Minister of Labour and Employment Chris Ngige said yesterday that the Buhari administration would tackle unemployment and underemployment through diversification of the economy. 
 
The minister said the government was diverting attention from a mono-economy and promoting agriculture, solid minerals and outsources of revenue to drive the economy and ensure job creation through entrepreneurship.

Speaking at a National Dialogue on Future of Work Initiative organised by the ministry in collaboration with the International Labour Organisation (ILO), the minister said the dialogue would serve as a roadmap in addressing unemployment 
 
Represented by the Permanent Secretary, Dr. Clement Illoh, Ngige said the seminar is essential if we must develop strategies to address challenges and changes in the World of Work. 
 
He identified some of such challenges as climate change, casualisation, contract work, information and communication technology, working from home, outsourcing. 
 
According to him, the labour organisation, pursuant to its objective of humanising work, ahead of its centenary anniversary in 2019, initiated four areas to guide members in responding to the dialogue on the future of work initiative. 
 
The areas are Work and society, Decent jobs for all, Organisation for work and Production, and Governance at work. 
 
Ngige stressed that the National Dialogue on Future of Work Initiative will open an opportunity for the advancement of ILO’s mandate for social justice through stakeholders’ reflection on the Future of Work. 
 
He maintained that ILO will establish a High-level Commission on the Future of Work to organise its 2019 108th Session in Geneva, Switzerland, at its centenary where report of the commission will be discussed. 
 
The minister said the dialogue would not only serve as an input into the High-level Commission’s Report in 2017, but will also become the roadmap in addressing unemployment. 
 
He stressed that the Buhari government would promote inclusive and sustainable economic development, productive employment and creation of decent jobs for youths. 
 
In his remarks, Dr. Illoh, who was represented by the Acting Director, Productivity Management and Standard Ms Nene Dike, hailed ILO for the National Dialogue, which will develop strategies on policy changes in the world of work. 
 
Dr. Illoh said one of the outcomes of the National Dialogue is to provide a roadmap in addressing the of impact of multidimensional changes in the world of work. 
 
He urged participants to adopt strategic thinking in arriving at a national document to reposition the economy. 
 
ILO’s Country Director Dr. Dennis Zulu said this initiative would at generate a better understanding of forces transforming the world of work and implications for governments, workers and employers; provide a forum to exchange ideas and information among tripartite constituents as well as key stakeholders in formulating policies and new approaches; and to articulate and promote policy alternatives, innovative partnerships and good practices that ccould be replicated by governments, employers and workers as well as key partners.

Former President Goodluck Jonathan granted anticipatory approval to the Nigerian College of Aviation Technology (NCAT) to award a $20, 396, 299.71 (N8.485b) contract for the re-fleeting of 20 aircraft.

A group, Transparency Initiative, has petitioned President Muhammadu Buhari to probe the contract. 
 
It alleged that the contract at the time had no Bureau of Public Procurement approval and Certificate of No Objection as required by due process. 
 
It also claimed that the N8.4b contract was awarded to a company which was yet to be incorporated. 
 
There were indications last night that the Presidency was already looking into the petition. 
 
The management of NCAT was said to have provided documents to the presidency indicating that the contract went through due process. 
 
A crisis broke out over the contract following the anticipatory approval of the former President barely 37 days to his exit from office. 
 
The affected trainer aircraft are 15 Diamond DA40NG and five Diamond DA 42NG 
 
The approval was conveyed to the former Minister of Aviation on April 22, 2015. 
 
One of the documents reads in part: “The Federal Executive Council ( FEC) suspended award of contracts from the first week of December 2014. Thus, the Honourable Minister of Aviation on 24th December 2014 sought the anticipatory approval of Mr. President for award of contract for re-fleeting of trainer aircraft(15 Nos Diamond DA40NG and five Diamond DA 42NG) and associated works in favour of Messrs Interjet Nigeria Limited at a total contract sum of $20, 396,299.71. 
 
“ Mr. President granted anticipatory approval on 21st April 2015 and the approval was conveyed to the Honourable Minister of Aviation on 22nd April 2015. 
 
“Based on the anticipatory approval obtained, the college issued Letter of Award to Messrs Interjet Nigeria Limited. 
 
“Messrs Interjet Nigeria Limited provided an Advance Payment Guarantee( APG) for the payment made to the company. The first APG issued in December 2014 was replaced with another APG in July 2015. 
 
“On the 15th May 2015, the Federal Executive Council ratified the President’s anticipatory approval for the award of contract for the purchase of 15 Nos Diamond DA40NG and five Diamond DA 42NG aircraft with complete accessories and associated works for the re-fleeting of NCAT, Zaria in favour of Messrs Interjet Nigeria Limited in the sum of $20, 396,299.71. 
 
“ The valid Letter of Award of contract for re-fleeting of trainer aircraft is dated 24th April 2015. It was issued after obtaining Mr. President’s anticipatory approval and supersedes the letter Ref. NCAT. 11/652/Vol. I/23 dated 17th November 2014.” 
 
Another document indicated that “the processes for re-fleeting of NCAT Trainer Aircraft commenced in 2005 while the procurement process started in 2013 with budgetary allocation of N300 million. 
 
“BPP granted No Objection on 29th October 2014. Total payment amounting to N320 million wascprocessed in December 2014 but not released until 27th April 2015 after obtaining Mr. President’s anticipatory approval.” 
 
But the Transparency Initiative asked the President to look at the alleged rot in NCAT. 
 
It alleged that when the contract was awarded, it had “no BPP approval and Certificate of No Objection as required by due process”. 
 
In the petition, signed by Nnaemeka Amaechina, George Nwahajioke and Taiwo Adegbite, alleged that the company which won the contract was yet to be incorporated at the time of the award. 
 
The petition said: “The said contract for re-fleeting of trainer aircraft was awarded to Messrs Interjet Nigeria Limited vide a letter of award from NCAT -Zaria dated 17th November 2014 with reference No. NCAT II/Vol.I/23. 
 
“In the said letter, NCAT made reference to a non-existing Federal Executive Council approval as at the date contained in the said letter. The said letter was signed by the Head of Procurement and Secretary of NCAT-Zaria Tenders Board for the Rector/ Chief Executive. 
 
”That Interjet Nigeria Limited as at the 17th of November 2014 was not yet in existence and indeed the certificate of incorporation of Messrs Interjet Nigeria Limited was only issued on 23rd June 2015 with RC 892261. 
 
“Hence, the award of over $20, 396, 299.71 (N8.485b) contract was all anchored on illegality.” 
 
But a document said the company which won the contract was already incorporated as Interjet Maintenance Limited but only changed its name to Messrs Interjet Nigeria Limited with the approval of the Corporate Affairs Commission ( CAC). 
 
“ Interjet Maintenance Limited changed their name to Interjet Nigeria Limited with the approval of CAC. They are therefore one and the same company.” 
 
But the Transparency Initiative asked the President “in your usual tradition to use your good offices to order a total investigation of facts contained in this petition by the appropriate government agency”.

The Nigerian Civil Aviation Authority (NCAA) yesterday said domestic airlines are not folding up but merely suspending their operations. 
 
The suspension, the airline industry regulator said, was to enable the carriers undertake operational overhaul and strengthen their overall operational outlay.

Its Director-General, Captain Muhtar Usman in a statement said Aero Contractors, at present has only one serviceable aircraft, adding that this in contradiction to the Nigerian Civil Aviation Regulations (Nig.CARS) which stipulates that no airline shall carry out scheduled commercial operation with only one aircraft, adding that the minimum acceptable number is three. 
 
He said :”In other words, any airline with one aircraft is in contravention of the Authority’s regulations therefore cannot be adjudged to be capable of providing safe operation. The only option available is to suspend your operations temporarily while other aircraft arrive in due course.” 
 
He however, stated that NCAA’s regulations provides a window for such operator to embark on non schedule operations in the interim. 
 
He said First Nation Airlines on its part is in the middle of an engine replacement programme for one of its aircraft, stressing that another aircraft is due for mandatory maintenance as its allowable by the regulatory authority. 
 
In these circumstances, these airlines he said clearly cannot continue to undertake schedule operations, hence the inevitable recourse to self-regulatory suspension. 
 
“The NCAA wishes to reiterate that on no account will it compromise safety and security of airline operations in the airspace,”he said. 
 
Meanwhile, First Nation Airways yesterday said it is not operating because its Airbus 319 fleet is undergoing maintenance. 
 
The airline said its current operational challenges are attributable to the over 70 per cent devaluation of the naira. 
 
Its Head, Commercial, Serah Awogbade said the aircraft maintenance will be completed by September 15, 2016. 
 
”First Nation is currently undergoing maintenance on A319 fleet.This maintenance exercise will be completed on or before September 15th, 2016.The Airline planned this maintenance action well ahead, notified passengers and flights are currently loaded online effective September 15th, 2016 – this will ensure that passengers continue to enjoy safe and reliable service that the airline is reputed for. 
 
“ Current foreign exchange constraint coupled with over 70 per cent devaluation of naira partly contributed in no small l measure to the development. The Airline’s plan remains on track to reinstating service as advised herein,” its statement explained. 
 
Aviation unions comprising Air Traffic Services Senior Staff Association (ATSSSAN) and the National Union of Air Transport Employees (NUATE) yesterday occupied the head office of Aero Contractors at the Murtala Muhammed Airport (MMA), Lagos, following the decision of its management to suspend operations. 
 
The workers described the directive that they proceed on compulsory leave as unacceptable. 
 
They said they should not be held liable for the incompetence of the management in mismanaging Nigeria’s oldest carrier. 
 
ATSSSAN President, Comrade Benjamin Okewu said the take over of the airline followed the indefinite leave given to the over 1,400 workers.

Nobel laureate Prof. Wole Soyinka yesterday advocated the prosecution of hate preachers to stem religious violence. 
 
Soyinka noted that religious violence would be encouraged if those who instigate killings in the name of blasphemy are allowed to walk freely without being made to face trial.

He spoke at the University of Benin (UNIBEN) while delivering a lecture titled: “Culture At Risk.” 
 
Soyinka noted that prosecution of advocates of religious violence would deter others nursing the idea of inciting more violence. 
 
He said the bombings and killings of innocent citizens across the country was a result of what they had been made to believe from the religious perspective. 
 
Describing religion as the greatest threat to culture, Soyinka described the destruction of mosques, churches, shrines and ancient monuments as a product of religious intolerance. 
 
He said Nigerians must learn to tolerate one another irrespective of cultural and religious difference. 
 
“When you have people like that who I know that have instigated the killing of others walking freely on the street, without being made to pay restitution for incitement to murder under the banner of cultural relativism, it encourages others to continue in the act. 
 
“My view is that, we can complain, we can proffer, we can condemn, as much as we want, until those who are guilty, even by curious liability when a murder is committed are brought to book and made to apologise to the whole nation, and face penalty, such will not stop. 
 
“In my view, it is that toxin injected into the social consciousness of the followers of that religion, which has resulted in the murder of its citizens. Is there something called vicarious guilt or not? The question I ask is: Was that deputy governor ever brought to trial? Was his boss, Ahmed Yerima? 
 
“Should we be surprised and start shouting aloud and condemning some stupid young fellows who took the law into their own hands and killed, burnt eight people alive, who were not even part of the original scenario. 
 
“I call them stupid and a disgrace to their school, Abdul Gusau Polytechnic. I say they are stupid and a disgrace to learning anywhere because even a child who leaves in a community must understand that, if you want to create a serious fight between two people, just say that, ‘That individual whom you are targeting has abused your mother’. It is as elementary as that. 
 
“It is this kind of mentality that created Boko Haram and all its seedling, the sense of intolerance, the failure to understand that you are just another member of society and you have no right over another human being. 
 
“My view is that we can complain, we can protest, we can condemn as much as we want. Until those who are guilty even of vicarious liability when a murder is committed are brought to book and made to apologise to the whole nation and do penance.” 
 
UNIBEN Vice Chancellor Prof. Faraday Orumwense, said the second Eminent Lecture Series with its theme: “Culture At Risk” was apt and significant in the cultural antecedent of the great ancient city of Benin Kingdom. 
 
He said the lecture series was one of his intellectual hallmarks and initiative to leave an indelible footprint in the history of the institution.

President Muhammadu Buhari yesterday assured Nigerians that the country will be prosperous again. 
 
He urged the citizenry to be hopeful but cautioned that change, which his administration symbolises, is not a bed of roses.

The Federal Government, he said, is committed to the implementation of the positive agenda he promised Nigerians. 
 
Although he did not directly address the recession into which the nation’s economy has sunk into, his speech in Osogbo, the Osun State capital, during his one day official visit, is believed to be a veiled reference to it. 
 
The President inaugurated the 3,000-capacity Osogbo High School, as part of activities to mark the 25th anniversary of the state’s creation. 
 
Buhari, who was received at the Ibadan Airport by Osun State Governor Rauf Aregbesola, Oyo State Governor Abiola Ajimobi, his deputy Chief Alake Adeyemo and All Progressives Congress (APC) chieftain Chief Bisi Akande, among others, arrived at the Osogbo Government High School, premises at about 11.10 am. He had earlier inaugurated the Ataoja High School also in Osogbo. 
 
The President said: ”Changes are never achieved on the bed of roses but through steadfastness, dedication, integrity, the country shall be rescued and be prosperous again. 
 
“What we are trying to do since is to introduce all ingredients in the change mantra on the individual levels but change takes perseverance, endurance, dedication to achieve. 
 
“We are determined to implement our change agenda by curbing excessive waste in government. 
 
“We shall restore integrity to governance through the fight against corruption. 
 
“We are determined to deliver and rescue the country from bad governance.” 
 
The President praised Aregbesola for providing a conducive learning environment for students. 
 
He said that the building of the Osogbo High School was worthy of emulation by other governors, adding that the project was part of APC’s agenda on education. 
 
The APC government, the President said, will continue to implement cost-effective education policies. 
 
“I congratulate the people of Osun on the 25th anniversary of the state. 
 
“The essence of the state’s creation was to bring government closer to the people and to provide good governance, just like Governor Aregbesola has done. 
 
“Government at all levels must continue to channel their energy toward education because this is the only way we can secure the future of our children,” Buhari said. 
 
The President, who said he was happy to be in Osun, which he described as the spiritual home of Yoruba civilisation, thanked the people for voting for APC in the 2015 general elections. 
 
He said the Federal Government’s help to states shall continue until they overcome their problems. 
 
He added: “Ten percent of our entire budget is given to education to show the priority to the sector. Our desire is to see the country maintaining its high tempo in education as it was in the past. All Progressives Congress government is set to make education in Nigeria qualitative as promised in our manifesto. 
 
“We are desired to tackle the rot in the education sector, so also, other sectors in the country. Osogbo Government High School is a legacy of Governor Rauf Aregbesola’s administration. It is three schools in one place. 
 
Aregbesola said Buhari has not disappointed us. He has faced his task with courage and doggedness. No doubt, he is facing some challenges, part of which is the fall in revenue that has put about 28 states under severe financial crisis. 
 
“He continues with a rare sense of doggedness and faith in God as he faces the turbulent situations. We are satisfied with the way he manages the affairs of the state (country) and leads us. The challenges we are facing are as a result of the previous party’s (Peoples Democratic Party, PDP) rape of our resources.” 
 
Among the facilities in the school are 72 classrooms, offices, laboratories, toilets, library, bookshop, sick bay and a multi-purpose hall which can accommodate 1000 students for examinations. 
 
The governor said that the school, which has 3,000 sitting capacity, cost the state government N1.35 billion to complete. 
 
He said: “We are producing the new man intellectually, morally and socially through education. 
 
“We want to determine the next 15 years of the state through education because education is the path to development. 
 
“Education, for us, therefore, is the path to development. We are 25 years now, but we are looking at the next 25 years and we want to create and determine the next 25 years through education. 
 
‎”We are producing the new man. The overall aim is to develop the new man intellectually, socially and morally. This new man is placed in the centre of society, who views his own development as part of and for the development of society. 
 
‎”This is a non-parasitic and non-oppressive man who views his existence in light of the growth of others; he views whatever has acquired to be subsumed in the overall interest of others. He is a man in himself and a man for society.”‎ 
 
Lagos State Governor Akinwumi Ambode and Borno State Governor Kashim Shettima joined their Osun and Oyo counterparts to receive the President. 
 
Osun State Deputy Governor Mrs Grace Titi Laoye-Tomori, Aregbesola’s wife Mrs Sherifat Aregbesola, Minister of Health Prof. Isaac Adewole, who is from Osun State, and Minister of communication Adebayo Shittu were also in the reception party. 
 
Also there were the three Osun State senators – Isiaka Adeleke, Sola Adeyeye and Babajide Omoworare –House of Representatives and House of Assembly members. 
 
Others are former Governor Olagunsoye Oyinlola, former Ogun State Deputy Governor Segun Adesegun, one-time Chiefs of Defence Staff Gen. Ipoola Alani Akinrinade (rtd) and Air Vice Marshal Oluseyi Petirin and Lagos State House of Assembly Speaker Mudasihiru Obasa. 
 
Traditional rulers at the event were the Alaafin of Oyo, Oba Lamidi Adeyemi, the Ooni of Ife, Oba Adeyeye Ogunwusi, the Owa Obokun of Ijesaland, Oba Adekunle Aromolaran, the Ataoja of Osogbo, Oba Jimoh Olanipekun, the Olubadan of Ibadan, Oba Saliu Adetunji and the Oluwo of Iwo, Oba AbduRasheed Adewale Akanbi, among others.

The game’s first chance fell to Watford in the seventh minute through Jose Holebas but his low shot was well saved by Thibaut Courtois. 
 
In the 11th minute Eden Hazard went close for Chelsea only to see his effort turned away for a corner by Miguel Britos. 
 
Odion Ighalo had Watford’s best chance of the half on 24 minutes following a cross from Amrabat but missed from close range. 
 
Two minutes later Brasnislav Ivanovic met Hazard’s free-kick which was saved by Hureleo Gomes. 
 
And one minute into added time, Hazard’s 20-yard free-kick beat Watford’s two-man wall but was stopped by Gomes. 
 
The first chance of the second half fell to Chelsea on 52nd minute but Costa couldn’t connect with Oscar’s cross. 
 
In the 55th minute, Capoue put Watford 1-0 ahead as he chests a cross from the right and volleyed a left-foot strike into the top corner. 
 
Hazard almost responded for Chelsea on 58 minutes, but his shot was saved by Gomes. 
 
Chelsea made their first change with Moses replacing Pedro in the 71st minute. 
 
Two minutes later Michy Batshuayi was introduced for Oscar. 
 
In the 80th minute Batshuayi equalised for Chelsea tapping in from six-yard after Gomes spilled Hazard’s shot.

Lagos monarch, Oba Riliwan Akiolu I, on Saturday urged Nigerians to be patient in spite of the hard times in the country, assuring them that all will be well. “I am confident that the economy of the country, under the leadership of President Muhammadu Buhari, will change for good because our president is focused,’’ Akiolu told newsmen in his palace.

The royal father, who spoke during the celebration of the Isese Festival in Isale Eko area of Lagos Island, said that the present hardship was a prelude to a better tomorrow. 
 
“Let us cooperate with the government. Do not take laws into your hands and always inform the security agencies wherever there are criminal activities,’’ Akiolu said. He appealed to the Niger Delta Avengers to stop bombing oil facilities and put their grievances on the table for the government to address. 
 
“I want to use this medium to appeal to the Niger Delta Avengers to give peace a chance. “I agree to some extent with them that certain things have to be done for them, but they just have to give peace a chance and things will work for them. “They should stop and put their grievances on the table and the government will address it. It is not too late to mend, “ Akiolu said. On the festival, Akiolu said it was an inherited custom and tradition which he does not joke with. 
 
The News Agency of Nigeria (NAN) reports that the Isese festival featured diverse cultural activities to enhance interaction and promote harmony in the state and the country at large. Numerous Lagosians joined in the celebration of the festival, dancing and singing to various deities. (NAN)
