Former President Olusegun Obasanjo has identified policy implementation and not formulation as a major problem hindering Nigeria’s growth and development.<br />
<br />
Obasanjo made his thoughts known in Ibadan on Saturday at the inauguration of Sen. Abiola Ajimobi Ring Road held at the International Institute of Tropical Agriculture (IITA).<br />
<br />
“Our problem in this country has always been that of implementation. The 25-year Oyo State Government Agriculture Policy Framework presented is a good thing.<br />
<br />

“We have formulated several policies in the past that suffered implementation. I hope your successor will implement it,” he said.<br />
<br />
The former president appealed to Ajimobi to allow the IITA Director General to present the 25-year Agriculture Policy Framework to the incoming governor of Oyo State.<br />
<br />
He said that four major things, namely technology, research, product and innovation were needed to make Oyo State the food basket of the country were already in the state.<br />
<br />
Obasanjo said that matching technology with finance and human resources was one of the challenges facing agricultural development.<br />
<br />
He said, “If you go into agriculture you may not be rich like Dangote, but you will be satisfied and comfortable.<br />
<br />
“You will be comfortable because you are close to nature.”<br />
<br />
Obasanjo, who said that a gap existed between research institutes and farmers, called for the encouragement of farmers.<br />
<br />
“Every individual is a stakeholder in the agriculture value chain.<br />
<br />
”If you are not a farmer, then you must be a consumer. If you are not a farmer, you can encourage a farmer,” he said.<br />
<br />
Obasanjo, who is also a goodwill ambassador of IITA, expressed appreciation to Ajimobi for his support to the institute.<br />
<br />
Ajimobi on his part expressed happiness that he was able to develop a 25-year agricultural policy framework for Oyo State.<br />
<br />
He expressed the hope that its implementation would transform the agricultural sector.<br />
<br />
He said that agriculture had the highest capacity to promote industrialization by taking advantage of its rich value chain.<br />
<br />
“Oyo State is the best place to promote agriculture and it has the largest concentration of agricultural research institutes in Nigeria. This state is also the largest producer of cassava in Nigeria.<br />
<br />
“I am happy today to develop a 25-year Agriculture Policy Framework for Oyo State. I am sure that the implementation of this policy will place the state as the food basket of Nigeria,” he said.<br />

The Independent National Electoral Commission (INEC) has declared the Peoples Democratic Party (PDP) governorship candidate in Zamfara, Bello Matawalle winner of the state’s governorship election.<br />
<br />
INEC Chairman Professor Mahmood Yakubu who announced this during a press conference in Abuja on Saturday, said the opposition party won in all elective positions in the state.<br />
<br />
Yakubu said the announcement followed the Supreme Court decision that sacked all candidates of the All Progressives Congress (APC) in the general election. It would be recalled that the Supreme Court had ruled the party did not hold a valid primary election and subsequently voided its votes.<br />
<br />
The PDP Governorship candidate Matawalle polled 189,452 to emerge second in the governorship election.<br />

<blockquote><b>TEXT OF PRESS CONFERENCE ADDRESSED BY THE HON. CHAIRMAN, INDEPENDENT NATIONAL ELECTORAL COMMISSION (INEC), PROFESSOR MAHMOOD YAKUBU, ON THE SUPREME COURT DECISION ON CANDIDATES OF THE ALL PROGRESSIVES CONGRESS (APC) IN THE 2019 GENERAL ELECTIONS IN ZAMFARA STATE HELD AT THE CONFERENCE ROOM, INEC HEADQUARTERS, ABUJA, ON SATURDAY 25TH MAY 2019</b><br />

Ladies and Gentlemen </blockquote>
<blockquote>1. First, let me welcome all of you to this Press Conference. The reason for addressing you today is to provide an update on the recent decision of the Supreme Court regarding the candidates fielded by the All Progressives Congress (APC) in Zamfara State for the 2019 general elections.<br />
<br />
2. It is important to provide a background to the legal process that culminated in the Supreme Court decision on 24th May 2019. You may all recall that the Commission issued the Timetable and Schedule of Activities for the 2019 general elections on 9th January 2018, over one year in advance. Among other activities, the conduct of party primaries was scheduled to take place between 18th August and 7th October 2018. Unfortunately, the APC did not conduct its primaries in Zamfara State within this stipulated time and the Commission duly informed the party that it would not be in a position to present candidates for elections in the State. Subsequently, various interested parties, including the APC itself, approached the court over the decision of the Commission. Just before the election, the subsisting court judgment at the time ordered the Commission to include the APC on the ballot for the Governorship, National Assembly and State Assembly elections, which the Commission complied with.<br />
<br />
3. However, since the elections were completed, a Court of Appeal judgment and now a Supreme Court judgment have determined that the APC did not conduct valid primaries for the elections in question. In its judgment delivered on 24th May 2019, the Supreme Court, having determined that the APC did not conduct valid primaries, said that the votes cast for the party in all the elections in question were “wasted” and ordered the Commission to recognize the runners-up as the winners. This judgment affects the positions of Governor and Deputy-Governor, three Senatorial, seven Federal and twenty-four State Assembly Constituencies.<br />
<br />
4. Following the judgment of the Supreme Court, the Commission has met in two emergency sessions and taken briefings from our lawyers and staff on the implementation of the Supreme Court judgment. While the legislative elections (Senatorial, House of Representatives and State House of Assembly elections) are straight forward to deal with because they entail first-past-the-post or simple majority of votes, the Governorship election is determined not just by majority votes but also spread in accordance with Section 179 (2) of the 1999 Constitution (as amended). This means that we had to first discount the votes cast for the APC at the elections and then carefully rework the spread by Local Government Areas based on the new valid votes.<br />
<br />
5. In compliance with the Supreme Court judgment, the Commission has now determined the winners of the elections in Zamfara State as follows:<br />

6. The Commission will issue Certificates of Return to the new winners as follows:<br />

i. Governor and Deputy Governor-elect, Senators-elect and Members of the House of Representatives-elect will receive their certificates on Monday 27th May 2019 at the Commission’s Electoral Institute at 2.00pm.<br />
<br />
ii. Members of the State House of Assembly-elect will receive their certificates from the Resident Electoral Commissioner (REC) for Zamfara State at the INEC State Office in Gusau on Friday 31st May 2019 at 10.00am.<br />
<br />
7. I wish to seize this opportunity to draw the attention of all stakeholders, but particularly the political parties, to the implications of the Supreme Court judgment on the Zamfara matter. It is clear that properly conducted party primaries are cardinal to the proper internal functioning of political parties, the electoral process and our democratic system at large. Therefore, political parties must take very seriously the conduct of primaries according to all extant rules, including the monitoring of the processes by INEC to avoid a repeat of the Zamfara experience. I want therefore to remind us that the Commission has since 9th April 2019 issued the Timetable and Schedule of Activities for the 2019 Bayelsa and Kogi Governorship elections by which party primaries are scheduled to hold between the 2ndand 29th August 2019. I appeal to political parties intending to field candidates in the elections to adhere strictly to this and other timelines in the Timetable and Schedule of activities.<br />

The National Chairman, Arewa Pastors Non-denominational Initiative for Peace, Bishop Abu Richard, says President Muhammadu Buhari is not the cause of the killings in the country.<br />
<br />
Richard made this known while briefing newsmen on Pre-swearing-in Prayer Meeting on Saturday in Abuja.<br />
<br />
Richard called on Nigerians both Christians and Muslims to continue to pray for a better government in the next four years of Buhari’s administration.<br />
<br />
He expressed sadness over the kidnappings and killings in the country, advised Buhari and security operatives to be proactive rather than reactive to avoid a crisis.<br />

The cleric, who is also the founder Warriors of Christ Cathedral in Port Harcourt, commended the gathering for their peaceful initiatives, humble disposition, and commitment to national unity.<br />

“The accusation of Islamization by former President Olusegun Obasanjo is highly condemnable. As a child of God and by my exposure, the President cannot Islamize Nigeria with the Vice President, who is a Christian.<br />
<br />
“President Buhari is not the cause of these killings. Most of these killings have been going on before he took over power. That is why we have fasted today and prayed that God should strengthen him.<br />
<br />
“We also call on the security agencies to put in more efforts to stop these killings and we pray for a good 9th National Assembly that will be able to work with the government of the day with good policies to develop this country.<br />
<br />
“We pray for Buhari to do much better as he will be sworn in for the second tenure. From his statement and all that we have been hearing, we believe that through God he will perform better.<br />

A Nursing Officer II at the National Orthopaedic Hospital Igbobi, Lagos state, identified as Aderoju Victor Olumuyiwa has died, few days after he was pushed down a one chance vehicle in Lagos.<br />
<br />
On Wednesday Mayy 22, Nurse Aderoju was on his way to work when he unknowingly boarded a one-chance bus. After he was robbed, the operators allegedly pushed him out of the moving vehicle. He fell and sustained head injury.<br />
<br />
The one chance operators who are usually criminals out to kidnap and rob unsuspecting people zoomed off leaving Aderoju to his faith. He was spotted lying unconscious by around Bolade bus stop in Oshodi area of Lagos by a good Samaritan who immediately notified the Lagos state emergency ambulance services.<br />

The 33-year-old nurse was subsequently rushed to the Lagos State University Teaching Hospital, but he eventually died on Thursday.<br />

According to a voice note sent to Instablog by the China-based owner, yesterday, he called the blogger “stupid” for using his house to deceive people on Instagram.<br />

They also reported that two residents of estate also stated that Blessing only went to the house to take pictures and proceed to the uncompleted house beside it to take another picture which she passed across as “before and after” pictures.<br />

Gov. Umaru Al-Makura of Nasarawa State, on Saturday presented first class Staff of Office to Alhaji Ibrahim Usman-Jibril, the former Minister of State for Environment as the 12th Emir of Nasarawa.<br />

Al-Makura while performing the coronation ceremony in Nasarawa said his administration had given topmost priority to the traditional institution in the state, considering the importance of peace to societal development.<br />
<br />
Usman-Jibril was selected as the 12th Emir of Nasarawa and confirmed by the state government on Dec. 6, 2018 following the death of the late Emir, Alhaji Hassan Ahmed.<br />
<br />
He, however, urged the new Emir to be fair and just, and to carry everybody along in the interest of peace and development of the state.<br />
<br />

The governor also called on him to unite his people and promote harmonious and peaceful co-existence among the people of the area and the state at large.<br />
<br />
“I also call on all and sundry to support him to succeed in his responsibilities.<br />

“I urge you all to support government policies and programmes at all levels to enable them succeed in the task of governance,” he said.<br />
<br />
Al-Makura said that his government had so far invested so much in almost all sectors of the economy of the state, adding that such had direct bearing on the lives of the people of the state.<br />
<br />
<br />
The governor urged the people of the state to continue to live in peace and tolerate one another in the interest of development.<br />
<br />
Earlier, the Executive Chairman of Nasarawa Local Government Area of the state, Muhammad Sani, commended the governor for the appointment of Usman-Jibril as the Emir of Nasarawa, considering his wealth of experience and integrity.<br />

He has also commended the governor for keying into education, water and health projects during his eight years tenure.<br />
<br />
In his remark, the Emir thanked Al-Makura for the honour and promised to consolidate on the peace building legacy of the immediate past Emir.<br />

He thanked the dignitaries who came from far and near to grace the occasion, wishing them safe journey to their various destinations.<br />
<br />
He also assured the governor that he would rule his people with the fear of God and just to all in the interest of peace and the overall development of the country.<br />

The occasion attracted who is who in the country including the Chief of Army Staff, Lieut.- Gen.Tukur Buratai, the Inspector-General of Police, Mr Mohammed Adamu, the state Deputy governor, Silas Agara, the state governor-elect, Engr. Abdullahi Sule, the Speaker of the state Assembly, Alhaji Ibrahim Balarabe-Abdullahi.<br />

Others are: the state traditional rulers headed by the Emir of Lafia, Justice Sidi Bage, among others traditional rulers, politicians and other well wishes.

Lagos State Governor, Mr Akinwunmi Ambode on Friday evening inaugurated the ultra-modern Lagos Theatre in Epe, expressing fulfillment with the projects executed by his administration within the ancient town and the adjoining communities.<br />

Ambode, who is exiting office on May 29, said it was particularly fulfilling that he was able to implement a number of projects which changed the outlook of the town and made life further comfortable for the people, as well as improve the Gross Domestic Products (GDP) of the State.<br />

“This is more or less a fulfilling day for me; if there is anything for me to say, it is the fact that I am fulfilled that a day like this can come in Epe. I mean, four days to go, in four years, we have turned things around. God has given us that grace that we can come back here and actually spend my last weekend here with my people.<br />

“We are very delighted that among the Art Theatres that we have established, we have the opportunity to come and commission the one in Epe. The first one – the Lagos Theatre in Oregun was commissioned by Mr President and then followed by the one in Igando. That of Badagry will be commissioned on Monday making four out of the six that we had actually planned. Two to go and believing strongly that the vision to actually bring out the best of the talents of our younger ones is part of this structure that you are seeing here,” Governor Ambode said.<br />

He said the initiative to construct the theatres across the State was borne out of the vision to create a framework to bring out the creativity and innovative skills of talented youths, as well as serving as a platform to scale up communal bonding.

The five-member panel of justices, presided by Ibrahim Muhammad, acting chief justice of Nigeria, unanimously held that the party with the second highest votes in the election should be declared the winner as long as it fulfilled the constitutional requirement.</span></div>

The Nigerian National Petroleum Corporation has fixed Saturday, June 1, 2019 as the date for the aptitude test that shortlisted candidates must undergo, being part of the recruitment process.<br />

In a series of tweets via its verified Twitter handle @NNPC group on Thursday, the Corporation said the recruitment exercise, which kicked off via nationwide adverts in the national dailies and online media on March 13, 2019, and followed by the shortlisting of qualified candidates which commenced from about 27 March, 2019, has entered a third phase.<br />

Referencing a Press release signed by its Group General Manager, Group Public Affairs Division, Mr. Ndu Ughamadu, NNPC stated that shortlisting of candidates for the exercise had been concluded, and that shortlisted candidates have been scheduled to sit for Computer Based Test on Saturday, 1st June, 2019 across the country.<br />

“Notification of progression to the next stage has been sent to all shortlisted candidates via text and e-mail, while other details such as test centre and time will be sent on or before the 27th of May, 2019,” the release stated.<br />

Ughamadu relayed that validation of credentials of candidates would be a continuous process throughout the exercise, stressing that candidates discovered not to meet the requirements or who had presented false documents at any stage would be withdrawn from the exercise.<br />

It added that the CBT would be administered in about 50 centres across the country, saying those who emerge successful in the test would subsequently be invited for oral interviews for final selection

The Chairman/CEO, Nigerians in Diaspora Commission, Abike Dabiri-Erewa, said she did not accuse the Ethiopian and Egyptian airlines of running drug cartels in the nation’s airports.<br />

Dabiri-Erewa had on Wednesday appeared before the Senate ad-hoc Committee on the plight of Zainab Habibu Aliyu, who was arrested by Saudi Arabian police for a drug related offence.<br />
<br />
She had expressed worry that the two airlines were not doing enough to check the activities of drug cartels operating in the nation’s airports.<br />
<br />
She had also expressed concerns over the alleged non functionality of the scanners at the airports.<br />
<br />
She had said, “To start with, the airlines, I am sorry to say, in most cases we investigated, only two airlines have been involved; Ethiopian Air and Egypt Air, never Bellview, never Saudi Air, never KABO, never Emirates, no other airline.<br />

<br />
“All the cases have either been Ethiopian Airline or Egypt Airline. So those two airlines have to ensure compulsory baggage identification, everybody going on that route, you must ensure every passenger identifies their bags.<br />
<br />
“If they don’t do that, don’t carry those bags. There are cartels inside there working on these things.”<br />
<br />
But Dabiri-Erewa, in a statement on Thursday by her media aide, Abdur-Rahman Balogun, distanced herself from newspaper headlines quoting her of accusing some foreign airlines of running drug cartels in the country.<br />
<br />
Dabiri -Erewa, according to the statement, described “the headline which reads “Egypt, Ethiopian Airlines running drug cartels in Nigeria” as a figment of the reporter’s imagination.<br />
<br />
The statement further read, “The headline is totally incorrect and not a true reflection of what she said during the Senate committee public hearing chaired by Senator Kabiru Gaya on Wednesday.<br />
<br />
“Dabiri-Erewa had, during the hearing, stressed the need for those two airlines to ensure compulsory baggage identification as all cases recorded on issues of drugs had been from both airlines.<br />
<br />
“Luckily enough, the representative of Ethiopian Air, who was at the public hearing, promised that baggage identification would be strengthened.”

The Independent National Electoral Commission has said that it is ready to promote voter education in secondary schools across the country, so as to encourage pupils’ participation in the electoral process.<br />
<br />
The INEC Assistant Director, Voter Education, Mrs Dorathy Inyang, stated this in Abuja, while monitoring the 2019/2020 Prefect-ship election in Britarch International Schools.<br />
<br />
The INEC director said that elections in schools were key to developing how pupils made and stood by their choices.<br />

She said, “Election is an act of people choosing their leaders. It is about making your choice and not your parents’ nor friends’ choice. When the votes are counted the winner will emerge. If your candidate does not win, the good thing is that you voted for the candidate of your choice.<br />

“The commission has a policy that voter education should be carried out in secondary schools. This is very important and we give the school a big hand for organising such an election.”<br />
<br />
Also, the Chairman of the school, Okechukwu Philips, said it was necessary for secondary schools to expose their pupils to the electoral process as part of political socialisation.<br />
<br />
Philips, who is an ambassador, said, “It is good for us to educate them according to the voter education policy of INEC so as to groom them for national elections when they become of age. We expect to always have free, fair and credible elections. This is why we have invited INEC and other observers to see how the school’s elections are conducted.”<br />
<br />
A former Minister of Police Affairs and Internal Affairs, Humphrey Abah, was also one of the election observers.

Some Nigerians on social media are worried as US Immigration officers allegedly stamps No AOS No EOS on a Nigerian passport recently.<br />
<br />
Following the news about the United States of America government’s ban on Drop Box, an Instagram user has called on Nigerians to be careful if they have to travel to the United States. He claims that the US Customs and border protection security are now signing No AOS / No EOS on passports of visa holders or immigrants at the US airport.<br />
<br />
He shared a picture of what it looked like claiming someone he knows just flew in Atlanta and got her passport stamped with the words. See post and picture below.<br />

<b>So what does NO COS / AOS / EOS even mean?</b><br />
<br />
The annotation of “No COS/AOS/EOS” on the passport means no change of status, adjustment of status, or extension of status. It expresses the immigration inspector’s opinion that the United States Citizenship and Immigration Services should not grant an extension of your visitor’s stay or approve a change to another status.<br />
<b><br /></b><b>Does No EOS / AOS on my passport ban me from returning to the country?</b><br />
<br />
The Customs and Boarder Protection agents use this stamp when they suspect something questionable about a persons travel patterns. This is a red flag on any immigrant’s passport, it is not binding, but will cause more time-consuming interactions each time there is an attempted entry by the holder to the US henceforth.<br />
<br />
It is not too common for a Customs and Border Protection (CBP) officer to include this annotation in a visitor’s passport, it does happen sometimes. This annotation alone does not necessarily place a ban from COS/AOS/EOS, or from coming back to the U.S. As long as the holder still has a valid visa, they should be able to come back to the U.S. However, that does not mean that it will be guaranteed entry to the U.S. on the next trip. It will be up to the CBP officer at the port of entry to determine whether or not the passport holder will be admitted to the U.S, Eyad Tabahi, an Immigration Attorney revealed.

Police officers in collaboration with security personnel of the Redeemed Christian Church of God, RCCG have evacuated destitute comprised of couples with their young children, middle-aged men and women as well as the elderly.<br />
<br />
Over 100 suspected homeless people have been evacuated from the Redemption Camp on the Lagos-Ibadan expressway.<br />
<br />
 According to the report, the evacuation was carried out by policemen and security personnel of the Redeemed Christian Church of God (RCCG).<br />
<br />
The destitutes and families were said to have been dumped at different locations in Abeokuta, the Ogun state capital.<br />

The raid by the policemen and RCCG security personnel were said to have happened at the worship ground in the early hours of Wednesday, May 22 and victims were apprehended. The destitute were said to have been forcefully carried into waiting vehicles as they drove them to Abeokuta under the cover of the night. The sight of the destitute at Oke-Sokori, Kuto and Iyana Mortuary areas of Abeokuta sparked tension among residents.<br />
<br />
Some of the destitute, who claimed to have spent between six months and one year at the Redemption Camp, accused the church authorities of victimisation. The victims explained that the RCCG security operatives with policemen indiscriminately rounded them up during vigil service midnight on Tuesday, May 21 and threw them into waiting vehicles which eventually took them to Abeokuta.<br />
<br />
When the head of media, RCCG, Pastor Olaitan Olubiyi, was contacted on the telephone, he was said to have absolved the church of any blame. Olubiyi denied the allegation that the church forcibly ejected the destitute from its premises, explaining that what the church did was simply to purge the camp of miscreants and others with criminal tendencies. His words:<br />

<blockquote>“We have a system through which we screen those who genuinely come for prayers. We also have an approved way of taking care of the destitute in the church of God. “Whenever anyone comes for prayer, we do ensure that we properly document their data in our register to prevent criminal situations. But those ones you see illegally found their ways into the church. “Some of them were screened for the purpose of knowing their challenges and those with genuine accommodation problems were assisted. But you will discover that they change their addresses and still return to the church.”</blockquote>

Bobrisky is featured in the movie as a transgender woman named Cherechi who travelled out of the country as a man only to return to the village as a woman to the chagrin of his fiancee and relatives.<br />

Men of the Edo State Police Command have recovered Christabel Omokpia in Enugu State who was sold for N850,000 by an orphanage in Rivers State.<br />

Christabel was two years old when she and her sister, Amanda, were stolen away from Utesi village in Ovia North East local government area by two female tenants of their father in June last year<br />
<br />
Their mother, Faith, left them in the care of the tenants, Mary and Rose, who disappeared with the children to unknown destination.<br />
<br />
Christabel was first sold for N450,000 by the tenants and she was later sold for N500,000 to one Ogechi Favour.<br />

She was later sold for N850,000 to one Anioke Augustine in Enugu State.<br />

Relative of Christabel identified as Beauty said the family was happy to get her back.<br />

Police sources said she was reunited with her family on Wednesday night.<br />
<br />
The source said Anioke adopted Christabel without due process.<br />
<br />
Spokesman for Edo Police Command, DSP Chidi Nwabuzor, said it was the Police Commissioner, Danmallam Abubakar, that ordered for recovery of the children.<br />
<br />
<br />
DSP Nwabuzor said the search for Christabel took police operatives from Benin to Delta State, Anambra State, River State, Imo State and Enugu State.<br />
<br />
He said four suspects earlier arrested in connection to the missing children were already in prisons in Ondo and Edo States.<br />
<br />
On the whereabouts of Amanda, DSP Nwabuzor said the police would do its best to recover her.<br />
<br />
It was learnt that the woman that bought Amanda took her to Ogwas-Chikwu in Delta State.

<div>Utin was also quoted as saying that the game against Qatar was a big match for the team just as every other match in the competition.</div>

<div>Samson Siasia, an ex-international and former coach of the Super Eagles, said winning the first game was always very important in a tournament, adding that the team must not be complacent.</div>

<div>“I don’t want them to see any of the countries as non-footballing nations but I just want them to be careful because football at this level is won from the first game.</div>

<div>“Once you are able to tidy up your first game, and then your second game, you should have at least been able to qualify from your group to the second stage already,’’ he said.</div>

<div>Emmanuel Babayaro, also an ex-international, said while he was not expecting any of the teams in the Flying Eagles’ group to be push-overs, Nigeria should have no problems qualifying from there.</div>

<div>“Having ceded the 2022 World Cup to Qatar, they will be well prepared to meet the standards expected of them. I am very sure that they will be coming out very strong in order to prove a point.</div>

<div>“However, I don’t expect anything short of Nigeria qualifying for the next stage,” he said.</div>

<div>It was gathered that the team will leave their hotel in Katowice for the short drive to Tychy on Friday.</div>
