<div class="separator" style="clear: both; text-align: center;"><a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEh8_ubH77OjkHnH6-Eb1fv7SrSZAkuLsSKwu1SmlojfiyDCbqGzSidzy-z4tU2E2GhTNijAorWTyBTqZJj2U-eLxUsi4AnZZiCDU9OJHglPoYi3n9rAtzPXopY-R8pvcmUotsJ0illHmSM/s1600/Bande-750x430.jpg" imageanchor="1" style="margin-left: 1em; margin-right: 1em;"><img border="0" data-original-height="430" data-original-width="750" height="228" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEh8_ubH77OjkHnH6-Eb1fv7SrSZAkuLsSKwu1SmlojfiyDCbqGzSidzy-z4tU2E2GhTNijAorWTyBTqZJj2U-eLxUsi4AnZZiCDU9OJHglPoYi3n9rAtzPXopY-R8pvcmUotsJ0illHmSM/s400/Bande-750x430.jpg" width="400" /></a></div> <br /> Prof. Tijjani Muhammad-Bande, the President of the UN General Assembly (UNGA) says no African country is silent on racism and xenophobia, as all nations on the continent condemned such actions.<br /> <br /> He said this in a special interview with News Agency of Nigeria (NAN) in Abuja, during his first official visit to the country as President of the General Assembly.<br /> <br /> He affirmed that racism, xenophobia and resurgent nationalism and tendencies toward protectionism in Africa and other parts of the world were threats to multilateralism.<br /> <br /> According to him, no country or community is self sufficient, hence the need to strife for peace, and unity, and going forward requires collective efforts toward addressing the challenges and concerns of the continent.<br /> <a name='more' id="more"></a><br /> <br /> He noted that “fortunately, the issue between South Africa and other African countries has been successfully resolved, with the presidents of South Africa and Nigeria urging citizens to embrace peace.<br /> <br /> “All African countries condemned racism, no African country is silent on racism, after all, the struggle against apartheid was not a South African struggle.<br /> <br /> “It was a struggle of Africans and its friends and those who believe in humanity.<br /> <br /> “The situation surrounding South Africa has already been resolved, it is not even an issue between South Africa and Nigeria, it involves other African countries and the mistake in that situation has been well understood and resolved.<br /> <br /> “You can see after the visit of President Muhammadu Buhari to South Africa the whole idea that going forward, it is simply and collectively to address common concerns on the continent.”<br /> <br /> On the issue of irregular migration, which is a challenge in the West-African sub-region, Muhammad-Bande said that the UN adopted the Global Compact on Migration in December 2018 in Marrakech, Morroco.<br /> <br /> He explained that the compact was endorsed by the UN General Assembly to cover all dimensions of migration and to ensure that migration was done in a safe and regular manner.<br /> <br /> He added that the first positive development contained in the document was recognising migration as a positive thing, noting however that the act could have negative results when carried out irregularly and through dangerous and deadly routes.<br /> <br /> The UNGA president, who noted that the adoption of the Global Compact on Migration was a hard negotiation for stakeholders, added that it would be an opportunity to see how well it would be implemented.<br /> <br /> He said that the document would be reviewed after four years to assess the successes and challenges.<br /> <br /> He explained that “the fact that there is a compact is because there is a problem and the way to deal with a problem is to collectively see whether there is a way to address it.”<br /> <br /> The UNGA President arrived in Abuja on Nov. 21 on a four-day official visit.

I understand the implications; I was ready for it and ready to follow it up,” Young said.<br /> <br /> Asked to shed light on the terms reached in the agreement, he said, “I’m sorry I’ll not be able to disclose that but we are happy with the resolution and everybody is good.<br /> <br /> “I was the one that came to social media to talk about it, and I took it to court because I was not happy, so now I am happy because we have resolved it and we are both happy about it.<br /> <br /> “Tiwa Savage is still my sister; no bad blood or beef. We are cool, it’s not a fight or beef, it’s just entertainment business.<br /> <br /> “But trust me, everybody does not necessarily go to court because they want to fight. Musa Etsu-Ndagi, told newsmen on Saturday that the suspect was arrested in the early hours of Friday.<br /> <br /> Etsu-Ndagi said that the suspect was arrested by the men of the Exercise Crocodile Smile, adding that  the exercise was already yielding results.<br /> <a name='more' id="more"></a><br /> <br /> The commander added that  the suspect would be handed over to the National Drug Law Enforcement Agency (NDLEA) for further investigation.<br /> <br /> “You will recall that  the Chief of Army Staff ( COAS) Lt.- Gen. Tukur Buratai, on Nov. 19  flagged-off Exercise Crocodile Smile.<br /> <br /> “The exercise is now yielding result; the suspect was arrested by the Operation Crocodile Smile troop and he confessed to committing the crime.”<br /> <br /> The Commander advised drug dealers to desist from trading in such substances saying it was increasing  crime in the society.<br /> <br /> “I strongly advise drug dealers to desist from trading in substances of this nature because these are substances that actually exacerbate crime in the society.<br /> <br /> “When people take these substances, they become violent and will  not know what they are doing anymore.<br /> <br /> “All manners of crime including those committed in schools can be linked to those who take hard drugs. So, I advise the public  to desist for the sake  of the country at large,” he said.<br /> <br /> He advised drug dealers to look for legitimate ways of making money, saying that the Army was out to deal with all criminal elements in the society.<br /> <br /> “We have carried out our intelligence work and we know where all of them are. We shall go after them one after the other, so it is best for them to desist now.<br /> <br /> “Otherwise, when they are caught, they will be ruthlessly dealt with,” he said.<br /> <br /> The suspect, Okafor, said that he regretted his actions in dealing in hard drugs, saying that depression and unemployment made him go into dealing in illicit drugs.<br /> <br /> He said that he was getting his supply from a man he simply identified as Okwudilichukwu from  311 Avenue in Festac Town from where the Exercise Crocodile Smile team arrested him.<br /> <br /> He told journalists that Okwudilichukwu was using him as his courier to deliver hard drugs to his clients.<br /> <br /> Okafor also said that he was selling a wrap of the drugs for N500 and was making between N10,000 and N15,000 daily depending on the daily demands for the products.<br /> <br /> He, however, advised his fellow drug peddlers to desist from selling hard drugs.

The international airline’s Chief of Administration and Finance, Ejiroghene Eghagha, has also been charged with bank fraud and committing aggravated identity theft in connection with the scheme.<br /> <br /> “Onyema allegedly leveraged his status as a prominent business leader and airline executive while using falsified documents to commit fraud,” said U.S. Attorney Byung J. “BJay” Pak. “We will diligently protect the integrity our banking system from being corrupted by criminals, even when they disguise themselves in a cloak of international business.”<br /> <a name='more' id="more"></a><br /> <br /> Robert J. Murphy, the Special Agent in Charge of the DEA Atlanta Field Division commented on the indictment, “Allen Onyema’s status as a wealthy businessman turned out to be a fraud. He corrupted the U.S. banking system, but his trail of deceit and trickery came to a skidding halt. DEA would like to thank the many law enforcement partners and the subsequent prosecution by the U.S. Attorney’s Office who aided in making this investigation a success.”<br /> <br /> “This case is a prime example of why IRS-CI seeks to partner and leverage its expertise in an effort to thwart those seeking to exploit our nation’s financial system,” said Thomas J. Holloman, IRS-Criminal Investigation Special Agent in Charge of the Atlanta Field Office. “With the importance of our banking system to the movement of money around the world, those attempting to use intricate schemes to commit bank fraud through the use of falsified documents and other means should know that the odds are now heavily stacked against them as law enforcement is combining its talents to protect the sanctity and integrity of the nation’s financial system.”<br /> <br /> “Onyema setup various innocent sounding multi-million dollar asset purchases which were nothing more than alleged fronts for his scam,” said acting Special Agent in Charge Robert Hammer, who oversees HSI operations in Georgia and Alabama. “I’m proud to be part of a team of law enforcement agencies that come together to identify and attack criminals that attempt to profit from the exploitation of our nation’s financial systems.”<br /> <br /> According to U.S. Attorney Pak, the indictment, and other information presented in court: Onyema, a Nigerian citizen and businessman, is the founder and Chairman of several organizations that purport to promote peace across Nigeria, including the Foundation for Ethnic Harmony, International Center for Non-Violence and Peace Development, and All-Time Peace Media Communications Limited.<br /> <br /> Beginning in 2010, Onyema began travelling frequently to Atlanta, where he opened several personal and business bank accounts. Between 2010 and 2018, over $44.9 million was allegedly transferred into his Atlanta-based accounts from foreign sources.<br /> <br /> Onyema is also the CEO and Chairman of Nigerian airline Air Peace, which he founded in 2013. In years following the founding of Air Peace, he traveled to the United States and purchased multiple airplanes for the airline. However, over $3 million of the funds used to purchase the aircraft allegedly came from bank accounts for Foundation for Ethnic Harmony, International Center for Non-Violence and Peace Development, All-Time Peace Media Communications Limited, and Every Child Limited.<br /> <br /> Beginning in approximately May 2016, Onyema, together with Eghagha, allegedly used a series of export letters of credit to cause banks to transfer more than $20 million into Atlanta-based bank accounts controlled by Onyema. The letters of credit were purportedly to fund the purchase of five separate Boeing 737 passenger planes by Air Peace. The letters were supported by documents such as purchase agreements, bills of sale, and appraisals proving that Air Peace was purchasing the aircraft from Springfield Aviation Company LLC, a business registered in Georgia.<br /> <br /> However, the supporting documents were fake — Springfield Aviation Company LLC, which is owned by Onyema and managed by a person with no connection to the aviation business, never owned the aircraft, and the company that allegedly drafted the appraisals did not exist. Eghagha allegedly participated in this scheme as well, directing the Springfield Aviation manager to sign and send false documents to banks and even using the manager’s identity to further the fraud. After Onyema received the money in the United States, he allegedly laundered over $16 million of the proceeds of the fraud by transferring it to other accounts.<br /> <br /> Allen Ifechukwu Athan Onyema, 56, of Lagos, Nigeria, and Ejiroghene Eghagha, 37, of Lagos, Nigeria, were indicted on November 19, 2019, on one count of conspiracy to commit bank fraud, three counts of bank fraud, one count of conspiracy to commit credit application fraud, and three counts of credit application fraud. Additionally, Onyema was charged with 27 counts of money laundering, and Eghagha was charged with one count of aggravated identity theft.<br /> <br /> Members of the public are reminded that the indictment only contains charges. The defendants are presumed innocent of the charges and it will be the government’s burden to prove the defendant’s guilt beyond a reasonable doubt at trial.<br /> <br /> The Drug Enforcement Administration, Internal Revenue Service Criminal Investigation, U.S. Immigration and Customs Enforcement’s Homeland Security Investigations, Federal Aviation Administration, Department of Commerce, and Department of Treasury are investigating this case.<br /> <br /> Assistant U.S. Attorneys Garrett L. Bradford, Deputy Chief of the Narcotics and Dangerous Drugs Section and Lead Strike Force Attorney, Irina K. Dutcher, and Christopher J. Huber, Deputy Chief of the Complex Frauds Section, are prosecuting the case, with assistance from the Department of Justice’s Money Laundering and Asset Recovery Section and Office of International Affairs.<br /> <br /> This prosecution was brought as a part of the Department of Justice’s Organized Crime Drug Enforcement Task Forces (OCDETF) Co-located Strike Forces Initiative, which enables agents from different agencies to collaborate on intelligence-driven, multi-jurisdictional operations against a continuum of priority targets and their affiliate illicit financial networks. These prosecutor-led co-located Strike Forces capitalize on the synergy created through the long-term relationships that can be forged by agents, analysts, and prosecutors who remain together over time, and they epitomize the model that has proven most effective in combating organized crime. He completely ignored Mr President’s advice and rather defied all known rules for meetings by precluding contributions from members and ending the meeting abruptly, without achieving anything. By estimation, over 40m Nigerians do not have a bank account. NEC meeting was scheduled like two months ago. We are just waiting for the day to come. It was fixed two months ago. And it is taking place on Friday. Are you not aware of that?<br /> <br /> ”We have a NEC meeting to look at our financial statements for the previous year, budget for next year, issues that arose during and after the elections, and current outcomes of various cases that went to court; the one we won and the one we lost; going forward; issues in some states where we have disagreements and how to resolve them.<br /> <br /> ”I think that is it. And it went very well. And you can see the president sat all through the meeting,” he added.<br /> <br /> NAN reports that those at the meeting included Vice-President Yemi Osinbajo, Senate President Ahmad Lawan and the Speaker of the House of Representatives, Femi Gbajabiamila.<br /> <br /> Others were APC national leader, Sen. A lot of people still believe that we are still under the previous ban from the road.’’<br /> <br /> According to him, the period of the ban was for the vehicle inspectors to strategise and return with fresh ideas and ways of performing their duties.<br /> <br /> He said for the entire period the VIS was off the road, most drivers and vehicle owners became careless about road worthiness, particulars and conditions of their vehicles.<br /> <br /> “Some of the citizens are having difficulties with us being on the road now and we are also having difficulties with them because they don’t want to believe that we are back on roads,’’ the VIO boss said.<br /> <br /> Fashola said only 50 per cent of vehicles in the state were road worthy.

<div class="separator" style="clear: both; text-align: center;"><img border="0" data-original-height="450" data-original-width="680" height="263" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjo3duz9BhLpmKajKVwbd5DJsGmP5JQq93YnHhy-ntmqoJhI-vmov5KEINPAA6UzULU5sk_72yy35PakXzdRYpn2Z4Ha1rI5pLpaaXV01Bkq0WIyE3TcboZgJAuTpYzR-dxibtF8BA5A057/s400/Kano-map.jpg" width="400" /></div> <br /> A Kano State High Court presided over by Justice Usman Na’Abba on Thursday nullified the new Kano State Emirs Appointment and Disposition Law 2019.<br /> <br /> Governor Abdullahi Ganduje, under the law, created four new additional emirates.<br /> <br /> In his ruling, Justice Na’Abba said the state House of Assembly had violated Section 101 of the 1999 Constitution of the Federal Republic of Nigeria, empowering the assembly to enact its rules and guidelines of proceedings.<br /> <br /> <a name='more' id="more"></a><br /> <br /> He said the state Assembly rules and regulations had to be in conformity with the constitution.<br /> <br /> He declared null and void the proceedings of the state House of Assembly conducted on 6, 7 and 8th of May, 2019.<br /> <br /> He averred that the state governor could not assent to a bill whose procedure violated the 1999 Constitution.<br /> <br /> The judge had earlier dismissed the preliminary objections advanced by the Kano State Attorney-General and Commissioner for Justice, Ibrahim Mukthar, that the court lacked the locus standi to challenge the Kano State Emirs Appointment and Disposition Law.<br /> <br /> The law was challenged by the then member representing Gwarzo in the Kano State House of Assembly, Rabi’u Gwarzo.<br /> <br /> Justice Na’Abba said Gwarzo, who was the Minority-Leader in the state House of Assembly, had locus standi in the case, just as he also restrained all the new four emirs created by Ganduje to stop parading themselves as first-class emirs.<br /> <br /> Counsel for the plaintiff, Maliki Kuliya, in his reaction, said with the ruling, his client was justified.<br /> <br /> Also reacting, Mukthar, who is also the fifth defendant in the case, said all the defendants in the suit would study the judgment after which they would determine their next line of action.<br /> <br /> The four affected emirates are that of Bichi, Rano, Gaya, and Karaye which were created from the Kano Emirate Council and their monarchs elevated as first-class emirs.<br /> <br /> Ganduje had created the four emirates from the Kano Emirate headed by Muhammadu Sanusi.<br /> <br /> The suit was filed by Gwarzo, challenging the law, establishing the four additional emirate councils.<br /> <br /> A statement issued and signed by the state Commissioner for Information, Mallam Mohammed Garba, regretted that despite the constitutional power and authority conferred on the state assembly ‘on such a progressive and important issue, the court ruled otherwise.’<br /> <br /> It added, “Despite the ruling, the government still recognises the monarchs as first-class emirs and will continue dealing with them as such.”<br /> <br /> Meanwhile, hundreds of youths spread across the four newly-created emirates nullified by the Kano State High Court, staged peaceful protests against the dissolution of the emirates.<br /> <br /> The youths simultaneously staged the protests at Karaye, Rano, Bichi and Gaya emirates, displaying placards with various inscriptions.<br /> <br /> At Karaye Emirate, the youths converged on the local government secretariat along the Rogo Road and trekked to the Emir’s palace about two kilometres away.<br /> <br /> The demonstrators, which included women, schoolboys, angry youths and almajiri, carried placards with different inscriptions such as, ‘We stand by our Emirate,’ and ‘We stand with Emir of Karaye.”<br /> <br /> Similarly, at Bichi Emirate, dozens of youths were sighted at some strategic spots in the town, as they joined the protests against the court’s decision.<br /> <br /> In Rano Emirate, it was the same scenario as youths, including women were sighted around the Emir’s palace, chanting “Bamu yadda ba”, meaning, “it is unacceptable” in Hausa parlance.<br /> <br /> Also, in Gaya, dozens of youths were sighted displaying banners and placards on motorbikes, with inscriptions expressing their displeasure over the decision of the court to sack the emirs.

I wondered if there was any link between culture and food and didn’t hestitate to ask him. His response was refreshing.<br /> ” There’s a link chain of cultural, economic, social and financial elements with farmers, consumers, and the biosphere, not just the local forests and water resources but even the air with its ever presence of pollutants across the planet.”<br /> <br /> Back to Africa and commercialisation of farming, he said: ” African farmers cultivate on small lands between 1-5 acres. Their knowledge on farming is regarded as backward. Nobody is against science, but there is a way to work with farmers so that they can improve the productivity of their own traditional varieties as opposed to other seeds that only respond to chemical fertilisers.<br /> <br /> In recent years, traditional African farming systems have developed an incredible diversity of seed varieties which are able to deal with the multiple challenges of farming.<br /> <br /> Seed breeding is a complex art, and African farmers have a vast amount of ecological knowledge. It is not true that the green revolution has helped African farmers. What this has done is push a few varieties of seed that need fertilisers and pesticides to these farmers. Thus, agribusiness has eroded Africa’s indigenous crop diversity.<br /> <br /> Consequently, the green revolution has not solved the problem of hunger, and malnutrition but become a huge burden for the continent. The diverse agroecological food production systems used by small – scale farmers to provide most of the food in Africa require local varieties of seeds that are adapted to local growing conditions, taste and cultures. These seeds are intentionally diverse and heterogeneous. Farmers can plant and replant the seeds from season to season, sometimes in mixtures of varieties and with other crops. Thus, increasing resilience and overall productivity.<br /> <br /> In farmer managed systems, the farmers select, save and enhance seeds, and they share, exchange knowledge and sell seeds among themselves, within their communities and with farmers in a wider region.<br /> <br /> The ultimate goal is to advise policy makers to support a food system transformation which helps increase food production but also protects the health of the people and the earth. ”<br /> <br /> As a parting shot, he asked me which continent in the world has the best food. So, I appeal that we should show more understanding with the  Federal Government in that regard,” he said.<br /> <br /> On the December deadline for the implementation of minimum wage issued by the Nigerian Labour Congress (NLC) to state governors, Tambuwal said the various states were engaging labour  unions on the issue.<br /> <br /> “I am sure it is work in progress. Before December all the states must have finished working out the details on the issue of minimum wage across the federation.<br /> <br /> “We are very much committed to the welfare and wellbeing of our workforce and therefore we shall continue to ensure we do our best on what needs to be done.”<br /> <br /> Tambuwal said the forum received update on the outcome of its meeting in the US with Aliko Dangote Foundation, and Bill and Melinda Gates Foundation on Human Capital Development with focus on Primary Health Care (PHC).<br /> <br /> He said that at the meeting, the governors and the two Foundations expressed commitment to the Seattle Declaration aimed at promoting collaboration to transform PHC at the subnational level in Nigeria.<br /> <br /> This according to him include full implementation of PHC Under One Roof and meeting the requirements of the Basic Health Care Provision Fund.<br /> <br /> “To improve efficiency gains across governments and economic activities at the household level, the NGF committed to initiatives to advance value added activities in agriculture, access to finance and women economic empowerment.”<br /> <br /> Tambuwal disclosed that the governors also received update on the World Bank State Fiscal Transparency Accountability and Sustainability  (SFTAS) programme and discussed modalities to ensure its smooth and accelerated implementation.<br /> <br /> “Following a presentation from the Office of the Auditor General of the Federation on the SFTAS Annual Performance Appraisal (APA) mission to States, members committed to working with the Independent Verification Agent (IVA) to ensure that the APA process does not experience delays.<br /> <br /> “The forum also held a preliminary consultative session with the World Bank Country Director, Shubham Chaudhuri and his team on the new Country Partnership Framework (CPF) for Nigeria for the period of 2020 to 2024.<br /> <br /> “This also include a planned Adolescent Girls Initiative for Learning and Empowerment Program.<br /> “Governors promised to hold a dedicated session to reach a consensus on what matters most for States and a common agenda to improve the wellbeing of all Nigerians.”<br /> <br /> Tambuwal said that in commemorating the anniversary of the Rights of Children, Peter Hawkins, the Country Representative of the United Nations Children Fund (UNICEF) made a presentation to the forum where education of Nigeria’s children was unequivocally emphasized.<br /> <br /> Asked if the forum was looking at ensuring each member state domesticate the Child Right Act, Tambuwal said many states had already passed the law.<br /> <br /> “I believe some of the states that have challenges that have to do with religion, culture or others are dealing with them at local level and addressing them.<br /> <br /> “The peculiarity depends on the situation of individual state.”<br /> <br /> The seventh meeting was attended by governors of Sokoto, Yobe, Zamfara, Kebbi, Nasarawa, Niger, Imo, Adamawa, and Kwara.<br /> <br /> Other states such as Gombe, Enugu, Edo, Rivers, Akwa Ibom, Oyo and Ebonyi were represented by their deputy governors.

<br /> <br /> Babcock University, Ilishan, Ogun State has confirmed the expulsion of a 300-level student found in a sex tape.<br /> <br /> The school authority explained that her partner had been expelled in February for various misconduct.<br /> <br /> <br /> <a name='more' id="more"></a>In a statement signed by its Director of Communication and Marketing, Joshua Suleiman, revealed that the video which broke the internet early Wednesday morning was shot some seven months ago (April 2019) when the boy in the video, expelled two months before the video, was undergoing rehabilitation.<br /> <br />  “The boy in the video was expelled from Babcock University in February this year after investigation and the due process proved that he was into certain grievous misconducts, the acts for which the university has zero-tolerance.<br /> <br /> “His girlfriend in the same video, until the video broke out, was a third-year student of accounting of this university. After due process, she was expelled from the university for violation of our rules and regulations.<br /> <br /> “The place where the immoral act took place, according to her written statement, was at St Bridget Hospital, Abeokuta, Ogun State, where the boy has been undergoing rehabilitation for different destructive addictions.<br /> <br /> According to the girl, the incident took place in April this year during school vacation when she visited the boy at the hospital. On getting home, he was told that the older brother stabbed the younger one to death.<br /> <br /> “On the strength of the complainant’s statement, a team of detectives led by the Divisional Police Officer (DPO) Shasha CSP Sarah Onyibe visited the scene of crime. Photographs of the corpse were taken before it was moved to General Hospital Mortuary for autopsy. Effort is in progress to arrest the suspect who is at large.<br /> <br /> “The Commissioner of Police Hakeem Odumosu has directed the State Criminal Investigation and Intelligence Department (SCIID), Yaba to take over the case and ensure that the suspect at large is apprehended.”

We know that somebody must have written a speech and put false information in the speech.<br /> <br /> “I have done constituency project and we have always said that constituency projects are not executed by the senators or the House of Representatives’ members.<br /> <br /> “Constituency projects are domiciled in the executive who executes them. So if the President said he had not seen anything for it he should ask his ministers and the agencies under him because they are the people who have been executing these projects.”<br /> <br /> Meanwhile, the acting spokesman for the Senate, Godiya Akwashiki, said the statement credited to the President Buhari indicting the National Assembly had not been officially transmitted to the Senate.<br /> <br /> Akwashiki said if the President had concerns about the National Assembly, “there is a communication channel for him” to reach its leadership.<br /> <br /> He said, “The President is the President of this country. He spoke as the Chief Executive but you people sometimes can be funny. Mr President has not written to the National Assembly officially on this matter. We have modes of communication and I want to believe if he has anything, he will write to us.”<br /> <br /> But the House wondered how the ICPC arrived at N1tn when the budgets for the constituency projects over the years were not properly funded.<br /> <br /> The lawmakers noted that the 2019 Appropriation Act was only about to be 40 per cent implemented.<br /> <br /> However, the Minority Leader, Ndudi Elumelu, at the plenary on Wednesday, raised a point of order to protest against the President’s comments, saying it infringed on his legislative privilege and that of the House.<br /> <br /> The Deputy Minority Leader, Toby Okechukwu, who corroborated Elumelu, stated that contrary to the erroneous belief, it was the responsibility of the executive to release funds and execute constituency projects while the lawmakers only appropriate funds.<br /> <br /> In his ruling, the Speaker, Femi Gbajabiamila, faulted the ICPC, saying the National Assembly could also scrutinise the commission’s finances to determine the amount budgeted for its operations and how it was spent.<br /> <br /> Gbajabiamila, who tactically avoided mentioning Buhari in his comments, said the ICPC should be blamed for the criticisms by the President.<br /> <br /> The Speaker said, “I think it is a bit of the collective privilege of the whole House, not just one person. My concern is the unintended consequences of words spoken. These are words emanating from the report by the ICPC. There are unintended consequences that could come out of this. It will put people’s wellbeing at risk.<br /> <br /> “I think it is okay to use the National Assembly as a whipping boy but let us debate on facts and not alternative facts. The facts could have been easily accessed through the Freedom of Information Act, which the ICPC could easily use as a tool of investigation, to know the releases as opposed to what was budgeted.<br /> <br /> “Now, if the ICPC have made a report, I don’t think they will appreciate it if the House, in the exercise of its constitutional responsibility, did an oversight on the ICPC based on the money that was budgeted as opposed to what was released to them. I don’t think they will appreciate that. So, I think we need to be very careful.<br /> <br /> “I will use this medium to send this message across to the ICPC and all other such agencies that they should do thorough investigations; that there is a difference between monies budgeted and monies released. It is as simple as ABC. You don’t need to be a rocket scientist to know that there is a difference.”<br /> <br /> Earlier in a telephone conversation with one of our correspondents, Elumelu dismissed Buhari’s claim as untrue.<br /> <br /> According to him, the constituency projects are the only projects that give comfort to the constituents.<br /> <br /> He said, “The government-sponsored projects are never available to the people at the grass roots. Those constituency projects are the only short-term projects that often provide succour to our people. Such constituency projects including boreholes, comprehensive health care centres, rural roads repairs, electrification through grid extension, youth and women empowerment, local town halls, civic centres and solar streetlights in the rural areas that are not connected to the national grids, are all life-saving projects.”<br /> <br /> The Chairman, House Committee on Media and Public Affairs, Benjamin Kalu, argued that 90 per cent of the spotlight should be on the public servants who award the contracts and process the payments and the contractors, while the lawmakers who only recommend the projects should get 10 per cent.
