The HAGF appreciates your concerns and welcomes the interest of UPU in the returned assets.</p> <p>“The HAGF wishes to inform that he does not have the authority to approve projects for the application of returned assets. These decisions are taken at the Federal Executive Council after in-depth deliberations. The HAGF’s mandate is to implement the decisions of the council.</p> <p>“I am also directed to inform further that the decision of the council is also guided by bilateral negotiations between Nigeria and the country from which the asset will be returned.</p> <p>“Accordingly, Nigeria and the government of the United Kingdom or any other country for that matter must agree on a specific project in a transparent and accountable manner before a project is approved.</p> <p>“However, the HAGF has directed that I inform you that the stumbling block in negotiating the return of assets linked to Ibori to Nigeria is the ongoing litigation by Mr James Ibori against the government of the United Kingdom in the confiscation hearing in London.</p> <p>“It is advisable that you approach Mr James Ibori to advise him to withdraw his appeals against the confiscation and repatriation of the assets linked to him, his family, and associates back to Nigeria.</p> <p>“This is the only way to provide an enabling environment for negotiation of the use of the identified assets for Delta State.”</p> <p>The Federal Government, through Malami, had on March 9, 2021, signed a Memorandum of Understanding with the UK on the return of the Ibori loot.</p>

He was arrested yesterday (Thursday) but now he is nowhere to be found and the policemen are saying nothing about it.</p> <p>“The police have refused to release the girls in question. So there is uproar around the station because the youths insist that the girls must be released and that the man must not go free,” One of the angry youths told newsmen.</p> <p>Ubah, however, said an investigation is ongoing with the case transferred to the State Criminal Investigation Department.</p>

What this means is that they also want a conducive environment to do their business.</p> <p>”So, NALDA is going to engage them and the communities; we will create an avenue where they can feed their cattle so that we all can live in peace,” he said.</p> <p>The National President, Maize Association of Nigeria, Dr. Bello Abubakar said maize farmers in the country were currently producing enough to meet the demand for maize in Nigeria.</p> <p>Abubakar however stated that more needed to be done to sustain the achievement, noting that one of such was to provide a good environment for farmers to work.</p> <p>He said that in order to achieve the desired environment, kidnapping, banditry and terrorism must stop.</p> <p>”Our farmers can not go to their farms because of fear of being kidnapped, robbed and killed,” Abubakar said.</p> <p>He called on the Federal Government to sustain the ban on maize importation so as to further boost its production and encourage farmers.</p> <p>Hajia Salamatu Garba, Executive Director, Women Farmers Advancement Network said despite the current issue of insecurity, farmers across the country had been toiling hard to ensure availability of food on every Nigerian table.</p> <p>Garba said there was need for the government to also intensify efforts in improving the security situation in the country so that farmers could redouble efforts in food production.</p> <p>”We thank the President for giving agriculture an atmosphere to grow, but we need the government to protect the lives of the citizens because it is only when there is the life that we talk of food,” she appealed.</p> <p>Mr Peter Dama, National Chairman, Rice Millers Association of Nigeria said a lot of factors needed to be in place, to achieve a country desired by all Nigerians.</p> <p>”The issue of insecurity, importation of food items grown in the countries, should be stopped. Nigerians have the responsibility of safeguarding the investments and economy of this nation for our progress.</p> <p>”We also enjoin Nigerians with useful information on rice smugglers, to always reach out to security agencies, so that these economic saboteurs are apprehended, for the progress of our country,” Dama stated.</p>

However, 17 other African migrants were not so lucky.</b></p> <p>They drowned as they tried to cross the Mediterranean from Libya to Italy, the Tunisian Red Crescent said on Thursday.</p> <p>The Tunisian coastguard rescued the two Nigerian women in waters off the southern town of Zarzis, Red Crescent official Mongi Slim also said.</p> <p>The ship started on Sunday from Zawyia in Libya with 19 migrants on board.</p> <a name='more' id="more"></a> <p>The Nigerians were not identified.</p> <p>Last month, at least 40 migrants drowned off Tunisia’s port of Sfax south of Tunis.</p> <p>The United Nations said at least 300 people have perished in the central Mediterranean crossing this year while trying to get to Europe.</p> <p>The U.N. refugee agency UNHCR said fewer than 23,500 people have made its across the sea to Europe this year, with most new arrivals landing in Italy and Spain from Tunisia and Algeria.</p> <p>The agency estimates 633 people have died or gone missing on the way this year. </p> <p>Meanwhile, Tunisia’s central maritime guard units (Sfax and Mahdia) thwarted 4 illegal border crossing operations on the night of May 12 to 13, according to the spokesperson for the Sfax maritime guard district, Ali Ayari.</p> <p>The same security source specified that during this operation 55 illegal immigrants were arrested including 14 Tunisians from Mahdia and Sfax aged between 17 and 33 years old.</p> <p>Other migrants arrested were from Senegal, Côte d’Ivoire, Guinea, Mali and Togo.</p> <p>Ali Ayari said security units seized 5 fishing boats and quantities of fuel that were used in attempted illegal border crossings.</p>

Mike Ozekhome, has faulted the call by 17 southern governors for a constitutional conference to resolve issues in Nigeria, saying it is unnecessary.</b></p> <p>Ozekhome said this in Awka, the Anambra State capital, as a keynote speaker at the 25th Law Week of the Awka branch of the Nigerian Bar Association (NBA).</p> <p>Speaking on the topic: ‘Legal profession in a lawless society’, Ozekhome said the call for a new conference is unnecessary, especially considering that the recommendation of the one held in 2014 has not been implemented.</p> <p>He said, “I was at the 2014 national conference headed by late Justice Idris Kutigi, and the over 200 recommendation we made at that conference is yet to be touched.</p> <a name='more' id="more"></a> <p>“The conference, which consisted of 492 Nigerians drawn from all strata, has never been touched by this government, even with a 10 foot pole. So, when I heard the 17 southern governors talking about another conference… I know they mean well for the country, but we do not need another dialogue.</p> <p>“Let them go to the 2014 recommendations, they will see that we recommended state police, we recommended part-time legislature. The Constitution made the sitting of member of the National Assembly six months, but they are receiving fat salaries.</p> <p>“What are we doing with 306 House of Representatives members? What are we doing with 99 senators, what are we doing with them? Why not make it a unicameral legislature or part-time, so that those who are genuinely interested can come and serve the nation, sit and go. We can’t grow like this,” Ozekhome said.</p> <p>Earlier, the chairman of the NBA, Awka branch, Barr. Ekene Okonkwo, in his opening address, stated that the branch settled for the theme, ‘Legal profession in a lawless society’, because of the current state of the country.</p> <p>“The theme is ocassioned by the lawlessness in the society recently and the killing of security operatives, which has assumed unenviable and frightening dimension.</p> <p>“We all know of the unfortunate happening in Nigeria and no one can boldly beat his chest and say he is a Nigerian any longer. Through this event, we are proffering suggestions to the solution of the current state of Nigeria,” he stated.</p>

Ogugua, spokesperson of the commission gave her last known address as House 22, Road, 131, Phase 2, Kado, Abuja.</p> <p>Ogugua added: “Anyone who has useful information on her whereabouts should report to ICPC Headquarters Abuja, any of the ICPC State Offices or the nearest police station.</p> <p>The spokesperson also listed ICPC Toll-Free lines: 0803-123-0280, 0803-123-0281, 0803-123-0282, 0705-699-0190, 0705-699-0191 and 0800-CALL-ICPC (0800-2255-4272).</p> <p>Deborah’s fake academic credential was busted in 2019. PENCOM sacked her on 27 February of same year.</p> <p>Before then, she had worked at the commission for three years. She had also worked in some other government agencies with the fake certificates before joining PenCom.</p> <p>To gain employment in Pencom, Agbonayinma submitted a B.Sc degree in Accountancy, which she claimed she obtained in August 2012 from Irish University Business School located on 219 Bow Road, London E3 2SJ.</p> <p>A verification committee at PenCom, however, found that no such university existed as a valid UK degree-awarding institution, The Nation reported in 2019.</p> <p>When PENCOM discovered the certificate was fake, Deborah brought another degree in Accountancy to the Commission from Olabisi Onabanjo University.</p> <p>The degree was also dishonoured by the university.</p> <p>The Olabisi Onabanjo University (OOU), in Ogun State, in a letter dated February 6, 2019 and signed by the University’s Principal Assistant Registrar in charge of Exams and Records, Mrs O. L. Kaka, told PenCom that Miss Agbonayinma’s academic records and transcripts were fake.</p> <p>Deborah also claimed to have participated in the National Youth Service Corps (NYSC) from 2014 to 2015, with the fake certificates.</p>

We are all leaders and we are in this together. The solution must come from us regardless of what level of government we are – whether at the federal, state or even at the local government level,’’ he added.</p> <p>Lawan also frowned at the way and manner local government system was relegated to the background in the country, saying for the nation to address its security challenges the local government system must be functional and efficient.</p> <p>“I want to take this opportunity also to say that we have diminished the local government system. I think we can attribute some of the security issues to the lack of functional local government system.</p> <p>“For me, I think the time has come for us to take up the challenge to ensure that the local government system functions. This is in keeping with looking for ways, for means, for solutions to the security challenges that we face. We must never neglect the local government system.</p> <p>“I believe that this is one system that had worked even though in a different name. When it was Native Authority it was very effective, very efficient.</p> <p>“So, we must go back to our local government to ensure that the local government continues to be autonomous, continues to be functional in order to compliment whatever the States and the Federal Government would be doing.</p> <p>The Speaker of the House of Representatives, Femi Gbajabiamila, who also spoke to the correspondents, called for a national spirit of oneness, saying that “If truth be told, we all have equal shares in the blame for what’s happening today.</p> <p>“Whatever challenges we have, we must all come together to make sure that we resolve these issues we’re facing.</p> <p>“We must imbibe that spirit of oneness, togetherness, unity and love that would take us through this.”</p> <p>He enjoined Nigerians to always be their brothers’ keepers and avoid acts capable of creating social unrest.</p>

I am aware of some social media publications attempting to link me up with the gruesome murder of Late Ms. INIOBONG UMOREN.</p> <p>At first, I had wanted to maintain silence and allow the Police and the various agencies involved in the matter to conclude their investigations and come up with a comprehensive report but it now appears clear to me that silence is not golden in this matter where my hard-earned reputation has continued to gather moss in the most misguided, misleading and mischievous manner in the court of the Nigerian social media.</p> <p>Consequently, I am left with no other option than to make this public statement narrating my role in the trending subject and this I do, not to convince or change the predetermined positions and conviction of people who are bent on imputing ills even on the best of human’s intention for I have already warned myself that no matter how hard and loudly the truth speaks for itself, there are some who would prefer and give themselves to alternative facts. I leave such men and women in the hands of God, time and posterity.</p> <p>With all modesty and good conscience, I make this statement for the records and information of members of the public who are genuinely concerned about the need to know my true side of the story.</p> <p>The day was Friday, 30th of April, 2021 and the time was about 2 pm when I was called by my Dad who lives in Lagos, asking whether I have seen a trending article on the social media linking Uduak (who is my cousin) with a kidnap case.</p> <p>Not long afterward, another cousin of mine who is incidentally the Chairman of Uruan Local Government Council called to intimate me on the same social media circulations and requested me to come to his house as Uduak’s father, Mr. Frank Akpan has been reportedly arrested on account that the son, Uduak has absconded.</p> <p>On arrival at the Chairman’s house, he told me that he was concerned that the arrested old man was sick and needed medication since he did not carry his drugs to the police station.</p> <p>According to the Chairman, some kinsmen were calling seeking his intervention to explore the possibility of allowing the old man access to his medications.</p> <p>I was still at the Chairman’s house discussing Mr. Frank Akpan’s case when in the presence of the DPO who had a meeting with the Chairman and another DSP, Uduak called my phone asking if I knew where his father was.</p> <p>Initially, I was upset with Uduak for asking me the whereabouts of his father and immediately signaled the DPO that Uduak was the person who called and somehow, I managed to find the composure telling him that I was seeing the trending social media news involving him.</p> <p>Then Uduak said he had no credit and requested me to call him. Obliging to this his request, I called him back asking where he was and he replied that he was at Oron. Further asking about the missing girl, Uduak claimed that he lose contact with the girl when she got to Ibiaku, stating that he has neither seen nor heard from her since then.</p> <p>He practically claimed to be innocent.</p> <p>At that point, I encouraged him to turn himself in by going to the Idu Police Division to clear himself so his father can be released to go and take his drugs or that I can link him up with the DPO who is closed to us.</p> <p>Later, in the presence of one of our brothers, a Barrister who had come to see the Chairman, I forwarded the DPO’s phone number to Uduak. It was not long afterwards when Uduak called the DPO who encouraged him to come out, assuring him that he could personally come to the Shelter Afrique Junction to pick him up on arrival.</p> <p>While there all waiting and praying that the suspect does not change his mind, Uduak called the DPO informing him that he has arrived Shelter Afrique Junction.</p> <p>The DPO then suggested that he will not go with his car to pick him so he does not panic and react adversely on sighting his car which has tinted glass.</p> <p>Rather, he requested that I drove him to the location and thus, accompanied by the DSP, I drove the DPO in my car to Shelter Afrique Junction where the suspect was picked up by the DPO.</p> <p>Meanwhile, before we moved out, the Council Chairman had instructed that the suspect be taken to the Anti-kidnapping Unit directly but the DPO advised that he should first be taken Chairman’s house to calmed him down and encourage him to cooperate with the Police and thus, the suspect was taken to Ewet Housing.</p> <p>At Ewet Housing, the suspect still denied knowing the whereabouts of the deceased, maintaining that he last heard from her when she said she has got to Ibiaku Junction but when we pressure him further, the suspect requested that he needed audience with the Chairman and myself alone.</p> <p>So, we took him in urging him to tell us the truth to enable us assist him where necessary. It was at that point that Uduak mentioned for the first time that the missing young lady actually got to his house. On hearing that, I could not find any emotional intelligence or coordination other than to ask and I asked straight, “is she alive?” Uduak started crying and shook his head to indicate that she was no more!</p> <p>At that point, I lose it completely and almost fainted but managed to give him few slaps. I became completely distraught, devastated, incensed and confused at the same time. I was wailing like a woman who has just lost all and so was the Chairman. With that mixed frustration and infuriation, we quickly handed the suspect back to the DPO to take to the Anti-kidnapping Unit and this, we did without any second thought, telling the DPO that we had washed our hands off the matter and would not wish to be associated with it.</p> <p>Accordingly, the suspect was taken to Police custody where interrogations and thorough investigations are being carried out by the Police and the sister law enforcement agencies. I have no doubt that the suspect would have made useful statements to the Police to guide their further actions on the matter.</p> <p>Unfortunately, social media has been overflowing with so many damaging publications trying to link me up with the crime and further extending it beyond the specific incidence of Late Ms Umoren to an atrocious trade on human parts.</p> <p>Well, I want to state that I do not know about the suspect’s activities since he never lived or grew up with me. My role in the entire case is as stated and remains verifiably so.</p> <p>Voluntarily on my own, I have made a statement to the Police on record and they are fully aware of my role in the case. I have also assured them of my cooperation whenever and wherever I may necessarily be called upon.</p> <p>As a human, I am deeply saddened and devastated by the turn out of event as all the three of us namely the DPO, the Council Chairman and myself who facilitated the arrest of the suspect are now facing false, malicious and damaging media attack trying desperately to link us with the offense in respect of which we made lots of sacrifices to ensure the suspect got into the Police net where he is currently being detained, interrogated and investigated.</p> <p>Personally, I have been receiving threat messages from some over-zealous individuals who have labeled me a trader on human parts. Now everybody who has lost a friend or family member to kidnap cases, view me as the culprit. I no longer feel safe walking the street as a simple and ordinary man that I have always been but I have no regret that I measured up squarely to that responsibility of bringing out the criminal suspect face to face with the law.</p> <p>I am consoled that the suspect is in lawful custody and will be prosecuted in line with the law of our land. So, if this is the price I have to pay for bringing the murderer of my sister from another mother to face the law, I embrace this very heavy burden and trust that both time and God will be kind enough to redeem my image so misguidedly tarnished.</p> <p>My only regret is that there is no absolute reparation and replacement for the tender life so heartlessly and callously terminated at its prime stage. I commiserate with family and friends of the dearly departed and hope that justice will be done in the matter.</p> <p>Notwithstanding above, honestly being my role in the matter and my conscience being crystal clear, if any person or group of persons know more than the Police do or possess within their exclusive preserves, any evidence linking me or anyone else with the criminal act of Uduak Frank Akpan, they should freely approach the Police authority and make useful disclosures on such information rather than submerge the public media with speculative allegations aimed at constituting media trials and securing street convictions for very responsible persons who played sensitive and critical roles leading to the arrest of the suspect by the Police.</p> <p>Thank you.</p> <p>– KUFRE EFFIONG-</p> <p>However, the report by David Hundeyin has been deleted now that Kufre seems to have knocked the bottom out of the “investigative” journalist’s claims.</p>

The ministry advised us through the Office of the Public Defender. The legal advice was that there was a prima facie case established against him and some sections of the law were quoted in the advice. So, the advice was that he should still remain in our custody and to be charged for that.”</p> <p>Odumosu, however, noted that the ministry might review its position concerning Omiyinka’s detention if the JUSUN strike continues indefinitely.</p> <p>The CP said, “Regarding the JUSUN strike, they agreed to be working for three days and striking for two days. They will go on strike on Monday and Tuesday, while the courts will sit on Wednesday, Thursday and Friday.</p> <p>“It was our hope that they would work on Wednesday, but coincidentally, Wednesday and Thursday are public holidays. But if the courts continue to remain shut, the Ministry of Justice may further review the report. But right now, we are relying on the advice of the ministry.”</p> <p>Omiyinka has been in detention since he was arrested for alleged sexual assault of a 14-year-old girl, who is in the care of a comedienne, Adekola Adekoya, aka Princess.</p>

We have realistic hopes that he can make his comeback, at the latest, against Aston Villa.”</p> <p>The kick-off time for Chelsea vs Arsenal is 8.15 pm.</p>

I was part of that investigation, and we have done quite a lot. In one of the cases, we recovered $153 million; we have secured the final forfeiture of over 80 properties in Nigeria valued at about $80 million. We have done quite a bit on that.</p> <p>“The other cases as it relates to the $115 million INEC bribery is also ongoing across the federation. We are looking forward to the time we will, maybe, have her in the country, and, of course, review things and see what will happen going forward. The case has certainly not been abandoned.’’</p> <p>But responding to a question as to how he would be dealing with powerful government officials in the discharge of his assignment as EFCC chair, Bawa said he would be ready to leave the job if anyone tried to make him do what was illegal.</p> <p>“I am not going to pay allegiance to individuals in the government,” he added.</p> <p>Bawa pointed out that though he was young, he had paid the price on the job, having been among the pioneer staff of EFCC, rising through the ranks to reach the top.</p> <p>He stated, “I rose through the ranks. The only job I know after graduation is the EFCC, which I joined in 2004. I rose through the ranks from an ordinary team member, to the first EFCC team leader from the regular staff of the EFCC.</p> <p>“I became a sectional head, became the zonal head in Ibadan, zonal head in Port Harcourt, and zonal head in Lagos. Lagos is the biggest operational hub of the EFCC with over 600 personnel. Port Harcourt is next to it in terms of complexity and staff strength. I happen to be the first EFCC regular staff to head three different zones before my appointment as the chairman.”</p>
