Popular Nigerian singer, Wizkid has revealed that he cannot do without Nigerian delicacies. The singer said that he was spending between $300 (N108, 300) and $400 (N144, 400) on food every day, while residing in Los Angeles, US. 
 
Speaking in an interview with Capital Xtra, Wizkid said that he only eats Nigerian food, regardless of where he is in the world, hence his willingness to get a cook to make the food. 
 
Asked how long he stayed in the American city, Wizkid said, “Almost two years. I got bored.”

Sharing reasons for his boredom, the singer said, “First of all, I wasn’t getting Nigerian food and I only eat Nigerian food. Anywhere in the world, I only eat Nigerian food. I tried to get a cook…I will never forget. We got a cook and she had to work. It was crazy. She would make the food in the morning and that is all you had to eat throughout the day. It was just two meals. I was paying $300, $400 a day. I just got bored of that.”

Former Nigeria midfielder John Obi Mikel wouldn’t mind being Frank Lampard’s assistant at Chelsea when he retires. 
 
Both Mikel and Lampard were teammates at the Stamford Bridge for close to a decade winning several trophies together. 
 
“I am very happy for Frank. When we were playing at Chelsea, we were expecting that John Terry and him would be very good managers, but we were expecting Terry to reach that level first. But Lampard made a big step. His arrival at Chelsea means the club are caring for their legends,” Mikel told Sport Witness.

The Peoples Democratic Party (PDP) has charged the National Assembly to ensure that all the details of the 2020 budget proposal were submitted to it and thoroughly checked before legislative approval is given. 
 
National Chairman of the party, Prince Uche Secondus, who gave the charge at the inauguration of the party’s campaign councils for Bayelsa and Kogi States in Abuja, yesterday, stated that the 2020 Budget presented by President Muhammadu Buhari was empty and was sent without the budget estimates. 
 
He charged members of the National Assembly not to succumb to pressure from the executive and pass the budget without the estimates attached therein, adding that it is wrong for members of the parliament to commence deliberations on the budget without being served with a copy of the details of the budget estimates. 
 
“There is confusion all over the place; confusion in the villa, confusion in the other room even confusion in the presentation of the budget. Of course, that budget is voodoo budget; it’s empty. They sent the budget without estimates; they should learn how to properly present a budget. The National Assembly cannot commence debate on a budget to tied to any estimate”

“Of course, as far as we are concerned, they have already passed the budget without estimates. As far as we are concerned, APC has failed,” Secondus said. 
 
The chairman further charged members of the committees to realise that Kogi and Bayelsa States are the strongholds of the party and must ensure that PDP is victorious at the polls. 
 
In his acceptance Speech, the Chairman of the Kogi State National Campaign Council and Governor of Oyo State, Seyi Makinde, assured that he will put everything in place to ensure victory for the party. 
 
“We will do you proud. The election in Kogi and Bayelsa is another opportunity to press the political reset button for the country. It will start with this election and culminate in the national election in 2023. When they are planning evil, we shall run an election that will be peaceful. 
 
“Like in Oyo, we won the heart of the people. In the new PDP, we will do what is right. I told former governor, Ibrahim Idris and Idris Wada, that if they come together, victory will be assured in Kogi state.” 
 
Also Speaking, Senator Bala Mohammed, governor of Bauchi State, who is leading the Bayelsa Campaign Council, said that reconciliation is critical for victory in Bayelsa. 
 
“Am taking this business with all the responsibility it needs. If the other side is planning evil, we shall plan good; if they are planning failure, we shall plan good. We shall usher in a new dawn in Bayelsa State,” Mohammed assured. 
 
Also in his remarks, Senator Saraki assured that all measures would be put in place to ensure that all warring factions in the party are reconciled. 
 
“The work to win Kogi and Bayelsa begins and ends with reconciliation and to show we are serious about the future we need to reconcile because who ever PDP picks is better than the man at the other side. The reconciliation is the foundation of victory,” he stated.

Miss Nyekachi Douglas has emerged as winner of the Most Beautiful Girl in Nigeria (MBGN) 2019 contest held at the Gabriel Okara Cultural Centre in Bayelsa on Friday. 
 
Miss Nyekachi defeated 36 other contestants to become the most beautiful girl in Nigeria. 
 
Nyekachi Douglas is to get a brand new car as the winner. 
 
She will also represent Nigeria at the Miss World 2019 pageantry which will be held on December 14th, at the ExCeL London in London.

The Minister of Labour and Employment, Dr Chris Ngige, said the Federal Government had yet to commence total implementation of the new minimum wage of N30,000 to all categories of workers because organised labour mistakenly saw consequential adjustment in salary as total salary review. 
 
Ngige spoke on Thursday when the Director General of the Nigeria Employers Consultative Association, Timothy Olawale, led a delegation from the association to the minister’s office in Abuja. Also at the event was the Minister of State for Labour and Employment, Festus Keyamo (SAN). 
 
This is coming a few days before negotiation begins again between the Federal Government and organised labour after labour issued a notice that strike could be imminent if the Federal Government failed to accept its demands on the consequential adjustment in workers’ salary as a result of the new minimum wage on October 16, 2019. 
 
According to Ngige, the Federal Government had set up a committee that would prepare the ground for total salary review, which would be done in 2020, adding that Federal Government’s personnel budget had risen astronomically from N1.88tr to N3.08tr between 2016 and 2020.

Ngige said, “Today, we are yet to conclude on the matter of the new minimum wage. This is because in the public sector which is mainly governmental; state, local government and Federal Government, there has not been a conclusive end to it. 
 
“As we speak, the issue of consequential adjustment is the main issue. The Minimum Wage Act was signed by President Muhammadu Buhari on April 18, 2019. From that day, the National Minimum Wage came to effect. All employers of labour in the public and private sector are expected to obey the law of the land and make sure that the least paid worker in the lowest rung of the ladder receives N30,000 minimum wage. 
 
“However, the private sector is not really so much in trouble. From N18,000, they (private companies) have graduated with some paying more than N30,000 as minimum wage. We have problem with the public service and we are battling to see how we can weather the storm. 
 
“The main issue is consequential adjustment and I have talked to the other leg of the tripartite (organised labour) to understand that consequential adjustment is not synonymous with total wage review. It is an adjustment that you do consequentially to move the last man on the rung of the ladder to N30,000. By doing so, you impede on other salary grade levels and therefore, you must consequentially move them up. 
 
“Consequential movement up does not mean that you do a percentage of the former minimum wage to the present one which is 67 per cent. We have agreed on that but the issue is that they (labour) have mistakenly bounded the two together; the issue of consequential movement and the issue of total wage review.”

The Federal Government has said the issue of further evacuation of Nigerians from South Africa does not arise again. 
 
Nigeria had last month evacuated no fewer than 500 Nigerians from South Africa following xenophobic attacks on them and other Africans. 
 
But on Thursday, Nigeria’s Ministry of Foreign Affairs stated that the violence that gave rise to the evacuation had abated. It added that Nigerians in South Africa were, however, free to return home. 
 
However, about 600 Nigerians have registered for evacuation with the Nigerian High Commission in South Africa and are said to be eager to return home.

The Ministry of Foreign Affairs spokesman, Ferdinand Nwonye, told our correspondent in Abuja on Thursday, that normalcy had been restored in South Africa with Nigeria signing about 32 agreements, including a 10-year visa policy with Pretoria to advance bilateral relations during the state visit by President Muhammadu Buhari. 
 
He said, “People can come back, but normalcy has been restored. What the Air Peace Airline did was on humanitarian grounds. The issue of evacuation does not arise anymore because there is no situation warranting evacuation. 
 
“Yes, there is none, all of us know that. There are some Nigerians that are not doing well and if we help them to return, that is on humanitarian grounds.”

A Consultant Psychiatrist, Dr Peter Ogunnubi, says huge cost of orthodox medication forces people with mental disorder to seek helps in Churches, Mosques and herbal homes. 
 
Ogunnubi, also the Chief Executive Officer, Grace Cottage Clinics, made the assertion at a programme organised to mark the 2019 World Mental Health Day in Lagos. 
 
The News Agency of Nigeria (NAN) reports that the World Mental Health Day is observed on every Oct. 10 worldwide. 
 
The day is set aside for individuals, communities, organisations and Civil Society Organisations (CSOs), to raise awareness, educate and inform the world on mental health issues.

It is also a day to advocate against stigma and to mobilise efforts in support of mental health. 
 
Theme of the commemoration is: “Suicide Prevention, Raising more Awareness for Mental Health and Suicide Mission.” 
 
Ogunnubi said: “Mental illness, as a chronic illness all over the world, is expensive. 
 
“In fact, some NHIS or health insurance scheme refused to put mental illness in their area of coverage, as individual have to pay from their pockets, and that is quite unfortunate. 
 
“There is free medication for HIV at NIMR and some hospitals, but when people come with depression, anxiety, agrophobla, inability to sleep, they have to pay from their pockets; it is quite very pathetic. 
 
“A few medical institutions we have, are they equipped to provide subsidised medication ? The answer is No. 
 
“So, you have people resorting to private care like Churches, Mosques and herbalists. It is not that they don’t know they should seek orthodox care, but they don’t have money. 
 
“Federal, States and Local Governments should come to the aid of those suffering from mental illnesses.” 
 
The expert said that the concern for mental health of Nigerians had been the driving force for his call since 1999 for the passage of the Mental Health Bill by the National Assembly. 
 
He added: “It’s quite unfortunate that the ninth Assembly is here now and the situation still remains the same. 
 
“The eight assembly was almost getting it right as the bill passed the first and second readings stages and they left it.” 
 
According to Ogunnubi, people need to understand that mental illness is not that man on the road naked alone, adding that every 40 seconds, one person loses his or her life to suicide and depression. 
 
“Suicide is now a medical emergency. Mental illness has a very rich history, because it has come of age. 
 
“People have attributed the cause of mental illness to many things, especially evil spirit. 
 
“People fail to realise that depression, anxiety and phobia, sexual addiction, internet addiction, and gambling, all these also constitute mental illness,” he added. 
 
The expert said that the bill, if passed, would care and support people suffering from mental illness. 
 
It will also give them voice and protect their rights in the society.

Nigerian songstress, Tiwa Savage has reacted over a leaked video where on-air personalities were captured criticizing Yemi Alade and herself. Unknown to the OAPs, they didn’t know they were being recorded. 
 
Tiwa Savage took to her Instagram page on Thursday October 10, 2019 where she shared the video of three ladies insulting her. According to the music star, she was shocked that women who are supposed to be supporting themselves are busy trolling each other. 
 
“Yooo look at the so-called FEMALE gatekeepers #OAP that are supposed to help fellow female artists and shout that female should support each other are seen here abusing female artists not knowing cameras were still rolling. Recall that just last week, Tiwa Savage criticized sports journalist, Charles Anazodo and it caused a lot of commotion on social media.

Gov. Babajide Sanwo-Olu of Lagos State has given 50 new cars to magistrates as part of efforts to enhance the dispensation of justice. 
 
While handing over the vehicles, Sanwo-Olu said that the cars were in the first batch as more would be provided to go round all magistrates in the state. 
 
According to him, his administration will identify other arms of government that are also very critical and support them. 
 
“This is just a testimonial to say that it is not about us, but about what we can give others. 
 
“The Deputy Governor, myself and all of us do not count ourselves worthy to buy a car yet because we know that what is expected of us is service.

“We are happy that we can do this for our colleagues in the judiciary side to enhance the efficiency of their work so that Nigerians will feel it and benefit from it,’’ the governor said. 
 
The state’s Chief Judge, Justice Kazeem Alogba, commended the government for the gesture in spite of the financial constraints of the state. 
 
Alogba said that the cars were not mere tools of comfort for the magistrates, but “tools to enhance their work.” 
 
“The only thing is that they will be able to work more comfortably and your administration will take the credit for that because you will begin to see results. 
 
“We are very grateful as this has shown that as we pledge our full support to this administration, you have promised that you will be our pillar of support, you are living the talk,’’ he said.

The Lagos State House of Assembly on Thursday threatened to issue a warrant of arrest on the former Governor of the State, Akinwunmi Ambode and four others who served under the ex-governor as commissioners. 
 
The decision followed two preliminary reports presented by two different ad-hoc committees set up by the House to investigate the 820 buses purchased by Ambode and to appraise the 2019 mid-year budget. 
 
The former commissioners involved include, Kazeem Adeniji (Attorney General and Commissioner for Justice), Olusegun Banjo (Commissioner for Budget), Akinyemi Ashade (Commissioner for Finance) and Wale Oluwo (Commissioner for Energy and Mineral Resources).

Presenting the preliminary report of a 9-man ad-hoc committee to probe the 820 buses purchased by the former governor, Chairman of the committee, Fatai Mojeed said that it was discovered that due process were not followed in the purchase of the buses. 
 
The lawmaker said Ambode used the refund of the Paris Club for the purchase of the buses without the approval of the House, saying “he did not inform the House before commencing the purchase of the buses. 
 
“Over N48 billion was spent for the purchase of the buses and N22 Billion were spent on import duties. 520 of the buses are still at the seaport.” 
 
Mojeed stated that the Accountant General of the state told the committee that she depended on the approval of Ambode for the purchase of the buses and that no payment voucher was made available to the committee. 
 
Acccording to Mojeed, they also demanded for the budget instrument used for the purchase, but that there was no budgetary provision for the purchases. 
 
“They could not produce any newspaper where the purchase of the buses were advertised. The committee invited 20 stakeholders, 16 of them complied, while four of them refused against the constitutional provision,” he added. 
 
On his part, Gbolahan Yishawu, Chairman Adhoc Committee on mid-year budget review, alleged that the above mentioned commissioners were invited by his committee but refused to appear without giving any excuses for their absence. 
 
Yishawu also claimed that the former governor gave some directives on spending without the approval of the lawmakers. 
 
Reacting to the matter, some members of the House suggested that since the ex-governor and those officials who worked with him had been invited by the two committees and refused to show up, warrant of arrest should be issued on them. 
 
Bisi Yusuf, the member representing Alimosho Constituency 1, told his colleagues that the House is empowered by the constitution to issue a warrant of arrest on the concerned individuals for their refusal to appear before the committees. 
 
While expressing a contrary view, member representing Badagry Constituency 1, Ibrahim Layode urged his colleagues to tread with caution. 
 
He advised that the concerned individuals should be invited through newspaper advertisements, stating that the ex-officials were likely to come across the publications. 
 
According to the Majority Leader, Hon. Sanai Agunbiade, “I want to observe that if they have been invited and refused to show up, we should summon them and if they still refuse, then a warrant of arrest can be issued. Now, they’ve been invited, we should summon them by using the dailies before going to the extent of issuing arrest warrant.” 
 
Speaker of the House, Rt. Hon. Mudashiru Obasa, noted that the issue was beyond issue of arrest warrant, “because when this house invite people and they refused to show up, it’s like setting a bad precedence for others coming behind. 
 
“The clerk should write them, including the ex-governor, Mr. Akinwunmi Ambode and if they refused, we will do newspaper publications and after that we will issue a warrant of arrest,” Obasa stated.

Ex-President Goodluck Jonathan on Thursday paid a surprise visit to President Muhammadu Buhari behind closed-doors, but maintained silence when accosted by journalists. 
 
The meeting which started exactly 2.58pm lasted about minutes. 
 
He, however, failed to disclose his purpose of visiting the President when State House correspondents demanded to know. 
 
Jonathan simply walked straight to his black Mercedes Benz car which was waiting for him at the forecourt of the Presidential Villa.

There was commotion on Thursday at the Aero Contractors’ stand at the Nnamdi Azikiwe International Airport, Abuja, as dissatisfied passengers of the airline protested cancellation of their flight. 
 
It was gathered that the airline had suddenly cancelled their 1:20pm trip of flight 372 to the Osubi Airstrip, Warri in Delta State, announcing this just a few minutes before boarding time of a new flight for 6:30am on Friday.

The development infuriated the passengers, who had expected that they deserved better explanation from the officials of the airline at the airport. The angry passengers resorted to causing a scene at the airline’s stand, leading to a halt in its booking operations. 
 
 
 
Some of the passengers, who spoke to newsmen while the commotion was ongoing, said their anger was about the unconcerned attitude of the officials of the airline. Others even threatened legal actions. 
 
Miss Choice Egbo said that suffering technical hitches for an airliner was not new, but the lack of feeling for the stranded passengers by the officials of the company was what annoyed her. 
 
“I don’t understand this Aero airline. You are rescheduling a cancelled flight and you are not notifying the passengers of the development. This is terrible because many of us who are here today don’t even stay in Abuja. For instance, I came from Maitama. I got to the airport with N6000 and I don’t have any other money on me. Now I am wondering how I will stay an extra night in Abuja, which I never planned for. 
 
“They are now telling me that they have a bus that will take me to Area 1 and that I should find my way from there to any other part of Abuja. That is not nice, if they continue like this, they will lose money and customers. I am not satisfied and I don’t think I am going to fly Aero anymore,” she said. 
 
Another passenger, who gave his name as Sadiq, said: “I have had this sort of experience many times, when flights will be cancelled, but in all I have always seen this arrogance in the airlines. They don’t care, they just announce flight cancellation like, ‘to hell with you, go and sort yourselves out’. One thing I have observed is if passengers are not violent, nobody listens to them. 
 
“They will not attend to us until passengers had to block their ticketing. That was when the duty manager came. Why should things be happening this way? If you know you don’t have the capacity to carry passengers, tell them early enough, don’t go and open online portal and be collecting people’s money.” 
 
Efforts to get officials of the company, who were on duty, to speak were unsuccessful. 
 
Speaking on the phone, one of the online customer care representatives of the company, who gave his name as Emmanuel, explained that the flight had to be rescheduled to Friday because of a technical problem. 
 
“I believe it was due to technical reasons,” Emmanuel said, adding that the flight had been rescheduled to 6:30am on Friday. 
 
He said: “We apologise, it came on short notice.”

The mother of controversial musician, actor, producer and activist, Charles Oputa (aka Charly Boy), has died. 
 
She was 101. 
 
Announcement the death on Thursday on his Facebook page, Charly Boy said his mother, Mrs Margaret Ntianu Oputa (nee Onumonu), died on October 8, 2019. 
 
The entertainer said he was in Auckland, New Zealand, when his mother died. He wished his mother had waited to see him before passing on.

In an emotional note to his mother, Charly Boy wrote: “My dearest mother. You couldn’t just wait for me to come back before you sneaked away to the great beyond. Now all I have are beautiful loving Kodak memories of our times together. 
 
“You tried for me, for us and many of the people who were privileged to encounter your kindness and your love. Thank you for allowing me (to) take care of you. Thank you for being That Great Woman who gave birth to The Icon, CharlyBoy. Thank you for teaching me how to care, to love, to live a simple and humble life. Thank you for constantly reminding of my pedigree and my very rich heritage. 
 
“I wish you would have waited just one more day, but I guess you didn’t want me to see you go, because, as usual, I would have talked you out of it. I know we both hate goodbyes. Greet Papa, when you see him, tell him I have been holding forth; gallant as ever. “Love you, my Darling Mother. RIP.” 
 
Many fans have expressed their condolences on Charly Boy’s Facebook page. 
 
His father, Justice Chukwudifu Oputa, a former Supreme Court justice, died on May 4, 2014. 
 
He was 96.

The Federal Government has said the issue of further evacuation of Nigerians from South Africa does not arise again. 
 
Nigeria had last month evacuated no fewer than 500 Nigerians from South Africa following xenophobic attacks on them and other Africans.

But on Thursday, Nigeria’s Ministry of Foreign Affairs stated that the violence that gave rise to the evacuation had abated. It added that Nigerians in South Africa were, however, free to return home. 
 
However, about 600 Nigerians have registered for evacuation with the Nigerian High Commission in South Africa and are said to be eager to return home. 
 
The Ministry of Foreign Affairs spokesman, Ferdinand Nwonye, told our correspondent in Abuja on Thursday, that normalcy had been restored in South Africa with Nigeria signing about 32 agreements, including a 10-year visa policy with Pretoria to advance bilateral relations during the state visit by President Muhammadu Buhari. 
 
He said, “People can come back, but normalcy has been restored. What the Air Peace Airline did was on humanitarian grounds. The issue of evacuation does not arise anymore because there is no situation warranting evacuation. 
 
“Yes, there is none, all of us know that. There are some Nigerians that are not doing well and if we help them to return, that is on humanitarian grounds.” 
 
But the Consul-General, Nigerian High Commission in South Africa, Mr Godwin Adama, had told newsmen on Sunday that there might be one more evacuation flight. 
 
The CG in a telephone interview with our correspondent stated, “We would still try to do one (evacuation flight), but it would take some time; We still have over 600 people. We would carry out the evacuation of those who really want to go back because most of the people are stranded, but we won’t take them now. 
 
“After the bilateral meeting, whatever we are going to do, we need to do it in such a way that we don’t give any wrong impression. Some of those people are stranded, so there is a need to take them down (to Nigeria).” 
 
Meanwhile, the Anti-Corruption and Research-Based Data Initiative has commended the 10-year visa agreement between South Africa and the Federal Government. 
 
ARDI Executive Secretary, Chief Dennis Aghanya, said Buhari’s visit had both psychological, spiritual and physical benefits to both countries, noting that the agreement would further encourage collaboration of efforts by the security agencies of both countries to curb illicit flow of funds and drugs. 
 
He said, “There is no doubt that President Buhari has initiated moves through this visit to encourage more interactions among citizens of both countries and further strengthen socio-cultural, economic and political relations.”

Fuel tanker collides with cars near Otedola bridge

A tanker loaded with fuel reportedly collided with three cars before the Otedola bridge along Lagos-Ibadan Expressway on Thursday. 
 
@rrslagos767 in a tweet, said the Lagos State Fire Service arrived the scene and prevented a fire outbreak. 
 
Although, the number of people injured could not be ascertained, as of the time of the report, sources say that no life was lost in the multiple accidents.

E-cigarettes have become hugely popular in the past decade but a rash of vaping-linked deaths and illnesses in the United States is feeding caution about a product, already banned in some places. 
 
Here are five things to know about electronic cigarettes. 
 
– Around for two decades – 
Early designs for an electronic cigarette were drawn up in the United States in the 1960s but Chinese pharmacist Hon Lik is acknowledged as the inventor of a viable commercial version in the early 2000s.

Hon, who was trying to quit his own pack-a-day habit, took out patents between 2003 and 2005. But his devices would soon be overtaken as the international market exploded. 
 
– How do they work? – 
A battery powers a coil that heats a liquid containing various amounts of nicotine as well as propylene glycol and vegetable glycerin, which mimic tobacco smoke when heated. 
 
This “e-juice” can also contain flavourings and other substances, such as THC, or tetrahydrocannabinol, the psychoactive ingredient in marijuana. 
 
E-cigarettes are mostly draw-activated, with the puffing releasing vapour. 
 
They do not produce tar or carbon monoxide — two of tobacco’s most noxious elements and associated with cancer and cardiovascular disease. 
 
– Harmful to health? – 
E-cigarettes were initially touted as less damaging than tobacco, which causes around eight million deaths a year. 
 
In 2015 public health authorities in England said best estimates showed they were 95 percent less harmful than tobacco. 
 
“Even if it is difficult to quantify precisely the long-term toxicity of electronic cigarettes, there is evidence that it is significantly lower than traditional cigarettes,” the French Academy of Medicine said the same year. 
 
However concern has been growing. 
 
On October 3, 2019 US health authorities reported 18 vaping-related deaths and more than 1,000 cases of damage since March, the cause of which had not been identified. 
 
The US Centers for Disease Control and Prevention said in September 2019 that many of the cases involved the use of black market marijuana products. 
 
In July 2019 the World Health Organization (WHO) warned that electronic smoking devices were “undoubtedly harmful and should therefore be subject to regulation”. 
 
Another worry is that the vaping flavours are particularly attractive to teenagers and an enticement to pick up the habit. 
 
– Exponential growth – 
The number of vapers worldwide has leapt from seven million in 2011 to 41 million in 2018, according to leading market researcher Euromonitor International. 
 
By comparison, there were 1.1 billion tobacco smokers on the planet in 2016, according to latest WHO figures on its website. 
 
The largest markets for e-cigarettes are the United States followed by Britain, France, Germany and China. 
 
The increase in vaping has been particularly dramatic among teenagers. 
 
– Moving towards regulation – 
In September 2019 India became the latest country to ban the import, sale, production and advertising of e-cigarettes, citing in particular concerns about its youth. 
 
The devices are already banned in several places, such as Brazil, Singapore, Thailand and the US state of Massachusetts, but elsewhere legislations is inconsistent. 
 
In June 2019 San Francisco became the first major US city to effectively ban the sale and manufacture of electronic cigarettes. 
 
In September New York followed Michigan in banning flavoured e-cigarettes.

The wife of Ekiti State Governor, Mrs Bisi Fayemi, has stressed the need to strengthen the state’s Gender-based Violence (Prohibition) Law to ensure punishment for violators. 
 
The governor’s wife, who spoke on Thursday during the public hearing of the GVB Amendment Bill at Ekiti State House Assembly, Ado Ekiti, lamented, “Violence against women keeps increasing in Ekiti. We appeal to the House to pass this law expeditiously. 
 
“I am not the owner of the law; it is for men and women in Ekiti. We only championed it. It is to protect us, our family and society against all forms of discrimination, so that we can all live life of respect and dignity,” she said.

The state Attorney General and Commissioner for Justice, Mr Wale Fapohunda, said the amendment to the bill might include medical castration, compulsory psychiatric test and disqualification of offenders from benefiting from government’s social investment programmes. 
 
Fapohunda said, “We plead with the House of Assembly to have expeditious and holistic consideration of the amendment into this bill because it is to provide legal framework for Governor Kayode Fayemi’s zero tolerance for all forms of gender violence. 
 
“The increasing cases of rape and defiling of little children in Ekiti requires urgent attention. The amendment being sought may include imprisonment and medical castration of offenders among others not stipulated in the existing law.” 
 
Fayemi’s wife said the amendment became imperative to give the victims voices and for offenders to be held accountable, saying, “The best form of injustice in any society is for offenders to be let off the hook without justifiable reasons. 
 
“To make the law effective, we are going to decentralise the referral centres and all the local governments will have one each. You don’t need to come to the state capital before lodging your complaints. The GVB Management Committee has been brought back to attend to complaints.” 
 
The Speaker, Ekiti State House of Assembly, Funminiyi Afuye, said the law when amended, would elevate gender issues to human rights in the state.

President Muhammadu Buhari and Vice-President Yemi Osinbajo will spend a total of N3.327bn on foreign and local trips in 2020. 
 
The figure is contained in the details of the 2020 Appropriation Bill that Buhari presented to a joint session of the National Assembly on Tuesday. 
 
The item was tagged Travel and Transport (General) under State House (President) and State House (Vice-President).

In the 2019 Budget, a total of N1.3bn was allocated for the foreign and local trips of the President and the Vice-President. While N1bn was allocated to the President, N301.03m was allocated to the Vice-President. 
 
A breakdown of the N3.327bn allocated to travels for the two officials in 2020 shows that Buhari will spend N2.526bn on his trips while Osinbajo will spend N801m on his trips. 
 
A further breakdown shows that Buhari’s foreign trips will gulp N1.751bn while N775.6m will be spent on his local trips for the year. 
 
In the case of Osinbajo, his foreign trips will cost the nation N517m while his local trips will cost N283.97m. 
 
The figures are outside the N182.25m allocated for travels and transport in the budget of the State House Headquarters. 
 Foodstuffs for President, Vice-President to gulp N149m 
 
Also in the bill, a total of N149m was allocated for foodstuffs and catering material supplies for both Buhari and Osinbajo. 
 
While the President is expected to spend N98.3m on the item, N50.88m was budgeted for Osinbajo. 
 
Apart from the N149m foodstuffs and catering material supplies bill, the two government officials will also spend N43.916m on refreshment and meal. 
 
The President will spend N25.652m on the item while the Vice-President will spend N18.264m on the same item. 
 
This is apart from the N135.668m budgeted for the same refreshment and meal in the budget of the State House Headquarters. For honorarium and sitting allowance, both of them will spend N184.438m. 
 
While N164.176m was allocated to the President, N20.262m was allocated to the Vice-President. 
 
N478.313m was allocated to the same honorarium and sitting allowance in the budget of State House Headquarters. 
 
Still under the budget of the State House headquarters, a whopping N4.062bn was allocated to what was tagged “annual routine maintenance of mechanical/electrical installations of the villa.” The project is said to be an ongoing one. 
 
N526.234m was also allocated to what is called “phased replacement of vehicles, spares and tyres in the presidential, CVU security/police escort and State House operational fleets.” The project is also described as an ongoing project. 
 
Apart from these, N389.64m was also budgeted for “outstanding liabilities on routine maintenance and other services for 2016.” 
 
N91.681m will also be spent on “purchase of tyres for bulletproof vehicles, plain Toyota cars, CCU vehicles, platform trucks, Land Cruiser and Prado Jeeps, Hilux, Peugeot 607, ambulances and other utility and operational vehicles.” 
 
N32.199m is budgeted for fuel and lubricants (general); N32.5m for wildlife conservation; and N45.4m for sewage charges. 
 Reps pass budget for second reading, adjourn to October 29 
 
Meanwhile, the House of Representatives concluded the second reading of the 2020 Appropriation Bill on Thursday and adjourned plenary till October 29, 2019. 
 
During the continuation of the debate on the key assumptions of the budget, many lawmakers criticised various aspects and allocations in the financial proposal. 
 
A member from Lagos State, Babajide Obanikoro, said the amount allocated to health was grossly inadequate, considering the over 180 million population of Nigeria 
 
In his submission, Yusuf Gagdi, faulted the borrowing and debt servicing plan. He also stated that the total amount voted for education, about N160bn, was not comparable when considering other African countries. 
 
“The capacity of any government is dependent on its own educational system. As the Giant of Africa, education budget should supersede others in Africa,” he said. 
 
The Speaker, Femi Gbajabiamila, who presided over the plenary, referred the bill to the standing committees, also known as Sub-Committees on Appropriations. 
 
Addressing journalists after the plenary, Chairman of the House Committee on Media and Public Affairs, Mr Benjamin Kalu, noted that the lawmakers had been working on the budget as scheduled. 
 
Kalu also noted that contrary to the public outcry that the National Assembly had become a rubber stamp of the Buhari-led Presidency, the lawmakers had freely criticised the budget, showing that they were not an appendage of the executive 
 
He said, “Today is Thursday and a lot has happened between Tuesday and today. I want to say that, just as we promised that we are going to support the executive in realising this goal of reversing the budget to a January-December calendar. We mentioned that we drew a road map towards achieving that. In our timetable which we announced here on Tuesday , we said we would start debate on Wednesday on the general principles of the budget estimates, that actually took place.” 
 
 
Labour sets up team to study budget 
 
Organised labour on Thursday said it had set up a team to study the 2020 budget presented by President Muhammadu Buhari to the National Assembly, saying that it was expecting the report of the committee tomorrow. 
 
President of the Trade Union Congress, Quadri Olaleye, told one of our correspondents that a statement would be released on it after the report is submitted on Saturday. 
 
He said, “We are not making a comment now because we have a team that is doing the analysis of the Federal Government budget which President Miuhammadu Buhari presented to the National Assembly. On Saturday, we will have the full report of the analysis, that is when we will make general comment on the budget.” 
 
Meanwhile, Secretary of the Joint National Public Service Negotiating Council, Alade Lawal, said the Federal Government must show if the budget was workers’ friendly by accepting labour demands on the consequential adjustment arising from the new minimum wage of N30,000.

The Federal Government has insisted that it will not refund states that rehabilitate federal roads. 
 
The Minister of Works and Housing, Mr Babatunde Fashola, who appeared before the House of Representatives Committee on Works in Abuja on Thursday, restated that President Muhammadu Buhari issued the order which, he said, will be obeyed. 
 
Fashola said while the President approved the payment of arrears based on the repairs made by the states under the previous administration, claims for refunds on federal roads fixed afterwards would not be approved.

Earlier, the Chairman of the House Committee on Works, Mr Abubakar Birchi, said the meeting with Fashola was not to interrogate the minister but to interact with him on how to achieve the ‘Next Level’ agenda of the Buhari-led administration on infrastructure.

Former Chelsea and Arsenal goalkeeper Petr Cech on Wednesday said he was swapping football for ice hockey after signing to play for a British league team as a goaltender. 
 
The 37-year-old Czech, who retired from playing in the summer, said he was reigniting his passion for a sport he first played as a youngster by penning a deal with the Guildford Phoenix. 
 
“I am delighted to have the opportunity to play with the Phoenix to get the match experience,” Cech told the club’s website. 
 
“I hope I can help this young team to achieve their goals for the season and try to win as many games as possible when I have the chance to play.

“After 20 years of professional football this is going to be a wonderful experience for me to play the game I loved to watch and play as a kid.” 
 
Guildford, who were founded in 2017 and based just south of London, are in the fourth tier of Britain’s ice hockey system. 
 
Cech won four Premier League titles, four FA Cups, three League Cups, the Champions League and the Europa League during his Chelsea career, with a further FA Cup success coming at Arsenal.

A 13-month-old baby, Michael Duniya, is currently battling to stay alive after being almost mauled to death by a pitbull at Mambilla Barracks, Abuja. 
 
According to reports, the barracks on Wednesday was informed that the incident occurred on Tuesday around 7.30am. 
 
The dog, believed to be a pitbull, was said to have broken free from its cage and wandered off into the block where little Michael was playing with his four-year-old brother. 
 
Upon seeing the dog, his older brother immediately fled into the house but Michael was not quick enough as the dog pounced on him.

The dog subsequently grabbed him by the head and pulled him about 30 metres away and began to bite him repeatedly. 
 
A neighbour, who wished to remain anonymous, said she quickly raised the alarm. 
 
She said, “I was by my balcony when I saw the dog grab Michael by the head. The dog bit his ear and tore off his scalp, exposing his brain. 
 
“Incidentally, Michael did not scream as his blood littered everywhere. About four of us began throwing stones at the dog in a bid to get him to free Michael to no avail. 
 
“Someone was able to get a cutlass and slashed the dog with it but it would not let Michael go. It was when the cutlass hit the face of the dog that the dog fell and died.” 
 
It was learnt that a soldier, a Regimental Sergeant Major, who owns the dog, became furious at the killing of his dog when he was informed. 
 
Another neighbour, who craved anonymity because military personnel are not allowed to speak to the press, said the RSM had about seven dogs. 
 
He said the dogs had been terrorising residents especially children but all complaints to military authorities had fallen on deaf ears. 
 
He said, “Some weeks ago, the same dog was let loose and began chasing children all over the place. 
 
“A little girl fell into a gutter while running. I personally had to save the girl and chase the dog away. 
 
“As a soldier, I am not afraid of the dog but these little children playing in the barracks are not safe.”

The Economic and Financial Crimes Commission has arrested a dare-devil suspected impersonator and fraudster Abdulrauf Illyasu , operating within the precincts of the Presidential Villa , Abuja. 
 
According to a report by The Punch, Illyasu was operating from an office opposite the Presidential Banquet Hall , where he carried out his scams. Among his victims is the Managing Director of Galaxy Investment, Babagana Abba Dalori, who he reportedly swindled of N500m. 
 
Dalori has been the subject of EFCC investigation for operating a Ponzi scheme running into billions of Naira. 
 
Illyasu’s other victims included: Union and Allied Engineers Ltd, which lost N70m, Excel Technology Ltd, N 50 m to him; Arabo and Co. Ltd, N 50m ; Crystal Gate Ltd, N 25 m and Diamond Global Fencing N 27m.

The Aso Rock suspect claimed to be a member of the Chattered Insurance Institute of Nigeria , and also a deputy general manager with the National Insurance Corporation of Nigeria .

Former Nigerian International Friday Ekpo has called on the NFF to rebuild the national teams, by focusing on structural reforms from the youth levels.

The organisers of Big Brother Naija, Multichoice Nigeria, has said that the multi-purpose house, which hosted the show got the ratings as the biggest and best from the parent company. 
 
The Chief Executive Officer (CEO) of Multichoice Nigeria, John Ugbe, made the revelation during the presentation of the top five BBNaija housemates and the winners of the 2019 contest, Mercy Eke. 
 
Ugbe said that the patent of Big Brother, Endemol, gave the reality show the best ratings so far. 
 
The News Agency of Nigeria (NAN) reports that Endemol is a Dutch-based media company that has the global franchise of the Big Brother show production and distributed multi-platform entertainment content.

The Multichoice CEO said that many hard works had gone into making the most popular reality show in Nigeria a reality. 
 
“A lot has gone into the BBNaija show. We had a dream to have a house in Nigeria after a multi-purpose one built outside the country. 
 
“I think it’s such as miracle to have another one ready in Nigeria within the six months of conception. It appears impossible to us, but just like Nigeria’s spirit, we can do anything. 
 
“We threw everything at the BBNaija house and it was completed. The parent company, Endemol needs to inspect and certify it before commission so they came to Nigeria and inspect,” he said. 
 
Ugbe said that Endemol not only gave the organisers a clean bill of health but also got the highest rating as the biggest and best in the world. 
 
“After the inspection, the feedback is that, one, we have the biggest house in the world and this is an official statement from Endemol. 
 
“The second rating is that if the biggest does not translate to best, we are also certified best in the world. 
 
“There is no better facility in the world than BBNaija, so I am really proud because away from the negativity, and wrong reasons, this is a right reason. 
 
“The show also broke so many records ranging from having the largest traffic on twitter, to largest inmates. We have the record of over 50 million votes in the final week of the season,” he said. 
 
Ugbe also said that away from the negativity surrounding the reality show, it has been able to bring out African culture and the spirit of bonding in the housemates. 
 
“We have had moments, memorable ones in the house; we have seen the housemates performing tasks within a short time. This is hard to come by. 
 
“I have not had a better Independence Day celebration than what I had during the show, and we have also seen men engaging in cooking and so many positives,” he said.

The Economic and Financial Crimes Commission has arrested a suspected impersonator and fraudster, Abdulrauf Illyasu, for allegedly defrauding members of the public within the precincts of the Presidential Villa, Abuja. 
 
Illyasu was said to have secured an office opposite the presidential banquet hall, where he carried out his nefarious activities. 
 
EFCC sources informed our Correspondent in Abuja on Wednesday, that the suspect claimed to be a member of the Chattered Insurance Institute of Nigeria, and also a deputy general manager with the National Insurance Corporation of Nigeria.

A source stated, “The suspect collected the money with the promise of using his office to facilitate contracts and other favours for them (his victims) and he actually gave them contracts letters signed by him. 
 
“He allegedly admitted that he used about N1bn from monies realised to take care of the disabled persons.” 
 
It was gathered that the suspect, in a bid to convince his victims, took them to some state governors.

President Muhammadu Buhari has faulted the statistics quoted about Nigeria and developed abroad by the World Bank, International, Monetary Fund other international organisations, describing them as “wild estimates” which “bear little relation to the facts on the ground.” 
 
He also directed the newly created Ministry of Humanitarian Affairs and Disaster Management to commence a comprehensive data-gathering of all Internally Displaced Persons camps in the North East.

A statement by the Special Adviser to the President (Media and Publicity), Femi Adesina, said the President expressed these feelings in Abuja on Wednesday while administering oaths of office on members of the newly constituted Presidential Economic Advisory Council, chaired by Prof. Doyin Salami. 
 
Buhari also set an agenda of what they should accomplish in the shortest possible time, describing the PEAC as ‘‘most important national assignment.” 
 
He said, “As you develop your baseline study, I would like you to focus on primary data collection. Today, most of the statistics quoted about Nigeria are developed abroad by the World Bank, IMF and other foreign bodies. 
 
“Some of the statistics we get relating to Nigeria are wild estimates and bear little relation to the facts on the ground. This is disturbing as it implies we are not fully aware of what is happening in our own country. 
 
“We can only plan realistically when we have reliable data. As you are aware, as a government, we prioritised agriculture as a critical sector to create jobs and bring prosperity to our rural communities. Our programmes covered the entire agricultural value chain from seed to fertiliser to grains and ultimately, our dishes. 
 
“As you travel in some rural communities, you can clearly see the impact. However, the absence of reliable data is hindering our ability to upgrade these programmes and assure their sustainability.” 
 
The statement added that the President said he had directed the new Minister for Humanitarian Affairs to “commence a comprehensive data-gathering exercise in all Internally Displaced Persons camps in the North East.” 
 
Speaking on the Social Investment Programmes, the President told the PEAC members that his administration was working to measure the impact of the programme targeted at improving the well-being of millions of poor and vulnerable citizens. 
 
He directed them to coordinate and synthesise ideas and efforts on how to lift 100 million Nigerians out of poverty in 10 years, working in collaboration with various employment-generating agencies of government. 
 
The President also assured the PEAC members that the Federal Government would ensure that all their needs and requests were met before the next technical sessions in November.

Acheampong who spoke on Ahotor FM said: “She was a Nigerian student.” 
 
According to Dr. Acheampong, the student had included “her naked picture and telephone number” in her answer booklet after writing his paper.

“When I opened the paper, it was an empty sheet with her naked picture and telephone number under it. I called her and with my background as a Christian, I counselled her,” he revealed. 
 
I failed her woefully, Dr. Acheampong said. 
 
Acheampong spoke in the wake of ‘sex for grades’ expose by the BBC Africa Eye. University of Ghana and University of Lagos, whose lecturers were indicted in the documentary have suspended the lecturers. 
 
Because these things happen in most of the universities, Acheampong said usually gives out questions before the examination to avoid anything of the sort. This practice discourages students from coming to you, he said.

The National Youth Service Corps has said it apprehended about 95 graduates with fake certificates and handed them over to the police for prosecution. 
 
The Director-General of the NYSC, Brig Gen Shuaibu Ibrahim, who said this on Wednesday at the 2019 Batch ‘C’ pre-mobilisation workshop in Niger State, claimed some institutions had been including the names of unqualified people on their lists for mobilisation. 
 
The DG lamented that the development was threatening the credibility of the NYSC mobilization process, adding that the action had grave implications for the socio-economic development of the country.

He said, “It is worrisome to note that some unscrupulous persons still indulge in the sale of degree and HND certificates and statement of results to unqualified persons. It has also been observed that the names of unqualified persons are included on the Senate/Academic Board approved lists uploaded on the NYSC registration portal by some corps-producing institutions. 
 
“It is quite unfortunate that some corps-producing institutions are still in the habit of uploading part-time and overage graduates for mobilisation. This is one of the challenges we are out to tackle headlong. 
 
“Acts such as the presentation of fake academic credentials and attempts to smuggle names of unqualified persons into the mobilisation lists submitted by some corps- producing institutions are condemnable and will continue to face stiff resistance from the scheme.” 
 
According to Ibrahim, the agency will blacklist and expose any institution that continues to include the names of unqualified persons on their lists. 
 
He said 65 out of the 95 graduates arrested were from Nigerian universities while 30 others were from other West African universities. 
 
He said, “Regarding fraudulent certificates, we have arrested 65 fake graduates from universities in Nigeria, and from other West African universities, we have arrested about 30. We have handed them over to the police for prosecution.”

The Senate on Wednesday revisited the sexual harassment bill passed by the 8th Senate. 
 
The 8th Senate had proposed a five-year sentence and N5m fine for lecturers convicted for sexually harassing male or female students. 
 
However, the passing of the bill into law had a setback because it was not given Presidential assent after its passage by the 8th Senate.

The revisit of the bill was sponsored by the Deputy President of the Senate, Ovie Omo-Agege on Wednesday. 
 
According to the bill, an educator will be “guilty of committing an offence of sexual harassment against a student if he/she has sexual intercourse with a student who is less than 18 years of age; has sexual intercourse with a student or demands sex from a student or a prospective student as a condition to study in an institution, or as a condition to the giving of a passing grade or the granting of honour and scholarships.” 
 
Omo -Agege in a statement by his Special Adviser on Media and Publicity, Yomi Odunuga, on Wednesday urged Nigerians to support the bill. 
 
He commended Aisha Buhari, Bisi Fayemi, the Academic Staff Union of Universities and those who supported the BBC for beaming the light on the hidden menace 
 
He said, “Concerned parents and youth should help energise support for proposals towards enacting an effective law against sexual harassment in workplaces and educational institutions.”

Dr. Chikaodinaka D. Nwankpa, a Nigerian-born former university professor in Philadelphia spent tens of thousands of dollars in US government money for local strip clubs and sports bars over a 10-year period, the Justice Department said. 
 
Nwankpa misused $189,062 of government grants from July 2007 through April 2017 while working at Drexel University, according to the U.S. Attorney’s Office. 
 
The university has agreed to pay back the money to resolve its potential civil liability in the case. Drexel said Tuesday in a statement that it takes “allegations of unethical or unlawful business conduct … very seriously,” USA Today reported. 
 
The government’s investigation began in 2017 after Drexel voluntarily disclosed fraudulent charges to eight federal grants that it received from the Navy, the Department of Energy and the National Science Foundation.

The grants were supposed to be spent on research related to energy and naval technology, but an internal audit revealed Nwankpa used the money for personal iTunes purchases and for “goods and services” provided by Cheerleaders, Club Risque and Tacony Club. 
 
The Justice Department said Drexel has been cooperative in the government’s investigation to determine the full scope of the former professor’s spending. 
 
Drexel said in its statement that Nwankpa was placed on administrative leave during the investigation. 
 
He subsequently resigned from his position, paid back the university $53,328 and was barred from federal contracting for six months. He has not been charged with a crime. 
 
Nwankpa had been with the university since 1990, according to his Drexel faculty bio. He was named head of the university’s Electrical and Computer Engineering Department in 2015. 
 
In the same bio description, he says he has written hundreds of refereed journal and conference papers that were supported by grants totalling more than $10 million. 
 
“This is an example of flagrant and audacious fraud, and a shameful misuse of public funds,” said U.S. Attorney William M. McSwain. 
 
“The agencies providing these grant funds expect them to be used towards advancements in energy and naval technology for public benefit, not for personal entertainment.” 
 
McSwain lauded Drexel for reporting the matter but expressed disappointment that Nwankpa’s conduct “went unnoticed for so long.” 
 
Drexel stated that the university is improving its auditing controls and training staff to recognize “financial irregularities” and report fraud.

President Muhammadu Buhari has approved the extension of service of his Chief Personal Security Officer, Abdulkarim Dauda, by three years. 
 
Dauda, who was promoted to the rank of Commissioner of Police last year, is Buhari’s nephew. 
 
By the presidential approval, the CPSO, who was due to retire fro 
m service on January 1, 2020, will now leave the force on May 13, 2023.

Born in 1963, Dauda was enlisted into the Nigeria Police Force as a Cadet Officer on January 1, 1985 and would clock the mandatory 35 years in service in January 2020. 
 
Force Secretary, Assistant Inspector-General of Police, Usman Alkali, in a signal conveying Dauda’s tenure extension directed the force’s Department of Information Technology to amend their records to reflect the development. 
 
The message with reference number 23853/FS/FHQ/ABJ/46 seen by our source in Abuja on Wednesday, read, “The President, Commander in-Chief of the Armed Forces, Chairman, Police Council, has graciously approved the extension of service of CP Abdulkarim Dauda to May 13, 2023, when he would have attained 60 years of age. Commissioner, Information Technology, amend your records please.” 
 
Prior to his posting to the State House as CPSO to the President, Dauda served in different police commands and formations, including the Sokoto State Command, Force Criminal Department, Lagos, Katsina State Command, Lagos State Command, Edo State Command, Police College, Kaduna, and Kano State Command. 
 
The CPSO office was created by ex-President Goodluck Jonathan to pave the way for his aide-de-camp, Moses Jitoboh, to be part of his personal security structure. 
 
But a few months after Buhari’s inauguration, his nephew was redeployed to serve as his CPSO. 
 
It was learnt that Daudu subsequently removed Daura from his name to allegedly prevent the public from tracing his family connection to the President following criticisms over Buhari’s appointing his family and kinsmen to government offices. 
 
It was learnt that the decision to extend Daura’s stay in the force had been generating tension in the Police Service Commission, as senior officials regard Buhari’s action as a usurpation of the PSC’s powers and a violation of the 1999 Constitution. 
 
A PSC official claimed the CPSO was being groomed to succeed the Inspector-General of Police, Mohammed Adamu, in 2021. 
 
He stated, “The plan is to promote the CPSO to the rank of AIG and then make him the IG in 2021 when Adamu retires from service. We believe the President was misled into extending Dauda’s tenure because he had no power to do so.” 
 
In a related development, it was learnt that the tenure of embattled DIG in charge of Training and Development, Yakubu Jubrin, has been extended by two weeks. 
 
Jubrin clocked the mandatory retirement age on October 1, but it was learnt that his tenure had been extended to October 15. 
 
Jubrin, who was queried for misconduct by the PSC, had approached the National Industrial Court seeking an order restraining the commission from sacking or demoting him. 
 
The plaintiff in suit no. NICN/ABJ/294/2019, also sought a declaration of the court that the PSC could subject him to further disciplinary measures or dismissal. 
 
The originating summons filed by his lawyer, Alex Izinyon (SAN), was supported by an affidavit deposed to by ACP Batagarawa Buhari, who stated that the Attorney General of the Federation and Minister of Justice, Abubakar Malami (SAN), had informed the police that they had the mandate to handle the recruitment of 10,000 constables as directed by Buhari. 
 
The commission last month queried the DIG for allegedly masterminding the disagreement between the PSC and the police by releasing the names of successful candidates and inviting them for medical screening without it’s permission. 
 
The PSC also accused the DIG of making disparaging remarks against the commission’s Chairman, Alhaji Musiliu Smith, and a member of the board in charge of recruitment, Austin Braimoh.

The Federal Government may cancel the licences of eight power distribution companies as the Discos breached some provisions of the Electric Power Sector Reform Act in July 2019. 
 
According to the Nigerian Electricity Regulatory Commission, the eight power firms include Abuja, Benin, Enugu and Ikeja Discos. 
 
Others are  Kaduna, Kano, Port Harcourt and Yola Discos. 
 
In a notice posted on its website on Tuesday evening, the power sector regulator said it intended to cancel licences issued to the eight Discos pursuant to Section 74 of the EPSR Act.

In the eight-page notice to the Discos, which was signed by one of the NERC’s commissioner, Dafe Akpeneye, the commission stated that the power firms had 60 days to explain why their licences should not be cancelled. 
 
It said, “Take notice that pursuant to section 74 of the EPSR Act and the terms and conditions of electricity distribution licences issued to the distribution licensees by Nigerian Electricity Regulatory Commission has reasonable cause to believe that the Discos listed below have breached the provisions of EPSRA, terms and conditions of their respective distribution licences and the 2016 – 2018 Minor Review of Multi Year Tariff Order and Minimum Remittance Order for the Year 2019.” 
 
Outlining the Discos, it said, “Abuja Electricity Distribution Company Plc; Benin Electricity Distribution Company Plc; Enugu Electricity Distribution Company Plc; Ikeja Electric Plc; Kaduna Electricity Distribution Company Plc; Kano Electricity Distribution Company Plc; Port Harcourt Electricity Distribution Company Plc; and Yola Electricity Distribution Company Plc.” 
 
The commission said it considered the actions of the aforementioned Discos as “manifest and flagrant breaches” of EPSRA, terms and conditions of their respective distribution licences and the order. 
 
It stated that the commission “therefore requires each of them (Discos) to show cause in writing within 60 days from the date of receipt of this notice as to why their licences should not be cancelled in accordance with section 74 of EPSRA.” 
 
Further analysis of the notice showed that the eight Discos failed to meet the expected remittance threshold for the month of July 2019 billing cycle to the Nigerian Bulk Electricity Trading company. 
 
Three other the Discos remitted 10 per cent during the period, while the highest remittance was 40 per cent, as they all fell short of the expected minimum remittance stipulated by NERC.
