Ex-Brazilian football chief Ricardo Teixeira was banned for life from football on Friday for bribery, FIFA announced.<br />
<br />
World football’s governing body said the Brazilian was banned and fined one million Swiss francs (907,000 euros) for taking bribes for marketing and media rights for continental and Brazilian football competitions between 2006 and 2012.<br />
<br />
Teixeira, the 72-year-old ex-son-in-law of the late former FIFA president Joao Havelange, is also a former FIFA executive committee and standing committee member.<br />
<br />
FIFA said in a statement that its investigation into Teixeira focused on “bribery schemes” carried out between 2006 and 2012 “in relation to his role in awarding contracts to companies for the media and marketing rights” for competitions run by the federations (CBF) of Brazil, South America (CONMEBOL) and North and Central America (CONCACAF).<br />

Teixeira, a lawyer by profession, is wanted by US authorities for his part in the major corruption scandal that erupted in 2015 implicating the then head of FIFA Sepp Blatter and a string of top officials in world football.<br />
<br />
His successor Jose Maria Marin was arrested in Zurich in 2015 ahead of a FIFA meeting, extradited to the United States and later sentenced to four years in prison by the American courts.<br />
<br />
But Teixeira and another former CBF chief Marco Polo Del Nero have remained in Brazil and escaped extradition.<br />
<br />
Teixeira also dodged a Spanish attempt to bring him to justice for alleged involvement in the same case that saw ex-Barcelona boss Sandro Rosell jailed.<br />
<br />
He has also been under investigation in Andorra and Switzerland.<br />
<br />
“Is there a safer place than Brazil? Which? Why would I run if here I’m not accused of anything? Everything they accuse me of abroad is not a crime in Brazil. Not that I’m saying if I did it or not,” he told the Folha de Sao Paulo newspaper in 2017.<br />
<br />
Well before the FIFA scandal, Teixeira was one of the main beneficiaries of ISL — the discredited Swiss marketing firm in charge of rights for FIFA before going bust in 2001.<br />
<br />
According to court documents made public in 2012, ISL paid out kickbacks of over 40 million Swiss francs to Blatter’s predecessor Havalange and Teixeira between 1992 and 2000.<br />
<br />
Aside from Marin the only other leading South American football baron to appear before US justice was Juan Angel Napout.<br />
<br />
The former Paraguayan football chief and ex-president of CONMEBOL was sentenced to nine years in prison at his 2018 trial.<br />
<br />
Polo Del Nero was also banned for life for his role in the scandal.

The Federal Government has directed that all unqualified teachers should be flushed out of Nigeria classrooms by December 31, 2019.<br />
<br />
The Registrar of the Teachers Registration Council of Nigeria (TRCN) stated this while inducting over 200 Education graduates of the University of Ibadan.<br />
<br />
According to him, the quacks teaching Nigerian children will be thrown out and replaced by qualified and certificated Education graduates to mould sound future leaders for the country.<br />
<br />
The Registrar noted that teachers must stand shoulder to shoulder with other professional groups in the knowledge-driven economy.<br />

While administering the Oath of Practice on the inductees, Prof Ajiboye reiterated that any teacher found wanting in the code of practice will be sanctioned.<br />

He also said that Nigerian teachers now have a separate and unique career path with the recent approval of Teachers’ Career Path by the National Council on Education<br />
<br />
“It is worthy to stress the importance of today’s induction ceremony in line with government directives. The Federal Government has directed that by 31st of December 2019 all unqualified people practising the profession of teaching will d be swept from the classroom and their place will be occupied by young and vibrant professional teachers like you.<br />
<br />
“We need to appreciate the fact that education unlocks the key to modernization, but the teacher holds the key to that door. He is the hub of any educational system and the major determinant of its quality.<br />
<br />
“This is so because he is saddled with the responsibilities of translating educational policies into practice and programmes into actions and therefore, my dear inductees you have a big role to play in changing the pendulum of affairs in your place of service,” Professor Ajiboye said.

The Benue Police Command on Friday said it arrested 16 suspected cults members in connection with several killings in the state.<br />
<br />
The State Police Public Relations Officer, DSP Catherine Anene, told News Agency of Nigeria in Makurdi that the mode of the homicide has links with cult killings.<br />
<br />
Anene said that the arrests of the suspected cultists was over a period of three weeks, adding that the command had deployed officers in strategic areas to forestall further killings in the state.<br />
<br />
According to her, the command had also held a roundtable discussion with stakeholders concerning the sudden rise of cult activities in the state and solicited information to execute arrests of those behind it.<br />

“In the past three weeks there were killings that our investigation reviewed were cult related.<br />
<br />
“Our investigation revealed that there was a clash between cults groups and even the modus operandi of those killings communicated to us that they were cult killings.<br />
<br />
“12 cultists were arrested and they had confessed to the crime though some denied. We later got four from Gboko in connection with the killings.” she said<br />
<br />
The PPRO explained that there were other deaths recorded that appeared more of accidents than homicide and the command had initiated full investigations into such deaths.<br />
<br />
She said the command was waiting for autopsy reports of a man, his wife and son found dead in Northbank, Makurdi, to determine the next line of action.<br />
<br />
Anene also said that Operation Puff Adder had curtailed kidnap activities in Gboko and parts of Katsina-Ala.<br />
<br />
She said that the security operation had foiled two kidnap attempts in Katsina-Ala and Gboko Local Goverment Areas.<br />
<br />
The PPRO appealed to members of the public to take security business seriously to prevent criminals from having their way in society.<br />
<br />
“The Police are doing their best but if people becomes careless because the Police are working, criminals will take advantage of their carelessness to commit crime.<br />
<br />
“Sometime in August some young men were arrested they claimed that they were hosting a party but behind that party was a cult initiation that was going on.<br />
<br />
“So they assembled as if they were doing something legitimate to deceive the general public but behind the assembly they go behind to do what they want to do.”

Faceless gunmen have attacked two Federal Road Safety Corps officers travelling from Abuja to Lagos on an official assignment on Friday, killing one and injuring the other.<br />
<br />
The officers were travelling in a Toyota Hilux pick-up van with registration number, PILOT 01A when the driver was shot in the head at Oshawa near Lokoja, the Kogi State capital.<br />
<br />
The Corps Education Officer, Commander Bisi Kazeem, made this known in a statement on Saturday that the incident occurred at about 1:50 p.m. on the Lokoja-Okene Highway.<br />
<br />
It said, “The suspected kidnappers, according to first information report, were said to have opened fire at the sight of the marked vehicle and, unfortunately, shot the driver in the head, killing him instantly.<br />
<br />
“The vehicle subsequently lost control and veered off the road. It took hours before the rescue team could locate the vehicle in the bush and evacuate the victims.”<br />

<br />
The Corps Marshal, Dr. Boboye Oyeyemi, also expressed his heartfelt sympathy to the family of the bereaved, the entire management and staff of the Corps for the death of the officer.<br />

The sad occurrence has since been reported to the police for investigation.

The Federal Government has raised the alarm of the possibility of an estimated seven million illegal weapons being in possession of non-state actors and criminal elements in the country.<br />
<br />
It said the number represented a total of eight to ten million illegal arms in the West African sub-region.<br />
<br />
This was as the Director-General (DG) of the State Services, Mr. Yusuf Bichi, charged the participating heads of security agencies, to ensure effective synergy, in the nation’s quest to deal with threats to security.<br />
<br />
The National Security Adviser (NSA), Maj-Gen. Babagana Monguno (rtd), made the startling revelation yesterday at the National Institute for Security Studies (NISS), Abuja.<br />
<a name='more' id="more"></a><br />
<br />
This was as the NSA explained that the military’s involvement in aid of civil authority was necessitated by the complexity of contemporary security challenges, which have “overstretched” the capacity of the police.<br />
<br />
“It is estimated that over 70 per cent of the 8 to 10 million illegal weapons in West Africa are domiciled in Nigeria and in the hands of non-state actors and criminal groups”, the NSA said.<br />
<br />
According to him: “These illegal arms stoke up violent conflicts, armed banditry, kidnapping, cattle rustling, militancy and the insurgency/terrorism experienced in Nigeria.”<br />
<br />
The NSA spoke at a one-day strategic forum for heads of security agencies of the 36 states and the FCT at the NISS’, a foremost security and intelligence research institute of the Department of State Services (DSS).<br />
<br />
In his keynote address to the participants entitled, “Contemporary Security Challenges in Nigeria: Implications for National Security”, Monguno observed that the past decade had witnessed various security challenges, that had impeded on socio-economic growth and political development in the country.<br />
<br />
The NSA identified some of the threats to national security to include: terrorism, effects of climate change, activities of international oil thieves/vandals, cattle rustling, among others.<br />
<br />
His words: “The most prominent terrorist activities which involves Boko Haram Terrorists (BHTs) and Islamic State of West Africa (ISWAP) remains a major existential threat to the country.<br />
<br />
“The activities of violent non-state actors, especially terrorists in the North East, armed bandits in the North West and North Central as well as militants and sea robbers in the South South, continue to impact heavily on Nigeria’s economy.”<br />
<br />
Commenting on the military’s involvement in internal security (IS) operations, Monguno said: “The military aspect of national security refers not just to responses to military threats, but the use of military instruments to address broader security issues.<br />
<br />
“However, the complexity and intensity of the numerous security challenges in the country has necessitated the involvement of the Armed Forces to participate in aid of civil authority.<br />
<br />
“This is primarily due to the fact that the Nigeria Police Force has been overstretched in containing most of the threat situations.”<br />
<br />
On the way forward, the retired General called on regional armies and security agencies to dominate ungoverned spaces, track financing of terrorists, among others.<br />
<br />
In his welcome address, Bichi maintained that strengthening of synergy remained critical to tackling security threats in the country.<br />
<br />
The spymaster harped on proactive intelligence, saying such would enable security agencies to be ahead of the enemies.<br />
<br />
He said the essence of engaging heads of security from across the country was to foster unity and understanding among the participants, for effective delivery on national security mandate.<br />
<br />
While maintaining that “no service can do it alone” without partnership, the DG expressed the hope that the conference would have been able to identify areas of conflicts during joint operations, with a view to forging a common front.<br />
<br />
Also speaking, a former Director-General of the service, Mr. Afakriya Gadzama, re-echoed the importance of inter-agency cooperation.<br />
<br />
Afakriya, who delivered a lecture, expressed reservation over the clamour for state police, wondering how some governors, who had continued to struggle under the weight of delayed salaries, will be able to fund the initiative.

“Chevron Nigeria Limited, operator of the joint venture between the Nigerian National Petroleum Corporation, confirms that it is offering interested parties the opportunity to acquire its 40% interest in Oil Mining Lease 86 and Oil Mining Lease 88 in Nigeria,” spokesman Ray Fohr said in a statement.<br />

The All Progressives Congress (APC) on Thursday said it would expel its member, Charles Enya, who filed a suit seeking a third term for President Muhammadu Buhari.<br />

The plaintiff, in the suit filed by at the Federal High Court in Abakiliki, Ebonyi State, is praying for an order to amend the 1999 Constitution to allow the President to run for a third term in office.<br />
<br />
The party, in a statement by its National Publicity Secretary, Mallam Lanre Issa-Onilu, described the suit as anti-democratic.<br />
<br />
APC said the plaintiff would be expelled if found to be its member, adding that Enya may have been sent by the opposition.<br />

The party: “APC is, however, by this statement sending a strong signal to such other busybodies like Charles Enya who may be contemplating testing the resolve of our government on our mission to work for the best for our country to be ready to face the law.<br />

President Muhammadu Buhari will begin a two-legged trip out of Abuja on Friday; first to Malabo, Equatorial Guinea, for a summit, and another five-day visit to his country home, Daura, in Katsina State.<br />

The Presidency explained on Thursday that Buhari would be in Malabo to attend the 5th Gas Exporting Countries Forum Summit.<br />

Other gas producing countries expected at the summit include Algeria, Egypt, Libya, Bolivia, Iran, Qatar, Russia, Trinidad and Tobago, United Arab Emirates, Venezuela, Kazakhstan and Norway.<br />

The countries “account for 70 per cent and 80 per cent of global gas reserves and production, respectively,” Presidential spokesperson, Mr Garba Shehu, said in a statement.<br />

He said an invitation to Buhari to attend the summit was delivered to him on November 19 in Abuja by Mr Gabriel Lima, the Special Envoy of President Teodoro Mbasogo.<br />
<br />
The Presidency added, “Nigeria, being home to the largest natural gas reserves in Africa, over 202 trillion cubic feet, and the ninth largest in the world, the Malabo Summit provides a veritable platform for President Buhari to reaffirm Nigeria’s commitment to the broad objectives of the GECF, which among others, seek to ‘support the sovereign rights of member countries over their natural gas resources and their ability to independently plan and manage the sustainable, efficient and environmentally-conscious development, use and conservation of natural gas resources for the benefit of their people.<br />
<br />
“The Nigerian delegation will also use the opportunity to discuss current trends in the global gas market, potential policies for the energy sector and opportunities for collaboration.”<br />
<br />
Those to be on the President’s entourage are the Minister of Foreign Affairs, Geoffrey Onyeama; Minister of State for Petroleum Resources, Timipre Sylva; Minister of Mines and Steel Development, Olamilekan Adegbite; and the Group Managing Director, Nigerian National Petroleum Corporation, Mele Kolo Kyari.<br />

The Federal Government has launched a campaign for the return and restitution of Nigeria’s looted and smuggled artefacts from around the world.<br />

The Minister of Information and Culture, Lai Mohammed, in a statement issued by his Special Assistant (Media), Segun Adeyemi, launched the campaign at a briefing held in Lagos on Thursday.<br />
<br />

Mohammed disclosed that the London Metropolitan Police had seized the Ife Bronze Head and invited Nigeria to make a claim or they would have to return the artefact to the person claiming ownership of it.<br />
<br />
The minister also said the Federal Government would begin the campaign with a quest to retrieve the bronze head, which was one of the items stolen when one of the country’s national museums was burgled in 1987.<br />
<br />
He said, ‘’After it was brought to an auction in London two years ago, the auction house observed that it was an Ife Bronze Head, which belongs to the International Council of Museums Red List of cultural goods deemed to be most vulnerable to illicit traffic.<br />
<br />
‘’Now, the London Metropolitan Police have seized the object and invited Nigeria to make a claim, otherwise they will have to return it to the fellow claiming ownership. We have now started work on the return of the Ife Bronze Head to Nigeria.”<br />
<br />
Mohammed added that in launching the campaign, Nigeria had become emboldened by Article 4 of the UNESCO 1970 Convention, to which most countries around the world subscribe and which identifies the categories of cultural property that form part of the cultural heritage of each member state.<br />
<br />
He said that by the provisions of the Article, they include cultural property created by the individual or collective genius of nationals of the State concerned, and cultural property that has been the subject of a freely agreed exchange or received as a gift or purchased legally with the consent of the competent authorities of the country of origin of such property.<br />
<br />
The minister said, “With this announcement, we are putting on notice all those who are holding on to Nigeria’s cultural property anywhere in the world that we are coming for them, using all legal and diplomatic instruments available.<br />
<br />
“Gentlemen, we are under no illusion that this will be an easy task, but no one should also doubt our determination to make a success of this campaign.”<br />
<br />
The Minister added that it was impossible to imagine by what logic an Ife Bronze or a Benin Bronze or a Nok Terracotta could belong to any other part of the globe, except to the people of Nigeria, whose ancestors made them.<br />
<br />
“We have never laid claim to the Mona Lisa or a Rembrandt. Those who looted our heritage resources, especially during the 19th century wars, or those who smuggled them out of the country for pecuniary reasons, have simply encouraged the impoverishment of our heritage and stealing of our past.<br />
<br />
“These timeless and priceless pieces of art work were an important part of the nation’s past, its history, and heritage resource. Allowing them to sit in the museums of other nations robs Nigeria of our history.”<br />
<br />
According to him, in its quest to diversify the economy by leveraging the culture and tourism sector, the Federal Government considers these priceless artifacts as critical components of the diversification drive.<br />
<br />
He also said the Heads of State and Government of the ECOWAS Region met in December 2018 in Abuja and adopted a Political Declaration on the return of cultural property to their countries of origin.<br />
<br />
“We are bound by this Declaration, which has further brought discussions towards a Plan of Action”, he stated.<br />
<br />
Mohammed called on every museum and person holding on to the nation’s heritage resources anywhere in the world to initiate dialogue with the Federal Government.<br />
<br />
“We urge them to identify what is in their collections, transparently make them public, approach us for discussion on terms of return and restitution, as well as circulation and loans. They must acknowledge that ownership resides in us. They must be ready to sign agreements and Memoranda of Understanding in this regard, and they must be ready to release some of these antiquities for immediate return to Nigeria,” he said.

A bureau de change operator and the third prosecution witness, Adedeji Adelabu, has told Justice Okon Abang of the Federal High Court, Abuja, how Mohammed Dangana, an official of the Economic Community of West African States, instructed him to exchange and transfer millions of naira and foreign currencies to his personal accounts.<br />
<br />
The Economic and Financial Crimes Commission is prosecuting Dangana for criminal diversion of funds, misappropriation and money laundering to the tune of over N500m.<br />

At the resumed trial on Thursday, Adelabu while being led in evidence by the prosecution counsel, Mr Wahab Shittu, stated that one Mr Abubakar and Alhaji Oruma introduced Dangana to him, adding that he carried out two business transactions for the defendant between May and June 2016.<br />
<br />
This was contained in a statement by the EFCC spokesman, Wilson Uwujaren.<br />
<br />
The witness said, “The first transaction was the exchange of $1.5m to naira at the rate of N345.5 to one dollar. Mr Dangana instructed me to pay the sum of N344.9m to ECOWAS account and another N72.30m was paid to the account of Saldano Chambers domiciled in Guaranty Trust Bank. He also instructed me to pay another N1.5m to Saldano Chambers.”<br />
<br />
The defence counsel, J. Uchechukwu, cross-examined the witness after which the prosecution counsel sought the admission of the tendered documents.<br />
<br />
The defence team, however, objected to the admission of the documents.<br />
<br />
Abang adjourned the matter till December 16, 2019, for continuation of the cross-examination.

Fighter jets of the Nigerian Air Force have bombed more than 30 Boko Haram terrorists at a hideout in Ngoske on the fringes of the Sambisa Forest in Borno State.<br />

The operation was carried out by the Air Task Force of the Operation Lafiya Dole on Wednesday after intelligence reports indicated that the hideout was one of the areas where the terrorists launched attacks on army locations.<br />

The air force said on Thursday that fighter aircraft were thereafter called in to strike the terrorists’ location.<br />

The NAF Director of Public Relations and Information, Air Commodore Ibikunle Daramola, said the terrorists, who attempted to flee the location, were also mopped up in follow-up attacks by the jets.<br />

He said, “The operation was conducted pursuant to credible intelligence reports indicating that the settlement was one of the locations being used by the fighters as a staging area from where they attacked own troops’ positions in the southern part of the state. Accordingly, the ATF detailed its aircraft to attack the location.<br />

“Overhead the target area, over 30 terrorists were spotted near a large building surrounded by other smaller structures. The location was subsequently engaged by the attack aircraft, destroying some of the structures and neutralising the terrorists. NAF, operating in concert with surface forces, will sustain its efforts to completely destroy all remnants of the terrorists in the North-East.”

The Comptroller-General of the Nigeria Customs Service, Col. Hameed Ali (retd.), on Thursday told the House of Representatives that the closure of Nigeria’s land borders was a decision by the country’s armed forces.<br />

Ali also stated that the directive banning sales of petroleum products in fuel stations within 20 kilometres to the borders, though temporary, had started to yield positive results as Nigeria no longer subsidise fuel for the neighbouring countries.<br />

The Customs boss, who appeared before the joint House Committees on Customs and Excise; and Petroluem (Upstream) in Abuja, accused the Department of Petroleum Resources of refusing to furnish the service with data on the approved and illegal filling stations along the borders.<br />

The Customs boss said but for the lack of cooperation by the DPR, approved filling stations would have been isolated from the illegal ones.<br />
<br />
Ali, while agreeing with the committee that the policy should be reviewed to end the sufferings of the people living in border communities, said stations operating legally would be identified and allowed to dispense fuel in the affected areas.<br />
<br />
According to him, the illegal stations in the borders areas had more supplies than those in the city.<br />
<br />
He also said large numbers of fuel station were built along the boundaries, stressing that while fuel was discharged at the Nigerian end of the premises, it was dispensed at the other end outside the country.<br />
<br />
He said, “The 20km-decision to stop the supply of petroleum is not meant to be permanent but I know that there is a policy in this country that says no petrol station should be established 10km to the borders; it is in existence, it is a policy. It is now left for us to work with the DPR and ensure that this policy is implemented.<br />
<br />
“There is no doubt about it that we are losing a lot of money. We must also address the issue of petroleum price equalisation. There is no way we can sell petrol at N145 (per litre) in Nigeria and all our neighbours are selling it between N300 to N400 per litre. And you said people will not smuggle this to the neighbouring countries.”<br />
<br />
Ali queried the high number of fuel points in the border communities where the population was lesser than the volume of petrol supplied.<br />
<br />
The Director of DPR, Ahmed Shakur, said about 400 illegal fuel stations were operating in Nigeria’s border communities, in addition to about 923 others licenced to operate there.<br />
<br />
The chairman of the committee, Musa Sarki-Ada, directed the DPR to provide details of the fuel stations in the border communities to the Customs boss by Friday, blaming the department for the decision taken by the NCS.<br />
<br />
Meanwhile, the House, also on Thursday, passed the Tax and Fiscal Law (Amendment) Bill, also known as the Finance Bill, one week after the Senate approved the request by the executive.<br />
<br />
The executive bill, which was presented by President Muhammadu Buhari to the National Assembly as part of the measures to shore up revenue to finance the 2020 budget, seeks to amend the Petroleum Profit Tax Act, Customs and Excise Tariff Act, Company Income Tax Act, Personal Income Tax Act, Value Added Tax, Stamp Duties Act and the Capital Gain Tax.<br />
<br />
The Chairman of the House Committee, James Faleke, laid the report on the bill after which the lawmakers resolved into the Committee of Supply to approve the recommendations and clauses of the bill.<br />
<br />
The Speaker, Femi Gbajabiamila, later put the adoption of the report to a voice vote and it was unanimously adopted in plenary.<br />
<br />
Faleke said the new law would create a better business environment by eliminating double taxation.<br />
<br />
According to him, where public liability companies have paid taxes on their profits, the dividends to shareholders will no longer be taxable.<br />
<br />
Faleke also said the amendment had raised the threshold for N50 stamp duty charge for online transactions from N1,000 to N10,000, adding that, “this bill has also restricted the collection of the stamp duty strictly to the FIRS.”<br />
<br />
In another development, the House resolved to include in the 2020 Appropriation Bill, the recruitment of 10,000 personnel by the Nigerian Security and Civil Defence Corps.<br />

The resolution was passed as the lawmakers unanimously adopted a motion moved by Gudaji Kazaure at the plenary on Thursday.

The Minister of Works and Housing, Babatunde Fashola, has identified abuses by road users, insurgency, among others, as some of the causes of bad roads in the country.<br />

He stated this on Thursday at the 29th Meeting of the National Council on Works in Calabar. The meeting, with the theme, ‘Infrastructure as the pathway for prosperity,’ was attended by permanent secretaries, directors of work, and commissioners of works, among others.<br />

Fashola, who was represented by the Minister of State, Works and Housing, Abubakar Aliyu, said “The need to look beyond public budgets and the clamour for other funding sources for road projects are recurring decimals in the literature of Nigerian highways development.<br />
<br />
“The challenge of insurgency in some parts of the country, road-users’ abuses like the uncontrollable excessive axle loads by trucks, unauthorised use of federal roads right-of-ways, and many other problems which are begging for solutions can be explored to create a pathway for prosperity.”<br />
<br />
The theme of the meeting, according to him, “was carefully chosen to address the complex issues of road infrastructure development in our dear country towards proffering tangible solutions, comfortable environment to sustain business and the effects of giving the people back what they actually deserve as citizens of our great nation.”<br />
<br />
He added, “Our mandate in this meeting is to find new enduring possibilities on how to establish the link between infrastructure development and job creation, poverty alleviation, wealth creation and the empowerment of the informal sector, among others, in ensuring that the 10 million jobs target per annum by Mr President is attained.”<br />
<br />
Declaring the meeting open, the Governor of Cross River State, Prof. Ben Ayade, who was represented by his Deputy, Prof. Ivara Esu, commended the Federal Ministry of Works for holding the meeting in Calabar.<br />
<br />
He drew the attention of the minister to the deplorable state of the Calabar-Itu road and called for its urgent repair.<br />
<br />
“I empathise with those who travel through Calabar-Itu road. A journey that usually lasts one hour now takes about five hours. Is FERMA still in existence? Let FERMA maintain roads so that they will last for some time. Let us revive our maintenance culture,” he said and called on the Federal Government to support the super highway project and the deep seaport.

The Federal Road Safety Corps on Thursday made a U-turn on the use of Google map while driving.<br />
<br />
On Wednesday, the Sector Commander, Federal Capital Territory, Corps Commander Wobin Ayuba Gora had said that driving with the aid of Google map using mobile phones is a serious traffic offence.<br />
<br />
However, in a statement signed by Bisi Kazeem, the Corps Commander Public Education Officer, FRSC said that Gora was “quoted out of context on the use of google map app while driving.”<br />
<br />
Part of the statement said, “The Corps wishes to state that the Sector Commander must have been misquoted and his statement outrightly misrepresented because the Federal Road Safety Corps as a technology-driven organisation is not and has never stood against the use of google map by motorists.<br />
<br />
“To state the obvious, we have always enlightened the public on the position of the law on use of phone while driving which the Sector Commander tried to emphasize during the flag off. The statement he made during the flag off buttresses the position of the Corps, which is that any driver who intends to deploy the use of Google map while driving must have it set on the phone before embarking on the journey, not while the vehicle is already in motion as this could be dangerous to the driver and other road users, and can lead to road traffic crash.<br />

“We say this because, available records have shown that use of phone for whatever purpose; be it text, voice calls, chats, browsing, setting google map to find location etc while driving could be distractive and can easily lead to loss of concentration. This has led to many road traffic crashes with attendant loss of lives and properties.<br />

“On the strength of this, the Federal Road Safety Corps wishes to reiterate its position on use of phone while driving as a dangerous and hazardous road traffic behaviour which has led to unwanted and avoidable road crashes.<br />
<br />
“We, therefore, call on all motorists who intend to deploy the use of google map on their phone especially during the festive season when traffic density is high, to activate such before setting the vehicle in motion so as to ensure 100 per cent concentration on the wheels.”

An ex-Senator, Emmanuel Onwe from Ebonyi State, a former Speaker of Bayelsa State House of Assembly, Friday Komboyein and four others have been charged before the Code of Conduct Tribunal (CCT) in Abuja on charges of breach of code of conduct for public officers.<br />
<br />
A statement by CCT’s spokesman, Ibraheem Zakariya said while Onwe (a former Commissioner in Ebonyi) was arraigned alone on a charge in which he was accused of refusing to return his asset declaration form at the appropriate time, Komboyein and others were arraigned on a separate charge in which they are accused of abusing their offices.<br />
<br />
Those charged with the ex-Speaker are: two former Clerks – Aaron Timiye and Owudogu Edward; and two other ex-Accountants – Thomas Tamaraodubo and Koroye Stephen.<br />

According to Zakariya, all the defendants pleaded not guilty to the charges when they were arraigned on Wednesday.

The Congress of the United States has expressed deep concern and worry about what it called closing of media and civic space in Nigeria with a growing record of security services assaulting and detaining journalists.<br />
<br />
The Congress noted that the journalists, unarmed, have been using non-violent means to express their views and exercising their fundamental constitutional rights.<br />
<br />
On the other hand, the State Security Services have been “excessive force on non-violent protestors and taking other actions that inhibit freedom of expression.’’<br />
<br />
In a letter to Ambassador Sylvanus Nsofor, Head of Mission, Embassy of the Federal Republic of Nigeria in Washington, U.S., the Congress said journalists such as Omoyele Sowore, Jones Abiri, Kofi Bartels, Samuel Ogundipe and others who were investigating speaking out about “politically sensitive problems in the country like corruption or insecurity have been harassed and detained.<br />

“There are reports that some of them have even been tortured. In at least one instance, the DSS has ignored a court order to release a detained activist.<br />

Blackface and 2face have finally ended their legal rift after showing up in court on the  27th of November 2019. The former band-mates have decided to settle out of court.<br />

2Face who signed an undisclosed settlement agreement at the Ikeja High Court reportedly dropped his N50m defamation lawsuit against Blackface. He has also worked out an agreement that will enable him(Blackface) earn royalties from the song ‘African Queen’.<br />

In the same vein, it was gathered that Blackface has also agreed not to publicly call out 2Face.<br />
<br />
Blackface took to his Instagram page on Wednesday 27th of November 2019, confirming that they were indeed in court.<br />

Nobel laureate, Prof. Wole Soyinka has lamented distortions and media misconception of a BBC feature programme in which his 2014 experience with cancer was featured.<br />

Soyinka, in a statement on Wednesday, said he had not seen the final presentation of a BBC feature programme on Health Awareness in which his 2014 experience with cancer was featured, but that he had been bombarded by narratives of the most disquieting nature, distortions through either misreporting or media misconceptions of what the BBC feature actually conveyed.<br />

“The first – and most urgent – correction of course is to re-state that this is an ancient tale that is firmly situated in the past tense. In other words, I have not been under any cancer related condition for over five years. Indeed, it was in order to avoid creating any such anxieties that I refrained from even revealing my own ordeal until I had fully and successfully concluded treatment.<br />
<br />
“I made the original revelation in 2015, in support of the late Professor Femi Williams’ drive to set up an Africa Cancer Centre in Nigeria. It did not fail to strike an instructive chord that I had been a founding participant in that health initiative, little suspecting at the time that I was already a carrier of the enemy virus,” he said.<br />

<br />
Soyinka said more worrisome, was that some of the reportage suggested that he criticized Nigerians for seeking treatment outside the country, which he described as outright nonsense.<br />
<br />
According to him, “those who are able must seek health from wherever, including the outer planets, as long as a nation fails to provide even the most rudimentary but effective and sustainable health facilities for her own citizens. Indeed, I called it a shame that a nation as resource endowed as Nigeria has failed in that fundamental aspect, since it privileges just a few as against the totality.<br />
<br />
“I lamented a situation where a nation’s president leaves his station again and again for weeks on end to seek treatment outside his nation, while the health system over which he presides steadily collapses around him.<br />
<br />
“I repeat: I have yet to see the programme, but perhaps I should start thinking of my next collaboration with the BBC or any other public awareness outreach, this time, around the urgent theme of a different form of cancerous affliction: the cancer of illiteracy!”

Media mogul, Mo Abudu has become the first African to chair the International Emmy Awards Gala.<br />

News Agency of Nigeria (NAN) reports that Abudu performed the role at the recently concluded 47th International Emmy Awards in New York City.<br />
<br />
In June, The International Academy of Television Arts and Sciences had appointed the Chief Executive Officer of EbonyLife Media to chair the gala.<br />
<br />
This followed her appointment as the first African director of the Academy, signaling a change in the opportunities opening up for television content producers on the continent.<br />

Sharing the moment on her Instagram page on Wednesday. Abudu wrote @moabudu, “Chairing the International Emmys Gala was such an incredible opportunity for me personally, for EBONYLIFE and for Nigerian TV Producers.<br />

“Now we have our foot in the door which will gradually open wider. Let’s get going with our global stories.”<br />
<br />
Speaking at the gala, she said, “These partnerships are the first of their kind between Hollywood studios and a Nigerian television company.<br />
<br />
“We are happy to be at the forefront of forging these new partnerships because it is truly about sharing our local stories with a global audience – stories that are historical, authentic and progressive.”<br />
<br />
Stand-up comedian and actor Ronny Chieng, a correspondent on The Daily Show with Trevor Noah and star of Crazy Rich Asians, hosted the gala.<br />
<br />
Businesswoman, philanthropist, author and former model Iman presented the Directorate Award to CNN Chief International Anchor Christiane Amanpour.<br />
<br />
Actor Conleth Hill, known worldwide for his role as Lord Varys in Game of Thrones, presented the Founders Award to the show’s creators David Benioff and D.B. Weiss.<br />
<br />
Abudu launched EbonyLIfe TV in 2013, with a mission to change the narrative about Africa.<br />
<br />
In 2014, she started EbonyLife Films, which has created the three highest-grossing films in the history of Nollywood.<br />
<br />
In 2018, EbonyLife announced a three-series scripted deal with Sony Pictures Television, followed by an agreement with another major US studio to develop an African science-fiction TV series.<br />
<br />
NAN reports that in April, Abudu became the first African to be honoured with the MIPTV Médailles d’Honneur.

President Goodluck Jonathan was not blackmailed to trade off the November 16 governorship poll in Bayelsa State, the Presidency said on Tuesday.<br />

According to Presidential spokesman Garba Shehu the allegation by former Jigawa State Governor Sule Lamido that Jonathan traded off Bayelsa is “false and irresponsible.’’<br />
<br />
Shehu expressed shock that such a story could be considered believable to the point of being given space in some newspapers.<br />
<br />

“It just doesn’t make any sense,’’ Shehu said people who make wild allegations during interviews should be made to produce the facts backing their claims by editors. A newspaper can be sued for granting space to people who belch false allegations against individuals with no proof.”<br />

Shehu maintained that the former president had been out of power for almost five years, without any previous allegations of government blackmail cropping up.<br />
<br />
He also noted that there were more than enough reasons for the former president to work against his party in the just Bayelsa election, without interference by President Muhammadu Buhari.<br />
<br />
Shehu said: “Anyone who has been following the politics of Bayelsa State should be aware of the sour relationship between Dr. Jonathan and the incumbent governor, Seriake Dickson. That’s more than enough reason for the former president to decide to work against his party, if indeed he did.<br />
<br />
“We really must stop this habit of blaming President Buhari for everything, including issues that are not his business.”

The Federal Government admitted on Wednesday that its temporary policy to close land borders was responsible for the current rising inflation in the country.<br />
<br />
But it still defended the closure, insisting that it would remain in place until the country’s neighbours learnt to respect trade protocols.<br />

The FG said it had to close borders because Nigeria could not continue to subsidise economies of her neighbours.<br />
<br />
Nigeria had in August closed its land borders on the grounds that smuggling of goods from its neighbouring countries was hurting its economy.<br />
<br />
On November 4, the Federal Government listed five conditions for reopening the country’s land borders.<br />
<br />
As one of the conditions, the government said Nigeria would not accept imported goods that were repackaged by neigbouring countries and brought to Nigeria.<br />
<br />
But since the border closure, headline inflation rose to 11.61 per cent as of October from the 11.24 per cent recorded in September.<br />
<br />
On Wednesday, Ahmed told State House correspondents that inflation rose due to hikes in food prices arising from the closure of the borders.<br />
<br />
She was responding to questions after Wednesday’s Federal Executive Council meeting ended in Abuja.The FEC meeting was presided over by President Muhammadu Buhari.<br />
<br />
However, the minister stated that the border closure was a temporary measure adopted by the government to protect the economy against trade malpractices by neighbouring countries and would be reopened when all of Nigeria’s demands were met.<br />
<br />
She gave details, “On inflation, headline inflation declined every month for several months before we noticed an optic in the last two months. And now, headline inflation is at about 11:61 per cent as of the end of October.<br />
<br />
“The slight increase in this inflation between September and October is due to food inflation. The food inflation relates to prices of cereals, rice and fish. And part of the reason is the border closure.<br />
<br />
“But, the border closure is very, very short and temporary and the increase is just about two-basis point. Remember, there was a time inflation was nine per cent and it grew to about 18 per cent in January 2017 when we were in recession.<br />
<br />
“The relationship between inflation, interest rate and growth is managed by the monetary authorities and is a management that is tracked on a regular basis.<br />
<br />
“So, if you reduce interest rate, you expect more borrowing for investments in the real sector. But, at the same time, that also has the tendency of reducing money that is used for consumption on a day to day basis.<br />
<br />
“So, it is a balance that we continue to watch on a regular basis. We expect that this will be moderated as border closure impact fizzles out and also as the monetary authorities continue to support the MPR (monetary policy rate), therefore ensuring that interest rates are not on the high side.”<br />
<br />
Ahmed insisted that the government had little choice but to shut the borders else Nigerians would suffer the economic consequences, especially now that the African Continental Free Trade Area Agreement was coming into effect.<br />
<br />
“What we are doing is important for our economy. We signed up to the ACFTA; we have to make sure that we put in place checks to make sure that our economy will not be overrun as a result of the coming into effect of the ACFTA.<br />
<br />
“That is why we have this border closure to return to the discipline of respecting the protocols that we all committed to”, the minister added.<br />
<br />
On his part, the Minister of Information and Culture, Mr Lai Mohammed, explained that the gains of the border closure outweighed any other impact it might have caused, adding that Nigeria was subsidising the rest of West Africa.<br />
<br />
He argued that the practice of importing goods into neighbouring West African countries and re-packaging them for Nigeria to look as if they were manufactured in such countries was not healthy for Nigeria’s economy.<br />
<br />
Mohammed disclosed that up till Tuesday this week, Nigeria and and its neighbours were still engaged in discussions on why it was important for all the parties to respect the ECOWAS trade protocol on transit of goods.<br />
<br />
He said, “The border closure, frankly speaking, is what we needed to do and we had to do it. We cannot continue to subsidise the rest of West Africa. And the benefits for border closure for me, I think far surpass the very little increase in inflation.<br />
<br />
“We have been able to save about 30 per cent from our fuel consumption, which means that over time we have been subsidising the fuel consumption of other countries. Within the last three months, we have been able to increase by 15 per cent, duties collected from imports.<br />
<br />
“Within the same period, we have been able to drastically reduce the volumes of arms and ammunition that have been coming into the country through smuggling, ditto with illicit drugs.<br />
<br />
“All Nigeria is saying is, please, let’s respect the protocol on transit. ECOWAS set up a protocol on transit of goods, which is very simple. If a container meant for Nigeria is dropped in Cotonou, the authorities in Benin Republic should escort the container to the customs in Seme border, and that way proper duty will be levied and will be paid.<br />
<br />
“But, on the contrary, what we have seen happening over the years is that our neighbours will put about five containers on one truck and drive them to the border as if it is only one container that they are going to pay duties on. Worse still, less than even 50 per cent of what is meant for Nigeria will come through the approved border.”

Suspected members of Boko Haram on Wednesday attacked Babbangida town in Yobe State.<br />

The group launched the attack on the town in an ambulance, which they had earlier seized from a team of immunization officials at nearby Muri Mafa village in Tarmuwa Local Government Area of Yobe State.<br />
<br />
The immunization staff were said to have left Babbangida, the headquarters of Tarwuma LGA for a routine immunization exercise before they were attacked by the insurgents who carted away their ambulance.<br />

According to residents of Babbangida, the insurgents subsequently used the ambulance belonging to the primary health centre in the Local Government to move into the town at top speed.<br />
<br />
They were said to have shot indiscriminately in Babbangida and carted away foodstuffs from the town.<br />

Some of the residents of the town, who spoke anonymously to our correspondent on phone, said, “The attackers, who came to the town through Mafa village of Tarmuwa local Government area were in an ambulance.”<br />
<br />
They added that the insurgents shot indiscriminately on arrival at Babbangida, scaring many off the streets.<br />
<br />
A source in the town said the insurgents, however, escaped through the desert part on sighting the NAF jet that flew over the area moment after the siege.

<b><br /></b><b>The National Youth Service Corps has arrested a 200-level female student who allegedly obtained a fake degree certificate and was undergoing the orientation exercise at the Zamfara State camp.</b><br />

It was learnt that the NYSC last Friday apprehended the student, identified only as Rose, who was a 200-level Journalism undergraduate at a university in Benin Republic.<br />

The NYSC Director-General, Brig. Gen. Shuaibu Ibrahim, confirmed the arrest of the student to our correspondent.<br />

He said the Benin Republic university wrote to the scheme when its officials discovered her on the social media, posting her photographs in the NYSC uniform in the Zamfara camp.<br />
<br />
She was undergoing the Batch C Stream 1 orientation course before she was arrested.<br />
<br />
The DG noted that the student had been brought to the Federal Capital Territory, Abuja, and handed over to officials of the Department of State Services for further investigations.<br />
<br />
Ibrahim warned that the NYSC would clamp down on fake graduates and certificates, adding that anyone arrested would be handed over for prosecution.<br />

The DG said, “The clampdown on fake graduates and certificates is yielding more results. On Friday, one of the universities in Cotonou, Benin Republic saw their 200-level student in the NYSC uniform on the social media. She is supposed to be a 200-level of the university studying journalism.<br />
<br />
“But she went and purchased a fake certificate from another Benin Republic university and now served in the camp in Zamfara. So, her classmates saw her on the social media and raised the alarm to the university, which then alerted and wrote me.<br />
<br />
“The university said they recognised the efforts of the scheme in nabbing fake graduates and they were not a party to her fake certificate. So we got her arrested in Zamfara. She was brought to Abuja and we have arranged with the DSS to take her away.”
