Malian President, Ibrahim Boubacar Keita, has said the second round of a parliamentary election scheduled for April 19 will go ahead despite the need for social distancing. 
 
He also announced a coronavirus aid package for poor people and hard-hit firms, as cases continue to rise in the war-torn West African state. 
 
The president warned on Friday that the country’s already war-battered economy was facing a shock, and declared a package worth some 500 billion CFA francs ($832 million). 
 
“The government of Mali… is willing to make the greatest sacrifice to lessen the negative impact of the pandemic on our economy and society,” Keita said in a televised address.

Mali is one of the poorest countries in the world and has been struggling since 2012 to quell a jihadist insurgency that has killed thousands of soldiers and civilians. 
 
The conflict – which has left swathes of the country outside state control – has aggravated fears that Mali is ill-prepared to tackle a large coronavirus outbreak. 
 
Authorities have recorded 87 cases in the country so far, with seven fatalities. The government had previously declared a nationwide night-time curfew and closed land borders. 
 
Warning of the steep economic costs associated with the pandemic, Keita said Friday that the government would shoulder water and electricity bills for the poorest people in April and May, among other measures. 
 
The government would also distribute 56,000 tonnes of grain in food aid and 16,000 tonnes of animal feed, he added, and allow tax rebates for firms hit hard by the virus. 
 
The president added that the government is also considering isolating the capital Bamako, where most of the country’s infections have been detected, with a decision due soon.

A young nursing mother in her early thirties, Mrs Esther Frank, has committed suicide in Uyo, Akwa Ibom State. 
 
Mrs. Frank, an indigene of Anambra State, was said to have left a suicide note for her husband and two children, saying she was tired of the pressure. 
 
It was learnt that the deceased drank a bottle of sniper on Thursday and her body was discovered by neighbours in the room. The neighbours rushed the deceased to St Luke’s Hospital in Anua, Uyo, where she died. 
 
Recounting the incident on Friday in Uyo, a neighbour to the deceased, Mrs Iboro Etuk, said she and the deceased talked before the unfortunate incident.

She said they stood outside the gate of their compound to buy water before the deceased told her to take care of her children as she was going out to buy something. 
 
Etuk noted that when she later heard the baby of the deceased crying continuously, she went inside the house of the deceased and found her on the floor. 
 
According to her, they rushed the deceased to the hospital where she died, leaving behind a three months old baby and three years old son. 
 
“Mrs Esther Frank, is in her early thirties. She just graduated from the Univeristy, and is yet to go for her youth service. She is from Anambra state while her husband, Mr Frank is from Delta state but he is currently in Dubai. 
 
“She sent her three year old boy to come and stay with my children. It has never happened before. She told me, “I am going to buy something, please take care of my children’. 
 
“Before that, we both stood outside to buy pure water but since we didn’t see it, she went back into her apartment, while I waited outside. 
 
“When I heard her baby crying, I told her son who was in my apartment, to take me inside the house. There I saw her laying on the floor. I shook her and told her to pick up her son but she did not respond. 
 
“I ran out and informed the landlady and the other tenants. They came and saw the bottle of sniper laying on the floor. We rushed her to the hospital where she died, Etuk told The Nation.

Eleven-time Grammy award winner Kenneth “Babyface” Edmonds announced that he and his family had been battling the novel coronavirus but are now “on our way back to full health”. 
 
“I feel so blessed to be able to celebrate another birthday,” Edmonds posted on social media channels on Friday, the day he turned 62. 
 
“I tested positive for Covid-19, as did my family. 
 
“It’s an incredibly scary thing to go through my friends.

Former state governors convicted of money laundering and corruption did not benefit from the presidential amnesty granted to 2,600 inmates nationwide because they did not meet the requirements. 
 
It was gathered that the former governors were not considered for a reprieve because they were convicted of corruption and money laundering aside from the fact that they did not meet some of the criteria stipulated by the Presidential Advisory Committee on Prerogative of Mercy, which advised the President on inmates and ex-convicts deserving pardon. 
 
There had been speculations that high-profile persons, including ex-governors serving various jail terms at the Kuje Custodial Centre, Abuja and other prison facilities might benefit from the pardon announced in Abuja on Thursday, by the Minister of Interior, Rauf Aregbesola. 
 
Prominent persons serving various jail terms include former governors of Abia and Plateau states, Senator Orji Kalu and Joshua Dariye; former governor of Taraba State, Jolly Nyame; and a former National Publicity Secretary of the Peoples Democratic Party, Olisa Metuh.

While Kalu, a serving All Progressives Congress senator, was convicted of N7.1bn money laundering and jailed for 12 years in 2019, Dariye, who was a former senator representing Plateau central district, was jailed for 16 years for N1.126bn fraud in 2018. 
 
Nyame, who was prosecuted by the Economic and Financial Crimes Commission, was convicted and jailed for 14 years for diverting N1.64bn during his tenure as governor of Taraba State between 1999 and 2007. 
 
Metuh is serving a seven-year jail term for illegally receiving N400m from the office of the national security adviser. He was sentenced by Justice Okon Abang of the Federal High Court, Abuja, in February. 
 
Meanwhile, Aregbesola had said those considered for pardon include inmates who are 60 years and above, those suffering from ill health likely to end in death, serving at least three years with less than six months left, with mental issues, as well as with options of fine not exceeding N50,000. 
 
While the minister did not mention those to be freed, he said the amnesty did not apply to inmates sentenced for violent extreme offences such as terrorism, kidnapping, armed banditry, rape, human trafficking, and culpable homicide. 
 
The spokesman, Nigeria Correctional Service, Chuks Njoku, noted that the former governors were convicted of corruption and related offences, adding that by virtue of this, they were not eligible for pardon or clemency. 
 
He dismissed reports that some of the high-profile inmates could be released on account of their age, clarifying that the dates of birth being bandied about did not tally with the NCS’ official birth records of the ex-governors. 
 
Njoku said, “We have our criteria and they are not qualified (for pardon). They don’t fall under any of the categories. If you were convicted, you must have served some years and you must be of good character and must have shown remorse. 
 
“It is not just about age; there are many of them who are old but they are not qualified. So, for anyone to benefit, they must have served for some time and their crime must not be a capital offence. They (ex-governors) are not qualified because they just came (into the custodial centre) and some of them are still on appeal.”

A notorious gang leader, identified simply as Felix aka Confidence, is on the run after unleashing terror on residents of Dalemo community, in the Ifo Local Government Area of Ogun State. 
 
Felix, an ex-convict, had reportedly led his gang members numbering about 200 to invade the community around 9pm on Tuesday and rob any residents in sight of their valuables, including phones and cash. 
 
City Round learnt that the gang also overran a checkpoint at Dalemo junction where some policemen enforcing the COVID-19 lockdown order were deployed. 
 
It was gathered that the hoodlums operated freely until a reinforcement team led by the Agbado Divisional Police Officer, SP Kuranga Yero, arrived at the scene.

A resident of the area, who gave his name only as Debo, told our correspondent that it took the operatives some time to prevail on the hoodlums who confronted them. 
 
He said Confidence had been terrorising the community and its environs for about two years but peace returned to the neighbourhood when he was arrested by the police last year. 
 
He stated, “I learnt that he was released from prison recently. He has now returned to the community. Around 9pm on Tuesday, people were outside chatting when he and his boys stormed the streets and started robbing. 
 
“They collected phones and money from anybody they saw and beat them up. They also invaded the police checkpoint at Dalemo Junction. Those policemen had to call for a backup from Agbado division. They (hoodlums) were about 200 led by Confidence. He is a young slim man of about 25 years old but he is dangerous.” 
 
Another resident, who spoke on condition of anonymity, said the thugs also raided neighbouring communities – Campbell, Odewale, Ojurin and Ope-Ilu, where they were repelled by some angry youths. 
 
“Confidence is a notorious criminal. He was arrested by the police with a gun last year. I was surprised when I saw him on the street about one month ago. His group is called Fesemule and he has about 200 gang members. They usually invade a place en masse and rob people,” the resident said. 
 
A police source disclosed to newsmen that the gang chased the policemen deployed in the scene a run for their money, adding that two suspects had been arrested. 
 
The source recalled, “Around 9pm on Tuesday, the hoodlums on motorcycles invaded the checkpoint of policemen posted at Dalemo Junction to enforce the lockdown order. They started throwing weapons and the policemen took cover. 
 
“They had to call for reinforcement. As the team led by the DPO approached the scene, the hoodlums started hurling stones at them. They occupied one end while the police were on the other end. It took some time before policemen were able to chase them away. Two of them were arrested.” 
 
Another reliable source told our correspondent that Confidence held Dalemo to ransom for several months before he was arrested. 
 
“He was charged but was released from prison about one month ago. He has started causing panic in Dalemo now. If the police are not many, he would confront them,” the source added. 
 
In a related development, residents of Ifo were thrown into confusion on Wednesday when some suspected cult members robbed some houses. 
 
A landlord, who spoke on condition of anonymity, said the assailants operated within the community for three successive days. 
 
“I heard them moving from one street to the other. Many people were awake but we could not come out. It was later that some vigilantes chased them,” he stated. 
 
The Ogun State Police Public Relations Officer, DSP Abimbola Oyeyemi, confirmed the two incidents, adding that some arrests had been made. 
 
He said, “He (Confidence) is an ex-convict. He was just released from prison after spending eight months. Two of his gang members terrorising the community have been arrested. We are seriously looking for him. 
 
“We are on top of the situation at Ifo. Anti-Cultist team and conventional policemen have been deployed there and we have arrested some of the hoodlums.”

Google and Apple unveiled a joint initiative Friday to develop a coronavirus smartphone “contact tracing” tool that could potentially alert people when they have crossed paths with an infected person. 
 
The move brings together the largest mobile operating systems in an effort to use smartphone location technology to track and potentially contain the global COVID-19 outbreak. 
 
The move would allow apps to be created enabling smartphones powered by Apple software and Google-backed Android operating system to exchange information with a joint “opt in system” using Bluetooth wireless technology. 
 
The companies next month plan to release software interface technology to allow for interoperability — so that an alert would work regardless of the operating system.

“All of us at Apple and Google believe there has never been a more important moment to work together to solve one of the world’s most pressing problems,” the companies said in a joint statement. 
 
The move comes with governments around the world studying or implementing measures to use smartphone location technology to identify people with the virus and keep them from infecting others, even as the efforts raise privacy and civil liberties concerns. 
 
US President Donald Trump said during a briefing that the government would take “a very strong look” at the contact-tracing collaboration. 
 
Apple and Google contended that “privacy, transparency, and consent” were top priorities in the joint initiative, addressing concerns about systems which could disclose personal data on individuals. 
 
“Contact tracing can help slow the spread of COVID-19 and can be done without compromising user privacy,” Apple chief executive Tim Cook said in a tweet. 
 
Tracking people’s movements using their smartphones, while a temptingly powerful tool for containing the coronavirus comes with privacy concerns and fears regarding how the data might be misused. 
 
“No contact tracing app can be fully effective until there is widespread, free, and quick testing and equitable access to healthcare. These systems also can’t be effective if people don’t trust them,” said Jennifer Granick of the American Civil Liberties Union in a statement. 
 
“People will only trust these systems if they protect privacy, remain voluntary, and store data on an individual’s device, not a centralized repository,” 
 
Apple and Android combined essentially power the world’s smartphones, so working together would be required to effectively trace coronavirus contacts based on mobility data, according to analysts. 
 
Apple has long made user privacy a selling point for iPhones, and is bringing those credentials to the coronavirus collaboration, noted Creative Strategies analyst Carolina Milanesi. 
 
“Apple is providing their privacy seal, of sorts, to what is being done,” Milanesi said. “That is good.” 
 
However, neither Apple nor Google can guarantee what ultimately becomes of mobility data gathered for the coronavirus fighting effort, warned analyst Patrick Moorhead of Moor Insights and Strategy. 
 
“You put these two companies’ ecosystems together and you have literally 100 percent of mobile data,” Moorhead said. 
 
Technology-enabled or digital contact tracing has played a “conspicuously visible” part of the pandemic responses of South Korea, Singapore, Israel, and other nations, law professor and privacy researcher Ryan Calo said in Senate testimony this week. 
 
“I understand the intuition behind digital contact tracing,” Calo said in prepared remarks. 
 
“But I see the gains in the fight against the virus as unproven and the potential for unintended consequences, misuse, and encroachment on privacy and civil liberties to be significant.”

The Federal Government yesterday announced that the lockdown of some states, including Lagos and Abuja, as earlier proclaimed by President Muhammadu Buhari, continues. 
 
Secretary to the Government of the Federation (SGF) and Chairman of the Presidential Task Force (PTF) on COVID-19, Boss Mustapha, who spoke in Abuja yesterday, said government was working on incentives, medical and life insurance for medical workers in the frontline of the fight against the pandemic, adding: “The evaluation of the impact of the restriction order of movement continues as the Presidential Task Force (PTF) will appropriately brief the President shortly and Nigerians will be adequately informed of the decision of Government.” 
 
Mustapha also reiterated that the presence of Chinese medical professionals in the country was purely advisory and for capacity building, especially on the protection of frontline health workers and maintenance of the equipment that they have brought. 
 
Giving an update on efforts by government to curtail the pandemic at a media briefing, Mustapha re-emphasised that the Chinese medical team “will not directly meet nor interact with our patients while in Nigeria.”

He said he was aware and has indeed been a champion of the reform and transformation of the healthcare system, contrary to reports in some sections of the media that he was ignorant of the level of decay in the health sector, noting that the PTF assignment has afforded him the opportunity to dig deeper, interrogate and x-ray the system better. 
 
The SGF appealed to all the sub-national entities to recognise the serious nature of the COVID-19 situation and form a synergy with the federal government, so that the war would be won. 
 
He assured that all members of the Chinese working team have been undergoing the mandatory 14-day quarantine in Nigeria before engaging in their primary role of providing guidance on usage and deployment of the equipment. 
 
“On the issue of facemasks, the PTF is developing a national policy on its usage and Nigerians will be duly informed as soon as the policy is finalised,” he said. 
 
While commending the frontline healthcare workers for their commitment and sacrifices so far, Mustapha added: “The nation appreciates you and shall do everything possible to protect you.”

The total lockdown order by the Kwara Government has commenced with strict enforcement by security operatives to curtail the spread of Coronavirus infection among residents. 
 
A News Agency of Nigeria (NAN) Correspondent, who monitored the commencement of the order around 6.45 p.m in Illorin, reports that men and officers of the Nigeria Police barricaded major roads in Ilorin metropolis. 
 
A visit by the correspondent around Ilorin metropolis revealed that Unity Road, ‘A’ Division, Muritala Muhammed Road, Offa Garage Roundabout extended to Olunlade among other places were barricaded. 
 
NAN reports that barely 30 minutes into the exercise, the major streets in the Ilorin were deserted for fear of arrest by security agents.

NAN learnt that there was a combined team of the men and officers from the Nigeria Security and Civil Defence Corps (NSCDC) Nigeria Immigration Service, Man ‘O’ War and the police enforcing the order as at the time of filing this report. 
 
The state government on Thursday, announced a total lockdown of vehicular, movement of people and all businesses from 6 p.m. on Friday. 
 
The restriction order however,  allowed banks, pharmacies and foodstuff traders to open for business only on Mondays, Wednesdays, and Fridays between 10 a.m and 2 p.m.

Arsenal will provide more than 30,000 free meals as well as sanitary and personal hygiene products to vulnerable people in the local community as part of a response plan to the coronavirus pandemic, the Premier League club said on Friday. 
 
The north London club also pledged to donate 100,000 pounds (124,000 dollars) to local organisations and a further 50,000 pounds to a COVID-19 Crisis Fund. 
 
“The Arsenal Foundation has joined forces with HIS Church to deliver 15 tonnes of emergency supplies into Islington. 
 
“This initiative forms part of our wider community response to COVID-19, which has seen Arsenal in the Community staff volunteer to transport frontline NHS workers,” the club said in a statement.

The number of Nigerians who have registered for evacuation on account of the COVID-19 pandemic has swelled to over 2,000. 
 
It was gathered on Friday that majority of them are in the United States, United Kingdom, China and the United Arab Emirates.

The Ministry of Foreign Affairs had last week directed Nigerian missions abroad to compile a list of stranded Nigerian nationals who wish to come back home. 
 
It stated that the financial implications would be borne by the prospective evacuees, who would also be compulsorily quarantined on arrival. 
 
In response to the directive, the Nigerian Consulate in New York, United States, and the Nigerian High Commission in the UK announced in a statement on Sunday that they had begun compiling names of Nigerians willing to return home. 
 
Providing an update on the registration exercise on Friday, a source said, “Over 2,000 Nigerians have registered and expressed interest in returning home. Most of them are in the US, UK, China and UAE. They were scared by the huge death toll being reported in these countries and they have expressed the willingness to undergo tests for COVID-19 before coming and be on compulsory quarantine on arrival in Nigeria.” 
 
When asked if the evacuees would pay for their flights before or after returning to Nigeria, the official directed further inquiries to the Ministry of Foreign Affairs and the Nigerians in Diaspora Commission. 
 
The NIDCOM Chief Executive Officer, Abike Dabiri-Erewa, confirmed that the number of individuals registering for evacuation was increasing but declined further comment. 
 
She directed our correspondent to the Foreign Affairs Minister, Geoffrey Onyeama, on the modalities for the evacuation, adding that the minister would take the necessary decisions on the evacuation cost and other issues. 
 
But the minister had yet to react to our inquiries as of the time of filing this report.

The ministry had also advised Nigerians to stay where they were, noting that medical experts said travellers were at a higher risk of contracting the disease. 
 
It said the Nigerian Missions had continued to liaise with other countries as well as international organisations and render reports on key developments, with a view to boosting the domestic efforts back home. 
 
The ministry advised, “Furthermore, our Heads of Mission have maintained communication with the leadership of the ministry at this period, to keep the ministry informed of the conditions of Nigerians in their respective host countries. 
 
“However, it should be noted that medical experts have advised that it is better for individuals to remain where they are as people travelling from one place to another stand a higher risk of getting infected with COVID-19.” 
 
Meanwhile, Onyeama has summoned the Chinese Ambassador to Nigeria, Dr Zhou Pingjian, over the alleged maltreatment of Nigerians in Guangzhou, China, by the police and state officials. 
 
The ministry confirmed in a tweet via ‘@Nigeria MFA’ on Thursday that Onyeama engaged with the envoy over the eviction and stigmatisation of Nigerians in China. 
 
It said, “The Hon Minister of Foreign Affairs, Geoffrey Onyeama, invited the Chinese Ambassador to Nigeria, Mr Zhou Pingjian, to communicate the Nigerian government’s extreme concern at allegations of maltreatment of Nigerians in Guangzhou, China and called for immediate Chinese government’s intervention.” 
 
A viral video had shown some Nigerians in Guangzhou being evicted from their homes and chased down the street by Chinese policemen. 
 
The Chinese officials were also said to have confiscated the passports of the Nigerians. 
 
A second viral video also showed a Nigerian diplomat in China berating a Chinese official over the incident. 
 
Meanwhile, the Chairman, Nigerians in Diaspora Commission, Mrs Abike Dabiri-Erewa, has reiterated the resolve of the Federal Government to protect Nigerians wherever they are. 
 
Dabiri-Erewa said this against the backdrop of the alleged maltreatment of Nigerians by Chinese officials. 
 
She asked the Chinese authorities not to make discriminatory laws against Nigerians living in the country.

<div class="MsoNormal">“I can tell you for sure, I never knew that our entire healthcare infrastructure was in the state in which it is util I was appointed to do this work,” the SGF said.</div>

<div class="MsoNormal">He said if developed countries are overwhelmed and struggling to contain the coronavirus, “then Nigeria needs to improve its own”.</div>

<div class="MsoNormal">“My prayer is that Nigeria’s situation does not escalate to that extent because the country lacked what is required to handle the situation,” he added.</div>

<div class="MsoNormal">Mustapha also harped on the need for transparency and accountability in managing the health crisis, adding that the task force will not be directly involved in the disbursement of cash donations for COVID-19.</div>

<div class="MsoNormal">“The accountant-general of the federation has already published the account details for collection through some commercial banks and also provided the modalities for its utilisation,” he said.</div>

President Muhammadu Buhari will today (Friday) meet with the Presidential Task Force on COVID-19 over the lockdown imposed on the Federal Capital Territory, Lagos and Ogun states. 
 
It was gathered that the task force would brief the President on the war against COVID-19 and the possibility of extending the two-week lockdown in the FCT, Ogun and Lagos states as well as including other parts of the country. 
 
Two top government officials confirmed to newsmen on Thursday that the task force would brief the President on Friday (today). 
 
But at a meeting with the National Assembly leaders on Thursday, the task force said it had gathered data to enforce “lockdown of parts or all of the states” in the country.

One of the officials, who confirmed the President’s meeting with the task force, told one of our correspondents that reports and recommendations were still being awaited from some state governors as of Thursday evening. 
 
He said, “The President was supposed to be briefed this evening (Thursday evening), but we had to delay because we are waiting for reports and recommendations from some affected states. All things being equal, the President will be briefed on Friday and will take necessary actions.” 
 
When asked if the President would extend the lockdown, the source said, “During the announcement some 10 days ago, the President made it clear that the lockdown would be for an initial period of 14 days. 
 
“What this means is that there is a likelihood of extension, but it will be done only after due consultation with the states.” 
 
However, a senior official of an isolation centre in Abuja told one of our correspondents that a recommendation had been made for an extension. 
 
The source said the move had become necessary because of a suspected community spread. 
 
The doctor, who wished to remain anonymous, said some persons, who tested positive for coronavirus, had not travelled before. 
 
He said, “We in the FCT have recommended an extension of the lockdown because we believe we are now facing a community spread. For instance, one of the people who tested positive is a cook that has never travelled before. 
 
“The cook’s boss recently returned from outside the country, but the boss tested negative. So, where did the cook get it from? We are also working on a report by the World Health Organisation that COVID-19 can be spread through currency. 
 
“We have submitted our report to the case management team, which will in turn submit a report to the emergency operational committee for final submission to the presidential task force. However, we did not state in the report how many days should be added to the lockdown. We don’t know if our recommendation will be accepted.” 
 
It was also gathered that the lockdown might be extended to all parts of the country to enable health workers conduct more tests and fish out people who had contracted the virus. 
 
“More states are recording COVID-19 cases. We may also consider the possibility of making the lockdown nationwide, at least for a week. We cannot rule out the fact that there is COVID-19 in states that have not recorded any case,” another official said. 
 
The President had in a nationwide broadcast on March 29, ordered lockdown of the FCT, Lagos and Ogun states for two weeks beginning from 11pm on March 30. 
 
According to him, the lockdown will enable government to trace and treat those who have contracted the virus. 
 
More than a week that the lockdown began in Lagos State and the FCT, COVID-19 cases in the country has jumped from 111 to 290, with the virus spreading to 16 states. 
 
The states are Lagos, Oyo, Osun, Ogun, Kaduna, Enugu, Edo, Delta, Bauchi, Ekiti, Rivers, Benue, Akwa Ibom, Ondo, Kwara, and Katsina. 
 
Presidential Task Force on COVID-19 in Lagos on Tuesday said before the end of this week, it would submit its report to Buhari, who would decide on the lockdown. 
 
Besides the FCT, Lagos, and Ogun states where the President had ordered lockdown, some states including Osun, Kwara, Plateau and Rivers had also taken similar action.

Human rights lawyer, Mr Ebun-Olu Adegboruwa (SAN), has urged the Lagos State Governor, Babajide Sanwo-Olu, to offer state pardon to popular actress, Funke Akindele, aka Jenifa, her husband, Abdul Rasheed Bello, and street joggers who were arraigned for violating the social distancing directive of the government to curb the spread of coronavirus. 
 
The lawyer urged the governor to take a cue from the Federal Government, which on Thursday, granted amnesty to 2,600 prison inmates. 
 
Akindele and her husband were convicted on Monday of violating the Lagos State social distancing order by holding a crowded birthday party in their house on April 5. 
 
The Lagos State Magistrate’s Court in Ogba sentenced them to 14 days of community service, in addition to a fine of N100,000 each and an order that the state should keep them in isolation for 14 days.

Also on Wednesday, the court convicted 78 residents for gathering on the Gbagada-Oworonshoki Expressway for physical fitness exercise amid the Federal Government’s 14-day lockdown of Lagos State. 
 
They were sentenced to 14-day community service and 14-day quarantine at the Infectious Disease Hospital at Yaba. 
 
But appealing for amnesty on their behalf on Thursday, Adegboruwa said, “Since the Federal Government is granting amnesty to 2,600 prisoners, the Governor of Lagos State should emulate this good gesture and show fatherly love to the Akindeles. This should also be extended to all those arrested for jogging on the streets, as they could not have all set out deliberately to disobey the COVID-19 regulation. 
 
“Since we are facing a novel situation at hand, government should show some magnanimity to its citizens, as it is being done all over the world. 
 
“Nigerians have never been locked down for this long without food and money and it is not proper to add to their woes with arrest and prosecution.” 
 
The lawyer, however, commended Lagos State’s handling of the pandemic and appealed to citizens to support government in the fight against the disease.

Super Eagles coach Gernot Rohr has agreed to a pay-cut in the face of dwindling fortune as a result of the Coronavirus pandemic as part of his solidarity to  the Nigeria Football Federation (NFF) in this troublesome period. 
 
The German coach, who was on a reported $55,000 salary as per the last contract renewal in 2019, has reliably informed his employers  of his willingness to a pay cut as both parties dally over a new contract. 
 
NFF 2nd Vice president Shehu Dikko  said  the 66-year-old former Bayern Munich is eagerly looking  forward  to the  extension of his contract and it was just a matter of time that all issues surrounding the contract will be sorted out. 
 
“Both parties are mutually on the same page,” assured Dikko. I can tell you as the extension contract is being prepared, there  is an ongoing conversation between the parties to smoothen any rough edges or red flags which I believe there is none so far.

“This is in addition to the conversation that took place prior to commencement of the extension contract preparation.” 
 
Though the final contact paper to be tabled before Rohr is still in the works since it involves inputs from various departments of the NFF including technical, legal, legal committee , strategy committee, Technical Committee and Executive committee. 
 
Yet Dikko said everything  was on course, adding the coach  is pained that the NFF  would presumably lose income following the suspension of football activities as result of COVID-19. 
 
He said: “In fact even within this ongoing conversation, Rohr agreed to offer a pay cut for the next few months in view of the COVID -19 impact to the economy as a form of solidarity to NFF and the sponsors. 
 
“The only thing left is to agree the actual percentage of the pay cut and actually this conversation was even before the England Manager Gareth Southgate did the same in England. 
 
“So this clearly shows you the cordial relationship between the NFF and the Rohr contrary to what a section of the media portrays. 
 
“So both parties are hopeful to cross this bridge soonest and just like it was  done before so that all focus on the job at hand,” added Dikko who doubles as the chairman of the League Management Company (LMC)-the body in charge of the Organisation of the domestic professional league.

The report, that the federal ministry of finance lost 700 billion-naira Covid19 relief funds, due to a fire outbreak at the office of the Accountant General, has been debunked by the Ministry of Finance, Budget and National Planning, through its official Twitter account.  
 
The ministry tweeted that, “The general public should take note. Finance Minister, Zainab Ahmed did not grant a press conference or any interviews. “No funds were lost in the fire at the Accountant Generals Office which was contained to two rooms. Donations are under N30 billion to date. “This is pure mischief and should be disregarded,” the tweet was attached with the headlines of the fake news. 
 
The Minister of state for Budget and Planning, Clem Agba, said that, the fire that gutted the office of the Accountant General of the Federation did not destroy any record.

Inspector General of Police, Mohammed Adamu, on Thursday directed his officers and men to enforce the restrictions designed to contain the spread of coronavirus during the Easter celebration 
 
While felicitating with Christians as they mark Easter, he urged worshippers to observe prayers and worship programmes in their homes. 
 
Police spokesman Frank Mba urged religious leaders in Lagos and Ogun states and the Federal Capital Territory (FCT) as well as others affected by the restriction orders to continue to cooperate with relevant government agencies. 
 
“The IGP notes that the call has become necessary in order to curtail the community spread of the COVID-19 pandemic which has immensely challenged humanity across all spheres of life,” he said.

States, such as Imo, Ebonyi, Bayelsa and Abia, which earlier imposed restrictions, relaxed them yesterday. 
 
Imo State Governor Hope Uzodinma said residents were free to shop today for Easter. 
 
Commissioner for Information and Strategy, Declan Emelumba, said in a statement that food markets and food vending supermarkets would be allowed to open from 6 am to 6pm today. 
 
“The total lockdown of the state resumes with full force from Saturday, April 11, 2020,” he added. 
 
Ebonyi State government also granted a partial restoration of religious activities in the state. 
 
The government relaxed the ban on burials by giving those in the state between April 9 and 20 to bury their dead loved ones. 
 
Commissioner for Information and State Orientation, Uchenna Orji, said worshippers are expected to attend their normal service only on Sunday for Christians and Friday for Muslims with effect from April 12, 2020. 
 
“Every worshipper must wear a face mask, including handkerchief or head tie. The service Centre must be provided with hand sanitisers and running water for washing of hands. There shall be no religious gatherings other than on Sundays.” 
 
Also yesterday, Abia State government announced a two-day intra-state movement. 
 
Secretary to the State Government (SSG), Chris Ezem, said residents were free to move about on Good Friday and Easter Sunday to enable them to shop and perform other religious activities in commemoration to Easter. 
 
Rivers State Government also temporarily relaxed the restrictions. 
 
In a broadcast on Thursday, Governor Nyesom Wike said the directive permits the Muslim community to observe their Jumaat Prayers today, while Christians can hold Easter services on Sunday. 
 
“For the avoidance of doubt, the relaxation on mass religious gathering is limited only to the afore-mentioned respective dates.” 
 
The Lagos State debunked reports that Governor Babajide Sanwo-Olu has relaxed the lockdown order in the state, describing the news as false. Commissioner for Information and Strategy, Gbenga Omotoso, said: “The lockdown order was made by the President and it is only the President that can relax or extend it. 
 
“Governor Babajide Sanwo-Olu has not relaxed the lockdown order. He is not in a position to do so because he did not impose the lockdown order in the first place. The Governor will not unilaterally relax the restrictions of movement. 
 
“The lockdown order is in the best interest of everyone. I, hereby, urge Lagosians to exercise more patience by staying at home so that the gains recorded so far in our fight against COVID-19 will not be frittered away.” 
 
Bayelsa State government also relaxed its lockdown measures for Easter celebrations. 
 
Governor Duoye Diri’s Acting Chief Press Secretary, Mr Daniel Alabrah, said the measure was specific to church services during the Easter celebration. 
 
He said churches with large congregation would be permitted to have 50 persons during services, while 20 worshippers would be allowed for smaller churches. 
 
Kogi State Governor Yahaya Bello lifted the ban on religious grounds. 
 
Commissioner for Information and Communication, Kingsley Fanwo, said it was to allow religious bodies to have their normal worship, but called for caution. 
 
Akwa Ibom and Bayelsa states also lifted the ban on movement for Easter.

About one hundred and seventy-four years ago in the city of Vienna, a young Hungarian doctor named Ignaz Semmelweis stumbled across a link between pathogens on the hand and the spread of communicable diseases. 
 
His solution – a mix of hand washing and instrument sterilisation between seeing patients – cut his hospital’s childbed fever rate to below one per cent and would someday become the basis of a fight against a deadly viral pandemic ravaging the world.

Beyond the medical profession, this newfound consciousness about the link between hand hygiene and communicable diseases also fuelled the development and widespread use of antibacterial and antiseptic prod-ucts, such as Dettol. 
 
Hand-washing, a relatively low-tech medical solution, has saved lives over the past two centuries. Now in the era of the SARS COV-2 novel coronavirus (COVID-19), its importance is even more pronounced. 
 
To understand the true significance of what hand-washing does in the context of the ongoing fight against COVID-19, it is important to note that our hands serve as a very effective medium for the transport and transfer of microbes from one person to another. 
 
The average human skin/hand contains about 1500 germs/each square centimeter of our hands, with the total microbial load in the hands alone estimated to be about 10 million in some people! These germs are divided into resident/ non-harmful germs and transient/ harmful germs. 
 
The resident germs are often difficult to wash off, and help the body with many helpful activities and also help to fight off the harmful germs. On the other hand, the transient (non-resident) germs, which may survive on the hands for between one and two hours, can easily be transferred from one person to another through contact. 
 
Hand-washing with soap movement physically evicts pathogens from the skin surfaces on your hands, which prevents you from transferring them elsewhere. Needless to say, our hands are the parts of our bodies that most come into contact with foreign surfaces and skins. 
 
This makes the physical removal of microbes from them, particularly important since the COVID-19 virus is said to remain active on surfaces for up to 28 days. 
 
According to Dr. Sallie Permar, an infectious disease researcher at Duke University, “soap can also physically disarm the COVID-19 virus by attacking the ‘envelope’ – a layer surrounding the virus that helps them bind on to and invade new cells. 
 
Both the virus envelope and the soap molecules have fatty substances that interact with each other and disrupt the envelope, effectively immobilising the virus and making it unable to infect human cells.” 
 
It is important to note that while ethyl alcohol-based hand sanitisers have a similar effect on pathogens like COVID-19, they are not to be considered as a substitute for hand-washing. 
 
Speaking to the Smithsonian Magazine recently, Chidiebere Akusobi, a Nigerian-born infectious disease researcher at Harvard’s School of Public Health, explained that while hand sanitisers do kill microbes, they do not physically evict them from skin surfaces; unlike soap which is specifically designed to lift oily dirt off surfaces. 
 
“Soap emulsifies things like dirt well. When you have a dirty plate, you don’t want to use alcohol—that would help sterilise it, but not clean it,” he said. 
 
According to a 2008 American study, the simple act of washing hands after coming into contact with other people and unsterilised surfaces can reduce the risk of contracting a respiratory infection like the coronavirus by up to 21 per cent. 
 
Statistically, washing our hands with soap and obeying physical distancing guidelines will do more to slow the spread of the virus than any other solution apart from a vaccine. The COVID-19 pathogen reportedly has the ability to stay alive on surfaces for up to 28 days. 
 
This means that objects and surfaces that several people touch regularly, such as work, surfaces, door handles and hands can become excellent vectors for delivering the virus to new hosts. 
 
This is a particularly great risk because patients are known to be infectious even when the disease is still in its pre-symptomatic stage which lasts up to 14 days in most cases. 
 
Washing hands, as seen above, will destroy and evict the pathogens from the skin’s surface. More importantly, washing hands regularly will reduce the risk of transmission by getting rid of the virus soon after an individual touches a surface where it is present. 
 
Without this measure, the virus would spread very easily, especially among people in close physical contact, such as families. It is fair to say that regular hand washing is the single biggest weapon we have against the coronavirus in the absence of a vaccine, which is still at least a year away. 
 
In the meantime, the simple act of washing hands and implementing social distancing recommendations may be all it takes to keep our families safe from COVID-19.

 Controversial musician Afeez Fashola popularly known as Naira Marley has agreed to shoot a video against the spread of COVID-19 pandemic in collaboration with the Lagos State Government. 
 
Marley told an Ikeja Chief Magistrates’ Court in Lagos via an April 9 letter that he would make the video at his cost. 
 
The video will be in satisfaction of part of the conditions for the state to withdraw a social distancing charge against him.

“I hereby undertake to join the Lagos the Lagos State campaign against the spread of the COVID-19 by making a free audio-visual publication towards the campaign against COVID-19,” Marley told Chief Magistrate Yewande Aje-Afunwa in the letter. 
 
Mrs. Aje-Afunwa approved the withdrawal of the charge against the musician. 
 
She also approved the withdrawal of the charge against Marley’s co-defendants Peoples Democratic Party (PDP) chieftain Babatunde Gbadamosi and his wife, Folashade. 
 
The Chief Magistrate made the order following the three defendants’ compliance with conditions set by the government. 
 
Lagos State Director of Public Prosecutions (DPP) Mr Yhaqub Oshoala told the court that the Gbadamosis and Marley had accepted and undertaken to comply with all of the State’s conditions for the withdrawal. 
 
He noted that they had “undertaken to work with the government to tackle the COVID 19 pandemic.” 
 
The conditions are that the trio should individually offer a personal apology to the president and governor; give an undertaking to comply with the COVID-19 regulations, and go into self-isolation for 14 days and report back to the court. 
 
Defence counsel, Mr Olawale Akoni (SAN) for Gbadamosi, Mr Ebun-Olu Adegboruwa (SAN) for Mrs Gbadamosi, and Miss Damilola Ayinde-Marshall for Marley corroborated his statement. 
 
Aje-Afunwa ruled: “Upon the oral application made by the Director of Public Prosecutions on behalf of the Attorney-General of Lagos State pursuant to Sections 71 and 73 of the Administration of Criminal Justice Law of Lagos State (ACJL) and pursuant to the fact that the three defendants have complied with conditions for the withdrawal of the charge, the unchallenged application for withdrawal of the charge, leave is hereby granted to the Attorney-General of Lagos to withdraw the charge. 
 
“The three defendants are hereby discharged.” 
 
She commended the defendants for “taking the path of honour by taking responsibility for their mistakes” which had made restorative justice possible. 
 
The Chief Magistrate, responding to an application by Adegboruwa, said there was no need to strike out the charge against the defendants. 
 
“The plea of the defendants have not been taken, so all the DPP needs to is to withdraw the charge,” Aje-Afunwa added. 
 
The three suspects were docked before before the court on Wednesday, but their pleas were not taken. 
 
According to the four-count charge marked MK/A/44/2020 filed by state, the defendants and others at large committed the offences last Saturday at No 9, Gbadamosi Close, Amen Estate, Ibeju-Lekki. 
 
They were accused of flouting the cessation of movement and stay at home order of President Muhammadu Buhari and the social distancing order given by Governor Babajide Sanwo-Olu of Lagos. 
 
The DPP said the state intended to ‘step down’ the charges due to advice from Attorney-General, Mr Moyosore Onigbanjo (SAN). 
 
The suspects were part of those who attended last Saturday’s party organised by Nollywood actress, Mrs Funke Akindele, for her husband Abdul-Rasheed Bello’s 42nd birthday. 
 
They surrendered themselves to the Lagos State Police Command following Monday’s sentence of Akindele and her husband.

Chaldian Army on Thursday said 52 of its personnel and 1,000 terrorists were killed in the President Idriss Deby-led Wrath of Bohoma operation that commenced last week. 
 
The army’s spokesman Colonel Azem Bermendoa Agouna told AFP that the operation was concluded on Wednesday after the terrorists were forced out of Chad.

Deby last week led his troops to war at the Lake Chad border region following last month’s seven-hour attack of its military base at Bohoma by Boko Haram elements that killed 98 Chadian troops. 
 
According to AFP, the Chadian Army spokesman said 1,000 terrorists were killed and 50 motorised canoes destroyed. 
 
“A thousand terrorists have been killed, 50 motorised canoes have been destroyed,” he said, referring to a large boat also called a pirogue. 
 
It is the first official snapshot of the outcome of Operation Bohoma Anger, launched after Chad’s armed forces suffered their biggest one-day loss in their history. 
 
Lake Chad is a vast, marshy body of water where the borders of Niger, Nigeria, Chad and Cameroon meet. 
 
The western shores of the lake have been hit by jihadists crossing from northeastern Nigeria, where Boko Haram launched a bloody campaign of violence in 2009. 
 
Chad declared departments near the lake “a war zone” in order to give the military free rein for the offensive.

Lagos State Government has begun house-to-house case identification to detect possible cases Coronavirus in the State. 
 
Commissioner for Health, Professor Akin Abayomi who disclosed this during a joint Ministerial Press briefing on COVID-19 intervention in Lagos State held on Thursday in Alausa, Ikeja stated that the COVID-19 case identification campaign tagged the ‘Community Active Case Search’ would begin on Monday 6th April and expected to run for two weeks in the first instance across the State. 
 
He explained that health workers during this time would move from house-to-house, including health facilities in pairs to administer electronic questionnaires to citizens. Abayomi added that the questions to be administered bothered on COVID-19 symptoms. 
 
He stressed that the officials carrying out the exercise could be identified with the COVID-19 outbreak Response tags and letter from the Local Government.

“In the coming days, some of our health workers will be moving around in pairs to administer an electronic questionnaire at homes and healthcare facilities to make enquiries about symptoms of cough, cold and fever. 
 
“This is in a bid to intensify our search for possible cases of COVID19 in different communities across the State. I implore you to give them your maximum support by providing accurate information that would help in containing this pandemic quickly,” he said. 
 
Answering question on the number of patients discharged so far, Abayomi disclosed that seven more patients have fully recovered having tested negative twice consecutively and have been discharged today to join the society. 
 
He disclosed that the patients discharged included one female and six males, adding that three of the discharged male patients are foreign nationals; two from Ukraine and one Italian. This according to him brings to 39 the total number of discharged patients in Lagos. 
 
“Today, we have discharged seven more persons to join the society having fully recovered and tested negative twice consecutively to COVID-19.This brings to 39 the number of discharged patients in Lagos.The patients include one female and six males; three of the discharged male patients are foreign nationals, two Ukrainian and one Italian”, the Commissioner said 
 
While noting that the COVID-19 outbreak in Lagos State was seemingly under control, Abayomi noted that the State had had 100 percent recovery on case management. 
 
He added that the three COVID-19 related deaths recorded in Lagos were not from the State Isolation facilities. 
 
The Commissioner disclosed that Lagos had 280 bed isolation capacity with 100 bed occupancy leaving it with an excess of 180 isolation beds. He noted that more isolation facilities under construction and rehabilitation will be opened for use for management of cases in the event of a spike. 
 
The Commissioner assured that the State remained committed to deploying necessary strategies to win the battle against the virus. He implored residents to continue supporting the government by complying with directives and measures put in place to curtail the spread of the diseases.

Governor Yahaya Bello of Kogi State has lifted the social distancing order imposed to curb the spread of the COVID-19 on religious congregations in mosques and churches across the state. 
 
Bello, in a statement issued in Lokoja on Thursday, said that lifting of the ban was to enable religious bodies to resume their normal worship and services.

The statement was signed by the state Commissioner for Information and Communication, Mr Kingsley Fanwo. 
 
He urged all religious leaders to put in place preventive and precautionary measures in their various worship centres in order to contain the outbreak and spread of coronavirus in the state. 
 
Specifically, the governor directed that hand sanitisers must be provided for worshippers at the entrances of all churches and mosques. 
 
“Sitting arrangements in mosques and churches should be done to ensure social distancing. 
 
“We also urge churches and mosques to make their services as brief as possible in order not to keep a large crowd of worshipers within enclosed confinement,” the governor said. 
 
Bello then enjoined the religious leaders to continue to pray for the end of the pandemic. 
 
Bello had on March 20 ordered the closure of public and private schools (tertiary, secondary and primary) in the state indefinitely as part of measures in preventing the spread of coronavirus disease.

The Christian Association of Nigeria on Thursday faulted the distribution of relief materials and payments of stipends to Nigerians over the coronavirus lockdown, saying government had not been transparent. 
 
The organisation also said the pandemic would not deter Christians in the celebration of the death and resurrection of Jesus Christ.

The President of CAN, Rev. Samson Ayokunle, expressed these views in his Easter Message titled, ‘We shall have victory at last, signed by his Special Assistant (Media and Communications), Adebayo Oladeji. 
 
He said, “We further urge the government to be transparent and inclusive of all regions and religious persuasions in the identification of the poor to which pandemic relief materials and payments are being made available. 
 
“We know the government cannot touch every poor in the society for lack of enough resources, but equal selection of the poor per state with balance in religious persuasions would have done better justice. 
 
“We shall continue to pray for the government for right and inclusive decisions always for our general good.” 
 
According to him, Christians have been forced to celebrate Easter for the first time in over 100 hundred years in a lockdown due to Covid-19. 
 
Ayokunle said, “Beloved and fellow Nigerians, we shall see the end of all evils challenging us in the name of Jesus including COVID-19. 
 
“Let all local churches remember to make relief packages available to the poor among them at this time. This is the time we would know the true church of Christ and those that are just commercial outfits.” 
 
The CAN boss said the coronavirus disruptions of human activities should not deter Christans from their joy and victory over all evils “which Christ’s unique resurrection from the dead has brought to us.”

A Nigerian actor who thrilled fans in the Nigerian television drama series, 'the village headmaster' is dead. 
 
Veteran Actor, Ukwak Asuquo, who came to limelight for his role as Boniface in the Nigerian television drama series, The Village Headmaster, has died. 
 
Asuquo’s death was announced by the Public Relations Officer of the Actors’ Guild of Nigeria (AGN), Monalisa Chinda Coker.

China Civil Engineering Construction Corporation has stated that it donated medical equipment and health consumables to Nigeria. 
 
According to a statement obtained and signed by Micheal Jiang 
 
MD CCECC Nigeria, CCECC is delivering  16-tons of test kits, ventilators, disinfection machine, disposable medical masks, N95 masks, medicines, rubber gloves, protective gowns, goggles, face shields, infra-red thermometers and other critical care items. 
 
Read the statement below:

“With the backing of the Federal Republic of Nigeria and People’s Republic of China, China Railway Construction Corporation (‘CRCC’), through its subsidiary China Civil Engineering Construction Corporation (‘CCECC’), is supporting Nigeria in its fight against the COVID-19 pandemic that is adversely affecting livelihoods and economies across the world by making available necessary medical equipment and health consumables. 
 
Assisted by the Nigerian Government, CCECC is delivering amongst others around 16-tons of test kits, ventilators, disinfection machine, disposable medical masks, N95 masks, medicines, rubber gloves, protective gowns, goggles, face shields, infra-red thermometers and other critical care items, through a chartered flight operated by Air Peace. 
 
The chartered flight is due to arrive at the Nnamdi Azikiwe International Airport on 8 April 2020, these items required by the Nigerian Government will be handed over by CCECC to relevant authorities. 
 
Considering its large number of employees in Nigeria, CCECC at its own cost, will dispatch a 15-member working team from CRCC, 12 of whom are experienced medical professionals with expertise in infectious disease, respiratory illness, intensive care, cardiology, neurology, general surgery and anesthesiology. Members of the team also have relevant experience in the prevention and diagnosis of the COVID-19. 
 
All members of the working team have tested negative to COVID-19 and shall commence their stay in Nigeria by undertaking 14 days in quarantine. The primary purpose of the working team is to escort the medical supply, provide guidance for their usage and distribution. 
 
They will also provide CCECC employees with critical and necessary healthcare assistance where necessary.  They are also coming with adequate PPE and medical items for the employees. In addition, under the directive of Chinese Embassy and in response to the Nigeria Government’s request, the working team may also share with Nigerian medical teams effective methods on how to contain the COVID-19 and provide advice on the use of relevant medical equipment. The team is not coming to treat Covid-19 patients in Nigeria. 
 
Finally, in keeping with its corporate value, “Stride with Nigeria”, CCECC is participating in the construction of two COVID-19 response facilities in the FCT for free as part of its Corporate Social Responsibilities. The facilities are a 196-bed at “ThisDay Dome Treatment Centre,” in collaboration with Sahara Group and Arise News; and the 150-bed “Idu Depot Treatment Centre.”
