Maj. Gen. Jide Ogunlade, the Force Commander of Operation Hadarin Daji in Zamfara, has confirmed that several villagers displaced by bandits activities in the state are now returning home. 
 
Ogunlade made the confirmation while discussing areas of cooperation with journalists at the Force Command Headquarters in Gusau. He said the development followed effort of security agencies being intensified against the bandits throughout the state. 
 
“We have now successfully disorganized the bandits and they can no longer stay comfortably in their hideouts because they know we can locate and strike them at any moment. 
 
“Although there exist over 300 bandits camps in the bushes, we are doing our best to neutralize them and even when they try to get to any of the neighbouring states, they find it difficult to evade the security.

“This is why they now devised a method of using their informants to divert our attention through distress calls while the bandits go to the opposite direction to lay siege on innocent people. 
 
“The bandits also easily attack villages situated close to the bushes and quickly run into the depth of the bushes, on this too we are working on the best approaches against their moves,” he assured. 
 
The commandant, who expressed readiness to work with all forms of volunteer security services, however, warned that if such partnership was abused and those volunteers crossed their bounds, they would be dealt with. 
 
He appealed to journalists in the state to cooperate with the operation by disseminating credible and verified information so that they could succeed. 
 
The Chairman of the State Council of the Nigeria Union of Journalists (NUJ), Mr. Abdulrazak Kaura, assured the commandant of the cooperation of his members. 
 
“As far as the theatre maintains free flow of information, there will be no need for us to be mischievous or go to press without verifying the report.” 
 
The chairman criticised the way the air components of the operation issued reports from the Air Force headquarters. 
 
He urged the Force Commander to find ways of releasing reports emanating from the state to the journalists, adding that the expected publicity would be achieved.

In a world full of single mothers and unmarried women, it’s probably unfathomable why on earth a woman would shun a marriage proposal. It is presumably what any woman would jump at but it seems this does not apply to budding Nollywood actress, Olive Utalor, who turned down a marriage proposal from her fiance of many years. “On my birthday last year he promised me a car and now he wants me, Olive Utalor to get married to him without a car, it’s not proper. I don’t care if he has supported me through school.

It was gathered that the proposal was made by the fiance, who is a civil servant, a primary school teacher to be precise, on his birthday expecting his girlfriend would be pleasantly surprised and accept but her reaction so much disconcerted him that he contemplated taking his own life.

Police operatives of Zone 11 of the Nigeria Police Force, Osogbo, Osun State, have arrested a 30-year-old quack, Rafiu Naheem, for allegedly operating an illegal clinic in Inisa, a town in the Odo Otin Local Government Area of the state. 
 
A statement by Adekunle Ajisebutu, the Zonal Police Public Relations Officer, stated that the suspect, a secondary school leaver, operated the illegal clinic in an apartment, where he had been attending to patients. 
 
Ajisebutu also said the suspect, while being questioned, said he was operating the clinic because he had no job. 
 
The statement read in part, “Intelligence revealed that the suspect had been placing patients on admission, procuring abortions and handling very complex medical conditions which he lacked professional expertise to handle, thereby endangering the lives of innocent people who patronised him.

“The suspect confessed to the crime, but blamed his action on joblessness. He also claimed that though he had no certificate, he learnt auxiliary nursing at a yet-to-be-identified private hospital. 
 
“When a search was carried out on his illegal ‘clinic’ located in a filthy environment at Inisa area, the following items were recovered: stethoscope, sphygmomanometer (blood pressure gauge), drips, injection and syringe, circumcision set, HCG Pregnancy Rapid Test (urine) Accurate, scalpel and other theater instruments, drips, thermometer, analgesic  and assorted drugs.” 
 
Ajisebutu added that the AIG Zone XI, Adeleye Oyebade, had consequently directed that the suspect be arraigned. 
 
He said Oyebade also urged members of the public to be wary of quacks parading themselves as medical doctors so as not to fall victim.

Nigeria will begin their journey at the 2019 Africa Cup of Nations with their opening match against Burundi at the Alexandria Stadium in Egypt on Saturday (today). 
 
The three-time African champions, who are returning to the competition after missing the previous two editions, will be hoping for a winning start against the debutants, who were unbeaten in the qualifiers. 
 
Nigeria finished top of their AFCON qualifying group, which had South Africa, Libya and Seychelles with a game to spare, while Burundi came second behind Mali in Group C of the qualifiers. 
 
Eagles’ striker, Odion Ighalo, who is expected to lead his team’s attack at the tournament, finished the qualifiers as top scorer with seven goals.

Before the AFCON game, Nigeria had only played the Itamba of Burundi once, beating them 2-0 at the MKO Abiola Stadium, January 23, 1999, in a qualifying game for the 2000 AFCON. 
 
While Nigeria boast many stars playing across various leagues in Europe and Asia, Burundi’s biggest star is Saido Berahino, who plays for Stoke City, same club as Eagles’ Oghenekaro Etebo in the English Championship. 
 
This year’s AFCON is the 18th time the Nigerian side will be appearing in the African football showpiece. 
 
The team will be presenting 20 debutants at the football showpiece, with the trio of captain Mikel Obi, Ahmed Musa, and Kenneth Omeruo the only ones to have been at any other AFCON. 
 
While many have seen the encounter as an easy ride for the Nigerian side, Eagles coach, Gernot Rohr, believes it is their toughest tie. 
 
“We prepare to face them with humility because they were unbeaten in the qualifiers. It’s difficult because all the big countries are here, but I believe the competition will be wonderful with passionate fans and nice pitches,” he said on Friday. 
 
In terms of match day selection, Rohr seems to have made up his mind on players to use, with his preferred central defence pairing of Leon Balogun and William Troost-Ekong set to start. 
 
Obi, Alex Iwobi, Wilfred Ndidi, Shehu Balogun, Moses Simon and Ighalo are also assured of starting shirts barring any last minute injuries.

Justice Okon Abang of the Federal High Court Abuja, on Friday, fixed July 2, to deliver judgment in one of the two fresh suits instituted by Sen. Buruji Kashamu to stop the Federal Government from extraditing him to the U.S. for trial over an alleged drugs offence. 
 
The judge who was billed to deliver the verdict in the suit on June 20, said the judgment was not ready attributing the development to heavy workload he had. 
 
Abang, however, pushed the matter forward and promised that the court would now deliver its judgment on the new adjourned date. 
 
The judge had on Thursday, June 20, fixed July 2, for hearing in the second fresh suit filed by the senator against his planned extradition by the federal government to face trial over alleged drug offence.

Kashamu instituted three new suits against the Attorney General of the Federation (AGF), and the National Drug Law Enforcement Agency (NDLEA), praying the court to stop the federal government and the NDLEA from arresting, detaining and extraditing him over the issue. 
 
In the instant suit filed by his counsel, Mr John Odubela, SAN, Kashamu argued that his fundamental rights to freedom and liberty would be breached with the plan to transport him to U.S. for the alleged offence if the AGF and NDLEA were not restrained from doing so. 
 
He claimed in his originating summons that two staff of the NDLEA had alerted him of the move by the two respondents to give effect to the extradition request of the American government against him. 
 
However, the AGF and NDLEA in their separate responses, prayed the court to dismiss the suit on various grounds. 
 
Among others, the AGF informed the court that the senator had been abusing court processes through filing of multiple suits on the same subject matter. 
 
Counsel to AGF Mr Gazali Tijani, told the court that the same plaintiff had in 2013 and 2014, instituted two different cases on the same issue against the Federal Government. 
 
He added that judgments in the two suits were delivered in 2015 by a Federal High Court in Lagos. 
 
Tijani, however, said that the two judgments of the high court delivered in 2015, were on May 4, 2018, voided and set aside by the Court of Appeal Lagos division. 
 
The counsel informed the Judge that the senator had since approached the Supreme Court to challenge the decision of the Court of Appeal. 
 
He, therefore, urged the court to dismiss the fresh suit on the ground that it constituted a gross abuse of court processes and lacking in merit because it did not disclose any cause of action. 
 
But the NDLEA in its opposition to the fresh suit told the court that Kashamu was wanted in the USA because of the 6.6kg of heroin he allegedly imported into the country in 1994. 
 
The Anti-Drug Law agency claimed that the Senator who represented Ogun East Senatorial District in the 8th Assembly, allegedly imported the hard drug into the USA. 
 
“In his capacity as the head of a large drug smuggling syndicate operating in Africa, Asia, Europe and America at the period,” the NDLEA said. 
 
In a fresh 54-paragraph counter affidavit filed at the court to oppose the innocence of the Senator, the NDLEA averred that Kashamu was indicted for hard drug offences in the USA. 
 
“But he escaped while his alleged co-offenders were arrested, prosecuted and sentenced to various terms of imprisonment in America. 
 
“The counter affidavit is in respect of the fresh suit marked FHC/ABJ/CS/536/2018 instituted by Kashamu and dated Oct. 16, 2018. 
 
“The affidavit deposed to by one Shehu Mohammed, a litigation officer with NDLEA and cited in Court explains that following Kashamu’s escape, the USA government in 2015 dispatched to Nigerian government a request for his extradition,”the NDLEA further said. 
 
NDLEA insisted that there was a valid and subsisting indictment against him in the United State’s District of Illinois, Eastern Division supported also with valid order for the arrest of the serving senator. 
 
The affidavit read in part “The applicant Mr Buruji Kashamu, is alleged to have violated Narcotic Laws of the USA by conspiring to import heroin into the country. 
 
“Heroin is a schedule 1 narcotic controlled substance under the laws of the USA. 
 
“There is valid and subsisting indictment against the applicant, Buruji Kashamu in the United States’ District of Illinois, Eastern Division. 
 
“On March 16, 1994, the applicant was charged in the USA/Buruji Kashamu, among others No. 94 CR 172 following the seizure of 6.6 Kilogrammes of heroin alleged to emanate from him. 
 
“The applicant Buruji Kashamu was further charged with a second superseding indictment filed on May 21, 1998, for conspiracy to import heroin into USA, following repeated seizures of heroin similarly alleged to be emanating from him. 
 
“A copy of the second superseding indictment and Arrest warrant for the fugitive issued by the United States District Court, Northern District of Illinois is contained in Exhibit NDLEA 1. 
 
“That contrary to his depositions, the applicant has never been exonerated of any drug or related offence by any court of Nigeria, the United States of America (USA) or the United Kingdom (UK). 
 
“That the paragraphs of the applicant’s affidavit that talk of exoneration of crime/charges of illicit traffic in narcotic drugs are false. 
 
“That contrary to his depositions, the decision of the British Courts did not exonerate the applicant of any of the charges for drugs and related offences pending in the USA. 
 
“That the two judgments of the British Courts were decided on technicalities based on the laws of the UK. 
 
“They did not go into the merits of the extradition charges relating to conspiracy and illicit traffic in narcotic drugs in the USA. 
 
“That the judgment of the High Court of Justice (Queens Bench Division) in suit CO/2141/2000 delivered on Oct. 6, 2000, was decided on an application for the exercise of the court’s prerogative writ. 
 
“This to quash the committal order of the Metropolitan Magistrate on the grounds of suppression of vital facts in the Examination Request of the United States of America (USA). 
 
“That the decision of the Bow Street Magistrate Court that carried out a further inquisition into the Extradition Request of the USA merely discharged the applicant on the impugned credibility of the identification witnesses. 
 
“That contrary to his depositions, the two magistrates of both the Metropolitan and Bow Street found as of fact that extraditable offences have been committed to justify the extradition of the applicant. 
 
“That the claims of the applicant are unsubstantiated and should be dismissed with substantial cost, ” the NDLEA said. 
 
However, NDLEA urged the court to dismiss the fresh suit on the ground that it constituted gross abuse of court process with falsification of facts in the judgments by London and American Courts. 
 
It was gathered that Abang, sitting at the Lagos division of the Federal High Court, had in 2015, in two separate judgments, barred the Federal Government from extraditing Kashamu.

According to reports, many churches in the Israeli city of Nazareth, have kicked against the planned visit of the popular cleric. 
 
According to an Israeli publication, Haaretz, Joshua’s planned visit has generated criticisms among residents and stakeholders, including church officials. 
 
Joshua is scheduled to visit Nazareth ahead of his church’s event tagged the “Nazareth Meeting with TB Joshua,” holding on June 23 and June 24.

Some of the church leaders were quoted as saying the upcoming event is an “affront in the principles of Christianity”, asking residents to shun it.

Church officials quoted passages from the New Testament, warning against false prophets, who seek to deceive with miracles. 
 
The Hadash and Youth for Change parties in Nazareth were said to have also cited Joshua’s source of wealth as part of their concerns. 
 
“We have asked to take an in-depth look at this issue, at why a city like Nazareth would receive such a person who is denied entry to many countries on grounds of criminal suspicions and given his links to the extreme right in Israel. 
 
“What’s more, the man is known to have grown wealthy in a way that has raised many questions and therefore we view such a visit as an illegitimate step which contaminates the city and its historic heritage. 
 
“And we absolutely reject the mayor’s claims that such an event would bring $1 million to the city and would see such a sum were it to actually materialise as an illegitimate contribution that would contaminate the city,” they reportedly said.

The Federal Government has charged the Super Eagles and Super Falcons to go all out to make Nigeria proud at the AFCON and FIFA Women World Cup respectively. 
 
Mr Olusade, Adesola, Permanent Secretary, Ministry of Youths and Sports Development said this on Friday in Abuja when organisers of Miss Football Nigeria, an NGO paid him a courtesy visit. 
 
He commended the Falcons for qualifying for the knock-out stage of the 2019 FIFA World Cup in France despite all odds and stressed the need for them to re-double efforts in their next game against Germany. 
 
He said the Federal Government would continue to support them while reiterating the need for them to be dedicated and patriotic.

“The Super Falcons are out there in France sweating it out and trying to bring glory to Nigeria. 
 
“We were delighted when they eventually qualified yesterday (Thursday) for the next round and we wish them success,” he said. 
 
The permanent secretary also tasked the Super Eagles to be at their best as the 2019 AFCON begins in Egypt on Friday. 
 
“We also wish the Super Eagles success at the AFCON, there is no short cut to hard work so they must be at their best to make us proud, ” he added. 
 
He assured that the Federal Government was working hard to ensure that all funds needed for their success were released as at when due. 
 
Adesola said the ministry would continue to work with relevant stakeholders to developing sports in the country. 
 
Earlier, Director-General, Miss Football Nigeria, Moses Ebahor said the visit was meant to honour the permanent secretary as the Grand Patron of Miss Football Nigeria. 
 
He also used the occasion to call for the participation of more girls and women in sports in the country. 
 
It was gathered that 2019 AFCON begins on Friday in Egypt. the Super Eagles of Nigeria will take on debutants Burundi in a crunchy tie on Saturday.

The United Nations has lamented the living conditions of the victims of the Boko Haram insurgency in the North-East. 
 
The world body expressed shock that 30,110 IDPs in Damboa and Bama, Borno State, were being forced to sleep outside because of heavily congested camps. 
 
However, the National Emergency Management Agency said a total of 45,000 people had been sleeping in the open in various camps in the state.

Speaking at the Humanitarian Stakeholders’ Forum organised by the National Emergency Management Agency in Maiduguri on Thursday, the UN Humanitarian Coordinator in Nigeria, Mr Edward Kallon, called for improvement in the services provided for internally displaced people in the region. 
 
He said, “We need to have a better understanding of the gap in the services we are providing for the displaced persons in the camps, it seems we don’t have a better understanding of the gaps. 
 
“We also need to provide services based on international best practices. We are not meeting the best standard, it requires we must work together to provide better services.” 
 
Kallon added, “One thing that is very clear whatever we have done and what we are doing currently is way below international standard.” 
 
He asked the meeting to as a matter of urgency brainstorm on how to relocate 89,000 IDPs, saying more than 28 hectares of land was needed for that. 
 
The UN chief said he saw 20,110 IDPs sleeping outside because they had no shelters in Bama. 
 
Kallon added, “When I was in Bama, I was shocked with what I saw. Damboa shows another ugly face with over 10,000 without shelters. 
 
“Camps are overcongested, we are under so much pressure to improve on what we are doing, we should not be too proud that we have done extremely well, there is still a lot to be done. And I call on NEMA and SEMA that is the area we need to work with the international community to bridge the gap, I am seriously worried about the efficiency and effectiveness of what we are doing to address displacement in North-East, we should do better and we must do better.” 
 
The Director-General of NEMA, Alhaji Mustapha Maihajja, who was represented by the Director of Planning and Strategy, Mr Kayode Fagbemi, lamented the challenges resulting from the arrival of more IDPs from some communities attacked by Boko Haram in Borno. 
 
He said, “The North-East Zonal Coordinator just told us that about 45,000 (IDPs) are without shelters, and this is because of new arrivals, we are here to plan how to address these challenges as well as to provide non-food and food items that will bring succour to the people.”

President Muhammadu Buhari has signed the Mutual Assistance in Criminal Matters Bill, 2019 into law. 
 
It is to ensure the prosecution of offenders in criminal cases whether they are within the country or outside the country.

Such offenders will be prosecuted and punished both at home and in countries where mutual assistance relationship with Nigeria exists. 
 
By implication, the new law essentially covers repatriation of persons running away from justice back home for prosecution and recovery of stolen assets. 
 
Nigeria is also expected to reciprocate the gesture whenever necessary to those countries in the prosecution of their own cases. 
 
The Senior Special Assistant to the President on National Assembly Matters (Senate), Senator Ita Enang, who made the disclosure in Abuja on Friday, explained that other countries could also provide information to Nigeria, which could be used by the Attorney-General of the Federation to pursue such prosecutions. 
 
Enang, who spoke with State House correspondents, however, clarified that the Act did not cover offences that were political in nature. 
 
He gave details, “It is intended to ensure that where there is a property that is subject of crime or there are crimes committed outside Nigeria or within Nigeria and the person leaves Nigeria; the provisions of the Act authorises the Attorney-General of the Federation, which is the designated authority in Nigeria, to pursue and use every means to prosecute the offence within and outside Nigeria. 
 
“This Act does not apply to offences which are of political nature and it doesn’t apply to offences which relate to the military profession or offences which are not regarded as offences in the laws of Nigeria but which may be offence in the laws of other countries. 
 
“It also enables us, Nigeria, to trace the proceeds of crime to restrain, constrain and in other matter, ensure that the proceeds of crime within or outside Nigeria is not disposed of on the basis of reciprocity. 
 
“That is, the country that has the same obligations as Nigeria, we will give them assistance and they will give us the same assistance in their own countries. 
 
“So, the fact that an offence was committed here and the person has left Nigeria, the laws of Nigeria will still pursue you; under this law, you will still be pursued and those countries you are, are obliged to give us assistance to bring you back; in getting evidence and in even getting witnesses in terms of jurisdiction to testify in those matters.” 
 
Enang added that Nigeria already had mutual assistance relationship with a number of countries, though he didn’t give names. 
He spoke further, “It is mutual legal assistance and those countries are designated. There are countries that we have that obligation with and already, there is the Interpol. The provisions of this law do not override the activities of the Interpol. If Interpol could do that, this is deepening; it is not just for arrest—trial, assistance in trial; assistance in evidence; assistance in arrest; assistance in even sending documents relating to it.” 
 
The presidential aide spoke on pending bills passed by the 8th National Assembly, saying that the President would look into them, as long as he did not previously withhold his assent to them. 
 
“I want to say that bills passed by the 8th Assembly up to the time it was still in session up to the June 6, will still be forwarded to and assented by Mr President as the Clerk to the National Assembly transmits them.

The Nigerian Bar Association on Friday bemoaned the “pervasive insecurity of lives and property in the land” and what it described as “systematic erosion” of the independence of the judiciary. 
 
The association said judges and lawyers had been so intimidated and blackmailed by the Federal Government that they nursed the fear of being visited with “inquisitorial terror” should they rule against government or take briefs considered to be anti-government. 
 
The NBA President, Mr Paul Usoro (SAN), said this in a speech he delivered and unanimously adopted by the National Executive Committee of the association at its meeting held on Thursday. The speech was made available to journalists on Friday.

Usoro said the level of insecurity in the country and the attack on the independence of the judiciary and the legal profession constituted a threat to the rule of law, and by extension the country’s democracy. 
 
He said, “Without the rule of law and security of lives and property, society gradually descends into a state of anarchy and democracy becomes a mere pretension. Democracy itself cannot survive without the rule of law. 
 
“These twin elements – rule of law and security of lives and property – are what drive society and the economy. It would be revealing if we were to have proper and verified statistics on the investment opportunities that have been lost by Nigeria because of these twin pervasive challenges: insecurity and the erosion of the rule of law. 
 
Usoro also said the climate of fear instilled by the Federal Government undermined the independence of the judiciary and the ability of the judges to act confidently without fear or favour in dispensing justice. 
 
He said, “Our judges are threatened, intimidated and blackmailed mostly by the executive arm of government and their agencies both at the federal and state levels. So, we have judges literally walking on egg-shells, notably where governments and their agencies have interest in matters that they adjudicate upon.”

The Federal Government has directed all basic and secondary schools across the country to immediately implement the teaching of history as a standalone subject from the next academic calendar. 
 
Mr Sonny Echono, Permanent Secretary, Ministry of Education made this known on Friday in an interview with the newsmen in Abuja. 
 
The Federal Government on June 18 promised the return history to school curriculum while ensuring that all primary school teachers are trained to deliver digital literacy. 
 
Vice President Yemi Osinbajo has declared at the launch of Education for Justice Programme that government had kick-started implementation in 12 primary and secondary schools across the six geopolitical zones and instructional classes have also commenced.

According to Echono, the directive has already been given and it is automatic that all the schools should implement simultaneously. 
 
“By the next academic calendar, history will be taught as a standalone subject.

Authorities are confident the infrastructure is in place to host the continent’s largest football contest, awarded to Egypt at just six months’ notice, and which kicks off against a backdrop of terror attacks and only days after the death of former Islamist president Mohamed Morsi.

Players will also have to contend with average temperatures of between 35 and 38 Celsius (95-100.4 Fahrenheit) following the decision to switch the tournament from its traditional January/February time slot to June/July to avoid European club-versus-country clashes. 
 
Egypt coach Javier Aguirre is confident of capturing a second international title, a decade on from leading his native Mexico to CONCACAF Gold Cup glory. 
 
“We are the favourites to win the 2019 Africa Cup,” said the 60-year-old Aguirre, the first Mexican to guide the Egyptian national team. 
 
“Egypt is playing at home, can count on passionate support and have Mohamed Salah, the best footballer in Africa.”

“Mohamed took a holiday after the Champions League final, did not play in our first warm-up match and only came on after half-time in the second,” he countered. 
 
Egypt beat fellow qualifiers Tanzania and Guinea and what pleased Aguirre most was not the results, but the large number of scoring chances the Pharaohs created. 
 
“We had about 20 chances to score against the Tanzanians and almost as many against the Guineans. That is very encouraging.” 
 
Aguirre also dismissed the view that Egypt relies too heavily on Salah, saying: “We have selected 23 footballers who are totally committed to the cause of winning the Cup of Nations. 
 
“It is impossible for one footballer to win a Cup of Nations on his own. Mohamed will receive tremendous support from his team-mates. 
 
“All the players are mentally and physically ready and we look forward to beginning our campaign with a victory over Zimbabwe.” 
 
The countries have met only once in a Cup of Nations with Egypt winning 2-1 in Tunisia 15 years ago and both teams were eliminated after the first round. 
 
Zimbabwe coach and former captain Sunday Chidzambwa were keeping his thoughts to himself ahead of the tournament opener.

Popular South African music duo ‘ Mafikizolo’ have put an end to their marriage. 
 
The couple, who have been married for over 15 years, have decided to go their separate ways. 
 
In an extensive Instagram post, which featured snaps of Nhlanhla and her soon-to-be ex-husband TK, whose full name is Thembinkosi, Nhlanhla thanked him for the “support” they had “given each other over the years” while raising their children. 
 
“We shall remain on good terms and continue our endeavour to be great and exemplary parents to our children,” the 41-year-old captioned her post. 
 
“We appreciate the support we’ve received from family and friends. At this stage we would like to appeal for privacy, particularly for the sake of our children.”

The pair who have three sons together, are yet to reveal the reasons behind their “tough but amicable decision” to bring their union to an end. 
 
Their decision to end their fifteen-year marriage has triggered diverse reactions from their fans. 
 
Mafikizolo is a South African singing duo consisting of Theo Kgosinkwe and Nhlanhla Nciza. They are multiple times winners of the South African Music Award, including the awards for Best Duo or Group of the Year. 
 
They came into the scene in 1997 as a kwaito group with their late member Tebogo Madingoane, who died on the 14th of February in 2004, when they released their self titled album. They released their 1999 album titled Music Revolution before releasing the direction-giving Gate Crushers in 2000 which included their hits Looto and Majika. 
 
After a near-fatal crash that left Nhlanhla Nciza hospitalised for a while, they released their critically acclaimed album Sibongile (2002) featuring the hit single Ndihamba Nawe which is still relevant many years later.

President Muhammadu Buhari Thursday in Abuja urged state governors to “enforce very vigorously” free and compulsory basic education for every child of primary and junior secondary school age. 
 
A resolute enforcement of free and compulsory education in the country would mean parents failing to enroll their children in school up to junior secondary school, would be arrested and prosecuted as provided by law. 
 
Under the Compulsory, Free Universal Basic Education Act of 2004, it is criminal for parents to fail to send their children to minimum of JSS3. 
 
Section 2(2) of the law says, “Every parent shall ensure that his child or ward attends and completes his – (a) primary school education; and (b) junior secondary school education, by endeavouring to send the child to primary and junior secondary schools.”

Section 4 of the same law says, "A parent who contravenes section 2 (2) of this Act commits an offence and is liable- (a) on first conviction, to be reprimanded; (b) on second conviction, to a fine of N2,000 or imprisonment for a term of 1 month or to both; and (c) on subsequent conviction, to a fme of N5,000 or imprisonment for a term of 2 months or to both.” 
 
The law derives its stipulations from the constitutional provision for free education for all children in Nigeria. 
 
President Buhari’s remark came months after the education minister, Adamu Adamu, repeatedly warned that the government would begin to prosecute defaulting parents in a bid to reverse the country’s embarrassing huge number of out-of-school children. 
 
Nigeria has the highest number of out-of-school children in the world. The Univeral Basic Education Commission announced in October 2018 that 13.2 million children were not in schools as they should be. 
 
Despite the high numbers, some state governments have yet to take advantage of billions of naira in counterpart funding provided by the federal government for free basic education. 
 
In March, Mr Adamu said parents were “frustrating” the government’s efforts to reverse the shocking figures. 
 
Speaking on matching grant and other intervention funds for basic education in Nigeria, the minister said N350 billion had been expended on the sub-sector by the Buhari administration in four years, while the preceding government spent N360 billion in six years. 
 
“In the six years preceding the Buhari Administration, between 2009 and 2014, the federal government spent about N360 billion worth of intervention on Basic Education covering textbooks, teacher professional development, construction of classrooms and library resources among others." 
 
Inaugurating the National Economic Council (NEC) at the Presidential Villa on Thursday, President Buhari reminded the governors that providing free and compulsory education is a constitutional provision. 
 
"Section 18(3) of the 1999 Constitution as amended places on all of us here an obligation to eradicate illiteracy and provide free and compulsory education,” presidential spokesperson Femi Adesina quoted the president as saying. 
 
"Section 2 of the Compulsory, Free Universal Basic Education Act provides that every Government in Nigeria shall provide free, compulsory and universal basic education for every child of primary and junior secondary school age. 
 
"It is indeed a crime for any parent to keep his child out of school for this period. In my view, when a government fails to provide the schools, teachers and teaching materials necessary for basic education, it is actually aiding and abetting that crime. 
 
"This is, therefore, a call to action. I would like to see every Governor rise from this meeting and rally his local Government Chairmen towards ensuring that our schools offer the right opportunities and provide the needed materials and teachers for basic education, at the minimum. 
 
"If we are able to do this, the benefits will surely manifest themselves," the President said in his 24-paragraph speech at the inaugural session of NEC. 
 
The president told the governors that successes in the four key areas of education, security, health, and agriculture would go a long in lifting Nigerians out poverty and securing the future for sustainable growth and development. 
 
The president also urged the governors to pay special attention to security, health, and agriculture in the next four years of this administration.

It was a day of a bountiful harvest for the Economic and Financial Crimes Commission, EFCC, Ibadan zonal office, on Thursday, June 20, 2019, as operatives of the Commission stormed hideouts of suspected internet fraudsters in Osogbo, the Osun State capital. 
 
The early morning raid led to the arrest of 27 men and four ladies suspected to be girlfriends of some of the arrested suspects. 
 
Officials of the Commission have embarked on weeks of surveillance, working on series of intelligence gathered on the activities of suspected ‘Yahoo Boys’ in locations across the city. 
 
The intelligence was found to be substantially credible, leading to the sting operation on Thursday.

Among those arrested are Adeleke Peter, Babalola Abiodun, Aduroja Temitope, Abdulazeez Razak, Adesina Adewale, Osayintoba Dare, Adebowale Fadairo, Abdulazeez Abdullahi, Akinseye Samuel, and Osanyintoba Femi. 
 
Others include: Austin Onyekachukwu, Oluwaseun Adesina, Ibosiola Olamilekan, Ayoola Lekan, Abdullahi Owopade, Olatunbosun Kolawole, Saheed Adebola, Osanyintoba Pelumi, Ayo Bello, Samuel Emmanuel, Olalekan Oladele, Solomon Mattew, Oyelude Opeyemi, Quadri Olatunji, Ibrahim Alao, Tunde Bello and Fatolu Temitope. 
 
The Commission also recovered eight exotic cars including two Lexus and six Toyota brands, as well as many costly phones and laptops, among other items. 
 
The suspects, who variously claimed to be graduates, students, computer engineers, and businessmen, are currently undergoing interrogation to ascertain their level of involvement in the alleged act. 
 
They will be charged to court as soon as investigations are concluded.

Chelsea are set to announce the return of Petr Cech to the club in a technical role. 
 
The 37-year-old was at Stamford Bridge on Thursday to complete his return to the club four years after moving to London rivals Arsenal. 
 
Cech announced earlier this year that he was retiring at the end of the season, with his last professional match coming in Arsenal’s 4-1 defeat to Chelsea in the Europa League final in May. 
 
The former Czech Republic international spent 11 years at Chelsea, winning 13 major trophies including four Premier League titles and the Champions League.

The Army on Thursday in Abuja urged the Independent National Electoral Commission (INEC) to work toward using science and information technology to conduct subsequent elections to reduce human interference. 
 
Chief of Army Staff, Lt.General Tukur Buratai, who was represented by Brig-Gen John Ochai, former Brigade Commander of 22 Army Brigade in Dikwa, Borno, made the call at an Electoral Reform Roundtable in Abuja. 
 
Speaking on the theme: “Securing Nigerian Elections", Buratai said after the 2019 elections, the army conducted an inquiry into the complaints raised by the citizens. 
 
He said it came to a conclusion that any personnel found wanting would be punished accordingly, adding that the claim of the militarisation of the elections was not true.

“I think it is going to the extreme to say that the elections were militarised because the military participation was based on constitutional provision which empowered the government to deploy the military in aid of civil authority. 
 
“Going forward, the way to go is science and technology and other innovative methods by INEC to make it necessary to provide the type of security needed to secure our elections. 
 
“For instance, if we adopt the electronic voting system, it will go a long way in reducing human interference and take people off polling units on Election Day. 
 
“The advantage is that we will have more people voting especially those in Diaspora; the issue of collation of results should also be done electronically. 
 
“That way, the value placed on result sheets for which people get killed would be reduced just like in Benue where thugs laid ambush on the officials bringing the results,’’ he said. 
 
The chief of army staff said that if Nigeria’s elections would be secured, technology was the way forward, adding that more than 20 countries, including Namibia, were already practising it. 
 
He urged INEC to begin right away to plan other innovations ahead of the 2013 elections thereby reducing the activities of security agents in elections. 
 
Dr. Benson Olugbuo, Executive Director, CLEEN Foundation, expressed the need to carry out electoral reforms to enhance credible elections. 
 
Olugbuo also said there was a need to carry out the police reform since the law in use now was 43 years old. 
 
Mr Pascal Hollinger, Senior Political Advisor, Swiss Embassy, said the 2019 elections came and went, but Nigeria needed to look back and address the various irregularities done.

The National Economic Council on Thursday in Abuja reconstituted an Ad-hoc Committee to reconcile the Excess Crude Account, Nigerian National Petroleum Corporation’s remittance and related issues. 
 
Gov. Ahmadu Fintri of Adamawa announced this when he briefed State House correspondents alongside Governors Rotimi Akeredolu of Ondo and Willie Obiano of Anambra at the end of the Council meeting which was presided over by Vice-President Yemi Osinbajo. 
 
He gave the members of the committee to include the governors of Kaduna, Edo, Jigawa and Ebonyi. 
 
According to him, the committee is expected to meet with relevant federal government officials for the reconciliation.

He revealed that the Permanent Secretary of the Ministry of Finance updated the Council on the balance of the excess crude account as of June 19, 2019 which he said was 144, 01 million dollars. 
 
“Also update on the Stabilisation Fund Account was presented to the Council and as at today the balance at the stabilisation account stood at N17.67billion. 
 
“Update on the Natural Resources Development Fund stood as at today June 19, 2019 is N77.73billion,’’ he added. 
 
In his contribution, Gov. Akeredolu revealed that President Buhari inaugurated the Council where he charged the members to promote projects that would ensure speedy economic growth and development across the country. 
 
“Mr President in his inaugural speech charged the Council among others to pay particular attention to the issue of security, agriculture, education and health. 
 
Mr President charged the Council to bring forward key resolutions that would move the country forward and enhance better security in the nation. 
 
“He told the governors that the federal government would assist the states to access foreign assistances for basic education. 
 
“Buhari implored the states to find ways to improve economic conditions of the poor, take agriculture and health seriously in order to better the lots of the citizens," he said.

A Civil Society Organisation (CSO), Initiative for Leadership and Economic Watch in Nigeria (ILEWN), has urged the Securities and Exchange Commission (SEC) to review the sanction it placed on Oando Plc to give room for equity and justice. 
 
The group made the call in Abuja on Wednesday night by its Executive Director, Mr Splendour Agbonkpolor. 
 
Agbonkpolor regretted that SEC went ahead to stop Oando’s Annual General Meeting (AGM) even after a c0ourt had ordered that status quo be maintained. 
 
According to him, the disobedience to the order of court has questioned the integrity of SEC in the matter.

Agbonkpolor, therefore, criticised SEC over its decision to keep Oando Plc suspended in spite of its failure to make public its findings of the investigation it carried out two years ago. 
 
He argued that the failure of the Commission to make public its findings of the investigation before sanctioning the oil company created the impression that it was acting a script. 
 
He noted that the alleged infractions and penalties were unsubstantiated, ultra vires, invalid and calculated to prejudice the business of the company. 
 
“The SEC had recently directed Oando Plc to suspend its Annual General Meeting (AGM) and prior to the directive, it also ordered Oando’s Group Chief Executive Officer, Mr Wale Tinubu and other affected board members to resign. 
 
“The stakeholders’ of Oando Plc demanded for the content of the investigation report which took place two years to compile but the Commission refused to oblige them access to the investigation report. 
 
“This invariably implies that there are cookies in the investigation report thus it could be inferred that the Commission may be acting differently from the content of the report that supposedly indicted the chief executive and the second in command of the company. 
 
“The clarification needed by the public and Oando stakeholders’ has yet to be made available by SEC. 
 
“We also made effort as a Civil Society Organisation to get the report in line with Freedom of Information Act, but it was not made available and this brings skepticism to the entire processes and procedures that were followed during the course of investigation. 
 
“SEC is highly revered by all that knows the capacity that it carries and it must not be seen as being unprofessional in a manner that paints the Commission in a negative light,” he said in a statement.

The Confederation of African Football (CAF) has warned countries participating in the 2019 Africa Cup of Nations (AFCON) finals, to brace up to the possibility of playing in high temperatures. 
 
A statement from the continental football governing body on Thursday said that average temperature during the AFCON finals, was likely to be between 35-38 degrees Celsius, with an average humidity of 40 percent to 60 percent. 
 
“This will give a high wet bulb globe temperature (WBGT) index reading above 32 degrees. 
 
“It is certain that most teams will be aware of this and will train accordingly. 
 
“At this level, FIFA recommends three-minute rest-and-refreshing breaks in the 30th and 75th minutes.

“These breaks must require the provision of cold containers on wheels to put crushed ice, drinks for referees and small towels cold and wet to place around the neck for 26 people (four referees and 22 players). 
 
“It will also be necessary to prepare for any eventuality of emergencies. It will be important to be able to diagnose and treat heat-related illnesses if they occur on site,” the statement said. 
 
Timing of AFCON was recently changed from January, every two years, to mid-year to harmonise with the football calendar in Europe where most African stars ply their trade. 
 
The 2019 edition kicks off on Friday and will run until July 19, in Egypt. 
 
The temperature in most part of North Africa is usually high at this time of the year. 
 
The Super Eagles will open their campaign against debutants Burundi on Saturday.

A drastic and dramatic overhaul of African football is expected to be announced on Thursday, the eve of the kickoff of the African Cup of Nations, in the wake of corruption scandals consuming the Confederation of African Football. 
 
The CAF executive committee took a stunning decision on Wednesday to cede control of the running of the organisation and have FIFA general secretary, Fatma Samoura parachuted in as “FIFA High Commissioner for Africa”, according to sources. 
 
No announcement has been made by African football’s governing body but CAF president, Ahmad Ahmad is scheduled to hold a press conference in Cairo on Thursday at 0900 GMT. 
 
Ahmad, who is the subject of an ethics investigation by FIFA after allegations of corruption and sexual misconduct, proposed the idea in a document shared with colleagues on the executive committee, the sources said.

Samoura is to lead a FIFA team that will conduct “a root-and-branch review of governance of the confederation, oversee operational management of the organisation, and recommend where needed a series of reform efforts,” the document read. 
 
“This will be done in order to put CAF itself on a modern and sound footing, improve its image and reputation and thus ensure that CAF is better equipped to face future challenges and to grasp future opportunities.” 
 
FIFA are to also undertake a forensic audit of the monies they have been giving CAF. 
 
The idea of sending Samoura to Africa is said to have been put together by FIFA president Gianni Infantino and CAF vice president Amaju Pinnick in the wake of Ahmad’s brief detention by French police last week for questioning on corruption allegations. 
 
Ahmad, who is seeking to hold onto some semblance of power or even walk away from his post without sanction, had been forced to accept the deal and then propose it to his own colleagues, CAF sources told Reuters on Thursday. 
 
With FIFA seeking to improve football’s image, the Ahmad controversy has come as major embarrassment to Infantino, who has been claiming a new-look, clean and corruption-free FIFA. 
 
Ahmad, by virtue of his position as leader of African football, is automatically a FIFA vice president. 
 
African football has been rocked not only by the firing of CAF general secretary Amr Fahmy for whistleblowing, but also a walk-off in the Champions League final and the alleged assault on a referee by another of CAF’s vice president. 
 
The Cup of Nations kicks off in Cairo on Friday when hosts Egypt take on Zimbabwe.

President Muhammadu Buhari on Wednesday evening extended the tenure of the Accountant General of the Federation, Mr Ahmed Idris. 
 
The announcement was made in a statement signed by the Director, Communications, Office of the Head of the Civil Service of the Federation, Mrs Wunmi Ogunmosunle, on behalf of the Head of the Civil Service of the Federation, Winifred Oyo-Ita. 
 
The statement said that Idris’ letter was signed by the Secretary to the Government of the Federation, Boss Mustapha. 
 
According to the statement, Idris was reappointed in accordance with Section 171 of the 1999 Constitution.

Economic Community of West African States (ECOWAS), Committee of Chiefs of Defence Staff, on Wednesday appointed Nigeria Chief of Defence Staff, Gen. Abayomi Olonisakin as the new chairman of the committee. 
 
The handing over and acceptance ceremony was held at the 39th Ordinary Meeting of the Committee of Chiefs of Defence Staff (CCDS) at the ECOWAS Parliament in Abuja. 
 
Mrs Nuratu Batagarawa, the Permanent Secretary of Ministry of Defence, welcomed the guests on behalf of the Federal Government, saying that it was a great honour to host the Chiefs of Defence Staff. 
 
She said that the meeting was significant because it would review the security challenges in the region and also proffer solutions.

She, however, congratulated the Chief of Defence Staff, Gen. Abayomi Olonisakin on his appointment, noting that the country has confidence in his leadership. 
 
“The attendance at the meeting signify the importance attached to the collective regional security issues, this meeting is meant to review our collective security challenges and proffer solutions on strategies toward addressing them. 
 
“Let me use this opportunity to congratulate Gen. Abayomi Olonisakin on his appointment as the chairman of CCDS, we are confident in your leadership and we wish you success in the task ahead.’’ 
 
Earlier, Olonisakin, in his acceptance speech, said that it was a great privilege for Nigeria to assume the leadership and the chairmanship. 
 
“It is indeed a great honour and privilege for Nigeria to assume the chairmanship of the ECOWAS CCDS. 
 
“It is a personal honour for me as the Chief of Defence staff Nigeria to serve in this capacity. 
 
“I am deeply humbled by the opportunity to Chair this great committee for the next few months. “ 
 
He said that he was aware of the numerous security challenges the region was facing, calling for the support of the committee members to tackle those challenges. 
 
“I am also aware of the numerous challenges facing our region in the areas of security and development and I am glad I have this quality of colleagues seated here to tackle these challenges with me. 
 
“Over the years the ECOWAS CCDS have collectively engineered ideas to charge a better course for collective security in the region. 
 
“I am confident that with our commitment, support and leadership of our political leaders we will achieve our ultimate goal of a better secured ECOWAS region, “ he stated. 
 
Also, General Francis Behanzin, The Commissioner for Political Affairs, Peace and Security, ECOWAS Commission, congratulated the newly appointed chairman. 
 
He said that the ECOWAS President wished to be in attendance but he had to go to Guinea Bissau to ensure peace in the region. 
 
Behanzin said that some of the members' state were faced with political tensions, which could generate to conflicts. 
 
He said that in view of the security threat in the region, there was a need for collective collaboration to tackle them and ensure peace.

Nigeria’s Super Falcons will know today whether they would progress for the first time, in 20 years to the Round of 16 in the FIFA Women’s World Cup taking place in France. 
 
Nigeria finished third in Group A with three points and minus two goals, opening a chance to progress as one of the four best third-placed teams, to join the 12 that qualified as the two-best in the six groups. 
 
Two of the spots have been taken already by China and Brazil. China finished third in Group B on the same four points, with second-placed Spain. Brazil also finished third with six points in Group C, sharing same points with first-placed Italy and runners-up Australia. 
 
Argentina in Group D opened the door of opportunities for Nigeria and four winless teams on Wednesday after they dramatically fought back to level 3-3 with Scotland.

Kaduna State High Court sitting in Kaduna yesterday described the controversial religious bill passed into law at the tail end of the 5th State House of Assembly, as gross violation of the fundamental human rights as captured in the constitution. 
 
The Pentecostal Fellowship of Nigeria (PFN) had dragged the state government to the court, challenging passage of the bill, which provides the state government will issue license to clerics before they will be able to perform some religious rites in the state. 
 
The court affirmed the development was inconsistent with the 1999 constitution of the Federal Republic of Nigeria (as amended), thereby making it illegal. 
 
Kaduna State Governor, Nasir El-Rufai, had in 2016 sent the religious bill, a rejig of 1984 decree to the State Assembly but was set aside for about three years before it was eventually passed a few hours to the end of the last assembly.

The presiding judge, Justice D. Gwadah, further added that the actions of the State Assembly in proceeding to pass the bill into law despite the pending court proceedings and the subsisting court injunction restraining the action, “is an affront to this honourable court”. 
 
The case has been instituted by the Pentecostal Fellowship of Nigeria (PFN) Kaduna chapter since 2016 against Kaduna State Governor (Mallam Nasiru El-Rufai), Kaduna State House of Assembly and the Attorney General of Kaduna. 
 
It is important to add that, this may not be the end of the matter as the governor and other respondents in the matter may seek higher court decision. 
 
However, the lead counsel to PFN, S. A. Akani who briefed newsmen outside the court, expressed satisfaction with the judgment on behalf of his client, the PFN.

Garba Shehu, presidential spokesman says former President Olusegun Obasanjo owes Nigerians an explanation as to why he was absent at the inauguration ceremony of President Muhammadu Buhari. 
 
Obasanjo was clearly absent from both the May 29 swearing-in ceremony and the first ever June 12 Democracy Day. 
 
Obasanjo and all former heads of state and presidents except Yakubu Gowon were absent at the June 12 Democracy Day celebrations which held at Eagle Square in Abuja.

Shehu in a statement issued on Wednesday said Obasanjo was invited to both programmes but failed to attend neither. 
 
<blockquote>“The former President, Chief Olusegun Obasanjo, owes an answer to Nigerians on his absence from the 2019 Presidential inauguration and Democracy Day celebration because the claim that he was not invited or he did not receive an invitation cannot be sustained,” Shehu said. 
 
“Since the claim was first made, elements in the polity that have deliberately and consistently been trying to lead the country toward polarization have cashed in on it, throwing all manner of rubbish at the Buhari Presidency. 
 
“The fact remains that the Secretary to the Government, Boss Mustapha wrote on May 16th, 2019. 
 
“The invitation was sent to Chief Obasanjo’s known forwarding address, detailing out all the major events, and the invitation cards were delivered by a reputable courier company as confirmed.”</blockquote>
 
He said the personal secretary of the ex-president acknowledges receipt of the invitation. 
 
<blockquote>“The receipt of the letter and invitation cards as delivered by the courier company was confirmed by Mr. Taiwo Ojo, the long standing Personal Secretary to the former President,” he said. 
 
“If in the circumstance, Chief Obasanjo did not see or receive the letter and invitation cards as published by Vanguard newspaper (Page 16, June 16, 2019) and several other news platforms, then the former President needs to find out what is happening with his own secretariat. 
 
“The government office did its job diligently and should not be blemished for no reason.”</blockquote>

A 29-year-old banker, Adeyemi Ilesanmi, has accused men of the Special Anti-Robbery Squad of allegedly detaining and extorting money from him while on his way for a visa interview. 
 
It was gathered that the police officers apprehended Ilesanmi close to the entrance to the United States Embassy on Victoria Island, Lagos, on June 10, 2019. 
 
The officers, on realising that Ilesanmi was on his way for an interview, detained and threatened to make him miss his appointment if he did not ‘‘cooperate’’ with them.

The Ondo State indigene said he parted with a sum of N35,000, which he was made to transfer to an account given by the SARS men in order not to miss his interview. 
 
He said, “I am based in Akure, Ondo State, and I travelled to Lagos for the purpose of the visa interview which was slated for June 10. I spent the night in Obalende and as early as 6.30am, I took a tricycle to Victoria Island. As soon as I alighted from the tricycle, I was apprehended by the SARS men. 
 
“They were three in number and one of them asked me who I was. I identified myself by showing them my work identity card that I had on me. I also explained to them that I had an appointment at the US Embassy in the next 27 minutes. 
 
“One of them said they were not interested in my explanation and that they wanted to check what I had with me. I obliged them but asked not to be delayed. He checked the date and time on my appointment letter and said he was going to hold on to it and make me miss my appointment if I didn’t cooperate. 
 
“I was dragged into their van and driven to the nearest police post. I kept on reminding them that I had a visa interview and that they shouldn’t make me miss my appointment because I did not have anything incriminating on me. At some point, I had to start begging them and they said they would not release my documents until I settle them with N200,000. 
 
“Eventually, one of them called me aside and said he knew how important the appointment was to me and that I should not jeopardise my chance at the embassy. He asked how much I had with me and I told him N2,000.” 
 
Ilesanmi said the officers insisted that they would not collect such an amount from him, adding that he had to transfer N35,000 to an account provided by the SARS men before his documents were released to him. 
 
He said, “The officers said they won’t collect the N2,000 from me. I had about N34,000 in my bank account and I had to call someone to send some money to me to make up for the N35,000 that they insisted on. I was forced to make a transfer of N35,000 into an account before my documents were released to me. I got to the embassy late but was still able to meet up. I had to pay so that I wouldn’t miss the interview, because I couldn’t afford to book another interview after putting in time to come to Lagos. 
 
“I left Lagos immediately after the interview and I did not want to lodge a complaint until I had concrete evidence. I later realised that the account number I was given was that of a woman. I directed my complaint to the Police Complaint Response Unit through their online platform.” 
 
When the Head of the Police CRU, ACP Marcus Basiran, was contacted, he replied a text message sent to his telephone thus, “You or he will be contacted soonest by the team that has been assigned the case.” 
 
Ilesanmi, however, said when he was contacted by the unit, he was only told that the case would be looked into. 
 
He stated, “The person who contacted me asked if I picked the name of any of the men and I told him that I was unable to pick the names on their identity cards, but I could tell that they were men of the Special Anti-Robbery Squad. 
 
“He told me that the only lead they had was the account number that I was made to pay into. I was told that they would work on it and flag the account. He said he would get back to me in the next two or three days.”

The Federal Road Safety Corps has urged drivers seeking to renew their licences to make use of the corps’ Bypass Capture scheme. 
 
FRSC made the call in a statement issued by Bisi Kazeem, the Corps Public Education Officer. 
 
Kazeem said FRSC introduced the Bypass Capture functionality on the National Drivers License portal to improve ease of obtaining the licence and also save applicants’ time.

According to Kazeem, an applicant’s eligibility for Bypass Capture would simply be required to make payment online and visit the collection centre to pick up the permanent licence when it is ready. 
 
He said, “There is no need to visit any Drivers License Centre to recapture his/her biometric information again. An applicant who is either renewing or applying for a re-issue can use the Bypass Capture feature.” 
 
Kazeem pointed out that the Bypass Capture is only available to applicants who have existing biometric information on the NDL system i.e. such an applicant must have gone through the FRSC Driver’s License process. 
 
He added that an applicant can only apply for Bypass Capture for the first license renewal which is after three or five years. The second renewal (which will be after a minimum of six years, will require an applicant to recapture his biometrics. 
 
Kazeem further explained that the first license which is regarded as a fresh application will require an applicant to capture his/her biometric at any of the DLC. 
 
“For the second license which is a renewal or reissue, the applicant can choose to Bypass capture since his record is already existing in the NDL database and the third license renewal will require applicant to recapture his biometric information as it is expected that there should be some changes to the applicant’s physical appearance at this period. Subsequent renewal will follow the same cycle.” Kazeem stated.

A Professor of Anatomy, Oladapo Ashiru, has said that with the advent of technology, sickle cell parents could avoid giving birth to children with sickle cell anaemia. 
 
Ashiru in an interview with newsmen, in commemoration of World’s Sickle Cell day, said it was important for everyone to know their genotypes before going into any relationship that would lead to marriage.

He said, “For those who are married and are sickle cell carriers, the danger is that they can have a child with the full blown sickle cell disease. In this age, there should be no reason why they should bring a sickler into the world because there are now technologies available to determine the genetic composition of a baby before the embryo is implanted. 
 
“We now have infrastructure in Nigeria which can allow couples who are sickle cell carriers have a pre-conception determination of their baby to ensure they don’t have a sickle cell baby and we have done that successfully to help a lot of people who are sickle cell carriers to deliver normal children.” 
 
Ashiru said it was key for intending couples to check their genotypes and seek counselling from medical practitioners before going ahead with their marital plan. 
 
The World Sickle Cell Day is a United Nation’s recognised day to raise awareness of sickle cell at national and international level and it is celebrated every June 19.

 Chairman of the Presidential Advisory Committee Against Corruption, Prof. Itse Sagay, has commended the All Progressives Congress administration under President Muhammadu Buhari for stepping up the fight against corruption in the country in a bid to ensure good governance and development. 
 
But he lamented that jailing corrupt people was a desperate and wasteful effort given the weakness in the country’s judicial process.

He spoke during a workshop organised by the PACAC in collaboration with the National Orientation Agency which held in Jos on Wednesday. 
 
The programme with the theme, “Value re-orientation and the fight against coruption “ was attended by top government officials, including permanent secretaries, traditional rulers as well as leading civil society organisations and political activists. 
 
Sagay said, “Corruption has primarily been fought by the Federal Government in the country. There is too much focus on financial corruption but the truth is that nepotism is a more serious problem. 
 
“After our evaluation in the fight against corruption, we discovered that jailing people is a desperate and wasteful effort. It is going to be difficult to have convictions because of the weakness in the judicial institution. And that is why we have concentrated more on asset seizure of corrupt people as the way to go.” 
 
Sagay who was represented at the occasion by a member of the PACAC, Prof. Etannibi Alemika, further maintained that for the country to win the war against corruption, there must be value re-orientation among its citizens. 
 
According to him, a situation where promotion of values that abhorred hard work, accountability, transparency and commitment to common good had become the norm among Nigerians was not good for the country. 
 
He urged the citizens to expose corrupt individuals in their midst irrespective of their political, social or religious affiliations in the interest of the country’s development. 
 
Governor Simon Lalong who declared the workshop open, said his administration would not spare anyone found to be engaging in acts of corruption. 
 
He noted that corruption had done more harm than good to the country’s socio-economic progress and urged Nigerians to join hands with the APC administration in the anti-corruption fight.
