<p>Sam Onuigbo, the member representing Ikwuano/Umuahia North/Umuahia South federal constituency of Abia State at the House of Representatives, has lauded the signing into law the Climate Change bill earlier passed by the National Assembly.</p>
<p><br /></p>
<p>It was gathered that with the assent of the bill into law, sponsored by Rep. Onuigbo, Nigeria now has a Climate Change Act which provides a legal framework of which the country’s climate change mitigation and adaptation efforts will be based on.</p>
<p><br /></p>
<p>The Climate Change Act provides among others, the constitution of a National Council on Climate Change to be headed the President, with members which includes Minsters of relevant ministries, Chairman of the Governor’s Forum, President of ALGON, National Security Adviser, representatives of the youths, Persons Living with Disabilities, women, climate-related NGOs, the private sector etc.</p>

<p>The Act provides the setting up the Climate Change Fund to be administered by the Council and equally provides for proper oversight on Nigeria’s Climate Change efforts by the National Assembly and a communication process that is time-bound, and public.</p>

<p>Reacting to the presidential assent which contained in a statement forwarded to newsmen on Friday, Rep Onuigbo, applauded President Muhammadu Buhari, Senate President, Ahmed Lawan, Speaker of the House of Representatives, Rt. Hon Femi Gbajabiamila, colleagues in Climate Parliament Nigeria, Attorney General of the Federation and Minister of Justice, Abubakar Malami, GLOBE Nigeria, members of the diplomatic mission especially the British High Commission and the U.S Embassy, climate activists in the country, the technical team of professionals who worked on the bill and members of the media and others, for consistently pushing for the bill.</p>

<p>The Abia federal lawmaker also harped for proper implementation in order to realize the objectives and set the country on the path of an important transition to green and sustainable economy.</p>

<p>According to the statement, “the first part of a very important journey has been done. Proper implementation demands full attention and action by all of us. Together, and only together, can we realize our objectives and set our country on the path of an important transition to green and sustainable economy. Make no mistakes about it, the world is transiting and we must join or wake up in a few decades, an impoverished and uninhabitable country.</p>

<p>“On November 18, 2021, His Excellency President Muhammadu Buhari GCFR signed into law the Climate Change Bill sponsored by me and earlier passed by the National Assembly.</p>

<p>“The all-encompassing nature of the composition of the Council is to ensure that the voices of all is heard. The high-level nature of the Council was intentional. Climate Change is a serious issue which demands the highest level of attention—the type that will elicit serious responses.</p>

<p>“The Act also sets a net zero emissions target for the country while setting up five-yearly carbon budgets and annual carbon targets”.</p>

<p>The President, Dangote Group, Alhaji Aliko Dangote, on Friday narrated the pain of how he watched his brother, Sani Dangote, die. He described the experience as tormenting.</p>

<p>Dangote disclosed this when a former Governor of Lagos State and National Leader of the All Progressives Congress, Bola Tinubu, paid a condolence visit to the family in Kano.</p>
<p><br /></p>
<p>Sani, who served as the Vice-President of the Dangote Group, died in the United States of America on Sunday and was laid to rest on Wednesday at the Alhassan Dantata family cemetery in Koki quarters (Sarari) of Kano metropolis.</p>
<p><br /></p>
<p>Dignitaries, including President Muhammadu Buhari, Vice President Yemi Osinbajo, Senate President, Ahmed Lawan, Speaker, House of Representatives, Femi Gbajabiamila, governors, businessmen and many others expressed their condolences to the family.</p>

<p>The News Agency of Nigeria quoted Dangote as saying, “It is a very tough time for us; it has been very trying, especially for myself. Having a brother like him; once you lose him it is really very painful. He died in front of me, our mother and all his children.</p>

<p>“The most painful thing is when you are told that your brother will pass on in about an hour and you stand by watching as the machine was going down until it stopped working. It was very tormenting.”</p>

<p>Dangote, who is Africa’s richest man, thanked Tinubu for visiting the family. He also thanked others present, adding that their presence would help to reduce the pain of their loss. He added, “Your Excellency, you are our host because you are the governor of all of us and we really thank you for taking almost the whole week struggling with the crowds, it’s not easy.</p>

<p>“I thank you all for all your prayers and your support. This will actually help us to reduce the pain that we are going through.”</p>

<p>Tinubu told Dangote that he was shocked to hear about Sani’s death. He described the deceased as a gentleman during his lifetime.</p>

<p>Former President Goodluck Jonathan has called on Africa nations to harness their diversities and differences for greatness.</p>
<p><br /></p>
<p>He made the call at the 2021 “Democracy Dialogue” with the theme “Democracy and the Unity of State” organised by the foundation in Abuja</p>

<p>Jonathan, who is the founder of the foundation, said that the diversity of Africa nations had often been misconstrued to be a source of their challenge, hence if well harnessed, it would be a source of greatness.</p>
<p><br /></p>
<p>“As President and out of office, I have been involved in managing conflicts in many African countries.</p>

<p><br /></p>
<p>“In the course of such missions, I had observed that one of the major sources of problems is the inability to manage diversities.</p>
<p><br /></p>
<p>“In Africa, we need to harness our diversities and differences and translate them to strength for a more peaceful and prosperous future.</p>
<p><br /></p>
<p>“Our diversity is often misconstrued to be the source of our challenges, but I feel, if properly harnessed, it will be the source of our greatness.</p>
<p><br /></p>
<p>“One good way to make progress in this regard is to strengthen government institutions to improve integration, equity, and social inclusion in our various nations,” Jonathan said.</p>
<p><br /></p>
<p>The former president said that to win peace in Africa, countries in the continent needed to constantly engage in meaningful conversations in order to reach compromise on issues.</p>
<p><br /></p>
<p>According to him, the weapons of warfare for the continent in times like this should be love, justice and hope.</p>
<p><br /></p>
<p>“The pursuit of these virtues will guarantee sustainable peace and unity in Africa.</p>
<p><br /></p>
<p>“While guns, drones and other artilleries may win the war, to win the peace, we need to constantly engage in meaningful conversations in order to reach compromise on issues, affecting us all.</p>
<p><br /></p>
<p>“We are optimistic that discussions and suggestions from gatherings like this will help set the agenda for bigger civic engagements for the promotion of peace and good governance in Africa,” he said.</p>
<p><br /></p>
<p>Jonathan said that the dialogue aimed at advancing the course of nationhood and building a consensus around some critical issues affecting Africa unity and development.</p>
<p><br /></p>
<p>He said that the theme of the dialogue captured the essence of democracy, which drives its steam from productive civic engagements.</p>
<p><br /></p>
<p>He said that the foundation believed that democracy was a nation-building tool, a vehicle for the realisation of such societal aspirations as justice, peace, freedom and progress.</p>
<p><br /></p>
<p>“For us, we carry the burden of promoting peace and prosperity, as aptly captured in our mission not just in Nigeria but in Africa.</p>
<p><br /></p>
<p>“There is no better way to realise this than through consistent engagement with different stakeholders in our democratic space.</p>
<p><br /></p>
<p>“Some nations are going through many challenges that have continued to pose serious threats to their unity and corporate existence.</p>
<p><br /></p>
<p>“Democracy thrives on the mutuality of trust between government and the people and among the different groups within a state,” Jonathan said.</p>

<p>He urged Africans to begin to see a little more than their tribes in all that they do, adding your tribe alone cannot make a nation.</p>

<p>The former president also called on Civil Society Organisations and the media to continue to mount pressure on the leaders to promote unity and democracy in the continent, as well made them to know when they are deviating.</p>

<p>He disclosed that the subsequent dialogue of the foundation would be held by different African countries because the focus of the foundation was not just Nigeria.</p>

<p>The Governor of Enugu State, Ifeanyi Ugwuanyi, on Friday appointed reality TV star, Whitemoney, as the state’s creative arts ambassador.</p>

<p>This was announced in a statement on Friday titled, “Gov Ugwuanyi receives Whitemoney, confers him with ‘Ambassador of Enugu State in Creative Arts’.”</p>

<p>The Governor on Friday played host to the winner of the Big Brother Naija Shine Ya Eye season, Hazel Oyeze, popularly known as Whitemoney, at the Banquet Hall of the Government House, Enugu.</p>

<p>Ugwuanyi, during the reception, stated that Whitemoney’s humility, godliness and “consistency with the Enugu spirit”, endeared him to his fellow housemates and the viewing public.</p>

<p>Conferring the ambassadorial title on Whitemoney, Ugwuanyi said, “I, therefore, call on the teeming Enugu youths to deploy their creative talents and skills to win more laurels for the state”.</p>

<p>President Joe Biden got a clean bill of health from the White House doctor on Friday after undergoing an extensive, routine check-up during which his powers were briefly transferred to Vice President Kamala Harris.</p>

<p>“The President remains a healthy, vigorous, 78-year-old male, who is fit to successfully execute the duties of the Presidency, to include those as Chief Executive, Head of State and Commander in Chief,” Kevin O’Connor, the White House physician, wrote.</p>

<p>The detailed report said that Biden did have “perceptibly stiffer and less fluid” motion while walking than a year ago, and suffered “increasing frequency and severity of ‘throat clearing’ and coughing during public speaking engagements.”</p>

<p>However, these two symptoms were not considered of immediate concern and did not appear to result from serious conditions, O’Connor’s letter said.</p>

<p>On a raft of tests, Biden came out with high marks.</p>

<p>He has “no signs of heart failure,” “no dental issues,” has no “suspicions for skin cancer,” and his eye health “is reassuring.”</p>

<p>One reason for that solid report may be the doctor’s finding that “the president does not use any tobacco products, does not drink alcohol, and he works out at least five days a week.”</p>

<p>Biden, who turns 79 on Saturday and is the oldest president in US history, takes three common prescription medications and two over-the-counter medicines, as well as wearing contact lenses, the letter revealed.</p>

<p>He measures five feet, 11.65 inches (1.82 meters), weighs 184 pounds (83.46 kg) and has a body mass index of 25.</p>

<p>A smiling Biden returned to the White House from his checkup at Walter Reed hospital earlier, saying “I feel great.”</p>

<p>“We’re in great shape,” he said, wearing his trademark aviator sunglasses.</p>

<p>While the annual visit to Walter Reed hospital was routine for a president, the requirement for Biden to transfer power while sedated during a colonoscopy exam made history.</p>

<p>For one hour and 25 minutes, Harris was the first woman to hold presidential power in the United States. She is already the first female vice president.</p>

<p>The White House press office said that official letters to Congress declaring the temporary transfer of power were sent at 10:10 am (1510 GMT). “The president resumed his duties at 11:35 am,” (1635 GMT), the White House said in a statement.</p>

<p>“Today that was another chapter in that history for many women, young girls across the country,” Press Secretary Jen Psaki said, noting Harris’ trailblazing role.</p>

<p>Harris made an unsuccessful bid for the Democratic Party nomination in 2020, before being picked as Biden’s running mate. While holding the temporary presidential reins she continued to “work from her office in the West Wing,” Psaki said.</p>

<p>Big Brother Naija, BBNaija season 6 star, Jumoke Zainab Adedoyin, known as JMK, has disclosed how her apartment got burnt.</p>
<p>She said she lost valuables in the fire incident.</p>
<p>JMK in a post on her Snapchat, sharing pictures of the ruins in her room, described the incident as devastating, hoping to recover all she lost.</p>
<p>She disclosed that around 4am, November 16th, her air conditioner caught fire from a surge while she was asleep in the room.</p>

<p>“The last couple of days have been beyond devastating. I thank God for my life and the life of my friends. 4am on the 16th of November, my Air Conditioner caught fire from a surge while I was sleeping in the room. I woke up choking to the smoke, ran to my friend’s room to call her but all efforts to put out the fire were in vain. Before the firefighters came the room was burnt to the ground. The fire outbreak took everything that I own down to all my certificates,” she said.</p>
<p>She, however, expressed hope saying she’ll bounce back as long as she’s still breathing.</p>
<p>JMK went ahead to call out those who accused her of chasing clout with the incident, describing them as insensitive and inhuman.</p>
<p>“It is how insensitive some of you are, I was not going to speak on this but it’s one thing to not like someone, it’s another thing to wish bad things on them.</p>
<p>“Saying I’m chasing clout is very sad and annoying. I don’t even wish this on my enemies. BBNaija is just a show.”</p>

<p>Chelsea’s squad to face Leicester City in today’s English Premier League (EPL) tie has been revealed.</p>
<p>According to Football London, Chelsea manager, Thomas Tuchel, has named a 23-man squad to tackle Leicester at the King Power Stadium.</p>
<p>Tuchel’s men head to the game following a 1-1 draw with Burnley in their previous Premier League encounter.</p>
<p>The Blues are currently on top of the Premier League table with 26 points from 11 matches.</p>

<p>The Police, on Friday, said they would commence medical screening on Tuesday for successful candidates in the recently concluded Computer-Based Test (CBT) for the ongoing 2020 recruitment of Constables into the Force.</p>

<p>The Force Public Relations Officer (FPRO), Mr Frank Mba, said this in a statement in Abuja.</p>
<p><br /></p>
<p>He said the medical screening was the next stage of the recruitment process and would hold from Nov. 23 to Dec. 6.</p>
<p><br /></p>
<p>Mba said the exercise would be conducted by the Nigeria Police Medical Services between 8 a.m. and 3 p.m. daily at the designated Police clinics and hospitals in the 17 Police zonal commands across the country.</p>

<p>He called on candidates who participated in the CBT to check their application status on the recruitment portal, www.policerecruitment.gov.ng and print out their medical screening slip, if qualified.</p>

<p>According to him, candidates are to appear at the various screening venues in their clean white T-shirts and shorts.</p>
<p><br /></p>
<p>He said the National Identity Card/Slip and printout of the medical screening slip (as obtained from the portal) were mandatory requirements for the exercise.</p>
<p><br /></p>
<p>Mba urged candidates to stick to their allotted date and time as the exercise would be carried out in strict compliance with the COVID-19 prevention protocols.</p>
<p><br /></p>
<p>He reiterated that the recruitment exercise is free while the medical screening would be conducted in the best tradition of transparency and professionalism.</p>
<p><br /></p>
<p>Mba cautioned the applicants against being swindled by online fraudsters and other criminal elements who would want to take advantage of the recruitment process to defraud them.</p>
<p><br /></p>
<p>He warned that criminals would be arrested and prosecuted, advising candidates to call 08100004507 for any inquiry, especially on the operations of the portal.</p>

<p>Ardova Plc is pleased to announce  the successful completion of a N25.3 billion Series 1 (TrancheA and TrancheB) Fixed Rate Senior Unsecured Bond Issue (“the“BondIssue”) under its N60billion Debt Issuance Programme.</p>
<p>The Bond Issue is the largest local currency bond issuance by an indigenous oil and gas company in the history of the Nigerian debt capital markets.</p>

<p>The Bond Issue was 143% subscribed and comprised a 7-year Tranche-A andm10-year Tranche-B bonds. The 7-year Tranche-A bonds priced at13.30% and the 10 year Tranche-B bonds priced at 13.65%.</p>
<p>The Bond Issue attracted participation from a diverse range of institutional investors including pension funds and asset managers, supported by an A-rating from Data Pro and an A-rating from GCR.</p>
<p>The strong level of oversubscription demonstrated investor confidence in Ardova’s niche position as a leading indigenous integrated energy company, its strong management team, business strategy and credit profile.</p>
<p>Ardova will apply the proceeds of the Bond Issue to fund expansion projects and its working capital requirements.</p>
<p>Vetiva Capital Management Limited and StanbicIBTC Capital Limited acted as Lead Issuing House and Joint Issuing House respectively to the Bond Issue. Other professional parties include Banwo & Ighodalo and Aluko & Oyebode who acted as Solicitors to the Issue and Solicitors to the Trustees respectively, and PricewaterhouseCoopers who acted as Reporting Accountants.</p>

<p>Femi Adesina, the Special Adviser to President Buhari on Media and Publicity, said the Nigerian Army became an “Army of anything goes” under the leadership of Gen Ibrahim Babangida, Sani Abacha, and Olusegun Obasanjo.</p>

<p>Adesina stated this in his weekly opinion titled “NO LONGER ‘AN ARMY OF ANYTHING GOES.”</p>

<p>He added that it took the leadership of President Muhammadu Buhari to restore the lost glory of the Nigerian Army.</p>
<p><br /></p>
<p>He said the Nigerian Army is now a professional armed force and “should anybody then deride such an institution? Not if we value or hold anything dear. To ridicule, disdain, or malign our army is to cast our pearls before swine. The pigs would trample them in the mud.”</p>

<p><br /></p>
<p>There’s no institution that cannot atrophy or degenerate, if like a fish, it begins to rot from the head. And that was the story of the Nigerian Army at a point in time when there was a deliberate policy to emasculate and debilitate it, incidentally by leadership that emerged from its very bowels.</p>
<p> </p>
<p>Our army had done exploits in Burma, in Congo, at different peacekeeping operations in many parts of the world, but by 1993, it had deteriorated to become “an army of anything goes.” Like disorganized Boy Scouts. Pity!</p>
<p><br /></p>
<p>Why should we believe that unflattering appellation? Because it came from one of its very own, a well-respected Chief of Army Staff, Lt. Gen. Salihu Ibrahim.</p>
<p><br /></p>
<p>Ibrahim had commanded the army from August 1990 to September 1993, and when he was retiring, he lamented that the once-revered institution had become “an army of anything goes.”</p>
<p><br /></p>
<p>There was hardly a whimper in protest because the army itself knew that its Chief spoke the truth. Many years before then, a police spokesman, Alozie Ogbugbuaja, had said all that officers of the army knew how to do was to plan coups, drink beer, “and eat pepper soup.” Great was the umbrage, and that impudent policeman was run out of town.</p>
<p><br /></p>
<p>But by the time Salihu Ibrahim spoke in 1993, the pepper soup was almost no longer there. Gen Ibrahim Babangida, incidentally a former Chief of Army Staff himself, had rendered the institution prostrate and comatose, so much so that it was almost not able to shoot firecrackers again, not to talk of guns, light or heavy.</p>
<p><br /></p>
<p>What Babangida started was consummated by Sani Abacha, and Olusegun Obasanjo, two other Generals of the Nigerian Army. It became truly “anything goes,” to the disquietude and sorrow of some officers trained in the finest traditions of the military.</p>
<p><br /></p>
<p>The situation was not radically better under subsequent Presidents, until that thoroughbred soldier, an officer and gentleman from Daura came. It is said that you can not likely effect change in a system, unless you were sufficiently vexed with the inadequacies of that system. Muhammadu Buhari did not do any other thing after school, other than soldiering. So he knew the Nigerian Army in its days of glory, and he also saw when it had degenerated into “an army of anything goes.”</p>
<p><br /></p>
<p>It is on record today that no Nigerian leader has trained, equipped and motivated the army as much as Muhammadu Buhari has done. The Nigerian Navy and Air Force would have their days, but let us focus on the Nigerian Army today.</p>
<p><br /></p>
<p>When the Boko Haram insurgency started in 2009, it was envisaged that the army would make short work of it. Didn’t it do same to the Maitatsine sect, and other disruptive forces before it? But to our consternation, the insurgency survived Umaru Musa Yar’Adua, Goodluck Jonathan, and has stretched a battle-tested Buhari, almost to the limits of his strength.</p>
<p><br /></p>
<p>Right on Inauguration Day, the new President in 2015 directed that the command centre of the war be moved to the Northeast, which was the epicenter. And he took personal interest in the equipping, training and motivation of the military. The result today is that the Nigerian Army has never been better positioned to discharge its duties. One is not saying everything is perfect, but it is a far cry from the days of “anything goes.” Discipline is restored, esprit de corps is revived, and honor reigns again.</p>
<p><br /></p>
<p>An administration that is out to feather its own nest won’t spend billions of naira to equip its military. But the United States of America bears testimony that it has sold $593 million worth of military equipment to Nigeria under Buhari. The same administration has committed a total $100 million to the Multinational Joint Task Force fighting Boko Haram between 2015 and now. A contract of $152 million was signed with China, and tanks and artillery guns/trucks were recently taken delivery of. I repeat: when a government is out to steal, it does not equip, train or motivate the military. They become “an army of anything goes.”</p>
<p><br /></p>
<p>Did you hear Chief of Defence Staff, Gen LEO Irabor, talk of the army a couple of days ago, in response to some reports making the rounds about the EndSARS probe panel report in Lagos? He said: “The armed forces of Nigeria is a professional armed forces, we are peopled by Nigerians, and remain committed to constitutional mandates. So, we do not at this point think that Nigerians should make disparaging remarks regarding the armed forces of Nigeria, in the sense that we are a professional armed forces, if there are issues, we address them within the ambit of the provisions. It would not be right to disparage men and women who have worked so hard to ensure that the territorial integrity of this nation is kept intact…The armed forces are there to provide the ambience that will enable every Nigerian to live in peace and harmony. Let us not make inciting comments that will put the entire space on fire. That’s not right.”</p>
<p><br /></p>
<p>Now, compare the two. It’s “an army of anything goes.” True. Very true, as of that time. Now, today, “The armed forces of Nigeria is a professional armed force…and remain committed to constitutional mandates.” True, very true. What makes the difference? Leadership. Under Muhammadu Buhari, the Nigerian Army has got its groove back. It is discharging its duties to the country and the citizens, making the ultimate sacrifice when necessary, so that you and I may live in peace and be safe.</p>

<p>Should anybody then deride such an institution? Not if we value or hold anything dear. To ridicule, disdain or malign our army is to cast our pearls before swine. The pigs would trample them in the mud.</p>
<p><br /></p>
<p>But for those who know the value of gold, they pray daily, asking God to protect our troops, as they strive to keep the nation intact, so we can go about our lawful duties. Only evildoers need fear the army. Other lawful citizens should appreciate them, and extol their commitment and sacrifices. May God keep and protect our troops. Amen. It is surely no longer “an army of anything goes.”</p>

<p>The Minister of Youth and Sports, Sunday Dare, has said that the National Youth Service Corps scheme is here to stay and cannot be scrapped.</p>

<p>Dare said this when responding to a question regarding the calls to scrap the NYSC scheme at the State House on Thursday.</p>
<p><br /></p>
<p>The minister said the cancellation of the scheme at this point of Nigeria’s history will be like throwing the baby away with the bathwater, adding that some communities will not survive without Youth corps members.</p>
<p><br /></p>
<p>He said, “The contribution of the NYSC scheme to national development and national unity has been audited. We have communities who wait for youth corpers every year to come and help them with their health facilities.</p>

<p>“We have the CDS programme. Multiple projects across communities are projects done by our youth corpers. And I don’t want to talk about the soft side of the NYSC; marriages, long-term friendships and the rest.”</p>

<p>He said the ministry has begun a gradual review to look at areas it needs to improve to make the Scheme better.</p>
<p><br /></p>
<p>“We don’t throw such programmes away. The largest single concentration of Nigerian youths annually, 320,000, is the NYSC. Some communities will not survive without corpers,” Dare added.</p>

<p>The Minister of Finance, Budget and National Planning, Zainab Ahmed, informed the National Economic Council on Thursday, that the Bridge Facility is now being processed by the Central Bank of Nigeria.</p>

<p>The approved Bridge facility ofN656.11bn will be disbursed in six tranches over six months to the states.</p>

<p>Each of the 36 states is expected to receive a total loan amount of N18.2bn, with a 30-year tenor, and a2-year moratorium at an interest rate of 9 per cent.</p>

<p>The total eligible population of Nigerians for the vaccine is over 111 million, he added.</p>

<p>“Given the availability ofvaccines, we have started rolling out a plan to vaccinate 50 percent ofNigerians, 18 years and above by January 31st, 2022,” the NPHCDA DG said, adding that there would be a scaling up of over 3,000 health facilities nationwide.</p>

<p>In his presentation to the council on State performance report on COVID-19, the Director-General, NigeriaCentre for Disease Control, Dr Ifedayo Adetifa said Nigerians must continue to maintain and sustain the COVID-19 response, especially as it enters the holiday period where there will be anticipated travels within and outside the country, as well as mass events to herald the holiday season.</p>

<p>A Federal High Court sitting in Osogbo, on Thursday, granted bail to Yahaya Zakariya, a popular Ilorin-based blogger over alleged defamation.</p>

<p>Zakariya, who is facing a one-count charge of defamation had earlier pleaded not guilty to the offence slammed on him.</p>

<p>The Presiding Judge, Justice Emmanuel Ayo, in his ruling, granted the defendant bail in the sum of N1 million and one surety in the like sum.</p>

<p>Justice Ayo said the surety must reside within the jurisdiction of the court, with affidavit of means and tax payments, while his address should be verified by the Investigation Police Officer (IPO).</p>

<p>Benue State Governor, Samuel Ortom has expressed confidence on the newly elected leadership of the Peoples Democratic Party, PDP, saying they will lead the party to victory in the forthcoming 2023 general elections.</p>

<p>The Governor stated this on Thursday, in Abuja when he received a team of party leaders led by Founder of Daar Communications Limited, owners of African Independent Television, AIT, Chief Raymond Dokpesi.</p>

<p>It was reported that the leadership of the party who were recently elected during its National Convention in Abuja is billed for inauguration second week of December 2021.</p>

<p>Ortom expressed optimism that the former Senate President, Dr Iyorchia Ayu, the elected national chairman of PDP and other new executive committee of the party would help to rescue the country from the shackles of APC’s bad governance in 2023.</p>

<p>The pump price of Premium Motor Spirit, popularly called petrol, may rise from the current N162-N165/litre to N170/litre, while its depot price is projected to increase from N159/litre to N165/litre, oil marketers said on Thursday.</p>

<p>Dealers under the aegis of the Independent Petroleum Marketers Association of Nigeria and the Petroleum Products Retail Outlets Owners Association of Nigeria warned that the rising cost of petrol at depots would definitely warrant commensurate increase in pump price if not checked.</p>
<p><br /></p>
<p>They also complained of PMS supply problems, stressing that many tank farms or depots had no petrol, which was why the few ones that had the commodity had to increase its price from the approved N148/litre price to N159/litre.</p>
<p><br /></p>
<p>But the Nigerian National Petroleum Company Limited maintained its stance that it had enough petrol to last the country all through the festive season and beyond.</p>
<p><br /></p>
<p>IPMAN and PETROAN members own bulk of the filling stations across the country and make purchases from depots before selling to final consumers at their various retail outlets.</p>
<p><br /></p>
<p>Providing explanations for the rising cost of petrol at depots, owners of the facilities told our correspondent that it was because the recent agreement reached by key stakeholders in the downstream oil sector had yet to be effected by the Federal Government.</p>
<p><br /></p>
<p>The NNPC had last week agreed to revert to naira-denominated invoices for excess capacity for coastal movement using the Investors and Exporters window rate for the time being, but this had yet to be implemented.</p>
<p>Depot owners had argued that the payment of the charges in dollars was a major hindrance to their effective participation in products distribution, saying this had led to scarcity in many cities.</p>

<p>On the possibility of a hike in the pump price of petrol soon, the National Public Relations Officer, IPMAN, Chief Ukadike Chinedu, said it was inevitable if the current increase in depot price persists.</p>

<p>Asked if the high depot cost could result in an increase in pump price, he replied, “Yes, because if you look at our profit margin, you will realise that it is regulated and fixed.</p>
<p><br /></p>
<p>“And they (government) often talk about deregulation. But you cannot do deregulation in a regulated market. There is a band and you say you are doing deregulation.</p>
<p><br /></p>
<p>“So for marketers, any moment from now, we will be pushed to take the band above N165 to N170 if this situation continues.”</p>
<p><br /></p>
<p>Chinedu further argued that there had been problems with product availability, contrary to the position of the NNPC that it had enough petrol that would last for months.</p>
<p><br /></p>
<p>The IPMAN spokesperson said, “I want you to know that the availability of petrol is a problem. Most tank farms don’t have products. And the place to go and buy product is from the few ones that have.</p>
<p><br /></p>
<p><br /></p>
<p>“And as a result, profiteering will set in and they will be selling at N159 to N160/litre. You (marketers) will now consider moving the product to your filling stations, particularly for marketers who don’t get bridging claims.</p>
<p><br /></p>
<p>“Now this marketer will pay close to N100,000 to be able to send the product to his station. Now when the product gets to his station, that product’s cost is almost at N163/litre. So, will he use only N2 margin to sell petrol, knowing that he will pay staff, power bill, taxes, etc?”</p>
<p><br /></p>
<p>Chinedu added, “Marketers should not be held responsible when the pump price increases. Many tank farms don’t have products. So marketers don’t have any option because if they buy, they sell.</p>
<p><br /></p>
<p>“If there is surplus you will see marketers selling at N162/litre or below, but right now you hardly find anyone selling at that price. I also want to let you know that by next week, products will be close to N165/litre at depots.”</p>
<p><br /></p>
<p>The President PETROAN, Billy Gillis-Harry, confirmed the position of IPMAN, noting that retailers of petrol at filling stations would adjust their prices upwards beyond the N165/litre if depots continued to sell at unapproved rates.</p>
<p>He said, “Private depot owners have increased their prices arbitrarily by themselves. Most retail outlets are very disciplined now by keeping the pump price within the band.</p>

<p>“But if the depots keep maintaining the N157 to N159/litre as they are doing, there will be no choice for retail outlet owners but to also add the commensurate price to it. That’s the reality.”</p>
<p>Gillis-Harry, however, stated that PETROAN had reported officially to the defunct Department of Petroleum Resources, which had now metamorphosed into two agencies based on the implementation of the Petroleum Industry Act.</p>

<p>“We will be having meeting with the new midstream and downstream regulator soon and this will be one of the issues that will come up when we meet,” the PETROAN president stated.</p>

<p>On why depot owners had raised their pride beyond the approved N148/litre price, an official of the Depot and Petroleum Products Marketers Association of Nigeria told our correspondent that the NNPC had failed to implement an agreement that was reached by stakeholders last week.</p>

<p>The official said NNPC had agreed to revert to naira-denominated invoices for excess capacity for coastal movement using import and export window rate for the time being.</p>
<p><br /></p>
<p>The source further explained that the dollar charges on port dues of fuel vessels by the Nigerian Maritime Administration and Safety Agency and the Nigerian Ports Authority had been a challenge to depot owners.</p>
<p><br /></p>
<p>The official stressed that the insistence of the agencies was despite a presidential directive that had ordered both organisations to stop doing so.</p>
<p><br /></p>
<p>According to the source, the NNPC is now charging in dollars for the use of its vessels contrary to the naira charges previously done.</p>
<p>He stressed that the cost was now huge on depot owners, as this was the basic reason for the hike in depot price to N159/litre.</p>
<p><br /></p>
<p>The Group General Manager, Group Public Affairs Division, NNPC, Garba-Deen Muhammad, could not be reached for comment, as he did not answer calls to his phone.</p>
<p><br /></p>
<p>He had yet to respond to a WhatsApp message sent to him on the matter at the time of filing this report.</p>

<p>However, Muhammad had said in a statement issued recently that the NNPC had over 1.7 billion litres of petrol in stock and more product was expected to arrive Nigeria daily over the coming weeks and months.</p>

<p>The police in Jigawa State have arrested a 70-year-old grandfather, Adamu Garba and 35-year-old Haruna Musa for allegedly rapping a 14-year-old girl in Birnin Kudu Local Government Area.</p>

<p>The National Executive Council of the Nigeria Union of Teachers has directed its members in Kaduna State not to participate in the competency test being organised by the state government.</p>
<p>The Deputy National President of the union, Mr Kelvin Nwankwo, gave the directive in Kaduna on Wednesday, during a meeting with teachers in the state.</p>
<p>Nwankwo explained that the union issued the directive following plans by the Kaduna State Government to conduct competency tests for public primary school teachers in December.</p>
<p>The Kaduna State Universal Basic Education Board had in July announced plans to conduct competency test for primary school teachers to ensure quality teaching.</p>

<p>Dr Christy Alademerin, Permanent Member, Human Resource Management, Kaduna SUBEB had disclosed that the competency test was to ensure that the state has “the best of the best”.</p>
<p>“We are going to conduct the competency test to either weed out incompetent ones or whatever the outcome will look like, just to maintain the standards,” she said.</p>
<p>Reacting to the development, the state wing of the union in a communique on Aug. 18 declared that none of its members in public primary school would sit for the test.</p>
<p>The deputy national president said that the union’s NEC was behind the decision of the Kaduna state wing.</p>
<p>He insisted that the teachers’ competence had been proved by various accredited universities and colleges of education and were also tested before they were hired.</p>
<p>According to him, the NUT affirms and relies on the provisions of Section 1(d) Teachers Registration Council of Nigeria (TRCN) Act, CAP.T3 LFN 2004, which made provisions for the regulation and control of the teaching profession.</p>
<p>“As teachers who belong to a professional body, registered and licensed, we shall only subject ourselves to any professional recommendation issued by our Regulatory Council, but no other body.</p>
<p>“The NEC had unequivocally resolved that no teacher should be subjected to any form of competency test under any guise or colouration but advised that issues of quality education should be pursued vigorously by the state government and teachers at all levels and at all times,” he said.</p>
<p>He advised state governments to embark on a mandatory continuous training programme in line with the practice in all professions, such as nursing, medicine and the legal profession.</p>
<p>He added that the teachers were available and willing to participate in refresher courses, workshops, seminars, or training to fill knowledge gaps in their various areas of specialisation.</p>
<p>“However, we are opposed to any political ploy aimed at easing teachers out of service, with the pretext that such teachers had failed examinations,” he said.</p>
<p>The State Chairman, Mr Ibrahim Dalhatu, also stressed that only TRCN was legally empowered to conduct any form of competency test for teachers, adding that teachers would not subject themselves to any test conducted by any other body.</p>
<p>NAN recalls that the state government had in January 2018 sacked 21,780 primary school teachers for failing a competency test conducted in 2017 and recruited 25,000 qualified ones.</p>
