The new Burna Boy song on the Lekki shooting “20:10:20” has been well-received.
The track censured the military attack on End SARS protesters at the Lekki toll gate.
Famous for human rights abuses, the disbanded Special Anti-Robbery Squad (SARS), terrorized several Nigerians.
Many were summarily killed or wounded publicly or in degrading cells by the operatives of the notorious unit.

For more than ten days, demonstrators in Lagos – where the agitation started on October 8 – and like minds across the country called for an end to police brutality.
On the night of Tuesday, October 20, 2020, Army troops marched to the Lekki rally ground and opened fire on unarmed citizens bearing national flags.
The incident sparked global condemnation and calls for prosecution of those responsible.
Burna Boy told President Muhammadu Buhari, Governor Babajide Sanwo-Olu, and the Nigerian Army that the dead will disturb them for all their “atrocity”.
The music star also mentioned an unnamed “godfather” and “gbo gbo ijoba”, a veiled reference to Federal Government and Lagos State authorities.
Burna Boy, real name Damini Ebunoluwa Ogulu, accused the government of turning graduates to beggars and killing them for demanding justice.
“You carry army go kill many youth for Lekki, na so water ooo water runaway my eyes. Nothing you go talk wey go justify the case of their murder”, the lyrics read.
“The chief of staff, the commander and the army wey carry order; Mr President, Mr Governor, godfather, gbo gbo ijoba, all your atrocity, all of your corner-corner, make all the dead body disturb you for your dream.”
Burna Boy disclosed that proceeds of the song will be used to support families of victims and people suffering affliction caused by the Lekki shooting.
“May the heavens open and celebrate all our fallen heroes who have died for this movement from the very beginning. Rest in peace to all the beautiful lives lost”, he said.

The United States is about to experience a rare full moon in Halloween for the first time in 76 years.
According to CNN, the sky will be illuminated by a full moon- a rare Hallows’ Eve treat that happens only about once every 19 years.
It is also been reported that while a blue moon seems rare, a full moon on Halloween across time zones is even more rare.
CNN reports that this event hasn’t occurred since 1944 adding that the full Halloween moon will rise at 10:49 am ET on November 3, 2020.

However, the full moon which occurs on Halloween every 19 years in some time zones, is expected to occur again in 2039, 2058, 2077 and 2096.
Also, citizens are being advised to have a view of this experience through the virtual Telescope which will share a live stream of the halloween blue moon If they aren’t able to see it due to bad weather or cloud cover in their area.

Director General of the National Youth Service Corps, Brigadier General Shuaibu Ibrahim has stated that palliatives are not stored in any of their camps across the country.
He said this when the Inspector-General of Police, Mohammed Adamu, visited the NYSC camp in Kubwa, Abuja on Friday, to assess the amount of damage after it was looted by hoodlums.
Ibrahim, who said they were preparing for the camp to be reopened on November 10, 2020, begged Nigerians not to attack their facilities.
He said the attack on the camp by looters was bad as their duty was to train young Nigerians to better serve their communities.

Adamu, who described the camp as heavily looted, said they were working hard to round up the perpetrators.
He said 53 people had been detained so far for looting the camp and some of the items recovered.
Adamu called on members of the public to provide information about people they know looted any property in any part of the city.

The Ogun State Government on Friday clarified its position on the full re-opening of worship centres in the state, saying it is still subject to full observance of all COVID-19 protocols and guidelines.
The government stated that while churches and mosques could have their regular services and programmes – both weekly and mid-week activities, they must be carefully done in line with the deliberation, consideration and resolution, reached before with the leaders of Christian and Muslim faith.
A statement by Chief Press Secretary to the governor, Kunle Somorin, urged worship centres to ensure all congregants wear their face masks appropriately (and observe, No facemask, No entry) and adequate provision of running water.
Somorin stated further that worship centres should be adequately cleaned and decontaminated before and after services while household bleach solution /equivalent should be adequately prepared for disinfections.

The statement further reads: “There should be adequate provision and supervision of multiple Veronica Buckets for handwashing (fully automated hand washing machines are preferable);
There should be provision of alcohol-based sanitisers which must be used before and after service;
Worship centres should provide adequate toilet facilities with water.
“Muslims are advised to perform ablution at home and go to Mosque with their personal praying mats;
Qualified Medical Practitioners or trained personnel should check the temperature of worshippers with infrared thermometer before allowing them to enter worship centres.
“There should be adequate medical support for sick persons;
All services on Friday/Sunday and other week days must adhere strictly to COVID-19 guidelines.

The Nigerian Bar Association, Bori branch in Rivers State, has called on President Muhammadu Buhari to intervene in the alleged violation of federal character principle at the Nigeria Copyright Commission, NCC.
The branch chairman, Ledum Finor- Puene in a letter sighted by newsmen on Saturday said there was a gross violation of the Federal Character Principle as enshrined in section 14 (3) of the Nigeria’s constitution as amended.
Puene explained that four members of the governing board of the NCC were from the same state.
“This letter is premised on the fact that in consideration of the federal character principle, four members of the governing board of the Nigerian Copyright Commission, NCC, are from the same state of origin ( Edo State) namely;

A truck loaded with about 50,000 litres of Premium Motor Spirit (PMS) had caught fire in front of the Governor’s Office, Oke Mosan, Abeokuta, the Ogun State capital, on Saturday.
It was learnt that the tanker was coming from Forte Oil, Ijora and was enroute Mobil, Adatan, in Abeokuta metropolis.
The driver, Nurudeen Yusuf, told newsmen that he, alongside his two motor boys discovered a spark from the engine, which resulted in the fire outbreak.
Our correspondent gathered that the occupants of the tanker had been evacuated by men of the Fire Service, stationed at Oke Mosan.

As the truck went up in flames, the firefighters raced to the scene to put out the fire, thereby averting what could have been a disaster, it was learnt.
In his words, the leader of the Federal Fire Service at the scene, DSF Sodiq Atanda, said it took the timely intervention of his men to put out the fire before it got to the body of the truck which could have had more damaging impact.
“If not for the proximity of our station and the timely intervention of our men, this situation would have been worse,” he said, wondering why the truck did not have a fire extinguisher.

Actress, Iretiola Doyle has opened up on the recent lootings taking place in several states in Nigeria.
The renowned role interpreter shared her opinion on the raging issue via her Twitter handle saying the looters did it because they were starving.
She said: “I know we are renowned for loving awoof, but greed wasn’t the reason for the stampede on palliatives, it was hunger. Acute hunger. That is something your leaders will never live down.”
Recall that Nigerians had taken to different warehouses in the country to loot the Covid-19 palliatives in warehouses in various states ahead of the official distribution.

Canada has extended its restriction on non-essential international entries until the end of November as Coronavirus cases continue to rise.
The North American nation has, however, eased quarantine rules for some cut-off Canada-US border communities.
The travel ban has been in force since mid-March, while Ottawa and Washington have a separate arrangement prohibiting non-essential travel between their two countries set to expire one week earlier.
Travellers allowed into Canada despite the ban must still quarantine for 14 days upon arrival.

But Public Safety Minister Bill Blair on Friday said, “some practical adjustments” to the rule would be made to allow residents of a few outlier communities, to cross the border to access necessities such as food and medical care without having to self-isolate after each trip.
He specifically listed Campobello Island in New Brunswick; Stewart, British Columbia; Northwest Angle, Minnesota; and Hyder, Alaska – all cut off from their respective countries due to border irregularities, such as panhandles.
The government will also allow exemptions for a pilot project with the province of Alberta on alternatives to quarantines.

The Southern Kaduna Peoples Union, SOKAPU, has cried out against the continuous attacks on its people by suspected Fulani militias, resulting in the loss of several lives.
The forum in a statement issued by its spokesman, Luka Binniyat, said that Adara natives of Kallah ward, Kajuru LGA of Kaduna State, Thursday, 29th October, 2020, witnessed another tragedy where Mr Kaduna Garba, 32, father of two children, who left the IDPs camp in Kallah town with his kinsman, Francis Bala, 38, and heading for their native Magunguna village to see the situation of things, among 18 other Adara communities were ambushed.
The statement further explained that the two men were ambushed and attacked just before getting to the village by armed Fulani with daggers and machetes, saying that Kaduna Garba was instantly killed while Francis Bala escaped with fatal injuries.
In the same vein, the statement said Irmiya Bitrus, 20, from Kwakwa village, in Atyap Chiefdom, Zangon Kataf local government area was also attacked by suspected Fulani militias who inflicted grievous injuries on him, saying that he is at a private hospital in Zoknwa receiving treatment.

It added that his friend, Dachomo Alamba, 20, with whom they were attacked on the outskirt of Kwakwa village around 7:30pm on Monday, 26th October, 2020 by same armed Fulani men, died of his wounds on the spot after the assailants fled.
The statement noted that armed Fulani men attacked two Gbagyi men riding on a bike on the Buruku-Damba-Kasaya road in Kunai ward, Chikun local government area where Mr. Ezra Nayaro, 45 and father of 7 children was gunned dead while the other passenger escaped into the bush.
The statement expressed its concern on how some Southern communities are now fully occupied by armed Fulani militia some for over a year, stating that the Governor of Kaduna State, Mallam Nasir el-Rufai is still in denial that such reprehensible truth doesn’t exist.
SOKAPU said that there are proofs that the villages below are now captured and occupied by armed Fulani militia.
In Kachia local government area, the statement gave the names of the communities as Chikwale, Idum, Muruchi, Kwasau Legede, Kafeyawa, Amale, Chikwale, Unguwan Pa, Gidan Sambo, Gidan Para, Unguwan Muruchi, Unguwan Dutse, Baware kasa, Gidan Duna, Sabon Gida Duna, Opase, Gidan Sunday, Gidan Yarima, Gidan Auta, Bakin Garma, Gidan Ladan, Maigari, Gidan Wakili, Pago, Oshowodo, Gidan Peter, Ungwan pah, Koron Kurmin iya, Ungwan Gwari KurminIya and Rishi.
In Kajuru local government area, the statement gave the names of communities captured by suspected Fulanis as Kihoro-Libere, Bakin Kogi, Umiko,Magunguna, Idazo, Ungwan , Galadima, Ungwan Guza, Etiss, Ungwan Ma’aji, Ungwan Dantata, Ungwan Araha 1 & 2, Ungwan Goshi, Ungwan Shaban, Ungwan Jibo, Ungwan Maijama’a, Ungwan Sako, Ungwan Maidoki, Ungwan Masaba, Ungwan Makware, Edanu, Ungwan Mudi, Ungwan Rana, Ifele and Ungwan Gora.
In Chikun local government area, the villages affected are Kunai Ward, Kudo (Dau), Sunusi Dnakwala, Galu, Aguyita, Galuko, Galiwyi, Atopi, Onkoru, Anguwan, Badole, Manini, Hayin Damisa, Anguwan Nyako, Badimi, Gnashi, Sarari , Giji, Dnapagbe, Badimi, Shelbula, Rafin yashi, Sabongida, Rafinyashi, Anguwan, Amos Manini, Hayin Dakachi Manini, Madalla, Abon and Kawuya.
Others are Rumanan Gbagyi, Rumanan Hausa, Malamo, Labi, Hayin Kozo, Muya, Shuwaka, Polwaya, Kaguru, Kasko, Nasarawa Kaguru e Dabbara Kaguru.
The statement explained that as at 30th October, 2020, at least 100 communities scattered in four local government areas of Southern Kaduna have been displaced and taken over by armed Fulani militia unchallenged by the state even after repeated publication of what the statement described as “the impunity” to the government.
It said that there are at least 50,000 IDPs living in several camps in Southern Kaduna and with relations, saying that their villages are either too unsafe to return or have been taken over by Fulani militia.
The union called on the International Community, human rights organizations, men and women of honor and conscience to help mount pressure on Kaduna State and the federal governments to restore these people back to their homes.

The caretaker chairman of Iganna Local Council Development Area of Oyo State, Mr Olayiwola Adeleke, has regained freedom.
Adeleke was freed with his driver who was also kidnapped on Sunday night.
The Police Public Relations Officer in Oyo State, Mr Olugbenga Fadeyi, confirmed the development to our correspondent on Saturday morning.
He said, “They have been released and they have reunited with their families. They were freed on Friday night.”

Former governor of Imo State, Senator Rochas Okorocha has said that the South East region of the country believes in one Nigeria.
Sen. Okorachi who spoke to journalists after a meeting of South East leaders in Enugu, maintained that the whole Ndigbo believed in the entity called Nigeria, adding that the meeting was for peace and unity of Ndigbo and Nigeria in general.
“This is a very timely meeting and the whole essence is for peace and unity in our Igbo land and Nigeria. We believe in the unity of this country and we believe in the entity called Nigeria and all Igbo do believe so”, he said.
He reassured the youths of the South East leader’s commitment to attend to their demands and correct what has gone wrong before now.

“We are deeply touched by the recent happenings and we never imagine that it will take that dimension in Igbo land.
“So, we are here to reassure our youths and also to reassure Nigerians that we will take the necessary steps to correct some of the things perceived as wrong doing and to let Nigerians know that Igbo are part and parcel of this country and we remain so, unquestionably”, Okorocha said.
Responding to questions on the possibility of Igbo leaders to work together despite their different political affiliations, Okorocha said that, “what binds us together is much more than the party line that divided us.
“So we have begun to realise that and we owe it a duty to build a better future for this generation and indeed future generation of Ndigbo. We are getting old, we are not getting younger at all and we don’t want to be asked what did we do during our time.
“We are making every frantic effort to correct some of the mistake of the past and to give our youth a sense of belonging and a very nice road map with which o coup with things of life. We have decided to come together, be it APC, PDP, on anything that concerns the Igbo Nation and Nigeria Nation”.

Actor and politician, Yul Edochie has averred that videos showing Nigerians looting should give any good leader sleepless nights.
Edochie noted that those looting videos shows “Nigerians are dying of hunger” and leaders who watch them should be “working out ways to improve the living standard of the masses.”
 Speaking further, Edochie said Nigerian leaders aren’t concerned about that, instead they are concerning themselves with social media.
”After watching those looting videos, every good leader should be having sleepless nights working out ways to improve the living standard of the masses. Nigerians are dying of hunger. Rather your headache is social media. SHAME!” he wrote on Twitter.

The Lagos State Police Command said it has detained the cop who allegedly shot his ex-lover, Joy Eze, at Opebi, Ikeja.
The suspect, Sergeant Eze Aiwansone, attached to the Special Protection Unit (SPU) Base 16, Ikeja, was alleged to have shot the victim on October 8 after inviting her on a date.
Aiwansone who ran after the alleged crime, was arrested by his elder brother, an Inspector of Police and handed over to the command, spokesman Olumuyiwa Adejobi said in a statement Thursday evening.
“The State CID Panti has taken over the case on the instruction of the Commissioner of Police, Lagos State, CP Hakeem Odumosu, for further investigation.

“The Commissioner of Police has warned police personnel in Lagos State to desist from any act that can tarnish the image of the police; and be committed to the principles of Community Policing for better service delivery and public safety in the state,” said Adejobi.

The Buhari Media Organisation (BMO) has lauded the National Broadcasting Commission (NBC) for sanctioning three broadcast media stations for their coverage of End SARS protests.
A statement on Friday by the Chairman, Niyi Akinsiju and the Secretary, Cassidy Madueke, claimed the organisations breached extant regulatory guidelines.
BMO aligned with NBC’s position that Arise TV, AIT and Channels TV contributed to the escalation of the crisis.
The body noted that the sanction sends a strong and unambiguous message to the broadcast industry in Nigeria.

“There can be no justification for Channels Television, Arise TV, and AIT to transmit footage obtained from unverified and unauthenticated social media sources,” it said.
BMO said the “amateurish conduct” only fell short of professional expectations.
It said their conduct “incited the youth to more violent behaviour”.
“They helped create a self-serving justification for the humungous looting spree that gripped many parts of the country. We commend the NBC for exercising obvious and strong regulatory surveillance over the broadcast industry and encourage the Commission to continue in this line”, the statement read.
The BMO noted that holding the broadcast stations liable for their breach of the code emanating from the use of material from User Generated Sources was not good enough.
Nigerians and groups have condemned the fine slammed on the stations.

President Muhammadu Buhari on Friday, expressed sadness over a vehicle accident that claimed lives, including those of pupils of Presentation Nursery and Primary School in Mgbowu, Awgu Local Government Area of Enugu State.
Buhari’s condolence message was contained in a statement by his Special Adviser on Media and Publicity, Femi Adesina, titled “President Buhari mourns victims of Enugu crash involving pupils.”
In mourning the victims, Adesina quoted Buhari as urging vehicle owners to ensure roadworthiness, as initial reports attributed the accident to brake-failure by the truck involved.
The statement read, “President Muhammadu Buhari is saddened by the gruesome vehicle accident in Mgbowu, Awgu Local Government Area of Enugu State, in which scores of people died, most of them school pupils.

“The President condoles with families and kith and kin of the dead, praying that God will grant them succour, and spare the country of such tragedy in future.
“He also commiserates with the Catholic Church of Awgu, which runs Presentation Nursery and Primary School that the pupils attended, and the Enugu State Government.
“President Buhari enjoins vehicle owners to ensure roadworthiness, as initial reports attributed the accident to brake-failure by the truck involved.”
Tragedy struck on Wednesday after a truck rammed into a school bus conveying pupils at Nkwo Junction, in the Awgu Local Government Area of Enugu State.
The bus driver, seven pupils, and a teacher were said to have died on the spot.
Nine other pupils, who were said to have sustained varying degrees of injury, were rushed to the University of Nigeria Teaching Hospital, Enugu, for treatment.

The Anambra State Governor, Willie Obiano, has urged President Muhammadu Buhari and other African leaders, not to allow US President Donald Trump to frustrate Dr Ngozi Okonjo-Iweala’s bid to emerge as the next Director-General of the World Trade Organisation.
Obiano said this in a statement titled, ‘WTO DG: A Call on President Buhari and African leaders to step up diplomatic offensive’, signed by the state Commissioner for Information and Public Enlightenment, C-Don Adinuba, in Awka, on Thursday.
The statement read in part, “All that is needed is a great diplomatic offensive before the formal announcement of the winner on November 9.
“The people and government of Anambra State, therefore, call upon President Muhammadu Buhari and other African leaders to immediately set in motion the machinery to get the United States to do the right thing by supporting the most qualified and the most popular candidate.

“The Trump administration wants South Korean Trade Minister, Yoo Myung-hee, who has the support of only 55 nations, about 50 per cent of Okonjo-Iweala’s vote. It needs not to have its way.
“Earlier this year it opposed the re-election of Dr Akinwunmi Adesina, Nigeria’s former Minister of Agriculture and African Union’s choice, as the African Development Bank President based on unsubstantiated allegations like nepotism.
“It is difficult to understand why the Trump administration should be on a collision course with Africans on international assignments.
“In the middle of the COVID-19 pandemic in May, the administration announced it was severing relations with the World Health Organisation led by Dr Tedros Adhanom Ghebreyesus, an Ethiopian, accusing the organisation of being China’s lackey, the same charge it levels against the WTO.
“Acts like this help fuel criticism that the administration may not be free of racism.
“The people and government of Anambra State are of the opinion that President Buhari needs to do more to urgently mobilise not just African leaders, but also the EU and, indeed, the rest of the world to get the United States to do the right thing.”

The Inspector-General of Police, Mohammed Adamu, has rejected reports by global rights organisation, Amnesty International, that police officers shot at #EndSARS protesters.
He described Amnesty’s report of October 21, 2020, that police personnel shot at peaceful protesters as “untrue, misleading and contrary to all available empirical evidence”.
Adamu said police officers, instead, “acted professionally, exercised commendable restraints and some paid the supreme price for peace during the recent protests and ensuing violence in some parts of the country.”
This was contained in a statement on Friday titled, ‘EndSARS Protests: Police Personnel Were Professional And Exercised Maximum Restraints – IGP Tells Amnesty Int’l’.

The statement was signed by Force Public Relations Officer, Frank Mba.
Adamu said, “During the protests, officers of the Force used legitimate means to ensure that the protests were carried out in a peaceful manner and in most cases, physically protected and walked side-by-side with the protesters.
“Even when the protests turned violent in some parts of the country, the officers still maintained utmost restraint and did not use excessive force in managing the situations.
“Available Reports show that 22 police personnel were extra-judicially killed by some rampaging protesters and scores injured during the protests. Many of the injured personnel are in life-threatening conditions at the hospitals.
“205 police stations and formations including other critical private and public infrastructure were also damaged by a section of the protesters.
“Despite these unprovoked attacks, our police officers never resorted to use of unlawful force or shooting at the protesters as alleged in the report.
“It also beggars imagination that Amnesty International failed to mention or pay tribute to Police officers who were gruesomely murdered during the protests while serving their fatherland.
“The Force decries the discriminatory tendencies exhibited by Amnesty International as seen in the report. One wonders if in the estimation of Amnesty International, police officers are not also human beings equally entitled to the protection of their fundamental rights to life and dignity of human person.”
The IGP noted that the Force is committed to the Federal Government’s ongoing reforms of the Nigeria Police Force. He also enjoined Amnesty to subject its reports to “adequate scrutiny and proper verification of facts before making the reports public”.

Barcelona have confirmed that centre-back, Ronald Araujo, has suffered a hamstring injury on his right leg ahead of their La Liga clash against Alaves this weekend.
Araujo, 21, sustained the injury during Barcelona’s away Champions League 2-0 victory against Juventus on Wednesday night.
The Uruguayan youngster was substituted at half-time by Sergio Busquets after sensing pain.
Barcelona made this known in a statement via its official website on Thursday.

“Tests have revealed that Ronald Araujo has a femoral biceps (hamstring) injury in his right leg, and his availability will now depend on how the injury develops.

The Academic Staff Union of Universities (ASUU) has blamed the Federal Government for frustrating efforts to resolve issues that resulted in the ongoing strike embarked upon by the lecturers.
ASUU National President, Prof Biodun Ogunyemi, stated this on Politics Today, a programme aired on Channels Television.
Ogunyemi claimed that the Federal Government has refused to take the necessary steps in addressing the strike action.
According to him, the delay in adopting ASUU’s preferred platform, the University Transparency and Accountability Solution, is one of the major reasons the strike has not been suspended.

He said, “The strike is still on as a result of the FG not taking the necessary steps. We gave them two weeks to address our five points demands.
“We engaged the government but they were not forthcoming. They had a whole year to address those issues. They gave us positions that were not acceptable to our members.
“During our first meeting, we thought they were almost resolving the issues.
“What compounded the problem is the issue of IPPIS. We have said that it is a distraction. There is no university in the world that uses IPPIS.
“We have done three presentations of UTAS to the Minister of Education and his team, the leadership of the Senate and Office of the Accountant-General. They only agreed that UTAS is accepted in principles.
“We are almost getting UTAS approved but the government is saying that our members should first migrate to IPPIS before returning to UTAS. That makes no economic sense. The government has made it difficult for smooth negotiation. They said our members will be paid when they move to IPPIS.”

The UK government has been caught lying over its links with the disbanded Nigerian police unit, Federal Special Anti-Robbery Squad (FSARS).

The lie was exposed, thanks to the persistence of British-Nigerian MP Kate Osamor, who forced the government to admit some relationship with the notorious police unit.
British Minister for Africa, James Duddridge in a letter to Osamor admitted the UK government provided training and equipment to SARS.
Duddridge admitted British officials had trained SARS officers between 2016 and 2020.
He said SARS officers had participated in training designed to improve human rights, training on public finance, and community policing workshops.
He also confirmed radio equipment was given to Nigerian police which was then used by SARS.
Ms Osamor who had demanded the UK government reveal any ties to SARS told The Independent: “It is shocking that in the middle of global protests to End SARS our government appears to have had no idea whether or not it was funding those very units”.
The MP said she had been told categorically by the minister earlier this month that no funding ever made its way to SARS units.
“The government has now been forced to admit that it not only spent millions training SARS but also directly supplied them with equipment”.
She added:”The government now needs to explain how and why it ever felt it was appropriate to train and equip security forces which were known to have taken part in torture and extra-judicial killings.”
Mr Duddridge initially claimed in a letter to the Labour MP dated 19 October that the Foreign Office does not provide and has not provided any support or training to SARS units or officers
However, in his reply on 29 October, Duddridge admitted UK training was given to SARS through the Foreign Office’s Conflict, Stability and Security Fund (CSSF).
The Conservative MP said he had asked officials to go back and make a deep dive in funding streams.
Mr Duddridge said of the training: “This was in support of our wider objectives to strengthen the capability, accountability and responsiveness of the Nigerian Police Force”.
The #EndSARS movement emerged in Nigeria during early October in revolt against police brutality.
Protesters demanded the disbandment of the unit. The unit was disbanded on 11 October.

President Muhammadu Buhari says Nigeria’s economy is too fragile for fresh COVID-19 lockdown.
The President, therefore, urged Nigerians to obey all protocols recommended by health authorities to curtail the spread of the lethal coronavirus.
Buhari, who stated this on Thursday via his verified Twitter handle, said compliance with COVID-19 protocols by all Nigerians is crucial to avert a second wave of the pandemic in the country.
“Looking at the trends in other countries, we must do all we can to avert a second wave of COVID-19 in Nigeria.

“We must make sure that our cases, which have gone down, do not rise again. Our economy is too fragile to bear another round of lockdown,” @MBuhari tweeted.
Buhari had in March imposed a total lockdown on parts of the country including Lagos, Abuja and Ogun. The lockdown lasted for over five weeks and had a tremendous effect on the country’s economical activities with the Lagos Chamber of Commerce and Industry putting the loss at about N3bn in the period under review.
The Presidential Task Force on COVID-19 had at its many briefings frowned on the disregard for COVID-19 protocol by Nigerians while warning against a second wave of the virus in the country.
The task force had also urged citizens to obey social distancing rules, use masks, and regularly wash hands, amongst others.
According to the Nigeria Centre for Disease Control, the country has recorded over 62,000 infections including over 1,100 fatalities.

Former Director Army Public Relations, Brigadier General Sani Usman on Thursday claimed that Military personnel who shot protesters at Lekki toll gate used ‘blank ammunition.
Usman in an interview with Arise News said the blank ammunition used to disperse protesters has little or no effect on its target.
Recall that the Army had earlier denied that its officers were present at the scene of the shooting.
But on Wednesday, the 81 Division of the Nigerian Army (NA) revealed that the Lagos State Government invited the military to intervene during the End SARS protests.

Speaking on Thursday Usman said, “If you look at the canisters, they were blank ammo and blank ammo don’t even kill. At a close range, maybe 100metres – maybe it will have some pigmentation on your skin.
“Remember the military are armed and by the nature of their training, they are trained to kill and I think the military in its wisdom instead of using live ammunition decided to use blank armour which is meant for training.
“I think they should be commended for that otherwise there would have been serious collateral damage, but they were professional enough to have done that.”

Mr. Flavor Eze, the Personal Assistant to the Minister of Foreign Affairs, Mr. Geoffrey Onyeama has described as spurious and unfounded, claims that he diverted Federal Government palliatives meant for the people of Enugu State.
The claim was made by a member of his party, the All Progressives Congress, APC, Mr Peter Ilo, in a petition.
Ilo, from Egede ward in Udi LG of Enugu State, had alleged that: “The palliative meant for good people of Enugu State and non party members was diverted by Mr Flavor Eze to his friends and relatives outside the directive of the leadership of our party and presidency.
“He converted a part of the items for his personal use, shared some to his friends and family and then repackaged the other half and shared it as a palliative from the Minister’s political foundation.”

However, reacting, Eze said the allegations were coming from the pit of hell.
He said he would have kept quiet but had to set the records straight to avoid giving a false impression to the people.
According to the minister’s aide, “My attention was actually drawn to a malicious report against me by one Peter Ilo, through social media.
“At first, I had wanted to wave it off but the need to make this comment is to avoid leaving the fake news in the minds of the members of the society.
“To make it categorically clear, the honourable minister of foreign affairs never received any palliative from the Federal Government on behalf of Enugu State.
“The palliatives from the Federal Government, meant for the 36 States were handed over to the governments of the respective States and Enugu was not an exception.

“All the various groups in Enugu, including the State Government, Old People’s Home, Deacon Okey Ogbodo, for the APC members, to mention but a few, received palliatives from the minister.
“Then, in the second phase, Enugu people in the 17 local government areas, were reached in their homes with palliatives, the exercise took nearly one month.
“This fellow making this bogus claim had wanted to force himself into the Okpara Square, Enugu, when we flagged off the distribution of the palliatives. People were invited on represents capacities as part of the COVID-19 protocol, but he wanted to force himself into the venue, even without nose mask.
“So, I call on the good people of Enugu State to ignore this obvious falsehood being peddled by people who have other ulterior motives. which is clearly to incite the masses,” Eze stated.

Former Minister of Aviation, Femi Fani Kayode has reacted to the US opposition to the appointment of Dr. Ngozi Okonjo-Iweala as the Director General of the World Trade Organisation, WTO.
Recall that although the organisation had decided that Okonjo-Iweala should be the next DG after she secured wide cross-regional backing, United States of America on Wednesday rejected the appointment.
America had explained its endorsement of Yoo to lead the body handling global trade.
Office of the US Trade Representative, in a statement, said the organisation “must be led by someone with real, hands-on experience in the field”.

But reacting, Fani-Kayode in a tweet on Friday said, “I love @realDonaldTrump & I want him to win on Nov. 3rd. I believe he is the best for America & the world & that he is the only one that is capable of standing up to China.

The Central Bank of Nigeria (CBN) has released guidelines for the implementation of the proposed N75 billion Nigerian Youth Investment Fund (NYIF).
CBN, in a statement by its Development Finance Department, stated that the fund would be used effectively to respond to the challenge of youths employment in Nigeria.
According to the statement, the major objective of the plan was to address fragmentation of youths initiatives that prevent assessment of impact.
The apex bank said that the fund was dedicated to investing in the innovative ideas, skills and talents of Nigerian youths, adding that the funds are to be managed by NISRAL Microfinance Bank.

“The Federal Executive Council on July 22, approved N75 billion for the establishment of the NYIF from 2020 to 2023.
“It will provide Nigeria youths with investment inputs required to build successful businesses that can become sustainable employers of labour and contributors to the country’s development.
“The plan targets young people between 18 and 35 years and details the needed actions required to support business establishment, expansion and consequent employment creation for youths in critical economic and social sectors,” it stated.
”’Also, we will institutionally provide the youths with special window for accessing the funds, finances, business management skills and other inputs critical for sustainable enterprise development.
“The fund aims to financially empower youths to generate at least 500,000 jobs between 2020 and 2023.
“This will also generate much-needed employment opportunities to curtail youths restiveness, boost their managerial capacity and develop their potential to become the future large corporate organisations,’’ the statement said.

The Minister of the Federal Capital Territory, FCT, Mohammad Musa Bello, has urged his fellow Muslim brothers to shun violence and embrace peace as they celebrate Maulud Nabiyy of noble Prophet Muhammad.
The FCT minister made the call in a statement made available to newsmen on Thursday.
According to him, Maulud is a celebration of the birth of Prophet Muhammad (SAW), and an occasion which calls for sober reflection and spiritual rejuvenation.
“On behalf of the Federal Capital Territory Administration, I congratulate the Muslim Ummah in the FCT on the occasion of Maulud Nabiyy of our noble Prophet Muhammad (peace be upon him) for the Islamic year 1442 after Hijra.

“As we celebrate this important moment, I urge all Muslims to adhere to that cardinal principle of peace upon which the religion of Islam is built.

“There is an urgent need for us to imbibe the true meaning of piety, sacrifice, patience, tolerance and fellowship in our relationship and dealings with fellow residents.

The Benue State Governor, Samuel Ortom has felicitated with all Muslims in the State and other parts of the country as they celebrate Eid-El-Maulud to commemorate the birth of Prophet Muhammad.
The Governor in a statement issued by his Chief Press Secretary, Terver Akase urged Muslim faithful to use the occasion to pray for peace and unity of Nigeria, particularly now that End SARS protests are rocking many parts of the country.
He said there was nothing impossible before God Almighty, if the people wholeheartedly return to Him with supplications.
Governor Ortom states that what Nigeria needs at this time is justice, fairness, equity and an end to impunity, beginning from leaders to the led.

Private and public schools in Lagos State can reopen from Monday, November 2, 2020.
The Commissioner for Education, Mrs Folasade Adefisayo, made this known in a statement on Thursday.
The statement was titled, ‘LASG approves reopening of schools from Monday’.
It read in part, “The Lagos State Government has approved the re-opening of schools for all classes in public and private schools across the State beginning from Monday, 2nd of November, 2020 while boarders in public schools are to resume on Sunday, 1st of the same month.

“This has been an unprecedented year with the recent happenings that have regrettably led to frequent closure of schools with attendant learning disruptions faced by all children.
“We pray and hope that there will be no more disruptions in the academic calendar. However, the State Government will always regard the safety of pupils/students, parents and all staff as a matter of priority.” She stressed.
“We recommend that when schools resume on Monday, teaching and learning should continue unhindered till the end of the term.”
The commissioner advised pupils and students to “take their studies more seriously in a bid to recover the lost period and thereby excel”.

The Special Adviser to the President on Media and Publicity, Femi Adesina, has rejected the report by Amnesty International on the Lekki shootings.
Adesina, who is the President’s most senior spokesman, said on Thursday that Amnesty could not have more facts about the country than the Presidency which has a ‘helicopter view’ of things happening in the country.
Speaking on Channels Television’s Sunrise Daily programme, Adesina said the looting and rioting were not caused by the military shootings because there was already violence before the Lekki incident.
Responding to a question on the Lekki shootings, he said, “You are not quite correct. You are falling for the narrative of Amnesty International. And Amnesty is wrong. Anarchy had broken loose before even Lekki. The prisons in Benin and Oko had been broken open before Lekki. Orile police station had been burnt before Lekki.

“Many policemen had been burnt before Lekki. So, you cannot say it was Lekki that precipitated all those things. Look at the timelines, look at when all those things. You will discover that it had happened before Lekki. So, you are falling for the gambit of Amnesty International.
“Amnesty International does not have all the facts, they don’t run this country, they shouldn’t know beyond what they have been told. They shouldn’t know more than you and I should know as media people as watchers of developments.”
When asked if it was the President’s thinking that Amnesty’s report was wrong, Adesina said the global watchdog had been known to always make unsubstantiated reports about Nigeria.
“Many times, the military has come out to dispute facts brought out by Amnesty,” he said.
When probed further as to whether the President approved the military action in Lekki as the commander-in-chief, Adesina said he would not want to undermine the work of the panel of inquiry looking into the matter.

The United States has reiterated its support for South Korea’s Yoo Myung-Hee as the next head of World Trade Organization (WTO).
Nigeria’s former Finance Minister, Ngozi Okonjo-Iweala, is a leading contender for the job.
The WTO nominations committee, on Wednesday, recommended Okonjo-Iweala to its 164 member countries for appointment as Director General.
America has explained its endorsement of Yoo to lead the body handling global trade.

Office of the US Trade Representative, in a statement, said the organisation “must be led by someone with real, hands-on experience in the field”.
The office advises President Donald Trump on trade policy.
It said Yoo had “distinguished herself” as a trade expert and “has all the skills necessary to be an effective leader of the organisation”.
“This is a very difficult time for the WTO and international trade”, the statement read.
“There have been no multilateral tariff negotiations in 25 years, the dispute settlement system has gotten out of control, and too few members fulfill basic transparency obligations. The WTO is badly in need of major reform.”
WTO spokesman Keith Rockwell confirmed that one member country did not support Okonjo-Iweala.

A petrol tanker has been gutted by fire in the Lacasera area of Mile 2, Lagos State.
Some vehicles around the premises were also reportedly razed by the inferno on Thursday.
The driver was said to be conveying the petrol to a destination in the state when he lost control of the vehicle.
It was learnt that the truck overturned, resulting in a spillage that reportedly burst into flames.

The Director-General, Lagos State Emergency Management Agency, Olufemi Oke-Osanyintolu, said some stationary trucks were also affected during the fire incident, adding that efforts were on to evacuate the burnt truck from the road.
Oke-Osanyintolu said, “The Agency received distress calls concerning the above which occurred around 1am and activated its emergency response plan.
“On arrival, it was discovered that a fuel tanker loaded with PMS had overturned and burst into flames due to the oil spillage. This in turn affected some stationary trailers parked inwards Apapa.
“A combined team comprising Lagos Fire, Police, Federal Fire and Agency Responders have extinguished the flames.
“Operation to remove the affected vehicles is ongoing while road users are encouraged to use alternative routes.”

The Special Adviser to the President on Media and Publicity, Femi Adesina, says the looting of warehouses and shops by hoodlums was not necessarily caused by poverty but by the pandemonium that accompanied the #EndSARS protests.
Speaking on Channels Television’s Sunrise Daily programme, on Thursday, Adesina said attributing the looting to poverty was like justifying armed robbery.
“Criminality is criminality. Would it justify armed robbery because the man was poor? Would it justify armed robbery because the man didn’t have money? Just as you cannot justify armed robbery because a man was poor and took a gun to rob another person, you can’t also justify the looting,” he said.
Adesina claimed the protracted protests provided an atmosphere for looting to take place.

He said if police stations were not burnt down, there wouldn’t have been a breakdown of law and order.
The President’s spokesman said, “Criminality will always be criminality and mere anarchy promotes criminality. What has happened in the last two or three weeks led to what has happened now. If there was cohesion and tranquillity in society, this wouldn’t happen.
“Therefore, it was corollary to the mere anarchic situation that came on the country because of the protests. If you didn’t have people burning police stations, killing policemen, burning private and public property, you wouldn’t have this spate of looting.
“So, I don’t agree that it is all about poverty. Yes, in any country, you will have at any given time, you will have people who are poor, who are hungry and that is one of the reasons why you have government is to ensure that the number of poor and hungry people is reduced.”
When challenged with the fact that Nigeria had become the poverty capital of the world, the President’s spokesman said the high level of poverty was caused by 60 years of mismanagement of public funds which could not easily be addressed in two years.
He said the President Muhammadu Buhari was committed to leaving a legacy that would see that 100 million Nigerians are lifted out of poverty in the next 10 years.

The Human Rights Writers Association of Nigeria, HURIWA, has called on President Muhammadu Buhari and the National Assembly to enact laws allowing the National Youth Service Corps, NYSC, to embark on military training.
HURIWA, a frontline activist group, said Corps members should be trained to defend national assets across the country.
The group made the call while condemning the attack on NYSC orientation camp and other national assets by hoodlums looking for palliatives amid the End SARS protests.
In a statement, the National Coordinator, Emmanuel Onwubiko said the training should be patterned after the Israeli design.

According to Onwubiko: “We strongly condemn the widespread and incessant looting, organised and highly ochestrated arson and attacks by Some Misguided societal elements masquerading as youths searching for Covid-19 hoarded palliatives to loot NYSC Camps and other strategic National and private assets of Nigeria and Nigerians.
“These brazen acts of criminality in the case of the Targeting of NYSC’s facilities which constitutes gross National sabotage demanding the stiffest judicial sanctions for offenders have come with many revelations that Government needs to investigate within the shortest possible timeframe to save Nigeria.
“We humbly ask Mr President and the National Assembly to amend the relevant laws of NYSC to empower the scheme to begin the trainings for vetted and credible youths in military trainings to form a standing National volunteer Corp and for these citizens to be draw from the states to be mobilized at all times to resiliently partner with law enforcement agencies under the auspices of the office of the DG of NYSC who is a serving officer of The Nigerian Army to be rapidly deployed to carry out volunteer works of defending strategic National Assets so these kinds of ugly and lawless scenarios will never occur.
“This should follow the pattern of Israeli government. It should be a revolving scheme lasting one calendar year just like same period with the NYSC SCHEMES WHICH IS AS RELEVANT AS EVER AND DEMANDS NATIONAL FUNDING CONSOLIDATION.
“These volunteers can also be encouraged to enlist into the Army on the passing out parade after working for MOTHERLAND FOR A YEAR and to explore other regular policing or para military institutions on permanent basis and this will save the cost of recruitment process of such agencies as NPF, NPS, NCS, and the national Civil Defence Corp after a year of purely voluntary service to the Nation. This we think is an idea whose time has come.”

As the world awaits the outcome of the final consensus decision on the next World Trade Organisation, WTO, there are indications that Nigerian government may have started diplomatic actions to head-off opposition from the United States of America, USA, against the emergence of Nigeria’s Okonjo-Iweala for the job.
A source at the Ministry of Trade and Investment told newsmen that the government was taking steps to prevent USA’s opposition from snowballing into adverse swing in the support base for Nigeria’s nominee.
Earlier, Okonjo-Iweala had received endorsement from the majority of the voting members of the WTO giving her a clear lead over the contending candidate, South Korea’s trade minister, Mrs Yoo Myung-hee.
But sources close to the WTO as well as western media outlets have indicated yesterday that the USA was drumming support in favour of Myung-hee, while advancing reasons why Okonjo-Iweala should not get the job.

When contacted, a top trade ministry source said, “the Ministry was aware of USA’s position long before now and we are not folding our hands”.
He also added, “we are confident that most of the countries that have expressed support would not back out under pressure from USA.”
He declined to give details of what the government was doing to ensure the support of the majority of the WTO Council members.
Okonjo-Iweala emerged winner of the highly competitive race, polling 104 endorsements out of 164 member countries at the final stage of the race earlier this week.
The process of picking WTO’s DG/ Chief Executive is based on consensus building where the voting members are expected to adopt any candidate that commands acceptance of the majority of the voting members.
However, where such consensus was not achieved, the Council members will resort to outright voting with the highest number of votes deciding who gets the job.
The endorsements, which still needs full WTO approval caps a more than four-month selection process involving intensive lobbying.
However, Deputy U.S. Trade Representative, Dennis Shea, said during a meeting of WTO delegates in Geneva yesterday, that his country would not support a consensus decision to appoint Okonjo-Iweala.
All WTO decisions are taken by a consensus of its 164 members, which means the U.S. move will act as a veto that disrupts the process.
The recommendation of Okonjo-Iweala was made by three WTO ambassadors, the so-called “troika”, after consulting with members in a series of closed-door meetings in Geneva as part of an intricate and opaque process that some have compared to a papal succession.
A WTO official said the organisation would continue to push for a consensus ahead of meeting of its General Council tentatively set for November 7, but a decision should be taken before that date whether by consensus or voting.

While the daily confirmed cases of COVID 19 are consistently increasing worldwide, the world religious leaders from seven major religions gathered at the online meeting for the World Interfaith Joint Prayer Conference.
Approximately 600 people from Buddhism, Hinduism, Judaism, Sikhism, Confucianism, Christianism, and Islam in 19 countries across five continents attended the conference to unite the voice of prayers for the eradication of COVID 19.
The conference was organized by Heavenly Culture, World Peace, Restoration of Light (HWPL) with supports from religious leaders cooperating with HWPL. It aimed to unite various religious groups to deliver a message of hope to people and religious communities of the world suffering under COVID 19 and create a platform to overcome the crisis transcending religions and continents. 
HWPL is a Korea-based international peace NGO for global peace and cessation of war. Affiliated with the UN ECOSOC and the UN DGC, HWPL has carried out global peace movements, including interfaith dialogue meetings called World Alliance of Religions Peace (WARP) Office Meeting.

The WARP Office Meeting has been conducted in 128 countries since 2014 to strengthen the communication among religious leaders based on mutual respect and to accomplish interfaith reconciliation to resolve all the global conflicts caused by religions and achieve world peace.
Even after the global outbreak of COVID 19, an average of 107 WARP offices in 70 countries has held online WARP Office Meetings worldwide monthly.
Iftikhar Ahmad Ayaz, Chairman of the International Human Rights Committee, said “Today the whole world is facing a catastrophic COVID 19 Pandemic, and thousands continue to die. Humanity must turn to prayers and seek the Creator’s mercy to bring peace and harmony in our lives. HWPL must be congratulated to take the initiative to bring together all the faiths to pray together. I believe that religious leaders from around the world taking part in such conferences have a crucial role to play. Together, we can shine the light of hope and unite humanity in prayers to stay in peace.”
The conference consists of a keynotes address from HWPL addressing opening remarks and purpose of the conference, congratulatory remarks, and speeches from six religious leaders representing Islam, Hinduism, Christianism, Judaism, and Sikhism.
Marcel Andres Tanguilan, the Administrative Pastor of Knox United Methodist Church, delivered, &quot;To me, it has been five years working with HWPL. Through the dialogue of the religious scriptures, we always discussed the true understanding of the scriptures. I know that we are having a difficult time because of this pandemic. It would be hard as alone, but it will be possible for us to win together, and we can overcome it as we gather with one heart in HWPL, despite our differences.
In the speeches, religious leaders introduced their methods of prayer based on each religion’s tradition and scripture and delivered messages to defeat the COVID 19 crisis with collaborative efforts made by religious communities. 
Dawud Noibi, the former Executive Secretary of the Muslim Ummah of southwest Nigeria, said, “Fellow religious leaders across the world, let us do all we can to give comfort to patients in our respective countries suffering from COVID 19. Let us help in propagating this praiseworthy work of HWPL by embarking on regular joint prayers in our respective countries for divine intervention towards an end to the COVID 19 pandemic and a speedy recovery for those still suffering from it.”
In the prayer session, all participants simultaneously prayed together for recovery of the world through spiritual reflections and the ends of COVID 19 in each language and each religion tradition.
At the end of the conference, the song of peace with every participant’s wishes was resonating in harmony via zoom.
Ashin Htavara, General Secretary of All Burmese Monks Representative Committee, said: HWPL organized this prayer conference with various religious leaders from all over the world. This is the unprecedented prayer conference for people of different religions to pray together with one heart. God will hear our prayers.
As an extension of WARP Office Meetings, HWPL organized a series of relay global interfaith prayer meetings in October, hoping to end the coronavirus crisis soon. HWPL has hosted online interfaith prayer meetings over 20 times with participants in 70 countries this month.

The Plateau State Government on Wednesday begun the prosecution of over 300 suspected looters and arsonists in the state.
They were accused of looting, criminal trespass and inciting public disturbance, among other charges.
The suspects, who had been in military and police detention after they were arrested in different parts of Jos and the Bukuru metropolis between Saturday and Sunday, were moved to the Bassa Local Government Area on Wednesday for arraignment.
The defendants were arraigned one after the other at Jebbu Bassa Area Court before several judges including Justices N S Dashe, Adar Roseline Baraje, and L B Longs as well as Lawal Sulaiman, among others.

In all the cases brought before the judges, the prosecutors from the state Ministry of Justice told the court that the accused persons committed the offences against the state and should be prosecuted according to the law.
The defence counsels, however, pleaded with the court to temper justice with mercy for the accused persons, particularly as they were first offenders.
The defence counsels also pleaded for short sentencing with an option of fine after their clients pleaded guilty to the offences.
After considering submissions from both parties, the judges in their separate judgments sentenced the accused persons to three months in prison with an option of N10,000 fine.
Many of the suspects were allowed to go home after perfecting their bail conditions.
The trial continues today (Thursday).

Governor Abdullahi Umar Ganduje has ordered the reinstatement of his suspended Special Adviser on Social Media, Salihu Tanko Yakasai.
Ganduje, who suspended Salihu Tanko Yakasai for attacking President Muhammadu Buhari over EndSars protests, reinstated the aide without much details.
Yakasai took to his Twitter handle accusing President Buhari of been insensitive to the plights of Nigerians who suffered acute poverty, hunger and diseases.
The tweet received overwhelming liking and several comments from Nigerians, forcing Governor Ganduje to quickly order for his suspension.

However two weeks after, the Governor is said to have reinstated the aide without much details.

The Lagos State Government on Wednesday awarded scholarships to the children of policemen killed during the violence that trailed the EndSARS protest.
The Lagos State Governor, Mr Babajide Sanwo-Olu, announced this during his visit to the Lagos Police Command Headquarters, Ikeja, on to interact with Police personnel on ways to police the state better.
“The most important requests is to offer scholarships to the children of officers who died.
“I have directed the Lagos State Scholarship Board, under the Special Adviser on Education, to immediately award scholarships to the children of the slain officers,” Sanwo-Olu said.

He also said that the state government will set up a “Rebuild Lagos Trust Fund” in the aftermath of the destruction in the state.
Sanwo-Olu said the the reform of the Police Force, as demanded by the EndSARS protesters, has started.
He also promised that the government will compensate the families of the killed Policemen, take care of their burial expenses, and foot the hospital bills of injured officers.
Sanwo-Olu said all damaged personal and official vehicles of Police officers will be replaced, and insurance policies for Police officers in Lagos worked out.
He acknowledged and thanked the police personnel for their support, and the women police officers for their dedication to service to the people of Lagos.
“You have not been truly acknowledged but I want to thank you. You have been gallant. You have shown how critical you are in our society. We might come from different background but we are all humans created by God.
“The Lagos State Police Command has been a delight in spite of our differences and inadequacies. You did not create the problems, these are institutional problems. As your governor, I acknowledge what you do and what you stand for.
“As your governor, I take full responsibility for what happened and has not happened. I will not shy away from it,”  he said.
To those he said were formenting trouble with social media, the governor said desist. “We will not join issues with anybody. We are moving forward. We will heal our lands and Lagos will be better for it,” he said.
Earlier, the Commissioner of Police, Hakeem Odumosu, commended Gov. Sanwo-Olu’s administration and appealed to the governor to further provide the command with security equipment.
The Deputy Inspector General of Police, Southwest, Leye Oyebade, said that there was the need to go back to the drawing board, saying the way forward is to re-address the method of policing in the country, by embracing community and digital policing.
