It would be broadcast live from different T.V stations and will be a precursor to the official flag-off of the campaigns.<br /> <br /> A statement issued by Festus Keyamo, Director, Strategic Communications, President Muhammadu Buhari Campaign Organisation said on Saturday that at the event, the president was expected to unveil two documents: one that would highlight his achievements in the last three and half years and would also contain other facts to guide supporters in the course of the campaigns; while the other document is titled “The Next Level”, which captured the projections of the Buhari administration in the next four years if given the mandate again by Nigerians.<br /> <a name='more' id="more"></a><br /> <br /> “A formal announcement as to the official flag-off of the campaigns would be made in the next few days,” the statement said.

In Ajase Ward 1, APC got 1,350 and PDP 1145. The PDP candidate also lost his polling unit to his APC rival 80-120 votes.<br /> <br /> Results from polling booths also indicated a similar trend.<br /> <br /> <a name='more' id="more"></a><br /> <br /> The by-election was called by the Independent National Electoral Commission following the death of Ms Funke Adedoyin, who was representing the constituency.<br /> <br /> Turnout for the election was impressive, according to a correspondent of the News Agency of Nigeria.<br /> <br /> The conduct was peaceful, hitch-free and orderly in all the voting centres visited.<br /> <br /> The Minister of Information and Culture, Alhaji Lai Mohammed, voted at PU 006, Ile Onikoyi Ward II, Oro at about 9.45 a.m.<br /> <br /> He expressed satisfaction at the peaceful conduct of the exercise.<br /> <br /> The minister said this in Oro, Kwara while addressing journalists after casting his ballot.<br /> <br /> Mohammed added that the election in Oro and other polling units in the local government was generally peaceful.<br /> <br /> He commended INEC for organising a peaceful and hitch-free by-election in the four local government areas of the constituency.<br /> <br /> The minister also commended the conduct of the security personnel in maintaining peace and orderliness during the accreditation and voting.<br /> <br /> Mohammed, however, added that it was early to start receiving situation reports from the polling booths across the four local governments.<br /> <br /> He expressed confidence that his party, the All Progressives Congress (APC), would emerge victorious at the end.<br /> <br /> “I am confident that my party, APC will win the election, I can’t say otherwise. APC will be victorious,” the minister added.<br /> <br /> At Ijomu Oro, NAN reports that accreditation and voting started promptly by 8 a.m. with voters in the five polling units in the town on queue for accreditation and voting.<br /> <br /> A chieftain of the APC in the town, Alhaji Raheem Adedoyin, commended INEC for the prompt commencement of accreditation and voting.<br /> <br /> Adedoyin, a journalist, said the initial low turnout of voter was because they saw the by-election as a minor one, adding that they later turned out in large numbers.<br /> <br /> He also expressed optimism that APC would win the by-election.<br /> <br /> At Isanlu-Isin in Isin local government, all the 14 voting units were filled with voters eager to be accredited.<br /> <br /> A chieftain of APC in the town, Akogun Iyiola Oyedepo, said he was satisfied with the conduct and turnout of voters.<br /> <br /> He said the people turned out in their hundreds to cast their votes because they desired a change in governance in the state.<br /> <br /> “The people, without being coerced, came out to vote because of their yearning to effect a change of government in Kwara,” Oyedepo said.

Thousands and thousands of homes got destroyed with no trees around,” she said at a shelter set up by the American Red Cross in a church.<br /> <br /> In Chico, just west of Paradise, volunteers had erected a tented encampment for evacuees.<br /> <br /> “Just trying to make it day by day. It’s all we can do,” said Dustin Kimball, who worked at the Paradise cemetery.<br /> <br /> The Camp Fire has burned 148,000 acres (60,000 hectares) and was 55 percent contained by Saturday, California’s fire service said.<br /> <br /> Authorities said 47,200 people had been evacuated because of the fire and nearly 1,200 were living in shelters.<br /> <br /> Smoke from the fire forced schools to close in San Francisco on Friday and the city’s iconic cable cars had to suspend service. The Golden Gate Bridge was shrouded in thick smog.<br /> <br /> – Losing hope –<br /> Much of the rescue work is now focused on Paradise, where many retirees were unable to get out in time.<br /> <br /> Rescuers with sniffer dogs have been conducting a painstaking house-to-house search.<br /> <br /> “I’m still going to keep on looking and hope for the best,” Jhonathan Clark told AFP. He was hunting for his brother, sister-in-law and nephew.<br /> <br /> Three other people have died in southern California in a blaze dubbed the Woolsey Fire, which engulfed parts of Malibu, destroying the homes of several celebrities.<br /> <br /> That inferno, which is about two thirds the size of the Camp Fire, was 82 percent contained Saturday.<br /> <br /> Adding to the misery of Camp Fire survivors, an outbreak of the highly contagious norovirus has been reported at several shelters. What has happened is that the ban on Campaign is officially lifted and parties are now free to begin their campaigns. You know, INEC can tell you when not to Campaign, but they can not determine for you when to start.<br /> <br /> <a name='more' id="more"></a><br /> <br /> “They have lifted the ban and parties are now free to go out there and openly campaign for the elections. There is no agitation by labour that never experienced such. So, we consider their position as an afterthought.<br /> <br /> “In case they didn’t know, labour started with a proposal of N66, 000. So N30, 000 was a midway approach to resolve the crisis.<br /> <br /> “We didn’t just request for it, we considered the high inflation rate, the poor purchasing power of naira among other variables.<br /> <br /> “While we commend about six governors for saying they will pay N30, 000 minimum wage, we challenge those saying they can’t pay to go to their states and tell workers and pensioners that they can’t pay.<br /> <br /> “This agitation started in November last year, even when the review was supposed to take place in 2016. The governors were asked to send memoranda and only 21 states complied.<br /> <br /> “We want to tell the governors that we won’t succumb to their antics. We will receive nothing less than N30, 000 minimum wage for our people and we have directed workers to vote out any governor or his successor, who says he is not ready to pay,’’ said the labour leader.<br /> <br /> Earlier, Wabba described Ogunseeyin as one of the few patriots and unionists, who fought for improved welfare of Nigerian workers.<br /> <br /> In a speech, the Ekiti State Head of Service, Dr Gbenga Faseluka, appealed to workers to make productivity their watchwords, to boost nation growth.<br /> <br /> Many labour leaders, including the Chairman of the NLC in Ekiti, Mr Ade Adesanmi, attended the event. </div>

<div dir="ltr" style="text-align: left;" trbidi="on"> <div style="text-align: center;"><a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjpjjNRccIIixVnPsEb7jXBhJZ-CJQaQ6mF5Gxmne6xUC4-CiZ4jEe8Zt0p9VD-HqVFcxvSI1doKGsxrr7yOlcsyr-nby_HOR67T8WQzJZNKK4d1Ygi_rIIgNlIv3-sW4MBt04ejk5ckvbD/s1600/Ibrahim+Magu+2.jpg" imageanchor="1"><img border="0" height="212" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjpjjNRccIIixVnPsEb7jXBhJZ-CJQaQ6mF5Gxmne6xUC4-CiZ4jEe8Zt0p9VD-HqVFcxvSI1doKGsxrr7yOlcsyr-nby_HOR67T8WQzJZNKK4d1Ygi_rIIgNlIv3-sW4MBt04ejk5ckvbD/s320/Ibrahim+Magu+2.jpg" width="320" /></a></div> “The individual is a single cog in an ever-moving mechanism”-Max Webber (1864-1920)<br /> <br /> In the story of the ‘Old Man and the Sea’ brilliantly scripted by Ernest Hemingway, courage, determination and perseverance are all the sustaining power of Santiago, the valorous   fisherman, who was tormented for 84 days and left at the mercy of the elements of a virulent sea populated by dangerous predators bent on carting away whatever catch he makes.<br /> <br /> Although the vicious attacks by sharks strained Santiago to the limits and drained his fortunes as a gifted fisherman, the old man struggled to return home with the skeleton of the greatest catch of life to the admiration of distraught family members, friends, associates and tourists, becoming a hero of some sort in the end.<br /> <br /> The story of Ibrahim Mustapha Magu, who was promoted from Deputy to substantive Commissioner of Police in April this year and deployed by President Muhammadu Buhari in November 2015 to head the Economic and Financial Crimes Commission, bears similarity to the Old Man and the Sea.<br /> <a name='more' id="more"></a><br /> <br /> Clearly, although Magu is cut out for the job, having been a security man for many years and having spent many of his working years with the EFCC from the days of Nuhu Ribadu, the forces never wanted him there because of what he knows about the business.<br /> <br /> Thus,   by the time Buhari announced his name as the nominee for the EFCC job in an acting capacity, Magu was like a Daniel thrown into the lion’s den.   Although he says he is ready to lay down his life for the job he so loves so much, in his altruistic bid to ‘kill corruption before corruption kills Nigeria’, the forces arrayed against him have become so ferocious that he now cuts the image of a bewitched soul, straddled by enemies within and without and left at the mercy of his traducers, who are frontally opposed to Magu as a person, the crucial task assigned to him by the president and the techniques he has deployed to get the job done.<br /> <br /> Even Buhari   has been hit below the belt by the turn of events surrounding Magu’s choice and confirmation, leaving him tongue tied.   He has faced a revolt from within his inner circles and the National Assembly over the choice of the Borno State-born policeman in that when   he   appointed him as the Acting Chairman of the EFCC, he had taken it for granted that his confirmation by the Senate which is controlled by his party, the APC, would be a walkover. But he was dead wrong! Buhari did not also suspect that even within his cabinet, some well-placed persons, like the deposed Director General of the Department of State Service, Lawal Daura, a close associate, would stand on the way   of Magu’s confirmation, not once, not twice, thereby questioning his integrity.<br /> <br /> In a bid to prevent the Senate from confirming Magu, the DSS prepared a 14-paragraph ‘Security Report’ on Magu, and sent it directly to the Senate President, Bukola Saraki, through the National Security Adviser. Magu labeled the report mere fabrications.<br /> <br /> But the presidency was bent on retaining Magu and later resent his name to the same Senate, which also used the same security report represented to them by the DSS to reject the nominee for the second time in three months, making it abundantly clear that lawmakers would not ratify Magu’s appointment at any rate and that there was no need to continue to seek their endorsement.<br /> <br /> The Vice President, Yemi Osinbajo, who actually forwarded Magu’s name to the Senate when Buhari was outside Nigeria at the time, made it abundantly clear that despite the rejection of Magu’s nomination by the Senate, something he saw as an affront on the president, Magu would remain the chairman of the EFCC as long as Buhari remained the President of Nigeria.<br /> <br /> While addressing journalists on Monday to mark his three years in office, Magu beat his chest in self adulation, jostling from one end of the table to the other with a sense of accomplishment, saying,  “Acting capacity does not hinder me from performing. I’m focused in getting the job done rather than lobbying to be confirmed as chairman.   I have worked here for three years and nobody can erase that record. I am not worried about non-confirmation.<br /> <br /> “For me, it was an auspicious opportunity to contribute my quota to Mr. President’s vision of a corruption-free nation.<br /> <br /> “The opportunity to fully subscribe to President Buhari’s mantra to “kill corruption before it kills us”, was for me, the highest call to duty – one that required absolute commitment and passion.<br /> <br /> “Indeed, the task of fighting corruption in Nigeria has never been, is not and can never be an easy one. The battle to make our dear country a place where foreign investors will be confident to invest in is, without doubt, one that must be fought by all Nigerians who love this country, if we are to make any appreciable progress.<br /> <br /> “Perhaps, it is fair to describe the task of championing the anti-corruption crusade as one of the most difficult jobs in the world, because corruption always fights back viciously on many fronts. I have experienced this first-hand.<br /> <br /> “Recall the many battles we have fought over the past three years: recall the monumental challenges that the corrupt people and those who aid and abet them have placed on our path; recall that during this period, armed men attacked and strangled a police man on guard duty at my farmhouse.<br /> <br /> “Recall also that across the country, EFCC offices and officers including operatives, lawyers and media personnel have been physically attacked in the course of the discharge of our duties.<br /> <br /> “Then also, recall the unprecedented vilification we have endured, for the simple reason that we answered the national call to service.<br /> <br /> “Notwithstanding all that, we can still say that overall, for us as an anti-graft agency, it has been, so far, so good. The past three years have been very eventful, and in spite of the obstacles, we have consistently made progress in the areas of convictions, and particularly the recovery of assets stolen from our commonwealth.<br /> <br /> Magu, who flaunted the achievements of his three-year stewardship before journalists in his imposing office in Abuja, announced that EFCC under his watch recovered N794 billion, $261 million, £1.1 million and 407 mansions from looters.<br /> <br /> Magu also said that the commission convicted no fewer than 703 corrupt persons and institutions within the period under review.<br /> <br /> He said, “In the three years that I have been in charge of EFCC, we have secured 703 convictions. The breakdown is as follows: 103 convictions in 2015, 194 convictions in 2016; 189 in 2017 and 217 from January 2018 till date,” Magu revealed.<br /> <br /> My efforts at fighting corruption firmly within limits of the rule of law – Buhari<br /> <br /> “Ladies and gentlemen, in the past three years, we have set recovery records to the envy of virtually all law enforcement agencies in Africa.<br /> <br /> “It is on record that about 90% of all recoveries in Nigeria is through the EFCC.   “ We have recovered over N794 billion, $261 million, £1, 115, 930.47, €8, 168, 871 within the last three years of my stewardship.<br /> <br /> “Hundreds of properties such as filling stations, petroleum products, land, jewellery, automobiles, real estate, vessels, hospitals, company shares and heavy machinery and broadcast equipment have been seized from corrupt elements between 2015 and 2018.<br /> <br /> “From 2015 to 2018, 407 mansions were seized, 126 have been forfeited finally and 281 are under interim forfeiture. Nine filling stations were seized and placed under interim forfeiture.<br /> <br /> “Plots of land seized sums up to 98 of which 56 are under interim forfeiture, while 42 have been forfeited finally to the Federal Government.<br /> <br /> “Two hundred and fifty nine (259) automobiles have been seized, 35 are under interim forfeiture while 224 have been forfeited finally.<br /> <br /> “A hospital, St. Solomon Health Care Centre located at No. 24, Adeniyi Jones Street, Ikeja, Lagos, has also been forfeited finally. In 2016, 1500 metric tonnes of AGO and 3,035 Metric tonnes of LPFO were forfeited finally.<br /> <br /> “Also, Base Transceiver Station (BTS) equipments in 36 sites across five Eastern States were forfeited finally on orders of court.<br /> <br /> “A host of other machinery/equipments have been seized on interim basis, while we have obtained final forfeiture orders in respect of others. Jewellery worth millions of naira has been seized and is under interim forfeiture,” he boasted.<br /> <br /> Notwithstanding the feat recorded by Magu, his joy may never be complete without being given the appellation of a substantive chairman of the EFCC. That perhaps, aptly explains why Magu hardly smiles despite the array of ‘achievements’ he reeled out in three years. But like Daniel in the Bible and Santiago, the old fisherman in Hemingway’s book, and considering the orchestrated fights, twists and turns, which he has had to grapple with in the last three years, he may well console himself with the reality that his situation could have been far worse if not for the explicit support he continues to enjoy from the corridors of power.<br /> <br /> If not for anything, the words of the French writer, Michel Foucault, “We need to cut off the king’s head”, must not be lost on Magu. He needs to understand that fighting crime and graft is not a tea party and cannot be won on a platter. Magu and his men must realise that while mere survival in Nigeria is a difficult task, fighting corruption, which has been deeply entrenched in the culture of the people, requires raw courage and tact.<br /> <br /> While the commission should not in any way try to appease anyone in the war against graft in order to save Nigeria and its people, it should however bear in mind the admonition of Thomas Hobbes that: “The condition of man is a condition of war”.<br /> <br /> But Magu must also be concerned about the opinion of many Nigerians who see the fight against corruption as one sided. Many government officials accused of corruption are hardly investigated. Many also in the ruling party accused of corruption are hardly invited or arrested by security agents. This gives some credence to those who believe that the anti-corruption fight is one sided. Magus must do himself and the government her serves the favour of debunking this through action.</div>

Government has approved some money, N60 billion to support the rice industry to bring down prices. But we are going to handle it differently.<br /> <br /> “We don’t want to get into petroleum subsidy problem, so a committee is looking at it with the ministry of finance.<br /> <br /> “We think that it is better for us to loan money to the millers, farmers and distributors at a very low interest rate, so that the capital doesn’t disappear, and if they have cheaper credit to do their business that should impact on the price of rice in the market.<br /> <br /> “Every country does it for food, we will use a different method to do it and it will be cheap credit to the farmers, millers and the marketers, not outright cash subsidy for their product,’’ he said.<br /> <br /> Ogbeh, who announced that the Bank of Agriculture would soon be restructured, expressed the hope that farmers would be able to buy shares in the bank after the restructuring exercise.<br /> <br /> The minister also expressed optimism that the restructuring process would bring down the bank’s interest rates to five per cent.<br /> <br /> He added that the objective was to make agriculture more attractive so that people could raise capital to invest in profitable business ventures.<br /> <br /> “The Bureau for Public Enterprises (BPE) is about to restructure the bank of agriculture after which farmers are going to be able to buy shares in the bank, so eventually it will become the farmers bank.<br /> <br /> “And we hope in the process that it will bring down interest rates reasonably maybe 5 percent or a little higher, so that agriculture will become attractive and people can raise capital to invest,’’ he said.<br /> <br /> The minister revealed that the Council called for ban of fertilizer NPK 15-15-15, saying recent research had indicated that the fertilizer had no value for any crop or soil.<br /> <br /> He said: “We call for the ban of fertilizer NPK 15-15-15 which has been used in the country for many years but recent research revealed its not useful for any crop or any soil.<br /> <br /> “Soil differs and so does crop, to believe there is one uniform fertilizer you can spread for every crop is a fallacy.<br /> <br /> “And it’s because we have done soil test and change the formulations of fertilizers, local blenders, that is why some of the yields we are getting now are rising from two tonnes per hectares to five and six.<br /> <br /> “So, the president is looking into that and to see how we can deal with it.’’<br /> <br /> The Deputy Chairman of the National Food Security Council and Kebbi state governor, Alhaji Atiku Bagudu, who also spoke on the outcome of the meeting, said that the council may subsidize the price of rice with N5 billion.<br /> <br /> He said the subsidy would enable Nigerians to buy rice at a cheaper rate during the forthcoming yuletide as obtained in 2017.<br /> <br /> The governor dismissed the reports by the United States Department of Agriculture (USDA) World Market and Trade which suggested that Nigeria has been importing rice to the tune of about three million tonnes.<br /> <br /> “Certainly, that is an erroneous report, in spite of the flooding the upland rice production has been quite strong this year.<br /> <br /> “Even though prices have increase in response to flooding, we still have adequate paddy rice in Nigeria,’’ he said.
