Kaduna refinery idle for four months, loses N14.4 Billion

<div class="separator" style="clear: both; text-align: center;"><img border="0" data-original-height="250" data-original-width="412" height="242" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjUnY7QLz5EJEOBWODOr4JcgDJuCQdZ_OPo7NOJzOFkNuV7T6X0K0RRO0Kz_qhgojiTL16K7wiHqjgl6ILRYGQibOBWuBReJzMnhIL5dSC-vvmM0aKcGeMwP8eHb6WvO-fdQMdfBQPXHoAA/s400/Port-Harcourt-refinery.jpg" width="400" /></div> <br /> <br /> One of the nation’s refineries, Kaduna Refining and Petrochemical Company, did not process any crude oil from June to September this year and made a loss of N14.43bn within the period.<br /> <br /> <a id="more" name="more"></a><br /> <br /> The three government-owned refineries lost a total of N16.67bn in the third quarter of this year, the latest financial and operations report of the Nigerian National Petroleum Corporation showed.<br /> <br /> The nation’s refineries are the Warri Refining and Petrochemical Company, Port Harcourt Refining Company, and the KRPC.<br /> <br /> The Kaduna refinery lost N3.46bn in June, N3.6bn in July, N3.59bn in August and N3.78bn in September, the NNPC data showed.<br /> <br /> The Port Harcourt refinery, which was idle in August, made a loss of N1.05bn in the third quarter while the WRPC recorded a deficit of N4.65bn in the period as it was shut down in September.<br /> <br /> The PHRC processed 115,441 metric tonnes of crude oil in September, translating to combined yield efficiency of 78.09 per cent compared to 178,788MT of crude processed in August, which translated to combined yield efficiency of 83.36 per cent.<br /> <br /> The three refineries produced 137,984MT of finished petroleum products out of 115,441MT of crude processed at combined capacity utilisation of 6.14 per cent, compared to 9.50 per cent combined capacity utilisation achieved in August.<br /> <br /> “The deprived operational performance is attributed to the KRPC and the WRPC downtime during the month under review. The ongoing revamping of the refineries will enhance capacity utilisation once completed,” the NNPC said.<br /> <br /> It also showed that the production of petroleum products (petrol and kerosene only) by the refineries amounted to 87.47 million litres in September, compared to 78.44 million litres in August.<br /> <br /> The corporation said it had been adopting a Merchant Plant Refineries Business Model since January this year.<br /> <br /> According to the NNPC, the model takes cognisance of the products’ worth and crude costs.<br /> <br /> The corporation said the combined value of output by the three refineries (at import parity price) for September amounted to N18.41bn while the associated crude plus freight costs and operational expenses were given as N13.31bn and N8.62bn, respectively.<br /> <br /> “This resulted in an operating deficit of N3.52bn by the refineries. Also, during the period under review, the refineries’ combined capacity utilisation was 6.14 per cent with only the PHRC which operated at capacity utilisation of 13 per cent,” the corporation.<br /> <br /> According to the report, the national oil firm recorded in September a trade deficit of N2.81bn, down from the previous month’s deficit of N5.74bn.<br /> <br /> “This represents 51.06 per cent or N2.93bn improvement compared to the last month’s performance. This improved performance is mainly due to revamping of Forcados export terminal which enhances the NPDC’s performance as well as slight improved performance of the downstream value chain, especially the PPMC despite high crude oil inventory and the shutdowns of the KRPC and the WRPC during the period as a result of several maintenance interventions,” it said.

But their supply is not always reliable.<br /> <br /> As a result of the development, tens of unemployed youths have taken to the risky business of selling fuel on major streets in the metropolis.<br /> <br /> While they sell four litres for between N1,100 and N1, 200.<br /> <br /> AA Rano filling stations and the NNPC Mega filling station sell at the approved government price of N145 per litre, but motorists have to endure long queues to fill their tanks.<br /> <br /> Mohammed Bashir, a resident of Kano, who could not brave the queues, said he had parked his car at home, as he could no longer afford to buy fuel at the black market price.<br /> <br /> “I need at least two gallons on daily basis, so if I have to buy two gallons daily, that means I need N2,200 because I cannot withstand the stress of following the queue at the filling stations that are selling,”he said.<br /> <br /> Another resident, Malam Aminu Inuwa expressed concern over the lingering fuel crisis in the country and called on the Federal Government to take stringent measures to end petrol scarcity in the country.<br /> <br /> Inuwa, who, described the scarcity as artificial, called on the Department of Petroleum Resources (DPR) to sanction any marketer caught either diverting or selling the product above the government approved price of N145 per litre. Ashwe informed the governor point blank that the doctrine of the Gboko Diocese of the Catholic Church does not allow politicians to speak in church after service except at reception venues.<br /> <br /> The governor simply complied even though there was uproar as worshippers who were mostly politicians hurriedly abandoned the service.<br /> <br /> The Chief Press Secretary to the Governor later issued a statement to douse the tension between the Gboko Diocese and the governor among his supporters.<br /> <br /> The statement reads in part: “We have read various statements arising from the thanksgiving mass yesterday in honour of Senator George Akume at St. Christopher’s Catholic Church, Wannune, Tarka Local Government Area.<br /> <br /> “We wish to state that Governor Samuel Ortom understands and respects the decision of Gboko Catholic Diocese not to allow politicians to speak during masses and therefore would not have felt slighted when the Priest in Charge of the Wannune Parish did not permit him to speak during the mass in accordance with the decision of the Diocese.<br /> <br /> “We urge those amplifying the incident and making inflammatory statements for political reasons to sheathe their swords.”

There is nothing scandalous or extraordinary about what has happened.”<br /> <br /> The SGF in a statement attached to the list of the appointees said the constitution of the boards was “very necessary, so as to provide a proper governance and oversight structure for government agencies and parastatals.”<br /> <br /> He added: “The constitution of the boards with the appointments is a demonstration of this government’s efforts aimed at building strong institutions of governance, and by extension, improving the quality of policy formulation and supervision.<br /> <br /> “While these appointments represent a substantial number of hitherto pending board appointments, some more appointments are still being processed and will be released in due course.<br /> <br /> “The appointments take immediate effect and Ministers are advised to inaugurate the boards after letters of appointment have been issued.”<br /> <br /> But some Nigerians were not amused by the inclusion of the names of some dead persons on the list.<br /> <br /> They took to Twitter and Facebook to register their disappointment and embarrassment.<br /> <br /> One @royaltyuso writing on his Twitter handle said government officials “will soon say the appointments were strategic and that’s because non-living people do not loot. Femi Adesina will term it posthumous appointment. And that it was rightly placed.”<br /> <br /> O’Seun Ogunseitan, writing on his Facebook wall said: “The error conclusively gives an idea of why very few good things are happening in the country, the way we want it.<br /> <br /> “The indications are that most of the Board appointees were never consulted, before the appointments and that the federal government did not even try to find out how the appointees plan to change the state of things in the country.”

They passed through the town to attack the military base. My sources informed me that no civilian was attacked, only the military base was attacked but I also gathered that the soldiers fought very well to repel their adversaries,” he said.<br /> <br /> The chairman also informed that the movement of the insurgents through the town caused panic and fear among residents who ran in different directions for safety.<br /> <br /> An impeccable security source informed that the insurgents were fleeing from the heat in Borno State.<br /> <br /> “There has been a serious heat on the insurgents from Borno axis. You notice there was a fighter jet hovering over Borno and Yobe,” the source said.<br /> <br /> The spokesman for 3 Division Nigeria Army Col. Kayode Ogunsaya did not respond to calls and text message sent to him by our correspondent.<br /> <br /> Yobe State Police Commissioner Abdulmaliki Sunmonu said he cannot give details of the attack because “the area is fully under military operations and control but I think they are in control of the situation.”

It captures the unenviable enigma that is the Nigerian nation. It is however a masterful end-of-year image to take into the coming year, not only for the individual now at the helm of government, General Buhari, but for a people surely credited with the most astounding degree of patience and forbearance on the African continent – except of course among themselves, when they turn into predatory fiends. When many of us are blissfully departed, an updated rendition of this same clipping – with a change of cast here and there – will undoubtedly be reproduced in the media, with the same alibis, the same in-built panacea of blame passing.<br /> <br /> “Let this be called to our collective memory. Even before the current edition of the fuel crisis, other challenges, requiring immediate fix, had begun to monopolize national attention, relegating to the sidelines the outcry for a fundamental and holistic approach to the wearisome cycle of citizen trauma. “This has been expressed most recently, and near universally in the word “Restructuring”, defined straightforwardly as a drastic overhaul of Nigerian articles of co-existence in a more rational, equitable and decentralized manner.<br /> <br /> “Such an overhaul, the re-positioning of the relationship between the parts and the whole offers, it has been strongly argued, prospects of a closer governance awareness of, and responsiveness to citizen entitlement. An overhaul that will near totally eliminate the frequent spasms of systemic malfunctioning that are in-built into the present protocols of national association.<br /> <br /> <br /> <br /> “I recently ran the gauntlet of petroleum queues through three conveniently situated cities – Lagos, Abeokuta and Ibadan – deliberately, this Friday.<br /> <br /> “Even with ‘unorthodox’ aids of passage, this was no task for the faint-hearted. Just getting past fuelling stations was traumatizing, an obstacle race through seething, frustrated masses of humanity, only to find ourselves on vast stretches of emptied roads pleading for occupation.<br /> <br /> “As for obtaining the petroleum in the first place – the less said the better. I suspect that this government has permitted itself to be fooled by the peace of those empty streets, but also by the orderly, patient, long-suffering queues that are admittedly prevalent in the city centres.<br /> <br /> “It is time the reporting monitors of government move to city peripheries and sometimes even some other inner urban sectors, such as Ikeja and Maryland from time to time to see, and listen! Pronouncements – such as the 1977 above – again re-echoing by rote in 2017– are a delusion at best, a formula that derides public intelligence.<br /> <br /> “Buying time. Passing blame. Yes of course, the current affliction must be remedied, and fast, but is there a dimension to it that must be brought to the fore, simultaneously and forcefully? This had better be the framework for solving even a shortage that virtually paralyzed the nation.<br /> <br /> “Just to think laterally for a moment – what became of the initiatives by some states nearly two decades ago – Lagos most prominently – to decentralize power, and thus empower states to generate and distribute their own energy requirements? Frustrated and eventually sabotaged in the most cynical manner from the Federal centre!<br /> <br /> “The similarity today is frightening – for nearly four days on that earlier occasion, the nation was blacked out near entirely. We know that one survival tactic of governments is to keep their citizens in the dark over decisions that affect their lives but, this was literal!<br /> <br /> “And yet each such crisis, plus lesser ones, merely reiterate again and again that this national contraption, as it now stands, is simply – dysfunctional!.<br /> <br /> “What this demands is that, in the process of alleviating the immediate pressing misery, we do not permit ourselves to be manipulated yet again into forgetting the MAIN issue whose ramifications exact penalties such as petroleum seizures and national power outage.<br /> <br /> “These are only two handy, being recent symptoms – there are several others, but this is not intended to be a catalogue of woes. Sufficient to draw attention to the Yoruba saying that goes: Won ni, Amukun, eru e wo. Oun ni, at’isale ni. Translation: Some voices alerted the K-Legged porter to the dangerous tilt of the load on his head. His response was – Thank you, but the problem actually resides in the legs.<br /> <br /> “The providential image above sums up a defining moment for both individual and collective self-assessment, places in question the ability of a nation to profit from past experience. Vast resources, yes, but proved unmanageable under its present structural arrangements.<br /> <br /> “As the tussle for the next round of power gets hotter in the coming year, the electorate will again be manipulated into losing sight of the BASE ISSUE.<br /> <br /> “Its noisome claque in the meantime, the automated mumus of social media, practiced in sterile deflection and trivialization of critical issues, unwittingly join hands with government to indulge in blame passing and name calling – both sides with different targets.<br /> <br /> “From the anguished cry of Charley Boy’s Our Mummu Done Do! to expositions from academics such as Professor Makinde’s recent intervention, the public is subjected daily to a relentless barrage of awareness, underlined in urgency. Nobody listens.<br /> <br /> “One wonders if many people read. And certainly, very few retain or relate – until of course the next crisis. The Labour movement declares that it awaits a guarantee of the ‘people’s backing’ before it embarks on any critical intervention.<br /> <br /> “Understandably.
