<br /> <a name='more' id="more"></a><br /> <br /> The stakeholders expressed their views in separate interviews with the News Agency of Nigeria (NAN) in Lagos, while reacting to the revocation of the licence of Skye Bank by the apex bank.<br /> <br /> Prof. Sheriffdeen Tella of the Economics department, Olabisi Onabanjo University Ago-Iwoye, Ogun commended the decision of the apex bank.<br /> <br /> Tella said the CBN had helped Skye Bank shareholders by making the announcement at the close of banking hour for the week.<br /> <br /> He said the announcement at the close of the week prevented an immediate run on the bank.<br /> <br /> According to him, announcement of a buyer was also helpful and would prevent a run on the bank in the coming week.<br /> <br /> “There is no time that can be regarded as good for this kind of action but action must be taken whenever it becomes inevitable.<br /> <br /> “Such actions are capable of dousing tension that normally follows sudden closure of banks,” Tella said.<br /> <br /> He said the shareholders had not really benefited from the bank because they had not received dividend on their investment for a long time.<br /> <br /> The economist said in other climes where shareholders were active investors, they would have sold their shares to minimise losses.<br /> <br /> “But in Nigeria, majority hold on to their shares even when it is apparent the business is sliding down,” Tella added.<br /> <br /> He, however, said the impact on the economy and the banking sector in particular may not be serious, unless another bank ran into trouble within three to six months.<br /> <br /> Malam Garba Kurfi, the Managing Director, APT Securities and Funds Ltd., the decision of the apex bank as a regulator could not be faulted.<br /> <br /> Kurfi said the development should serve as a lesson to both the Securities and Exchange Commission (SEC) and the Nigerian Stock Exchange (NSE) to put their house in order.<br /> <br /> He noted that SEC and NSE should be more active going forward by ensuring suspension of trading on the shares of any bank taken over by CBN to avoid making mockery of the capital market.<br /> <br /> He said Skye Bank shares traded on the exchange on Sept. 21 and made some gains only for the licence to be revoked the same day.<br /> <br /> “CBN has been demonstrating several times that it has no regards for shareholders but only depositors and as at today the only loser in the bank are the shareholders,” Kurfi said.<br /> <br /> He said the shareholders should learn from past experience by exiting any bank taken over by the CBN to avoid regrets.<br /> <br /> Mr Uche Nworah, the General Manager, Anambra Broadcasting Service, Awka, said the mandate of the apex bank and the Nigeria Deposit Insurance Corporation (NDIC) was to safeguard depositors.<br /> <br /> Nworah said the CBN must have seen a lot of things in the bank before deciding to revoke the licence to protect investors and depositors.<br /> <br /> He, however, faulted the apex bank’s approach in terms of information management.<br /> <br /> Nworah said the bank’s customers and depositors were the ones that alerted the workers of what was going on in Awka, Anambra State.<br /> <br /> Mr Moses Igbrude, Publicity Secretary, Independent Shareholders Association of Nigeria, said the takeover of Skye Bank was a very sad and avoidable story.<br /> <br /> Igbrude described the takeover as a total loss for all the bank’s minority shareholders.<br /> <br /> He linked the bank’s failure to the acquisition of the former Afribank against the shareholders advice.<br /> <br /> “The story started some few years ago when the former management decided to expand by acquiring former Afribank and later Mainstream Bank against the advice of some of us shareholders not to do so.<br /> <br /> “They refused to listen to us when we told them that Mainstream Bank was cancerous and political exposed, that the intrigue that would follow the acquisition would consume the bank.<br /> <br /> “While shareholders of Skye Bank have lost their investments, what happened to the management who took the decision and those professional consultants who did the due diligence reports that the management rely on to take decision?<br /> <br /> “It is high time regulators address the issue fake consultants who parade themselves as professionals or else this will continue to happen,” Igbrude said.<br /> <br /> Mr Boniface Okezie, National Coordinator, Progressive Shareholders Association of Nigeria, said the CBN needed to explain its actions to Nigerians for better understanding.<br /> <br /> Okezie said the apex bank needed to find a lasting solution to the banking sector crisis which was becoming an embarrassment not only to government but to the investing public.<br /> <br /> He said the CBN should be held responsible for the development in Skye Bank because it granted the bank the approval to acquire Afribank.<br /> <br /> Okezie said the investors should not be allowed to suffer again for the misdeeds and mistakes of the regulations.<br /> <br /> He called on the Federal Government to investigate the incessant fall of banks in the country.<br /> <br /> Okezie added that the past management and board of Skye Bank must be made to account of what led to the the bank’s misfortune.

As one of the principal leader of the PDP, there has been no reported case of violence anyway. In fact, we had the inkling that it was going to be peaceful because the policemen sent around were not harassing anyone, they were peaceful and gentle. So, far everything has been going well.”<br /> <br /> On the allegation that parties have been engaged in vote buying, he said: “there is no evidence of vote buying as far as I can see, people already who they want to vote for and I am sure they must have made up their mind who they want to vote for before coming. So, if there was any vote buying, it would have happened before the election day and not during the election.”<br /> <br /> In addition, he said: “the card reader has been functional to some extent, we had problem with one in the morning but under 30 minutes, it was repaired and people have been voting.<br /> <br /> “We are optimistic that our party will win because people are tired of the present government with series of allegation against them like half salaries here and there, unemployment and other issues on ground. So, people are ready to change the APC not minding all the controversies around our candidate and the attempt by the APC to undermine our candidate, we are sure of victory.”</div>

Everybody is doing what they are supposed to do.<br /> <br /> “Talking about the security situation, the moment everybody does what they are supposed to do, there will be less work for the security operatives. Muoneke (Executive Director, Finance and Administration); and Miss Ije Onejeme, (General Manager, Contract Management).<br /> <a name='more' id="more"></a><br /> <br /> The NDPHC, a Federal Government enterprise, was established in 2005 to serve as the legal vehicle to contract for, hold, manage and operate the assets of Nigerian Independent Power Project (NIPP).<br /> <br /> But while Edozien found his way back as Permanent Secretary, Power, in November 2015, Mrs Mohammed was disengaged in 2016.<br /> <br /> Beside his stint at NDPHC, Edozien did not work in the civil service all his life.<br /> <br /> Sources told Daily Trust that Edozien was appointed permanent secretary in spite of the recommendations of the security agencies especially the DSS, adding that highly placed officials in the presidency facilitated the process.<br /> <br /> On the NYSC certificate issue, one of the officials said it was not a criterion for appointment as a permanent secretary. “Unlike the last exercise which involved written examination conducted by the Office of the Head of the Civil Service of the Federation, those done earlier were at the prerogative of Mr President,” one of the sources said.<br /> <br /> However, a serving permanent secretary, who does not want to be quoted, wondered how a non-career civil servant, sacked from a government agency for failure to produce  NYSC discharge certificate or certificate of exemption, could later be considered to occupy the highest position in civil service.<br /> <br /> “Something is fundamentally wrong; the civil service rule is unambiguous; it says if you are a graduate and do not have NYSC certificate, you cannot work in government. Even the private sector is not expected to flout this rule,” he said.<br /> <br /> Daily Trust reports that the one-year NYSC scheme is mandatory for graduates under 30, while those above receive exemption certificates. the All Progressives Congress(APC), Ademola Adeleke of the Peoples Democratic Party and Iyiola Omisore of the Social Democratic (SDP).<br /> <br /> Also, Osun election accreditation and voting commenced about 8 am simultaneously across many polling units<br /> <br /> In Osogbo, the state capital, many of the residents had trooped to their polling units as early as 6.am.<br /> <br /> At Osunbukola Ward 10 Unit 003 Polling Unit in Egbedore, more than 300 voters were sighted on the queue while accreditation and voting commenced about 8.10am.<br /> <br /> There was also some policemen and NSCDC personnel at the polling unit.<br /> <br /> The Accreditation Officer at the unit, Mashood Samson, said  that the exercise had so far been hitch-free with the card readers working perfectly.<br /> <br /> An official of the Transition Monitoring Group, Dr Abiola Afolabi, speaking on the Osun election the exercise said the units visited so far had been orderly.<br /> <br /> At the Ward 5 Unit 1 Polling Unit in Osogbo Local Government, more than 300 voters were on the queue for accreditation and voting which started at 8.10.am.<br /> <br /> An international observer from the National Democratic Institute who simply identified herself as Miss Courtney said the Osun election so far had been transparent, an assessment corroborated by Busayo Soyebi of the Centre for Transparent Advocacy.<br /> <br /> At the Osogbo Polling Unit 2 Ward 5 inside Osogbo Grammar School, no fewer than 200 voters were sighted waiting to be accredited.<br /> <br /> The exercise was orderly while five policemen and one NSCDC official were sighted keeping vigil.<br /> <br /> In Iragbiji, the hometown of the APC candidate, Gboyega Oyetola, there was also a massive turnout.<br /> <br /> At the polling units in LA primary School Popo, Ward 1, Oja Oba Town Hall, Ward 2, Osolo Hall, Ward 1 and Oke-Osun, Ward 1B, many of the voters arrived as early as 7:00 am to check their names on the voters’ list.<br /> <br /> At exactly 8:24, accreditation and voting started at Polling Unit 2, LA Primary School Popo.<br /> <br /> Some voters, however, complained that they could not find their names on the voters’ register.<br /> <br /> The INEC Presiding Officer, Mr Lawal Adewale, said they had no challenges at the voting unit as materials arrived early.<br /> <br /> He said those complaining they could not find their names on the voters’ register were not at the polling unit to vote<br /> <br /> More than 200 voters were at the polling unit made up three voting points to cast their vote.<br /> <br /> In Ede, the Peoples Democratic Party candidate, Adeleke, voted at about Ward 2 Unit 9 at Sagba-Abugunde at about 8:01 am after an initial hitch with the card reader.<br /> <br /> ” The card reader took a lot of processes before it started working and I hope it is not the same in other polling units,’’ he said.<br /> <br /> The police spokesman, Acting DCP Jimoh Moshood, hhad saidfour unarmed policemen and two others from other security agencies would be on duty at each voting point throughout the state.<br /> <br /> He also said the Police Mobile Force (PMF) headed by a very senior officer will provide security at the RAC, Super RAC and collation centres.<br /> <br /> This is in addition to the deployment of two helicopters, 30 Armoured Personnel Carriers, 10 Armoured Personnel Vehicles and 300 Police patrol vehicles.<br /> <br /> Moshood also disclosed that the Deputy Inspector General of Police in charge of Operations would supervise the entire security arrangement.<br /> <br /> He would be assisted by an Assistant Inspector General of Police and eight Commissioners of Police while eight Police Area Commands in the state would be manned by a Commissioner of Police.<br /> <br /> The police also released the dedicated lines—08037025670, 08037160989, 08033415589 and 08032451594—for residents to report any infraction on the democratic He was prone to attacks and all that. But what has happened to the policemen attached to Governor Aregbesola? Nothing. Instead of them being replaced, they have been fortified with policemen from Lagos State and neighbouring friendly states in order to manipulate the outcome of the election.<br /> <br /> “It is unfortunate that we have a police force that has become an arm of the ruling party; a police force that is not serving the interest of all Nigerians but a clique.<br /> <br /> “We want IGP Idris to tell Nigerians why he is applying different rules in the deployment of policemen for the conduct of elections in states being controlled by the PDP and the one under the control of the All Progressives Congress.”<br /> <br /> Secondus, however, appealed to members of the PDP in Osun State to guard their votes on Saturday (today) and make sure that they are not stolen.<br /> <br /> He added, “Members of our party and others in the opposition must guard their votes and make sure that they are not stolen. They must be vigilant and be strong in the face of persecution. Osun people will never follow a government that has refused to pay salary for more than three years. The five include Gboyega Oyetola of the All Progressives Congress (APC), Iyiola Omisore of the Social Democratic Party (SDP), Moshood Adeoti of the African Democratic Party (ADP), Ademola Adeleke of the Peoples Democratic Party (PDP) and Fatai Akinbade of the African Democratic Congress (ADC)<br /> <br /> Addressing reporters at the office of the Independent National Electoral Commission (INEC) in Osogbo yesterday, the Resident Electoral Commissioner (REC), Mr. Segun Agbaje, said the commission, through painstaking effort that involved data consolidation and fingerprint identification, had produced a credible register of voters made up of 807, 598 (48%) male and 874, 897 (52%) female voters. From the foregoing, he said, about 1,246,915 voters had collected their permanent voter cards (PVCs), representing the number of eligible voters across the state. “Don’t forget that those without PVC cannot vote,” he said. “The cards not collected are being kept in our strong room here in Osogbo.<br /> <br /> “It is not true also that we released them to a particular political party to be used by their supporters. ‘The PVC can only work where it was issued. So, it is funny when we hear such thing that we have given the remaining cards to some politicians. It is not true. “Come with me to the strong room here and I will show you the remaining cards.” Agbaje said the smart card readers that would be used for the election had been further enhanced in order to be more effective, adding that 4,761 of them would be used across the state during the election.<br /> <br /> Clarifying the stand of the Independent National Electoral Commission (INEC) on the use of smart phones, cameras and other devices by voters and other stakeholders during voting, Agbaje said there was no truth in the rumour that the commission forbade voters from going to voting units with their smartphones and cameras. But Agbaje, who urged Nigerians to be ready to make sacrifices in order for the nation’s fledgling democracy to further grow, insisted that the commission would not allow anybody to go into the voting cubicles with a smart phone or a camera. He said the decision was part of efforts being made by INEC to curb vote buying during the governorship election. He said enough voters’ awareness had been done by the commission to sensitise the people on why this became necessary.<br /> <br /> Agbaje said: “What we said was that no phone will be allowed into the voting cubicles. This is part of efforts to curb the embarrassing menace of vote buying. “We are of the strong opinion that once it becomes difficult for voters to prove who they voted for in order to be paid by unscrupulous politicians, it will become unattractive for politicians to promise cash in return for votes. “We didn’t say people should not come to polling units with their phones.<br /> <br /> That was just a deliberate misrepresentation of our position by those who want us to change our stand on it. “But as at this moment, we are resolute on our position that no phone or camera will be allowed to follow any voter into our cubicle. We urge Nigerians to bear with us. ‘It is not too much sacrifice to do without our phone for the two or three minutes we will be voting in order for us all to ensure the credibility of the entire process.<br /> <br /> “It is not only INEC that is being embarrassed by vote buying, the whole Nigeria and Nigerians are being embarrassed, and we must be ready to end this national embarrassment.” Explaining how the voting will go, the REC said there will be simultaneous accreditation and voting at all the polling units in the state, beginning from 8.00 am and ending by 2.00 pm. He however said all voters already on the queue before 2 pm will be allowed to vote while those who come later than that will not be accredited to vote.<br /> <br />  He added that sorting and counting of ballot will follow immediately. According to him, collation of results will be done at the RA, LGA and state levels. “Declaration of results will be done by the State Returning Officer.<br /> <br /> The general public should note that only INEC can declare results. It is only the commission that is vested with the right to announce the winner of the election,” he said. Speaking further, the Osun REC disclosed that his commission is more than ready to deliver a free, fair and credible election in the state. “He thanked all stakeholders for their cooperation and promised that he and his men were committed to ensuring that the most popular candidate emerges as the winner of the governorship election. ‘All we are interested in is for the people to have their way while their votes count.<br /> <br /> To the politicians, we are saying don’t induce voters and to the voters, we appeal, don’t collect money to vote,” he said. “Vote buying is a criminal offence, and so is vote selling. It is against the provisions of section 124 of the electoral act as amended. Those found wanting are liable to 12 months in prison. “Our security men are battle ready to ensure that whoever tries it does not go scot free. That is why we are appealing to our voters to be wary of those coming to lure them with cash for their votes. “We have also heard the rumour that we secretly engaged members of the OYES corps to participate in the election across the state.<br /> <br /> This is another lie from those who have something to fear. “We didn’t recruit OYES people. We don’t even know them. If you find them anywhere during the election, please expose them for the world to see. “As ad hoc staff, we have recruited about 16,000 people sourced from the National Youth Service Corps (NYSC) in Osun State, students of both the Federal Polytechnic, Ede and Obafemi Awolowo University, Ile-Ife, as well as some staff of federal establishments in Osun State. No member of OYES or any other state owned parastatal is working for us.<br /> <br /> “On all these ad hoc staff, and even our own permanent staff, we have administered the oath of neutrality in order for them to maintain a very high level of integrity, honesty, transparency and zero tolerance for corrupt practices during the election across the state. “We have also put in place adequate security to ensure peaceful conduct of the election through the Inter Agency Consultative Committee on Election Security (ICCES). “There will be three security personnel at each polling unit across the state,” he said.<br /> <br /> Sensitive materials received from the Cental Bank, Osogbo Branch were mobilised yesterday to the 30 local government areas of the state to avoid any form of delay in their getting to the polling units. This was done with movement tracking of each vehicle involved in the mobilisation exercise. They all got to their destinations without any itch. From there, they will be properly distributed to the various polling units.

Towards this ignoble end, several helicopters loaded with cash were flown into the Government House between the hours of 4pm and 8pm on Thursday.<br /> <br /> “The money, which we were reliably informed about run into billions of naira, was contributed by state governors elected on the platform of the APC to enable the party to induce voters at various polling units.<br /> <br /> “In addition, each of the 67 local government council development areas in Osun State was made to cough up N12.5m for the same purpose. The plan of the APC, as gathered from very credible sources, was to buy votes with a sum ranging from N5,000 to N10,000 each at the polling units.<br /> <br /> “It is quite unfortunate that a government which did not find it compelling to pay salaries and allowances of its workforce for 34 months could resort to attempting to buy the conscience of voters in this election.<br /> <br /> But, when contacted, a chieftain of the APC in Osun State, Mr. Sola Fasure, who is also the media aide to Governor Rauf Aregbesola, asked the PDP to provide evidence of its allegations.<br /> <br /> In defence of the ruling party, Fasure said the opposition party had started inducing voters ahead of the election, adding that the PDP raised the allegation as a smokescreen to divert attention from the alleged electoral fraud the party had perfected.<br /> <br /> He said, “The PDP and its candidate have been sending messages out to obtain account numbers of the people whose vote they want to buy. They are using this allegation to cover their own heinous and sinister practice of trying to induce voters.<br /> <br /> “They are making allegations without evidence but we have evidence of them trying to induce voters. They are the ones actually sending messages and trying to induce these voters with cash. They have been obtaining bank accounts and it is all over the state. Everybody knows but they are using the press conference as a means to divert attention from them so that they can perpetrate that criminal activity of subverting the election and inducing voters.<br /> <br /> “We are not giving out money to anybody; anyone who claims to have collected money from us should come out to the public and say it. We have the strategy of winning elections by going out to canvass for votes and they have the strategy of taking shortcut by paying to induce voters and to circumvent the electoral process. They have started inducing voters already but they will fail woefully.”<br /> <b><br /></b><b>Vote-buyers now doing electronic transfers – INEC chairman</b><br /> <br /> The INEC Chairman, Prof. Mahmood Yakubu, on Friday said the commission had recently observed increasing voters’ inducement through electronic transfers to influence their choice of voters on the day of the election.<br /> <br /> According to a release by INEC on Friday, Yakubu led a team of national commissioners to the EFCC on Thursday to look at further steps that could be taken to address the vote-buying and selling menace.<br /> <br /> Yakubu said, “Of immediate concern is the election we are holding on Saturday in Osun State and it is going to be the last major election before the 2019 general elections. We have taken steps as a commission, but we need the support of the EFCC in this respect. Vote-buying and selling is giving our democracy and elections a bad reputation. Also, institutions like the EFCC having the powers to arrest, investigate and prosecute can help to stem this ugly tide.<br /> <br /> “We have also recently observed increasing inducement through electronic transfers, whereby money is transferred into the accounts of some voters in order to influence their decisions on Election Day. We believe that you have both the law and the capacity on your side to help us in this respect.<br /> <br /> “We implore the EFCC to also monitor campaign finances of political parties and their candidates. We don’t want the moneybags to determine our democracy. We want the votes of the people to determine who wins in our elections.”

In Auyo town three people died while others were in Kaugama, Malam Madori and Kafinhausa local government.”<br /> <br /> Thousands of people have been displaced from their homes,he said.<br /> <br /> Livestock and other property,including 100 hectares of farmland, estimated at billions of naira were either washed away or submerged.<br /> <br /> The state government has established 16 camps to accommodate flood victims across the state.<br /> <br /> Usman who doubles as chairman of the emergency and relief committee said:”We have evacuated the victims and move them temporarily to some schools and other government buildings.<br /> <br /> “We have also provided food items, drinking water and other relief materials to manage their lives before the next line of action.”<br /> <br /> The commissioner appealed to the federal government ,individuals , corporate organisations and professional bodies to assist the flood victims with foodstuffs and other relief materials.<br /> <br /> More residents of Lokoja, the Kogi State capital and other parts of the confluence state, have been forced out of their homes as rising water levels continue to encroach on residences.<br /> <br /> The situation could worsen if water from the Lagdo Dam, in Cameron, is released.<br /> <br /> In Adankolo, residents whose homes have been submerged by the flood, continue to move out in droves, while others yet to be affected, are not taking chances.<br /> <br /> Hundreds of residents of Ganaja village, in Ajaokuta Local Government Area are also facing a similar ordeal.<br /> <br /> Shops and other commercial buildings are also affected by the flood.<br /> <br /> The state government has commenced the distribution of foodstuffs and other relief items to the flood victims in IDPs camps across the state.<br /> <br /> The Kogi State Commissioner for Environment and Natural Resources, Sanusi Yahaya, told newsmen at the commencement of the distribution in Lokoja, that the sharing of foodstuffs was the first stage.

Rivers received 35% of the $45.74 billion invested in 42 projects in nine states and the Federal Capital Territory (FCT) during the period, the NIPC said. It was followed by Bayelsa and Lagos states with 26% each.<br /> <a name='more' id="more"></a><br /> <br /> The sectoral analysis of the investment profile shows that mining and quarrying accounted for 61% of the total investment and manufacturing 28%. Other sectors are transportation and storage, five per cent; real estate, three per cent; and the remaining sectors accounting for three per cent.<br /> <br /> The report also showed that the investments were from investors in 11 countries, with French companies accounting for 35% of the value, closely followed by Nigerian companies at 31%. The report said the UK’s investment stood at 20%; Luxembourg seven percent and the remaining eight percent were from the other countries. “The top 10 announcements accounted for 43.1 billion dollars, representing 94 per cent of the value of the announcements,” the report read.<br /> <br /> The NIPC however said the report was based only on investment announcements cited in NIPC’s newsletters from January to June 2018 and might not contain exhaustive information on all investment announcements in Nigeria during the period. “Nevertheless, the report gives a sense of investors’ interest in the Nigerian economy in the first half of 2018,” it said. “NIPC did not independently verify the authenticity of the investment announcements but is working on tracking the announcements as they progress to actual investments.”

Do you see any worry on my face? I don’t think so except someone has a superior argument and can prove it”. Stressing that his case was not like that of Kemi Adeosun, Shittu said: “there is a whole world of difference.<br /> <br /> Unfortunately, Kemi had a fake certificate, I didn’t present any, I didn’t have one, I simply followed the constitutional requirement that if you are qualified to contest an election, it is compulsory for you to serve the nation in the capacity that you won an election”.
