The Presiding Judge of Upper Area Court in Zuba, Abuja, Mr Gambo Garba, on Wednesday ordered that a convict, Yakubu Nasiru of Dakwa, Abuja, be given 12 lashes for stealing. 
 
The News Agency of Nigeria reported that Garba also warned the convict to desist from committing crimes and find legitimate means of earning a living.

The prosecution counsel, Mr Chinedu Ogada, had told the court that on December 14, a complainant, Aminu Lawal, also of Dakwa, Abuja, reported to the police that the convict burgled his shop. 
 
Ogada said the convict stole eggs, butter, three loaves of bread, Nono satchet milk and N1,850 from the shop in Dakwa. 
 
He said the convict confessed to the offence during police investigation, adding that some dangerous weapons were found on him. 
 
The convict told the court that he was hungry and had to burgle the shop and stole the items, adding that he stayed back in the shop to prepare the eggs.

The Nigerian Correctional Service has said 22 former members of the Boko Haram terrorist group have sat for the Senior School Certificate Examination. 
 
The service explained that the ex-insurgents participated in the NCS de-radicalisation programme as part of their rehabilitation. 
 
Disclosing this to journalists in Abuja on Wednesday, the Comptroller-General of the NCS, Ja’afaru Ahmed, said about 2, 745 condemned inmates were awaiting execution in various correctional facilities across the country.

The CG said,”As part of our rehabilitation process, 22 former members of Boko Haram who have been deradicalised by the Nigerian Correctional Service have sat for the Senior School Certificate Examination.” 
 
The CG, who was represented by the NSC spokesman, Francis Enobore, advised governors to sign their execution warrant. 
 
The NCS boss stated that the Administration of Criminal Justice Act was meant to hasten the trial of suspects and enhance the decongestion of correctional facilities. 
 
“Governors are not willing to sign death sentences of condemned inmates, neither are they ready to commute their death sentence to life imprisonment,” Ahmed lamented. 
 
He noted that about 24 states had domesticated the ACJA, adding that the Act would help in decongesting correctional facilities “as some of its provisions empower correctional centres to reject inmates so that facilities are not overcrowded.” 
 
The CG further pointed out that the NCS had developed the Corrections Information Management System to capture inmates’ biometric, access the length of remand and pre-trial detention proceedings in the correction system. 
 
He said the CIMS project had already taken off in some facilities across the country. 
 
“In order to improve access to justice for pre-trial detainees, a total of 382 operational vehicles have been procured and distributed between 2016 and 2018, for inmates to be taken to court for hearing as and when due,” Ahmed explained.

The house of representatives has summoned Bolaji Owasanoye, chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), over the agency’s allegation that some lawmakers embezzle funds for constituency projects. 
 
The lower legislative chamber summoned Owasanoye following a motion introduced at Tuesday’s plenary session by John Dyegh from Benue state. 
 
The ICPC had in a report revealed how Nigerian lawmakers allegedly connive with government agencies to embezzle billions of naira meant for constituency projects. 
 
The report, which tracked 424 projects from 2015–2018 zonal intervention projects between June and August, 2019, covered 12 states and the federal capital territory.

According to the ICPC, findings from the first phase of the tracking exercise contained in the report corroborate the “perception of average Nigerians that ZIPs have become a conduit for corruption”. 
 
But speaking on the allegation, apparently outraged lawmakers said the claim could cause a sour relationship between them and their constituents. 
 
While introducing the motion, Dyegh said despite their efforts, the allegation could also make legislators lose credibility in the eyes of the public. 
 
He wondered why the ICPC chairman would allege what was “unverifiable” and asked members to invite the agency’s chairman to come clear himself before the house. 
 
Idris Wase, deputy speaker, agreed that Owasanoye should be invited, and emphasised the “sanctity of the hallowed chambers”. 
 
The motion was subsequently adopted and referred to the relevant committees of the house for further investigation.

Ango Abdullahi, acting chairman of Northern Elders Forum (NEF), says President Muhammadu Buhari is not serious about fighting corruption. 
 
Abdullahi made the remarks during a media chart with newsmen in Kaduna shortly after the opening ceremony of a public lecture on education, on Tuesday. 
 
He said the prisons would have been filled with corrupt politicians if the current administration is serious about its anti-corruption war. 
 
The elder statesman said many corrupt politicians have been going about freely because the ruling All Progressives Congress (APC) “has forgiven their sins”.

“We have now seen corruption on a massive scale and nobody is doing anything about it” he said. 
 
“The president said he is fighting corruption, but I don’t believe him because, in the sense, if he is fighting corruption, our courts and prisons should be full by now. This is because corruption is everywhere. 
 
“You don’t just pick one case and make it a universal example of fighting corruption. We have just seen the conviction of Orji Uzor Kalu and it is becoming something that the world should know when there are so many people with seventy-something billion (naira) with them. 
 
“Those people should be in the same prison with Uzor Kalu. And in any case, if you want to say that Uzor Kalu had committed an offence, but here is a national chairman of a party, the president’s party who pronounced that ‘don’t worry how much you have stolen somewhere else, as long as you come and say you are a member of APC, you are forgiven’. 
 
“A good example of that is former governor Danjuma Goje. It was the attorney general of the federation himself that went to court to say they were withdrawing the case from the court. 
 
“And his offences are not different from Orji Uzor Kalu’s and many others that were reported.” 
 
Also commenting on the agitation for restructuring, Abdullahi said the presidential system of government must be abandoned if the country is to be restructured. 
 
“If we are going to restructure Nigeria, we must abandon the presidential system of government,” he said. 
 
“If you want Nigeria to function as it used to function in 1960 at the point of independence, we should go and reconsider retention of presidential system of government because it is inefficient, it is corrupt and there is no accountability. 
 
“Under the parliamentary system of government, you cannot be a minister until you are elected from your village. 
 
“So, you are already accountable to your electorate and then, the leader of your party who happens to be president or prime minister would make a nomination, which means other members must approve. If you are not a good man, from there you have failed.”

The Federal Road Safety Corps (FRSC) has said that the Corps would use Mobile Courts across Akwa Ibom Command to check recklessness on the road during the festive season. 
 
The Akwa Ibom Sector Commander of the Corps, Mr Sunday Ogenekaro, said this during the flagged off of the “ember” month sensitation campaign in Uyo on Tuesday. 
 
Ogenekaro said that the Akwa Ibom Chief Judge, Justice Godwin Abraham, had appointed Magistrates to hear cases brought before the various mobile courts which would be set up in various place across. 
 
Mr Ogenekaro explained that the courts are to check violation of traffic laws by motorists during the festive season.

The Sector Commander cautions motorist against disobeying traffic laws, stressing that his command would continue to enforce the use of speed limiting device by fleet operators. 
 
He urged pedestrians to also obey traffic laws and stay away from ingesting drugs and alcohol while using the roads. 
 
Ogenekaro advised pedestrians to make use of the footbridges provided for them by the government to avoid accidents. 
 
The Sector Commander used the medium to warned traders trading or displaying their wears on the road to desist from such practices. 
 
“In an eventuality where the breaks of a car plying such a road fails it may lead to a fatal accident at such spots,” Ogenekaro said. 
 
He said that the corps was in constant touch with the government by pointing out failed portions on roads that needed quick attention during this festive period. 
 
The sector commander said that the corps would continue to sensitise motorists and other road users on the need to act with caution and drive safely during and after the festive season. 
 
The sector commander urged motorists to pay premium attention to their lives, stressing that life is not a motor part that could be replaced easily. 
 
He appealed to drivers to plan their journey and begin on time to avoid rush, which could lead to road crash.

Vice President, Yemi Osinbajo has commended his principal President Muhammadu Buhari for the swift signing of the 2020 budget into law. 
 
President Buhari on Tuesday, signed the 2020 Appropriation Bill into law at the State House, Abuja 
 
Osinbajo, who was present at the signing, said the swift signing of 2020 bill by Buhari has restored January – December cycle. 
 
The Vice President added that the budget will advance Nigeria into the next level.

Femi Adesina, spokesman of President Muhammadu Buhari, says Nigeria would have been a better country if the president’s military regime had lasted longer. 
 
Adesina said this in an article celebrating the president’s birthday which was shared on his Facebook account on Tuesday. 
 
Buhari led Nigeria as a military dictator from 1983 to 1985 before he was deposed and replaced by Ibrahim Babangida. 
 
According to Adesina, Buhari’s regime led Nigeria on the right path “till forces of reaction struck, and we were back to worse than square one”.

“I have said it before, and I say it again. I have followed Buhari since he was a military ruler, when I was an undergraduate,” he said. 
 
“And if that regime had lasted for longer, Nigeria would not be in the doldrums that she found herself. It was a tough administration, but which was leading us on the right path. 
 
“You could imagine my joy when Buhari eventually emerged civilian President after 12 years of struggle. I didn’t think I was going to ever serve in government, but I found myself in it. Just because it was Buhari.” 
 
Adesina added that he remains a “dyed-in-the-wool Buharist” irrespective of what others see as “foibles and failings of the administration”. 
 
He said unlike “many past leaders,” the president is not a thief, adding: “We know people who were worth only thousands when they got into leadership positions in this country, but they came out in obscene wealth.” 
 
The presidential spokesman also dismissed the “jaded” talk of the fight against corruption being selective, saying those of that opinion are “operating from a mindset”. 
 
“No matter who you are, however close you can be to him, when it comes to corruption, this President speaks up for no one. That is why the anti-corruption agencies are making conquests. He tele-guides them in no way,” he said. 
 
“If all the information you consume is from social media, and the critical segment of the traditional media, you will likely miss the correct pulse of the country.”
