Gen. Jide Ogunlade, the Force Commander of Operation Hadarin Daji in Zamfara, has confirmed that several villagers displaced by bandits activities in the state are now returning home.<br /> <br /> Ogunlade made the confirmation while discussing areas of cooperation with journalists at the Force Command Headquarters in Gusau. He said the development followed effort of security agencies being intensified against the bandits throughout the state.<br /> <br /> “We have now successfully disorganized the bandits and they can no longer stay comfortably in their hideouts because they know we can locate and strike them at any moment.<br /> <br /> “Although there exist over 300 bandits camps in the bushes, we are doing our best to neutralize them and even when they try to get to any of the neighbouring states, they find it difficult to evade the security.<br /> <a name='more' id="more"></a><br /> <br /> “This is why they now devised a method of using their informants to divert our attention through distress calls while the bandits go to the opposite direction to lay siege on innocent people.<br /> <br /> “The bandits also easily attack villages situated close to the bushes and quickly run into the depth of the bushes, on this too we are working on the best approaches against their moves,” he assured.<br /> <br /> The commandant, who expressed readiness to work with all forms of volunteer security services, however, warned that if such partnership was abused and those volunteers crossed their bounds, they would be dealt with.<br /> <br /> He appealed to journalists in the state to cooperate with the operation by disseminating credible and verified information so that they could succeed.<br /> <br /> The Chairman of the State Council of the Nigeria Union of Journalists (NUJ), Mr. Abdulrazak Kaura, assured the commandant of the cooperation of his members.<br /> <br /> “As far as the theatre maintains free flow of information, there will be no need for us to be mischievous or go to press without verifying the report.”<br /> <br /> The chairman criticised the way the air components of the operation issued reports from the Air Force headquarters.<br /> <br /> He urged the Force Commander to find ways of releasing reports emanating from the state to the journalists, adding that the expected publicity would be achieved.

He also claimed that though he had no certificate, he learnt auxiliary nursing at a yet-to-be-identified private hospital.<br /> <br /> “When a search was carried out on his illegal ‘clinic’ located in a filthy environment at Inisa area, the following items were recovered: stethoscope, sphygmomanometer (blood pressure gauge), drips, injection and syringe, circumcision set, HCG Pregnancy Rapid Test (urine) Accurate, scalpel and other theater instruments, drips, thermometer, analgesic  and assorted drugs.”<br /> <br /> Ajisebutu added that the AIG Zone XI, Adeleye Oyebade, had consequently directed that the suspect be arraigned.<br /> <br /> He said Oyebade also urged members of the public to be wary of quacks parading themselves as medical doctors so as not to fall victim.

Buruji Kashamu to stop the Federal Government from extraditing him to the U.S. for trial over an alleged drugs offence.<br /> <br /> The judge who was billed to deliver the verdict in the suit on June 20, said the judgment was not ready attributing the development to heavy workload he had.<br /> <br /> Abang, however, pushed the matter forward and promised that the court would now deliver its judgment on the new adjourned date.<br /> <br /> The judge had on Thursday, June 20, fixed July 2, for hearing in the second fresh suit filed by the senator against his planned extradition by the federal government to face trial over alleged drug offence.<br /> <a name='more' id="more"></a><br /> <br /> Kashamu instituted three new suits against the Attorney General of the Federation (AGF), and the National Drug Law Enforcement Agency (NDLEA), praying the court to stop the federal government and the NDLEA from arresting, detaining and extraditing him over the issue.<br /> <br /> In the instant suit filed by his counsel, Mr John Odubela, SAN, Kashamu argued that his fundamental rights to freedom and liberty would be breached with the plan to transport him to U.S. for the alleged offence if the AGF and NDLEA were not restrained from doing so.<br /> <br /> He claimed in his originating summons that two staff of the NDLEA had alerted him of the move by the two respondents to give effect to the extradition request of the American government against him.<br /> <br /> However, the AGF and NDLEA in their separate responses, prayed the court to dismiss the suit on various grounds.<br /> <br /> Among others, the AGF informed the court that the senator had been abusing court processes through filing of multiple suits on the same subject matter.<br /> <br /> Counsel to AGF Mr Gazali Tijani, told the court that the same plaintiff had in 2013 and 2014, instituted two different cases on the same issue against the Federal Government.<br /> <br /> He added that judgments in the two suits were delivered in 2015 by a Federal High Court in Lagos.<br /> <br /> Tijani, however, said that the two judgments of the high court delivered in 2015, were on May 4, 2018, voided and set aside by the Court of Appeal Lagos division.<br /> <br /> The counsel informed the Judge that the senator had since approached the Supreme Court to challenge the decision of the Court of Appeal.<br /> <br /> He, therefore, urged the court to dismiss the fresh suit on the ground that it constituted a gross abuse of court processes and lacking in merit because it did not disclose any cause of action.<br /> <br /> But the NDLEA in its opposition to the fresh suit told the court that Kashamu was wanted in the USA because of the 6.6kg of heroin he allegedly imported into the country in 1994.<br /> <br /> The Anti-Drug Law agency claimed that the Senator who represented Ogun East Senatorial District in the 8th Assembly, allegedly imported the hard drug into the USA.<br /> <br /> “In his capacity as the head of a large drug smuggling syndicate operating in Africa, Asia, Europe and America at the period,” the NDLEA said.<br /> <br /> In a fresh 54-paragraph counter affidavit filed at the court to oppose the innocence of the Senator, the NDLEA averred that Kashamu was indicted for hard drug offences in the USA.<br /> <br /> “But he escaped while his alleged co-offenders were arrested, prosecuted and sentenced to various terms of imprisonment in America.<br /> <br /> “The counter affidavit is in respect of the fresh suit marked FHC/ABJ/CS/536/2018 instituted by Kashamu and dated Oct. 16, 2018.<br /> <br /> “The affidavit deposed to by one Shehu Mohammed, a litigation officer with NDLEA and cited in Court explains that following Kashamu’s escape, the USA government in 2015 dispatched to Nigerian government a request for his extradition,”the NDLEA further said.<br /> <br /> NDLEA insisted that there was a valid and subsisting indictment against him in the United State’s District of Illinois, Eastern Division supported also with valid order for the arrest of the serving senator.<br /> <br /> The affidavit read in part “The applicant Mr Buruji Kashamu, is alleged to have violated Narcotic Laws of the USA by conspiring to import heroin into the country.<br /> <br /> “Heroin is a schedule 1 narcotic controlled substance under the laws of the USA.<br /> <br /> “There is valid and subsisting indictment against the applicant, Buruji Kashamu in the United States’ District of Illinois, Eastern Division.<br /> <br /> “On March 16, 1994, the applicant was charged in the USA/Buruji Kashamu, among others No. 94 CR 172 following the seizure of 6.6 Kilogrammes of heroin alleged to emanate from him.<br /> <br /> “The applicant Buruji Kashamu was further charged with a second superseding indictment filed on May 21, 1998, for conspiracy to import heroin into USA, following repeated seizures of heroin similarly alleged to be emanating from him.<br /> <br /> “A copy of the second superseding indictment and Arrest warrant for the fugitive issued by the United States District Court, Northern District of Illinois is contained in Exhibit NDLEA 1.<br /> <br /> “That contrary to his depositions, the applicant has never been exonerated of any drug or related offence by any court of Nigeria, the United States of America (USA) or the United Kingdom (UK).<br /> <br /> “That the paragraphs of the applicant’s affidavit that talk of exoneration of crime/charges of illicit traffic in narcotic drugs are false.<br /> <br /> “That contrary to his depositions, the decision of the British Courts did not exonerate the applicant of any of the charges for drugs and related offences pending in the USA.<br /> <br /> “That the two judgments of the British Courts were decided on technicalities based on the laws of the UK.<br /> <br /> “They did not go into the merits of the extradition charges relating to conspiracy and illicit traffic in narcotic drugs in the USA.<br /> <br /> “That the judgment of the High Court of Justice (Queens Bench Division) in suit CO/2141/2000 delivered on Oct. 6, 2000, was decided on an application We are not meeting the best standard, it requires we must work together to provide better services.”<br /> <br /> Kallon added, “One thing that is very clear whatever we have done and what we are doing currently is way below international standard.”<br /> <br /> He asked the meeting to as a matter of urgency brainstorm on how to relocate 89,000 IDPs, saying more than 28 hectares of land was needed for that.<br /> <br /> The UN chief said he saw 20,110 IDPs sleeping outside because they had no shelters in Bama.<br /> <br /> Kallon added, “When I was in Bama, I was shocked with what I saw. Damboa shows another ugly face with over 10,000 without shelters.<br /> <br /> “Camps are overcongested, we are under so much pressure to improve on what we are doing, we should not be too proud that we have done extremely well, there is still a lot to be done. And I call on NEMA and SEMA that is the area we need to work with the international community to bridge the gap, I am seriously worried about the efficiency and effectiveness of what we are doing to address displacement in North-East, we should do better and we must do better.”<br /> <br /> The Director-General of NEMA, Alhaji Mustapha Maihajja, who was represented by the Director of Planning and Strategy, Mr Kayode Fagbemi, lamented the challenges resulting from the arrival of more IDPs from some communities attacked by Boko Haram in Borno.<br /> <br /> He said, “The North-East Zonal Coordinator just told us that about 45,000 (IDPs) are without shelters, and this is because of new arrivals, we are here to plan how to address these challenges as well as to provide non-food and food items that will bring succour to the people.”

<div class="separator" style="clear: both; text-align: center;"><img border="0" data-original-height="470" data-original-width="891" height="336" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEijiiAXcqHzE1lUHYe2qt4hTwg8eZk7gQHNJ-5vekAPgvV4S2x5GgMpDHpLjRbZwZl2pQJAD8_2PPGJt9A63czRqvCnPzkyO6ifh5dfWJpfUZl_1FpKFSDXgMY7EgoYfTMBHbgZVgFxHGb0/s640/buhari+signs+a.jpg" width="640" /></div> <br /> President Muhammadu Buhari has signed the Mutual Assistance in Criminal Matters Bill, 2019 into law.<br /> <br /> It is to ensure the prosecution of offenders in criminal cases whether they are within the country or outside the country.<br /> <br /> <a name='more' id="more"></a><br /> <br /> Such offenders will be prosecuted and punished both at home and in countries where mutual assistance relationship with Nigeria exists.<br /> <br /> By implication, the new law essentially covers repatriation of persons running away from justice back home for prosecution and recovery of stolen assets.<br /> <br /> Nigeria is also expected to reciprocate the gesture whenever necessary to those countries in the prosecution of their own cases.<br /> <br /> The Senior Special Assistant to the President on National Assembly Matters (Senate), Senator Ita Enang, who made the disclosure in Abuja on Friday, explained that other countries could also provide information to Nigeria, which could be used by the Attorney-General of the Federation to pursue such prosecutions.<br /> <br /> Enang, who spoke with State House correspondents, however, clarified that the Act did not cover offences that were political in nature.<br /> <br /> He gave details, “It is intended to ensure that where there is a property that is subject of crime or there are crimes committed outside Nigeria or within Nigeria and the person leaves Nigeria; the provisions of the Act authorises the Attorney-General of the Federation, which is the designated authority in Nigeria, to pursue and use every means to prosecute the offence within and outside Nigeria.<br /> <br /> “This Act does not apply to offences which are of political nature and it doesn’t apply to offences which relate to the military profession or offences which are not regarded as offences in the laws of Nigeria but which may be offence in the laws of other countries.<br /> <br /> “It also enables us, Nigeria, to trace the proceeds of crime to restrain, constrain and in other matter, ensure that the proceeds of crime within or outside Nigeria is not disposed of on the basis of reciprocity.<br /> <br /> “That is, the country that has the same obligations as Nigeria, we will give them assistance and they will give us the same assistance in their own countries.<br /> <br /> “So, the fact that an offence was committed here and the person has left Nigeria, the laws of Nigeria will still pursue you; under this law, you will still be pursued and those countries you are, are obliged to give us assistance to bring you back; in getting evidence and in even getting witnesses in terms of jurisdiction to testify in those matters.”<br /> <br /> Enang added that Nigeria already had mutual assistance relationship with a number of countries, though he didn’t give names.<br /> He spoke further, “It is mutual legal assistance and those countries are designated. There are countries that we have that obligation with and already, there is the Interpol. The provisions of this law do not override the activities of the Interpol. If Interpol could do that, this is deepening; it is not just for arrest—trial, assistance in trial; assistance in evidence; assistance in arrest; assistance in even sending documents relating to it.”<br /> <br /> The presidential aide spoke on pending bills passed by the 8th National Assembly, saying that the President would look into them, as long as he did not previously withhold his assent to them.<br /> <br /> “I want to say that bills passed by the 8th Assembly up to the time it was still in session up to the June 6, will still be forwarded to and assented by Mr President as the Clerk to the National Assembly transmits them.

The speech was made available to journalists on Friday.<br /> <a name='more' id="more"></a><br /> <br /> Usoro said the level of insecurity in the country and the attack on the independence of the judiciary and the legal profession constituted a threat to the rule of law, and by extension the country’s democracy.<br /> <br /> He said, “Without the rule of law and security of lives and property, society gradually descends into a state of anarchy and democracy becomes a mere pretension. Democracy itself cannot survive without the rule of law.<br /> <br /> “These twin elements – rule of law and security of lives and property – are what drive society and the economy. It would be revealing if we were to have proper and verified statistics on the investment opportunities that have been lost by Nigeria because of these twin pervasive challenges: insecurity and the erosion of the rule of law.<br /> <br /> Usoro also said the climate of fear instilled by the Federal Government undermined the independence of the judiciary and the ability of the judges to act confidently without fear or favour in dispensing justice.<br /> <br /> He said, “Our judges are threatened, intimidated and blackmailed mostly by the executive arm of government and their agencies both at the federal and state levels. So, we have judges literally walking on egg-shells, notably where governments and their agencies have interest in matters that they adjudicate upon.”

So, definitely for the next academic year everybody will fall in line because we already articulated the curriculum and the examination should be done along those lines,” he said.

The Univeral Basic Education Commission announced in October 2018 that 13.2 million children were not in schools as they should be.<br /> <br /> Despite the high numbers, some state governments have yet to take advantage of billions of naira in counterpart funding provided by the federal government for free basic education.<br /> <br /> In March, Mr Adamu said parents were “frustrating” the government’s efforts to reverse the shocking figures.<br /> <br /> Speaking on matching grant and other intervention funds for basic education in Nigeria, the minister said N350 billion had been expended on the sub-sector by the Buhari administration in four years, while the preceding government spent N360 billion in six years.<br /> <br /> “In the six years preceding the Buhari Administration, between 2009 and 2014, the federal government spent about N360 billion worth of intervention on Basic Education covering textbooks, teacher professional development, construction of classrooms and library resources among others."<br /> <br /> Inaugurating the National Economic Council (NEC) at the Presidential Villa on Thursday, President Buhari reminded the governors that providing free and compulsory education is a constitutional provision.<br /> <br /> "Section 18(3) of the 1999 Constitution as amended places on all of us here an obligation to eradicate illiteracy and provide free and compulsory education,” presidential spokesperson Femi Adesina quoted the president as saying.<br /> <br /> "Section 2 of the Compulsory, Free Universal Basic Education Act provides that every Government in Nigeria shall provide free, compulsory and universal basic education for every child of primary and junior secondary school age.<br /> <br /> "It is indeed a crime for any parent to keep his child out of school for this period. In my view, when a government fails to provide the schools, teachers and teaching materials necessary for basic education, it is actually aiding and abetting that crime.<br /> <br /> "This is, therefore, a call to action. I would like to see every Governor rise from this meeting and rally his local Government Chairmen towards ensuring that our schools offer the right opportunities and provide the needed materials and teachers for basic education, at the minimum.<br /> <br /> "If we are able to do this, the benefits will surely manifest themselves," the President said in his 24-paragraph speech at the inaugural session of NEC.<br /> <br /> The president told the governors that successes in the four key areas of education, security, health, and agriculture would go a long in lifting Nigerians out poverty and securing the future for sustainable growth and development.<br /> <br /> The president also urged the governors to pay special attention to security, health, and agriculture in the next four years of this administration.

It will be important to be able to diagnose and treat heat-related illnesses if they occur on site,” the statement said.<br /> <br /> Timing of AFCON was recently changed from January, every two years, to mid-year to harmonise with the football calendar in Europe where most African stars ply their trade.<br /> <br /> The 2019 edition kicks off on Friday and will run until July 19, in Egypt.<br /> <br /> The temperature in most part of North Africa is usually high at this time of the year.<br /> <br /> The Super Eagles will open their campaign against debutants Burundi on Saturday.

Gwadah, further added that the actions of the State Assembly in proceeding to pass the bill into law despite the pending court proceedings and the subsisting court injunction restraining the action, “is an affront to this honourable court”.<br /> <br /> The case has been instituted by the Pentecostal Fellowship of Nigeria (PFN) Kaduna chapter since 2016 against Kaduna State Governor (Mallam Nasiru El-Rufai), Kaduna State House of Assembly and the Attorney General of Kaduna.<br /> <br /> It is important to add that, this may not be the end of the matter as the governor and other respondents in the matter may seek higher court decision.<br /> <br /> However, the lead counsel to PFN, S. I spent the night in Obalende and as early as 6.30am, I took a tricycle to Victoria Island. As soon as I alighted from the tricycle, I was apprehended by the SARS men.<br /> <br /> “They were three in number and one of them asked me who I was. I identified myself by showing them my work identity card that I had on me. I also explained to them that I had an appointment at the US Embassy in the next 27 minutes.<br /> <br /> “One of them said they were not interested in my explanation and that they wanted to check what I had with me. I obliged them but asked not to be delayed. He checked the date and time on my appointment letter and said he was going to hold on to it and make me miss my appointment if I didn’t cooperate.<br /> <br /> “I was dragged into their van and driven to the nearest police post. I kept on reminding them that I had a visa interview and that they shouldn’t make me miss my appointment because I did not have anything incriminating on me. At some point, I had to start begging them and they said they would not release my documents until I settle them with N200,000.<br /> <br /> “Eventually, one of them called me aside and said he knew how important the appointment was to me and that I should not jeopardise my chance at the embassy. He asked how much I had with me and I told him N2,000.”<br /> <br /> Ilesanmi said the officers insisted that they would not collect such an amount from him, adding that he had to transfer N35,000 to an account provided by the SARS men before his documents were released to him.<br /> <br /> He said, “The officers said they won’t collect the N2,000 from me. I had about N34,000 in my bank account and I had to call someone to send some money to me to make up for the N35,000 that they insisted on. I was forced to make a transfer of N35,000 into an account before my documents were released to me. I got to the embassy late but was still able to meet up. I had to pay so that I wouldn’t miss the interview, because I couldn’t afford to book another interview after putting in time to come to Lagos.<br /> <br /> “I left Lagos immediately after the interview and I did not want to lodge a complaint until I had concrete evidence. I later realised that the account number I was given was that of a woman. I directed my complaint to the Police Complaint Response Unit through their online platform.”<br /> <br /> When the Head of the Police CRU, ACP Marcus Basiran, was contacted, he replied a text message sent to his telephone thus, “You or he will be contacted soonest by the team that has been assigned the case.”<br /> <br /> Ilesanmi, however, said when he was contacted by the unit, he was only told that the case would be looked into.<br /> <br /> He stated, “The person who contacted me asked if I picked the name of any of the men and I told him that I was unable to pick the names on their identity cards, but I could tell that they were men of the Special Anti-Robbery Squad.<br /> <br /> “He told me that the only lead they had was the account number that I was made to pay into. I was told that they would work on it and flag the account. He said he would get back to me in the next two or three days.”

An applicant who is either renewing or applying for a re-issue can use the Bypass Capture feature.”<br /> <br /> Kazeem pointed out that the Bypass Capture is only available to applicants who have existing biometric information on the NDL system i.e. such an applicant must have gone through the FRSC Driver’s License process.<br /> <br /> He added that an applicant can only apply for Bypass Capture for the first license renewal which is after three or five years. The second renewal (which will be after a minimum of six years, will require an applicant to recapture his biometrics.<br /> <br /> Kazeem further explained that the first license which is regarded as a fresh application will require an applicant to capture his/her biometric at any of the DLC.<br /> <br /> “For the second license which is a renewal or reissue, the applicant can choose to Bypass capture since his record is already existing in the NDL database and the third license renewal will require applicant to recapture his biometric information as it is expected that there should be some changes to the applicant’s physical appearance at this period. Subsequent renewal will follow the same cycle.” Kazeem stated.

In this age, there should be no reason why they should bring a sickler into the world because there are now technologies available to determine the genetic composition of a baby before the embryo is implanted.<br /> <br /> “We now have infrastructure in Nigeria which can allow couples who are sickle cell carriers have a pre-conception determination of their baby to ensure they don’t have a sickle cell baby and we have done that successfully to help a lot of people who are sickle cell carriers to deliver normal children.”<br /> <br /> Ashiru said it was key for intending couples to check their genotypes and seek counselling from medical practitioners before going ahead with their marital plan.<br /> <br /> The World Sickle Cell Day is a United Nation’s recognised day to raise awareness of sickle cell at national and international level and it is celebrated every June 19.

There is too much focus on financial corruption but the truth is that nepotism is a more serious problem.<br /> <br /> “After our evaluation in the fight against corruption, we discovered that jailing people is a desperate and wasteful effort. It is going to be difficult to have convictions because of the weakness in the judicial institution. And that is why we have concentrated more on asset seizure of corrupt people as the way to go.”<br /> <br /> Sagay who was represented at the occasion by a member of the PACAC, Prof. Etannibi Alemika, further maintained that for the country to win the war against corruption, there must be value re-orientation among its citizens.<br /> <br /> According to him, a situation where promotion of values that abhorred hard work, accountability, transparency and commitment to common good had become the norm among Nigerians was not good for the country.<br /> <br /> He urged the citizens to expose corrupt individuals in their midst irrespective of their political, social or religious affiliations in the interest of the country’s development.<br /> <br /> Governor Simon Lalong who declared the workshop open, said his administration would not spare anyone found to be engaging in acts of corruption.<br /> <br /> He noted that corruption had done more harm than good to the country’s socio-economic progress and urged Nigerians to join hands with the APC administration in the anti-corruption fight.
