Lagos State Governor, Mr. Akinwunmi Ambode on Friday evening said the State Government spent over N15billion last year to beef up security and ensure the safety of lives and property.<br />

Governor Ambode, who spoke at a dinner held at the Lagos House in Ikeja, in honour of the Inspector General of Police, Mr. Ibrahim Idris, who was on a two-day working visit to the State, said security, being one of the tripods upon which he administration is built, has improved drastically since he assumed office.<br />
<br />
He attributed the development to the sustainability of the Lagos State Security Trust Fund (LSSTF), a template, he said has helped to champion funding of security agencies to carry out effective policing across the State.<br />
<br />
“Like the IGP said yesterday, the template of which we are using to run the Security Trust Fund is worthy of emulation and he has also averred that they would like to replicate it in other parts of the country and also for men of the Nigeria Police Force,” the Governor said.<br />
<br />
Recommending the LSSTF model to other States, Governor Ambode said the initiative has gotten serious buy-in by the public, revealing that out of the N15billion spent on security last year, the private sector contributed over N5billion.<br />
<br />
The Governor particularly commended the efforts of former Inspector General of Police, Mr. Musiliu Smith, who is the Chairman of the LSSTF, saying that the model he midwifed in 2007 has changed the face of security in the State.<br />
<br />
“That same template that he (Smith) brought to Lagos that we have continued to use in the last 14 years and it’s been working and in different forums, he has shared how he started it and how we have also improved on it.<br />
<br />
“For us to be having the private sector, just to give you a very clear example, as at last year, we have spent as a government close to the region of N10billion, but the private sector has actually contributed more than N5billion of their own money into the Security Trust Fund.<br />
<br />
“There is no way the private sector would do that if they don’t believe in the cause of our Security Trust Fund. So I want to recommend it also to others, it is something that could work in other States. Like you said, funding is a major issue for security in this country and then we can have partnerships with the private and public sector to also help in securing the country,” Governor Ambode said.<br />
<br />
Stressing that security remains fundamental to the development of the nation’s economy, the Governor assured that the State Government would continue to support the Police and other security agencies.<br />
<br />
Besides, Governor Ambode also commended the IGP for his commitment to ensure effective policing across the country and especially in Lagos, however urging him to continue to do more in that regard.<br />
<br />
“What we are doing tonight is in honour of the IGP as a testimony of our affection and acceptance to the quality of service he has continued to render to this country and most especially Lagos State.<br />
<br />
“I would like to say a big thank you for having that deep interest in Lagos and that you should never set your eyes off all the activities of Lagos.<br />
<br />
“We believe strongly that if Lagos is peaceful, there would be life in other parts of the country. I believe the task ahead is greater than the things that you have achieved in just a few months that you have been there and I believe you would make your own mark just like your predecessors,” the Governor said.<br />
<br />
Earlier, IGP Ibrahim Idris said that despite the cosmopolitan nature of the State that makes policing difficult, officers posted to Lagos were enjoying the very best in terms of equipment and welfare.<br />
<br />
He said the visit afforded him the opportunity to learn more strategies adopted by the State Government in the business of securing lives and property.<br />
<br />
“Like I said, Lagos has been a sort of pace setting State for us, it has given some areas that we are tapping from.<br />
<br />
“What I want to say is that possibly by the time we want to implement the Security Trust Fund, we are still going to tap from one of the Lagosians here, a retired Inspector General, for us to gain from his wisdom in that area,” he said.<br />
<br />
The IGP said he was highly honoured by the reception given to him since he arrived, saying that the hospitality of Lagosians was second to none.<br />
<br />
“I have been overwhelmed since I came to this State. I doubt if there is any other State that has this kind of hospitality that we have seen since yesterday (Thursday). Honestly, I am overwhelmed and I appreciate all the attention that we have received both from the royal fathers and from your office.<br />
<br />
“Virtually everybody in Lagos is very enterprising, you can feel the friendliness in the atmosphere, I want to thank all of you for the support you have given our police force and obviously for the support you are giving our officers on the ground,” the IGP said.</div>

Police Inspector General Ibrahim Idris during a working visit to The Nation’s corporate headquarters in Lagos on Friday explicated why he has not arrested Indigenous People of Biafra (IPOB) leader Nnamdi Kanu and Arewa Youth Consultative Forum (AYCF) leaders Shettima Yerima for inciting and for inflammatory comments.<br />

The IGP also vowed that kidnapping and similar crimes would be eliminated within a year said police officers have been strengthened and their morale boosted to combat crimes.<br />

He said ‘We have strengthened our officers and boosted their morale in combating crimes,’ he said.<br />
<br />
Hailng Nigerians for assisting the police in combatting crimes he said: ‘Evans terrorized people in this country for many years but now we have the notorious kidnapper in our custody.<br />
<br />
‘The police deserve some credit from the public. Give me up to a year, I assure you that Nigerians would see a different police working to ensure their safety in every nook and cranny of this country.<br />
<br />
‘When this kidnapping crime was unbearable on Kaduna-Abuja highway, I went to the National Assembly and I told the lawmakers to give me a week. Within five days, our men arrested 58 suspects, who confessed to the crimes.<br />
<br />
‘More of the suspects were arrested and paraded on Thursday, bringing the total to 77. All we want from the public is support. The police require support and encouragement, because we are human beings too.’’<br />
<br />
He went further to say: ‘We cannot blame the police for the causes of crime. As I speak to you now, I can confirm that we have over a thousand suspects in detention for kidnapping and ritual killings.<br />
<br />
‘Then, we should ask why we still have these crimes when we have dozens of suspects? I think we should focus on the causes of crimes and its symptoms, not the agents of reaction.<br />
<br />
‘We have plans to develop the marine police. We are going to dominate the riverine areas.<br />
<br />
‘When I became the IGP, the first state I visited was Delta State, precisely Tompolo’s hometown. I discovered that our presence on the creeks was minimal. I believe we can succeed in dominating the creeks if we have certain things put in place.<br />
<br />
‘We need to train more marine police officers with modern techniques and gadgets. We need to buy more patrol gunboats and we are making progress in this respect. Already, we got offer to train about 100 policemen in marine security and a promise of 10 gunboats.<br />
<br />
‘By the time we get this done, we are going to start deployment from Lagos because of the rate of crime in riverine communities.<br />
<br />
“We have been making efforts to secure these riverine communities from militants. This progress is achieved due to the activities of the marine police. We are training the marine police to perform better. We are liaising with the Navy in the training of our marine officers. We are going to train more officers in continuous succession.”<br />
<br />
On why Biafra agitator, Nnamdi Kanu and the President, Arewa Youth Consultative Forum (AYCF) Shettima Yerima have not being arrested he said: “We have the National Security Council in place chaired by the Acting President. We have been meeting and analyzing each of these threat messages from separatist groups. We have to analyse the pros and cons. As you are aware, the police are on top of the situation.<br />
<br />
“As an organisation, what we take as paramount is the maintenance of law and order. There was a time we ordered the arrest of the leaders of groups making threat messages. Then, leaders of various ethnic nationalities came to the villa for a meeting with the Acting President.<br />
<br />
“The agreements reached at the meeting made the police to relax on the arrest order. We believe there are certain situations needed to be managed very carefully, so that you don’t bring up tension. We believe the security and safety of Nigerians is paramount. We are assuring Nigerians that there is no person or group of persons that can deny them their rights to free movement in any part of the country.”</div>

Three suicide bombers were killed by the military on Friday in the Simari area of Maiduguri, the police and a vigilance group confirmed.<br />

The organisations said the incident occurred at Simari on the outskirts of Maiduguri about 10p.m. when a male and two female suicide bombers tried to infiltrate the town.<br />
<br />
The attack came 16 hours after dogs foiled an attempt by two suicide bombers to hit a hospital in Moloi area of Maiduguri.<br />
<br />
A witness, Amin Audu, said that the insurgents took advantage of the night to gain access into Maiduguri but were intercepted by the military who frustrated their effort.<br />
<br />
He said that soldiers shot the male suicide bomber, following which the explosive strapped on his body exploded.<br />
<br />
“The powerful blast also made the explosives strapped on the ladies to detonate and killed them instantly,” he said.<br />
<br />
According to him, two members of the Civilian Joint Task Force (CJTF) also sustained various degrees of injuries from the blast.<br />
<br />
Malam Abdullahi Danbatta, the spokesman for the CJTF, confirmed that two members of the group were wounded in the incident.<br />
<br />
The police also confirmed that the incident.<br />
<br />
Mr Victor Isuzu, the Police Public Relations Officer in Borno, made the confirmation in a statement in Maiduguri on Saturday.<br />
<br />
“The suicide bombers were chased by security personnel; in the ensuing stampede and in an attempt to escape arrest, the suicide bombers hurriedly detonated the IEDs strapped on their bodies killing themselves.<br />
<br />
“However, two members of the security personnel sustained injuries and were rushed to University of Maiduguri Teaching Hospital.<br />
<br />
“Police and IED personnel visited the scene to secure and render the area safe,” Isuzu said.<br />
<br />
Maiduguri and other liberated areas have witnessed an upsurge in suicide bomb attacks in the last two months from which many lives and property have been lost.<br />
<br />
The insurgents recently attacked a team of workers prospecting oil in the Lake Chad Basin.<br />
<br />
The insurgents also attacked Internally Displaced Persons (IDPs) camps in Maiduguri and Dikwa local government areas of Borno.<br />
<br />
Also, 14 women including police personnel, were recently abducted by the insurgents in the state.</div>

Neymar’s father and agent, Neymar Sr, has told Spanish radio that Barcelona lost his support to retain his son when they refused to pay a bonus for signing a new contract last year.<br />

The Brazilian joined Paris Saint-Germain on Thursday after the French side paid his 222 million euro ($264 million) buyout clause to smash the world transfer record, saying in an Instagram video he had gone against the advice of his father.<br />
<br />
However, Neymar Sr claimed the Barcelona board lost his support when they failed to pay the 26 million euro ($30.8 million) bonus due earlier this week unless Neymar remained at the club this season.<br />
<br />
“In that moment Barcelona lost my support when they did that,” Neymar Sr told Cadena Cope.<br />
<br />
“Until that moment I was on Barcelona’s side trying to convince Neymar to stay, but with the attitude of the board I couldn’t be on their side because the contract is explicit and clear.”<br />
<br />
Barca spokesman Josep Vives confirmed on Friday that the club had deposited the bonus with a notary to be paid on September 1 if Neymar stayed.<br />
<br />
However, the club has now recovered the money as according to Vives “the player hasn’t fulfilled his contract.”<br />
<br />
Neymar Sr’s huge influence over his son’s career has been criticised in the media during his four-year spell in Spain.<br />
<br />
Barca also paid a 40 million euro bonus to a company owned by the player’s parents N&N to bring him to the Camp Nou from Santos back in 2013.<br />
<br />
However, Neymar Sr insisted the “brave” decision to move had been his son’s.<br />
<br />
“The decision was his. He is where he dreamed of being. He is in a comfort zone, calm. He listened to the advice of his friends, of those around him and he wanted to face this challenge,” he added.<br />
<br />
“I think he has been very brave, he had the right to take this decision.”<br />
<br />
Neymar is expected to make a staggering 30 million euros net a season over the course of his five-year contract with the French giants.<br />
<br />
However, he denied at this presentation on Friday that money or stepping out of Lionel Messi’s shadow at Barca were reasons for leaving.<br />
<br />
And Neymar Sr insisted he never sought to be Messi’s heir to the throne at Barca.<br />
<br />
“Everyone said he had to replace him, he didn’t want to replace him,” he added.<br />
<br />
“You have to leave Leo alone, he is an idol here. Neymar has to take his own road and accept the challenge he has.<br />

The National Union of Local Government Employees, Bayelsa State chapter, has asked the state government to stop infrastructural projects in the council areas in the state in order to concentrate on clearing salary backlogs of council workers.<br />

It noted that it was high time the government started taking responsibility for clearing the arrears owed the workers at the third tier of government.<br />
<br />
The council workers in the state had since on Monday, July 24, 2017, commenced an indefinite strike in all the LGAs to protest months of unpaid salaries and allowances.<br />
<br />
The State Chairman, NULGE, Akpos Ekeigha, who spoke in an interview in Yenagoa on Friday, claimed that some council workers were owed up to 15-month salary arrears.<br />
<br />
He said Ogbia LGA, for instance, which is the highest indebted council, would find it difficult to offset its backlogs if the state government failed to come to its rescue.<br />
<br />
Ekiegha, who faulted some states in the country that operate without the Local Government Commission, advocated the autonomy of the LGAs particularly in the areas of finance, politics and administration.<br />
<br />
He called on the State Houses of Assembly to vote and support the move for local government autonomy to be passed into law, adding that the development would further strengthen democracy in Nigeria and make the LG system more effective and productive.<br />
<br />
He disclosed that the state government released N919m with additional N300m from the second tranche of the Paris/London refund for the singular purpose of settling the arrears of salaries owed workers.<br />
<br />
He appealed to the Federal Government to send LGA allocations directly to their accounts to enable them to manage whatever comes to the council without the interference of state government.<br />
<br />
He added that if the payment process was also adopted  on teachers’ salaries, the issue of unnecessary arrears would be prevented.<br />
<br />
Ekiegha said, “What we are saying is that let the money come to the local government accounts as it is also being sent to the state governments’ accounts so that government at every level will manage their funds.<br />
<br />
”The money may not be enough to pay salaries but we know how to manage it. You can recall that last year, the states’ allocations were not even enough to pay salaries but they negotiated with labour to pay half salaries, the same thing should be done with the local government instead of the long arrears.<br />
<br />
”There is autonomy at the federal and state governments’ level, so the same should be at the local government to make the 3rd tier of governmen have a feel of governance.”</div>

<div class="MsoNormal" style="text-align: justify;">The AYCF leader, however, expressed confidence that the referendum would not favour the leader of the Indigenous People of Biafra, IPOB, Nnamdi Kanu, and other secessionists.</div>
<div class="MsoNormal" style="text-align: justify;"><br /></div>
<div class="MsoNormal" style="text-align: justify;">He said the people of the South east would reject secession.</div>
<div class="MsoNormal" style="text-align: justify;">The referendum, he explained, would enable those who were desirous of leaving the federation to do so without force.</div>
<blockquote class="tr_bq" style="text-align: justify;">He said, “We are also planning to lobby members of the National Assembly to formally agree to a referendum on Biafra. We want the Igbo to have the opportunity of voting on this issue.<br />
“We are saying Nigeria cannot sign international treaties and not implement them. We want a constitutional amendment for referendum because it is not currently part of our constitution.”</blockquote>
<div class="MsoNormal" style="text-align: justify;">Shettima further said the group will hold consultations across the North on the need for a referendum.</div>
<blockquote class="tr_bq" style="text-align: justify;">He said, “We are expecting the UN to respond and we would also talk to our lawmakers, but we are in consultation. Nigerians should not panic; we are not a violent organisation.<br />
“We have made it abundantly clear that we would not enforce anything. We are not the government and we do not have the power to enforce anything, but we are using legal means because the issue is about Nnamdi Kanu who is heaping abuses on our people and undermining the government.<br />
 “We are saying the government must rise to the occasion and checkmate the guy. We may review our position after our consultations , but we mean no harm, we won ’t harass innocent Nigerians, no. It is not in our power to do so.<br />
“The truth is that Biafra cannot succeed even through a referendum. The truth of the matter is that an average Igbo man does not believe in Biafra but rather some few individuals are clamouring for it just to survive.<br />
“When the referendum holds, it would not favour Biafra. It will not favour Kanu. He cannot speak for strong intellectuals like Chief Emeka Anyaoku and other Igbo intellectuals.”</blockquote>
<div class="MsoNormal" style="text-align: justify;">He alleged that Kanu was being sponsored by disgruntled Nigerians in foreign countries seeking political relevance, adding that such people were being deceived by Kanu.</div>
<blockquote class="tr_bq" style="text-align: justify;">“Most of those funding the Biafra agitations are Nigerians in foreign lands who have lost relevance. They want to come back home. They want to be more relevant because they are not relevant at all.<br />
“Kanu is using their psyche assuring them that there would be a new Republic of Biafra. We are doing what we are doing to expose them to the international community that these guys are just jokers and that they are not speaking for the Igbo.<br />
“The real Igbo who want to stay in Nigeria are more than 80 per cent and he cannot in any way speak for them . Through a referendum, you would get to know that truly, more Igbo believe in Nigeria,”‎ he said.</blockquote>

<div class="MsoNormal" style="text-align: justify;">Special Adviser to Governor Akinwunmi Ambode on Education, Mr. Obafela Bank-Olemoh, in a statement on Friday, said the originating processes and motion on notice for interlocutory injunction have been served on the three unions including the Academic Staff Union of Polytechnics (ASUP), Senior Staff Association of Nigerian Polytechnics (SSANIP) and Non Academic Staff Union (NASU).</div>
<div class="MsoNormal" style="text-align: justify;"><br /></div>
<div class="MsoNormal" style="text-align: justify;">He said the government, since October 2016, has actively engaged and held discussions with the three unions based on their request that the Consolidated Tertiary Institutions Salary Structure (CONTISS) 15 Migration Scheme, developed in 2009 by the National Board for Technical Education (NBTE), be implemented with payment of the accruing 87 months’ arrears, computed to the tune of N1.7billion.</div>
<div class="MsoNormal" style="text-align: justify;"><br /></div>
<div class="MsoNormal" style="text-align: justify;">According to him, in the intervening months since the matter was first brought to the attention of the government, deliberations have been carried out through the Governing Council of the school and related MDAs specifically Ministries of Establishment, Training & Pension, Public Service Office (PSO), and Economic Planning & Budget in order to ensure that the matter was properly addressed.</div>
<div class="MsoNormal" style="text-align: justify;"><br /></div>
<div class="MsoNormal" style="text-align: justify;">Bank-Olemoh added that the State’s Ministry of Education also reached out to the NBTE to ascertain the exact provisions and mandate of the CONTISS 15 SALARY Migration Scheme noting that the response was that the demands of the unions were not in line with the provisions set out by the NBTE in 2009.</div>
<div class="MsoNormal" style="text-align: justify;">He wondered that despite the fact that a copy of the report, dated July 14th, 2017, was sent to the Governing Council of Lagos State Polytechnic and circulated among the three Staff Unions, they had maintained their stance in asking for payment in arrears from 2009, called for a strike called for a strike.</div>
<div class="MsoNormal" style="text-align: justify;"><br /></div>
<div class="MsoNormal" style="text-align: justify;"> Besides, Bank-Olemoh said the government was committed to entrenching stability in the State’s tertiary institutions and that regardless of the ongoing economic challenges across the country, the it has continued to prioritize the funding and carrying out major infrastructural projects at State tertiary institutions in the past year, and recently increasing monthly subventions of all State institutions, with no arrears owed.</div>
<div class="MsoNormal" style="text-align: justify;">He however appealed to the three Staff Unions of Lagos State Polytechnic to apply fair judgment and consider the students of the institution, particularly those in their final year who would be adversely affected if they are not allowed to take their final exams.</div>

<div class="MsoNormal" style="text-align: justify;">“All members of Staff and Students are further advised to continue with their lawful activities on and off campus, as the State Government will continue to pursue all necessary steps to ensure peace, stability and security in the Polytechnic.</div>

<div class="MsoNormal" style="text-align: justify;"> ”In this regard, all staff are hereby directed to resume work without further delay, while the management should monitor compliance and report same to the Ministry of Education,” Bank-Olemoh said.</div>

<div class="MsoNormal" style="text-align: justify;">Archbishop Welby said he was delighted to see the rapid recovery President Buhari has made from his health challenges, noting that it was a testimony to the healing powers of God, and answer to prayers of millions of people round the world.</div>

<div class="MsoNormal" style="text-align: justify;">The cleric pledged to continue praying for both President Buhari and Nigeria.</div>

<div class="MsoNormal" style="text-align: justify;">In his response, the Nigerian President thanked Archbishop Welby, whom he noted had always stood by him at critical times, and wished him God’s continued grace in his spiritual duty of leading the Anglican Communion worldwide.</div>

<div class="MsoNormal" style="text-align: justify;">It will be recalled that when former British Prime Minister, David Cameron described Nigeria as a “fantastically corrupt” country ahead of an anti-corruption summit in London in 2016, Archbishop Welby had retorted: “But this particular President (Buhari) is actually not corrupt.”</div>

<div class="MsoNormal" style="text-align: justify;">The Archbishop later personally received the Nigerian President at Lambeth Palace, London, and had also paid a goodwill visit to President Buhari in March this year, during his medical vacation.</div>

<div class="MsoNormal" style="text-align: justify;">President Buhari has met with the Archbishop twice between 2016 and 2017. Archbishop Welby is said to be a long time friend of the President.</div>

<div class="MsoNormal" style="text-align: justify;">He appealed to Osinbajo to direct the Chairman of Police Service Commission (PSC), Sir Mike Okiro to probe several concerns and ensure equity and fairness in the forthcoming promotional exercise.</div>
<blockquote class="tr_bq" style="text-align: justify;">“There is currently a development in the Police. For over six years, the police have been exposed to reckless promotion scandal.<br />
 “You are also aware that there is currently promotion process going on and we are surprised that this process is also enmeshed in a lot of dirtiness, reckless abuse of opportunities, favoritism and some of those acts that doesn’t glorify any nation that practices democracy.<br />
“So we decided to call you to give caution to the Nigerian state and call on the acting president to ensure that the anti-corruption searchlight should be extended quickly to the police,” Olajengbesi said.</blockquote>
<div class="MsoNormal" style="text-align: justify;">He warned the Inspector General of Police (IGP), Ibrahim Idris and PSC chairman to desist from wrong acts capable of demeaning the force.</div>

Our demand is that everyone who is due for promotion should be promoted.<br />
“When people diligently work in a particular organization and they are entitled to certain promotions, when they are denied of these promotions, it amount to great discouragement. It will affect their psyche and this is becoming today’s value system,” he added.</blockquote>

Rwanda’s incumbent leader Paul Kagame has sealed a crushing victory in presidential elections that granted him a third term in office, extending his 17 years in power.<br />

Kagame has won international plaudits for presiding over a peaceful and rapid economic recovery in the Central African nation since the 1994 genocide, when an estimated 800,000 people Tutsis and moderate Hutus were killed.<br />

But he has also faced mounting censure for what critics and rights groups say are widespread human rights abuses, a muzzling of independent media and suppression of political opposition.<br />
<br />
With 80 per cent of votes accounted for, the 59-year-old former guerrilla leader secured 98.66 percent, the National Electoral Commission’s Executive secretary Charles Munyaneza told a news conference.<br />
<br />
“We expect that even if we get 100 percent of votes, there will not be any change,” he said.<br />
<br />
The board expected turnout to top 90 per cent in the East African country of 12 million citizens once full details emerged, in elections that fielded only a single opposition candidate, Frank Habineza, and an independent.<br />
<br />
Kagame, who cast his vote in Kigali’s Rugunga polling station earlier on Friday, said he would work to sustain economic growth in the tiny nation.<br />
<br />
“This is another seven years to take care of issues that affect Rwandans and ensure that we become real Rwandans who are (economically) developing,” he said in a speech broadcast live on television.<br />
<br />
Under his rule, some dissidents were killed after they fled abroad, in cases that remain unsolved. The government denies any involvement.<br />
<br />
Kagame, a commander who led Tutsi rebel forces into Rwanda to end the 1994 genocide, banned the use of tribal terms after becoming president.<br />
<br />
He won the last election in 2010 with 93 per cent of the vote and during this campaign for a further seven-year term, said he expected an outright victory.<br />
<br />
Habineza, who has so far won 0.45 percent of the early count, had promised to set up a tribunal to retry dissidents whose convictions by Rwandan courts have been criticized as politically motivated.<br />
<br />
Another would-be opponent, Diane Rwigara, was disqualified by the election board despite her insistence that she met all the requirements to run.<br />
<br />
“To me I see this as a one-man race. I simply did not go to vote,” said one man in Kigali who asked not to be named.</div>

The Senate Joint Committee on Customs, Excise and Tarrif and Marine Transport, on Friday issued a warrant for the arrest of Chief Executive Officers of 30 companies accused of complicity in the N30tn revenue loss in the import and export value chain in Nigeria.<br />

The committee specifically directed the Nigeria Police to arrest the CEOs of Crown Flour Mills, Globacom and 28 others who failed to honour its invitation to answer to their alleged involvement in the alleged scam.<br />

The Senate panel, at its sitting on Friday, said only 33 chief executives responded out of the 63 firms invited.<br />
<br />
Chairman of the Joint Committee, Senator Hope Uzodinma, gave the directive at the committee’s investigative meeting on Friday in Abuja. He said the refusal by the CEOs to honour the panel’s invitation despite several reminders was disrespectful to the National Assembly as an institution.<br />
<br />
Uzodinma said the 8th Senate would not tolerate such behaviour from anybody, particularly as it concerned the Federal Government revenue.<br />
<br />
The companies include the British American Tobacco, CCECC, Dana Group, Olam International Limited, Hong Xing Steel Company Limited, Visafone, African Wire, Starcomms and Allied Limited, and Aarti Steel Nigeria Limited.<br />
<br />
Others are Abyem-Diva International Limited, Gagasel International, FrieslandCapina WAMPO, Etco Nigeria, Edic Chemicals and Allied Distributors, De United Foods, Don Climax Group, Skill G Nigeria Limited, Premium Seafood, and La Rauf Nigeria Limited.<br />

The Senate had mandated the panel to probe into the alleged over N30tn revenue leakages in the import and export value chain between 2006 and 2017.<br />

The committee had met with indicted commercial banks as well as government agencies, while it had penned over 60 companies for investigation over their alleged sharp practices leading to revenue loss.<br />
<br />
According to Uzodinma, investigations carried out by the joint committee showed several forms of infractions that had cost the country huge amount of money.<br />
<br />
He said, “It is no longer going to be business as usual. We have directed the Nigeria Police Force to arrest the heads of the firms and bring them before us. If we can suspend our recess as lawmakers to see to the end of this investigation, I see no reason why the firms that have been indicted would not come to defend themselves.”<br />
<br />
The chairman asked the firms who had appeared before the panel to study the documents given to them and report back to defend themselves against their alleged infractions next week.<br />
<br />
Meanwhile, a Lagos-based lawyer, Mr. Jiti Ogunye, has said the Senate, as a body or through its committees, has the power to conduct investigations and take evidence in respect of the investigations that it is conducting, but that the Senate should desist from exercising all its powers all the time.<br />
<br />
He said even though they had the power, seeking to deploy it every now and then would be childish and amount to a mockery of the legislative process.<br />
<br />
He said, “These powers are exercised by the Senate but these powers are limited and not untrammeled or arbitrary. The Senate has the power to summon any public officer or any person that is connected to any matter over which it has powers.<br />
<br />
“Powers are best used when they are not used at all and they serve as potential threat to ensure compliance. So, you can’t be dishing out order for arrest every time.<br />
<br />
“Yes, these powers are there for them to summon, take evidence, ensure compliance with summons by effecting an arrest if necessary, but these are not powers that are resorted to every now and then as if it’s something that is commonplace.”</div>

The immediate past governor of Edo State, Mr. Adams Oshiomhole; Chairman of the Presidential Advisory Committee Against Corruption, Prof. Itse Sagay; and a former governor of Anambra State, Dr. Chukwuemeka Ezeife, on Friday, gave differing views on the ongoing calls for restructuring in Nigeria.<br />

Oshiomhole expressed concern that the attention of Nigerians had been diverted from the real issues, like leadership,  poverty and the distribution of wealth affecting Nigeria to the divisibility of the country, which he said was not viable.<br />

His view was shared by the state governor, Mr. Godwin Obaseki, who noted that the continued existence of the country was not in doubt.<br />
<br />
The former governor stated this while speaking on the topic, ‘Nigerian State in the Aftermath of Centenary: Prospects for its Indivisibility,’ as the keynote speaker at a lecture organised by the National Association of Seadogs.<br />
<br />
He, therefore, called on Nigerians to “restructure their attitudes”.<br />
<br />
But Sagay disagreed with Oshiomhole’s submission, arguing that restructuring, with the autonomy for the federating units, would promote good governance and discourage wastage by elected officials, especially in the legislature.<br />
<br />
The Senior Advocate of Nigeria said that the consequence of the current political structure had been devastating to the country, by enriching a few to the detriment of others.<br />
<br />
This, he said, had made the states to progressively decline.<br />
<br />
Sagay noted that contrary to the views of some people, the North would be the greatest beneficiary of restructuring due to the abundance of livestock and some by-products in the area.<br />
<br />
He also stated that it was imperative to return to the 1963 Constitution and modify it to suit the present demands in order to address the current challenges.<br />
<br />
On his part, Ezeife said that Nigeria had failed “woefully and comprehensively” and could face extinction if not restructured.<br />

<br />
But he and Makhdoom also appeared on British daytime television in January to discuss rumours about his infidelity and a sex tape he appeared in.<br />

Meanwhile,  Joshua has been ordered by the WBA to defend his title against Cuba’s Luis Ortiz.<br />
<br />
The 27-year-old had been due to face Wladimir Klitschko in a rematch, before the Ukrainian retired on Thursday.<br />
<br />
The WBA says Joshua and Ortiz have 30 days from  August 3 to agree the fight.<br />
<br />
Joshua, who beat Klitschko at Wembley in April, has also been told he must face IBF mandatory challenger Kubrat Pulev before   December2  or risk being stripped of his belt.<br />
<br />
There had been plans for Joshua to fight Klitschko in Las Vegas on  November 11  and Ortiz’s manager, Jay Jimenez, has said his fighter could fill the void.<br />

Jimenez told Boxingscene,  “We are next. We have no problem fighting on that date of November 11th in Las Vegas. Our mandatory takes precedent over Pulev’s and they know that.”<br />

<blockquote class="tr_bq" style="text-align: justify;">“There is a joy in madness until you become one, therefore, until you become a parliamentarian, you would not know the working. For now, he should shut up.<br />

The Nigerian Air Force on Friday said the Israeli security experts, who were brought in to train 450 personnel, were engaged due to the insurgents’ attacks on military bases in the North-East, among other reasons.<br />

The NAF Director of Public Relations and Information, Air Commodore Olatokunbo Adesanya, disclosed this in an interview with our correspondent, adding that the costs of the training could not yet be obtained.<br />
<br />
The Air Force, on Tuesday, had said it commenced the training of 450 carefully selected regiment personnel as Special Forces.<br />
<br />
The training, which was organised in three batches at the NAF Regiment Training Centre in Kaduna State, had been said to be handled by FOUR-TROOP, described as an Israeli military training organisation.<br />
<br />
Adesanya said on Friday that the training was to fortify the NAF personnel against attacks on military bases in the country, noting that the training would have cost more if the personnel had been sent to Israel.<br />
<br />
He said, “Of course, the training given to our personnel by the Israelis will ultimately impact on the war against the Boko Haram insurgents. Do not forget that a part of the challenges we had in the past was the attacks on air force bases in Maiduguri, Borno State. As of that time, our base defence structure was not as strong as it is now.<br />
<br />
“The NAF before now was trained to fight a conventional warfare. But the war against the insurgents is an unconventional warfare, also known as an asymmetric warfare. The training being given to the personnel therefore is to make our troops fight an unconventional warfare. It will also enable the air force to be able to protect its bases adequately.<br />
<br />
“It is just that the expertise needed is domiciled in Israel. It could have been domiciled in any other country. The hired Israelis are a private organisation. The areas of training are the defence of our critical national assets.”</div>

At just 28, Nuru Rufai has a lot to be grateful for. According to him, going through the University of Maiduguri, Borno State in Nigeria’s troubled north-eastern region and coming out alive, remained his greatest testimony till date. And in fact, that was why he gave himself the nickname, Lucky, because some other students were sent to early graves by the activities of the sect.<br />

Looking gaily as he positioned the plastic chair reserved for him at the fun spot he agreed to meet with our correspondent during the week, his countenance was predictably bubbly. Now a youth corps member in Lagos State, his dream of a better life is gradually taking shape.<br />
<br />
To have finished from an institution where gunshots and bomb blasts have almost become a norm, Nuru’s triumphant feeling became quite understandable.<br />
<br />
“When I was admitted for Diploma programme early 2009, there was no Boko Haram. Maiduguri was very peaceful and then life was sweet in UNIMAID, as the school is popularly known,” he said.<br />
<br />
He explained that even when he had to change to a degree programme, he didn’t bother trying other schools, given the school’s status, reputation for excellence, and according to him, it was a prestige to be a student of the school.<br />
<br />
But one year after he resumed, the story changed and the rest of his four-year course was as good as living in hope or an investment in doubt.<br />
<br />
“It started like a joke and even at that time when it didn’t have momentum, there was no bomb blast inside the campus. In fact, there were really no gunshots, except once in a while,” he said.<br />
<br />
But that serenity soon disappeared, particularly the early morning of Friday, March 14, 2014. In a sharp recollection, Nuru said despite the pockets of violence witnessed from time to time, that Friday and the day he eventually graduated from the school remained the two notable dates he would not forget in his lifetime.<br />
<br />
He recalled, “I witnessed several bombings, but the one of March 14, 2014 was so terrible. It happened in the morning as I dressed up and was about leaving for lectures. That was the first I experienced on campus. There were explosions almost everywhere. It was as if they planted them everywhere and they detonated them simultaneously. It was like the end of the world, and we couldn’t go out until the explosions stopped.<br />
<br />
“Seeing the level of damage, deaths and injuries that day, I called my parents to send me money so I could go home the following day. I considered leaving the school for another because I never knew there would be another day and I thought the school would be shut down so I started packing my things. If they had sent me that money, I would have left and I don’t think I would have returned.<br />
<br />
“At least, three students died that day and two of them were in their first year. They had just resumed. I doubt if there was anybody in school that would ever forget what happened.”<br />
<br />
Even though a lot of students deserted the school, especially the new students, courtesy of the attack, while some never returned because of the fear of being killed, some others chose to stay, out of cheer optimism.<br />
<br />
“I was in second year then. At least eight of my mates in the Faculty of Agric left and never came back. They left because of that March 14 bomb blast and we later heard some of them moved to another school. Most of those attacks were during exam. During my 200L, virtually all our exams were interrupted with bomb blast. So, we wrote exams under tension and it really affected students’ performance,” he added.<br />
<br />
After that singular incident, our correspondent gathered that students left in droves. While some were away for some time, some never came back. And as the attacks escalated in the school and its environs especially, findings showed that the number of applicants to the school dropped, which was entirely understandable, more so that not many would be able to cope with studying under such a tense atmosphere.<br />
<br />
Given such attacks, some might expect that the school would literally become a ghost town, but the number of students only went down, many stayed back and academic activities continued. Nuru was one of those who stayed back.<br />
<br />
With a smiling face that afternoon, he said in spite of the attacks, if he had a second chance, he would not mind going back to the school, a statement many would find strange.<br />
<br />
He said, “It never crossed my mind that I would die, so if you see it that way and you look at the school’s quality, I’m sure that is why many people didn’t leave. So, it could seem that we escaped death by chance, but I have no regret and if I have my way, I would still go back to the school, if not as a student, maybe as a lecturer.<br />
<br />
“I have a conviction that I would never die of gunshot or bomb blast and I’ve come to understand that if one is destined to die, no matter where you find yourself, it will definitely come. It never crossed my mind that I would die, and anytime I was leaving my hostel, I never doubted going back home.”<br />
<br />
Why such daring disposition to such scary venture was particularly intriguing, especially to those who are puzzled as to their survival in such an environment, he noted that the school’s reputation was another reason he would never stop loving the school.<br />
<br />
“Getting an admission there wasn’t easy, so I couldn’t just throw that away because of Boko Haram,” he added.<br />
<br />
His optimism was sterling, and as our correspondent would later find out, this is a similar view shared by many of the students and even lecturers in the school.<br />
<br />
“Even though some of the buildings in the school had already been riddled with holes, a product of gunshots, UNIMAID is still a place to be. You would just love the school,” Nuru said.<br />
<br />
Drawing from enduring historical strength<br />
<br />
One could suffice it to say no other institution of higher learning had been hit by the Boko Haram sect like UNIMAID, which is described as primus inter pares in that region. It is about the most popular higher institution of learning in the north east. Established in 1975, the institution has produced some personalities including the incumbent Governor of Borno State, Kashim Shetima, his counterpart in Abia State, Okezie Ikpeazu, and that of Niger State, Abubakar Sani Bello.<br />
<br />
Others include the Chief of Army Staff, Lt.-Gen. Tukur Buratai, the Director-General of National Office for Technology Acquisition and Promotion, Dr. Mohammed Ibrahim, who was a lecturer in the school, his predecessor, Dr. Umar Buba Bindir, who graduated with a first class from the Department of Agricultural Technology, lawyers and other persons of repute.<br />
<br />
Even though located at the extreme end of the region, students travel from other regions to attend the school, due to its reputation. The Vice-Chancellor of the institution, Prof. Ibrahim Njodi, said sometime in 2016 that the institution had produced 250 professors within 40 years of its establishment.<br />
<br />
But for its good standing over the years, perhaps the institution would have become a ghost town. According to some of the students, UNIMAID had always been a hot cake and everybody wanted to go there, thus, it wasn’t easy getting admission and when they got it, they wouldn’t want to lose it just like that, which informs why they wouldn’t quit.<br />
<br />
However, in spite of this remarkable record, many lives have been lost and property worth billions of naira destroyed in the three states that were the hotbed of the attacks.<br />
<br />
In Borno State alone, as of February 2017, the state Governor, Kashim Shettima, said the insurgency had claimed about 100,000 lives, over 2.1 million persons had been displaced, over 52,000 orphans had emerged due to deaths or loss of their parents while over 54,000 widows emerged having lost their husbands.<br />
<br />
While that is palpably regrettable, findings showed that many students and some scholars, mostly Ph.D holders have also lost their lives to the attacks, especially the ones that took place in the school premises.<br />
<br />
The school was again thrown into deep mourning on January 16, 2017 when the Director of Veterinary in the university, Prof. Aliyu Usman Mani, was killed when a suicide bomber detonated an explosive close to the senior staff quarters mosque inside the institution, killing Mani and four others who had gone there to pray. In the process, 15 others sustained varying degree of injuries. His loss was described as one too many, but sadly, it was just one of many.<br />
<br />
Few days ago, the insurgents again struck on Tuesday, July 25, 2017 when suspected members of the sect abducted some lecturers of the university.<br />
<br />
The insurgents attacked a team, comprising lecturers, staff of Nigerian National Petroleum Corporation, members of the Civilian Joint task Force and military personnel and abducted some of the personnel.<br />
<br />
Apart from the nine soldiers and one civilian that were killed in the attack, five of the lecturers of the school were also killed by the insurgents and their corpses brought back to Maiduguri, while four others were still missing.<br />
<br />
The deceased comprised two geologists, two technologists and a driver. But in spite of this, other lecturers in the school said they remained optimistic that they would overcome and no evil would befall them.<br />
<br />
Even though the attack didn’t take place in the school premises, lecturers of the school on their professional duties had been massacred.<br />
<br />
The chairman of UNIMAID branch of the Academic Staff Union of Universities, Dr. Dani Mamman, told our correspondent on the phone that no fewer than six lecturers, some of whom were Ph.D holders, had been killed in the process.<br />
<br />
He explained that in one of the recent attacks, a lecturer that was about to be awarded his Ph.D, having done his defence, died in the bomb blast. A tragic end some would call it.<br />
<br />
Mamman also noted that even though the bombing had affected the school’s curriculum, the people in the university community were already used to the attacks, and so they could carry on with their activities, even though in fear.<br />
<br />
Giving the reasons why they still remained there after the different attacks, he said, “UNIMAID is one of the best universities in Nigeria and we feel we have put in a lot, so we can’t just quit. When teaching, we are not always focused because of the attacks, but this is the school we have known and that is why many have remained there.<br />
<br />
“On the day of the last UTME, in which case UNIMAID was a centre, a bomb went off. Ordinarily, it should have disrupted activities, but it only delayed the exam for one hour. If it were in other places, they could have even cancelled the exam, but it goes to show that we are used to it.<br />
<br />
“The VC has been a dogged and persistent person, and he has been encouraging us to continue with our programme. No doubt, the attacks have affected and reduced the number of applicants to the school, but you would still find many students around.”<br />
<br />
After failing to gain admission for about two years, Aminat (surname withheld), 24, finally secured admission into the institution and is now in her second year in the Department of Animal Science.<br />
<br />
As the only child of her parents, she recalled that her parents were largely opposed to her decision to attend the school because of insurgency, but that when the attacks subsided about the time she applied, she convinced her parents there would be no harm.<br />
<br />
“And till date, nothing has happened to me,” she said, adding that, “I had always wanted to attend UNIMAID. I’m from Gombe State, but UNIMAID seems to be the most popular in the neighbouring states, so I made up my mind to go there. I only told my parents to pray for me every day and to God be the glory, nothing has happened to me.<br />
<br />
“Besides, I’ve come to realise that in spite of the bombing here and there, there are still people in the school, the VC, members of staff and many students. What I do is that I avoid the known flashpoints, and that has helped. I can tell you that every session; students still flock to the school, even though it would have reduced, we are used to the attacks.”<br />
<br />
Adams Mohammed, a third year student of the school, also believes that if he had been destined to graduate from the school, nothing, “not even Boko Haram” could stop it. He explained that having been around for a while, he already knew where not to go to avoid being a victim.<br />
<br />
“We have heard stories, and personally, I have seen people graduate, and on the other hand, I have seen people die as a result of explosions. For me, I believe you can’t be an undergraduate twice, so, if you have a school you prefer maybe due to what you have heard, why not take the risk and go there.<br />
<br />
“My two elder sisters attended UNIMAID and they told me a lot of things about the school. I’m from Jigawa State, and I don’t see myself going to any other school apart from this one. Yes, there are attacks once in a while, but it is not all the time, and if some could have survived it, why can’t I. And remember, there is destiny.”<br />
<br />
Notably, most of the students who spoke to Saturday PUNCH seem to draw the same well of optimism, but to some, they certainly do not know what tomorrow holds for them.<br />
<br />
For Hadizat whose sister graduated from the school in 2008, she said even though she had been in the school before Boko Haram started, she never saw herself leaving the school until she graduated in 2014.<br />
<br />
She said she gained admission in 2009 for a four-year course, which was supposed to end in 2013, but she graduated from Business Education Department in 2014. According to her, she never really knew what the attraction was, but she just wanted the school.<br />
<br />
She said, “When the attacks started, I felt bad, I was scared and at some point, I wanted to leave the school for another school but I later changed my mind. I felt it was too late to quit, whether to move to another school or rewrite another UTME. I didn’t see myself doing any of those, and by the way, which school would I have gone to? I can’t think of any, so I had to stay.<br />
<br />
“I remember March 14, 2014. There were series of bomb blast that day. Most of us lived on campus for security reasons, so I was in the hostel when it started in the morning. At first, it was a like a joke because we were used to hearing gunshots and such sounds of explosion. But I got really scared and I never thought I would see the next hour. Almost everybody ran under the bed, some ran upstairs. It was real commotion.<br />
<br />
“Some of us left after that incident, and in fact, in my class, we were more than 200 at the start, but by the time we were graduating, we were about 70. There was a time we had to vacate the school for about four months. Some left and never came back. However, for me, I never regretted going to UNIMAID because I believe it was God’s will for me to be there. I couldn’t have left the school, because getting an admission there was a tough work. So, I thought I had gone far. My parents were scared too but they believe that everything that happens is God’s will.”<br />
<br />
Since she could not graduate at the appropriate time when her friends in other schools graduated, Hadizat said she felt bad about being left behind, but that she comforted herself on remembering that some had died and that “if you look back you would also see some people behind you.”<br />
<br />
Another student who preferred to be addressed as Umar recalled that for good reasons he would not mind going back to the school. However, he noted that he would only be mindful of the places he would go to, having known the hotspots.<br />
<br />
“There was a time they shot rocket-propelled grenade and it landed around Gates 4 and 5, because the insurgents know that students usually live around the school premises. It would interest you to know that when we were about rounding off, a friend in school wanted to leave because of the violence but we pleaded with him and the parents to let him stay. He was the only child of his parents, but we imagined how it would be if he were to go and start afresh.<br />
<br />
“We all graduated together and today, he’s doing well. And I think many students prefer to endure knowing that their programme is timely and the current VC would not close down the school. When you combine that with the reputation that the school has, you see why most students don’t want to leave. It’s a nice school.”<br />
<br />
Noteworthy is the fact that after the attack that killed Prof. Mani, there was, reportedly, another explosion at the female hostel where people also died, allegedly. But in spite of these, academic activities continue to run, perhaps an attempt by the management not to dance to the tunes of the insurgents to bring an end to “Western education,” which is one of the things the insurgents had been fighting for.<br />
<br />
The current president of the Students Union Government, Abuhanifa Babati, who is in his fourth year, said the students were already used to the attacks. He said, “The students love the school because of its high standard and that is why you see that people keep coming and they don’t want to leave until they complete their programmes. The VC promised that these attacks would not affect our calendar and that promise is being kept.<br />
<br />
“For me, I won’t mind going back to UNIMAID after my programme. As far as I’m concerned, it’s the best institution in Nigeria.”<br />
<br />
At the moment, a number of buildings on the campus have been perforated by gunshots, and a number of other properties had been damaged in the course of the attacks. The campus has continued  to be at the mercy of the military, but regardless, these have not deterred willing students from preferring to go to UNIMAID.</div>
