Minimum wage: Prepare for strike, NLC tells workers

The Nigeria Labour Congress has written a letter to state councils of the union to prepare for an indefinite strike if the Federal Government fails to accept its demands on the consequential adjustment of salaries as a result of the new minimum wage by October 16, 2019.<br />
<br />
After the first phase of negotiations collapsed due to percentage differences between the two parties, the Federal Government negotiating team and the Joint National Public Service Negotiating Council, which is representing labour unions in the negotiation for the total implementation of the new minimum wage, will meet again on Tuesday, October 15, 2019.<br />
<br />
Labour is demanding 29 per cent salary increase for officers on salary level 07 to 14 and 24 per cent adjustment for officers on salary grade level 15 to 17 while the FG had presented a proposal of 11 per cent salary increase for officers on grade level 07 to 14 and 6.5 per cent adjustment for workers of grade level 15 to 17.<br />

The letter stated, “You will recall that a joint communiqué was issued by the leadership of the NLC, Trade Union Congress and the Joint Public Service Negotiating Council stating that after two weeks from the date of the said communiqué, industrial harmony could not be guaranteed in the country should an agreement not be reached with the Federal Government on the consequential adjustment of salaries as a result of the new minimum wage of N30,000.<br />
<br />
“You are hereby directed to coordinate preparations with TUC and JPSNC in your state for necessary industrial action should the time expire without an agreement as contained in the communiqué.”

Ekiti State Governor Kayode Fayemi has granted clemency to 18 inmates serving various prison sentences in the Nigerian Correctional Services facilities in Ado Ekiti, Ekiti State and Kirikiri Maximum, Lagos State respectively.<br />

Ekiti State Attorney-General and Commissioner for Justice, Olawale Fapohunda, said, “The Governor, Dr Kayode Fayemi, has accepted the recommendation of the Ekiti State Advisory Council on Prerogative of Mercy to grant clemency to 18 prisoners serving various prison sentences”.<br />
<br />
Fapohunda, in a statement in Ado Ekiti on Sunday, said that the beneficiaries included two persons, Tunde Abe and Adeniyi Owolabi, whose death sentences were commuted to life imprisonment.<br />
<br />
He said that “Mr Governor has also granted State Pardon to one applicant,” who he identified as Abologbonrin Ojo.<br />

The Attorney-general stated that 15 others were “released from prison.”<br />
<br />
Fapohunda, who, on behalf of the advisory council, congratulated “all the beneficiaries specifically those who have been released from the correctional facilities,” said, “It is our expectation that they will make the best use of this second chance by being law-abiding and good citizens.”<br />
<br />
He stated that the Advisory Council “considered 50 applications for clemency at its third sitting. The applications of these beneficiaries were granted because they have individually demonstrated the potential to turn their lives around.”

The Federal Government plans to spend N9.05bn on the purchase, maintenance and fuelling of generators across the Ministries, Departments and Agencies nationwide.<br />
<br />
The government also earmarked a separate N75.4m for maintenance and fuelling of generators in some of its foreign missions abroad.<br />
<br />
The details are contained in the 2020 budget proposal which was submitted to the National Assembly by President Muhammadu Buhari on Tuesday.<br />
<br />
However, reports that the sum to be spent on generators may be much higher as several agencies such as the Independent National Electoral Commission and the National Health Insurance Scheme which have offices nationwide, failed to provide a breakdown of their budgets.<br />

The government has budgeted the sum despite claims that power had improved drastically.<br />
<br />
The N9bn earmarked for generators by the Federal Government is more than the Internally Generated Revenue of Bauchi, Abia, Zamfara, Kogi, Anambra, Bayelsa, Jigawa, Ebonyi, Ekiti, Adamawa, Nasarawa, Katsina, Kebbi, Borno, Taraba, Yobe and Gombe states in the first and second quarters of 2019.<br />
<br />
The agency of the government with the largest single budget for generators is the Nigerian Army which set aside N518.3m for fuelling of generators alone while no amount was earmarked for maintenance.<br />
<br />
In the second position is the Economic and Financial Crimes Commission which is asking for N64.5m for maintenance, N166.6m for fuelling of the generators and N82.2m to purchase a new generator, a combined N313.4m.<br />
<br />
The EFCC’s generator budget is 10 times higher than that of its sister agency, the Independent Corrupt Practices and Other Related Offences Commission, which budgeted N10m for generator maintenance and N24.2m as generator fuel cost (N34.2m)<br />
<br />
Holding the third position is the Office of the Head of the Civil Service of the Federation which is asking for N255m to fuel its generators and another N27m to maintain the generators, a combined N283.7m.<br />
<br />
The Nigeria Defence Academy comes fourth with a budget of N273.7m for maintenance of generators (N133.5m) and fuelling of the generators (N140.1m).<br />
<br />
In fifth position is the Nigeria Police Force with a budget of N222.9m for maintenance and fuelling of its generators across its formations and commands in the 36 states and the Federal Capital Territory while the Nigeria Police Force Academy, Wudil, seeks a separate N31.7m for the same purpose.<br />
<br />
The Nigeria Correctional Service (formerly known as Nigeria Prisons Service) budgeted N214m for the fuelling and maintenance of its generators while its sister agency, the Nigeria Immigration Service, seeks N95m for the purchase of a new generator and a separate N109.1m for fuelling and maintenance of its existing generators- a total of N204m.<br />
<br />
The Federal Ministry of Health and its agencies comprising 88 federal teaching hospitals, medical centres and agencies have the highest budget for generators at N1.5bn.<br />
<br />
The ministry and its agencies budgeted N173.7m for generator maintenance and N1.1bn to fuel them while a separate N220.8m was earmarked for the purchase of new generators.<br />
<br />
The University of Benin Teaching Hospital and University of Calabar Teaching Hospital planned separate procurements of one 500KVA generator each at N25m; Nnamdi Azikiwe University Teaching Hospital, Nnewi budgeted N20m for two 500KVA soundproof generators.<br />
<br />
Federal Teaching Hospital, Ido Ekiti, allocated N20,844,821 for a 250KVA diesel generator; Irrua Specialist Teaching Hospital, Irrua budgeted for a N30m generator; and Federal Psychiatric Hospital, Calabar pencilled N14.5m for “purchase and installation of generators.<br />
<br />
The Federal Medical Centre, Kebbi State indicated the need for the procurement of two 500KVA generators and other items at N32m; Institute of Public Analysts of Nigeria also budgeted N3.5m for the purchase a generator for its laboratory; and the Federal Teaching Hospital, Gombe allocated N50m for “generators and inverters.”<br />
<br />
The Ministry of Education which oversees 197 federal secondary and tertiary institutions, departments and agencies has the second highest budget for generators.<br />
<br />
The ministry and its agencies have earmarked a total of N366m for generator maintenance; about N806m to fuel the generators and another N104m to buy new generators, a combined N1.27bn.<br />
<br />
The National Commission for College Education Secretariat budgeted N9.5m for the rehabilitation of a “generator plant”; International Centre for Biotechnology, University of Nigeria Nsukka, Enugu allocated N7.3m for a new 250KVA generator; and FGC Azare earmarked N20m for the procurement of a 200KVA generator.<br />
<br />
Also, FGC Kwali is to spend N18.1m on the “purchase and installation” of a 250KVA generator; FGC Ido-Ani pencilled N22m for the purchase and installation of a 250KVA generator and 300KV transformer; FGGC Gboko budgeted N7.5m for the “supply and installation” of a 50KVA generator; and FGGC Shagamu allocated N20m for the procurement of a 250KVA generator.

Some suspected cultists identified as Aye-axe men have attacked popular hiphop artiste, Omoniyi Temidayo Raphael, also known as Zlatan Ibile after his show at DonRecky Hall, Newark, New Jersey, U.S.<br />

The cultists wearing blacks with some dark glasses were seen punching the popular artiste while Zlatan is seen struggling to wrestle his way out together with efforts of some men suspected to be body gaurds attached to him.<br />
<br />
In a video which captured the attack, a yet to be identified man was shouting on top of his voice in Yoruba beneath the video that “won fe pa Zlatan o”; they are beating Zlatan while a lady was also yelling too.<br />
<br />
You will recall that Zlatan has been involved so many brutal confrontation with Cultists in Nigeria especially in some of his school shows.<br />

A Nigerian passenger, Jude Oladapo, on Saturday slumped and died while undergoing boarding procedures at the Murtala Muhammed International Airport (MMIA), Lagos.<br />
<br />
Spokesperson for the MMIA Police Command, Lagos, DSP Joseph Alabi, confirmed the development to News Agency of Nigeria (NAN) on Sunday in Lagos.<br />
<br />
Alabi said that the 44-year-old passenger was about boarding an Air France flight when he suddenly slumped after receiving news that his wife had died.<br />
<br />
According to him, the incident happened at about 5.30 p.m. and the deceased was confirmed dead by Dr Ajayi Olamide of the MMIA Medical Clinic.<br />

Alabi said that the corpse had been deposited at the Air Force Hospital Mortuary.<br />
<br />
Meanwhile, Alabi also dismissed claims that a Royal Air Maroc aircraft, with registration number CN-ROR was burgled while landing at the MMIA on Oct. 11.<br />

“There is a standard procedure, which includes an escort vehicle following an aircraft that is landing, which will make it difficult for any invader to approach the aircraft.<br />

“The aviation security officials confirmed that they arrived at the aircraft with its baggage cabin door already opened which might have been due to other factors,” Alabi said.<br />

First Lady Aisha Buhari, while cautioning Nigerians on the dangers of spreading fake news, has given reasons why she left the country for such a long period of time.<br />

Mrs Buhari issued the caution and the reasons for staying away from the country shortly after she returned from the United kingdom.<br />
<br />
She gave the warning while fielding questions from journalists shortly after her arrival at the Nnamdi Azikiwe International Airport, Abuja, in the early hours of Sunday.<br />
<br />
The first lady was received at the Airport by the wife of Kogi State Governor, Mrs Rashida Bello, Senior Special Assistant to the President (Administration), Dr Hajo Sani and wife of former Governor of Nasarawa State, Mrs Mairo Al-Makura, among others.<br />

She expressed gratitude to almighty God for journey mercy back to Nigeria from United Kingdom after a medical was advised by her doctor.<br />
<br />
”It has been a tradition for us. For like 20 to 27 years now, if our children are on holiday, we used to spend holiday with them.<br />
<br />
”I never abandon my children and last year, I went to Spain and spent two months with Zahra when she gave birth.<br />
<br />
”So, the same this year’s holiday in U.K, I fell sick; so, I stayed back to see a doctor and the doctor advised me to stay back to attend to my health.<br />
<br />
”From the U.K, I travelled to Saudi Arabia for Hajj and returned to England on doctor’s advice and they also advised that I should slow down my activities.’’<br />
<br />
She expressed gratitude to President Muhammadu Buhari for approving some Special Assistants to her office to assist her to achieve the mission of improving the lives and wellbeing of women and children in Nigeria.<br />
<br />
The first lady cautioned Nigerians against spreading fake news, saying that it does no good to anyone and urged relevant stakeholders to make efforts to stem the act.<br />
<br />
”The genesis of this fake news started when my husband fell sick and perpetrators of this act were showing fake Ambulance, Hospital and dead body suggesting that my husband is dead.<br />
<br />
”That time, I received so many calls from other first ladies and Presidents of other countries to confirm; so I called the attention of NCC, NBC and the National Orientation Agency.<br />
<br />
”Fake news will lead this country to something else if actions are not taken with immediate effect,’’ she said.

Former Super Eagles captain, John Mikel Obi, has revealed why he retired from international football at the age of 32.<br />
<br />
Mikel announced his retirement from Super Eagles following the conclusion of the 2019 African Cup of Nations, AFCON, in Egypt.<br />
<br />
Mikel said he retired from international football because he wanted to give chance to the younger players in the Super Eagles squad, adding that he does not have many years of football in front of him.<br />
<br />
The former Chelsea star spoke to Trabzonspor’s weekend magazine on why he quit the Super Eagles at the age of 32 years.<br />

Mikel said: “I served the national team for 13 years, a larger part of those years as captain. In this process, we have achieved significant successes as a team. I first wanted to leave in 2013, but as a result of our negotiations with the authorities, I decided to continue.”<br />

“We currently have very talented young players. They’re all bright. I think these players can handle the challenges. I had to make room for them. Besides, I don’ t have many years of football in front of me. I want to focus on my team.”
