Despite the impact of bomb blasts in Yola, Adamawa State on Tuesday evening and that of Kano State on Wednesday, President Muhammadu Buhari, has told Nigerians not despair, assuring that his administration would soon defeat Boko Haram insurgents.

Buhari also called on the people to have “confidence in the ability of Nigeria’s reinvigorated, well-equipped and well-motivated Armed Forces and security agencies to overcome Boko Haram very soon”.

The president who spoke through his Senior Special Assistant on Media and Publicity, Mallam Garba Shehu in the aftermath of the dastardly terror attacks in the two northern states requested an increased vigilance among the civilian population to help ward off suicide terror attacks on soft targets around the country.

He condoled the families of the victims of the bomb blasts, promising to fish out and bring to justice the perpetrators of the crimes.

“The President condemned in strongest terms the barbaric suicide terrorist attacks which took place in Yola on the evening of Tuesday, November 17 and in Kano today, causing numerous deaths and injuries among civilians.

“The President extends his heartfelt condolences to the families of the victims as well as to the Government and people of Adamawa and Kano States respectively.

“President Buhari reassures Nigerians that his administration is very much determined to wipe out Boko Haram in Nigeria and bring all perpetrators of these heinous crime against humanity to justice.

“The President urges all Nigerians not to despair in the face of cowardly terrorist attacks but to have confidence in the ability of Nigeria’s reinvigorated, well-equipped and well-motivated Armed Forces and security agencies to overcome Boko Haram very soon.

“He believes, however, that vigilance is a potential life saver, since security agents cannot be everywhere to deter every planned attack.

“Citizen’s vigilance will therefore help to reduce the frequency of such attacks”, Buhari said in a statement by Shehu.

All is set for the inauguration of the Federal Executive Council (FEC) following President Muhammadu Buhari’s receipt of the list of ministers-designate from Senate President Bukola Saraki.

The would-be ministers will begin a retreat in Abuja tomorrow to prepare them for the task ahead, it was learnt yesterday.

They may be sworn in next week as the retreat is expected to end on Friday.

President Buhari did not indicate when they will be sworn in when he received Saraki in Abuja yesterday.

He, however, said not all the ministers-designate would get portfolios.

Buhari thanked Saraki for the Senate’s clearance of his nominees, adding that he followed constitutional provision in picking his team.

The Constitution, he said, stated that there must be a minister from each of the 36 states.

“That was why I limited the number to 36”, the President noted, adding:

“The Constitution said there must be one member of the cabinet from all the states but the Constitution did not say I must have 36 ministries.”

He said the country could not afford a large carbinet because of the prevailing economic realities.

The economy, he said, had been battered, explaining that he was being factual by saying it as it is and “not to scare investors as the opposition is claiming”.

“Any investor who is interested in investing in Nigeria will know about the economy. So, when I talk about the position of the economy, I am also looking for investors,” Buhari said.

Earlier, Saraki said: “Mr. President, we finished the screening of the last batch of the ministers on Thursday and we waited for the adoption of our votes and proceedings today (yesterday) which we finished this morning.

“I want to formally present the list of the 18 ministers who have now been cleared to you and that makes a total of all your 36 nominees that have been cleared by the Senate.

“I was just engaging the Senior Special Assistant (SSA) to check in the records when last that happened. So it must be a credit to the nominees that were submitted and also a credit to the Senate.”

Speaking with State House correspondents, Saraki said the screening and confirmation of the nominees were faster because of the quality of those presented by Buhari.

“Secondly, it is the fact that we put in the time to vigorously put the nominees to answer the questions and at the end of the day we found out that most of them met the requirement and the Senate was satisfied.”

On having ministers without portfolio, he said: “Well I think before we had ministers of state in the past, I don’t think there is anything new, there was minister for special duties which really doesn’t have a portfolio.

“I think the key issue is being in the cabinet; is being a part of government and those that would have the responsibilities of ministering are those that at the end of the day would do that.

He said the issue of his trial at the Code of Conduct Tribunal (CCT) did not come up.

“Did you think that will come up in this kind of situation? No it didn’t come up,” he said.

Buhari playing politics with Ogoni clean up - Ogoni youths

The youths of Ogoni land have accused the President of playing politics with the clean-up of Ogoni land, this is coming 5 months after the celebrated announcement of the clean-up of Ogoni land by President Muhammadu Buhari.

In statement by the president of the National Youth Council of the Ogoni people, Dr Young Nkpah, he accused President Buhari of deceiving Ogoni people by that announcement.

President Buhari had immediately after assumption of office announced his readiness to implement the United Nations Environmental Programme, UNEP report on cleaning of Ogoni land.

However, Dr Nkpah said “after a study of the approach, loud pronouncements and long delays adopted by the government on the globally celebrated implementation, the Ogoni people are not persuaded about the sincerity of the President Muhammadu Buhari-led federal government whose earlier promises were designed to score cheap political points.”

He said after the July 28, 2015, consultative meeting held in Abuja and chaired by the immediate past Head of Service, Danladi Kifasi, the federal government has yet to release any funds to kick start the process.

“Since the announcement by President Buhari of immediate action and release of funds, the federal government has seemingly dosed-off on the program without regard to the health hazards and increasing mortality rate resulting from the long polluted Ogoniland.

“The silence by President Buhari’s administration has raised strong suspicion among the Ogonis that the federal government in collaboration with SHELL has opted for their usual primitive strategy of divide and rule to set the Ogoni leaders and the people against themselves and also employing gradual frustration of the oil clean-up program to force the collective loyalty of the Ogoni nation to join the ruling party in the country,” the statement said.

The youth leader said that the Ogoni struggle had gone beyond being politicized and warned that “any attempt to break the formidable rank of the united Ogoni people will be vehemently resisted by the National Youth Council of the Ogoni people and the entire Ogoni nation.”

He called on the President to urgently remove whatever obstacles militating against implementation of the UNEP report in order to sustain the peace in Ogoni land.

Corruption: Never again would politicians seek public office for personal gains – Buhari

President Muhammadu Buhari has said that his main target for fighting corruption was to stop corrupt individuals from seeking to occupy public offices for selfish gains.

This is even as he stated that his government would not relent in the current anti-corruption war, stressing it would continue to many years.

According to him, the prosecution of alleged criminals would serve as a deterrent to others, stating that he was committed to curbing corruption, plugging all loopholes in public sector accounting and deploying available resources for the good of all Nigerians.

The president spoke, Wednesday, during a meeting with members of the Nigerian community in New Delhi, India where he is attending the 3rd Summit of the India and African Nations.

President Buhari also prioritized the recovery of looted funds, saying he was conscious of the devastating consequences of the illegal diversion of public resources meant for national development into private bank accounts.

He said: “The anti-corruption campaign will be on-going for many years. We are committed to the enthronement of good governance that plugs the loopholes in public sector accounting, and the use of scarce resources for public good.

“We are determined to demonstrate exemplary leadership that will make our citizens to change their ways in a manner that lays a solid foundation for reconstruction and development.

“I am confident that our approach to fighting corruption through value re-orientation, improved internal processes and systems and the rule of law, as well as enhancing the capacity of the various anti-corruption agencies and institutions will prove more enduring in addressing this evil.

“In the meantime, we will continue to prosecute those who have been indicted for corrupt practices and ensure that stolen funds are recovered, to serve as deterrence to others who nurse the ambition of seeking public office solely for illegal personal gain”.

The President told the Nigerian community he was fully aware of the expectations of Nigerians who elected him on the platform of change, integrity, probity and accountability, and was therefore doing his utmost best to meet those expectations.

He also vowed to stabilize the economy to enable many teeming youth to get jobs.

The president hinted he was that he was taking proactive measure to end insurgency in the country.

“I wish to assure you that we shall do our best to fix the economy, create jobs for the teeming population of our youths and make the home environment safe, secure and more attractive to Nigerians outside the country like your good selves.

“On the economy, our aim is to address the challenge of infrastructure in all its ramifications, especially power and transportation. We are seeking to create jobs through agriculture, mining, industrial value-addition and the promotion of small scale enterprises.

“We are also taking steps to address criminality across the country. We are tackling the menace of terrorism posed by Boko Haram head on and I am pleased to note that though sporadic attacks on soft targets have not stopped, the over-all capacity of Boko Haram to hold territory and determine the course of the conflict has been severely degraded.

“If the current positive trends are maintained, we are confident that by the end of this year, we would have succeeded in permanently turning the tide against the Boko Haram insurgents in Nigeria,” President Buhari said.

Gowon faults Buhari, military on Boko Haram December deadline

A former military Head of State, Yakubu Gowon, on Tuesday faulted President Muhammadu Buhari and the Nigerian military over the December deadline for ending the Boko Haram insurgency.

President Buhari had tasked the military to end insurgency in three months, ending December 2015. The military has said it would meet the schedule.

Mr. Gowon said the military would do its best to meet the December deadline, expressing “absolute confidence” in the ability of the Nigerian armed forces to defeat Boko Haram.

He however warned that no person can confidently talk about the particular time a military operation would end.

Mr. Gowon stated this in Abakaliki, the Ebonyi state capital, when he led an advocacy team on malaria and four other neglected tropical diseases, on a visited to Governor David Umahi.

“I can tell you this, nobody can really talk about when any particular operation is going to end. And as a (former) commander-in- chief, I know this.

“Yes, you can say you target a particular time, but it may finish before that time or it may go slightly beyond. To end it, that is the most important thing.

“I assure you that I have absolute confidence in our military that they are going to really deal with the situation as they are doing at the moment,” said Mr. Gowon, who was the military leader during Nigeria’s civil war between 1967 and 1970.

He expressed worry that Boko Haram insurgents have resorted to using underage and innocent children as suicide bombers.

“May the spirits of these poor little children who are being brainwashed to carry out such heinous crimes rest in peace,” he said.

Mr. Gowon appreciated the successes recorded by former President Goodluck Jonathan’s administration in the fight against Boko Haram.

He also noted that the Buhari administration has done much since its coming to office in May, to wipe out the sect.

He urged Nigerians to pray saying “prayer is an alternative and the most effective weapon to defeat Boko Haram”.

“With prayers, God will touch their hearts (Boko Haram) to change for better,” he added.
Mr. Gowon said the era of the insurgents being in control was over as the military was on the winning side.

He expressed confidence in the capability of the new Army Chief, Tukur Buratai, and appealed to Nigerians to have confidence in the military to encourage them.

Earlier today, there were reports that a source in the presidency identified as Gideon Samani said that Pres. Buhari is usually shy around women. Well, the presidency has time to respond to it. Presidential spokesperson Femi Adesina released a statement saying it's not true.

 Read statement below...

The claim that President Muhammadu Buhari is shy around women, purportedly made by one Gideon Samani yesterday and published by a national newspaper today is totally fallacious. The subsequent attribution of the supposedly "low number" of female ministerial nominees to President Buhari's alleged shyness around women is therefore baseless and a figment of the imagination of the said Mr. Samani, who was falsely described as the "Senior Special Assistant (Political Matters) to the President.

The assertion by the alleged Presidential Aide that President Buhari is "very shy dealing with the opposite sex" because "he has been interacting mostly with men," was received by the President with shock and consternation. For one thing, there is no Senior Special Assistant, Political Matters, in the office of the President for now and Mr. Samani who was said to have spoken as the Representative of the Secretary to the Government of the Federation at a public function yesterday, is not an aide of the President.

Mr Samani is certainly not an official spokesman of the President. Therefore, he could not have spoken on behalf of President Buhari, who is the President of all Nigerians, men and women alike. President Buhari has a wife, many daughters and female relatives whom he loves dearly. He also had a mother that he adored. How then could he be shy in the company of women, to the point of allegedly not appointing them into public offices, on account of not being comfortable in their company? Nigerian women can be assured that the President holds them in the highest esteem and will always give them due consideration in the discharge of his official responsibilities. The statements attributed to Mr Samani are untrue and unauthorized. They should therefore be disregarded.

Repoers have gathered from a reliable source that Nigerian senators today ststed that the President must, in line with the constitution, submit himself before the Upper Chamber for screening if he appointed himself Minister of Petroleum.

They are also set to reject an incomplete list, saying the constitution provides for a nominee from each state of the federation and that any list that did not cover the 36 states would suffer serious opposition on the floor of the Senate.

The senators have also vowed that they would not be cowed by the trial of Senate President, Dr. Bukola Saraki, at the Code of Conduct Tribunal, CCT, just as they promised to adopt stringent measures in line with the provisions of the Constitution during the screening of ministerial nominees.

They added that the tradition of take-a-bow for senators coming for screening as ministers would be jettisoned, adding that they were prepared to send names of nominees to the sender of such a list.

Senate President, Dr. Saraki, is currently facing trial at CCT, following a 13-count charge levelled against him by the Code of Conduct Bureau, CCB, bordering on alleged corruption and false declaration of assets in 2003 and summoned him to appear before it, which he did.

President Muhammadu Buhari disclosed Monday in Abuja that the 2016 national budget being prepared by his administration would include fresh policies and measures to encourage the rapid diversification of the Nigerian economy away from its current over-dependence on the oil and gas sector.

Speaking at an audience with the President of the Movement of the Enterprises of France (MEDEF), Pierre Gattaz and a delegation of French investors, President Buhari said policies being evolved by his administration to boost domestic manufacturing and attract greater investment to Nigeria’s agricultural and mining sectors would be given full effect under the 2016 budget.

The president, therefore, urged Mr. Gattaz and the French trade mission, which includes over 50 companies with interest in manufacturing, agriculture, infrastructure development and other areas, to return to Nigeria again next year in order to take full advantage of the new policies.

President Buhari also assured the French investors that under his leadership, Nigeria would not fall short of international standards in the protection of foreign investments and the repatriation of returns on such investments.

Agreeing that domestic security and the inflow of foreign investment were intrinsically linked, the president told the French investors, whose visit to Nigeria is a follow-up to his recent trip to Paris, that the Federal Government was taking all necessary measures to overcome Nigeria’s security challenges.

“Our government came into office at a time when many people had abandoned the country’s manufacturing, agricultural and mining sectors.

“We are doing our utmost best to encourage diversification into these sectors which can employ a lot of people and we will welcome your support in this regard.

“Ultimately, reducing unemployment will also help to improve security because unemployment and insecurity are inseparable,” President Buhari told the French investors.

The president said that Nigeria would also welcome more French investment in its power sector because availability of steady power supply would lead to the reopening of closed factories and the creation of more jobs.

He also assured the delegation that his administration was tackling corruption with vigour to ensure greater probity in the management of national resources.

The MEDEF president, who spoke on behalf of the French investors, sought assurances from President Buhari on the safety of their planned investments in Nigeria and the easing of bureaucratic bottlenecks.

Buhari’s uneventful 100 days, by Femi Aribisala

<img alt="Buhari’s uneventful 100 days, by Femi Aribisala" border="0" height="252" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEgA9oJ7kcQo6tvgFraPTrU40BS9o-sV6L9LZCRBudF0Ge1NHtsT1DHT_3223aeMJtjFfXKsvzUcR4WDRJsxI6IdpKKLN1KNUNU2P1GmE1OPo61Oq2ySIhyphenhyphen3edyogaOABnCzFFjaHNo0nL6E/s640/femi-aribisala.jpg" title="Buhari’s uneventful 100 days, by Femi Aribisala" width="640" /></div>

After the 2015 election, I predicted on Twitter that when critical decisions are to be taken, Yemi Osinbajo, the token Southerner in Aso Rock, would be sent to go and buy “guguru and epa.” This has proved prescient. The Vice-president was reportedly barred from attending a national security briefing on grounds he did not have security clearance. But who can have more clearance than a man elected by the people? How did Buhari himself get his?

On 30th August, 2015, the vice-president was again publicly embarrassed when armed men shut down Aso Rock Chapel; preventing him from worshipping there.

After shouting myself hoarse, warning Nigerians on electing Buhari as president, I decided to keep quiet and watch things unfold from the sidelines. Fela said about Buhari’s first-coming: “The people wey no sabi dey jubilate, the people wey sabi dey shake their head.” It is now 100 days since Buhari became president and many of my worst fears have been confirmed.
 Dictatorship

In the middle of a national economic crisis, the president has been comatose. He made himself the Sole Administrator of Nigeria; a role not envisaged by the Constitution. These 100 days, Buhari has been the Minister of Finance, the Minister of Petroleum, as well as the Attorney-General. He has been the Minister of Education. He alone has been the minister in all the ministries of the federal government.

As a result, the country has ground to a halt. There has been no national direction, no economic policy. Only bombastic anti-corruption rhetoric. Not surprisingly, the economy has gone from bad to worse. Official reports from the National Bureau of Statistics indicate that our GDP has plummeted to 2.35%; a 40% decline under Buhari. Job-creation has dropped by 69%.

The CBN, in its Monetary Policy Committee Report of August 2015, complained that: “lack of fiscal directives is behind (Nigeria’s) current economic woes.” This is a big indictment of the administration. The coming of Buhari has brought about stagnation in domestic and foreign direct investments. The stock market has nosedived with investors scared away due to uncertainties arising from the government’s indecisiveness in the face of national economic adversity.
 “One-chance”

It is now clear that Buhari obtained votes from Nigerians during the election by false pretenses. Contrary to his highfalutin campaign promises, he has not stabilised the international price of oil. Instead, it has fallen drastically from $60 to $40. Buhari has not made the naira equal to the dollar. As a matter of fact, it has depreciated considerably under his short watch. He has not used his vaunted military experience to defeat Boko Haram. On the contrary, the insurgency has become far more deadly, with over 1,000 innocent Nigerians killed within just three months.

Buhari’s promised free meals for school-children, allowances for discharged Youth Corpers, and 5,000 naira monthly allowance for indigent Nigerians have all turned out to be poppycock. He has not even mentioned the coal industry in Enugu, how much more made any moves to revive it. His boast to APC governors that he will recover billions of dollars of stolen funds within three months has proved to be hogwash. With the election over, he quickly backtracked on Chibok, saying: “We do not know if the Chibok girls can be rescued.”

In my years as a public policy analyst, I have never seen a government anywhere spend its vital first 100 days doing very little like this one. In defense of the president, Lai Mohammed said in a recent interview that: “Buhari never promised he was going to do anything in 100 days, that’s the honest truth.” This admission by the mouthpiece of the APC confirms conclusively that President Buhari has wasted 100 days of Nigerian lives.

Stolen achievements

Such improvements as are noticeable are legacies of the Jonathan administration. It is the height of deception that the Buhari government has been trying to take credit for them.

NERC Chairman, Sam Amadi, stressed that the recent improvements in power supply are the result of the efforts made by the Jonathan administration. That should put paid to bogus attempts to attribute them to the effects of Buhari’s “body language.” Neither does “body language” bring about a turnaround maintenance of our refineries. The credit for this goes to “clueless” Jonathan.

If we are now celebrating the end of polio in Nigeria, it has nothing to do with Buhari, and everything to do with Jonathan. If we are indeed well on our way to self-sufficiency in rice production, it is because of the activities of Jonathan, and not because of the inactivity of Buhari. In three months, the Buhari administration has added nothing to past achievements. On the contrary, it seems inclined to bring things to a standstill.

Media blackmail

Instead of providing effective leadership, Buhari’s government has opted for a campaign of calumny against the Jonathan administration. Day-in day-out, we are regaled with outrageous declarations without substantiation about how bad the previous government was, and by how much it ran down the economy. Only the gullible would fail to realise this is just a pathetic attempt to divert attention from the poor performance of the Buhari government.

Buhari claims he inherited an empty treasury. Nevertheless, he found over $30 billion in our foreign reserves. He says: “Jonathan’s ministers stole 150 billion dollars;” without telling us where he got this figure from. We are told one million barrels of oil was stolen everyday under Jonathan; without any shred of evidence to back this up. Buhari even went on record to claim Jonathan diverted $700 million from the $1.1 billion Chinese loan for the Lagos/Kano rail project. But the evidence shows the loan was for three different projects, with only $400 million earmarked for Lagos/Kano rail.

Governor Oshiomhole of Edo State says a senior official of the Obama administration revealed that a Jonathan minister stole $6 billion dollars no less. This has been denied by the Americans. He claims a consultancy fee of 140 billion naira was paid for the Second Niger Bridge project. However, the Bureau of Public Procurement says the total cost of the bridge is 108 billion naira.
Oshiomhole should face his state and desist from further cheap newspaper blackmails. Someone needs to remind the APC that election campaigns are over. Once bitten, Nigerians are now twice shy. APC won by manipulating the media. It cannot expect to rule using the same trickery.

Anti-corruption media distractions

Buhari’s so-called fight against corruption has already become a farce. The first salvo was to lock up former Jigawa governor and prospective 2019 PDP presidential candidate, Sule Lamido and his two sons in jail. Then when Saraki rocked the boat by steamrolling himself to the Senate presidency without APC endorsement, his wife was peremptorily invited for lunch by the EFCC. The Senate has now retaliated by putting the EFCC Chairman himself on trial on allegation he stole trillions of recovered naira.

The truth of the matter is that any anti-corruption probe is likely to open up a can of worms. Buhari is surrounded by corrupt politicians.
After claiming he did not have the 27.5 million naira required for the APC presidential nomination papers and had to borrow it, Buhari now claims he has 30 million naira sitting pretty in his bank account. How does he account for this discrepancy?

If the president wants to probe, he should go right ahead and do so. However, the current shenanigans of trying people in the media, and declaring everybody PDP guilty without trial, only attests to lack of sincerity. APC governors, including Amaechi and Kwankwaso, are also accused of corruption. Fashola of Lagos is alleged to have spent 78 million naira setting up a personal website. These are the president’s political buddies. We are waiting to see if his famous probe will also reach them.

Fighting corruption on the pages of newspapers cannot surely be the only preoccupation of a government. One trenchant observer said: “Probing is not governance neither is body language a substitute for economic policy.”

Regional agenda

With 100 days in office, Buhari’s chauvinism is no longer hidden. We have now discovered that what he meant to say on his inauguration was : “I belong to every Northerner , and I belong to no Southerner.” The president went on official trip to the U.S. without an economic agenda, but with 29 Northerners and only 4 Southerners. While there, he declared that: “The constituents (that) gave me 97% cannot in all honesty be treated on some issues with constituencies that gave me 5%.”

We now understand his thinking. Fulani herdsmen continue to kill innocent farmers while Buhari sees no evil and hears no evil; after all, he called them “my people” to Lam Adesina of Oyo State. Of the 32 critical appointments he has made so far, 27 are from his native North and only 5 from the South. Not a single appointment from the South-east. When queried about this blatant discrepancy, Femi Adesina , and not Garba Shehu, was craftily trotted out.

Tongue-in-cheek, we are told the appointments were made strictly on merit. But since when did the North acquire a monopoly of merit in Nigeria? How can the region with regularly low cut-off JAMB scores suddenly become the citadel of the most meritorious public servants in the country?

Sound and fury

The Buhari administration is shaping out to be full of sound and fury signifying nothing.
After 100 days, it should now be abundantly clear that Buhari may not be president of 21st century Nigeria. The president has neither agenda nor direction. His cardinal objective is apparently the prosecution of a hegemony. The APC desperately needs to organise an intervention, before Buhari drives the country into the ditch. How can this biased person be expected to lead Nigeria into the future?
It is time to admit it. Nigerians were wrong about Buhari.

COALITION of Yoruba Youth organizations under the auspices of Yoruba Council of Youth (YCY) has described the current prosecution of the Senate President, Senator Bukola Saraki, by the Code of Conduct Tribunal (CCT) as displaying the hand of Esau and the voice of Jacob, wondering why the tribunal would wait till now before the sudden trial.

The coalition said the trial was another plot by the presidency to further delay the proposed ministerial nominees screening, hence allow the president to continue to run the country alone.

Addressing press Monday in Abuja, the President of the coalition, Aremo Oladotun Hassan, condemned the action of the tribunal, saying the behaviour of the tribunal was an acts of desperation for power at all costs by some few oligarchists at the expense of Nigerians, accusing the president Muhammadu Buhari of being behind the trial.

He said: “We challenge the ways and manner of the sudden crude methodology and hasty wake of the CCB and CCT to have bracingly ordered the Inspector General of Police to arrest Senator Bukola Saraki, without due diligence fair-hearing exercise of its inherent powers, over allegation of 2003 declared assets, conclusively raised the suspicion, doubt and act of omission, which informed the questionable intentions, impregnated with deceits and indirect high-handedness veil of the CCT.

“This portends great danger, that for CCB to have waited this long at the peak week of September Senate Screening of President Muhammodu Buhari’s proposed ministerial nominees, another attempt to postpone and elongate the appointment of Ministers.

“We vehemently resist all attempt to drag the hallowed seat of the Senate President and Dr. Bukola Saraki into the mud and mucky waters of nepotism, witch-hunting and blackmail, predicated on politically motivated power tussle and shenanigans of the internal APC party permutations of sharing formula of offices amongst its divided tents that formed All Progressives Congress (APC), which is the nucleus genesis that caused the current show of naked fire-powers and deadly force of shame. Displaying the Hand of Esau and Voice of Jacob syndrome.”

The coalitions also condemn the call for the resignation of Saraki, adding that an accused is presumed innocent, until the contrary is proven in a competent court of law.

He therefore called on western leaders to lean their voice against the trial saying “if this precedence is allowed to sail through, it will emboldened the orchestras to cause more havoc, and no one will be insulated from this recycled style of leadership, leaving all of us in the helpless torture chamber and humiliation, in the prey hands of this political mafias and cabals.”

President Muhammadu Buhari’s delay, in appointing ministers, three months after coming to power may not be unconnected with his believe that civil servants and technocrats are the ones who do the job of governance more than the ministers.

Buhari who departed Nigeria for France on Monday, during an exclusive interview with France 24 tv François Picard, on Wednesday, however, said he intends to stick with his decision to name his cabinet before the end of the month, but however, opined that ministers are only there to “make a lot of noise.”

Asked if the absence of a Minister of Finance was affecting the Nigerian capital market and economy, Buhari said: “No. It is what we know –and which we learnt from the western system. The civil service provides the continuity, the technocrat. And in any case, they are those that do most of the work.

“The ministers are there, I think, to make a lot of noise; for the politicians to make a lot of noise. But the work is being done by the technocrats. They are there; they have to provide the continuity, dig into the records and then guide us, [those of us] who are just coming in.

“They have been there, some of them for 15 years, some for 20 years. So I think this question of ministers is political. People from different constituencies want to see their people directly in government, and see what they can get out of it.

“As for the cabinet, I said we will have one by the end of the month, and time flies. The end of the month is coming too quickly for my liking.

“Yeah, I will stick to it. I will send the names to the national assembly.”

Reminded by Picard that “some have quipped that the country runs better without ministers”, the President said: “When you started introducing me, you said I was around 1983 to 1985. Even then we had ministers. So under this system, we have to have ministers; and we are going to have ministers.”

Summary of the interview below;

1. The results of the re-organisation we carried out in the military are being seen. There is progress being done. Our main concern is the condition of the Chibok girls and how we can recover them.

2. We have to first identify that those who claim to be Boko Haram leaders are actually the leaders, and they know where the Chibok girls are and their present condition.

3. France is more hands-on in the Boko Haram issue because Nigeria is totally surrounded by former French colonial countries and France has maintained a strong relationship with its former colonies.
 On ministerial appointments

4. The ministers are there to make a lot of noise; for the politicians to make a lot of noise. But the work is being done by the technocrats. They are there to provide the continuity, dig into the records and then guide us, [those of us] who are just coming in.

7. We have a government but we don’t have a cabinet. I don’t know how you define that but we have a government and that is why I am here. Under this system, we have to have ministers and we are going to have ministers.

On being president of Nigeria

8. The last time I was leader, I was in the barracks, this time I’m in the palace. It is so big and very expensive to maintain but it is there, it cannot be removed. I don’t think I am a different man but I am coming back in a different system. A better system because this is what works.

9. I was convinced in December 1991 when the Soviet union collapsed, that multi-party democratic system is the best form of government, otherwise it will be the same old problem.

President Muhammadu Buhari shocked his interviewer in Paris today that he sometimes misses his way in Aso Presidential Villa, an expansive palace serving a dual purpose as office and residence for an incumbent Nigerian leader.

Buhari answered: It was not the same place. The last time I was there, I was in the barracks. This time I am in a palace. At times, I can’t find my way around. It is so big so much that it must be expensive to maintain. But it is there, it cannot be removed.”

President Muhammadu Buhari said, Wednesday, in Paris, France, that he opposed a further weakening of the naira and openly endorsed the Central Bank of Nigeria, CBN's policy of restricting foreign-exchange trading.

The President, who was answering questions in an interview with France 24 broadcast, said: "I do not think it is healthy for us to get the naira devalued. The Central Bank is providing ample foreign exchange to essential services, industries."

CBN has been under pressure from foreign investors to further devalue the naira. Nigeria had, last year, devalued the naira to N197 to the dollar from N160. The naira was further adjusted slightly in July to N199 to the dollar. As a result of the continued pressure on the naira, CBN introduced some measures to curb the excess demand for foreign exchange.

This, however, did not go down well with some of the foreign investors. After the crash of oil prices last year, the CBN Governor, Mr. Godwin Emefiele, reacted to the naira's drop to a record low in February by extending trading curbs and introducing bans on purchases of dollars by 41 items, which CBN said cannot access foreign exchange from the Nigeria market.

CBN, JPMorgan clash

The naira has since stabilized at the inter-bank market, but foreign investors, local businesses and even some members of CBN Monetary Policy Committee have complained that the naira is overvalued.

Reacting to these measures put in place by the CBN, JPMorgan excluded Nigeria bonds from its bond index.

Reacting to JPMorgan's decision, CBN's Debt Management Office and the Ministry of Finance, in a joint statement, said: "It will be recalled that Nigeria was included in the index in October 2012, based on the existence of an active domestic market for FGN Bonds supported by a Two-Way Quote System, dedicated market makers and diverse investors.

"However, in January 2015, JP Morgan placed Nigeria on an Index Watch as a result of their concerns in the operations of our Foreign Exchange, FX, market, namely lack of liquidity for transactions, lack of transparency in the determination of the exchange rate and lack of a fully functional two-way FX market.

"In our continuous bid to strengthen the Nigerian financial market and enhance our status as a preferred destination for investors, we took measures to improve the market.

Despite the fact that oil prices have fallen by nearly 60 percent in one year, which should expectedly reduce the amount of liquidity in the market, CBN ensured that all genuine and effective demands were met, especially those from foreign investors.

"On transparency, CBN mandated that all FX transactions were posted online in the Reuters Trading Platform so that all stakeholders can easily verify all transactions in the market.

In addition, the official FX window at CBN were closed to ensure a level-playing field in the pricing of foreign exchange. It is important to note that a functional two-way FX market already exists in Nigeria.

CBN justifies regulation

"However, given the high propensity for speculation, round tripping, and rent-seeking in the market, it became imperative that participants are not allowed to simply trade currencies, but are only in the market to fulfill genuine customer demands to pay for eligible imports and other transactions.

"In the light of this, we introduced an order-based, two-way FX market, which has resulted in the stability of the exchange rate in the interbank market over the past seven months and largely eliminated speculators from the market.

"Despite these positive outcomes, JPMorgan would prefer that we remove this rule, even though it is obvious that doing so would lead to an indeterminate depreciation of the naira. With dwindling oil prices, we believe that an order-based two-way market best serves Nigeria's interest at the moment.

"While we would continue to ensure that there is liquidity and transparency in the market, we would like to note that the market for FGN Bonds remains strong and active due, primarily, to the strength and diversity of the domestic investor base.

"For the avoidance of doubt, the Federal Government sees Nigeria and the interest of Nigerians as paramount. It will, therefore, only continue to take economic decisions that will impact positively in the lives of all Nigerians."

President Buhari also said in the interview that markets were not being harmed by the delay in ministerial appointments, which he says will happen by the end of the month.
He said: "Work is being done by technocrats; they are there and they provide the continuity."

The naira remained little changed at 199.05 per dollar on the inter-bank market at in Lagos.

I'm ready to give Boko Haram members amnesty - Buhari

President Muhammadu Buhari told newsmen on Wednesday that Nigerian authorities were talking to Boko Haram prisoners in their custody and could offer them amnesty if the extremist group hands over more than 200 schoolgirls abducted last year. Buhari added that he was confident “conventional” attacks by the group would be rooted out by November — but cautioned that deadly suicide attacks were likely to continue.

“The few (prisoners) we are holding, we are trying to see whether we can negotiate with them for the release of the Chibok girls,” Buhari said in an interview in Paris during a three-day visit to France. “If the Boko Haram leadership eventually agrees to turn over the Chibok girls to us — the complete number — then we may decide to give them (the prisoners) amnesty.”

Boko Haram fighters stormed a school in the remote northeastern Nigerian town of Chibok on April 14 last year, seizing 276 girls who were preparing for end-of-year exams in an abduction that shocked the world. Fifty-seven escaped, but nothing has been heard of the 219 others since May last year, when about 100 of them appeared in a Boko Haram video, dressed in Muslim attire and reciting the Koran.

Boko Haram leader Abubakar Shekau has since said they have all converted to Islam and been “married off”. Buhari, who has promised to stamp out the group’s bloody six-year insurgency, said the government would not release any prisoners unless it was convinced it could “get the girls in reasonably healthy condition”.

But he cautioned that negotiating with Boko Haram militants was fraught with difficulties. “We are trying to establish if they are bona fide, how useful they are in Boko Haram, have they reached a position of leadership where their absence is of relevance to the operation of Boko Haram?” he said.

‘Occasional bombings’ won’t stop

Boko Haram’s insurgency, which has claimed more than 15,000 lives and forced 1.5 million others out of their homes, has intensified since Buhari came to power on May 29 on the back of a historic election win. While it has lost territory it once controlled in northeastern Nigeria, the group has nevertheless stepped up deadly ambushes in its traditional heartland and across the border in Cameroon and Chad.

In August, Buhari gave a brand new set of military chiefs a three-month deadline to end the insurgency. He said Wednesday he was confident this deadline would be respected — but only on Boko Haram’s “conventional” assaults and not necessarily on the random suicide attacks that have killed hundreds since he took office.

“The main conventional attacks, where Boko Haram use armoured cars they took from Nigerian troops, or mounted machine-guns on pick-ups and so on, we believe by the end of the three months, we will see the back of that,” he said.

“What may not absolutely stop is the occasional bombings by the use of improvised explosive devices,” he cautioned. “We do not expect a 100 percent stoppage of the insurgency.”
