Olorunnimbe Mamora, Minister of State, FMOH, disclosed this to newsmen on Friday in Abuja while providing an update on preparedness for Coronavirus (COVID19), and Lassa Fever in the country.<br /> <br /> He, however, said that the World Health Organisation (WHO) and some other global public health entities were working to develop an effective vaccine for the country.<br /> <br /> In 2017, the National Institute of Health awarded Tulane University in America, more than $12 million to test a promising drug against the Lassa fever virus.<br /> <a name='more' id="more"></a><br /> <br /> The grant would also go into developing a vaccine based on a recently discovered key antibody target on the surface of the virus.<br /> <br /> Mamora said that significant progress had been made in the identification of the most promising vaccine candidates for the prevention of Lassa fever.<br /> <br /> “We are responding to Lassa fever outbreak. Between Jan. 1 and Feb. 16, we had 586 confirmed cases with 103 deaths from 26 states. Of the confirmed cases, 73 per cent came from Edo,” he said.<br /> <br /> He stated that the decline in the number of deaths from Lassa fever compared to previous years was an important outcome that testified to hard work from all relevant agencies.<br /> <br /> “We will continue working with other government agencies, states and tertiary hospitals to protect the health of Nigerians.<br /> <br /> “Public awareness is vital in the fight against infectious diseases. Lassa fever and COVID19 are threatening lives on this earth.<br /> <br /> “Let us create awareness in our society,” he said.<br /> <br /> The minister noted that the most important preventive methods against Lassa fever outbreak was the elimination of rodent habitats by improving sanitation, safe food storage and preparation, and clean water access.<br /> <br /> According to him, the public must be taught on limiting consumption, or consuming only safely prepared bush meat, by careful use of gloves and thorough cooking.<br /> <br /> Mamora said that in health care facilities, suspected cases required strict infection control precautions to prevent contact with blood, body fluids and contaminated surfaces around infected patients.<br /> <br /> “Hand hygiene requires washing with soap and water or using alcohol-based sanitiser between patients.<br /> <br /> “When working within three feet of a patient, barrier personal protective equipment should include an impermeable long-sleeved gown, gloves that cover the sleeves, and a face mask with eye protection from splashes.<br /> <br /> “Safe injection practices require use of disposable rather than reusable needles. Similar personal protective measures are needed for safe laboratory handling and safe mortuary services,” he advised.<br /> <br /> He, however, called on Nigerians to ensure that they kept their homes clean to prevent rats which were carriers of the virus that causes Lassa fever.<br /> <br /> He advised Nigerians to contact the Nigeria Centre for Disease Control (NCDC), via Toll-Free number: 0800-970000-10; SMS: 08099555577; and WhatsApp: 07087110839, if any of the symptoms are noticed.<br /> <br /> Meanwhile, on COVID19, he said information available to Nigerian government was that the first case of virus had been reported from Egypt and that the affected person was a foreigner.<br /> <br /> Mamora added that the Ministry had put together an inter-ministerial committee to provide oversight leadership. He said the committee was being coordinated by NCDC and that it meets twice a week.<br /> <br /> He said: “Nigeria is receiving technical support from the World Health Organisation, (WHO), Africa Centre for Disease Control and West African Health Organisation”.<br /> <br /> He added that the Port Health Services had intensified screening of passengers coming from China and other countries of high risk, adding that screening forms had been provided to all airlines.<br /> <br /> “As at now, there is no report of any confirmed case in Nigeria. Clinicians are being trained on management of cases at the moment. We are developing a stockpile of medical supplies to be used in the event of any outbreak.<br /> <br /> “Our capacity for testing has been enhanced because we have three laboratories in Edo, Lagos states and Abuja,” he said.<br /> <br /> On the outbreak of strange disease in Benue, which reportedly killed some people, the minister said that government was screening the use of some certain chemicals for fishing in some rivers.<br /> <br /> “From our findings, the chemicals contaminate the fishes and the body of the water, which results in the death of those who consumed them.”<br /> <br /> The minister, however, cautioned Nigerians against fake news which could cause panic, harm and lead to waste of resources.<br /> <br /> Mamora advised Nigerians to share only information from verified sources, while the relevant agencies would continue to keep them informed.

Our vision is to encourage them to invest in ICT because that is the way to go now.”<br /> <br /> Currently, he revealed that the ICT department has covered all health institutions in the state through an automated and integrated system.<br /> <br /> “Everything we are doing now is going digital. So, if you go now to the Rivers State University Teaching Hospital, doctors are now using the system to register patients and keep records for easy tracking and retrieval.”<br /> <br /> The next step, he revealed, is to capture all health facilities and professionals online. This, he said, will curb quackery.

There were complaints against him by Alake, Alaafin, Oluwo Oke and Ooni.<br /> <br /> “The move was to save traditional institution from being further dragged in the mud. It was not because of what happened between him and Agbowu.”<br /> <br /> It was further learnt that initially, five-year suspension and N2m fine were suggested by a monarch against Akanbi, the meeting later arrived at two different decisions of six months and three months suspension.<br /> <br /> After putting the two decisions to vote, more royal fathers were said to have voted in support of six months’ suspension against Akanbi.<br /> <br /> Akanbi was earlier asked to excuse the meeting, alongside Akinropo and Olu of Ile Ogbo.<br /> <br /> When he was invited back and informed of the decision to suspend him,  he stated that he could not be suspended.<br /> <br /> Speaking with newsmen on his way out of the meeting, Akanbi said he could not be suspended.<br /> <br /> Briefing newsmen on the outcome of their meeting, Orangun of Ila, Oba Adedotun, who spoke in Yoruba language said, “We all agreed that Oluwo should be suspended for six months. The suspension is not because of the altercation he had with Agbowu of Ogbaagbaa.<br /> <br /> “The suspension was because of his attitude towards traditional rulers within Osun and outside the state.<br /> <br /> “He did not show respect to the traditional rulers at the meeting and showed same attitude towards the Alaafin of Oyo, Alake of Egbaland, Oluwo-Oke and the Ooni of Ile-Ife. We believe enough is enough.<br /> <br /> “We also resolved that a 10-man committee would try to resolve the dispute between him and the Agbowu of Ogbaagbaa and other traditional rulers. Also, our farmers are now able to sell their rice since we stopped the inflow of foreign rice, usually dumped in the country,” he said.<br /> <br /> However, he told Kabore that his regime was not unaware of the concerns raised by Nigeria’s neighbours over the border closure and was doing everything possible to take the next step.<br /> <br /> “I will work as fast as I can as soon as I receive the report”, his media aide, Mr Garba Shehu, quoted him as telling Kabore.<br /> <br /> The Burkinabe leader earlier urged Buhari to reconsider his stance on the policy, saying that the committee he headed had looked into some of the issues Nigeria raised.<br /> <br /> He claimed that some of the issues had been resolved.<br /> <br /> Meanwhile, at a separate meeting with the Council for New Nigeria Initiative led by Senator Abu Ibrahim, the President called for more investment in agriculture.<br /> <br /> He said the country was close to achieving food sufficiency as a result of policies his regime introduced to develop the agricultural sector.<br /> <br /> The President explained, “With our vast population and land, agriculture is the way to go. We bumped into it by experience and common sense when we came in 2015. We encouraged people to go back to the land, and God has been kind to us, giving us three to four good rainy seasons in succession.”<br /> <br /> “Those who went into farming have no regrets, and we now save millions of dollars that would have been expended on food importation. We are almost self-sufficient in food production, and that was why I told the Governor of the Central Bank that not even one cent should be given for food importation.<br /> <br /> “We have got more people back to the land, employment is being generated, and we will do more of it.”<br /> <br /> The CNNI, which is the successor to the National Committee for Buhari Support Groups.

In their response to the rising killings and kidnappings by criminals and some persons alleged to be herders, the governors of the six states in the region had launched Operation Amotekun on January 9, 2020, to provide security for the people in the region.<br /> <br /> The Attorneys-General of the six states in the South-West had approved a draft bill for the establishment of Amotekun, noting that each state would enact its own law and establish its own operatives to be known as Amotekun Corps.<br /> <br /> The Inspector-General of Police, Mohammed Adamu, had also said at the South-West security meeting on community policing, convened at his instance about a week ago that Amotekun would no longer be a regional operation but state-based.<br /> <br /> After passing first and second readings in most of the states’ Houses of Assembly, the public hearing is scheduled to hold on Monday.<br /> <br /> In an interview with newsmen on Friday, the Chairman of Miyetti Allah in Ogun State, AbdulMumin Ibrahim, said he would be at the public hearing to share his thoughts on the bill.<br /> <br /> He, however, suggested that the membership of Amotekun corps should not be for Yorubas alone, adding that since the initiative would address the farmers-herders clashes, their members should be considered.<br /> <br /> He said, “I will be at the public hearing on Monday because I wish to share my thoughts. We want it to be all-inclusive. We don’t want it to be run like Oodua People’s Congress where only a tribe is in charge. When we wanted to join OPC, we were told that it was meant for only one tribe. If it is in the interest of peace, all the tribes must be involved. We will appreciate if our members are incorporated into Amotekun as corps.”<br /> <br /> Also, the Ondo State chapter of Miyetti Allah has said its members will attend the public hearing.<br /> <br /> The state chairman, Alhaji Garuba Bello, told newsmen on Friday, “Whatever the government wants us to do we will do. We will go there (for the public hearing) and present our position too. We are with the government.”<br /> <br /> In Osun State, the Chairman, Fulani Association in the state, Alhaji Oluwatoyi Sulaimon, said the group would meet on Sunday to take a position before attending the public hearing.<br /> <br /> He said, “I have an invite for the hearing. We are going to meet on Sunday and take a position. We will attend and make our position known there.”<br /> <br /> In Oyo State, the Organising Secretary II of the association, Adam Abdulkadri, also said they would attend the public hearing, adding that they had maintained a good relationship with the government over the years.<br /> <br /> He added, “We comply with government’s directives and we maintain mutual relationships with other groups within the state. They attend our meetings and we attend their meetings too. Our message to the public is that in Oyo State, the challenges of security are for all of us to address. We should jointly work for peace and security. If we don’t work towards that, we won’t be upholding the dictates of the constitution.”<br /> <br /> Meanwhile, one of the umbrella bodies for herdsmen in the country, Miyetti Allah Kautal Hore, has said it will not hesitate to go to court if any provision in the bill violates the rights of its members.<br /> <br /> In a chat with newsmen on Thursday night, the National Secretary, Miyetti Allah Kautal Hore, Saleh Alhassan, said herders would have no problem with the bill as long as it doesn’t infringe on their rights.<br /> <br /> Alhassan said, “As stakeholders, we have expressed our reservations and fears because if we are not able to do that, then we are not operating a democracy.<br /> <br /> “We should not allow the proliferation of militia groups, whether in the name of vigilance groups or not, because if you outsource security to non-state actors, at the end of the day, the country could be in serious crisis.<br /> <br /> “We would wait to see the nature of the bill when it’s passed. However, if it infringes on our fundamental human rights such as freedom of movement or economic pursuit, we will approach both local and international courts. But as long as the bill doesn’t affect us, we won’t have any problem with it.<br /> <br /> “We also have the option of creating our own organisation to protect the interests of our people.”

Buhari’s administration says a 17-year-old agreement entitles Bagudu to the funds and prevents Nigeria from assisting the US, according to recent filings from the District Court for the District of Columbia in Washington,” the report says.<br /> <br /> According to the report, the disagreement may hamper future cooperation between Nigeria and the US to recover state money moved offshore by the late Abacha, whom Transparency International estimates may have looted as much as $5bn (about N1.8tn) during his 1993-98 rule.<br /> <br /> “A commitment by Nigeria to transfer the funds to Kebbi state Governor Abubakar Bagudu appears to undermine Nigerian President Muhammadu Buhari’s pledge to quell rampant graft in Africa’s top oil producer,” the report states.<br /> <br /> Bloomberg said neither Bagudu nor a spokesman for Attorney General of the Federation, Abubakar Malami (SAN), responded to its requests for comment. It noted that a spokesman for Buhari said the settlement and the litigation were matters for Malami, adding that a spokesman for the Department of Justice also declined to comment.<br /> <br /> Successive Nigerian governments have sought to recoup the money looted by Abacha, who died in office, and have so far repatriated more than $2bn (about N720bn) with the cooperation of other countries, according to US court filings.<br /> <br /> The Department of Justice said in a February 3 statement that Bagudu, 58, was part of a network controlled by Abacha that “embezzled, misappropriated and extorted billions from the government of Nigeria.”<br /> <br /> Bagudu is the chairman of the Progressives Governors Forum, which is an influential body of governors representing the ruling APC, Buhari’s party.<br /> <br /> “Despite the forfeiture action being initiated following a Nigerian state request in 2012, Buhari’s government now says it can’t assist the US because it’s bound by a settlement Bagudu reached with the administration of the then-President Olusegun Obasanjo in 2003, according to the court filings,” the report states.<br /> <br /> Under the terms of that accord, which was approved by a UK court, Bagudu returned $163m (N58.68bn) of alleged laundered money to the Nigerian authorities, which in exchange dropped all outstanding civil and criminal claims against him “stemming from his involvement in government corruption,” according to a December 23 memorandum opinion by District Judge John D. Bates in Washington D.C.<br /> <br /> That meant “Nigeria renounced any interest whatsoever” in Bagudu’s trust assets, including those the US is attempting to recover for the West African nation, the opinion stated.<br /> <br /> Bagudu was able to return to Nigeria after concluding the settlement and was elected as a senator in 2009. Six years later, he was voted in as Kebbi’s governor in elections that brought Buhari and his party to power.<br /> <br /> After Bagudu successfully sued Nigeria for violating the 2003 settlement, Buhari’s administration, which anchored its campaigns on three cardinal promises, including fight against corruption, reached a new agreement with him in October 2018, according to the court filings.<br /> <br /> “That would result in the transfer of ownership of the investment portfolios, worth €141m ($155m) (about N55.8bn) to the Nigerian state, which would then pay €98.5m (about N38.61bn) to Bagudu and his affiliates, according to Bates’ December 23 opinion. The funds are currently restrained by the UK at the request of the US.<br /> <br /> Nigeria’s government claims the updated 2018 agreement with the Kebbi governor, which requires court approval in the UK, will “curtail and mitigate its looming exposure” from the judgement in Bagudu’s favour.<br /> <br /> Buhari’s administration submitted the 2018 deal to the UK court in September to support its application to unfreeze the assets so they can be sent to Nigeria, according to the opinion. The court has yet to make a decision.<br /> <br /> Meanwhile, the Presidency, in its response to the report, said on Friday that the Federal Government had more looted funds to recover overseas and would not agree to anyone trying to complicate its efforts at making the recovery.<br /> <br /> It said in a statement that the $308m (about N110bn) Abacha loot on which Nigeria recently secured an agreement for repatriation of the funds to Nigeria, would be spent solely on the terms of the agreement, and nothing else.<br /> <br /> The statement by the Senior Special Assistant to the President on Media and Publicity, Garba Shehu, was however silent on the allegations raised by the US Justice Department that the Federal Government was planning to give about $100m to Bagudu and that it was blocking attempts to retrieve loot from the Kebbi governor.<br /> <br /> The statement partly read, “We have a lot more money to recover overseas and no one has the right to complicate things for the government of our country.<br /> <br /> “The United States and the British crown dependency of Jersey have agreed with the President and government of Nigeria to repatriate $308m funds connected to former Nigerian military ruler, General Sani Abacha, the three governments said.<br /> <br /> “By a decision of this government, the entire sum will be paid to the Nigerian Sovereign Investment Authority, NSIA and will be used in expediting the construction of the three major infrastructure projects across Nigeria – namely Lagos-Ibadan Expressway; Abuja–Kano Expressway and the Second Niger Bridge.<br /> <br /> “The position of the Buhari administration is still the same on this. The Embassy of the United States may be approached for any clarification on the agreement already reached by the three parties.”<br /> <br /> Also, the Special Adviser, Media and Public Relations, Office of the Attorney-General of the Federation and Minister of Justice, Dr Umar Jibrilu Gwandu, while dismissing the allegations by the US said, “The story regarding paying a governor certain amount of the repatriated Abacha loot is unfounded and baseless.<br /> <br /> “It is only a fiction and figment of imagination of mischief-makers who are bent on destroying the good efforts of the Federal Government. The report should be disregarded by any sensible and well-meaning persons.”<br /> <br /> Also, efforts to get Bagudu’s reaction were not successful as calls made to his Special Assistant on Media, Yahaya Sarki, were not answered. He had also yet to respond to the messages were also not responded to as of the time of filing this report.

When you see one on the street, ask him or her ‘where is your father?’ So, go and arrest the father, not the boy, because the father is responsible for the problem, not the child.<br /> <br /> “If you cannot feed the children, if you are too poor to feed your children, then you go out and beg, and not to send your children to go out and beg. You go out,” he said.<br /> <br /> He recalled that in 1999, 12 states in the North adopted the Shariah without any reform of the laws outside of the Muslim Criminal law. He said that in these Shariah states, there are yet no laws addressing issues such as consent in marriage, the rights of wives and husbands, domestic violence, rights of women divorced, the responsibilities of husbands under divorce situations.<br /> <br /> He argued that if a man takes the privilege of being the head of the family, he must also take the responsibilities of being the provider of the family.<br /> <br /> “If a child is found on the streets, it’s the father that is responsible and can the state hold him accountable? You cannot take that privilege and abandon the responsibilities,” he stressed.<br /> <br /> Sultan of Sokoto, His Eminence, Sa’ad Abubakar, urged President Muhammadu Buhari to use his position to compel the state governors to ensure implementations of resolutions meant to address the challenge of out-of-school children, otherwise known as Almajiri, in the North.<br /> <br /> “We are not short of recommendations and resolutions, what we lack is implementation. Give marching orders to the governors to implement resolutions reached, you have the big stick as the Commander-in-Chief, chiefly command well. Nobody will come and solve this problem for us. No matter how big a person, is he is not bigger than Nigeria,” Sultan said.<br /> <br /> The Ooni of Ife, Oba Adeyeye Ogunwusi, who was also at the event, lamented that the Almajiri system had assumed a national embarrassment and required a holistic approach to bring it to an end in the country.<br /> <br /> The traditional ruler said there was need to promulgate laws that will force fathers to be very responsible for their children.<br /> <br /> “We can even link it to BVN. Today, everything is digitalised. We have to link children to those irresponsible fathers, producing children that are becoming menace to society. It’s time they take responsibility for their actions. If you cannot confiscate their assets, confiscate their bank accounts. Make life miserable for them; make life unpalatable for them so that they will be very serious about taking issue of birth control seriously,” Ooni said.<br /> <br /> In his own remarks, President Buhari described religious leaders in the country as custodians of social values and advised them to give more attention to issues that strengthen the family, and build a better society.<br /> <br /> “In this endeavour, our religious leaders and organizations are most important catalyst. They are the custodians of our values and of our social ideals. It is, therefore, commendable that the Nigerian Supreme Council, in collaboration with the Future Assured Initiative, has risen up to this challenge.<br /> <br /> “I, however, wish to call on all our religious leaders and organisations, both Christian and Muslim, to follow suit by redirecting important elements of their preaching and teachings on family issues with a view to broadening the sensitization of people at the grassroots level,” he said.<br /> <br /> The President said the government would also put more effort in ensuring economic support, and empowering of family members for more stability.<br /> <br /> “We have been conscious of the havoc poverty is wreaking on the family. We, therefore, believe that poverty alleviation is central to safeguarding the integrity of our families.<br /> <br /> “Our administration introduced a number of economic empowerment and poverty alleviation schemes. Some of these directly impact on families while others have an indirect effect on families through their multiplier effects,” he said.<br /> <br /> The President said most of the challenges affecting the family fall within the mandates and jurisdictions of the state governments, urging the governments to rise up to the challenges of birthing a better society.<br /> <br /> First Lady, Mrs. Aisha Buhari, said her pet project will identify critical marriage challenges and suggest relevant instruments for addressing them, which include sensitizing relevant stakeholders on their responsibilities.<br /> <br /> “We have succeeded in assembling an array of Islamic scholars to further deliberate on these matters, with the belief that they will do justice to the issues,” she said.

She then called the guy’s mother to come and carry her son’s corpse.<br /> <br /> “Luckily for the doctor, he was rushed to the hospital last night and he was stabilised. Although he is conscious, he cannot talk since he’s on tracheotomy.”<br /> <br /> The Public Relations Officer in the state, Orlando Ikeokwu, told newsmen that the matter had not been reported to the police.
