major stakeholders in the state.<br />
<br />
According to him, the aim is to find solutions to the security problems in the state and country at large.<br />

“The committee since inception have been working hand in hand with the governor’s forum to address security challenges in the country.<br />

The Miyetti Allah Cattle Breeders Association of Nigeria, MACBAN, has implored Nigerians to fair on passing rash judgements against them and the entire herdsmen in different parts of the country.<br />

The group which said it was scared of criminals masquerading as herdsmen to unleash terror on their host communities, noted that the herdsmen were only looking for greener pastures in the southern and middle belt regions.<br />

Speaking during the group’s zonal meeting in Enugu, on Saturday, the South East zonal chairman of MACBAN, Alhaji Gidado Sadiqu told the general public to disregard rumours making the rounds that their members were planning coordinated attacks on Enugu and Anambra states.<br />

Sadiqu said they are pained that any sight of a Fulani sends shivers down the spines of community members, noting that all Nigerians should be encouraged to pursue any profession where they have competitive advantage.<br />
<br />
MACBAN hailed the accommodation of South East Governors and urged governors of other regions to eliminate their hands of fellowship and practice of conviviality, particularly the governors of Enugu and Anambra states.<br />
<br />
It warned some of it’s members who were in the habit of destroying farm crops in a particular state, only to relocate to another state, to desist from the act and urged it’s leaders in different areas to report such cases to herdsmen/farmers committees set up in different states in the zone.<br />
<br />
It also requested that any farmer who unlawfully kills a cow should be made to pay for it same as herdsmen who destroy farmlands.<br />
<br />
“We also advise our members to participate actively during the coming election by obtaining PVC.This will bring them close to their host to reduce suspicion and hatred.<br />
<br />
“We urge our members to be submissive to the committee’s that were constituted by the government to mitigate menace that is coming from the Fulani’s or their hosts,” said Sadiqu.</div>

The Minister of Information and Culture, Alhaji Lai Mohammed, says with Digital Switch Over (DSO), Nigeria has taken bold step to build Africa’s biggest and most lucrative Free To Air Television platform.<br />

The minister said this on Friday in Osogbo at the launch of DSO for Osun.<br />
<br />
He said with over 24 million TV households and being the capital of African creativity in Music and Film, Nigeria would become the capital of Television in Africa within the next few years.<br />
<br />
Mohammed congratulated the stakeholders on the successful transition from analogue to digital terrestrial broadcasting and invited all the players to join the unstoppable train.<br />
<br />
“The Digital Switch Over (DSO) train, which took off in Jos, Plateau in April 2016, has now arrived in the State of Osun.<br />
<br />
“From Plateau, the train has traversed the Federal Capital Territory, Kwara, Kaduna and Enugu states.<br />
<br />
“The State of Osun, therefore, becomes the sixth and the latest state in which we have launched the DSO<br />
<br />
“ I congratulate the people of this state, who will now have access to more than 30 digital channels, with crystal clear pictures and Hi-Fidelity audio, once they procure our most affordable Set Top Box,” he said.<br />
<br />
The minister noted that with DSO, stakeholders, including mobile phone companies, advertisers, content producers and electronics manufacturers had things to benefit.<br />
<br />
He said Nollywood movies could be sold directly to homes without the need of a VCD, DVD or even the internet, while government could use the platform to engage and inform their people.<br />
<br />
The minister, who donated 100 Set-Top Boxes to the state, urged governors to key into the project by procuring the boxes for those who could not afford them.<br />
<br />
Gov.Rauf Aregbesola of Osun congratulated the Federal Government and the minister for making DSO a reality after many failures by previous administrations.<br />
<br />
He said DSO had brought new opportunities to broadcasting and made content production and airing easy and affordable to all.<br />
<br />
Aregbesola, however, cautioned that the easy access should not be abused by allowing unwholesome contents like pornography and hate speeches on the platform.<br />
<br />
He called for control measures of Free TV contents to promote critical thinking and avoid obscene, immoral and hate programmes.<br />
<br />
Sen. Suleiman Adokwe and Rep. Olusegun Odebunmi, who respectively chaired committee on Information in the Senate and House of Representatives, said the National Assembly would support the DSO process.<br />
<br />
The Director-General of the National Broadcasting Commission, Modibbo Kawu, said the DSO would soon be launched in Delta and Gombe.<br />
<br />
He said the commission had almost completed the digital mapping of the entire country for easy roll out of DSO across states. </div>

Ekiti State Governor, Chief Ayodele Fayose, has said the corporate existence of Nigeria is being threatened by selective administration of justice, marginalisation, vendetta against perceived political opponents among others and called on well-meaning citizens to rise up and salvage the situation before it is too late.<br />

This is just as he decried the level of poverty in the country, adding that many Nigerians are dying in silence with nobody standing up for them.<br />
<br />
He therefore called on people of good conscience not to allow their voices to be silenced because of possible political antagonism or persecution.<br />
<br />
He spoke in Lagos on Friday night while being conferred with the award of Man of the People by the Silverbird Group.<br />
<br />
In a statement by his Chief Press Secretary, Mr Idowu Adelusi, he quoted the governor as saying that the major step to take to solve the problem was in going back to the basics and restructuring the country.<br />
<br />
Fayose, who fielded questions from newsmen after the event, said he would not allow anybody to drown his voice or silence him no matter what it would cost.<br />
<br />
“A lot of people we know to be vocal have lost their voices. Some have taken cover under the beds of their wives. We are in a perilous time and I appreciate those who are still standing for the people at this time. For me I will remain a man. Some people have kept quiet because they fear that they may be persecuted.<br />
<br />
” But should we all keep quiet when people are oppressed and suppressed and blatantly marginalised? Look at the level of poverty in the country, it is sickening. The standard of living has gone down. And how do we explain a situation where some people are treated as slaves and others as princes. This country belongs to all of us. It is in serious need now and we must salvage the situation,” he said.<br />
<br />
On the call for restructuring, Fayose said he aligned with the call made many years ago by the late Dim Emeka Odumegwu Ojukwu that the country must be restructured.<br />
<br />
He noted that the issues that led to the civil war were yet to be resolved many decades after.<br />
<br />
“I was moved by what the late Chief Ojukwu said many years ago and never knew his wife would be the one to present this award to me. We should go back to the basics or we are going no where. We are one and the same and no section must be marginalised,” he said.<br />
<br />
While charging leaders to make laws for the good of the people, he noted that such laws must be obeyed by all.<br />
<br />
Fayose added that the law prohibiting open grazing in Ekiti State has come to stay, warning that anybody who crosses the line would be dealt with.<br />
<br />
While presenting the award to Fayose, former Nigerian Ambassador to Spain, Mrs Bianca Ojukwu, described Fayose as an irrepressible governor of the people.<br />
<br />
Also speaking, the Chairman of the Silverbird Group, Senator Ben Murray-Bruce, said all the award winners were men and women who deserved to be so recognised.</div>

Troops in Borno killed five Boko Haram insurgents and captured a top commander of the group in the ongoing operation in Sambisa Forest and the Lake Chad basin.<br />

Deputy Director, Army Public Relations of Operation Lafiya Dole, Col. Onyeama Nwachukwu, in a statement in Maiduguri, said troops also rescued three civilians, recovered vehicles and high calibre ammunition in various operations in the past two days.<br />
<br />
Nwachukwu said on Thursday, the troops engaged and neutralised a number of fleeing insurgents while attempting to escape the military blocking position in one of the cleared enclaves ‘Sabil-Huda’, deep in Sambisa Forest.<br />
<br />
He said that the troops also recovered one G-III rifle magazine, one life jacket, a light Machine Gun metal link, four rounds of Anti-Aircraft ammunition, four rounds of 7.62mm (NATO) ammunition and three rounds of 7.62mm (Special) ammunition.<br />
<br />
“Unfortunately, two soldiers were injured in the process; they had been evacuated by the Nigerian Air Force and are responding to treatment,” he said.<br />
<br />
Nwachukwu said that the troops on Friday launched offensive targeting a terrorist’s hideouts up ‘CAMP ZAIRO’, and neutralized a number of insurgents in spite of initial damaged caused to their Armoured Fighting Vehicle by Improvise Explosive Device planted beneath the ground.<br />
<br />
He said that the troops killed five insurgents; several others wounded and recovered ammunition at a hideout in Parisu, Sambisa Forest.<br />
<br />
Nwachukwu disclosed that troops of 151 Battalion in conjunction with “7 Division Support Group’ had also cleared nine terrorists’ hideouts along Frigi-Izza area.<br />
<br />
The director added that the troops also recovered one motorcycle, two bicycles, 10 bicycle tyres, one bicycle, three Boko Haram flags, a solar panel, five drums filled with grain, two mattresses, two grinding machines, three bags of metal scraps, two motorcycle tyres and two underground grain silos.<br />
<br />
Also recovered are one AK-47 Rifle Magazine, 1 dummy rifle, a round of 12.7mm ammunition, 12 empty cases of 7.62mm ammunition, assorted IED materials and a tool box.<br />
<br />
According to him, the Air Task Force of Operation LAFIYA DOLE provided air cover for the land troops in the conduct of the operations.</div>

The Trade Union Congress of Nigeria on Saturday advised state governors who could not address workers’ problems to resign.<br />

The TUC President, Mr Bobboi Kaigama, said in Lagos that workers could no longer vouch for state governments that non-payment of salaries was as a result of lack of funds.<br />
<br />
He said that the non-payment could be due to corruption.<br />
<br />
Kaigama made the TUC’s views known while addressing journalists after the union’s National Executive Council (NEC) meeting.<br />
<br />
He said that it was only the Lagos State Government that had been regularly paying workers’ salaries and allowances.<br />
<br />
“All the other states have one issue or the other in terms of salaries or benefits of their workers.<br />
<br />
“ You will discover that it is 13 months’ arrears of gratuities or pensions that have not been paid.<br />
<br />
“In some cases, it is the contributory pension deductions that have not been remitted or promotions arrears and death benefits not been paid,” he said.<br />
<br />
He advocated a return to regional government, saying that state governments were failing in their responsibilities.<br />
<br />
“The trust we have in state government has eroded.<br />
<br />
“If it is for the purposes of payment of salaries and infrastructure development such as provision of health facilities, roads, rail transportation and others, we are better off with regional government,’’ Kaigama said,’’ he said.<br />
<br />
The union leader noted that President Muhammadu Buhari had approved bailout funds and budget support funding to enable states to settle workers’ salaries, to no avail.<br />
<br />
Kaigama said that accountability in Nigeria was weak, and called for the strengthening of anti-graft agencies.<br />
<br />
On national minimum wage, Kaigama said that state governments should be determined to pay the wage when approved.<br />
<br />
He also called on the Federal Government to declare a state of emergency in the power sector due to its deteriorating condition.<br />
<br />
”No nation can develop without power,” he said.<br />
<br />
The labour leader urged the government to arrest and prosecute killers of innocent Nigerians in the guise of herdsmen and militia in different parts of the country.</div>

President Muhammadu Buhari on Friday assured the people of Niger Delta that his administration would continue to support rapid development in the region.<br />

He said he would consolidate on all ongoing projects and initiate new ones to create more economic opportunities and jobs for the people.<br />

According to a statement by his Special Adviser on Media and Publicity, Mr. Femi Adesina, the President spoke while receiving a delegation led by the Olu of Warri, Ogiame Ikenwoli, at the Presidential Villa, Abuja.<br />
<br />
Adesina quoted the President as reiterating the Federal Government’s commitment to maintaining peace and security in the Niger Delta for economic and social activities to thrive.<br />
<br />
“The President told the delegation led by the Olu of Warri that developing the region remained a priority for his administration, adding that under his watch, every region in the country would witness increased investments in critical infrastructure.<br />
<br />
“The President appealed to the people of Niger Delta to complement ongoing efforts by the Federal Government to bring more development to the region by maintaining peace, security and harmony,” the statement read.<br />
<br />
Buhari also promised to look into some of the concerns raised by the delegation, including the dredging of the Escravos bar for Warri and Koko ports, the gas revolution industrial park and EPZ project in Ogidigben, the ecological challenges in Ode-Itsekiri, Ugborodo, Orere/Yanagho and Ogheye-Eghoroke, among others.<br />
<br />
The President also used the occasion of the visit to commend the Itsekiri people for producing men of strong convictions like the Chairman of the Presidential Advisory Committee Against Corruption, Prof. Itse Sagay.<br />
<br />
He said, “Thanks for producing a man like Prof. Itse Sagay, who is defending us robustly and stepping on many toes in the process. If he’s not a man of conviction, he couldn’t have done that.<br />
<br />
“What he is doing is exceptional. Despite coming from a minority area, he’s showing overwhelming influence at the centre. Prof, I never had the opportunity to thank you personally for all you’re doing. Thank you very much.”<br />
<br />
The Olu of Warri had on Friday urged the Federal Government to tackle insecurity in the Niger Delta region and activate Warri and Koko ports in Delta State.<br />
<br />
He said that the activation of the ports would go a long way in providing job opportunities, thereby reducing youth restiveness in the region.<br />
<br />
He regretted that while other ports in the country were active and contributing to the economic activities in the states where they were located, those of Warri and Koko had remained unused.<br />
<br />
He also made a case for the actualisation of a planned gas industrial park (gas city) that is valued at $20bn, through a Public-Private Partnership model.</div>

The Kogi State Governor, Alhaji Yahaya Bello, has said that state governors elected on the platform of the ruling All Progressives Congress and the majority of the party members have confidence in the party’s National Chairman, Chief John Odigie-Oyegun.<br />

Bello said this in an interview with State House correspondents on Thursday evening after a meeting the governors had with President Muhammadu Buhari at the Presidential Villa, Abuja.<br />
<br />
He was reacting to a letter written by a national leader of the party, Asiwaju Bola Tinubu, in which he accused Odigie-Oyegun of sabotaging his efforts aimed at reconciling aggrieved party members as directed by Buhari.<br />
<br />
Tinubu had among other allegations accused the party chairman of unilaterally constituting a parallel party executive council in Kogi State.<br />
<br />
But Bello insisted that the governors have confidence in Odigie-Oyegun.<br />
<br />
Although he also supported Tinubu’s reconciliation efforts, the governor warned against what he described as “one size fits all” method for all the affected states.<br />
<br />
He insisted that some errant party members must be disciplined despite the reconciliation efforts.<br />
<br />
Bello said, “We the governors and the majority of APC members have confidence ‎in our National Chairman, Chief John Oyegun.<br />
<br />
“We also believe in the President by appointing Bola Tinubu, our leader to reconcile some aggrieved members of our party.<br />
<br />
“However, one size fits all will not work in all the states where some erring members need to be disciplined.”<br />
<br />
He also said the APC governors had been calling on Buhari to seek re-election because of his unblemished record.<br />
<br />
For instance, he said said state governors had shunned corrupt practices because the President remained incorruptible.<br />
<br />
The governor said, “One, the President has done excellently well. Secondly, on fighting corruption. Even we, among the governors are competing among ourselves to ensure that the little resources available, we utilise for the people. So, corruption is reduced to the barest minimum.<br />
<br />
“Next is the revival of the economy, job creation and making sure that average Nigerians are comfortable. Based on this performance, we are urging Mr. President to please run and fly in 2019.<br />
<br />
“So, there is nothing more to that. And if you look at it critically, the governors themselves who naturally have immunity, we are very careful because you know that Mr. President is incorruptible.<br />
<br />
“If you do, you are going to face the consequences. So, we are careful about that and we are utilising it.<br />
<br />
“You see among ourselves, we are competing among the states to see who does more unlike the previous regime.<br />
<br />
“So, we want such Mr. President to continue to lead the way so that we can follow and Nigerians will have the dividend of democracy.”<br />
<br />
He said Buhari was still consulting with Nigerians and would love to hear from citizens before taking a decision on the 2019 presidential election.<br />
<br />
“The President is still consulting and he wants more Nigerians to ‎speak before he can make up his mind. But I am very comfortable that Nigerians will speak loud,” Bello added.<br />

President Muhammadu Buhari on Friday met behind closed doors with the embattled National Chairman of the ruling All Progressives Congress, Chief John Odigie-Oyegun.<br />

The meeting was held less than 24 hours after a letter written by a national leader of the party, Asiwaju Bola Tinubu, in which he accused Odigie-Oyegun of sabotaging his efforts aimed at reconciling aggrieved party members as directed by Buhari was released.<br />
<br />
It was believed that the meeting which was held at the Presidential Villa, Abuja was to afford the party chairman the opportunity of responding to the allegations contained in the letter.<br />
<br />
Odigie-Oyegun arrived the Presidential Villa at about 3pm and left at about 3.50pm.<br />
<br />
Apparently aware that State House correspondents would seek his reaction to the letter, the party chairman avoided them.<br />
<br />
As soon as he sighted the journalists who were waiting for him at their operational base inside the Council Chambers Briefing Room, Odigie-Oyegun increased his pace as he was finding his way out of the premises.<br />

Retired Brig.-Gen. Paul Boroh, Coordinator, Presidential Amnesty Programme (PAP), says the amnesty office is determined to actualise its mandate of empowering youths in the Niger Delta region.<br />

Boroh, also the Special Adviser to the President on Niger Delta, stated this in an interview with the Newsmen on Friday in Abuja.<br />
<br />
He said that money appropriated for the programme is usually channelled towards payment of monthly stipends, funding of tertiary education for students under its scholarship among others.<br />
<br />
“PAP receives its funding from the National Budget as appropriated by the National Assembly.<br />
<br />
“All its disbursement whether for monthly stipends, school fees, in-training-allowances and payment of contractors or staff allowances are done through the Treasury Single Account (TSA), and the Central Bank of Nigeria (CBN).<br />
<br />
“In specific case of the beneficiaries, they all have personal bank accounts to which all their entitlements are paid.<br />
<br />
“The bank verification number in the country ensures that no individual can have more than one number, which indicates that an individual should be not be able to collect another beneficiary’s allowance,” Boroh explained.<br />
<br />
He said that there had been increasing demands on the office, especially by youths in the region for employment, training and empowerment lately.<br />
<br />
Boroh said some of the youths applied for scholarship to study in tertiary institutions, and assured them that efforts were being made to ensure that their dreams of acquiring education were attained even abroad.<br />
<br />
The Coordinator added that some youths even demand for infrastructure development including provisions of roads, schools, health centres, and decent housing among others in their communities.<br />
<br />
He, however, said that it was not part of PAP’s mandate to provide such facilities as it had no appropriation for such.<br />
<br />
Boroh pointed out that the mandate of the office is to cater for the beneficiaries who took the Presidential Amnesty proclaimed by late President Musa Yar’Adua administration, to ensure their sustainable reintegration into the society for peace and stability in the region.<br />
<br />
He explained that the mandate given to the office was to cater for 30,000 ex-militants, who embraced the programme on or before Oct. 4, 2009 deadline for them to drop their arms.<br />
<br />
The Presidential aide, however, alleged that some politicians were colluding with youths in some Niger Delta states to stage protest demanding for payment of non-existing housing allowances to ex militants among others.<br />
<br />
“The payment of housing allowance to ex-militants, an entitlement paid at the inception of the programme as Transitional Safety Allowance, has not gotten any budgetary provision since I assumed office”, he said.<br />
<br />
The Coordinator said the activities of those youths and the many others claiming to be ex-militants were putting pressure on the office.<br />
<br />
Boroh said that the office had discovered that the youths who were not part of the amnesty programme were colluding with corrupt political agents working in the Niger Delta to claim that they were beneficiaries of the programme.<br />
<br />
“And worse still, their very unpatriotic actions give the amnesty programme bad publicity and expose it to unwarranted attacks; we have challenged the nation’s security agencies to help stem this ugly tide,” he said.<br />
<br />
The presidential adviser added that majority of those calling for his removal as Coordinator of the amnesty programme did not belong to any of the known defunct militant camps in the region.</div>

The Chairman of the APC  Governors’ Forum, Rochas Okorocha of Imo, said President Muhammadu Buhari would soon address the nation on whether he will seek re-election in 2019.<br />

Okorocha stated this when he briefed State House correspondents after a closed-door meeting between the President and the APC governors held on Thursday night at the Presidential Villa, Abuja.<br />

“We discussed so many issues that affect the nation, our party and Mr President’s ambition to run for 2019 elections.<br />
<br />
“Anyhow, Mr President in his usual manner has requested that we give him time and that he will address the nation and the caucus of the party very soon.<br />

“So we should be full of expectations that Mr President will make officially known to Nigerians his intentions.<br />
<br />
“But we hope that his response will be in line with what the governors are thinking,’’ he said.<br />

According to the governor, it is the desire of the governors that the President seek re-election in view of his tremendous performances in the last two and half years.<br />

The Independent National Electoral Commission says it will cancel elections in wards with irregularities.<br />

Prof. Francis Ezeonu, the INEC Resident Electoral Commissioner (REC) in Imo State, said elections in areas where ballot boxes were seized or where voting was marred by any violence would be voided.<br />

He said INEC was prepared for free and fair elections devoid of violence and intimidation and urged stakeholders to cooperate with the commission to achieve this objective.<br />
<br />
“INEC will not accept results in areas where ballot papers or boxes are carted away by hoodlums or any group or individuals. Election in that area will be cancelled.<br />
<br />
“What INEC needs is cooperation from members of the community.<br />
<br />
“If INEC does not receive cooperation of people in the communities, things will not be okay. I advise politicians and stakeholders to play by the rules and play good politics,” he said.<br />
<br />
Ezeonu reiterated the commitment of INEC to conduct credible polls in the forth coming general elections.<br />
<br />
He urged politicians to always ensure their followers enjoyed dividends of democracy to pave the way for their re-election.</div>

The forum made the promise in a statement signed by Alhaji Mahammed Kirfi, its implementation committee chairman on Thursday in Abuja.<br />

The Forum condemned the state of insecurity and killings in some parts of the country.<br />
<br />
It decried particularly, the state of insecurity and killings associated with the Boko Haram insurgency and herdsmen/farmers clashes, especially in the North.<br />
<br />
Kirfi described the killings as horrifying carnage and bloodletting and demanded an immediate end to it.<br />
<br />
The Forum called for the introduction and application of modern livestock management practices as part of measures to end the clashes.<br />
<br />
This, he noted would go a long way in protecting herdsmen and farmers, their families and communities, as well as enhance quality of life across the country.<br />
<br />
Kirfi said the decision to appoint Ango was taken at the end of deliberation at the Forum´s Extra Ordinary meeting.<br />
<br />
According to him, the meeting also approved a new structure proposed by its special Think-Tank and appointed new officers to run the forum’s activities.<br />
<br />
Other new leaders of the forum according to the statement include; Alhaji Sani Daura as Deputy Chairman North-West, Gen. Paul Tarfa (rtd) Deputy Chairman North-East, and Amb. Yahaya Kwande as Deputy Chairman North-Central.<br />
<br />
Kirfi also said that the forum ratified the appointment of the already existing 21 members of the Board of Trustees and appointed a management board.<br />
<br />
They are Alhaji Mohammed Goni as chairman, Dr. Patrick Adaba as Vice Chairman, Dr Yima Sen as Director- General, and Dr Hakeem Ahmed, Mr Sam Nda Isiah and Capt. Bashir Sodangi as members among others.<br />

Two dead bodies of the missing Dapchi schoolgirls abducted by the Boko Haram terrorists on Monday, in Yobe state, have been recovered by the Nigerian military during rescue operation on Wednesday.<br />

Reports also indicates that the Nigerian military rescued 76 of the schoolgirls.<br />
<br />
Boko Haram terrorists had, Monday, attacked the Government Girls Science Technical College (GGSTC), Dapchi, Yobe state, and abducted many of the girls.<br />
<br />
Ever since, several conflicting reports have emerged as to the true situation of the incident.<br />
<br />
While some reports claimed the Nigerian army rescued 68 of the girls and that 111 of them were still missing, other reports claim 76 of the schoolgirls have been rescued while two have been killed and their dead bodies recovered.<br />
<br />
Meanwhile, the Yobe state Governor, Ibrahim Gaidam, has faulted the claim that the Nigerian army actually rescued some of the girls.<br />
<br />
The Governor made the disclosure when he visited the affected families in Dapchi community, Yobe state.<br />
<br />
Governor Gaidam was said to have told the people of Dapchi community that none of the abducted schoolgirls has been rescued yet. The report also said the Governor urged the affected parents and the community to continue praying for the safe return of their daughters.<br />
Meanwhile, a report by Reuters claimed that while the military has rescued 76 of the girls, two of the them have been killed while 13 others are still missing.<br />
The report said a resident and a local government official said there is jubilation in Dapchi community over the rescue of the girls..<br />
<br />
“Everybody is celebrating their coming with songs and praises to God almighty,” said Babagana Umar, one of the parents whose daughter had disappeared. “The only sad news is that two girls were dead and no explanation.”<br />
<br />
They said the rescued girls were returned to the village of Dapchi late on Wednesday evening.<br />
<br />
Earlier on Wednesday, sources said 91students were still unaccounted for after a roll-call was taken at their school on Tuesday.<br />
<br />
President Muhammadu Buhari, on Wednesday, dispatched the foreign affairs and defense ministers to Yobe to investigate the situation.<br />
<br />
Parents and witnesses who earlier  revealed the news of the missing students to newsmen spoke on condition of anonymity because they said they had been warned by Nigerian security and government officials not to disclose the disappearance.<br />
<br />
How the Boko Haram terrorists struck the Dapchi school<br />
<br />
Witnesses who disclosed the incident to newsmen said the Boko Haram terrorists arrived in Dapchi on Monday evening in trucks, with some mounted with heavy guns and painted in military camouflage.<br />
<br />
The terrorists reportedly went directly to the school, shooting sporadically, sending students and teachers fleeing. The witnesses also said that some people had returned to Dapchi after spending the night hiding in the bush.<br />
<br />
Meanwhile, the Yobe state Police Commissioner, Sumonu Abdulmaliki, told newsmen on Tuesday that Boko Haram had also abducted three people from nearby Gaidam.<br />
<br />
More than 20,000 people have been killed and two million forced to flee their homes in the northeast of Africa’s most populous nation since Boko Haram began its insurgency in 2009.<br />
<br />
Of about 270 girls abducted from their school in Chibok in April 2014, about 60 escaped soon afterwards and others have since been released after mediation. Around 100 are still believed to be in captivity.<br />
<br />
Last month, Boko Haram released a video purporting to show some of the Chibok girls still in its custody, saying they do not wish to return home.<br />
<br />
Aid groups have said that Boko Haram has kidnapped thousands more adults and children, many of whose cases have been neglected.</div>

The Joint Admissions and Matriculation Board said the examination mode for blind candidates for the 2018 Unified Tertiary Matriculation Examination was likely to be conducted by dictation, as was done in 2017.<br />

Head, Media and Information, JAMB, Dr. Fabian Benjamin, gave the hint in an interview with the News Agency of Nigeria on Thursday in Lagos.<br />
<br />
Benjamin was speaking against the backdrop of calls by some blind candidates in Lagos, seeking to know if they would be using the Braille Note Apex for the forthcoming Computer-Based Test, scheduled for between March 9 and 17.<br />
<br />
According to him, all blind candidates will be writing the 2018 UTME through the dictation mode, as was the case in 2017.<br />
<br />
“Yes, the candidates would be taking this year’s examination through the dictation mode.<br />
<br />
“This dictation would be carried out by the ‘Equal Opportunity Group,’ under the supervision of Prof. Peter Okebukola, a former Executive Secretary, National Universities Commission.<br />
<br />
“The Board is mindful of the needs of the Nigerian child and, therefore, will stop at nothing in ensuring that everyone is carried along and given equal opportunity to succeed.’’<br />
<br />
Meanwhile, Benjamin has urged all candidates writing the UTME Mock examination slated for February 26 to start printing their examination details, as notices have already been sent to their respective e-mail addresses.<br />
<br />
According to him, the board has concluded all arrangements for a hitch-free conduct of the examination nationwide.<br />
<br />
He said candidates were being advised to adhere strictly to the directives issued to them in connection with the conduct of the examination.<br />
<br />
Benjamin urged candidates to ensure they arrive at their respective examination centres early.<br />
<br />
He further said that lateness, use of mobile phones, wristwatches, bluetooth devices, smart lenses, microphones, earpieces, smart rings, ink pen readers and other electronic devices, would not be allowed.<br />
<br />
NAN reports that 245,753 of the 1,652,795 candidates who registered for the examination, were expected to write the mock test. </div>

Ekiti State Governor, Mr Ayodele Fayose has expressed concern over the reported abduction of 94 pupils of the Government Girls Technical College, Dapchi, Yobe State, appealing to the federal government to ensure that the remaining girls are found and stop lying to Nigerians that the Boko Haram insurgency had been “completely defeated.”<br />

The governor, who also described the new report by Transparency International (TI) revealing that the perception of corruption in Nigeria worsened between 2016 and 2017, as another vindication of his position that the All Progressives Congress (APC) government of President Muhammadu Buhari was not fighting any corruption, added that; “Transparency International only confirmed what I have said before that President Buhari is only hiding under anti-corruption fight to harass his perceived political foes while protecting corrupt people in his government.”<br />
<br />
In a statement issued in Ado Ekiti on Thursday, by his Special Assistant on Public Communications and New Media, Lere Olayinka, Governor Fayose said it was painful that despite the earlier claim by the federal government that Boko Haram was “technically defeated” and the latest one that the insurgency was “completely defeated”, 94 students could be abducted in Yobe State in just one day.<br />
<br />
He said; “My heart goes to those 46 students that are yet to be found and I urge the federal government as well as the Yobe State government to do all within their powers to bring the students back to their families.<br />
<br />
“Most importantly, the federal government should stop lying concerning the fight against Boko Haram insurgents because it has now become the tradition that whenever the government boasts of defeating the insurgents, greater havoc is wrecked on the country.”<br />
<br />
On the Transparency International annual Corruption Perception Index, which ranked Nigeria 148 out of 180 countries assessed in 2017, showing deterioration in perception of corruption in public administration in Nigeria compared to 2016, Governor Fayose said: “Transparency International has placed a question mark on the President’s claim to integrity.”<br />
<br />
“Fact is that President Buhari is presiding over the worse form of corruption in the history of Nigeria and the good thing is that despite their propaganda, they have not been able hide the rot in their government from the eagle eyes of international organisations like the Transparency International.<br />
<br />
“In the last few months, Nigerians have been confronted with messy revelations like the fraudulent reinstatement of Abdullahi Maina, alleged award of $25 billion contracts without following due process, Attorney-General of the Federation’s declaration that the EFCC lacked evidence to prove its allegations of sharp practices against prominent players in the Malabu Oil deal, alleged re-looting of exotic properties recovered from alleged looters of Pension Funds, among others.<br />
<br />
“Even the Acting Chairman of EFCC, Ibrahim Magu was indicted by the DSS indictment for corruption.<br />
<br />
“Therefore, the reality as revealed by the Transparency International is that the federal government under President Buhari is using APC broom to sweep corruption involving top functionaries of the government under the carpet while setting lion after opposition figure even on mere rumour of corruption.”</div>

Farmers and herdsmen in Adamawa have agreed to cease hostilities in order to give chance for a Peace and Reconciliation Committee to work out a lasting solution to the conflict between them in the state.<br />

The agreement is contained in a statement read by Gov. David Umahi of Ebonyi, who presided over a two-day town-hall meeting of farmers and herdsmen in Yola.<br />
<br />
Umahi, who is leading the Ad Hoc Team set up by Federal Government to fashion out lasting solution to the crisis nationwide, said the committee would look into how best to transform the existing grazing reserves in the state.<br />
<br />
“We noted that we have 31 grazing reserves in the state, totaling 105, 646 hectares of land of which the state government submitted that some of these gazetted reserves have been encroached upon.<br />
<br />
“We recommend that the state and federal governments do group the herdsmen in the state into these gazetted reserves, use the anchor borrower scheme to develop them with modern facilities that will guarantee great yield of the cattle, make water, grass available, schools, a veterinary clinic and milk factory production available.<br />
<br />
“We noted that with the increase in cattle, crop production and decrease of land, due to climate changes, there will continue to be conflict unless cattle movement is restricted into grazing reserve and ranching,” Umahi said.<br />
<br />
He explained that the peace and reconciliation committee comprised the Deputy Governor of Adamawa, Mr. Martins Babale, and representatives of farmers, herdsmen, traditional rulers, religious leaders and security agencies, among others.</div>

The Peoples Democratic Party (PDP) has said that the latest report by Transparency International (TI) showing that corruption has worsened under the President Muhammadu Buhari-led administration has vindicated its stand that the current APC-led government is inherently and overtly corrupt.<br />

The party said, by this new TI report, the African Union (AU) must have now realized its error in naming President Buhari as the African Union (AU) anti-corruption champion and should immediately withdraw the conferment.<br />

PDP National Publicity Secretary, Kola Ologbondiyan, in a statement on Thursday, said the TI report has exposed the fact that those parading daily as champions of anti-corruption are rather superintending over the worst kind of official sleaze and hypocrisy in the history of Nigeria.<br />

The party said the APC administration has been deceiving Nigerians with a ‘holier than thou posturing’ and painting others black when it is swimming in forms of corruption that are eminently festered by official concealment by the Presidency.<br />

According to the statement, “When the PDP first alerted that the APC and its incompetent Federal Government were swimming in an ocean of concealed corruption, many did not know to what extent.<br />

“The world is now aware of the diversion of billions of naira meant for fight against  insurgency and rehabilitation of Internally Displaced Persons (IDPs) by the presidency cabal; the concealment of theft, by the cabal, of billions of naira at the National Health Insurance Scheme (NHIS) among other heavy sleazes around the presidency.<br />

“As we speak, the APC administration has increased taxes, levies and tariffs without a transparent remitting regime while funds said to have been recovered in the anti-graft war have not been adequately accounted for.<br />

“Instead, the government has been peddling false figures and bogus claims to hoodwink Nigerians while its cabal continues to fritter away funds meant for the good of the people,” the statement concluded.</div>
